Or, les pratiques épinglées par l'ONG RSF montrent cette année encore qu'Internet, opportunité d'émergence de médias indépendants et de la parole citoyenne, en est aussi un puissant outil de surveillance et de répression[+]. Sur ce champ de bataille pour l'information, les autorités et les « net-citoyens » rivalisent d'ingéniosité pour conquérir du terrain. À chaque dispositif de contrôle ou de blocage répond une parade, puis à chaque parade un nouvel obstacle.
