    SEOUL — South Korea’s largest province is considering whether to stigmatize nearly 300 Japanese companies over their purported actions during World War II, by imposing an ordinance that requires schools to put alert labels on these firms’ products in their schools.

    Twenty-seven members of the Gyeonggi Province council submitted the bill last week in an attempt to give students the “right understanding on history.” If passed, schools will have to place on the items stickers that say: “This product is made by a Japanese war criminal company.”

    The move is likely further deepen a diplomatic spat between Seoul and Tokyo, which are at loggerheads over territorial issues and the legacy of Japan’s 35-year colonization of the Korean Peninsula (1910-1945).

    The list of 299 companies includes Nikon, Panasonic and Yamaha. The rule would apply to items such as projectors, camcorders, cameras and copy machines with a price tag of 200,000 won ($190) or more. Most of the companies on the list do not commonly supply products to schools — they include Tokyo Gas, Kawasaki Heavy Industries and Mitsubishi Heavy Industries.

    Both Nikon and Panasonic declined to comment for this story.

    “Consumers have a responsibility to remember Japanese companies committed war crimes, and that they have not apologized [for their past wrongdoings],” Council member Hwang Dae-ho said in a statement. “It is a part of history education to help students remember clearly about war-crime companies who do not take social responsibility.”

    The sensitive historical issues were reopened last October when the South Korean Supreme Court ordered Nippon Steel & Sumitomo Metal to pay reparations to Koreans who were forced to work in Japan during the period of Japanese colonial rule. This was a reversal of a long-standing diplomatic understanding that reparations issues were settled in a 1965 accord establishing diplomatic relations between the two countries.

    The neighbors have also clashed over Seoul’s decision to disband a fund for wartime “comfort women,” which Japanese Prime Minister Shinzo Abe and former South Korean President Park Geun-hye set up in 2016. The countries also dispute the sovereignty of islands in the Sea of Japan, and in December a South Korean warship locked fire-control radar onto a Japanese patrol plane.

    Earlier this month, Japanese Finance Minister Taro Aso said tariffs were among measures Japan could take against South Korea should the dispute worsen. He also said steps such as halting remittances or stopping visa issuance could be taken.

    But the head of Gyeonggi Province’s education office said he was concerned about the negative impact the ordinance could have on relations between Seoul and Tokyo.

    “The [central] government should make a decision first because it can hugely affect diplomacy between South Korea and Japan,” Lee Jae-jung said in a news conference. “I think it is natural that students study on this by themselves rather than making it a rule.”

    Gyeonggi province is located in the northwest of the country, and surrounds the capital, Seoul. It has a population of more than 12 million. The council is dominated by President Moon Jae-in’s ruling Democratic Party, with its members accounting for 135 members of the 142 seats.

    L’État français a officiellement lâché le PDG de Renault Carlos Ghosn mercredi, deux mois après son arrestation, et demandé la nomination d’un successeur dans les prochains jours pour prendre la tête du constructeur automobile.

    L’État français, principal actionnaire du constructeur automobile français, a demandé que le conseil d’administration de Renault soit convoqué "dans les prochains jours" afin de « désigne(r) une nouvelle gouvernance pérenne pour Renault », a déclaré le ministre de l’Économie et des Finances Bruno Le Maire, chez nos confrères de LCI mercredi.

    Jusqu’ici, le gouvernement avait soutenu la décision du groupe de maintenir Carlos Ghosn dans ses fonctions, optant à la place pour une direction intérimaire après l’arrestation du PDG en novembre au Japon sur des accusations de malversations financières chez Nissan.

Le conseil d’administration du groupe automobile français doit se réunir ce week-end pour acter ce nouvel organigramme. Mais celui-ci sera surtout provisoire. L’État veut un PDG capable de prendre un leadership opérationnel et surtout stratégique afin de l’imposer également à la tête de l’Alliance Renault-Nissan-Mitsubishi.

    Selon nos confrères des Echos, le PDG de Renault aurait touché cette somme de Nissan Mitsubishi BV entre la création de cette structure en juin 2017 et son arrestation en novembre dernier.

    Carlos Ghosn est détenu au Japon depuis le 19 novembre dernieret inculpé depuis le 10 décembre pour avoir minoré ses revenus entre 2010 et 2015 dans les rapports financiers que Nissan remettait aux autorités boursières, ainsi que pour des minorations de revenus de 2016 à 2018.

    Selon le parquet de Tokyo et Nissan, de nouvelles malversations concernant le patron franco-brésilien pourraient être prochainement révélées. Selon « Les Echos », cela pourrait notamment concerner la structure Nissan Mitsubishi BV (NMBV). Celle-ci avait été fondée en juin 2017 aux Pays-Bas par Nissan et Mitsubishi, associés depuis peu, afin de pouvoir attribuer des primes aux employés et aux managers des deux groupes ayant le mieux exploité les synergies entre les deux entreprises.

    Il était convenu dès la création de NMBV qu’aucun de ses trois directeurs - Carlos Ghosn, Hiroto Saikawa, de Nissan et Osamu Masuko, de Mitsubishi - ne pourrait bénéficier de ces bonus.

    Mais quelques moins plus tard, dès février 2018, le patron du groupe signait avec le secrétariat de la structure un contrat de salarié le rendant éligible à ce système de rémunération.

    Conclu avec l’un de ses lieutenants à la tête de ce secrétariat, le « contrat » ne fut jamais révélé aux autres directeurs. Après cette signature, Carlos Ghosn aurait reçu un bonus d’embauche de 1,46 million d’euros puis un salaire annuel de 5,82 millions d’euros, dont un prépaiement du premier trimestre 2019 destiné à lui éviter une hausse d’impôt. Il aurait aussi perçu 498.000 euros de versements non justifiés. Au total, Carlos Ghosn, qui n’a assisté qu’à une seule réunion de la société en août 2018, aurait touché 7 millions d’euros de Nissan Mitsubishi BV entre la création de l’entreprise et son arrestation en novembre.

    Outre son ancien président et son ancien adjoint, Greg Kelly, de Nissan a semble-t-il élargi son enquête à d’autres cadres de l’entreprise proches de Carlos Ghosn. C’est notamment le cas de José Munoz, auquel il avait confié la gestion des activités aux Etats-Unis puis du département performance du groupe. Cet ancien cadre du groupe, qui pourrait détenir des informations qu’il n’a jusqu’alors pas voulu partager, a officiellement démissionné vendredi 11 janvier.

    Vendredi dernier 11 janvier, Carlos Ghosn a de nouveau été mis en examen, mais pas été arrêté une quatrième fois. Cela a permis à ses avocats de déposer dans la soirée une demande de libération sous caution, sur laquelle un juge de la cour de Tokyo doit consulter le procureur avant de décider seul mardi ou mercredi prochain.

    Le parquet, qui ne pourra s’opposer à cette décision du juge, devrait émettre un avis défavorable à une sortie de prison de celui qui reste aujourd’hui le patron de Renault, et contre lequel il continue d’accumuler de nouvelles charges potentielles.

    Le PDG de Renault et ex-patron de Nissan et Mitsubishi a élu domicile fiscal aux Pays-Bas, précisément là où est installé le siège social de l’alliance Renault-Nissan. Une terre fiscalement plus clémente que la France où il a échappé à l’ISF.

    « Il n’y a rien de particulier à signaler sur la situation fiscale de Carlos Ghosn en France. » Ce mardi 20 novembre, à 8h38, le ministre de l’Economie, Bruno Le Maire, est dans le studio de FranceInfo, lorsqu’il fait cette déclaration. La veille, celui qui est encore PDG de Renault et Nissan a été interpellé à l’intérieur même de son jet privé Gulfstream 650 tout juste posé à l’aéroport Haneda de Tokyo, avant d’être placé en détention. La justice japonaise lui reproche d’avoir dissimulé près de la moitié de ses revenus perçus en tant que patron du constructeur automobile japonais Nissan entre 2011 et 2015 pour un montant énorme : 38 millions d’euros.

    En effet, Libération a pu vérifier que Carlos Ghosn n’est plus résident fiscal français depuis… 2012. Cette année-là, il choisit de se domicilier, pour ses impôts, aux Pays-Bas où est installée Renault-Nissan BV, la société holding néerlandaise, qui depuis 2002, coiffe l’alliance entre les deux constructeurs automobiles. A première vue, le choix peut paraître étonnant puisque Carlos Ghosn, s’il voyage beaucoup, partage plutôt son temps entre Paris, Tokyo et les usines du groupe. Amsterdam n’abrite qu’un modeste siège social et des effectifs réduits. En revanche, l’impôt sur la fortune (ISF) n’existe pas dans le système fiscal néerlandais ! Or jusqu’en 2012, Carlos Ghosn était assujetti à cet impôt en France. Il devait également s’acquitter de la contribution exceptionnelle sur les hauts revenus (CEHR) mise en place lorsque François Hollande était à l’Elysée. En outre, 2012 correspond à un rehaussement des taux de l’ISF, lorsque la gauche revient aux affaires. Carlos Ghosn aurait-il eu un petit accès de ras-le-bol fiscal ? Pour autant aux Pays-Bas comme en France, la règle veut que pour être domicilié fiscalement, il soit nécessaire de séjourner au minimum 183 jours par an dans le pays. Le très nomade PDG de Renault respecte-t-il ce quota ? Ou alors comme le suppute un cadre de Bercy, l’administration néerlandaise, plutôt satisfaite de le compter comme contribuable, n’a pas montré un excès de zèle particulier à le contrôler ?

    Quoi qu’il en soit, ses revenus français, soit les 7 millions d’euros perçus en tant que PDG de Renault, continuent à être imposables en France. Comme il n’est plus résident national, Renault prélève ainsi chaque année 20% de la part fixe de sa rémunération (1,2 million en 2017) comme une sorte de provision. Le solde de l’impôt dû sur la totalité de ses revenus français est ensuite acquitté par Carlos Ghosn à l’issue d’une déclaration qu’il effectue comme n’importe quel contribuable lambda. Mais au final, le patron de Renault a bien trouvé avantage à s’expatrier fiscalement aux Pays-Bas, notamment pour échapper à l’ISF sur l’intégralité de son patrimoine.

    Ce choix de résidence fiscale éclaire, en tout cas, d’un jour nouveau un mail figurant dans le dossier monté par Nissan pour limoger Carlos Ghosn. Dans ce courrier électronique en 2010, la directrice juridique de Renault est sollicitée afin de savoir s’il serait possible de verser confidentiellement une rémunération à Carlos Ghosn aux Pays-Bas. Elle répond que de tels émoluments devraient alors donner lieu à publication, puisque l’intéressé est président du directoire de la société RNBV. A ce titre, chaque euro perçu à titre de salaire doit être publié. De fait, l’idée sera finalement abandonnée.

    « Aujourd’hui, la décision a été prise de maintenir (M. Ghosn) en détention. La garde à vue viendra à expiration le 1er janvier », a dit le tribunal du district de Tokyo dans un communiqué.

    Ce jugement ne signifie pas que l’ancien patron de Nissan sera libéré au Nouvel An, le parquet pouvant requérir à cette date que sa garde à vue soit prolongée de 10 jours supplémentaires pour les besoins de l’enquête.

    Nissan a retrouvé la santé et ne supportait plus de voir les technologies, la production de certains véhicules et une partie des bénéfices récupérés par Renault.

    La spectaculaire déchéance de Carlos Ghosn, patron de l’alliance Renault-Nissan, pourrait en fait cacher un « coup d’Etat » du groupe japonais à l’encontre de son sauveur afin d’éviter une alliance encore plus poussée avec le constructeur français, estiment certains analystes du secteur.


    Ces derniers mois, le ressentiment perlait dans la presse japonaise, surtout depuis qu’avaient surgi au printemps des rumeurs de fusion du duo original né en 1999, un scénario qui ne plaît pas vraiment au Japon.

    Lundi, ces frictions sont apparues au grand jour quand le patron de Nissan, Hiroto Saikawa, a mis en pièces l’héritage de M. Ghosn, actuel président du conseil d’administration, qui a pourtant sauvé le constructeur de la faillite.

    Loin des éloges dont a longtemps été couvert le charismatique dirigeant, M. Saikawa a réécrit l’histoire en « décrivant le redressement comme étant le fruit du travail d’un important groupe de personnes », a commenté Christopher Richter, analyste du secteur automobile au sein de la société de courtage CLSA.

    Il l’a en outre « qualifié de cerveau de la #combine ». « J’ai trouvé ces propos déplacés tant que les faits n’ont pas été complètement établis », dit l’expert.

    « Frustration »
    Au vu du ton adopté, les tensions remontent cependant à bien plus loin que cette année. « Elles couvaient sous la surface au cours des récentes années et ont enfin éclaté de façon brutale », écrit David Fickling, éditorialiste pour l’agence financière Bloomberg News.

    Au point que Hiroto Saikawa a dû répondre à des questions sur un « coup d’Etat », une opinion partagée par Nobutaka Kazama, professeur à l’université Meiji de Tokyo. « Il a pu être planifié dans l’espoir de rejeter une intégration à l’initiative de Renault ».

    « Il semble y avoir une sorte de frustration et des inquiétudes de la direction », explique de son côté M. Richter. « Nissan a des envies d’indépendance », estime-t-il.

    Aux prémices de l’aventure, #Nissan, criblé de dettes, faisait figure de maillon faible. Mais la firme renaît vite de ses cendres, au prix de la sévère restructuration sous l’égide du « gourou » Ghosn.

    Si elle a été affaiblie par de récents scandales liés à l’inspection des véhicules au #Japon, la société affiche des comptes plutôt solides.

    « Sa propre voie »
    Chaque année, sa contribution aux résultats du français est significative, ce qui fait grincer des dents chez les employés japonais, agacés de voir les technologies, la production de certains véhicules (comme la petite berline Micra fabriquée en France) et une partie des bénéfices récupérés par #Renault, rapportait au fil des ans la presse nippone.

    Des reproches repris mardi par le quotidien économique Nikkei, qui ajoutait qu’après des années d’acceptation silencieuse, « il y avait au sein de Nissan des critiques grandissantes sur les rémunérations excessives de M. Ghosn ».

    La division s’était accentuée en 2015 après une montée temporaire de l’Etat français au capital de Renault, une manoeuvre qui avait ravivé l’inquiétude au sein de Nissan, et M. Ghosn s’était justement donné pour mission de solidifier l’alliance.

    Renault détient 43% de Nissan, qui possède quant à lui 15% du groupe au losange. « Est-ce que ce bain de sang sera suffisant pour dompter les tensions ? », lance M. Fickling. « Il est évident depuis pas mal de temps que Nissan ne souhaite pas d’un changement qui ne reflèterait pas sa position centrale dans le groupe ».

    Dans ce contexte houleux, le nouveau patron de Nissan semble avoir donc sauté sur l’occasion pour s’émanciper d’un encombrant modèle.

    « M. Saikawa utilise visiblement les accusations contre M. Ghosn pour accroître son poids sur Nissan et marquer la compagnie de son empreinte », résume Hans Greimel, expert d’Automotive News basé au Japon.

    #Mitsubishi_Motors s’est lui aussi retourné contre celui qui l’a sauvé de la débâcle en 2016 : il a prévu de convoquer rapidement un conseil d’administration afin de démettre #Carlos_Ghosn de la présidence.

    Seul Renault, probablement le plus affecté par l’affaire qui touche son PDG, est pour l’instant resté prudent. Mais même s’il n’est pas poussé vers la sortie, M. Ghosn pourrait avoir du mal à se maintenir à sa tête.

Sa démission de la présidence du conseil d’administration de Nissan est imminente et la question de la direction de l’Alliance est désormais posée. Cette question n’avait jusqu’ici jamais été tranchée compte tenu des intérêts divergents des différents protagonistes, parmi lesquels l’Etat français. Si ce sujet n’est pas traité dans les prochains jours, il pourrait mettre Renault dans de très graves difficultés...

      Il ne pourra pas dire qu’il n’avait pas été prévenu... Cela fait plusieurs années que les marchés réclament à Carlos Ghosn un plan de succession. L’insuffisante réponse à cette supplique s’est implacablement traduite ce lundi sur le titre Renault. L’action s’est effondrée de plus de 13% après l’annonce de l’arrestation de son PDG au Japon. Celui qui dirige également les conseils de surveillance de Nissan et de Mitsubishi et dirige l’Alliance Renault-Nissan-Mitsubishi est soupçonné d’avoir dissimulé au fisc japonais une partie de ses revenus et de s’être livré à des pratiques douteuses. Tel César poignardé par son protégé, Brutus, Carlos Ghosn est notamment accablé par Nissan, l’entreprise dont il a largement contribué au redressement en 1999 et qui lui a valu d’être érigé en Dieu vivant du capitalisme japonais. Le communiqué du constructeur nippon est impitoyable :

      « Carlos Ghosn a pendant de nombreuses années déclaré des revenus inférieurs au montant réel. (...) En outre, de nombreuses autres malversations ont été découvertes, telles que l’utilisation de biens de l’entreprise à des fins personnelles », écrit Nissan dans un communiqué avant d’annoncer que le principal intéressé est sur le point de proposer sa démission.

      De nombreuses rumeurs font état d’une embuscade tendue par Nissan pour neutraliser Carlos Ghosn, défenseur jusqu’ici de l’équilibre de l’Alliance avec Renault. La chute du patron relance les spéculations autour d’une fusion où Nissan dispose d’un rapport de force favorable...

      Lanceur d’alerte isolé ou complot ourdi par la direction de Nissan elle-même ? Toutes sortes de rumeurs courent, notamment sur les réseaux sociaux, depuis l’annonce de l’arrestation de Carlos Ghosn au Japon pour fraude fiscale. Il faut dire que les propos du Pdg de Nissan, Hiroto Saikawa, ont été particulièrement durs à l’endroit du patron de l’Alliance Renault-Nissan-Mitsubishi qui l’a lui-même désigné à la tête de Nissan.

      Ingrat ou droit dans ses bottes face aux accusations, Hiroto Saikawa n’a pas hésité à parler « du côté obscur de l’ère Carlos Ghosn  ». Il faut dire que les accusations sont en grande partie issues d’une enquête menée en interne par Nissan. Hiroto Saikawa ne s’est embarrassé ni de la présomption d’innocence ni, à tout le moins, d’une certaine réserve quant aux accusations visant le président de son conseil de surveillance, et plus encore, de celui qui a sauvé Nissan de la faillite il y a bientôt vingt ans.

      «  C’est un problème que tant d’autorité ait été accordée à une seule personne (...) A l’avenir, nous devons nous assurer de ne pas nous appuyer sur un individu en particulier  », a ainsi déclaré le Pdg de Nissan dans son exposé sonnant comme un réquisitoire.

      C’est d’ailleurs un communiqué de Nissan qui a donné les détails des griefs portés contre le patron franco-libano-brésilien.

      En réalité, la question n’est plus économique, elle est totalement politique. Tous les protagonistes sont convaincus que l’architecture actuelle de l’Alliance a été taillée sur mesure pour Carlos Ghosn et qu’elle ne lui survivra pas, et que la fusion est inéluctable. D’un côté, le gouvernement français reste arc-bouté sur l’indépendance de Renault, de l’autre, Nissan n’acceptera jamais d’être racheté par un groupe étranger. Le groupe japonais n’a d’ailleurs jamais digéré l’humiliation de l’entrée du Français dans son capital. Aujourd’hui, Nissan pèse deux fois plus lourd que Renault, et même trois fois plus, si l’on regarde sa capitalisation boursière défalquée des participations croisées.

      Au final, l’affaire Ghosn doit être une opportunité de rééquilibrer les termes de l’Alliance... Certains craignent une embuscade. Le gouvernement français est obsédé par la volonté de Nissan de s’emparer de Renault. Avec 3,7 millions de voitures par an contre près du double pour le groupe nippon, le Français semble avoir plus à perdre d’un divorce que son partenaire. De son côté, Nissan consoliderait ses positions en Europe, en Amérique Latine et en Russie. En outre, le coût du rachat de Renault par l’entreprise dirigée par Hiroto Saikawa est tout à fait à portée de main.

On sait que l’Etat français pousse pour que Renault prenne le contrôle de l’alliance [Renault-Nissan-Mitsubishi], tandis que les Japonais veulent un rééquilibrage managérial en leur faveur, conformément à leur taille économique au sein de l’Alliance. De son côté, Carlos Ghosn a toujours expliqué que l’avenir n’était pas dans une fusion mais dans la consolidation de l’alliance, seule à même de préserver les identités de marques et l’indépendance de chaque entité.

    En 2017, il a été scindé en trois morceaux : le premier, New Areva – désormais Orano – a gardé les activités des mines d’uranium et du cycle du combustible, et compte désormais 16 000 salariés. La nouvelle entité se concentre sur l’enrichissement et le recyclage du combustible nucléaire, la logistique et les services liés au nucléaire, dont le démantèlement.

    D’un autre côté, Areva NP, qui a repris son ancien nom de #Framatome début janvier, est devenu une filiale d’EDF et se concentre sur la conception des réacteurs et le matériel nécessaire aux centrales. C’est notamment de cette entité que dépend l’usine du Creusot Forge, mise en cause pour les défauts sur la cuve du réacteur de Flamanville et dont les dossiers sont encore en cours d’examen par l’Autorité de sûreté nucléaire (ASN).

    Enfin, la maison mère, Areva SA – seule à conserver le nom –, a été maintenue temporairement, le temps que l’épineux contrat de l’EPR finlandais, complexe gouffre financier, se termine.

    Une transformation qui s’est faite dans la douleur : en deux ans de restructuration, le groupe Areva a fait partir près de 6 000 salariés. L’Etat et le groupe Mitsubishi ont dû le renflouer à hauteur de 5 milliards d’euros.

    A consortium planning to build Britain’s #Triton_Knoll offshore wind park will buy 90 giant turbines from MHI Vestas, it said on Monday, in what the maker said was the first announced deal for its record 9.5 megawatt (MW) capacity product.

    A final investment decision for the wind park, in Britain’s North Sea, is likely in 2018 with full onshore construction starting shortly after, and offshore construction starting in 2020, it added.

    The 9.5 MW turbine, made by a joint venture between Japan’s Mitsubishi Heavy Industries and Denmark’s Vestas, has the world’s largest capacity, designed to challenge an 8.0 megawatt turbine by Siemens Gamesa, the market leader in the growing offshore market.

  • US Officials Ask How ISIS Got So Many Toyota Trucks - ABC News

    U.S. counter-terror officials have asked Toyota, the world’s second largest auto maker, to help them determine how ISIS has managed to acquire the large number of Toyota pick-up trucks and SUVs seen prominently in the terror group’s propaganda videos in Iraq, Syria and Libya, ABC News has learned.

    Toyota says it does not know how ISIS obtained the vehicles and is “supporting” the inquiry led by the Terror Financing unit of the Treasury Department — part of a broad U.S. effort to prevent Western-made goods from ending up in the hands of the terror group.

    “We briefed Treasury on Toyota’s supply chains in the Middle East and the procedures that Toyota has in place to protect supply chain integrity,” said Ed Lewis, Toyota’s Washington-based director of public policy and communications.

    Toyota has a “strict policy to not sell vehicles to potential purchasers who may use or modify them for paramilitary or terrorist activities,” Lewis said. He said it is impossible for the company to track vehicles that have been stolen, or have been bought and re-sold by middlemen.

    Toyota Hilux pickups, an overseas model similar to the Toyota Tacoma, and Toyota Land Cruisers have become fixtures in videos of the ISIS campaign in Iraq, Syria and Libya, with their truck beds loaded with heavy weapons and cabs jammed with terrorists. The Iraqi Ambassador to the United States, Lukman Faily, told ABC News that in addition to re-purposing older trucks, his government believes ISIS has acquired “hundreds” of “brand new” Toyotas in recent years.

    “This is a question we’ve been asking our neighbors,” Faily said. “How could these brand new trucks... these four wheel drives, hundreds of them — where are they coming from?”

    ISIS propaganda videos show gunmen patrolling Syrian streets in what appear to be older and newer model white Hilux pick-ups bearing the black caliphate seal and crossing Libya in long caravans of gleaming tan Toyota Land Cruisers. When ISIS soldiers paraded through the center of Raqqa, more than two-thirds of the vehicles were the familiar white Toyotas with the black emblems. There were small numbers of other brands including Mitsubishi, Hyundai and Isuzu.

    “Regrettably, the Toyota Land Cruiser and Hilux have effectively become almost part of the ISIS brand,” said Mark Wallace, a former U.S. Ambassador to the United Nations, who is CEO of the Counter Extremism Project, a non-profit working to expose the financial support networks of terror groups.

    “ISIS has used these vehicles in order to engage in military-type activities, terror activities, and the like,” Wallace told ABC News. “But in nearly every ISIS video, they show a fleet — a convoy of Toyota vehicles and that’s very concerning to us.”

    Toyota says many of the vehicles seen in ISIS videos are not recent models. “We have procedures in place to help ensure our products are not diverted for unauthorized military use,” said Lewis, the Toyota executive.

    But, Lewis added, “It is impossible for Toyota to completely control indirect or illegal channels through which our vehicles could be misappropriated.”

    Questions about the ISIS use of Toyota vehicles have circulated for years. In 2014, a report by the radio broadcaster Public Radio International noted that the U.S. State Department delivered 43 Toyota trucks to Syrian rebels. A more recent report in an Australian newspaper said that more than 800 of the trucks had been reported missing in Sydney between 2014 and 2015, and quoted terror experts speculating that they may have been exported to ISIS territory.

    Attempts to track the path of the trucks into ISIS hands has proven complicated for U.S. and Iraqi officials.

    Toyota’s own figures show sales of Hilux and Land Cruisers tripling from 6,000 sold in Iraq in 2011 to 18,000 sold in 2013, before sales dropped back to 13,000 in 2014.

    Brigadier General Saad Maan, an Iraqi military spokesman, told ABC News he suspects that middlemen from outside Iraq have been smuggling the trucks into his country.

    “We are spending our time to fight those terrorists so we cannot say we are controlling the border between Iraq and Syria,” he conceded. “We are deeply in need for answers.”

    In a statement to ABC News, Toyota said it is not aware of any dealership selling to the terror group but “would immediately” take action if it did, including termination of the distribution agreement.

    Toyota distributors in the region contacted by ABC News said they did not know how the trucks reached ISIS.

    Sumitomo, a Japanese conglomerate that ships vehicles to the region, wrote to ABC News, “In terms of how anyone operating outside of the law obtain vehicles for misappropriation, we have no way to know and therefore cannot comment.”

    A spokesman for former owners of the Toyota dealership in Syria said its sales operation was halted in 2012.

    The former owners, a Saudi company called Abdul Latif Jameel, said it “made the decision to cease all trading activities in the country and fully divested the business in October, 2012,” according to a spokesperson.

    Wallace, of the Counter Extremism Project, said his organization wrote directly to Toyota earlier this year to urge the company to do more to track the flow of trucks to ISIS, and noted that the trucks are stamped with traceable identification numbers.

    “I don’t think Toyota’s trying to intentionally profit from it, but they are on notice now and they should do more,” Wallace said. “They should be able to figure it out... how are these trucks getting there. I think they should disclose that, put a stop to that, and put policies and procedures in places that are real and effective to make sure that we don’t see videos of ISIS using Toyota trucks in the future.”

    Earlier this year, Toyota responded to Wallace’s organization with similar language the company has used to answer questions from ABC News, writing that Toyota stopped entirely its sales of vehicles in Syria several years ago.

    Toyota told ABC News that after company officials briefed the U.S. Treasury team and that Treasury indicated the meeting was “helpful.”

    “We cannot provide further details of our interaction with Treasury as we do not want to compromise its efforts to understand and prevent diversion, or make it easier for illicit groups to penetrate our supply chains or those of any other company,” Lewis said.

    Treasury officials told ABC News they could not comment publicly about the agency’s engagement with specific private companies. But in response to questions about Toyota, the officials said investigators are “working closely with foreign counterparts and stakeholders” on the issue.

    Mitsubishi Motors Corp’s fuel economy scandal broadened on Friday as U.S. auto safety authorities said they were seeking information and after reports that the automaker submitted misleading data on at least one more model than disclosed and likely several more.

    Japan’s sixth-largest automaker admitted this week it had overstated the fuel efficiency of 625,000 cars, wiping off around 40 percent of its market value, or $3.2 billion over three days, and prompting a raid by Japanese authorities on one of its facilities.

    Adding to fears that the scandal will lead to ballooning compensation and fines, top Japanese government officials said Mitsubishi could be responsible for reimbursing consumers and the government if investigations find the vehicles were not as fuel-efficient as claimed.

    The first reservation was booked by the NYK Line LPG tanker Linden Pride, which has a length of 754.59 feet and a beam of 120.08 feet, the Canal Authority said Monday. The first commercial transits will occur June 27, one day after the official inauguration of the new locks.

    Mahdia Hammad was hurrying home to feed her baby. Border Policemen signaled her to stop, but she continued to drive, slowly. Then they sprayed her car with bullets.

    Here, next to the house’s fence, is where the car rolled to a stop after it had continued to move even though its driver was already dead. And here’s where the Border Policemen stood as they shot dozens of bullets into her car. It all happened on this normally quiet residential street at the edge of the town of Silwad, north of Ramallah. Only the shell casings still scattered along the side of the road and the fragments of the shattered windows of the Hyundai Lantra testify mutely to what happened here last Friday.

    This is where Israeli troops killed Mahdia Hammad, a 40-year-old mother of four, the youngest a child of 10 months. In Israel it was claimed that she tried to run over the Border Policemen, who were standing in the street. Her husband claims that she was an inexperienced driver who was hurrying home to feed their son and was apparently rattled by the sight of the Israeli force and lost her head. One way or the other, nothing can explain the rage and lust to kill that seized the troops. They sprayed her car and her body with bullets in a frenzy of shooting that continued even after she was dead.

    Together with Ashraf Idabis and Iyad Haddad – field-workers for the International Red Cross and the Israeli human rights organization B’Tselem, respectively – we spent a few hours at the scene this week, taking testimonies from residents and passersby who witnessed the incident. The testimonies, which were given separately and were for the most part identical, raise two very disturbing questions: Why did Hammad keep driving after the police signaled her to stop? And why, since she was driving very slowly – about 20 kilometers an hour, according to all the eyewitnesses – without apparently intending to ram anyone, was she shot so many times, in what seems like an apoplexy of fury and craving to kill, including a “confirmation of kill” after the car had come to a stop. Is it possible that this woman, who hadn’t driven a car in over a year and was apparently rushing home to feed her baby, intended to perpetrate a ramming attack? Was killing her the only way to stop her?

    An acrid smell of tear gas was still hanging in the air in Silwad, even midweek. There are demonstrations here on Fridays, opposite Highway 60 and the settlement of Ofra, not far from where Hammad was killed. The street running perpendicular to the site is blocked by a mound of dirt and strewn with stones and the remains of scorched tires. Hammad did not take part in the demonstrations. She was a housewife and mother; her husband, Adib, works as an inspector for a construction company.

    December 25 started off as a routine day. The couple had breakfast together, after which Adib attended prayers in the mosque, followed by lunch. In the afternoon, Mahdia said she wanted to use the family car to visit her sister, Samira, who lives on the hill opposite Silwad, and bring her some firewood.

    According to Adib, his wife had a driver’s license but rarely used it and hadn’t driven for around a year, since the birth of their last child. Mahdia promised to be back quickly, before the baby woke from his sleep, in order to feed him.

    Now Adib is tormenting himself for having given her the car. He’s been left to take care of the children, along with their grandmother. Samira said afterward that her sister had been in such a hurry to get home that she didn’t even stay for coffee.

    At 4:20 P.M., Adib heard the sound of distant gunfire. Suddenly filled with foreboding, he rushed out to the street. He phoned his wife, but she didn’t answer. He called her sister, who told him Mahdia had left for home a few minutes earlier. Then came a call from their eldest, Zakariya, 20, who asked his father who had been driving the family car. When Adib told him that his mother had taken it, he heard cries of anguish on the other end of the line. Weeping and shouting, Zakariya told his father that he had seen the bullet-riddled car from a distance and knew it was theirs – and now came the appalling realization that his mother was in the vehicle.

    A relative, Yihyeh Mubarak, who lives in New Orleans, served in the U.S. Army in the Iraq war and returns to his hometown for a few months every year to work as a paramedic, immediately took Zakariya into his ambulance and gave him tranquilizers. Mubarak already knew Mahdia had been hurt badly, but the Border Policemen prevented him at gunpoint from approaching her car in order to take her to the hospital. He received her body, riddled with 17 bullets, that evening from the Civil Administration’s Beit El base – which was unusual, because Israel almost always delays the return of bodies of perpetrators of attacks – and took it to the hospital in Ramallah.

    Mubarak is on the verge of tears as he recounts the day’s events. Never, he declares, has he seen such violent behavior by soldiers and police in the territories as during the past few months.

    Back on the street of death, a mule is now tied up next to the spot from which the Border Policemen opened fire at Mahdia Hammad. She’d begun to drive up the street and in front of her a Mitsubishi jeep carrying construction workers who quickly turned around when they saw the Israeli troops ahead. They related that they had shouted to Mahdia to turn around, too, but she ignored them. Her window was closed and maybe she didn’t hear them. She went on driving.

    From a distance of dozens of meters, a Border Policeman signaled her with his hand to stop, but she continued on, slowly.

    The shooting started when she was some 20 to 30 meters from them. One witness said that a warning shot was fired into the air, but none of the others saw that. In any event, the volleys of rifle fire began immediately. According to one eyewitness, a policeman knelt on the ground and aimed his rifle at the car, while the others fired bursts of bullets. The testimonies indicate that there were about eight Border Policemen on the street. One person present related that he saw Mahdia raise her hand in the car, possibly to signal the policemen to stop shooting.

    When the car came to a halt, another policeman emerged from the perpendicular street, thrust his rifle into the bullet-riddled car and fired another volley into Mahdia’s head, even though she was certainly dead by then. The troops then took the car and the body away and prevented everyone, including the ambulance driver, from approaching.

    The Border Police spokesperson stated this week that its investigation revealed that, “the shooting took place during an attempt to run over Border Policemen involved in an operational action in Silwad. The terrorist, who saw that the forces were busy dispersing persons that were disturbing the peace, accelerated suddenly while swerving in their direction. The forces fired warning shots in the air but she kept moving toward them while accelerating her vehicle. The forces fired shots at the car to avoid being hit and immediately stopped firing when the danger had passed. The attempt to omit facts and twist the circumstances of the incident constitutes a futile effort to distort the truth.”

    What actually happened? Did Mahdia understand that she had to stop? Did she try unsuccessfully to brake? Was she really trying to run over the policemen? Her husband says she suffered from hearing problems. He says she was a bad driver, and finds it impossible to imagine that she intended to run over anyone. She loved her life, he says, and most of all she loved Yihyeh, their baby.

    The car has not yet been returned to him, nor has the computer that was in it, with all the construction plans he was working on.

    The widower asks quietly, “How was the story presented in Israel? Do the Israelis know what happened? Did the way Mahdia died lead to a public discussion?”

    New diesel cars from Renault, Nissan, Hyundai, Citroen, Fiat, Volvo and other manufacturers have been found to emit substantially higher levels of pollution when tested in more realistic driving conditions, according to new data seen by the Guardian.

    Research compiled by Adac, Europe’s largest motoring organisation, shows that some of the diesel cars it examined released over 10 times more #NOx than revealed by existing EU tests, using an alternative standard due to be introduced later this decade.

    Adac put the diesel cars through the EU’s existing lab-based regulatory test (NEDC) and then compared the results with a second, UN-developed test (WLTC) which, while still lab-based, is longer and is believed to better represent real driving conditions. The WLTC is currently due to be introduced by the EU in 2017.


    NOx emissions for new diesel cars
    _ADAC put Euro 6 diesel vehicles through two tests – the NEDC test that regulators use and the WLTC test that better reflects real driving.

    The factor shown is how many times greater the WLTC test emissions were than the NEDC test. Vehicles with the biggest factor would be expected to emit significantly more NOx on the road than regulatory tests suggest.

    Peter Mock, one of the team at the International Council on Clean Transportation who exposed the VW diesel scandal, said the Adac test centre was “_absolutely trustworthy”.

    But Mock said the high profile now being given to the issue of misleading emissions data left him with mixed feelings. “I feel happy, but I also feel sad because there was enough data and people knew for a long time. The emissions in cities have not gone down like we expected and they could have been reduced a long time ago.

      Mercedes-Benz, Honda, Mazda and Mitsubishi have joined the growing list of manufacturers whose diesel cars are known to emit significantly more pollution on the road than in regulatory tests, according to data obtained by the Guardian.

      In more realistic on-road tests, some Honda models emitted six times the regulatory limit of NOx pollution while some unnamed 4x4 models had 20 times the NOx limit coming out of their exhaust pipes.

      The issue is a systemic one” across the industry, said Nick Molden, whose company Emissions Analytics tested the cars. The Guardian revealed last week that diesel cars from Renault, Nissan, Hyundai, Citroen, Fiat, Volvo and Jeep all pumped out significantly more NOx in more realistic driving conditions. NOx pollution is at illegal levels in many parts of the UK and is believed to have caused many thousands of premature deaths and billions of pounds in health costs.

      All the diesel cars passed the EU’s official lab-based regulatory test (called NEDC), but the test has failed to cut air pollution as governments intended because carmakers designed vehicles that perform better in the lab than on the road.
