❝The notion that an ECOWAS force with the backing of the African Union, and the necessary paperwork from the UN Security Council is a recipe for disaster. Rotten and corrupt militaries, commanded by equally corrupt leaders cannot be a credible partner once the shooting starts. This line of thinking owes a lot more to post-colonial discourses than it does to the practical matter of drying out the northern Malian jihadi swamp.

The other principle complicating the matter is Africa’s biggest taboo. Today, no one is willing to recognize that Mali, like many most of Africa, is an artificial construct. Just like the Middle East’s levant, countries were created without much thought of whether they made sense for those destined to live in them. Ethnic groups, competing cultures are condemned to live in them. Maybe they will end up making sense, but just in Mali, that will cost a lot of blood and treasure.

Although the logical next step in Azawad’s history is independence, in practical policy terms, it is impossible to advocate for an Azawadi state now. A step in that direction is unlikely to gain much traction in African Union meetings is autonomy.

This is the compromise that any serious attempt to defeat Jihadism must include. after all, as the French learned a century earlier, the only tried and tested strategy to control that area is divide and conquer. Giving Azawadis incentives to repudiate Jihadism is the only way to go.❞

Today, no one is willing to recognize that Mali, like many most of Africa, is an artificial construct. Just like the Middle East's levant, countries were created without much thought of whether they made sense for those destined to live in them. Ethnic groups, competing cultures are condemned to live in them. Maybe they will end up making sense, but just in Mali, that will cost a lot of blood and treasure.&lt;/p&gt;&lt;p&gt;Although the logical next step in Azawad's history is independence, in practical policy terms, it is impossible to advocate for an Azawadi state now. A step in that direction is unlikely to gain much traction in African Union meetings is autonomy.&lt;/p&gt;&lt;p&gt;This is the compromise that any serious attempt to defeat Jihadism must include. after all, as the French learned a century earlier, the only tried and tested strategy to control that area is divide and conquer. ❝The recent international boom of the private military and security industry is in great part the result of thirteen years of war conducted by the International Security Assistance Force (ISAF) in Afghanistan. Isenberg recalls that “the PSC industry in Afghanistan is enormously powerful, having grown from nothing to immense in a decade of war that the invaders wanted to wage with as few uniformed troops as possible.” Hence, contrary to foreign forces in Iraq, private guards operating in the country are “overwhelmingly Afghan.” Before leaving the country by 2014, ISAF will have to transfer PMSC operations to the newly created Afghan Public Protection Force (APPF). There is no doubt that the Disarmament, Demobilization and Reintegration (DDR) of such important and suddenly-unemployed armed force will be a major challenge threatening the viability of the post-invasion “nation-building” strategy.❞

❝US Special Forces in Afghanistan have suspended training for about 1,000 Afghan police recruits to carry out checks on existing members, the military said Sunday, after a surge in insider attacks on NATO.

There has been a sharp rise in so-called "green-on-blue" attacks recently, in which members of the Afghan security forces turn their weapons on their Western allies, sometimes their military trainers.

There have been more than 30 such incidents this year, claiming the lives of 45 coalition troops -- about 14 percent of the overall death toll in the war for 2012.❞</summary>

❝After numerous failed negotiations, Sudan and South Sudan finally managed to settle the long disputed transit of oil at the African Union Summit in Addis Ababa this month. Disagreement over the transport of South Sudanese oil through Sudan led South Sudan to shut down the production of oil altogether in January, with alarming consequences for both economies. Despite the Sudans’ Oil Agreement leading the way to greater cooperation between the two countries, many issues still remain. The main obstacle to the possibility of peaceful co-existence is the lack of clear borders and border security. Since the independence of South Sudan, conflict endures in Abyei, South Kordofan and the Blue Nile.

After an unsettling year of failed negotiations, heated disputes, and cross-border violence, Sudan and South Sudan this month came to a landmark agreement over the transit of oil.

Failure between the neighbouring governments to agree on a price for the transport of South Sudanese oil through Sudan eventually led to shutdown of production in January. For two economies heavily dependent on oil, the consequences have been dire. The negotiated breakthrough could therefore have monumental significance for both populations, although there is still far to go and numerous highly contentious issues between Sudan and South Sudan remain unresolved.❞

❝The Afghan government has hit out angrily at Nato over the raid, saying that it it violated a pact Kabul had with Washington over who would take the lead in "special operations".

An inquiry into Wednesday's attack in Lognar province found that it was the result of "a one-sided decision, and not co-ordinated with Afghan security forces", President Karzai's spokesman Aimal Faiz said on Saturday.

Investigators told Karzai that Afghan forces had surrounded the house prior to the American air strike. But US troops decided not to wait for them to try and flush out the alleged militant, opting instead for aerial bombardment.❞

Contre toute attente, il a dit oui. Dominique De Villepin a annoncé dimanche sur TF1 sa candidature à la présidentielle. "Il a surpris son monde" comme le résume ce matin François Hollande sur RTL. Et sa décision n'a pas manqué de provoquer un tollé dans la majorité. Loin d'avoir le souffle coupé, les responsables UMP montent au créneau les uns après les autres depuis l'annonce pour dénoncer la décision de l'ancien Premier ministre.❞

Je suis plutôt de gauche, mais je me réjouis de la candidature de Dominique de Villepin. Enfin quelqu'un qui a la stature d'un Président de la République. Ça nous changera du nain hystérique.

Le PS a tord de se réjouir trop vite. Il ne peut y avoir que deux candidats au premier tour, et avec l'arrivée de de Villepin, ça en fait un de plus à combattre pour y arriver. de Villepin, s'il divise la droite, divise aussi la gauche ou plutôt ses électeurs.

Et puis n'oublions pas Marine Le Pen qui bénéficie aussi de l'entrée de de Villepin en campagne. Les français s'étant rapprochés des arguments du Front National, grâce à la campagne islamophobe unanime des médias (merci les pisses-copie), elle se rapproche de plus en plus d'une place au premier tour.

❝A month later, a report launched by 20 South-east Asian, African and Latin American civil society organizations proved that GMOs have caused an increase in the use of chemicals that contaminate the ground, and the rapid spread of infertile transgenic “superweeds” to lands where they were not seed.❞

❝Navdanya’s research in India has shown that contrary to [US firm] Monsanto’s claim of Bt cotton yield of 1500 kg per acre, the reality is that the yield is an average of 400-500 kg per acre,” wrote renowned scholar and activist Vandana Shiva, who led the report among with her colleagues Debbie Barker and Caroline Lockhart.❞

❝Another study, published on Sept. 28 by the Washington-based Food and Water Watch and titled "Genetically Engineered Food: An Overview", conclude that GMO’s proliferation into vast lands have caused a slew of environmental and health crises, and actually increased poverty by forcing millions of farmers to "buy" patented seeds at exorbitant prices, reported IPS news agency.❞

❝A third report, published this month by the African Centre for Biosafety (ACB), warned against the authorisation to conduct the first ever field trials in South Africa involving GM bananas not only because of the biosafety risks “to human and animal health, the environment and to society”, but also because of “the lack of public interest or commercial justification”.

ACB thinks that transgenic disease resistant bananas cannot overcome the problems of land tenure to competition from more ecologically suitable production areas, such as those in Mozambique, a shift in the industry that will mean the loss of 24 000 on farm jobs in South Africa.❞

Hundreds of Syrian troops backed by armour early Monday have moved into the flashpoint southern Syrian town of Deraa where heavy shooting was heard, according to witnesses on the scene.

"Hundreds of security service men entered the town, accompanied by tanks and armoured vehicles," Abdullah Al-Harriri, an activist, told the AFP news agency in Nicosia by telephone.

"The men are firing in all directions and advancing behind the armour which is protecting them," he added.
"Electricity is cut off and telephone communications are virtually impossible," he said.

❝Robert Gates, the US defence secretary, has arrived in #Afghanistan at a time of increased strain between Kabul and its Western supporters with important security transition milestones looming.

His arrival on Monday marked the start of a two-day visit which had not been announced in advance.

US military Gates said on Monday that both the US and Afghan governments agree on the US military involvement in Afghanistan after the planned 2014 end of combat operations to help train and advise Afghan forces.

"Obviously it would be a small fraction of the presence that we have today, but I think we're willing to do that," Gates told a group of US troops at Bagram air field, US and NATO forces headquarter in eastern Afghanistan.

"My sense is, they (Afghan officials) are interested in having us do that."❞
