The quarter is surrounded by modern high-rise blocks and looks like a hole in the overall scene. Rain is a curse for its residents – it rains both inside and outside their homes. Sewage “springs” surrounding the quarter burst open when storms hit and pool up inside the neighborhood. Since the municipality does not consider itself responsible for the area, residents have been forced to fix the problem on their own.
