Visits by 168 Japanese lawmakers and three cabinet officials on April 20–21 to the controversial Yasukuni Shrine have exacerbated tensions, not only with China, but also South Korea. The shrine, dedicated to Japan’s war dead, including 14 “Class-A” war criminals, is seen as a glorification of Japan’s wartime imperialist expansion. Although Prime Minister Shinzo Abe did not personally attend the event, he made a symbolic offering as the head of the government.

Les hommes sont enrôlés pour dix ans à leur 17e anniversaire et, selon des chiffres américains, 40% de la population sert dans l’armée, dans les unités paramilitaires ou dans l’appareil militaro-industriel.

North Korea has shuttered the Kaesong Industrial Complex, a symbol of cooperation between North and South Korea that generated some $2 billion in trade each year. The move brings the peninsula even closer to war, and also closes a crucial source of word-of-mouth information for North Koreans.

The status of Kaesong, where some 51,000 North Korean employees work for 120 South Korean manufacturing companies, had grown increasingly precarious in the last few weeks, as tensions between the Kim Jong-un government and the US and South Korea mounted. Days ago, North Korea banned hundreds of South Korean managers from entering the facility. Still, production continued at a lower rate until Monday, when Kim’s government announced the withdrawal of Kaesong’s North Korean workforce.

We’ve been here before. North Korea is threatening war, readying its military, issuing a series of increasingly ominous and categorical declarations about its intentions. It’s even cut a crucial inter-Korean phone line. It’s sending just about every possible signal that a country might send before it goes to war.

Except that North Korea has done most of these things before, including severing the phone line. So how are we supposed to tell the difference between the bluffs and a real, earnest ambition to start a full-scale war? There’s no way to know for certain short of reading Kim Jong Un’s mind, of course. But we do have one pretty good metric with which to judge the country’s intentions: the Kaesong Industrial Complex.

In a photo published in the Korea Worker’s Party (KWP) paper the Rodong, plans for a strike on the U.S. mainland are clearly –and therefore probably deliberately– visible. The newspaper is widely distributed in cities, and often displayed in public places for easy viewing.
