In 2010, when White House negotiators were trying to pass cap and trade, they presented reluctant senators with a promise (some called it a threat): pass a comprehensive bill to deal with the problem or the E.P.A. would move forward on its own. Three years later, the Administration has still not acted on that ultimatum. And, ominously for those who care about tackling climate change, Obama's new budget proposes to reduce funding for the E.P.A. by 3.5 per cent compared to the current year .

....the story is familiar to anyone who saw the hit film Erin Brockovich. The corporate polluter was taken to court. The victims got millions of dollars. Problem solved.
But in reality, the “chromate problem” has not gone away. Today, tens of millions of Americans drink chromium-tainted tap water. Yet the controversy over whether people like Speth are dying of cancer from it is still being hotly debated.
Some of the most powerful voices in the debate are companies with a stake in the outcome. They've hired scientists to convince regulators that the chemical compound is safe. The lawsuit that Brockovich championed was merely the beginning of an intriguing tale about corporate manipulation of science.
In 2008, the National Toxicology Program, part of the National Institutes of Health, published groundbreaking research detailing how mice and rats that drank heavy doses of a toxic form of chromium called chromium (VI) developed cancerous tumors. The findings prompted the Environmental Protection Agency to act.
EPA scientists evaluated hundreds of studies and concluded that chromium (VI) likely causes cancer in people who drink it. The agency in 2011 was on the verge of making its scientists' findings official — a first step toward forming more stringent clean-water rules. But last year it bowed to pressure and announced it was going to wait for new studies being paid for by the chemical industry.
To lead those studies, the American Chemistry Council, the industry's main trade group and lobbyist, hired ToxStrategies Inc., a Texas-based firm with scientists experienced in poking holes in research that links chromium to cancer. The company describes its business this way on its website: “We often interact and collaborate with regulatory, academic and industrial professionals to ensure that the most appropriate science is incorporated into each assessment.”

L'annonce du leader du parti Ennahda mercredi matin sur une radio tunisienne pourrait marquer la fin d'une longue période de blocage politique en Tunisie. « Nous confirmons la neutralisation des quatre ministères de souveraineté, a déclaré Rached Ghannouchi sur Radio Kalima. Le ministère de l'Intérieur, y compris, sera attribué à une personnalité hors des partis politiques. »
C'était la pierre d'achoppement, la question qui bloquait tout. Les partis alliés d'Ennahda au sein de la troïka au pouvoir et l'opposition estimaient depuis plusieurs semaines que pour répondre à la grave crise que traverse le pays, il fallait ouvrir le gouvernement à d'autres partis et céder les ministères de souveraineté à des personnalités indépendantes. Ces technocrates qu'Hamadi Jebali, le premier ministre démissionnaire, voulait voir à la tête de chaque ministère. Il l'avait annoncé au soir de l'assassinat de l'opposant anti-islamiste Chokri Belaïd. Désavoué par son parti et incapable de mettre en place le gouvernement espéré, il a jeté l'éponge la semaine dernière.

LONDON, 16 January – Australia could be self-sufficient in renewable energy in 10 years by converting to solar and wind energy if the country had the right social and political leadership, according to the Energy Research Institute of the University of Melbourne.
In a paper published before the current catastrophic heat wave (the Zero Carbon Australia Stationary Energy Plan), the researchers conclude that existing proven technologies could be deployed on a large scale to show an example to the world and to wean Australia off its addiction to fossil fuels.

Quant à l'intégration des islamistes au jeu politique, là aussi, il faut se garder d'une analyste simpliste qui opposerait de manière caricaturale le « camp laïque » au « camp islamisant ». Nombre de militants d'extrême gauche, de féministes et de démocrates progressistes sont clairement pour que les islamistes du parti #Ennahda (Renaissance) participent au jeu démocratique tunisien. D'autres, en revanche, continuent à agiter le « chiffon vert ». En exil, les #islamistes réformistes participaient déjà à de nombreux forums de l'opposition démocratique. Il s'est produit un phénomène d'acculturation réciproque : la gauche a appris à connaître les islamistes (les Khouanjis comme on dit en tunisien) et les islamistes ont largement révisé leurs positions, en admettant un certain nombre d'acquis sécularistes comme le Code du statut personnel qui, comme vous le savez, est plutôt égalitaire en #Tunisie (interdiction de la polygamie, abolition de la répudiation et instauration du mariage et du divorce civils). Le parti islamiste de Rached Ghanouchi a pour modèle le parti #AKP d'Erdogan qui est actuellement au gouvernement en Turquie. Rien à voir avec Al Qaeda ou le salafisme étriqué de l'Arabie Saoudite. Toutefois, il n'est pas impossible que le thème de l'épouvantail islamiste, du « péril vert », soit brandi par un certains nombre d'acteurs qui ont intérêt à faire capoter le processus de démocratisation.

Ces résultats viennent confirmer ceux obtenus par l'Agence de protection de l'environnement américaine (Environmental Protection Agency - EPA) lors d'une étude préliminaire publiée l'année dernière [3]. Cette étude établissait un lien entre les liquides utilisés pour la fracturation et la pollution des ressources d'eaux souterraines. Ces premiers résultats indiquaient déjà la présence de produits chimiques de synthèse, de benzène et de méthane, en concentration bien supérieures aux niveaux autorisés par la réglementation américaine (« Safe Drinking Water Act »). It just got a whole lot easier for Americans to find out which power plants and industrial sites are releasing the most planet-baking emissions. The Environmental Protection Agency on Wednesday released its greenhouse gas database, and included some cool tools for tracking polluters.
The database includes the largest sources—the 6,700 power plants and heavy industries that are responsible for 80 percent of all emissions in the United States. It covers their emissions for 2010, the first year they were required to report to the EPA. The inventory, which we've written about before, is really just an exercise in taking stock and disclosing emissions. It doesn't include any requirements to reduce those emissions. But it could be a first step in that direction.

Given the current drought in 32 US states, this article calls on the Environmental Protection Agency to lower the renewable- fuel standard by 20 percent and divert corn from ethanol production back into the food chain. While corn is indeed a renewable resource, the current ethanol policy rests on false assumptions pushed by the ethanol lobby about how ethanol lowers the price of gasoline and reduces global carbon dioxide emissions. Reducing the renewable-fuel standard would offset nearly half of the expected crop loss and ease the drastic impacts that the drought would otherwise have on inflation, food security and political instability in many parts of the world.

Pour titre : “Les chars d'Assad roulent à travers les rues vers la Mère de toutes les batailles.”

Mali has long had an uneasy relationship with its Tuareg population, given a history of 'governance by southern agriculturalists' who marginalised the nomadic pastoral group [EPA]
On April 6, Tuareg rebels in the West African city of Timbuktu unilaterally declared their independence from Mali and announced the birth of a new nation called Azawad. The declaration was widely ignored or condemned by neighbouring African states and the international community.
However, considering the arbitrary nature of many national borders in Africa which date to the colonial era, and the likelihood of protracted strife in a hunger prone area if rebel claims are simply dismissed, the international community ought to think carefully about how best to engage with this potential new African country known as Azawad.
The history of contemporary African borders is problematic to say the least. The European colonial powers carved up Africa, and capriciously set territorial borders, at the Berlin Conference of 1884-85 at which no Africans were present. These borders, which largely continued to exist long after independence, often split tribes, lumped incompatible ethnic groups together, or created countries which struggled economically because they were too big, too small, or landlocked. Given the problematic way in which African borders were originally set, it is not surprising that we see struggles to redefine national boundaries in the contemporary era.

Lors de notre précédant interview, nous avions relayé la parole de Moncef Marzouki, le nouveau président Tunisien. Cela se passait ici : Tunisie : Moncef Marzouki On Air Donnons maintenant la parole à Cheikh Ghannouchi, chef du parti Ennahda. Ennahda est le grand vainqueur des élections du 23 octobre dernier. Cette formation islamiste s'est placée au coeur de la politique tunisienne en remportant 41,7% des sièges de la nouvelle assemblée constituante et a obtenu le poste de premier ministre : Hamadi Jebali, numéro 2 du parti, dirige actuellement le gouvernement tunisien. En matière d'organisation du travail, l'UMP veut franchir une nouvelle étape dans le démantèlement des 35 heures en incitant employeurs et salariés à négocier « dès 2012 » la durée du travail dans les branches et les entreprises, vidant ainsi définitivement de son contenu, sans l'abolir, la durée légale. « Nous inciterons chacun à ouvrir ces négociations et à aboutir à un accord en modulant les exonérations de charges en fonction de l'avancée des négociations », explique l'UMP.
Le parti de Nicolas Sarkozy propose aussi l'ouverture de telles négociations dans la fonction publique.

L'Agence de protection de l'environnement des États-Unis (EPA) a publié récemment des résultats d'analyse qui montrent que des produits chimiques employés dans les fluides de fracturation ont trouvé leur chemin jusque dans des puits d'eau potable au Wyomin

Aux États-Unis, l'industrie gazière a affirmé devant le Congrès et sur toutes les tribunes qu'aucun cas de contamination des eaux souterraines ne peut être attribué à la fracturation hydraulique, une affirmation reprise plus tôt cette année par la directrice de l'EPA, Lisa P. Jackson.

« Les sociétés ont fait bien attention d'étouffer presque tous les cas dès qu'ils deviennent manifestes, par des ententes de confidentialité, dit-il. Mais il semble bien qu'elles commencent à en laisser échapper quelques-uns, dont ceux de Pavillion. Il y en aura bien d'autres, car l'EPA a récemment changé un peu sa politique précédente, laquelle était très peu critique envers l'exploitation du gaz de schiste. »

In November 1971, the newly created Environmental Protection Agency (EPA) announced a massive photo documentary project, called DOCUMERICA, to record these changes. More than 100 photographers were hired not only to document specific environmental issues, but to capture images of everyday life, showing how we interacted with the environment and capturing the way parts of America looked at that moment in history.

The application from the Metropolitan Police to the Home Secretary to ban an English Defence League march through Tower Hamlets on September 3 is a double-edged sword.

But the Met application also seeks to ban all marches in five London boroughs over a 30-day period. This could include anti-fascist, trade union and other progressive marches. Whether the blanket will be thrown over the proposed Cable Street 75th anniversary events is not yet clear.
