❝The Palestinian Hamas movement has rejected a revised Middle East peace initiative put forward by the Arab League, saying outsiders can not decide the fate of the Palestinians.

In meetings this week in Washington, Arab states appeared to soften their 2002 peace plan, acknowledging that Israelis and Palestinians may have to swap land in any eventual peace deal.

The United States and the Palestinian leadership in the occupied West Bank praised the move. But speaking to hundreds of worshippers in a mosque in the Gaza Strip on Friday, senior Hamas official Ismail Haniyeh said it was a concession that other Arabs were not authorised to make.

"The so-called new Arab initiative is rejected by our people, by our nation and no one can accept it," Haniyeh, prime minister of the Hamas government in the coastal enclave, said.

"The initiative contains numerous dangers to our people in the occupied land of 1967, 1948 and to our people in exile."

He was referring to the partition of British-mandate Palestine in 1948 when the United Nations voted to divide the territory into a Jewish state and an Arab state, and to the 1967 war when Israel captured the West Bank, East Jerusalem and Gaza.

'Not for sale'

Hamas refuses to recognise Israel's right to exist and claims all the territory between the Mediterranean and the Jordan river as rightfully Palestinian. It never accepted the Arab plan which was first presented in 2002.

"To those who speak of land swaps we say: Palestine is not a property, it is not for sale, not for a swap and cannot be traded," Haniyeh said.

Haniyeh said the rival Palestinian Authority ruling the West Bank, headed by Palestinian President Mahmoud Abbas, was to blame for inspiring the softer Arab position because it accepted the need for land swaps with Israel.

Israel rejected the Arab peace plan when it was proposed 11 years ago. Israeli officials gave a cautious welcome to the new suggestions, but the government still objects to key points, including the "right of return" for Palestinian refugees and the creation of a Palestinian capital in East Jerusalem.

US Secretary of State John Kerry is seeking to revive direct peace talks that broke down in 2010 over the issue of Jewish settlement building in East Jerusalem and the West Bank.

On Tuesday, he hailed the Arab League announcement as "a very big step forward".

Israel's top peace negotiator Tzipi Livni said in New York on Thursday that the modified Arab League initiative could bring new talks closer.

"It is [in] the interests of Israel, the interests of the Palestinians and the interests of the international community," Livni told reporters after talks with UN chief Ban Ki-moon.

"It is clear that Secretary Kerry is completely involved, determined, and I believe that basically it [new talks] is something that we need to do."❞</summary>

Du bon usage des banalités par un ancien de la CIA, Paul Pillar, à l’occasion de la démission du premier ministre palestinien, Salam Fayyad (les parenthèses ne sont pas de Pillar):

-	Salam Fayyad avait tout pour séduire les Américains (dit et tant répété que cela n’a pu que le desservir); 
-	Il aura été (à son corps défendant) le « bon » Palestinien à opposer au « mauvais » Palestinien qu’était le Hamas ;
-	L’Autorité palestinienne aura constitué un trompe-l’œil dissimulant la véritable ambition de la politique israélienne  et un pion aux mains des différents premiers ministres israéliens qui n’ont eu de cesse de retarder indéfiniment l’apparition d’un Etat palestinien (réalité toujours valable depuis les accords d’Oslo en 1993 jusqu'à aujourd’hui);
-	L’Autorité palestinienne aura incarné l’idée selon laquelle les Palestiniens devaient créer leur Etat, mais sans jamais avoir la possibilité d’accomplir cette mission du fait de la politique israélienne (toute avancée sur la voie de l’Etat étant ralentie, dénoncée, empêchée ou sanctionnée par Israël) ;

Paul Pillar ne dit pas que la politique menée par Salam Fayyad a permis des progrès économiques - limités dans le contexte de la contrainte extérieure, israélienne ou internationale, mais réels – mais a contribué également à réduire les revendications palestiniennes nationales en engageant un processus de rattrapage économique et social auquel les Palestiniens ne pouvaient qu’adhérer. Ce processus avait été engagé dès avant la disparition d’Arafat (avec l’actif soutien financier de la communauté internationale, surtout européenne), conforté par Abou Mazen arrivé au pouvoir sur un programme électoral de non-violence, et mis en œuvre par Salam Fayyad en qualité de ministre des Finances puis de premier ministre. 

Enfin, on peut ne pas être d’accord avec Paul Pillar sur l'avenir de fayyad. Il n’est pas acquis qu'il quitte définitivement la politique. On pourrait le revoir à la tête du gouvernement, ou de l’Autorité palestinienne ou de toute autre forme de direction politique des Palestiniens.

Salam Fayyad has been just about everything that U.S. administrations could have hoped for in a Palestinian prime minister. The American-educated economist is competent, honest and moderate. In his six years as prime minister of the Palestinian Authority he made admirable progress in instilling order in the bureaucracy that he led. It is no surprise that the Obama administration and Secretary of State Kerry tried hard, ultimately unsuccessfully, to keep him in the job. For similar reasons the Israelis were happy to have him around.

The Palestinian Authority or PA is a strange entity that nonetheless—at the time it was created by the Oslo accords that Yitzhak Rabin and Yasser Arafat signed 20 years ago—made sense. It was to be a transitional mechanism that would facilitate a change of the Palestinian leadership and political structure from a resistance movement (it was as head of the Palestine Liberation Organization that Arafat signed the accords) to a government. But Rabin, whom an Israeli extremist assassinated in response to his making peace with the PLO, is long gone. For many years now the strange entity has functioned as a stooge of a different sort of Israeli leadership, a leadership whose objective is to delay indefinitely the creation of a Palestinian state and to cling permanently to land conquered through a military invasion 46 years ago. It is misleading to consider the Palestinian Authority still to be a transitional mechanism as it was originally conceived, given that many years have gone by since, according to the timetable in the Oslo accords, a Palestinian state should already have been established. The PA, regardless of what may have been the skills and good intentions of some of those who have led it, is a Potemkin village—a prop that supports a deceptive Israeli story about peace, land, political power and especially the Israeli government's intentions.

No matter how much one might understandably consider the Oslo accords to be dead, having the PA still around serves several purposes for Benjamin Netanyahu's government. Most fundamentally, it preserves the fiction that the Israeli government actually supports a two-state solution. It also appears to relieve Israel from accountability for failing to live up to its responsibilities under international law as the occupying power in territory conquered in war. Of course, Israel really is the true power over all of the West Bank, but by being able to point to another entity that supposedly has administrative responsibilities it can say that problems and deficiencies are someone else's fault.

The PA, especially with leaders as respectable as Fayyad, has functioned for Israel as the “good” Palestinians in contrast to the “bad” Palestinians of Hamas, enabling the Israelis to continue to pretend to want to make peace with Palestinians even though it has refused to deal with fairly elected Palestinian leaders when those leaders happen to be from Hamas. Meanwhile, the purpose of indefinite postponement of a Palestinian state is served by pointing to a Palestinian movement that does not appear to have its act together while Israel simultaneously does everything possible to prevent reconciliation between Hamas and Fatah, the dominant party in the PA, and thus to keep the movement divided.
The Palestinian Authority embodies the concept, articulated by American advocates for the Israeli government such as Elliott Abrams, that Palestinians must “build” a state rather than merely being “granted” one. But the “building” phase continues indefinitely, with an actual state always remaining out of reach. If the PA seems to be getting too close to statehood, the Israelis can, and do, easily kick it back. After the PA's move to upgrade its status at the United Nations, Israel punished it by withholding tax revenue that belongs to the Palestinians. This exacerbated a financial crisis that has been one of the biggest challenges for Fayyad's administration. The Israelis also, of course, can use their first-choice policy tool—military force—as they did in 2002 when they demolished many of the PA's offices as well as other administrative infrastructure such as police stations. This action made it all the more difficult for the Palestinians to function in a way that demonstrates they are “building” a state. Even without Israeli use of something as blatant as the 2002 action, the many everyday restrictions Israel places on transportation and other aspects of Palestinian life make it impossible for the PA to work in a way that would ever force Israel to acknowledge that a state had been “built.”

Palestinian President Mahmoud Abbas has sometimes spoken of abolishing the Palestinian Authority if Netanyahu's government doesn't take real steps toward a peace settlement. Abolition would end a charade, but it would also come with a cost to the Palestinians, mostly in the form of handing the Israelis an argument, to be used in perpetuity, that it was the Palestinians who destroyed the Oslo accords and gave up on peace. The charade is also a trap.
One can only imagine Fayyad's deepest thoughts at the moment. His resignation reportedly involved disagreements with Abbas, as well as significant opposition to Fayyad within Fatah. But he surely must be feeling some personal relief. He is too smart and too honest not to perceive the stooge-like quality of the enterprise he has been involved in. No one should complain if he were to retire from public life and move into a comfortable academic position somewhere.</summary>

The PA, regardless of what may have been the skills and good intentions of some of those who have led it, is a Potemkin village&#8212;a prop that supports a deceptive Israeli story about peace, land, political power and especially the Israeli government's intentions.&lt;/p&gt;&lt;p&gt;No matter how much one might understandably consider the Oslo accords to be dead, having the PA still around serves several purposes for Benjamin Netanyahu's government. Most fundamentally, it preserves the fiction that the Israeli government actually supports a two-state solution. It also appears to relieve Israel from accountability for failing to live up to its responsibilities under international law as the occupying power in territory conquered in war. Of course, Israel really is the true power over all of the West Bank, but by being able to point to another entity that supposedly has administrative responsibilities it can say that problems and deficiencies are someone else's fault.&lt;/p&gt;&lt;p&gt;The PA, especially with leaders as respectable as Fayyad, has functioned for Israel as the &#8220;good&#8221; Palestinians in contrast to the &#8220;bad&#8221; Palestinians of Hamas, enabling the Israelis to continue to pretend to want to make peace with Palestinians even though it has refused to deal with fairly elected Palestinian leaders when those leaders happen to be from Hamas. Meanwhile, the purpose of indefinite postponement of a Palestinian state is served by pointing to a Palestinian movement that does not appear to have its act together while Israel simultaneously does everything possible to prevent reconciliation between Hamas and Fatah, the dominant party in the PA, and thus to keep the movement divided.&lt;br /&gt;The Palestinian Authority embodies the concept, articulated by American advocates for the Israeli government such as Elliott Abrams, that Palestinians must &#8220;build&#8221; a state rather than merely being &#8220;granted&#8221; one. But the &#8220;building&#8221; phase continues indefinitely, with an actual state always remaining out of reach. If the PA seems to be getting too close to statehood, the Israelis can, and do, easily kick it back. After the PA's move to upgrade its status at the United Nations, Israel punished it by withholding tax revenue that belongs to the Palestinians. This exacerbated a financial crisis that has been one of the biggest challenges for Fayyad's administration. The Israelis also, of course, can use their first-choice policy tool&#8212;military force&#8212;as they did in 2002 when they demolished many of the PA's offices as well as other administrative infrastructure such as police stations. This action made it all the more difficult for the Palestinians to function in a way that demonstrates they are &#8220;building&#8221; a state. Even without Israeli use of something as blatant as the 2002 action, the many everyday restrictions Israel places on transportation and other aspects of Palestinian life make it impossible for the PA to work in a way that would ever force Israel to acknowledge that a state had been &#8220;built.&#8221;&lt;/p&gt;&lt;p&gt;Palestinian President Mahmoud Abbas has sometimes spoken of abolishing the Palestinian Authority if Netanyahu's government doesn't take real steps toward a peace settlement. Abolition would end a charade, but it would also come with a cost to the Palestinians, mostly in the form of handing the Israelis an argument, to be used in perpetuity, that it was the Palestinians who destroyed the Oslo accords and gave up on peace. The charade is also a trap.&lt;br /&gt;One can only imagine Fayyad's deepest thoughts at the moment. His resignation reportedly involved disagreements with Abbas, as well as significant opposition to Fayyad within Fatah. But he surely must be feeling some personal relief. He is too smart and too honest not to perceive the stooge-like quality of the enterprise he has been involved in. No one should complain if he were to retire from public life and move into a comfortable academic position somewhere.&lt;/p&gt;&lt;/div&gt;</content>

Now, with his removal, PA Chairman Mahmoud Abbas will have to be the cannon fodder himself, or find another Fayyad-like figure that would have to satisfy the Palestinian Main Street and be acceptable to Israel and her guardian-ally, the United States. This is certain to be a near impossible task.

Le Fatah satisfait de la démission de Fayyad

Quelques heures après que le président Mahmoud Abbas a accepté la démission de Salam Fayyad de son poste de Premier ministre, un haut-fonctionnaire du Fatah a déclaré que le mouvement était satisfait de la décision.
 
Amin Makboul, secrétaire du Conseil révolutionnaire du Fatah, a dit à Ma'an aujourd'hui que le gouvernement Fayyad avait lamentablement échoué à gérer et à résoudre les problèmes économiques ; l'Autorité palestinienne est confrontée à des dettes massives et ne peut pas payer ses employés.

Makboul a dit qu'il était trop tôt pour annoncer les noms des candidats au remplacement de Fayyad, mais que des discussions étaient en cours.

Le Hamas a besoin de deux semaines pour mettre la touche finale à la distribution des sièges dans son bureau politique, a dit Makboul.
"Si le Hamas agit pour mettre fin à la scission et mettre en œuvre la réconciliation, alors le Président Mahmoud Abbas sera le président du nouveau gouvernement d'unité jusqu'à la tenue d'élections globales."

Un dirigeant du Hamas a cependant dit que la démission de Fayyad n'était pas liée au processus de réconciliation. Salah Bardawil a déclaré à Ma'an que "il ne faut pas lier la démission de Fayyad à la réconciliation, parce qu'il a démissionné pour des raisons internes." “In August 2010, AMEC published the English translation of an interview with Khalid Mish’al, head of the Political Bureau of the Islamic Resistance Movement (Hamas). The interview laid out the vision and strategies of Hamas at the time. A few months later, uprisings began in North Africa and spread across the Middle East and North Africa, changing the nature of politics and the balance of power in the region. In November 2012, the Beirut-based Al-Zaytouna Centre for Studies and Consultations hosted a conference with the theme ‘Islamists in the Arab World and the Palestinian Issue in Light of the Arab uprisings’ at which Mish’al presented a paper outlining the views of his movement regarding the uprisings and how they affect Hamas’ plans for the future. The paper was rewritten by Mish’al, published in Arabic by Al-Zaytouna Centre and translated into English by Middle East Monitor (MEMO). We publish an edited version here, in terms of a partnership agreement with Al-Zaytouna, in order to expose English-speaking audiences to the views and strategies of Hamas, a critical player in the Palestinian-Israeli context. The paper is an important document reflecting the views of an important player in Palestinian and broader Middle Eastern politics and is therefore an important reference document. A few months later, uprisings began in North Africa and spread across the Middle East and North Africa, changing the nature of politics and the balance of power in the region. In November 2012, the Beirut-based Al-Zaytouna Centre for Studies and Consultations hosted a conference with the theme &#8216;Islamists in the Arab World and the Palestinian Issue in Light of the Arab uprisings' at which Mish'al presented a paper outlining the views of his movement regarding the uprisings and how they affect Hamas' plans for the future. The paper was rewritten by Mish'al, published in Arabic by Al-Zaytouna Centre and translated into English by Middle East Monitor (MEMO). We publish an edited version here, in terms of a partnership agreement with Al-Zaytouna, in order to expose English-speaking audiences to the views and strategies of Hamas, a critical player in the Palestinian-Israeli context. The paper is an important document reflecting the views of an important player in Palestinian and broader Middle Eastern politics and is therefore an important reference document. ❝DOHA (Ma'an) -- US President Barack Obama is a charismatic leader with talents that distinguish him from other American presidents but his policies are biased toward Israel, says Hamas chief Khalid Mashaal. 

In an interview Wednesday in Doha, Mashaal said Obama offered nothing for the Palestinians despite starting out strong with a landmark speech in Cairo calling for a freeze on Israeli settlements. 

"Unfortunately he retreated from this position in practical terms," Mashaal said. 

"During his second term visit to Jerusalem a few days ago, he seemed biased toward the Israeli side. He wanted to strengthen his relations with (Israeli premier Benjamin) Netanyahu at the expense of the Palestinian side." 

Mashaal added: "He has no plan (to resolve) the Arab-Israeli conflict."

The Hamas leader said that "despite his talk about a Palestinian state," he also "talked about the establishment of Israel like it's a promise from God and the promised land." 

"In Hamas, in general, we don't put our hope in anyone in the White House."

He said the Islamist movement "believes in achieving its goals and needs through armed resistance," but nevertheless we are flexible and we will seize all the chances to benefit from any available opportunity."

On reconciliation with Fatah, Mashaal said he welcomed Qatar's offer to hold an initiative to bring the two factions together in Cairo. 

"God willing, I and Abu Mazan will succeed in achieving national unity. I can see how close it is," he said. 

He also said the Arab summit in Qatar was unlikely to accomplish much despite Hamas' appreciation for Arab leaders' "encouragement to Palestine. But this is not enough to stop settlements and Judaization." 

He called for a new strategy to protect the holy city and the al-Aqsa Mosque. 

Asked if he would consider a run for the Palestinian presidency, Mashaal responded that Hamas "hasn't made its final decision regarding the presidency. If Hamas nominated me to head the PLO, this is Hamas' natural right. But we're not going to fight for the presidency." 

Mashaal also said the Arab spring was a positive development. He said every nation has a right to demand freedom, reform, development and in fighting corruption. The Arab spring benefits Palestine, he said.❞</summary>

❝Les chefs d'Etats arabes réunis mardi à Doha ont décidé de créer un fonds pour Jérusalem d'un milliard de dollars dont le quart serait à la charge du Qatar. Dans une résolution finale, ils ont adopté la proposition de ce richissime émirat gazier.

L'émir Hamad Ben Khalifa Al-Thani avait en effet annoncé à l'ouverture du sommet son souhait "d'un fonds d'un milliard de dollars pour défendre Al-Qods (Jérusalem) avec une contribution de 250 millions du Qatar".

Selon lui, ce fonds serait géré par la Banque islamique de développement, relevant de l'Organisation de la Coopération islamique (OCI) basée en Arabie saoudite.

Cheikh Hamad avait promis des investissements de 400 millions de dollars pour la reconstruction de la bande de Gaza lors d'une visite sans précédent le 23 octobre dernier dans ce territoire contrôlé depuis 2007 par le mouvement islamiste Hamas.
Réconcilier le Fatah et le Hamas

"Israël doit comprendre que la force ne fera pas la paix et que seule la paix assurera la sécurité de tous", a ajouté l'émir devant ses pairs, qui doivent discuter du processus de paix israélo-palestinien, dans l'impasse depuis plus de deux ans.

Le sommet arabe a en outre adopté une autre proposition du Qatar de tenir au Caire un mini-sommet arabe pour sceller la réconciliation interpalestinienne entre le Fatah du président Mahmoud Abbas et le Hamas.❞</summary>

❝L'Agence de l'Onu pour les réfugiés palestiniens (UNRWA) a annulé mardi le marathon international annuel dans la bande de Gaza après le refus du mouvement islamiste Hamas, au pouvoir dans l'enclave, de laisser les femmes y participer.

"Cette année, 551 participants se sont inscrits, dont 256 étrangers. Les femmes représentent près de la moitié - 266, dont 19 étrangères (…). Nos négociations avec les autorités locales se sont poursuivies pendant deux semaines sans aboutir", a annoncé à RIA Novosti Adnane Abou Hasna, porte-parole de l'UNRWA à Gaza.

Et d'ajouter que les autorités de Gaza avaient insisté pour qu'aucune femme ne participe à cette épreuve internationale, invoquant la loi et les traditions islamiques.

De son côté, le gouvernement de Gaza contrôlé par le Hamas a regretté la décision d'annuler le marathon, mais a exclu toute concession.

Cette troisième édition du marathon de Gaza a été conçue comme une action caritative et aurait dû attirer l'attention sur les problèmes de l'enclave palestinienne, en collectant entre autres de l'argent pour des colonies d'été pour les enfants vivant dans l'enclave.❞

❝Israeli settlers in the occupied West Bank city of Hebron celebrated the Jewish festival of Purim by mocking Palestinian prisoners on hunger strike for their rights in Israel’s jails.

Meanwhile, an Israeli soldier has posted images online of himself and his comrades dressed up as Palestinian resistance fighters and as Gilad Shalit, the occupation soldier captured by Hamas fighters in 2006 and held as a prisoner of war in Gaza for five years.❞
