    BAE: secret papers reveal threats from Saudi prince | World news | The Guardian

    Saudi Arabia’s rulers threatened to make it easier for terrorists to attack London unless corruption investigations into their arms deals were halted, according to court documents revealed yesterday.

    Previously secret files describe how investigators were told they faced “another 7/7” and the loss of “British lives on British streets” if they pressed on with their inquiries and the Saudis carried out their threat to cut off intelligence.

    Prince Bandar, the head of the Saudi national security council, and son of the crown prince, was alleged in court to be the man behind the threats to hold back information about suicide bombers and terrorists. He faces accusations that he himself took more than £1bn in secret payments from the arms company BAE.

    He was accused in yesterday’s high court hearings of flying to London in December 2006 and uttering threats which made the prime minister, Tony Blair, force an end to the Serious Fraud Office investigation into bribery allegations involving Bandar and his family.

    The threats halted the fraud inquiry, but triggered an international outcry, with allegations that Britain had broken international anti-bribery treaties.

    Lord Justice Moses, hearing the civil case with Mr Justice Sullivan, said the government appeared to have “rolled over” after the threats. He said one possible view was that it was “just as if a gun had been held to the head” of the government.

    The SFO investigation began in 2004, when Robert Wardle, its director, studied evidence unearthed by the Guardian. This revealed that massive secret payments were going from BAE to Saudi Arabian princes, to promote arms deals.

  • The regional geography of poverty, austerity and inequality in Europe - Views of the World

    Europe is currently suffering a deep political and economic crisis following years of turmoil and austerity measures that have disproportionately and brutally hit the most disadvantaged regions and citizens across most of the continent. At the same time, there has been a revival of nationalisms and divisions in this part of the world that, a decade ago, seemed to be united in diversity and moving towards ever-closer union. Concentrated poverty near to riches and profound spatial inequality have long been persistent features of all European countries, with disparities often being most stark within the most affluent cities and regions, such as London. In other parts of Europe levels of inequality and poverty have been reducing and are often much lower. However, the severe economic crisis and austerity measures have led, in many cases, to an enhancement of existing disparities. The following eight maps show how the regional geography has changed in the light of these developments:

    Prof Jon May, of Queen Mary University of London and chair of Ifan [Independent Food Aid Network] said the figures emphasised the rapid rise in the number of food banks over the past five years, and the changing geography of poverty. “There are now food banks in almost every community, from the East End of London to the Cotswolds. The spread of food banks maps growing problems of poverty across the UK, but also the growing drive among many thousands of people across the country to try and do something about those problems”.

    Frank Field, the Labour MP, a veteran poverty campaigner and chair of the Feeding Britain charity, welcomed the figures, and called on the next government to do more to understand the scale of hunger and food insecurity. “These figures show the tide of hunger sweeping the UK. It’s another piece in the jigsaw puzzle of destitution in this country.”

    The campaign was a failure. According to an official evaluation, only 11 people left the country as a result of the advertisements, and the vans were swiftly retired amid widespread criticism of their authoritarian rhetoric. But they marked a turning point in how Britain approaches immigration: the extension of border control into everyday life.

    Basateen al-Razi in southwest Damascus used to be one of the countless informal settlements — slums — that developed on the outskirts of Syria’s cities after the 1960s. In 2011-2012, protests against President Bashar al-Assad spread and eventually became armed clashes once the army stepped in. Thousands fled as a result.

    Using legislative decree 66/2012, originally signed by Assad in September 2012 to “clear and redevelop unplanned housing and informal settlements,” Damascus province has begun work restoring farmland and demolishing homes in Basateen al-Razi to make way for comprehensive reconstruction of the area that will create housing for an estimated 60,000 people, shopping precincts, shiny office spaces and even a multistory mall complex, according to government plans.

    Decree 66 will mandate construction projects in former opposition bastion Daraya and several satellite towns south of the southern ring road that marks the outer limits of southwest Damascus.

    “It’s a good engine for the economy,” pro-government analyst Ammar Waqaf of the London-based Gnosos Institute told Al-Monitor. He said the model “facilitates reconstruction … [and] provides the legal ground for companies to come and have their share in reconstruction.”

      BUT THAT CELEBRATION obscures several ironies. The most glaring of which is that the legal jeopardy Assange now faces is likely greater than ever.

      Almost immediately after the decision by Swedish prosecutors, British police announced that they would nonetheless arrest Assange if he tried to leave the embassy. Police said Assange was still wanted for the crime of “failing to surrender” — meaning that instead of turning himself in upon issuance of his 2012 arrest warrant, he obtained refuge in the Ecuadorian embassy. The British police also, however, noted that this alleged crime is “a much less serious offence” than the one that served as the basis for the original warrant, and that the police would therefore only “provide a level of resourcing which is proportionate to that offence.”

      That could perhaps imply that with a seriously reduced police presence, Assange could manage to leave the embassy without detection and apprehension. All relevant evidence, however, negates that assumption.

      Just weeks ago, Donald Trump’s CIA director, Mike Pompeo, delivered an angry, threatening speech about WikiLeaks in which he argued, “We have to recognize that we can no longer allow Assange and his colleagues the latitude to use free speech values against us.” The CIA director vowed to make good on this threat: “To give them the space to crush us with misappropriated secrets is a perversion of what our great Constitution stands for. It ends now.”

      Days later, Attorney General Jeff Sessions strongly suggested that the Trump DOJ would seek to prosecute Assange and WikiLeaks on espionage charges in connection with the group’s publication of classified documents. Trump officials then began leaking to news outlets such as CNN that “U.S. authorities have prepared charges to seek the arrest of WikiLeaks founder Julian Assange.”

    The international director of Cage, Muhammad Rabbani, has been charged under the Terrorism Act after refusing to hand over passwords to his laptop at Heathrow airport.

    Rabbani, who regards it as a privacy v surveillance test case, said he intended to fight the charge. “I am innocent of these charges that have serious implications for journalists, lawyers and human rights,” he said.

    He is due to appear at Westminster magistrates court on 20 June.

    Rabbani, 35, from London, is involved through Cage in investigating torture cases. He said he was stopped at Heathrow in November returning from one of the Gulf states where he had been investigating a torture case allegedly involving the US.

    He said he handed over his laptop and mobile phone but refused to provide his passwords. Although not a lawyer, he said the laptop contained information about the case and the client refused permission to release it. Rabbani was then arrested.

    A spokesman for Cage said Rabbani was charged with wilfully obstructing or seeking to frustrate a search examination under schedule 7 of the Terrorism Act, which gives border officials sweeping search powers.

    L’article du FT intitulé « Le changement dans l’espérance de vie promet une baisse du déficit de retraites de 310 milliards de livres » a noté que les changements récents dans les taux de #mortalité présentaient une réduction de près de quatre mois de l’espérance de vie projetée dès 65 ans d’un homme et celle d’une femme âgée de 65 ans de près de six mois, par rapport aux estimations réalisées en 2015. Fait significatif, le FT a qualifié cette forte réduction de l’espérance de vie des personnes âgées d’un « ralentissement de l’amélioration de l’espérance de vie ».

    Selon de nouvelles estimations de PwC, les consultants financiers mondiaux, cette forte réduction de l’espérance de vie aurait un impact positif sur la santé financière des 5800 entreprises britanniques qui parrainent des régimes de #retraite « à prestations déterminées » , réduisant ainsi de 310 milliards de livres le total du déficit de financement de 530 milliards de livres. PwC a estimé que le passif total pour tous les régimes de retraite professionnelle, qui couvrent environ la moitié de la population active, est d’environ 2000 milliards de livres.

    En d’autres termes, les sociétés du FTSE 100 qui doivent entreprendre cette année leur processus d’évaluation triennal pour leurs régimes de retraite, y compris GlaxoSmithKline, BT Group, Lloyds Banking Group, Tesco et BAE Systems, peuvent réviser leurs obligations de retraite à la baisse et économiser de l’argent.

    Martin McKee, professeur de santé publique européenne à la London School of Hygiene and Tropical Medicine, et le coauteur de plusieurs articles récents sur l’augmentation des taux de mortalité chez les personnes âgées, a déclaré : « les réductions de la protection sociale et la difficulté d’accéder aux soins de santé pour les personnes âgées » étaient l’explication la plus probable pour la baisse de l’espérance de vie.

    The revelations are featured in the new report ‘Repeat Offender: Vietnam’s persistent trade in illegal timberPDF’ from the London-based Environmental Investigation Agency (EIA), released just days before Vietnam and the European Union (EU) are due initial an agreement seeking to ensure only legal timber is exported from Vietnam.

    EIA Senior Forests Campaigner Jago Wadley said: “This is the single largest log-smuggling operation that we have seen for years. Vietnam must address this weak approach to any agreement with the EU to combat illegal logging and the associated trade.

    Prime Minister Benjamin Netanyahu is demanding that German Foreign Minister Sigmar Gabriel, who arrived on Monday for a visit to Israel, cancel his planned meeting on Tuesday with representatives of B’Tselem and Breaking the Silence.

    Senior officials in the Prime Minister’s Office said that Netanyahu issued an ultimatum to Gabriel, saying that if the latter does not cancel his meetings with the left-wing groups, the prime minister won’t meet with him. The ultimatum was first reported by Israel Channel 2 News.

    As of Monday night, the meeting with the two groups’ representatives had not been canceled, and German diplomats said it would take place. Netanyahu is scheduled to meet with Gabriel, but the meeting was not listed on his schedule for Tuesday given to the media. The meeting between Gabriel and the leftist groups is planned for Tuesday evening.

    The German foreign minister is expected to meet with President Reuven Rivlin and opposition chairman Isaac Herzog. Herzog issued a statement Monday condemning Netanyahu for the ultimatum and accused him of harming Israel’s foreign relations.

    “Netanyahu is fleeing from the field,” Herzog said. “Netanyahu’s ultimatum to the German foreign minister is a serious blow to Israel’s foreign relations with the biggest economy in Europe and a true friend of Israel. Instead of running away from the campaign, I call on Netanyahu to meet with the German foreign minister and present his positions and Israel’s positions, without fear of any organizations.”

    Two months ago, the Belgian ambassador to Israel was summoned to a clarification meeting at the Foreign Ministry after Belgian Prime Minister Charles Michel met with representatives of Breaking the Silence and B’Tselem during his visit to Israel. The previous day Netanyahu had met with Michel and asked that the Belgian government stop funding left-wing organizations in Israel.

    The week before that, during his meeting with British Prime Minister Theresa May in London, Netanyahu asked that Britain stop funding Israeli left-wing groups, first and foremost Breaking the Silence

      Elle surviendrait cependant dans un contexte de rafraîchissement des relations entre les deux pays.

      M. Gabriel a dit mardi matin qu’une telle annulation serait « impensable ».

      « Nous apprenons par les médias israéliens que le Premier ministre Netanyahu, que j’ai de surcroît rencontré très souvent, veut annuler cette visite parce que nous voulons rencontrer des représentants critiques de la société civile », a-t-il déclaré à la télévision publique allemande ZDF.

      « Je peux à peine imaginer cela, car cela serait extrêmement regrettable », a-t-il ajouté, « il est tout à fait normal que, lors d’une visite à l’étranger, on parle à des représentants de la société civile ».

      M. Gabriel prévoit de rencontrer mardi des représentants de B’Tselem, une ONG israélienne qui documente les violations des droits de l’Homme dans les Territoires palestiniens occupés depuis 50 ans par l’Etat hébreu, et de Breaking the Silence, autre ONG israélienne qui offre sous le couvert de l’anonymat une plateforme aux soldats israéliens pour raconter leur vécu et dénoncer les agissements selon eux condamnables de l’armée.

      Les deux ONG comptent parmi les bêtes noires du gouvernement israélien.

      Le Premier ministre israélien Benjamin Netanyahu a annulé mardi une rencontre avec le chef de la diplomatie allemande Sigmar Gabriel après une dispute très inhabituelle sur le programme du ministre.

      M. Netanyahu avait prévenu qu’il ne recevrait pas M. Gabriel si ce dernier rencontrait en soirée des représentants de deux ONG israéliennes très critiques de son gouvernement.

      Cette annulation est un rare accroc public dans les relations d’Israël avec l’Allemagne, qui est un de ses plus fermes soutiens européens.

      Elle survient dans un contexte de rafraîchissement des relations bilatérales, notamment au sujet de la colonisation, c’est-à-dire la construction par Israël d’habitations civiles dans les Territoires palestiniens occupés, critiquée par Berlin.

      « Je peux confirmer que la rencontre est annulée », a affirmé à l’AFP un haut responsable israélien qui a requis l’anonymat. Il a précisé que l’annulation avait été décidée à l’initiative de Benjamin Netanyahu.

      M. Gabriel avait indiqué plus tôt qu’une telle annulation serait « impensable ».

      BETHLEHEM (Ma’an) — After German Foreign Minister Sigmar Gabriel met with Israeli human rights groups Tuesday night, in defiance of an ultimatum by Israeli Prime Minister Benjamin Netanyahu who asked the diplomat to cancel the meetings, B’Tselem — one of the organizations Gabriel met with — affirmed that it would not succumbed to pressure from Netanyahu and reiterated its opposition to the Israeli occupation.

      In a continuation of rising the Israeli government’s intolerance for criticism targeting the state, Netanyahu canceled a scheduled meeting with Gabriel, after the foreign minister committed to meeting with B’tselem, Breaking the Silence — a group dedicated to publicizing the testimonies of former Israeli soldiers who had committed or witnessed human rights violations while deployed in the occupied Palestinian territory — and other “left-wing” groups.

      The Israeli prime minister’s office said in a statement that Netanyahu’s policy was “not to meet foreign visitors who on trips to Israel meet with groups that slander (Israeli) soldiers as war criminals.” However, both Netanyahu and Gabriel have since assured that relations between Israel and Germany would not be harmed by the incident.

      Gabriel said that "you can’t get a proper and comprehensive picture in any country on Earth if you only meet in government offices,” and reportedly refused to take a phone call from Netanyahu on Tuesday afternoon explaining his position.

    BETHLEHEM (Ma’an) — As the Federation of Palestinian Communities in Europe and the Fatah movement in London prepare to screen the film “Marwan,” a biopic telling the life story of the imprisoned Fatah leader Marwan Barghouthi, members of the federation have reported that “the Zionist lobby” in London has attempted to carry out several actions to prevent the film from being screened.

    The film, produced by the Ma’an News Network, tells the story of the imprisoned Palestinian leader, who is currently leading a mass hunger strike across Israeli prisons, which entered its fourth day on Thursday.

    The federation and members of the Fatah movement in London told Ma’an that several pro-Israel and Zionist lobbies have organized social media campaigns working to prevent the showing of the movie, in addition to arranging protests and marches across the streets of London protesting the film.

    Additionally, the lobbies reserved all tickets for the film on the theater’s website in order to prevent anyone from purchasing tickets to the screening, that was initially scheduled to take place on Friday April 21, but has since been rescheduled for April 23.

    Sanaa al-Alul, a member of the federation, told Ma’an that the event was intended to be structured as a workshop in solidarity with hunger-striking Palestinian prisoners during which they will host Palestinian Prisoner’s Society (PPS) lawyer Jawad Boulus and present the film.

    However, following actions from po-Israel lobbies, the groups were told they were not allowed to use the original venue they booked due to the fact that “the administration of the theater responded to pressure and threats by the Zionist lobby and refused to allow the federation to use the theater claiming that the movie promotes terrorism.”

    In response, al-Alul told Ma’an that while the groups are currently searching for another theater to present the film, “the federation would not hesitate to present the film in public squares to show the world the suffering of Palestinian prisoners.”

    Un hôtel de Londres a rejeté la demande de projection privée d’un film en hommage au leader palestinien Marwan Barghouthi, actuellement condamné à cinq peines de prison à vie pour le meurtre de Juifs israéliens.

    La Mission palestinienne au Royaume Uni avait décidé de projeter « Marwan : A film about the life and struggle of Marwan Barghouti », un film consacré à la vie et à la lutte du détenu, dans une salle de cinéma du May Fair Hotel, rapporte le Jewish Chronicle londonien.

    « Nous avons été récemment approchés par l’état de Palestine pour organiser une projection privée au May Fair Theatre. Comme c’est notre pratique habituelle, nous avons fait des vérifications préalables. A la suite de quoi, nous avons décidé de ne pas donner suite à l’événement », a déclaré un porte-parole du groupe Edwardian Hotels London au site d’informations Jewish News UK.

    La Mission palestinienne a fait savoir dans une déclaration, selon Jewish Chronicle, que le film devait être projeté « pour marquer la Journée des prisonniers en solidarité avec les 6 500 prisonniers politiques palestiniens dans les prisons israéliennes dont un grand nombre commencera une grève de la faim ce jour-là. »

    Plus de 1 100 prisonniers palestiniens actuellement détenus dans les prisons israéliennes ont lancé cette grève la semaine dernière lors d’une initiative qui a coïncidé avec la publication d’une lettre ouverte de Barghouthi dans le New York Times intitulée « Pourquoi nous sommes en grève de la faim dans les prisons israéliennes ».

    8 avril 1977, Angleterre. Un album débarque dans les bacs. Son titre est explicite : The Clash. C’est le premier album du groupe du même nom, qui débarquait de manière fracassante pour changer la musique et le monde. 
    Les Sex Pistols ont été le premier groupe punk a savoir sortir des squats pour affronter les studios de TV de la BBC. Leur slogan : « No future ». Sur tout le continent européen, le chômage sévit chez les jeunes. Beaucoup se reconnaissent dans le nihilisme des Sex Pistols, d’Iggy Pop, des Ramones et autres groupes punk de cette époque. 

    The Clash , fondé en 1976, a emprunté une autre voie, celle de l’engagement dans la musique. « Je crois dans le socialisme, parce qu’il est plus humain, affirmait le chanteur Joe Strummer dans une interview. Il faut choisir au-delà du chacun pour soi, de l’égoïsme ou de ces salauds d’hommes d’affaires qui vont ramasser du pognon à la pelle. J’ai décidé pour ma part de considérer la société sous cet angle et de prendre mes décisions sur base de cela. C’est pourquoi je crois dans le socialisme. » Outre Strummer au chant et à la guitare, les Clash sont composés de Paul Simonon à la basse, Mick Jones à la guitare et Topper Headon à la batterie.

    Appel à la révolte


    En mars 1977 sort le premier morceau du groupe : White Riot (Émeute blanche). La chanson parle des émeutes du carnaval de Notting Hill de l’été 1976 où des jeunes Noirs ont affronté la police. Joe Strummer, qui a participé à la révolte des jeunes avec le guitariste Mick Jones, appelle les jeunes de la classe ouvrière à se révolter aussi contre le pouvoir.

    Un mois plus tard sort leur premier album, The Clash. Sur Career opportunities, ils parlent de la situation socioéconomique en Angleterre, du chômage des jeunes et du manque d’emplois corrects. En guise d’alternative, tout ce qu’on fait miroiter aux jeunes, c’est une carrière dans l’armée ou dans la police. La petite phrase « I won’t open letter bombs for you » (Je ne vais pas ouvrir des lettres piégées pour vous) renvoie à un boulot que le guitariste Mick Jones avait eu auprès de l’État britannique. Il devait ouvrir des lettres pour voir si celles-ci n’étaient pas piégées. 

    La bande sonore des années Thatcher et Reagan


    Les Clash connaissent sa grande percée avec son troisième album, London Calling, qui ne contient pas un, mais deux disques. Ils exigent cependant de leur maison de disques que le prix de ce double album soit le même que pour un simple. Enregistré en 1979, soit l’année où Margaret Thatcher est arrivée au pouvoir, « l’appel de Londres » va asseoir la popularité du groupe.

    Aujourd’hui encore, l’album, sorti dans les bacs en janvier 1980, est considéré par la revue Rolling Stone comme le meilleur album de cette décennie. 

    Dans London Calling, les Clash explorent des voies musicales plus larges. Le groupe s’essaie au reggae, à la pop, au rockabilly, au blues… Et presque chaque chanson a, comme dans les albums précédents, un sens politique. 


    L’album suivant, Sandinista !, un triple LP de 36 morceaux, est leur album le plus diversifié, mais aussi le plus difficile d’accès, le plus bordélique. Peut-être le plus riche aussi. Les Clash poursuivent leur voyage musical et politique et découvre le hip-hop, un genre qui a vu le jour quelque temps auparavant à New York, qu’ils intègrent à leur catalogue d’influence. Sur le plan musical, l’album annonce longtemps à l’avance la percée de la musique du monde et de son métissage avec la pop et le rock, qui se popularisera vers la fin des années 1980. L’accueil de la presse spécialisée est glacial, mais Sandinista ! allait finir par acquérir le statut de disque culte.

    Sandinista ! sort à une époque où, dans bien des pays – en Belgique notmamment – des gens de gauche et des syndicalistes se rendent au Nicaragua pendant leurs congés pour contribuer la révolution. Aussi la révolution sandiniste (le mouvement socialiste au Nicaragua) et l’anti-impérialisme (Washington Bullets) occupent-ils une position centrale.

    Combat rock


    En 1982 sort Combat Rock, le cinquième album du quartet. Le disque fait du groupe le plus grand groupe de rock du moment. Pendant 61 semaines, il ne quittera pas les charts américains.

    Entre-temps, les membres des Clash continuent en tant que militants politiques à participer à chaque combat de leur époque. Lors de la montée du Front national britannique (extrême droite), ils participent à la campagne « Rock Against Racism ». Et quand les mineurs entament leur grève historique contre Thatcher, les Clash vont jouer aux piquets de grève. 


    Lors de leurs tournées, sans argent en poche, ils vont parfois passer la nuit chez des fans. Une manière pour eux de rester connectés au monde, aux problèmes économiques, à l’injustice, au racisme… Le groupe se dissout en 1984 en raison de frictions internes et des problèmes de drogue du batteur Topper Headon. Il n’aura pas existé pendant dix ans mais aura changé la musique et inspiré des millions des jeunes dans le monde entier. En guise d’épitaphe du groupe, Joe Strummer résumera : « On est venu, on a dit ce qu’on avait à dire, on s’est cassé. »
