Très intéressant commentaire de Abdallah Salam sur le mariage civil et au-delà, la possibilité offerte aux Libanais de se défaire, administrativement, de leur affiliation confessionnelle.

❝More than any other, it is the Lebanese of the post-Civil War generation, my generation, who have won. They have been the most enthusiastic for civil marriage and will benefit most, in a practical sense, from what has now become possible. It is also a victory for Lebanese advocates of the rule of law, constitutionalism, and a culture of textual interpretation that accounts for the needs of an evolving society. Not least, it is a victory for Lebanese advocates of pluralism: the idea that all must be respected in their chosen way of life.

That said, removing reference to sect from state records, a process that began in April 2007, deserves at least as much attention as the civil marriage victory. Even though it is a simple and easy procedure, it is a highly significant one in Lebanon – a country that has known war, and continues to know tragedy, along sectarian lines.

By not declaring a sect to the state, a Lebanese establishes a direct relation to the state: as a citizen without a sectarian intermediary.

Of course, a Lebanese who removes the reference to sect from state records can still be religious in belief and social identity, and can maintain strong ties to religious institutions independent of the state. This was demonstrated by a prominent religious figure, Archbishop Gregoire Haddad, who removed reference to sect from his state records. In fact, when Lebanese started removing any reference to sect, a few bureaucrats mistakenly replaced it with the terms “no religion” or “no sect.” This mistake was corrected and now only a slash is written to indicate a decision not to declare one’s sect.

Alarmingly, the administrative practice in Lebanon is for individuals to be registered at birth by default under the sect that one’s father was registered under. This practice goes back generations. No Lebanese has ever been given a choice of not declaring a sect. Essentially, they were forced into sectarian administrative cages and thus prevented from coming together as one people.

These cages have now been unlocked. Lebanon has now been transformed from a state where 18 different sectarian labels are the most basic administrative categories to a state where “declare” and “nondeclare” are the two fundamental administrative categories.❞

Hezbollah chief's ambiguous phrase on Syria arms raises translation headache
Hezbollah leader Hasan Nasrallah's mention in his 9 May speech of new weaponry has had translators and journalists scratching their heads and scouring their dictionaries for a clear, consistent and meaningful translation.

Differences have emerged in Western news agency reports of the speech, Arabic English-language media and even Iranian news sources; all of them coming up with alternative phrases for a key passage.

In the literal translation of his speech, broadcast live on Al-Manar TV, Nasrallah says Syria would supply his movement with "qualitative weaponry" that would be considered as a "balance-breaker" in the region.

BBC Monitoring translates Nasrallah as saying in his speech: "The first response, you Israelis must know, if you considered Syria as a weapon corridor to the resistance, then Syria will give weaponry to the Resistance. This is a major strategic decision. More than that, if you [Israel] claim that your aggression's aim is to prevent the expansion of the Resistance's capability, then Syria will give the Resistance qualitative weaponry that the Resistance has never obtained until now. This is higher than a matter of capability expansion; we went for a balance-breaker."

L'ancien ministre du Travail, Charbel Nahas, a comparu mercredi devant le tribunal où il a été entendu dans le cadre du procès intenté contre lui par le directeur exécutif de Spinneys, Micheal Right, pour diffamation.

"L'affaire n'est pas personnelle. Toute personne devrait se sentir impliquée dans la défense des droits et des libertés, a souligné M. Nahas à l'issue de la séance. Nous allons prouver que la diffamation à l'encontre de ceux qui violent les droits des gens est un devoir." Le procès a été repoussé de 15 jours.

Charbel Nahas ainsi que plusieurs journalistes et activistes se sont activement mobilisés ces derniers mois pour dénoncer les violations perpétrées selon eux par la chaîne de supermarchés Spinneys, des droits de certains de ses employés. Un article du quotidien al-Akhbar dénonçant Spinneys et sa direction et que l'ancien ministre a partagé sur sa page officielle Facebook serait derrière le procès intenté contre lui.

 

L'histoire remonte à 2012 quand deux employés de la chaîne ont été licenciés pour avoir revendiqué leurs droits à un réajustement des salaires, prôné par les syndicats et approuvé par le gouvernement. Selon le syndicat des employés de Spinneys, la direction de l'établissement "n’a pas appliqué la hausse des salaires à tous ses employés et beaucoup ne sont pas inscrits à la CNSS".

 

L'affaire avait fait scandale et plusieurs formations syndicales, pour la plupart liées à des partis politiques libanais, avaient appelé la direction de Spinneys à "reprendre immédiatement tous les employés licenciés", tout en "leur assurant tous leurs droits et en ouvrant le dialogue avec les forces syndicales". Elles ont également demandé à la direction d’inscrire tous ses employés, notamment les journaliers et les porteurs, à la Sécurité sociale, d’appliquer le réajustement des salaires, de revenir sur les documents qu’elle a fait signer aux employés et selon lesquels ils renonçaient à leurs droits, et de reprendre la négociation avec le syndicat.

 

En septembre dernier, la juge des référés de Beyrouth, Zelpha el-Hassan, avait pris une décision empêchant la société de licencier tout membre fondateur du syndicat des employés de la chaîne jusqu’à ce que le ministère du Travail approuve officiellement la formation de ce syndicat.❞]]></summary>

GENEVA (Reuters) - U.N. human rights investigators have gathered testimony from casualties of Syria's civil war and medical staff indicating that rebel forces have used the nerve agent sarin, one of the lead investigators said on Sunday.

The United Nations independent commission of inquiry on Syria has not yet seen evidence of government forces having used chemical weapons, which are banned under international law, said commission member Carla Del Ponte.

"Our investigators have been in neighboring countries interviewing victims, doctors and field hospitals and, according to their report of last week which I have seen, there are strong, concrete suspicions but not yet incontrovertible proof of the use of sarin gas, from the way the victims were treated," Del Ponte said in an interview with Swiss-Italian television.

"This was use on the part of the opposition, the rebels, not by the government authorities," she added, speaking in Italian.

Del Ponte, a former Swiss attorney-general who also served as prosecutor of the International Criminal Tribunal for the former Yugoslavia, gave no details as to when or where sarin may have been used.

The Geneva-based inquiry into war crimes and other human rights violations is separate from an investigation of the alleged use of chemical weapons in Syria instigated by U.N. Secretary-General Ban Ki-moon, which has since stalled.

President Bashar al-Assad's government and the rebels accuse each another of carrying out three chemical weapon attacks, one near Aleppo and another near Damascus, both in March, and another in Homs in December.

The civil war began with anti-government protests in March 2011. The conflict has now claimed an estimated 70,000 lives and forced 1.2 million Syrian refugees to flee.

The United States has said it has "varying degrees of confidence" that sarin has been used by Syria's government on its people.

President Barack Obama last year declared that the use or deployment of chemical weapons by Assad would cross a "red line".

❝Japan and Turkey have signed a deal to build a major nuclear power plant on Turkey's Black Sea coast, a milestone for the Japanese nuclear industry as it recovers from the 2011 Fukushima disaster.

On Friday, Turkish Prime Minister Recep Tayyip Erdogan hailed the $22 billion contract as a "very important step" that would transform bilateral relations with Japan into a "strategic partnership."

A Japanese-French consortium won the giant contract to build Turkey's second nuclear plant, Japan's first successful bid on an overseas nuclear project since a tsunami wrecked the power station in Fukushima.

Turkey weathered criticism for teaming up with Japan in light of the catastrophe, but "despite that, we have taken this step," Erdogan said.

“What happened at Fukushima upset all of us,” he said, adding that “successful steps are being taken now with the use of improved technology.”
