Under the plan, nearly 200 B61 gravity bombs stockpiled in Belgium, the Netherlands, Germany, Italy and Turkey would be given new tail fins that would turn them into guided weapons that could be delivered by stealth F35 fighter-bombers.
“This will be a significant upgrade of the US nuclear capability in Europe,” said Hans Kristensen, a nuclear weapons expert at the Federation of Nuclear Scientists. “It flies directly in the face of the pledges Obama made in 2010 that he would not deploy new weapons.”

As many as 600 Europeans have joined the rebels fighting government forces in Syria, a British study found.
Jihadists from 14 European countries including France, Germany, Britain and the Netherlands are among those to enter the conflict, according to research published Tuesday by the International Center for the Study of Radicalization (ICSR) at King's College London.
“Between 140 and 600 Europeans have gone to Syria since early 2011,” said researcher Aaron Y. Zelin.
Up to 441 Europeans are still in the country, he added.
The ICSR's lowest estimates consist solely of confirmed individuals, while higher estimates include unverified estimates provided by government and media sources.
The ICSR based the figures on some 250 “martyrdom notices” posted on jihadi websites as well as hundreds of Arab and Western media reports.
It estimated that as many as 134 fighters from Britain have headed to Syria, along with up to 107 from the Netherlands, 92 from France and 85 from Belgium.
Others came from Denmark, Germany, Ireland, Finland, Spain, Sweden, Albania, Austria, Bulgaria and Kosovo.
“There is no 'true census' of foreign fighters, and publicly available sources are inevitably incomplete... and will probably remain so for years to come,” said Zelin.
The study dismissed Syrian government claims that many of the fighters battling against troops loyal to President Bashar al-Assad are foreigners, estimating that they make up less than ten percent of the opposition.
Zelin also stressed that not all foreigners fighting in Syria are Muslim extremists.
“Not everyone who has joined the Syrian rebels is Al-Qaeda, and only a small number may ever become involved in terrorism after returning to Europe,” he said.
“That said, it would be wrong to conclude that individuals who have trained and fought in Syria pose no potential threat.”
Last month the Netherlands raised the threat of a terror attack to “substantial”, saying the increased risk stemmed mainly from jihadi returning from fighting in Syria.

...On 14 March Draghi made a presentation to heads of state and government on the economic situation in the euro area. His intent was to show the real reasons for the crisis and the counter-measures needed. In this he succeeded – although not in the way he intended.
Draghi presented two graphs that encapsulate his central argument: productivity growth in the surplus countries (Austria, Belgium, Germany, Luxembourg, Netherlands) was higher than in the deficit countries (France, Greece, Ireland, Italy, Portugal, Spain). But wage growth was much faster in the latter group. Structural reforms and wage moderation lead to success; structural rigidities and greedy trade unions lead to failure. QED.
According to the Frankfurter Allgemeine Zeitung, which reported the affair approvingly, the impact of Draghi's intervention was devastating. François Hollande, the French president, who had earlier been calling for an end to austerity and for growth impulses, was, according to the newspaper, completely silenced after the ECB president had so clearly demonstrated, with incontrovertible evidence, what was wrong in Europe – or rather in certain countries in the eurozone – and what must be done.
Things are not as they seem, however. Draghi's presentation contains a simple but fatal error – or should that be misrepresentation? ...

If Hollande had been aware of this, he need not have been silent at all. On the contrary, he could have pointed out that his country almost perfectly fits this benchmark: on Draghi's chart, the gap for France is about 32%. Similarly, the figure of 28% would need to be subtracted from the supposed competitiveness gaps of the other deficit countries, substantially reducing – although not eliminating – them.
Moreover – and this is the key point – using the correct figures transforms Germany from the wage-productivity paragon, as portrayed by the central bank, into what it really is: a country that has systematically undershot the stability norm for balanced growth in a monetary union, and thus been a major contributing factor to the crisis.

Last week, they were uttered publicly by a senior German politician, Hans-Gert Pöttering, one of those closest to Chancellor Angela Merkel. Pöttering, who served for many years as president of the European Parliament, spoke at a packed auditorium in the center of Brussels. “Were it not for the Holocaust, Germany would not have abstained at the UN vote on the recognition of Palestine as a non-member state,” said the man who was appointed last year to chair the Konrad Adenauer Foundation, named after the first post-World War II German chancellor who was responsible for the reparations agreement between Israel and Germany. “It would have voted in favor.” Pöttering did not attempt to conceal his hope that Avigdor Liberman — whose name (meaning “a beloved man” in German) does not suit him, he said — would not be coming back to Brussels as Israel's foreign minister.
He finished by saying that the Israeli-Palestinian conflict makes it hard for Europe to conduct a dialogue with the Muslim world. “Previously, the Israelis did not want European involvement, now you are also opposed to American involvement,” he lashed out.
On the stage, to the left of the German speaker, sat Adm. (Res.) Ami Ayalon, who has served as a cabinet minister, head of the Shin Bet security service and commander of the navy, and Gilad Sher, a lawyer who was Prime Minister Ehud Barak's chief of staff and policy coordinator. In the front row were philanthropist and peace activist Orni Petruschka, Ayalon and Sher's partner in the leadership of Blue White Future, [a pro-peace movement] and the organization's CEO, Dar Nadler. They came to the capital of the European Union at the instigation of the Hanns Seidel Foundation to persuade the Europeans to exert their influence on the Americans. Ayalon and Sher sought to equip the Europeans with their diplomatic blueprint, the gist of which is Israeli recognition of a Palestinian state and the launch of negotiations on a permanent agreement, based on the Arab Peace Initiative (peace and normalization of relations with members of the Arab League in return for Israeli withdrawal to the 1967 borders) and a declaration that Israel has no territorial claims on the eastern side of the security/separation fence.
The leaders of Blue White Future warned that European inactivity until the end of negotiations on land exchanges, the division of Jerusalem and a solution to the Palestinian refugee problem would bring about the demise of a Jewish and democratic Israel. They presented senior EU officials with a plan for the immediate evacuation of all settlements east of the fence, including a precise mapping of vacant lands within the Green Line [the de facto 1967 border] on which the Israeli evacuees could be resettled. They recommended that everyone learn the lessons of the unilateral Israeli withdrawal from the Gaza Strip, which dropped the Strip like a ripe fruit into the hands of Hamas (Europe supported the disengagement from Gaza) and replace that totally unilateral action with coordinated unilateral steps.
The Seidel Foundation invited me to join the fascinating three-day journey of the “Blue White Future” leadership through the endless corridors of the European Union. I participated in meetings with leading officials of the European Commission, with a senior official in the office of EU foreign secretary Catherine Ashton and with members of the European Parliament. I was exposed to the frustrations of the umbrella organization of 27 states, whose population is greater than that of the United States. Parliament member Ivo Vajgl, Slovenia's former foreign minister, recounted how Israeli government ministers refused to meet the European Parliament delegation, which he headed, and Israeli members of Knesset [parliament] left them waiting a long time outside their meeting room. “Israel is humiliating us,” said Vajgl.
I was struck by the helplessness of the European Union, which was honored last year with the Nobel Peace Prize, regarding peacemaking between Israel and the Palestinians, an end to settlements and to the occupation.
All the senior officials we met in Brussels, without exception, listened attentively to the guests' plan, made remarks and at the end sent them to Berlin, Paris, London and Prague, too, which had voted at the UN against upgrading status of the Palestinian Authority. One journalist even asked angrily, “Why did you come here, anyway?” When Ayalon, Sher and Petruschka explained why economic sanctions would not jump-start the diplomatic process, the hosts said they were in complete agreement that there's no chance the 27 countries represented in Brussels could reach agreement regarding punitive steps of any kind against Israel for its construction in the settlements.
Past experience teaches us that the recommendations of the European consuls to take steps against Israel, such as imposing economic sanctions on the settlements — as published this week in the Haaretz newspaper — are gathering dust in the desk drawers of the European Union.
On the other hand, they stressed that as long as Israel continues to expend settlements in the West Bank and East Jerusalem, there's not even a slim chance that members of the Union will arrive at a consensus regarding the upgrading of Israel's position. In addition, a senior European official pointed with no small amount of embarrassment to the fact that the EU is incapable of agreeing to include Hezbollah in the list of terror organizations, even after the official Bulgarian government investigation concluded with certainty that the organization was responsible for the attack in which five Israeli tourists were murdered last year in a Bulgarian resort town.
Europe is mostly busy with its own problems, the financial crises and the integration of new members (next in line is Croatia. For the information of reader Prime Minister Benjamin Netanyahu — this was made possible after the Croatians met the EU's demand to erase from their constitution the article stating that Croatia is the national home of the Croatian people). The Quartet, the mechanism established with the aim of advancing the diplomatic process, has turned into a joke. In answer to my question about former Prime Minister Tony Blair's activity as the special envoy of the Quartet (the US, Russia, the European Union and the UN), the two officials sitting across from us exchanged meaningful looks and burst out laughing. They said the EU has decided to stop funding Blair, who has disappeared somewhere in East Jerusalem.
Thus, the Europeans are directing their eyes westward, to the 2009 Nobel Peace Prize laureate, US President Barack Obama. So far, the Union's special envoy to the Middle East, Andreas Reinicke, is the only bearer of good news. He says EU's foreign policy chief, Lady Catherine Ashton, and Obama have set themselves a one-year deadline to bring about a permanent settlement, not an interim arrangement, not a Palestinian state within temporary borders, but rather the establishment of a sovereign Palestinian state side-by-side with the state of Israel. The impression in Ashton's office, on the other hand, is that Obama will focus his meeting with Netanyahu on the Iranian nuclear issue. We heard there that at his last meeting with Ashton, each time the European minister wished to raise the Israeli-Palestinian conflict, Netanyahu said this was a marginal issue which deflects attention from the big Iranian threat. “If this is a marginal issue”, Ashton is said to have answered, “let's get it out of our way so we can be free to deal with the main issue.” The prime minister, we were told, did not respond.
Brussels hopes the next Israeli government will have a response. They are not holding their breath.

Will the future generations understand the dangers of radioactive waste? For that it is important to maintain the knowledge, the wisdom about the risks of nuclear waste, nuclear energy and radioactivity in our global societies alive. It is important, that the dangers of radioactivity will never be forgotten. And the best mediums to transport information are films, movies, and documentaries. The Film Festival is an effective tool to bring the information to the global public.

'All options remain on the table”, goes the mantra. This is code for saying that the West retains the choice of using military force to stop Iran acquiring a nuclear weapon. We'll hear it repeated this week, as negotiations between Iran and the “P5 +1” (the permanent members of the United Nations Security Council, and Germany) resume in Kazakhstan. On occasions, I've used the phrase myself. But the more I've thought about it, the more I've become convinced that it is a hindrance to negotiations, rather than a help.
If Iran were to attack Israel, or, say, one of its Arab neighbours, international law is clear: the victim has the right to retaliate. But such an attack is highly improbable. Under Article 42 of the UN Charter, the Security Council can authorise military action where there's a “threat to international peace and security”. Such resolutions were the legal basis for the actions against Iraq in 1991 and 2003, and Libya in 2011. But there are no such Article 42 resolutions against Iran; and there won't be – China and Russia would veto them.

I vaguely remembered that this line was usually attributed to Winston Churchill and found my friend's reaction odd, because if this was a Churchill quote, it would be more likely to be known amongst English speakers than in Germany. A quick Google search confirmed my suspicions because hits centered on Germany, making it unlikely the quote was indeed from Churchill. The German-centric hits were no coincidence, because as it turns out the “quote” was a product of Nazi propaganda that has managed to survive the fall of the Reich by more than six decades.
According to research conducted by a member of the Baden-Wuerttemberg State Office of Statistics a couple of years ago, there is no verifiable source for the supposed “quote”.

‘Lending' passports

We now know that one of those Australians being investigated was Prisoner X, Ben Zygier, who changed the name on his passport at least three times. However, it seems that these were not the Australian passports used in Dubai at the time of the Mabhouh assassination. In June 2010, the Polish police arrested in Warsaw a man travelling with a German passport under the name of Uri Brodsky, who was identified by German media as a Mossad agent. A year earlier, the same man, identifying himself as Alexander Verin, had allegedly obtained a German passport along with an associate named Michael Bodenheimer; both claimed their parents were Holocaust refugees born in Germany.
The Bodenheimer passport was one of those used by the alleged Mossad agents during the Mabhouh assassination in Dubai. Brodsky-Verin was deported from Poland to Germany and from there transferred to Israel. He was tried in Germany in absentia and fined 60,000 euros. In January 2011, the German police issued an international arrest warrant for Brodsky. The fact that an alleged Mossad agent was traveling with a passport that was apparently part of the same batch of German passports used in Dubai points to a major security failing on the part of those preparing identities and passports for agents

Exactly a year ago, the Times of London published accounts of two anonymous young men, one of whom had emigrated to Israel from Britain and the other from France. Both young men, during their service in the Israel Defense Forces, were approached by a woman who identified herself as a Mossad official, who asked them to “lend” their passports to her for about 18 months while they were still in the army. When the passports were returned, they contained stamps from a variety of countries, including Russia, Azerbaijan and Turkey. The two men were advised not to visit those countries over the next few years.
There is a long and glorious tradition of Diaspora Jews aiding Israeli intelligence, albeit occasionally without being aware they were doing so. In the 1970s and 1980s, the semi-secret Lishkat Hakesher ‏(Liaison Unit, also called Nativ‏), which was under the auspices of the Prime Minister's Office ‏ and promoted ties between Israel and the Jews of the Soviet Union, sent Jewish citizens from Western countries to meet Soviet Jews, and among other things to bring them Hebrew textbooks. Many new immigrants to Israel have said they were apparently approached by the Mossad to “lend” it their passports for a while; in some cases their identities were used without their knowledge.
The illegal use of the passports of citizens from friendly nations stands in clear contradiction to assurances Israel has repeatedly given these countries. For agents operating in enemy territory, passports of real live citizens have a major advantage over fake travel documents. Many countries have the capability of easily detecting the latter; most large airports are equipped with computer systems connected to databases that can ascertain within seconds whether a passport has indeed been legally issued. For a serious intelligence organization committed to the safety of its operatives, even the best forged documents are no longer an option.
When Meir Dagan became Mossad chief, in September 2002, he was charged by Prime Minister Ariel Sharon with expanding the agency operational portfolio substantially, and targeting mainly Iran's nuclear program and its arms-smuggling networks to Hamas and Hezbollah. This necessitated a rapid influx of agents into the field, with each operation necessitating creation of new identities. It would seem that in the rush to acquire new documents too many corners were cut in security procedures. Now someone at the highest levels of Israel's political and security establishment will need to ask the question whether the damage caused to Jewish citizens in friendly countries and to Israel's diplomatic relations was worth the trouble.

A recent report aired by the German public broadcaster ARD provided a shocking exposure of the contempt shown by local authorities and church institutions in the city of Dortmund for impoverished workers from southeastern Europe.
The extreme poverty in the countries from which these workers have emigrated—above all, Bulgaria and Romania—has been deliberately exacerbated by the policies of the European Union (EU). This, in turn, has acted as a mechanism to drive living standards down sharply in countries such as France and Germany.

Austerity measures dictated by the German government are plunging the peoples of Europe into a social catastrophe. Before Christmas, the National Conference on Poverty (NAK), an amalgamation of charities, churches and the German Trade Union Federation (DGB), presented its “Shadow Report”, which concludes that the growth and consolidation of poverty is “politically desired”.
The report, entitled “Those in the shadows are not seen”, is a response to the fourth official government report on poverty and wealth, which will probably be released by the cabinet in January 2013. A first draft of the government report was presented by the Labour Ministry in September 2012, and excerpts were published in the media. Under pressure from the Free Democratic Party (FDP)-led economics ministry, the final report has been delayed and redrafted several times.

Germany and Italy, in addition to charging Greece exorbitant sums as occupation expenses, obtained forcibly from Greece a loan (occupation loan) of $ 3.5 billion. Hitler himself had recognized the legal character of this loan and had given orders to start the process of its repayment. After the end of the war, at the Paris Conference of 1946 Greece was awarded $ 7.1 billion, out of $ 14.0 billion requested, for war reparations.
Italy repaid to Greece its share of the occupation loan, Italy and Bulgaria paid war reparations to Greece, and Germany paid war reparations to Poland in 1956 and to former Yugoslavia in 1971. Greece demanded from Germany payment of the occupation loan in 1945, 1946, 1947, 1964, 1965, 1966, 1974, 1987, and in 1995. However, Germany is consistently refusing to pay its obligations to Greece arising from the occupation loan and war reparations. In 1964, German chancellor Erhard pledged repayment of the loan after the reunification of Germany, which occurred in 1990.
Indicative of the current value of the German obligations to Greece are the following: using as interest rate the average interest rate of U.S. Treasury Bonds since 1944, which is about 6%, it is estimated that the current value of the occupation loan is $163.8 billion and that of the war reparations is $332 billion. The French economist and consultant to the French government Jacques Delpla stated on July 2, 2011, that Germany owes to Greece 575 billion euros from Second World War obligations (Les Echos, Saturday, July 2, 2011). The German economic historian Dr. Albrecht Ritschl warned Germany to take a more chaste approach in the euro crisis of 2008-2011, as it could face renewed and justified demands for WWII reparations (Der Spiegel, June 21, 2011, guardian.co.uk, June 21, 2011).

Algeria has decided to postpone its decision on participating in the Sonelgaz Desertec Renewable Energy Program until 2013, and is waiting for Germany's Desertec to approve its preconditions, a government official told Zawya.
The Algerian government would delay its final resolution on the project till the mid of 2013, as it is still unclear whether Algeria will take part in the project, the official at the Algerian ministry of energy and mining said.
“The government is reconsidering the economic gains it may acquire from participation and is testing the acquiescence of the foreign partner to its terms, which require manufacturing the project appliances and needs in Algeria, as well as involving the Algerian experts in the project,” the official told Zawya on condition of anonymity because he is not authorized to speak to media. Algeria's participation may not exceed 50%, he added.
The EUR 400 billion Desertec project intends to convert solar energy from Algeria, Morocco, Tunisia, Libya, Egypt and Saudi Arabia and export it to Europe. It is expected to supply as much as 15% of Europe's power needs by 2050.
Christoph Partsch, the general manager of the German-Algerian Chamber of Commerce and Industry, was earlier quoted as saying that the forthcoming round of talks between the German company and the Algerian government will be launched in Oran in October and some serious steps will be disclosed by the first quarter of 2013.
Algeria is facing a 1,300 MW shortfall in power supply, pointed out Abdul Rahman Mabtoul, a former senior executive at Sonatrach. The Algerian government generates 9,700 MW, while the demand is as high as 11,000 MW, he said.
“The government needs to invest USD 20 billion over the next five years to resolve the power supply crisis,” Mabtoul told Zawya.
