  • Is Germany facing a mental health crisis among refugees and migrants?

    Whenever a migrant or refugee is the perpetrator of a violent crime, questions asked seem to revolve around their background and whether being a migrant has somehow predisposed them to commit the crime.

    What can mental health professionals add to the debate?

    In the German city of Freiburg, a student was gang-raped by several men, many of them of Syrian origin, spurring once again a debate in German society over a possible predisposition of migrants to committing violent acts.

    For health professionals, such acts require a different approach - one that is focused on the psychological risks of migrant journeys.

    Professor Dr. Thomas Elbert, a research professor in neuropsychology at the University of Konstanz, says that a mental health crisis among migrants is looming. As one of the authors of a new study for the Leopoldina (The German National Academy of Science), he calls for immediate action. “This [kind of violent incident] is something we have predicted.“

    Elbert warns that violent acts will occur more frequently if nothing is done to create conditions where, “young men in particular, but in general people who are seeking protection here in Germany, have the opportunity to acquire social status.”

    For Elbert, social status is key. Social status is the thing which stops many more people from committing crimes like rape or murder, he says. The loss of social status, which happens when you are sent to prison and excluded from society, is more of a barrier to crime than the actual punishment. But if you have nothing to lose then it is much easier to graduate to crime.

    That is not to say that refugees or migrants are naturally predisposed to commit such crimes because of their background or ethnicity, he adds.

    Risk factors, stress

    However, a greater proportion of migrants are exposed to risk factors which increase the likelihood of committing crimes, Elbert explains. This is due to the reasons which led them to flee or what they experienced on the road to Europe. People who have made it to Europe are often laboring under huge amounts of stress. “They feel under permanent threat,” he says.

    “We have asked refugees who have crossed the Sahara desert, how did you get here? And they told us: ’We had to commit crimes; we were attacked, people robbed us, so we also had to start attacking.’” From his research, Elbert found that out of 10 boys who leave West Africa, only two make it to the Mediterranean coast and only one actually crosses to Europe. He thinks that these people, in spite of their traumas, can be integrated successfully. They have, after all, already learnt to survive, but their traumas need to be treated, a key point of his study “Traumatized refugees –immediate response required.”

    Research conducted for the study has found that as many as half of migrants and refugees could have psychiatric problems or post-traumatic stress. The effects of these traumas can be worse for society in men than in women. And the majority of the migrants who arrived in 2015 were young men.

    Elbert found that one-third of men who experience a violent upbringing will turn to crime, whereas only one in 20 or 50 women will do so. However, women who have undergone trauma might be more prone to suicide or self-harm. All these things will cost society huge amounts of money – hence the call for therapy and more intensive screening.

    Treating #trauma

    Virginia Edwards-Menz is a registered nurse with 30 years experience working in mental health and more than 13 years counseling refugees and migrants on a volunteer basis near Freiburg.

    She agrees with a recent study by the University of Erlangen-Nürnberg which found that at least one in three people coming from Syria are laboring under some kind of mental health issue. However, the German system is not equipped to invest the amount of time needed to really assess each individual’s psychiatric needs, she says.


    She points out that most new arrivals are on welfare which means that only the most acute cases are even dealt with. Most social workers have more than 100 people to attend to. There is no way they can even begin to tackle the effects that violence may have had on the refugees. In addition, many refugees are not even aware that they might need that kind of help, says Edwards-Menz.

    Can trauma lead to gang-rape?

    Elbert does not see a correlation between trauma and rape. Rape he thinks is usually caused by problems of socialization and can also be the result of a continual witnessing of violence. “Once you have lost your moral barriers, what is allowed, what is not allowed, then rape is one of your options. We see that in war-like regions where there is no state or monopoly of power. Young men begin to rape. They do so in gangs, to show and test who is the most terrible cruel and dominant guy in the group.”

    Gender, attitude towards women

    Can crimes like the gang-rape in Freiburg be attested to having grown up in a different culture where the role of women is defined much differently than in Western cultures?

    Elbert and Edwards-Menz agree that there is no simple explanation. “It’s not a justification to say we have not learnt that the situation in Germany is maybe different [to the country of origin.]," Elbert says. But he also says that limits of what is OK and not OK “are learnt within a cultural context.” If the moral barriers you grew up with (for instance certain dress codes and behavior) are no longer present, then it can be easy to think that you do not have to respect the person who appears to be flouting the codes you learnt.


    As a volunteer, Edwards-Menz has often come across men from countries like Afghanistan who do adhere to Islamic codes of behavior and believe that European society should change to their way of thinking. She advocates talking to gradually shift mentalities and continually repeating the message of what is acceptable, and what is not in Germany. She notes that quite a lot of them arrive illiterate. This creates a barrier to integration and can also go some way to explaining sometimes entrenched attitudes. With no access to other ways of thinking or being, their opinions can take a long time to shift.

    The government and agencies who work with refugees and migrants are already doing this, she says. The main problem is time and resources, as in enough translators to work with people and enough time to devote to each individual and understand each separate biography. Only then, can these traumas really be overcome and people integrated successfully.

    Full assessment necessary

    Both experts agree that German society as a whole is facing a problem and that the solution cannot be to deport people and thereby push the problem onto another society.

    What both experts want is a proper assessment of the extent of the problem so that the trauma that many people are carrying can be digested. The problem is that this involves a long process and no simple answers, but it is only that which will aid better integration in the future.

Nothing like it had ever been seen in human history—a bloody inferno costing the lives of more than ten million soldiers and six million civilians with millions more permanently maimed, disfigured and injured.

    But the silencing of the guns, in what was later to be falsely labelled as the “war to end all wars,” was not the end of the bloodshed and carnage. It was simply the conclusion of the first phase of what was to become a thirty-year international war between the major capitalist powers—the United States, Great Britain, France, Germany, Japan and their allies for control and domination of the world—that only came to an end in 1945, culminating in the dropping of two atomic bombs by the US on Japan.

  • Europe is using smartphone data as a weapon to deport refugees

    European leaders need to bring immigration numbers down, and #metadata on smartphones could be just what they need to start sending migrants back.

    Smartphones have helped tens of thousands of migrants travel to Europe. A phone means you can stay in touch with your family – or with people smugglers. On the road, you can check Facebook groups that warn of border closures, policy changes or scams to watch out for. Advice on how to avoid border police spreads via WhatsApp.

    Now, governments are using migrants’ smartphones to deport them.

    Across the continent, migrants are being confronted by a booming mobile forensics industry that specialises in extracting a smartphone’s messages, location history, and even #WhatsApp data. That information can potentially be turned against the phone owners themselves.

    In 2017 both Germany and Denmark expanded laws that enabled immigration officials to extract data from asylum seekers’ phones. Similar legislation has been proposed in Belgium and Austria, while the UK and Norway have been searching asylum seekers’ devices for years.

    Following right-wing gains across the EU, beleaguered governments are scrambling to bring immigration numbers down. Tackling fraudulent asylum applications seems like an easy way to do that. As European leaders met in Brussels last week to thrash out a new, tougher framework to manage migration —which nevertheless seems insufficient to placate Angela Merkel’s critics in Germany— immigration agencies across Europe are showing new enthusiasm for laws and software that enable phone data to be used in deportation cases.

    Admittedly, some refugees do lie on their asylum applications. Omar – not his real name – certainly did. He travelled to Germany via Greece. Even for Syrians like him there were few legal alternatives into the EU. But his route meant he could face deportation under the EU’s Dublin regulation, which dictates that asylum seekers must claim refugee status in the first EU country they arrive in. For Omar, that would mean settling in Greece – hardly an attractive destination considering its high unemployment and stretched social services.

    Last year, more than 7,000 people were deported from Germany according to the Dublin regulation. If Omar’s phone were searched, he could have become one of them, as his location history would have revealed his route through Europe, including his arrival in Greece.

    But before his asylum interview, he met Lena – also not her real name. A refugee advocate and businesswoman, Lena had read about Germany’s new surveillance laws. She encouraged Omar to throw his phone away and tell immigration officials it had been stolen in the refugee camp where he was staying. “This camp was well-known for crime,” says Lena, “so the story seemed believable.” His application is still pending.

    Omar is not the only asylum seeker to hide phone data from state officials. When sociology professor Marie Gillespie researched phone use among migrants travelling to Europe in 2016, she encountered widespread fear of mobile phone surveillance. “Mobile phones were facilitators and enablers of their journeys, but they also posed a threat,” she says. In response, she saw migrants who kept up to 13 different #SIM cards, hiding them in different parts of their bodies as they travelled.

    This could become a problem for immigration officials, who are increasingly using mobile phones to verify migrants’ identities, and ascertain whether they qualify for asylum. (That is: whether they are fleeing countries where they risk facing violence or persecution.) In Germany, only 40 per cent of asylum applicants in 2016 could provide official identification documents. In their absence, the nationalities of the other 60 per cent were verified through a mixture of language analysis — using human translators and computers to confirm whether their accent is authentic — and mobile phone data.

    Over the six months after Germany’s phone search law came into force, immigration officials searched 8,000 phones. If they doubted an asylum seeker’s story, they would extract their phone’s metadata – digital information that can reveal the user’s language settings and the locations where they made calls or took pictures.

    To do this, German authorities are using a computer programme, called Atos, that combines technology made by two mobile forensic companies – T3K and MSAB. It takes just a few minutes to download metadata. “The analysis of mobile phone data is never the sole basis on which a decision about the application for asylum is made,” says a spokesperson for BAMF, Germany’s immigration agency. But they do use the data to look for inconsistencies in an applicant’s story. If a person says they were in Turkey in September, for example, but phone data shows they were actually in Syria, they can see more investigation is needed.

    Denmark is taking this a step further, by asking migrants for their Facebook passwords. Refugee groups note how the platform is being used more and more to verify an asylum seeker’s identity.

    It recently happened to Assem, a 36-year-old refugee from Syria. Five minutes on his public Facebook profile will tell you two things about him: first, he supports a revolution against Syria’s Assad regime and, second, he is a devoted fan of Barcelona football club. When Danish immigration officials asked him for his password, he gave it to them willingly. “At that time, I didn’t care what they were doing. I just wanted to leave the asylum center,” he says. While Assem was not happy about the request, he now has refugee status.

    The Danish immigration agency confirmed they do ask asylum applicants to see their Facebook profiles. While it is not standard procedure, it can be used if a caseworker feels they need more information. If the applicant refused their consent, they would tell them they are obliged under Danish law. Right now, they only use Facebook – not Instagram or other social platforms.

    Across the EU, rights groups and opposition parties have questioned whether these searches are constitutional, raising concerns over their infringement of privacy and the effect of searching migrants like criminals.

    “In my view, it’s a violation of ethics on privacy to ask for a password to Facebook or open somebody’s mobile phone,” says Michala Clante Bendixen of Denmark’s Refugees Welcome movement. “For an asylum seeker, this is often the only piece of personal and private space he or she has left.”

    Information sourced from phones and social media offers an alternative reality that can compete with an asylum seeker’s own testimony. “They’re holding the phone to be a stronger testament to their history than what the person is ready to disclose,” says Gus Hosein, executive director of Privacy International. “That’s unprecedented.”

    Privacy campaigners note how digital information might not reflect a person’s character accurately. “Because there is so much data on a person’s phone, you can make quite sweeping judgements that might not necessarily be true,” says Christopher Weatherhead, technologist at Privacy International.

    Bendixen cites the case of one man whose asylum application was rejected after Danish authorities examined his phone and saw his Facebook account had left comments during a time he said he was in prison. He explained that his brother also had access to his account, but the authorities did not believe him; he is currently waiting for appeal.

    A spokesperson for the UK’s Home Office told me they don’t check the social media of asylum seekers unless they are suspected of a crime. Nonetheless, British lawyers and social workers have reported that social media searches do take place, although it is unclear whether they reflect official policy. The Home Office did not respond to requests for clarification on that matter.

    Privacy International has investigated the UK police’s ability to search phones, indicating that immigration officials could possess similar powers. “What surprised us was the level of detail of these phone searches. Police could access information even you don’t have access to, such as deleted messages,” Weatherhead says.

    His team found that British police are aided by Israeli mobile forensic company Cellebrite. Using their software, officials can access search history, including deleted browsing history. It can also extract WhatsApp messages from some Android phones.

    There is a crippling irony that the smartphone, for so long a tool of liberation, has become a digital Judas. If you had stood in Athens’ Victoria Square in 2015, at the height of the refugee crisis, you would have noticed the “smartphone stoop”: hundreds of Syrians, Iraqis, and Afghans standing or sitting about this sun-baked patch of grass and concrete, were bending their heads, looking into their phones.

    The smartphone has become the essential accessory for modern migration. Travelling to Europe as an asylum seeker is expensive. People who can’t afford phones typically can’t afford the journey either. Phones became a constant feature along the route to Northern Europe: young men would line the pavements outside reception centres in Berlin, hunched over their screens. In Calais, groups would crowd around charging points. In 2016, the UN refugee agency reported that phones were so important to migrants moving across Europe, that they were spending up to one third of their income on phone credit.

    Now, migrants are being forced to confront a more dangerous reality, as governments worldwide expand their abilities to search asylum seekers’ phones. While European countries were relaxing their laws on metadata search, last year US immigration spent $2.2 million on phone hacking software. But asylum seekers too are changing their behaviour as they become more aware that the smartphone, the very device that has bought them so much freedom, could be the very thing used to unravel their hope of a new life.

    It is to erase the tremendous structural and symbolic violence that empire unleashed. To praise Britain’s role in abolishing the slave trade is only possible if we deny the various forms of economic, political, social and cultural violence that enabled the perpetuation of such a trade – in Britain and its empire – as well as the ongoing legacies of such forms of violence. To view empire as having “good” and “bad” bits also entails viewing the past in simplistic terms. And to claim students should only study the “good bits” of the past also begs the question: whose “good bits”, exactly?

    It also assumes that to teach schoolchildren the “bad” bits is to make them ashamed of their country’s past. Yet as Germany has demonstrated, teaching children to interrogate difficult histories does not make them hate their country. It can serve, instead, to promote an “anti-nationalist nationalism”, in which the very tenets of nationalist thinking – including viewing the past in nationalistic terms – are critiqued.

    A Norwegian Navy frigate returning from a NATO exercise collided with an oil tanker off Norway’s coast. Eight people received light injuries in the incident while the warship started slowly sinking.
    The early morning collision, which involved the frigate KNM Helge Ingstad and the tanker Sola TS, happened off Norway’s western coast near an island chain on which the municipality of Øygarden is located.

    Unlike the warship, the tanker, which carries around 625,000 barrels of crude, was mostly undamaged in the incident and no signs of an oil spill were reported. The ship was still ordered to return to port for inspection.

    The frigate, which reportedly received a long tear in the hull’s starboard side, started to take on water and listed dangerously. A tank of helicopter fuel was damaged and leaked some of its content, local media say. The crew of 137 was ordered to abandon ship, which was moved closer to land to prevent it from capsizing.

    The incident also triggered the shut-down of several oil industry sites in the vicinity, including a North Sea crude export terminal, Norway’s largest gas processing plant and several offshore fields.

      Mr Stomark says that because the tanker was “slow, heavy and much larger”, it was the warship’s responsibility to move around it.

      Heureusement, il n’y pas de victimes à déplorer pour les deux navires. Seuls huit marins de l’Helge Ingstad ont été légèrement blessés et c’est un miracle à la vue des images diffusées par les autorités. L’abordage a eu lieu sur tribord. Le pétrolier, probablement lourdement chargé de pétrole, a vu son écubier littéralement déchirer la coque de la frégate sur la moitié de sa longueur au niveau de la ligne de flottaison. Une importante voie d’eau n’a pas pu être maîtrisée. Sur les photos de la télévision publique norvégienne NRK1, on peut observer que le tanker a été très faiblement endommagé au niveau du bordé et de l’écubier tribord. Ce dernier est très proéminent sur ce bateau et est probablement renforcé pour soutenir son ancre et sa chaîne.

      Prior to her collision with the Suezmax tanker Sola TS on Thursday, the Norwegian frigate KNM Helge Ingstad was repeatedly called over VHF, both by the approaching vessel and by the nearby Fedje VTS center, according to a new report. However, the bridge team on the frigate allegedly responded that they had the situation under control. The Ingstad and the Sola TS collided shortly thereafter. 

      Norwegian defense outlet Aldrimer first reported the radio exchange in an update Friday, citing “five sources” with independent knowledge of the accident.

      According to the report, the Sola TS spotted the Helge Ingstad visually shortly after departing the Sture petroleum terminal outside Bergen. The Ingstad was inbound, heading for the Haakonsvern Naval Base at Mathopen. The Sola’s bridge team called the Ingstad to determine her intentions. The Fedje VTS center also noted the situation and called the Ingstad repeatedly to warn that she was on a collision course. 

      Shortly after 0400 on Thursday, the two vessels collided. The impact tore a large hole in the Ingstad’s starboard side, spilling fuel, injuring eight crewmembers and rendering her unable to maneuver. Aldrimer’s sources reported that the Ingstad’s crew turned on her AIS transponder after the collision so that she could be easily located by rescuers, thereby corroborating the sudden appearance of her AIS signal on commercial tracking services shortly after the collision. 

      On Friday, Fedje Maritime Transport Center confirmed that it had played a role in a VHF exchange with the Ingstad. The Norwegian military declined requests for comment, citing an ongoing investigation.

      Due to the damage to the frigate it was moved to a safe place and the crew was evacuated in a professional manner. There are no reports of damages or leaks from the oil tanker and no report of serious injuries, though eight crewmembers are being treated for minor injuries.

      The Norwegian Armed Forces are working with the Norwegian Coastal Authority to address the situation. The Norwegian frigate HNoMS Helge Ingstad is part of the Standing NATO Maritime Group One (SNMG1). The group was sailing in and around the Fjords, following their participation in exercise Trident Juncture 2018 which concluded on November 7th.

      The frigate Helge Ingstad lost steering and drifted at five knots onto the rocky shore near Norwegian port of Sture, north of Bergen, saving the ship from sinking in the Fjord, according to media reports. The crew of 137 was forced to abandon ship. Ingstad is now resting on its side on three points while crews move to secure it.

      The disaster has far-reaching consequences for the Norwegian Navy, which is facing the loss of one of its premier warfighting assets,

      This is a huge blow to the Norwegian navy,” said Sebastian Bruns, who heads the Center for Maritime Strategy and Security at the University of Kiel in northern Germany. The loss of the $400 million ship, which appeared likely, leaves the Norwegian Navy with a 20 percent cut to its most advanced class of ship, Burns said.

      The situation is made all the more painful as evidence mounts that Ingstad was repeatedly warned to alter course before the collision and failed to take corrective action to avoid the collision.

      Local media reported that the Maltese-flagged tanker Sola TS identified Ingstad and tried to avoid the disaster. The reports also revealed details that show that Ingstad did not have a firm grasp of the surface picture it was sailing into.

      The disaster developed quickly, with Ingstad transiting the channel inbound at 17 knots and Sola TS traveling outbound at 7 knots.

      Sola TS raised the Ingstad multiple times and was discussing the emerging danger with shore-based Central Station, according to the Norwegian paper Verdens Gang. The responses from Ingstad appear confused, at one point saying that if they altered the course it would take them too close to the shoals, which prompted Sola TS to respond that they had to do something or a collision would be unavoidable.

      Contributing to the confusion, the Ingstad appears to have been transiting with its Automatic Identification System switched off. That seems to have delayed recognition by central control and the other ships in the area that Ingstad was inbound and heading into danger, the account in VG seems to indicate.

    • Mon interprétation, au vu des échanges – et des dégâts provoqués par la collision (la capture de la visualisation de l’écran radar n’est pas vraiment lisible) : il semblerait que le Helge Ingstad après avoir accepté d’infléchir sa trajectoire vers la droite (à tribord) ait, en fait, viré vers sa gauche, d’où l’impact à tribord, au deux tiers de sa flottaison.

      On voit la déchirure provoquée par l’écubier, il n’est pas possible de savoir si le bulbe du pétrolier a entrainé des dégâts sous la flottaison. Sans doute, non puisque le Solas TS a pu reprendre sa route sans trop de problème et à vitesse normale.

      Sous le choc (17 noeuds entrant vs 7 noeuds sortant, presque 45 km/h de vitesse relative) le Helge Ingstad a pivoté sur sa droite est s’est retrouvé, désemparé, sans propulsion, ni gouvernail, à dériver vers la côte à 5 noeuds ; la manœuvre n’a pas du tout été délibérée, mais entièrement subie.

    • Une version officieuse qui circule en défense de la marine norvégienne : le Sola TS n’était pas sur le rail du trafic sortant, il est plus à l’ouest. À quoi, il est répondu :

L’écho radar était visible, mais pas l’identification, ni la vitesse (17 noeuds, ce qui n’est pas rien dans un détroit (un fjord, en fait,…) Le centre de contrôle ne devait certainement pas suivre manuellement (à l’ancienne !…) l’écho radar, se reposant sur les informations visualisées.

      A Norwegian navy frigate that collided with an oil tanker last week was almost completely submerged on Tuesday despite efforts to salvage the sinking vessel, pictures taken by the Norwegian Coastal Administration showed.

      The ship’s plight off the Norwegian coast is, however, not disrupting the nearby Sture crude oil export terminal. “We are in normal operations,” said a spokeswoman for the plant’s operator, Equinor.

      The Norwegian military has been working since Thursday to salvage the ship by tethering it with several cables to the shore. Some of these had broken.

      The ship sunk a meter further and, as a result, two wires broke. They were replaced with two stronger ones. We worked until midnight on this. After midnight, we realized it was not safe for our staff to carry on the work further,” said Haavard Mathiesen, the head of the salvage operation for the Norwegian Defence Materiel Agency.

      Around 0600 (0500 GMT), more wires broke and the ship sank further. It is now in deep water and stable,” he told a news conference.

      The ship was stranded off Norway’s west coast early last Thursday after it collided with the tanker that had left the Sture terminal. The facility was shut for several hours as a result.

      Eight Navy staff, out of a total crew of 137, were slightly injured in the incident.

      Da KNM « Helge Ingstad » ble grunnstøtt etter kollisjonen forrige uke, ble fregatten sikret med ti stålvaiere festet til land. Sikringsjobben var ferdig lørdag morgen. Slik lå skipet fram til mandag kveld, da vaierne foran på skipet begynte å ryke. Tirsdag morgen hadde alle festepunktene foran på fartøyet røket, og « Helge Ingstad » sank nesten helt under vann.

      Den mislykkede sikringen av fregatten til en verdi av fire milliarder har fått hard kritikk i ettertid.

      Mon analyse est très voisine, mais j’aurais tendance à augmenter la responsabilité du centre de contrôle du trafic.

      • la frégate va vite, très vite, trop vite : 17 noeuds, c’est pratiquement le double de la vitesse de l’ensemble des bateaux environnants, la vitesse de rapprochement est donc de 44 km/h, soit 11 m/s
      • son AIS est éteint, alors que le navire est en vue des côtes, dans un trafic dense, ça n’a pratiquement que des inconvénients (c’est une des conclusions des analyses des accidents des destroyers de la marine états-unienne l’année dernière). D’un autre côté, on comprend que l’état-major soit réticent à ce que tout le monde (y compris les méchants) puisse connaître en une connexion à MarineTraffic ou VesselFinder la position des navires de sa flotte, du moins ceux qui sont en eaux côtières

      • le centre de contrôle du trafic échoue totalement dans sa mission et commet une très lourde faute. Quand le pétrolier lui demande qui il a en face de lui, le VTS ne le sait pas d’emblée. C’est proprement ahurissant. Il est probable que cela vient du fait que le suivi des navires se fait uniquement sur la base de l’AIS ; position, cap et vitesse sont affichés automatiquement. Il n’y a probablement pas (ou alors pas au même endroit) de suivi manuel du navire sans AIS ; celui-ci mobilise une charge mentale intense, une grande concentration et génère un stress non négligeable (souvenirs précis de service militaire en Iroise,…)
      • d’après ce que j’ai lu, le VTS doit autoriser l’appareillage des navires du port pétrolier. Si c’est exact, alors il a donné un clear pour une situation qui ne l’était pas du tout et était hautement problématique. En demandant de retarder l’appareillage d’une demi-heure, ça laissait le temps à la frégate de défiler et de dégager le terrain

      • je ne vois pas trop ce que le Sola TS aurait pu faire d’autre, il est à 5 noeuds, en phase d’accélération pour atteindre les 10 noeuds qui lui permettront de s’injecter dans le rail sortant, ce qui fait qu’il est décalé vers l’ouest par rapport à ce rail, fermant une partie du passage pour le Helge Ingstad. Ses capacités de manoeuvre sont très limitées, c’est d’ailleurs pour ça qu’il a toujours un remorqueur au cul (le Tenax).
      • sans doute, lui aussi, pouvait (aurait pu…) maintenir une veille radar et suivre les échos, y compris sans AIS, – cf. supra – mais, il est possible que son radar ait été masqué par les structures du port et, donc, que la frégate n’ait pas été perçue au départ du quai (par ailleurs, elle était encore « loin ») et, surtout, c’est normalement le boulot du VTS.

      À mon sens, à partir du moment où le pétrolier a appareillé, la situation est plus que problématique et il aurait fallu un enchaînement exceptionnel pour éviter la catastrophe (perception ultra-rapide de la situation et de sa gravité, manoeuvre sans hésitation de la frégate dès la prise de contact radio).

      On the morning of Thursday 8 November 2018, the Accident Investigation Board Norway (AIBN) was informed of a collision between the frigate ’KNM Helge Ingstad’ and the Maltese registered tanker ’Sola TS’ in Hjeltefjorden, outside the Sture terminal in Øygarden Municipality in Hordaland County, Norway. The AIBN contacted the Defence Accident Investigation Board Norway (DAIBN) and it was decided to initiate a joint investigation into the accident, led by the AIBN. The AIBN then contacted the Marine Safety Investigation Unit of Malta (MSIU), which is also a participating party in the investigation; cf. Chapter 18 Section 474 of the Norwegian Maritime Code.

      29 November 2018 the AIBN publishes a preliminary report on the accident and two interim safety recommendations.       En effet, les dégâts provoqués par la collision ont noyé 3 compartiments étanches mettant en péril la stabilité du bâtiment mais lui permettant de se maintenir à flot, conclusion initiale à bord, conforme aux documents décrivant la stabilité du navire, ceux-ci mentionnant que l’envahissement d’un quatrième compartiment entrainait la perte du bâtiment.

      Or, l’eau s’est rapidement infiltré dans un quatrième compartiment en passant par les passages des arbres d’hélice, puis aux autres compartiments à travers les cloisons.

      To start with, flooding occurred in three watertight compartments on board KNM Helge Ingstad: the aft generator room, the orlob deck’s crew quarters and the stores room. There was some uncertainty as to whether the steering engine room, the aftmost compartment, was also filling up with water. Based on this damage, the crew, supported by the vessel’s stability documents, assessed the vessel as having ’poor stability’ status, but that it could be kept afloat. If more compartments were flooded, the status would be assessed as ’vessel lost’ on account of further loss of stability.

      Next, the crew found that water from the aft generator room was running into the gear room via the hollow propeller shafts and that the gear room was filling up fast. From the gear room, the water then ran into and was flooding the aft and fore engine rooms via the stuffing boxes in the bulkheads. This meant that the flooding became substantially more extensive than indicated by the original damage. Based on the flooding of the gear room, it was decided to prepare for evacuation.

      The AIBN considers the vessel’s lack of watertight integrity to be a safety issue relating to Nansen-class frigates and therefore issues the following two safety alerts.

      In a statement to Defense News, Navantia spokesperson Esther Benito Lope stressed that the report is “very preliminary” and that the company has offered to work with Norway on the investigation.

      Navantia has offered, since the very beginning, its collaboration with the [Royal Norwegian Navy] in order to clarify the accident,” Benito Lope said. “Navantia will analyze all the possibilities, considering that some of the mentioned possibilities … are concluded from a very preliminary investigation.

      The statement went on to say that the company has not received any official notice or fielded any consultations about the cause of the accident.

      The vessel is not lifted anytime soon. The vessel is filled with nearly 10,000 cubic meters of seawater, and a large part of this must be pumped out first, the Project Manager for the Salvage Operation, Commander Captain Arild Øydegard tells VG.

      There is still no final decision as to whether the Frigate may be repaired. According to VG, two working groups have been established to assess that question; one who will try to salvage the material on board and one who is planning a possible repairing.

      Øydegard announces that the hull is relatively intact, except for the 45-metre tear that the Frigate sustained in the collision with «Sola TS».

      We have damage to the rudder and such, but this is a warship which hull has tolerated the stresses so far, Øydegard explains.

      #C’était_à_prévoir : les critiques adressées au constructeur Navantia par le rapport préliminaire du bureau norvégien d’enquêtes sur les accidents maritimes ne passent pas en Espagne. La marine espagnole a rédigé son propre rapport qui dédouane complètement Navantia et conclut qu’une erreur humaine a été la cause principale de l’accident de la frégate Helge Ingstad.

      Ce rapport remet en cause la version des autorités norvégiennes : la semaine dernière, le bureau norvégien d’enquêtes sur les accidents maritimes avait pointé du doigt le chantier naval espagnol. Selon le rapport espagnol, « il existe des preuves claires que les dommages initiaux ont touché 4 compartiments étanches, et des indices que 5 aient été réellement endommagés dans la collision, ce qui dépasse les critères de survie fixés pour ce navire. »

      Le rapport interne de la marine espagnole explique que « la longueur de la déchirure visible sur les photos est de 15% de la longueur à la ligne de flottaison (18,2 m), soit 3 tranches contigües inondées. »

      Il ajoute aussi que l’avarie pourrait avoir aussi touché d’autres compartiments. « L’analyse des images indique que, probablement, sous la ligne de flottaison, un 4è compartiment étanche ait été éventré. »

      Pour la marine espagnole, une erreur humaine est la seule cause de l’accident. Une suite d’erreurs ont été commises : navigation à vitesse excessive (environ 17 nœuds), non-utilisation de l’AIS, non-respect du règlement international de prévention des abordages en mer, et non-prise en compte des avertissements du pétrolier.

      Le rapport conclut que « aucun navire ayant des caractéristiques similaires à la frégate n’aurait été capable de contrôler la voie d’eau et d’éviter le naufrage ».

      Remarque : que la cause de l’accident soit une erreur humaine ne fait guère de doute, ce qui est en cause est la suite, l’issue finale de l’accident : le naufrage…

    After the Six-Day War, attorney Felicia Langer opened an office near the Old City in Jerusalem and began representing Arabs. Langer was a strange type in the local topography: a Jewish Holocaust survivor with a Polish accent who adhered to European manners and believed in the ideology of communism.
    “Her engagement with Palestinians from the West Bank and Gaza Strip was perhaps the strangest thing in the Middle East,” wrote attorney Michael Sfard. Her acquaintances saw in her a pathfinder in legal battles that advanced the human rights of Palestinians. Her enemies saw in her a traitor and accessory of terrorists.

    She was born in the city of Tarnov, Poland in 1930 as Felicia Amalia White. In World War II she fled with her family to the Soviet Union, where her father died. After the war, she returned to the land of her birth and married Holocaust survivor Moshe Langer. In 1950 they immigrated to Israel – “not because of Zionist ideology,” according to her, but to live near her mother.
    Archival documents attest to the tense relationships between her and the Israeli establishment. In 1968 an intelligence officer in the military government in Hebron testified before the Legal Attaché of the West Bank that she “held extreme left-wing opinions.” In 1975, the Foreign Ministry reported that the Shin Bet security service viewed her legal activities as being guided by political motivations to harm “the state and the image of the state.” She faced threats to her life throughout her career. Occasionally, she felt compelled to hire a bodyguard.

    Langer fought the expulsion of Palestinian leaders, housing demolitions of terror suspects, administrative detentions (imprisonment without charges), and torture. “She never hesitated to accuse the establishment of crimes and to represent her clients as victims of an evil regime,” wrote Sfard.

    When they called her “the defense attorney of terrorists,” she replied that her clients were not terrorists, but “resistance fighters.” “A people under occupation has the right to wage violent struggle,” she said. Among her famous clients was the mayor of Nablus, Bassam Shakaa, one of the leaders of resistance to the occupation, whose expulsion Langer succeeded in preventing. Other clients included the parents of the attackers of Bus 300, who sought to sue the state for killing their sons, and a young Dutch woman who was detained at Ben-Gurion International Airport after she gathered intelligence for the Popular Front for the Liberation of Palestine. Langer maintained that she was just a “small cog.”
    In 1990, she immigrated to Germany, after handling what she estimated to have been 3,000 cases. “I could no longer help the Palestinian victims in the framework of the existing legal system and its flouting of international law, which is supposed to protect the people that I defended,” she said in an interview with Eran Torbiner. “It is forbidden to be silent; silence also can kill,” she said, in explaining her call for the boycott of Israeli goods. As a German citizen, she called on Germany to fight the occupation.
    Langer lived in Tübingen, teaching and writing books. Critics were angered by her comparison of Israel to the Nazis, and accused her of hypocrisy for ignoring the crimes of communist regimes. When she was asked once to describe her “love of homeland,” she answered: “Hatred of occupation.” In June, Langer died of cancer at age 87.

    These friends from the Kurdish part of Iraq have stayed together throughout the difficult journey. They dream of building a future in Germany or France.

    This is 24-year-old Muhamed Suliman. He worked as a taxi driver in Dubai before heading towards Europe. It was "too hot to stay there. Not enough pay. Too many fines,” he said.

    Suliman said his dream is to reach Italy, but there is no way to cross into Croatia.

    “I will try again. Again and again,” he said.

    Wearing plastic sandals, he said Croatian police took his shoes.

    Ageed, Muhemed, Jalal, Karwan, Lawin, Ahmad, Tahiro are from Iraq. They speak Kurdish.

    They have been staying for many weeks in the public park of Bihac, the starting point to cross illegally over the external EU border.

    They have tried several times to enter Croatia but were always caught by border guards.

    Muhamed claims he was surrounded by seven Croatian policemen and beaten up.

    This is a former students dormitory building in Bihac park, where almost 1,000 migrants and refugees sleep rough. They mainly come from Afghanistan, Pakistan, Northern Africa, Bangladesh, Iran and Iraq.

    The migrants from Pakistan are aiming to cross the nearby external EU border illegally into Croatia and travel further towards Italy, Germany, France and Spain.

    This official tries to detect migrants crossing into Croatia illegally every day and night.

    Ivana and Josip are two of 6,300 police officers controlling the Croatian border with Bosnia and Herzegovina.

    As it prepares to join the EU’s Schengen zone soon, Croatia has invested heavily in human resources.

    “We have really a lot of colleagues around here at the external border of the EU”, Ivana and Josip told Euronews.

    This is just one out of many watchtowers and observation posts on the Croatian side of the external EU border with Bosnia and Herzegovina.

    “No need to build a border fence here,” says Damir Butina, head of the border police unit in Cetingrad.

    A plan to turn a huge tract of pristine Antarctic ocean into the world’s biggest sanctuary has been rejected, throwing the future of one of the Earth’s most important ecosystems into doubt.

    Environmental groups said Russia, China and Norway had played a part in blocking the proposal, with the other 22 members of the Commission for the Conservation of Antarctic Marine Living Resources, the organisation set up to protect Antarctic waters, backing the proposal.

    The 1.8m sq km reserve – five times the size of Germany – would have banned all fishing in a vast area of the Weddell Sea and parts of the Antarctic peninsula, safeguarding species including penguins, killer whales, leopard seals and blue whales.

    Experts said it would also have played a key role in tackling climate change, as the seas around the Antarctic soak up huge amounts of carbon dioxide from the atmosphere. But following days of talks in Hobart in Tasmania, the CCAMLR rejected the plan, which needed unanimous agreement to pass.

  • EU border ’lie detector’ system criticised as pseudoscience

    Technology that analyses facial expressions being trialled in Hungary, Greece and Latvia.

    The EU has been accused of promoting pseudoscience after announcing plans for a “#smart_lie-detection_system” at its busiest borders in an attempt to identify illegal migrants.

    The “#lie_detector”, to be trialled in Hungary, Greece and Latvia, involves the use of a computer animation of a border guard, personalised to the traveller’s gender, ethnicity and language, asking questions via a webcam.

    The “deception detection” system will analyse the micro-expressions of those seeking to enter EU territory to see if they are being truthful about their personal background and intentions. Those arriving at the border will be required to have uploaded pictures of their passport, visa and proof of funds.

    According to an article published by the European commission, the “unique approach to ‘deception detection’ analyses the micro-expressions of travellers to figure out if the interviewee is lying”.

    The project’s coordinator, George Boultadakis, who works for the technology supplier, European Dynamics, in Luxembourg, said: “We’re employing existing and proven technologies – as well as novel ones – to empower border agents to increase the accuracy and efficiency of border checks. The system will collect data that will move beyond biometrics and on to biomarkers of deceit.”

    Travellers who have been flagged as low risk by the #avatar, and its lie detector, will go through a short re-evaluation of their information for entry. Those judged to be of higher risk will undergo a more detailed check.

    Border officials will use a handheld device to automatically crosscheck information, comparing the facial images captured during the pre-screening stage to passports and photos taken on previous border crossings.

    When documents have been reassessed, and fingerprinting, palm-vein scanning and face matching have been carried out, the potential risk will be recalculated. A border guard will then take over from the automated system.

    The project, which has received €4.5m (£3.95m) in EU funding, has been heavily criticised by experts.

    Bruno Verschuere, a senior lecturer in forensic psychology at the University of Amsterdam, told the Dutch newspaper De Volskrant he believed the system would deliver unfair outcomes.

    “Non-verbal signals, such as micro-expressions, really do not say anything about whether someone is lying or not,” he said. “This is the embodiment of everything that can go wrong with lie detection. There is no scientific foundation for the methods that are going to be used now.

    “Once these systems are put into use, they will not go away. The public will only hear the success stories and not the stories about those who have been wrongly stopped.”

    Verschuere said there was no evidence for the assumption that liars were stressed and that this translated to into fidgeting or subtle facial movements.

    Bennett Kleinberg, an assistant professor in data science at University College London, said: “This can lead to the implementation of a pseudoscientific border control.”

    A spokesman for the project said: “The border crossing decision is not based on the single tool (ie lie detection) but on the aggregated risk estimations based on a risk-based approach and technology that has been used widely in custom procedures.

    “Therefore, the overall procedure is safe because it is not relying in the risk on one analysis (ie the lie detector) but on the correlated risks from various analysis.”

    The technology has been designed by a consortium of the Hungarian national police, Latvian customs, and Manchester Metropolitan and Leibnitz universities. Similar technology is being developed in the US, where lie detection is widely used in law enforcement, despite scepticism over its scientific utility in much of the rest of the world.

    Last month, engineers at the University of Arizona said they had developed a system that they hoped to install on the US-Mexico border known as the #Automated_Virtual_Agent_for_Truth_Assessments_in_Real-Time, or Avatar.

    • Smart lie-detection system to tighten EU’s busy borders

      An EU-funded project is developing a way to speed up traffic at the EU’s external borders and ramp up security using an automated border-control system that will put travellers to the test using lie-detecting avatars. It is introducing advanced analytics and risk-based management at border controls.

      More than 700 million people enter the EU every year – a number that is rapidly rising. The huge volume of travellers and vehicles is piling pressure on external borders, making it increasingly difficult for border staff to uphold strict security protocols – checking the travel documents and biometrics of every passenger – whilst keeping disruption to a minimum.

      To help, the EU-funded project IBORDERCTRL is developing an ‘intelligent control system’ facilitating – making faster – border procedures for bona fide and law-abiding travellers. In this sense, the project is aiming to deliver more efficient and secure land border crossings to facilitate the work of border guards in spotting illegal immigrants, and so contribute to the prevention of crime and terrorism.

      ‘We’re employing existing and proven technologies – as well as novel ones – to empower border agents to increase the accuracy and efficiency of border checks,’ says project coordinator George Boultadakis of European Dynamics in Luxembourg. ‘IBORDERCTRL’s system will collect data that will move beyond biometrics and on to biomarkers of deceit.’
      Smart ‘deception detection’

      The IBORDERCTRL system has been set up so that travellers will use an online application to upload pictures of their passport, visa and proof of funds, then use a webcam to answer questions from a computer-animated border guard, personalised to the traveller’s gender, ethnicity and language. The unique approach to ‘deception detection’ analyses the micro-expressions of travellers to figure out if the interviewee is lying.

      This pre-screening step is the first of two stages. Before arrival at the border, it also informs travellers of their rights and travel procedures, as well as providing advice and alerts to discourage illegal activity.

      The second stage takes place at the actual border. Travellers who have been flagged as low risk during the pre-screening stage will go through a short re-evaluation of their information for entry, while higher-risk passengers will undergo a more detailed check.

      Border officials will use a hand-held device to automatically cross-check information, comparing the facial images captured during the pre-screening stage to passports and photos taken on previous border crossings. After the traveller’s documents have been reassessed, and fingerprinting, palm vein scanning and face matching have been carried out, the potential risk posed by the traveller will be recalculated. Only then does a border guard take over from the automated system.

      At the start of the IBORDERCTRL project, researchers spent a lot of time learning about border crossings from border officials themselves, through interviews, workshops, site surveys, and by watching them at work.

      It is hoped that trials about to start in Hungary, Greece and Latvia will prove that the intelligent portable control system helps border guards reliably identify travellers engaging in criminal activity. The trials will start with lab testing to familiarise border guards with the system, followed by scenarios and tests in realistic conditions along the borders.
      A mounting challenge

      ‘The global maritime and border security market is growing fast in light of the alarming terror threats and increasing terror attacks taking place on European Union soil, and the migration crisis,” says Boultadakis.

      As a consequence, the partner organisations of IBORDERCTRL are likely to benefit from this growing European security market – a sector predicted to be worth USD 146 billion (EUR 128 bn) in Europe by 2020.

    • AVATAR - Automated Virtual Agent for Truth Assessments in Real-Time

      There are many circumstances, particularly in a border-crossing scenario, when credibility must be accurately assessed. At the same time, since people deceive for a variety of reasons, benign and nefarious, detecting deception and determining potential risk are extremely difficult. Using artificial intelligence and non-invasive sensor technologies, BORDERS has developed a screening system called the Automated Virtual Agent for Truth Assessments in Real-Time (AVATAR). The AVATAR is designed to flag suspicious or anomalous behavior that warrants further investigation by a trained human agent in the field. This screening technology may be useful at Land Ports of Entry, airports, detention centers, visa processing, asylum requests, and personnel screening.

      The AVATAR has the potential to greatly assist DHS by serving as a force multiplier that frees personnel to focus on other mission-critical tasks, and provides more accurate decision support and risk assessment. This can be accomplished by automating interviews and document/biometric collection, and delivering real-time multi-sensor credibility assessments in a screening environment. In previous years, we have focused on conducting the basic research on reliably analyzing human behavior for deceptive cues, better understanding the DHS operational environment, and developing and testing a prototype system.

    • Un #détecteur_de_mensonges bientôt testé aux frontières de l’Union européenne

      L’Union européenne va tester dans un avenir proche un moyen de réguler le passage des migrants sur certaines de ses frontières, en rendant celui-ci plus simple et plus rapide. Ce moyen prendra la forme d’un détecteur de mensonges basé sur l’intelligence artificielle.

      Financé depuis 2016 par l’UE, le projet iBorderCtrl fera bientôt l’objet d’un test qui se déroulera durant six mois sur quatre postes-frontière situés en Hongrie, en Grèce et en Lettonie. Il s’avère que chaque année, environ 700 millions de nouvelles personnes arrivent dans l’UE, et les gardes-frontières ont de plus en plus de mal à effectuer les vérifications d’usage.

      Ce projet iBorderCtrl destiné à aider les gardes-frontières n’est autre qu’un détecteur de mensonges reposant sur une intelligence artificielle. Il s’agit en somme d’une sorte de garde frontière virtuel qui, après avoir pris connaissance des documents d’un individu (passeport, visa et autres), lui fera passer un interrogatoire. Ce dernier devra donc faire face à une caméra et répondre à des questions.

      L’IA en question observera la personne et fera surtout attention aux micro-mouvements du visage, le but étant de détecter un éventuel mensonge. À la fin de l’entretien, l’individu se verra remettre un code QR qui déterminera son appartenance à une des deux files d’attente, c’est-à-dire les personnes acceptées et celles – sur lesquelles il subsiste un doute – qui feront l’objet d’un entretien plus poussé avec cette fois, des gardes-frontières humains.

      Le système iBorderCtrl qui sera bientôt testé affiche pour l’instant un taux de réussite de 74 %, mais les porteurs du projet veulent atteindre au moins les 85 %. Enfin, évoquons le fait que ce dispositif pose assez logiquement des questions éthiques, et a déjà de nombreux opposants !

  • 56,800 migrant dead and missing : ’They are human beings’

    One by one, five to a grave, the coffins are buried in the red earth of this ill-kept corner of a South African cemetery. The scrawl on the cheap wood attests to their anonymity: “Unknown B/Male.”

    These men were migrants from elsewhere in Africa with next to nothing who sought a living in the thriving underground economy of Gauteng province, a name that roughly translates to “land of gold.” Instead of fortune, many found death, their bodies unnamed and unclaimed — more than 4,300 in Gauteng between 2014 and 2017 alone.

    Some of those lives ended here at the Olifantsvlei cemetery, in silence, among tufts of grass growing over tiny placards that read: Pauper Block. There are coffins so tiny that they could belong only to children.

    As migration worldwide soars to record highs, far less visible has been its toll: The tens of thousands of people who die or simply disappear during their journeys, never to be seen again. In most cases, nobody is keeping track: Barely counted in life, these people don’t register in death , as if they never lived at all.

    An Associated Press tally has documented at least 56,800 migrants dead or missing worldwide since 2014 — almost double the number found in the world’s only official attempt to try to count them, by the U.N.’s International Organization for Migration. The IOM toll as of Oct. 1 was more than 28,500. The AP came up with almost 28,300 additional dead or missing migrants by compiling information from other international groups, requesting forensic records, missing persons reports and death records, and sifting through data from thousands of interviews with migrants.

    The toll is the result of migration that is up 49 percent since the turn of the century, with more than 258 million international migrants in 2017, according to the United Nations. A growing number have drowned, died in deserts or fallen prey to traffickers, leaving their families to wonder what on earth happened to them. At the same time, anonymous bodies are filling cemeteries around the world, like the one in Gauteng.

    The AP’s tally is still low. More bodies of migrants lie undiscovered in desert sands or at the bottom of the sea. And families don’t always report loved ones as missing because they migrated illegally, or because they left home without saying exactly where they were headed.

    The official U.N. toll focuses mostly on Europe, but even there cases fall through the cracks. The political tide is turning against migrants in Europe just as in the United States, where the government is cracking down heavily on caravans of Central Americans trying to get in . One result is that money is drying up for projects to track migration and its costs.

    For example, when more than 800 people died in an April 2015 shipwreck off the coast of Italy, Europe’s deadliest migrant sea disaster, Italian investigators pledged to identify them and find their families. More than three years later, under a new populist government, funding for this work is being cut off.

    Beyond Europe, information is even more scarce. Little is known about the toll in South America, where the Venezuelan migration is among the world’s biggest today, and in Asia, the top region for numbers of migrants.

    The result is that governments vastly underestimate the toll of migration, a major political and social issue in most of the world today.

    “No matter where you stand on the whole migration management debate....these are still human beings on the move,” said Bram Frouws, the head of the Mixed Migration Centre , based in Geneva, which has done surveys of more than 20,000 migrants in its 4Mi project since 2014. “Whether it’s refugees or people moving for jobs, they are human beings.”

    They leave behind families caught between hope and mourning, like that of Safi al-Bahri. Her son, Majdi Barhoumi, left their hometown of Ras Jebel, Tunisia, on May 7, 2011, headed for Europe in a small boat with a dozen other migrants. The boat sank and Barhoumi hasn’t been heard from since. In a sign of faith that he is still alive, his parents built an animal pen with a brood of hens, a few cows and a dog to stand watch until he returns.

    “I just wait for him. I always imagine him behind me, at home, in the market, everywhere,” said al-Bahari. “When I hear a voice at night, I think he’s come back. When I hear the sound of a motorcycle, I think my son is back.”

    EUROPE: BOATS THAT NEVER ARRIVE

    Of the world’s migration crises, Europe’s has been the most cruelly visible. Images of the lifeless body of a Kurdish toddler on a beach, frozen tent camps in Eastern Europe, and a nearly numbing succession of deadly shipwrecks have been transmitted around the world, adding to the furor over migration.

    In the Mediterranean, scores of tankers, cargo boats, cruise ships and military vessels tower over tiny, crowded rafts powered by an outboard motor for a one-way trip. Even larger boats carrying hundreds of migrants may go down when soft breezes turn into battering winds and thrashing waves further from shore.

    Two shipwrecks and the deaths of at least 368 people off the coast of Italy in October 2013 prompted the IOM’s research into migrant deaths. The organization has focused on deaths in the Mediterranean, although its researchers plead for more data from elsewhere in the world. This year alone, the IOM has found more than 1,700 deaths in the waters that divide Africa and Europe.

    Like the lost Tunisians of Ras Jebel, most of them set off to look for work. Barhoumi, his friends, cousins and other would-be migrants camped in the seaside brush the night before their departure, listening to the crash of the waves that ultimately would sink their raft.

    Khalid Arfaoui had planned to be among them. When the group knocked at his door, it wasn’t fear that held him back, but a lack of cash. Everyone needed to chip in to pay for the boat, gas and supplies, and he was short about $100. So he sat inside and watched as they left for the beachside campsite where even today locals spend the night before embarking to Europe.

    Propelled by a feeble outboard motor and overburdened with its passengers, the rubber raft flipped, possibly after grazing rocks below the surface on an uninhabited island just offshore. Two bodies were retrieved. The lone survivor was found clinging to debris eight hours later.

    The Tunisian government has never tallied its missing, and the group never made it close enough to Europe to catch the attention of authorities there. So these migrants never have been counted among the dead and missing.

    “If I had gone with them, I’d be lost like the others,” Arfaoui said recently, standing on the rocky shoreline with a group of friends, all of whom vaguely planned to leave for Europe. “If I get the chance, I’ll do it. Even if I fear the sea and I know I might die, I’ll do it.”

    With him that day was 30-year-old Mounir Aguida, who had already made the trip once, drifting for 19 hours after the boat engine cut out. In late August this year, he crammed into another raft with seven friends, feeling the waves slam the flimsy bow. At the last minute he and another young man jumped out.

    “It didn’t feel right,” Aguida said.

    There has been no word from the other six — yet another group of Ras Jebel’s youth lost to the sea. With no shipwreck reported, no survivors to rescue and no bodies to identify, the six young men are not counted in any toll.

    In addition to watching its own youth flee, Tunisia and to a lesser degree neighboring Algeria are transit points for other Africans north bound for Europe. Tunisia has its own cemetery for unidentified migrants, as do Greece, Italy and Turkey. The one at Tunisia’s southern coast is tended by an unemployed sailor named Chamseddin Marzouk.

    Of around 400 bodies interred in the coastal graveyard since it opened in 2005, only one has ever been identified. As for the others who lie beneath piles of dirt, Marzouk couldn’t imagine how their families would ever learn their fate.

    “Their families may think that the person is still alive, or that he’ll return one day to visit,” Marzouk said. “They don’t know that those they await are buried here, in Zarzis, Tunisia.”

    AFRICA: VANISHING WITHOUT A TRACE

    Despite talk of the ’waves’ of African migrants trying to cross the Mediterranean, as many migrate within Africa — 16 million — as leave for Europe. In all, since 2014, at least 18,400 African migrants have died traveling within Africa, according to the figures compiled from AP and IOM records. That includes more than 4,300 unidentified bodies in a single South African province, and 8,700 whose traveling companions reported their disappearance en route out of the Horn of Africa in interviews with 4Mi.

    When people vanish while migrating in Africa, it is often without a trace. The IOM says the Sahara Desert may well have killed more migrants than the Mediterranean. But no one will ever know for sure in a region where borders are little more than lines drawn on maps and no government is searching an expanse as large as the continental United States. The harsh sun and swirling desert sands quickly decompose and bury bodies of migrants, so that even when they turn up, they are usually impossible to identify .

    With a prosperous economy and stable government, South Africa draws more migrants than any other country in Africa. The government is a meticulous collector of fingerprints — nearly every legal resident and citizen has a file somewhere — so bodies without any records are assumed to have been living and working in the country illegally. The corpses are fingerprinted when possible, but there is no regular DNA collection.

    South Africa also has one of the world’s highest rates of violent crime and police are more focused on solving domestic cases than identifying migrants.

    “There’s logic to that, as sad as it is....You want to find the killer if you’re a policeman, because the killer could kill more people,” said Jeanine Vellema, the chief specialist of the province’s eight mortuaries. Migrant identification, meanwhile, is largely an issue for foreign families — and poor ones at that.

    Vellema has tried to patch into the police missing persons system, to build a system of electronic mortuary records and to establish a protocol where a DNA sample is taken from every set of remains that arrive at the morgue. She sighs: “Resources.” It’s a word that comes up 10 times in a half-hour conversation.

    So the bodies end up at Olifantsvlei or a cemetery like it, in unnamed graves. On a recent visit by AP, a series of open rectangles awaited the bodies of the unidentified and unclaimed. They did not wait long: a pickup truck drove up, piled with about 10 coffins, five per grave. There were at least 180 grave markers for the anonymous dead, with multiple bodies in each grave.

    The International Committee of the Red Cross, which is working with Vellema, has started a pilot project with one Gauteng morgue to take detailed photos, fingerprints, dental information and DNA samples of unidentified bodies. That information goes to a database where, in theory, the bodies can be traced.

    “Every person has a right to their dignity. And to their identity,” said Stephen Fonseca, the ICRC regional forensic manager.

    THE UNITED STATES: “THAT’S HOW MY BROTHER USED TO SLEEP”

    More than 6,000 miles (9,000 kilometers) away, in the deserts that straddle the U.S.-Mexico border, lie the bodies of migrants who perished trying to cross land as unforgiving as the waters of the Mediterranean. Many fled the violence and poverty of Guatemala, Honduras, El Salvador or Mexico. Some are found months or years later as mere skeletons. Others make a last, desperate phone call and are never heard from again.

    In 2010 the Argentine Forensic Anthropology Team and the local morgue in Pima County, Ariz., began to organize efforts to put names to the anonymous bodies found on both sides of the border. The “Border Project” has since identified more than 183 people — a fraction of the total.

    At least 3,861 migrants are dead and missing on the route from Mexico to the United States since 2014, according to the combined AP and IOM total. The tally includes missing person reports from the Colibri Center for Human Rights on the U.S. side as well as the Argentine group’s data from the Mexican side. The painstaking work of identification can take years, hampered by a lack of resources, official records and coordination between countries — and even between states.

    For many families of the missing, it is their only hope, but for the families of Juan Lorenzo Luna and Armando Reyes, that hope is fading.

    Luna, 27, and Reyes, 22, were brothers-in-law who left their small northern Mexico town of Gomez Palacio in August 2016. They had tried to cross to the U.S. four months earlier, but surrendered to border patrol agents in exhaustion and were deported.

    They knew they were risking their lives — Reyes’ father died migrating in 1995, and an uncle went missing in 2004. But Luna, a quiet family man, wanted to make enough money to buy a pickup truck and then return to his wife and two children. Reyes wanted a job where he wouldn’t get his shoes dirty and could give his newborn daughter a better life.

    Of the five who left Gomez Palacio together, two men made it to safety, and one man turned back. The only information he gave was that the brothers-in-law had stopped walking and planned to turn themselves in again. That is the last that is known of them.

    Officials told their families that they had scoured prisons and detention centers, but there was no sign of the missing men. Cesaria Orona even consulted a fortune teller about her missing son, Armando, and was told he had died in the desert.

    One weekend in June 2017, volunteers found eight bodies next to a military area of the Arizona desert and posted the images online in the hopes of finding family. Maria Elena Luna came across a Facebook photo of a decaying body found in an arid landscape dotted with cactus and shrubs, lying face-up with one leg bent outward. There was something horribly familiar about the pose.

    “That’s how my brother used to sleep,” she whispered.

    Along with the bodies, the volunteers found a credential of a boy from Guatemala, a photo and a piece of paper with a number written on it. The photo was of Juan Lorenzo Luna, and the number on the paper was for cousins of the family. But investigators warned that a wallet or credential could have been stolen, as migrants are frequently robbed.

    “We all cried,” Luna recalled. “But I said, we cannot be sure until we have the DNA test. Let’s wait.”

    Luna and Orona gave DNA samples to the Mexican government and the Argentine group. In November 2017, Orona received a letter from the Mexican government saying that there was the possibility of a match for Armando with some bone remains found in Nuevo Leon, a state that borders Texas. But the test was negative.

    The women are still waiting for results from the Argentine pathologists. Until then, their relatives remain among the uncounted.

    Orona holds out hope that the men may be locked up, or held by “bad people.” Every time Luna hears about clandestine graves or unidentified bodies in the news, the anguish is sharp.

    “Suddenly all the memories come back,” she said. “I do not want to think.”

    SOUTH AMERICA: “NO ONE WANTS TO ADMIT THIS IS A REALITY”

    The toll of the dead and the missing has been all but ignored in one of the largest population movements in the world today — that of nearly 2 million Venezuelans fleeing from their country’s collapse. These migrants have hopped buses across the borders, boarded flimsy boats in the Caribbean, and — when all else failed — walked for days along scorching highways and freezing mountain trails. Vulnerable to violence from drug cartels, hunger and illness that lingers even after reaching their destination, they have disappeared or died by the hundreds.

    “They can’t withstand a trip that hard, because the journey is very long,” said Carlos Valdes, director of neighboring Colombia’s national forensic institute. “And many times, they only eat once a day. They don’t eat. And they die.” Valdes said authorities don’t always recover the bodies of those who die, as some migrants who have entered the country illegally are afraid to seek help.

    Valdes believes hypothermia has killed some as they trek through the mountain tundra region, but he had no idea how many. One migrant told the AP he saw a family burying someone wrapped in a white blanket with red flowers along the frigid journey.

    Marta Duque, 55, has had a front seat to the Venezuela migration crisis from her home in Pamplona, Colombia. She opens her doors nightly to provide shelter for families with young children. Pamplona is one of the last cities migrants reach before venturing up a frigid mountain paramo, one of the most dangerous parts of the trip for migrants traveling by foot. Temperatures dip well below freezing.

    She said inaction from authorities has forced citizens like her to step in.

    “Everyone just seems to pass the ball,” she said. “No one wants to admit this is a reality.”

    Those deaths are uncounted, as are dozens in the sea. Also uncounted are those reported missing in Colombia, Peru and Ecuador. In all at least 3,410 Venezuelans have been reported missing or dead in a migration within Latin America whose dangers have gone relatively unnoticed; many of the dead perished from illnesses on the rise in Venezuela that easily would have found treatment in better times.

    Among the missing is Randy Javier Gutierrez, who was walking through Colombia with a cousin and his aunt in hopes of reaching Peru to reunite with his mother.

    Gutierrez’s mother, Mariela Gamboa, said that a driver offered a ride to the two women, but refused to take her son. The women agreed to wait for him at the bus station in Cali, about 160 miles (257 kilometers) ahead, but he never arrived. Messages sent to his phone since that day four months ago have gone unread.

    “I’m very worried,” his mother said. “I don’t even know what to do.”

    ASIA: A VAST UNKNOWN

    The region with the largest overall migration, Asia, also has the least information on the fate of those who disappear after leaving their homelands. Governments are unwilling or unable to account for citizens who leave for elsewhere in the region or in the Mideast, two of the most common destinations, although there’s a growing push to do so.

    Asians make up 40 percent of the world’s migrants, and more than half of them never leave the region. The Associated Press was able to document more than 8,200 migrants who disappeared or died after leaving home in Asia and the Mideast, including thousands in the Philippines and Indonesia.

    Thirteen of the top 20 migration pathways from Asia take place within the region. These include Indian workers heading to the United Arab Emirates, Bangladeshis heading to India, Rohingya Muslims escaping persecution in Myanmar, and Afghans crossing the nearest border to escape war. But with large-scale smuggling and trafficking of labor, and violent displacements, the low numbers of dead and missing indicate not safe travel but rather a vast unknown.

    Almass was just 14 when his widowed mother reluctantly sent him and his 11-year-old brother from their home in Khost, Afghanistan, into that unknown. The payment for their trip was supposed to get them away from the Taliban and all the way to Germany via a chain of smugglers. The pair crammed first into a pickup with around 40 people, walked for a few days at the border, crammed into a car, waited a bit in Tehran, and walked a few more days.

    His brother Murtaza was exhausted by the time they reached the Iran-Turkey border. But the smuggler said it wasn’t the time to rest — there were at least two border posts nearby and the risk that children far younger travelling with them would make noise.

    Almass was carrying a baby in his arms and holding his brother’s hand when they heard the shout of Iranian guards. Bullets whistled past as he tumbled head over heels into a ravine and lost consciousness.

    Alone all that day and the next, Almass stumbled upon three other boys in the ravine who had also become separated from the group, then another four. No one had seen his brother. And although the younger boy had his ID, it had been up to Almass to memorize the crucial contact information for the smuggler.

    When Almass eventually called home, from Turkey, he couldn’t bear to tell his mother what had happened. He said Murtaza couldn’t come to the phone but sent his love.

    That was in early 2014. Almass, who is now 18, hasn’t spoken to his family since.

    Almass said he searched for his brother among the 2,773 children reported to the Red Cross as missing en route to Europe. He also looked for himself among the 2,097 adults reported missing by children. They weren’t on the list.

    With one of the world’s longest-running exoduses, Afghans face particular dangers in bordering countries that are neither safe nor welcoming. Over a period of 10 months from June 2017 to April 2018, 4Mi carried out a total of 962 interviews with Afghan migrants and refugees in their native languages around the world, systematically asking a series of questions about the specific dangers they had faced and what they had witnessed.

    A total of 247 migrant deaths were witnessed by the interviewed migrants, who reported seeing people killed in violence from security forces or starving to death. The effort is the first time any organization has successfully captured the perils facing Afghans in transit to destinations in Asia and Europe.

    Almass made it from Asia to Europe and speaks halting French now to the woman who has given him a home in a drafty 400-year-old farmhouse in France’s Limousin region. But his family is lost to him. Their phone number in Afghanistan no longer works, their village is overrun with Taliban, and he has no idea how to find them — or the child whose hand slipped from his grasp four years ago.

    “I don’t know now where they are,” he said, his face anguished, as he sat on a sun-dappled bench. “They also don’t know where I am.”

    In the scientific realm, the new findings help resolve long-running doubts about the rate of the warming of the oceans before 2007, when reliable measurements from devices called “Argo floats” were put to use worldwide. Before that, differing types of temperature records — and an overall lack of them — contributed to murkiness about how quickly the oceans were heating up.

    The higher-than-expected amount of heat in the oceans means more heat is being retained within Earth’s climate system each year, rather than escaping into space. In essence, more heat in the oceans signals that global warming is more advanced than scientists thought.

    “We thought that we got away with not a lot of warming in both the ocean and the atmosphere for the amount of CO2 that we emitted,” said Resplandy, who published the work with experts from the Scripps Institution of Oceanography and several other institutions in the United States, China, France and Germany. “But we were wrong. The planet warmed more than we thought. It was hidden from us just because we didn’t sample it right. But it was there. It was in the ocean already.”

  • Reinforcement of the southern borders because of nonexistent migratory pressure

    Since Gergely Gulyás, Viktor Orbán’s new chief-of-staff, has taken over, the so-called “government info” press conferences introduced by his predecessor János Lázár are held only every second Thursday. On the last such occasion, on October 25, Gulyás announced that, according to “the information of the Hungarian and European intelligence services, approximately 70,000 refugees are heading toward Hungary along the old Balkan route, and therefore the Hungarian government has offered assistance” to Croatia and has decided to reinforce the Croatian-Hungarian border.

    Prior to that day, I found only one short news item in Magyar Idők which reported that rumors were circulating among refugees stuck in Bosnia-Hercegovina that Zagreb would allow them to cross into Croatia, and from there they could proceed to Western Europe. About 100 refugees spent the night at the Bosnian-Croatian border in the hope of entry, but the Croatian ministry of interior denied the story. The paper gave official figures on the refugee situation in Bosnia. Since the beginning of the year 20,000 migrants have arrived in the country, but 13,000 were turned away. At the moment only 4,000-5,000 refugees can be found in Bosnia, some of whom are clustered in Bihać, close to the Croatian-Bosnian border. Those who manage to get into Croatia unnoticed usually go to Slovenia and from there to Trieste, Italy.

    I looked high and low on the internet to find the 70,000 refugees heading toward Hungary but was unsuccessful. In fact, according to the UN Refugee Agency, only 26,548 refugees arrived in Greece in 2018. So, I suspect that Gergely Gulyás’s story of 70,000 migrants was another instance of purposeful disinformation intended to mislead Hungarians fearful of migrants. Strengthening the Croatian-Hungarian border can serve only one purpose: to keep the fear of migrants alive among the population. I’m almost certain that the overwhelming majority of Hungarians don’t have any idea where Bihać is and that they would be surprised to hear that it is 6.5 hours away by car from #Röszke.
    The story of those migrants who managed to get through from Bihać to Italy, France, or Germany is vividly told by Davide Lemmi in his article “From Bosnia to Trieste, migrants’ journey across the new Balkan route” in Lifegate. The journey’s most difficult leg is the migrants’ stay in Croatia, where they are cautioned to remain in wooded areas near the Slovene border, which is far from the Hungarian-Croatian border Hungary is now reinforcing because of the alleged new migrant onslaught threatening the country.

    Of course, this new “danger” requires more money for border defense. On the very same day that Gulyás announced the new danger coming from Croatia, the government approved another 24 billion forints “for the handling of the extraordinary migratory pressure” that had presented itself. Although since the fence was erected in September 2015 Hungary hasn’t had any “migratory pressure” to speak of, just in 2017 the Hungarian government spent 155.1 billion forints on border defense. Given the opacity in which the Orbán government operates, we don’t really know where these large sums of money have been and will be going.

    Every time the government announces some new real or fake news, the regime’s faithful “national security experts” also show up. Georg Spöttle, a man of dubious past and dubious expertise, is always ready to claim that Hungary is in danger. Since there was a small clash between the refugees and the Croatian police 500 km away near Bihać, Spöttle predicted that “the scene will soon be repeated” along the Hungarian border. Therefore, more policemen and soldiers should be stationed there. In addition, the “weak spots” of the border fence should be reinforced with stronger fencing. It is possible that the source of Gergely Gulyás’s 70,000 migrants who are heading toward Hungary is Georg Spöttle, who told Hír TV that “at this very moment the number of migrants who are stuck in one of the Balkan countries is 60-70,000.” Where this figure comes from no one knows.

    The story of the clash in which some women and children were injured was widely covered in the government media. It is typical of the low level of government journalism that one of the journalists from Magyar Hírlap mixed up the name of the alleged Iranian instigator with the name of a Bosnian town, Velika Kladuša, where a fair number of refugees can be found, something that would be really ridiculous if it weren’t so sad. Figyelő, Mária Schmidt’s daily paper, tried to make “an organized operation” out of the clash between Croatian police and about 150 refugees. Who is behind it? According to the head of the Croatian border police, the culprits are the “Serbian and Bosnian migration centers.” The article calls attention to guide books prepared for the migrants by the Soros organizations in 2015. By making a reference to the Soros organizations’ activities three years ago, the article strongly suggests that these people are still working to help the refugees stranded in Bosnia get across the border to Croatia.

    While I was gathering material pertinent to this post, I couldn’t help comparing the story about the alleged 70,000 migrants heading toward Hungary to the frenzy Donald Trump has whipped up about the Honduran caravan. The caravan is still 1,500 miles from the United States border, and the refugees have an arduous journey ahead of them on foot. Yet the caravan is being described by the president as an imminent “assault on our country.” He keeps talking about criminals, gangsters, Middle Eastern terrorists in the crowd without any proof. He has hinted that the entire spectacle was funded by the Democrats, and he vows to send troops to the border while his supporters cheer. A Republican congressman insinuated that George Soros is financing the exodus. The story gets bigger and bigger with every passing moment in order to create fear and hatred–and, of course, to garner votes ahead of the mid-term elections. As we have seen in the last two days, verbal incitement can easily be translated into action, especially if it is the president who is inflaming passions. Right-wing populists like Donald Trump and Viktor Orbán are playing with fire when they unleash hatred and mislead their followers, creating an alternate reality.

    Trump’s bizarre spelling choices may seem amusing. But stop laughing: His use of “Country” has a hidden meaning

    There is nothing funny about Donald Trump. Like other autocrats and political thugs he thrives on being underestimated. Last week there was another example of this error by Donald Trump’s detractors and others who oppose him.

    On Twitter, his preferred means of communication, Donald Trump proclaimed last week:

    When referring to the USA, I will always capitalize the word Country!

    Trump was mocked by comedians on late night television for this supposed gaffe. Other prominent voices pointed to Trump’s “misspelling” as further proof that he is a dolt and a fool. By implication, his voters are fools and dolts as well. This version of liberal Schadenfreude is a defining feature in the Age of Trump.

    It is small comfort which ignores the fact that Donald Trump’s grammatical errors and odd spelling are — as admitted by White House insiders some months ago — strategic choices designed to make him appear more “folksy” and “authentic.” Trump’s faux-populist appeal depends upon his ability to relate to his supporters by sharing their grievances and hostility toward those liberals and progressives they perceive as looking down on “real Americans.”

    To understand Donald Trump, one must begin with the fact that he is an American fascist — an autocrat and authoritarian by instinct, behavior, and values. This is the nucleus of his being. This is the prism through which to best understand Donald Trump.

    I asked several leading experts on fascism and authoritarianism to help me understand Trump’s conversion of “Country” into a proper noun.

    Ruth Ben-Ghiat, professor of history and Italian studies at New York University, author of the forthcoming book “Strongmen: How They Rise, Why They Succeed, How They Fall,” and featured commentator in Michael Moore’s “Fahrenheit 11/9”:

    Trump’s statement that he’ll capitalize the word Country represents yet another attempt to polarize the American population and set up one half as “moral,” "just" and politically and, above all, racially acceptable. It is a technique used by every authoritarian leader, often with success. Some may look at this tweet as just another quirky Trump language proposition, but nothing he does is accidental, including his capitalization strategies.

    Richard Frankel, professor of modern German History at the University of Louisiana at Lafayette, an expert on the rise of Nazism in Germany whose work has also been featured in Newsweek and on the History News Network:

    I see it as another way of saying “America First.” He’s putting the emphasis on country, on nation, on America before anything else. He’s contrasting himself and his followers with those who see America as part of a much larger community of nations, in which cooperation, not confrontation, is what is what’s best for everyone. Those who see it his way are the “real Americans.” Those who don’t are the enemy. It’s the pitting of “America Firsters” against the dreaded “Globalists.” It’s another way to divide the country — inclusion through exclusion.

    Jason Stanley, professor of philosophy at Yale University and author of “How Propaganda Works” as well as the new book “How Fascism Works: The Politics of Us and Them”:

    Via linguistic style and repetition, Trump is inculcating his followers with an ethic of authoritarian nationalism. Organized religion is a local authoritarian structure; the authority of God is signaled linguistically, by capitalizing “God” or not completely spelling out the word. According to Trump, like “God,” "Country" should be capitalized. This is a linguistic means of signalizing the quasi-religious authority of the nation. And since the nation is not a person, or even a person-like figure, that religious authority should be transferred to its leader, Donald Trump.

    It (again) reminded me of this quote from Victor Klemperer’s “Language of the Third Reich”: “Nazism permeated the flesh and blood of the people through single words, idioms and sentence structures which were imposed on them in a million repetitions and taken on board mechanically and unconsciously … language does not simply write and think for me, it also increasingly dictates my feelings and governs my entire spiritual being the more unquestioningly and unconsciously I abandon myself to it.”

    Several days after Trump made his declaration about the correct spelling of our “Country,” he announced that he was a proud “nationalist.” Because Trump is a racial authoritarian — and a student of “alt-right” guru Steve Bannon as well as White House adviser Stephen Miller, principal architect of his nativist immigration policy — his brand of nationalism is in no sense “neutral.” It is in reality white nationalism, whether called by that name or not. Donald Trump may evade or deflect from that fact. But it is true nonetheless. This is evident through his repeated and overt hostility toward nonwhites and Muslims.

    An embrace of nationalism by Donald Trump fits neatly within his logic for capitalizing the word “Country” when referring to the United States of America.

    Benjamin Hett, professor of history at Hunter College and the Graduate Center, City University of New York, author of “Burning the Reichstag: An Investigation into the Third Reich’s Enduring Mystery” as well as the new book “The Death of Democracy: Hitler’s Rise to Power and the Downfall of the Weimar Republic”:

    This is language I do not remember hearing from any other president. And this is where the significance of “Country” comes in. Trump the “nationalist” with his capital C in “Country” uses “globalist” as a pejorative. He is step by step dismantling the international infrastructure which the United States created after the Second World War to maintain a democratic and prosperous global order. Just recently he has begun dismantling the key INF treaty with Russia, another horrifically dangerous step. This is all reminiscent of the nationalism of the German administrations of the early 1930s, up to and including Hitler — turn away from the world, turn away from crucial international connections, turn away from peace and democracy. We know, or should know, that this cannot and will not lead anywhere good.

    Some people laugh when they are terrified. It is not that the situation is funny; rather, their brains process existential dread through the physical act of laughter. This is why so many of us laugh at Donald Trump’s supposed gaffes and misspellings, and his other crude and boorish behavior. Donald Trump’s America is a real thing. We are stuck in it and many of us still cannot believe this has all come to pass. In the final analysis, laughter provides some short-term relief during the walk to the political gallows. The laughter feels good. The noose is still waiting.

    The three paintings Dead [CR: 667/1-3] are based on photographs depicting the terrorist Ulrike Meinhof, a founding member of the Red Army Faction, that were taken after her suicide in prison in Stuttgart-Stammheim on 9th May 1976. The images were published in the magazine stern on 16th June 1976 and show close-ups of the head and upper body of a lying woman, whose eyes and mouth are partially open. Her dark hair is almost undistinguishable against the dark background whereas the bright clothes and pale skin of her face brightly stand out. Her somewhat overstretched neck reveals a dark deep line left by the noose.

    The three works show an almost identical image segment with only the angle and the proportions varied slightly in each painting. Besides their format, the three images also vary in their painterly execution. While the facial features of Ulrike Meinhof are relatively clear in the first version of Dead [CR: 667-1] they are blurred almost unrecognizably in the last painting [CR: 667-3] with bright and dark shades merging, contrasts paling and the overall black background fading to a uniform dark grey. Moreover, the position of the head seems to be slightly altered in each version. While the first painting is guided clearly by the original photograph, the second version shows the head with a slightly raised chin and the eyes almost completely closed which is carried forward even further in the third work. Because of the increasing blurring and the changing position of the head, Ulrike Meinhof seems to be removed further and further from reality with every painting, her mouth and eyes seem to close slowly. In death, she is withdrawn from the gaze of the public, the terrorist is given back a part of her human dignity that was taken from her by exhibiting her dead body in mass media. At the same time the dramatic effect is increased by the multiplication of the subject and the increasing blurring of details that seem like a cinematic fading out. The dead body seems to sink into the surrounding, impenetrable grey.

    The three likenesses appear like a search for an appropriate way of representation, carefully and gradually approaching death. The distinct close-ups set the paintings apart from other depictions of dead RAF members in the cycle and create a certain intimacy that affiliates the work with Youth Portrait [CR: 672-1]. Furthermore, Meinhof’s apparent isolation and loneliness are underlined by focusing solely on her face and upper body. In regard to iconography, the body lying parallel to the image plane is evocative of representations on predellas and hence creates a connection to a traditional European iconography of death. This prevents the paintings from being seen as ideological images or to turn into icons of martyrs[9]. Instead, the works pose the question as to the why of the events. As no other painting in the cycle the painting speaks of sadness, and “[…] sorrow, […] sorrow for the people who died so young and so crazy, for nothing.”

  • The Grand Refugee Hotel: The Sequel to My Grandfather’s Germany

    On a visit to one of Germany’s most radical refugee integration experiments, U.S. migration journalist and academic Daniela Gerson went in search of her family history and found an increasingly uneasy relationship between past and present.

    At the #Grand_Hotel_Cosmopolis, an African teenager served cappuccinos to European travelers below clocks telling the time in Kabul, Damascus, Grozny and other global centers of crisis.

    Lamin Saidy – sporting a style he described as “American proper” with tight jeans, lots of earrings and a big smile – was 13 when he fled violence in the Gambia. After he arrived in Germany as a refugee, he was told about this place, where tourists, asylum seekers and artists all share one building. The hotel is run by staff composed of a core group of resident German artists and a diverse team that includes volunteers who may be refugees like Saidy or local college students who want to join the experiment.

    Then, in the fall of 2016, at a meeting in Washington, D.C., on immigration, a public artist gave a presentation on cultural integration initiatives in #Augsburg like none I had seen in more than a decade of reporting on immigration in the United States and Europe.

    The artist flashed images of the migrant job center, cafe and immigrant rights organization called Tuer an Tuer, which helped convince the city to take a stance against large institutional centers. Instead, all asylum seekers in Augsburg have been housed in residences of 100 or fewer people. She also showed photos of the colorful, boundary-bending Grand Hotel. This was Augsburg? It was definitely not the city of my imagination.

    Soon after, my mother forwarded me an invitation. In summer 2017, there was going to be a gathering of Jews from Augsburg and their families to commemorate the 100-year anniversary of the synagogue. I set off, eager to explore my family’s past and to see if a city I associated with historic brutality had succeeded in building a more welcoming society as a result.
    A Welcoming Nation

    When I arrived in Munich, the Bavarian capital, I borrowed a friend’s bike and pedaled down to the vast main train station. In 2015, in what was known as the Welcoming Summer, more than 1 million asylum seekers came to Germany and the station was full of arriving migrants. There was such an outpouring of public support for them that they had to close the station to donations.

    Two years later, the backlash was mounting. Chancellor Angela Merkel’s government had taken steps to slow the tide of arrivals, limiting countries from which people are eligible for asylum and speeding up deportations of people whose applications had been rejected.

    Munich’s size has helped mask the impact of the refugee influx. Augsburg, founded more than 2,000 years ago, is a different story. With a population approaching 300,000, and a popular destination for refugees and foreign laborers, it was a contender to become the first majority minority city in Germany. Now almost 50 percent residents have a “migration background.”

    After a quick train trip an hour east of Munich, I biked across Augsburg’s picture-perfect main square of churches and beer gardens, passing by women strolling in hijabs and Chechnyan kids racing in circles on scooters. And near one of the largest cathedrals, down a cobblestone street, I found the Grand Hotel Cosmopolis. On first impression, it hardly felt grand, but rather like the 1960s old-age home it once was, converted into a lively Berlin artists’ squatter house.

    In a sun-drenched garden, I joined two of the artist founders and a refugee artist for a vegetarian lunch cooked in the communal basement kitchen. As we ate, they explained that the building had been abandoned for six years when some local artists spotted it and inquired about renting it out as a temporary exhibition space. But the owners, a Protestant social enterprise, said they had already entered into negotiations with the government to house asylum seekers.

    That’s when the idea came up to merge the two concepts, and add a hotel. The artists take care of the hotel, cafe and ateliers. The social enterprise, with government support, provides housing for the migrants.

    Three days after the first asylum seekers moved in, it became clear to the artists this was not just a utopian experiment in aesthetics and communal living when the first deportation letter for one of its residents arrived. “Many of the artists stopped their artistic work,” one of my guides, Susa Gunzner, told me. Instead, they focused all of their energies on learning about immigration laws and how to help the refugees.

    After lunch, I toured the 12 uniquely designed hotel rooms: One was bordello hot pink, another constructed to feel like a container ship, a third had a forest growing through it. My stark room, with a long wooden bench of a bed and simple, low table, struck me as a very elegant prison cell.

    Three days after the first asylum seekers moved in, it became clear to the artists this was not just a utopian experiment in aesthetics and communal living when the first deportation letter for one of its residents arrived.

    Gunzner, who teamed up with an Iranian artist to create the room, told me it symbolized freedom. The room is a homage to a Persian woman who moved with her family to Europe at the beginning of the 20th century and later became a spy against the Nazis. Gunzner pointed out illustrations of trees on the wall from Shiraz. “We are always trying to enrich each other and find out – sometimes through very slow processes – who the other person is,” she told me.

    Left on my own, I walked downstairs to the refugee floor, and passed a half-dozen or so baby carriages crowding the stairwell. I had been warned I was only allowed to intrude if an asylum seeker invited me in. The founders of the hotel like to say they “only have guests – with and without asylum.” I was also struck by the strangeness of putting us all in one building as fellow travelers: people on holiday rubbing elbows with people who have been running for their lives.

    Not far from Augsburg, in the aftermath of World War II, my other grandparents – on my father’s side – landed in a very different type of refugee camp, set up by the United Nations and largely funded by the United States. They were Polish Jews whose families had been slaughtered in the streets and in concentration camps. They survived the war in Siberian labor camps and in Uzbek villages, where my father was born.

    In the desperate limbo of the displaced persons camp, they created a community – my grandfather took part in local governance; my father remembers a pet dog, Blackie, a synagogue and a school. What would my grandmother have said if artists lived upstairs and American tourists stayed for a week or two, temporarily sharing her first home outside Poland, the place where my father formed his first memories? Would she have appreciated the attention, or would she have felt like a monkey in the zoo?
    The Shadow of the Past

    It was not the first time that I had traveled to Germany and discovered echoes of my family’s past in my present, as I grapple with issues of migration, persecution and intolerance today as a journalist and academic.

    A decade ago, I spent a little over a year researching contemporary guest worker policies in Berlin and Bonn. Despite my last living relative who survived the Holocaust reprimanding me that Germany was no place for a nice Jewish girl, I fell for the country’s bike and cafe culture, numerous lakes and deliberate approach to its troubled history. I almost always felt welcome as a Jew. Even my neighbor who was a neo-Nazi was dating a Venezuelan and liked to come over and chat with me. Another neighbor, whose grandfather had been active in Hitler Youth, became one of my closest friends.

    Though I was sometimes disturbed by the recent stance that Germany was not a country of immigration, as well as the focus on integration – this notion some leaders interpreted as demanding that newcomers should cede their other cultural identities – I, in many ways, felt that Germany had dealt with its past in ways that could be a lesson to all nations.

    Ten years later, I visited a Germany increasingly conflicted about its moral obligations as it confronted the refugee crisis. And in Augsburg the juxtaposition of this tolerant, generous nation and the pernicious shadow of its intolerant past were in stark relief.

    I left the Grand Hotel on Sunday morning to meet other descendants of Augsburg Jews in the glorious sanctuary of the synagogue built in 1917. The descendants of those who fled the Nazis, or had the foresight or luck to leave before the war, had traveled from South Africa, Norway, Israel and across the United States. Civil leaders turned out in large numbers to pledge “never again.” It was a familiar message. But the synagogue’s attic museum reminded me how quickly a nation can shift toward hate. For the first time, it felt less like a history lesson and more like a warning that struck very close to home.

    In Augsburg, the juxtaposition of this tolerant, generous nation, and the pernicious shadow of its intolerant past were in stark relief.

    Created in 1985, the Augsburg synagogue houses the first independent museum in Germany dedicated to Jewish history. It tells the story of how there were only 1,500 Jews in Augsburg when the Nazis came, but they enjoyed comfortable local prominence. The synagogue is a clear sign of that position. Congregants built the sanctuary – one of the most beautiful I have ever seen, with its 95ft (29m) dome and an architectural style that spans from Byzantine and Oriental elements to Art Noveau – investing in what they imagined would be a vibrant future in Augsburg.

    I was struck by a slide titled “Integration through Achievement.” The museum describes the dreams of these Jews, and it reminded me of the aspirations of many of the asylum seekers I met during my stay in Augsburg. They did not want just to live free from danger, they wanted an opportunity to be productive, successful German citizens. Chillingly, the museum concludes, the local Jewish communities were “extinguished totally.”
    Looking Back, Looking Forward

    In the year since my visit to the synagogue, I have covered U.S. authorities tearing apart asylum-seeking families as part of a larger, often vicious, crackdown. While I wish I could at least point to Germany today as a model of how to do things differently, the picture is unfortunately not so black and white.

    In German elections last fall, the far-right anti-immigrant Alternative for Germany party – whose senior member maintains that the country should be more positive about its Nazi past – won 13 percent of the popular vote. According to current polls, the party is on track to win around a similar proportion of votes in upcoming regional parliamentary elections in Bavaria on October 14.

    This year, the leader of Chancellor Angela Merkel’s sister party in Bavaria, Interior Minister Horst Seehofer, pushed her to clamp down on border policy. In the eastern German city of Chemnitz, far-right protests against immigrants in recent weeks were accompanied by xenophobic tirades.

    In August Seehofer instituted the beginning of a new plan in Bavaria that could soon transform how asylum seekers are treated. In what he described as a national model, the goal is to expedite rapid deportations. Most new asylum seekers will be transported to institutions that can house more than 1,000 people, where they will not be in contact with anyone who is not an official or a lawyer or has specific permission.

    “That’s the opposite of what we tried to do in the last years, now we are going two steps back,” said Tuelay Ates-Brunner, the managing director of Tuer an Tuer. “For people who will be rejected, nobody will see them, nobody will know them.”

    “My first impression was that I felt like I was in a new world,” Saidy told me to the beat of Afro Pop on the jukebox. “The hotel is kind of incomparable.”

    The Grand Hotel is located in Augsburg, an ancient German city on Bavaria’s tourist-trod Romantic Road. It is also the place where my mother’s father was born. He was one of the first boys to have a bar mitzvah in the ornate, domed synagogue in Augsburg – just a few years before the Jews were forced to flee or perished at the hands of the Nazis.

    Nearly a century later, I went to stay at the Grand Hotel – one of Germany’s most radical refugee integration experiments.

    Like so many inherited homelands, Augsburg was a mythical place for me, formed from family memories I had never lived – portraits of stern ancestors, the men with elaborate waxy mustaches, the buxom women with beautifully tailored clothes and lace collars. My Augsburg froze when the Nazis took over.

    When Alexander Bodin Saphir’s Jewish grandfather was measuring a high-ranking Nazi for a suit in Copenhagen 75 years ago he got an important tip-off - the Jews were about to be rounded up and deported. It has often been described as a “miracle” that most of Denmark’s Jews escaped the Holocaust. Now it seems that the country’s Nazi rulers deliberately sabotaged their own operation.

    It was a cold October night 75 years ago when my grandparents, Fanny and Raphael Bodin, stood on the dock of a harbour on the east coast of Denmark with their 15-month-old daughter, Lis, in their arms.

    I imagine they peered into the darkness, nervously awaiting the fisherman who would take them across the water to the safety of neutral Sweden. Until that point the Jews of Denmark - unlike those in other parts of occupied Europe - had been free to go about their business. But now the order had been given to transport them to Germany “for processing”.

    So my grandparents and aunt fled. As they boarded the fishing boat they handed the fisherman a substantial sum of money for the hour-long boat trip across the Oresund - the narrow stretch of water between Denmark and Sweden. Then it started to rain and my aunt began to cry. The fisherman, fearing the Germans would hear her cries, ordered my grandparents either to leave their child on the dock or get off the boat. They chose the latter and watched as the boat cast off for Sweden with their money and perhaps their last chance of escape.

    Fortunately, it wasn’t their last chance. They succeeded in making the crossing the very next night - after giving their daughter a sleeping pill to ensure she remained silent - and lived out the rest of the war in Sweden.

    Their story mirrors that of the vast majority of Danish Jews. According to Sofie Lene Bak, associate professor in history at Copenhagen University, 7,056 of them escaped to Sweden, with only 472 captured and deported to Theresienstadt.

  • The Vulnerability Contest

    Traumatized Afghan child soldiers who were forced to fight in Syria struggle to find protection in Europe’s asylum lottery.

    Mosa did not choose to come forward. Word had spread among the thousands of asylum seekers huddled inside Moria that social workers were looking for lone children among the general population. High up on the hillside, in the Afghan area of the chaotic refugee camp on the Greek island of Lesbos, some residents knew someone they suspected was still a minor. They led the aid workers to Mosa.

    The boy, whose broad and beardless face mark him out as a member of the Hazara ethnic group, had little reason to trust strangers. It was hard to persuade him just to sit with them and listen. Like many lone children, Mosa had slipped through the age assessment carried out on first arrival at Moria: He was registered as 27 years old. With the help of a translator, the social worker explained that there was still time to challenge his classification as an adult. But Mosa did not seem to be able to engage with what he was being told. It would take weeks to establish trust and reveal his real age and background.

    Most new arrivals experience shock when their hopes of a new life in Europe collide with Moria, the refugee camp most synonymous with the miserable consequences of Europe’s efforts to contain the flow of refugees and migrants across the Aegean. When it was built, the camp was meant to provide temporary shelter for fewer than 2,000 people. Since the European Union struck a deal in March 2016 with Turkey under which new arrivals are confined to Greece’s islands, Moria’s population has swollen to 9,000. It has become notorious for overcrowding, snowbound tents, freezing winter deaths, violent protests and suicides by adults and children alike.

    While all asylum systems are subjective, he said that the situation on Greece’s islands has turned the search for protection into a “lottery.”

    Stathis Poularakis is a lawyer who previously served for two years on an appeal committee dealing with asylum cases in Greece and has worked extensively on Lesbos.     Asylum claims on Lesbos can take anywhere between six months and more than two years to be resolved. In the second quarter of 2018, Greece faced nearly four times as many asylum claims per capita as Germany. The E.U. has responded by increasing the presence of the European Asylum Support Office (EASO) and broadening its remit so that EASO officials can conduct asylum interviews. But the promises that EASO will bring Dutch-style efficiency conceal the fact that the vast majority of its hires are not seconded from other member states but drawn from the same pool of Greeks as the national asylum service.

    Asylum caseworkers at Moria face an overwhelming backlog and plummeting morale. A serving EASO official describes extraordinary “pressure to go faster” and said there was “so much subjectivity in the system.” The official also said that it was human nature to reject more claims “when you see every other country is closing its borders.”

    Meanwhile, the only way to escape Moria while your claim is being processed is to be recognized as a “vulnerable” case. Vulnerables get permission to move to the mainland or to more humane accommodation elsewhere on the island. The term is elastic and can apply to lone children and women, families or severely physically or mentally ill people. In all cases the onus is on the asylum seeker ultimately to persuade the asylum service, Greek doctors or the United Nations Refugee Agency that they are especially vulnerable.

    The ensuing scramble to get out of Moria has turned the camp into a vast “vulnerability contest,” said Poularakis. It is a ruthless competition that the most heavily traumatized are often in no condition to understand, let alone win.

    Twice a Refugee

    Mosa arrived at Moria in October 2017 and spent his first night in Europe sleeping rough outside the arrivals tent. While he slept someone stole his phone. When he awoke he was more worried about the lost phone than disputing the decision of the Frontex officer who registered him as an adult. Poularakis said age assessors are on the lookout for adults claiming to be children, but “if you say you’re an adult, no one is going to object.”

    Being a child has never afforded Mosa any protection in the past: He did not understand that his entire future could be at stake. Smugglers often warn refugee children not to reveal their real age, telling them that they will be prevented from traveling further if they do not pretend to be over 18 years old.

    Like many other Hazara of his generation, Mosa was born in Iran, the child of refugees who fled Afghanistan. Sometimes called “the cursed people,” the Hazara are followers of Shia Islam and an ethnic and religious minority in Afghanistan, a country whose wars are usually won by larger ethnic groups and followers of Sunni Islam. Their ancestry, traced by some historians to Genghis Khan, also means they are highly visible and have been targets for persecution by Afghan warlords from 19th-century Pashtun kings to today’s Taliban.

    In recent decades, millions of Hazara have fled Afghanistan, many of them to Iran, where their language, Dari, is a dialect of Persian Farsi, the country’s main language.

    “We had a life where we went from work to home, which were both underground in a basement,” he said. “There was nothing (for us) like strolling the streets. I was trying not to be seen by anyone. I ran from the police like I would from a street dog.”

    Iran hosts 950,000 Afghan refugees who are registered with the U.N. and another 1.5 million undocumented Afghans. There are no official refugee camps, making displaced Afghans one of the largest urban refugee populations in the world. For those without the money to pay bribes, there is no route to permanent residency or citizenship. Most refugees survive without papers on the outskirts of cities such as the capital, Tehran. Those who received permits, before Iran stopped issuing them altogether in 2007, must renew them annually. The charges are unpredictable and high. Mostly, the Afghan Hazara survive as an underclass, providing cheap labor in workshops and constructions sites. This was how Mosa grew up.

    “We had a life where we went from work to home, which were both underground in a basement,” he said. “There was nothing (for us) like strolling the streets. I was trying not to be seen by anyone. I ran from the police like I would from a street dog.”

    But he could not remain invisible forever and one day in October 2016, on his way home from work, he was detained by police for not having papers.

    Sitting in one of the cantinas opposite the entrance to Moria, Mosa haltingly explained what happened next. How he was threatened with prison in Iran or deportation to Afghanistan, a country in which he has never set foot. How he was told that that the only way out was to agree to fight in Syria – for which they would pay him and reward him with legal residence in Iran.

    “In Iran, you have to pay for papers,” said Mosa. “If you don’t pay, you don’t have papers. I do not know Afghanistan. I did not have a choice.”

    As he talked, Mosa spread out a sheaf of papers from a battered plastic wallet. Along with asylum documents was a small notepad decorated with pink and mauve elephants where he keeps the phone numbers of friends and family. It also contains a passport-sized green booklet with the crest of the Islamic Republic of Iran. It is a temporary residence permit. Inside its shiny cover is the photograph of a scared-looking boy, whom the document claims was born 27 years ago. It is the only I.D. he has ever owned and the date of birth has been faked to hide the fact that the country that issues it has been sending children to war.

    Mosa is not alone among the Hazara boys who have arrived in Greece seeking protection, carrying identification papers with inflated ages. Refugees Deeply has documented the cases of three Hazara child soldiers and corroborated their accounts with testimony from two other underage survivors. Their stories are of childhoods twice denied: once in Syria, where they were forced to fight, and then again after fleeing to Europe, where they are caught up in a system more focused on hard borders than on identifying the most damaged and vulnerable refugees.

    From Teenage Kicks to Adult Nightmares

    Karim’s descent into hell began with a prank. Together with a couple of friends, he recorded an angsty song riffing on growing up as a Hazara teenager in Tehran. Made when he was 16 years old, the song was meant to be funny. His band did not even have a name. The boys uploaded the track on a local file-sharing platform in 2014 and were as surprised as anyone when it was downloaded thousands of times. But after the surprise came a creeping sense of fear. Undocumented Afghan refugee families living in Tehran usually try to avoid drawing attention to themselves. Karim tried to have the song deleted, but after two months there was a knock on the door. It was the police.

    “I asked them how they found me,” he said. “I had no documents but they knew where I lived.”

    Already estranged from his family, the teenager was transported from his life of working in a pharmacy and staying with friends to life in a prison outside the capital. After two weeks inside, he was given three choices: to serve a five-year sentence; to be deported to Afghanistan; or to redeem himself by joining the Fatemiyoun.

    According to Iranian propaganda, the Fatemiyoun are Afghan volunteers deployed to Syria to protect the tomb of Zainab, the granddaughter of the Prophet Mohammad. In reality, the Fatemiyoun Brigade is a unit of Iran’s powerful Revolutionary Guard, drawn overwhelmingly from Hazara communities, and it has fought in Iraq and Yemen, as well as Syria. Some estimates put its full strength at 15,000, which would make it the second-largest foreign force in support of the Assad regime, behind the Lebanese militia group Hezbollah.

    Karim was told he would be paid and given a one-year residence permit during leave back in Iran. Conscripts are promised that if they are “martyred,” their family will receive a pension and permanent status. “I wasn’t going to Afghanistan and I wasn’t going to prison,” said Karim. So he found himself forced to serve in the #Fatemiyoun.

    His first taste of the new life came when he was transferred to a training base outside Tehran, where the recruits, including other children, were given basic weapons training and religious indoctrination. They marched, crawled and prayed under the brigade’s yellow flag with a green arch, crossed by assault rifles and a Koranic phrase: “With the Help of God.”

    “Imagine me at 16,” said Karim. “I have no idea how to kill a bird. They got us to slaughter animals to get us ready. First, they prepare your brain to kill.”

    The 16-year-old’s first deployment was to Mosul in Iraq, where he served four months. When he was given leave back in Iran, Karim was told that to qualify for his residence permit he would need to serve a second term, this time in Syria. They were first sent into the fight against the so-called Islamic State in Raqqa. Because of his age and physique, Karim and some of the other underage soldiers were moved to the medical corps. He said that there were boys as young as 14 and he remembers a 15-year-old who fought using a rocket-propelled grenade launcher.

    “One prisoner was killed by being hung by his hair from a tree. They cut off his fingers one by one and cauterized the wounds with gunpowder.”

    “I knew nothing about Syria. I was just trying to survive. They were making us hate ISIS, dehumanizing them. Telling us not to leave one of them alive.” Since media reports revealed the existence of the Fatemiyoun, the brigade has set up a page on Facebook. Among pictures of “proud volunteers,” it shows stories of captured ISIS prisoners being fed and cared for. Karim recalls a different story.

    “One prisoner was killed by being hung by his hair from a tree. They cut off his fingers one by one and cauterized the wounds with gunpowder.”

    The casualties on both sides were overwhelming. At the al-Razi hospital in Aleppo, the young medic saw the morgue overwhelmed with bodies being stored two or three to a compartment. Despite promises to reward the families of martyrs, Karim said many of the bodies were not sent back to Iran.

    Mosa’s basic training passed in a blur. A shy boy whose parents had divorced when he was young and whose father became an opium addict, he had always shrunk from violence. He never wanted to touch the toy guns that other boys played with. Now he was being taught to break down, clean and fire an assault rifle.

    The trainees were taken three times a day to the imam, who preached to them about their holy duty and the iniquities of ISIS, often referred to as Daesh.

    “They told us that Daesh was the same but worse than the Taliban,” said Mosa. “I didn’t listen to them. I didn’t go to Syria by choice. They forced me to. I just needed the paper.”

    Mosa was born in 2001. Before being deployed to Syria, the recruits were given I.D. tags and papers that deliberately overstated their age: In 2017, Human Rights Watch released photographs of the tombstones of eight Afghan children who had died in Syria and whose families identified them as having been under 18 years old. The clerk who filled out Mosa’s forms did not trouble himself with complex math: He just changed 2001 to 1991. Mosa was one of four underage soldiers in his group. The boys were scared – their hands shook so hard they kept dropping their weapons. Two of them were dead within days of reaching the front lines.

    “I didn’t even know where we were exactly, somewhere in the mountains in a foreign country. I was scared all the time. Every time I saw a friend dying in front of my eyes I was thinking I would be next,” said Mosa.

    He has flashbacks of a friend who died next to him after being shot in the face by a sniper. After the incident, he could not sleep for four nights. The worst, he said, were the sudden raids by ISIS when they would capture Fatemiyoun fighters: “God knows what happened to them.”

    Iran does not release figures on the number of Fatemiyoun casualties. In a rare interview earlier this year, a senior officer in the Iranian Revolutionary Guard suggested as many as 1,500 Fatemiyoun had been killed in Syria. In Mashhad, an Iranian city near the border with Afghanistan where the brigade was first recruited, video footage has emerged of families demanding the bodies of their young men believed to have died in Syria. Mosa recalls patrols in Syria where 150 men and boys would go out and only 120 would return.

    Escaping Syria

    Abbas had two weeks left in Syria before going back to Iran on leave. After 10 weeks in what he describes as a “living hell,” he had begun to believe he might make it out alive. It was his second stint in Syria and, still only 17 years old, he had been chosen to be a paramedic, riding in the back of a 2008 Chevrolet truck converted into a makeshift ambulance.

    He remembers thinking that the ambulance and the hospital would have to be better than the bitter cold of the front line. His abiding memory from then was the sound of incoming 120mm shells. “They had a special voice,” Abbas said. “And when you hear it, you must lie down.”

    Following 15 days of nursing training, during which he was taught how to find a vein and administer injections, he was now an ambulance man, collecting the dead and wounded from the battlefields on which the Fatemiyoun were fighting ISIS.

    Abbas grew up in Ghazni in Afghanistan, but his childhood ended when his father died from cancer in 2013. Now the provider for the family, he traveled with smugglers across the border into Iran, to work for a tailor in Tehran who had known his father. He worked without documents and faced the same threats as the undocumented Hazara children born in Iran. Even more dangerous were the few attempts he made to return to Ghazni. The third time he attempted to hop the border he was captured by Iranian police.

    Abbas was packed onto a transport, along with 23 other children, and sent to Ordugah-i Muhaceran, a camplike detention center outside Mashhad. When they got there the Shia Hazara boys were separated from Sunni Pashtuns, Afghanistan’s largest ethnic group, who were pushed back across the border. Abbas was given the same choice as Karim and Mosa before him: Afghanistan or Syria. Many of the other forced recruits Abbas met in training, and later fought alongside in Syria, were addicts with a history of substance abuse.

    Testimony from three Fatemiyoun child soldiers confirmed that Tramadol was routinely used by recruits to deaden their senses, leaving them “feeling nothing” even in combat situations but, nonetheless, able to stay awake for days at a time.

    The Fatemiyoun officers dealt with withdrawal symptoms by handing out Tramadol, an opioid painkiller that is used to treat back pain but sometimes abused as a cheap alternative to methadone. The drug is a slow-release analgesic. Testimony from three Fatemiyoun child soldiers confirmed that it was routinely used by recruits to deaden their senses, leaving them “feeling nothing” even in combat situations but, nonetheless, able to stay awake for days at a time. One of the children reiterated that the painkiller meant he felt nothing. Users describe feeling intensely thirsty but say they avoid drinking water because it triggers serious nausea and vomiting. Tramadol is addictive and prolonged use can lead to insomnia and seizures.

    Life in the ambulance had not met Abbas’ expectations. He was still sent to the front line, only now it was to collect the dead and mutilated. Some soldiers shot themselves in the feet to escape the conflict.

    “We picked up people with no feet and no hands. Some of them were my friends,” Abbas said. “One man was in small, small pieces. We collected body parts I could not recognize and I didn’t know if they were Syrian or Iranian or Afghan. We just put them in bags.”

    Abbas did not make it to the 12th week. One morning, driving along a rubble-strewn road, his ambulance collided with an anti-tank mine. Abbas’ last memory of Syria is seeing the back doors of the vehicle blasted outward as he was thrown onto the road.

    When he awoke he was in a hospital bed in Iran. He would later learn that the Syrian ambulance driver had been killed and that the other Afghan medic in the vehicle had lost both his legs. At the time, his only thought was to escape.

    The Toll on Child Soldiers

    Alice Roorda first came into contact with child soldiers in 2001 in the refugee camps of Sierra Leone in West Africa. A child psychologist, she was sent there by the United Kingdom-based charity War Child. She was one of three psychologists for a camp of more than 5,000 heavily traumatized survivors of one of West Africa’s more brutal conflicts.

    “There was almost nothing we could do,” she admitted.

    The experience, together with later work in Uganda, has given her a deep grounding in the effects of war and post-conflict trauma on children. She said prolonged exposure to conflict zones has physical as well as psychological effects.

    “If you are chronically stressed, as in a war zone, you have consistently high levels of the two basic stress hormones: adrenaline and cortisol.”

    Even after reaching a calmer situation, the “stress baseline” remains high, she said. This impacts everything from the immune system to bowel movements. Veterans often suffer from complications related to the continual engagement of the psoas, or “fear muscle” – the deepest muscles in the body’s core, which connect the spine, through the pelvis, to the femurs.

    “With prolonged stress you start to see the world around you as more dangerous.” The medial prefrontal cortex, the section of the brain that interprets threat levels, is also affected, said Roorda. This part of the brain is sometimes called the “watchtower.”

    “When your watchtower isn’t functioning well you see everything as more dangerous. You are on high alert. This is not a conscious response; it is because the stress is already so close to the surface.”

    Psychological conditions that can be expected to develop include post-traumatic stress disorder (PTSD) and attention deficit hyperactivity disorder (ADHD). Left untreated, these stress levels can lead to physical symptoms ranging from chronic fatigue syndrome (CFS or ME) to high blood pressure or irritable bowel syndrome. Also common are heightened sensitivity to noise and insomnia.

    The trauma of war can also leave children frozen at the point when they were traumatized. “Their life is organized as if the trauma is still ongoing,” said Roorda. “It is difficult for them to take care of themselves, to make rational well informed choices, and to trust people.”

    The starting point for any treatment of child soldiers, said Roorda, is a calm environment. They need to release the tension with support groups and physical therapy, she said, and “a normal bedtime.”

    The Dutch psychologist, who is now based in Athens, acknowledged that what she is describing is the exact opposite of the conditions at #Moria.

    Endgame

    Karim is convinced that his facility for English has saved his life. While most Hazara boys arrive in Europe speaking only Farsi, Karim had taught himself some basic English before reaching Greece. As a boy in Tehran he had spent hours every day trying to pick up words and phrases from movies that he watched with subtitles on his phone. His favorite was The Godfather, which he said he must have seen 25 times. He now calls English his “safe zone” and said he prefers it to Farsi.

    When Karim reached Greece in March 2016, new arrivals were not yet confined to the islands. No one asked him if he was a child or an adult. He paid smugglers to help him escape Iran while on leave from Syria and after crossing through Turkey landed on Chios. Within a day and a half, he had passed through the port of Piraeus and reached Greece’s northern border with Macedonia, at Idomeni.

    When he realized the border was closed, he talked to some of the international aid workers who had come to help at the makeshift encampment where tens of thousands of refugees and migrants waited for a border that would not reopen. They ended up hiring him as a translator. Two years on, his English is now much improved and Karim has worked for a string of international NGOs and a branch of the Greek armed forces, where he was helped to successfully apply for asylum.

    The same job has also brought him to Moria. He earns an above-average salary for Greece and at first he said that his work on Lesbos is positive: “I’m not the only one who has a shitty background. It balances my mind to know that I’m not the only one.”

    But then he admits that it is difficult hearing and interpreting versions of his own life story from Afghan asylum seekers every day at work. He has had problems with depression and suffered flashbacks, “even though I’m in a safe country now.”

    Abbas got the help he needed to win the vulnerability contest. After he was initially registered as an adult, his age assessment was overturned and he was transferred from Moria to a shelter for children on Lesbos. He has since been moved again to a shelter in mainland Greece. While he waits to hear the decision on his protection status, Abbas – like other asylum seekers in Greece – receives 150 euros ($170) a month. This amount needs to cover all his expenses, from food and clothing to phone credit. The money is not enough to cover a regular course of the antidepressant Prozac and the sleeping pills he was prescribed by the psychiatrist he was able to see on Lesbos.

    “I save them for when it gets really bad,” he said.

    Since moving to the mainland he has been hospitalized once with convulsions, but his main worry is the pain in his groin. Abbas underwent a hernia operation in Iran, the result of injuries sustained as a child lifting adult bodies into the ambulance. He has been told that he will need to wait for four months to see a doctor in Greece who can tell him if he needs another operation.

    “I would like to go back to school,” he said. But in reality, Abbas knows that he will need to work and there is little future for an Afghan boy who can no longer lift heavy weights.

    Walking into an Afghan restaurant in downtown Athens – near Victoria Square, where the people smugglers do business – Abbas is thrilled to see Farsi singers performing on the television above the door. “I haven’t been in an Afghan restaurant for maybe three years,” he said to explain his excitement. His face brightens again when he catches sight of Ghormeh sabzi, a herb stew popular in Afghanistan and Iran that reminds him of his mother. “I miss being with them,” he said, “being among my family.”

    When the dish arrives he pauses before eating, taking out his phone and carefully photographing the plate from every angle.

    Mosa is about to mark the end of a full year in Moria. He remains in the same drab tent that reminds him every day of Syria. Serious weight loss has made his long limbs – the ones that made it easier for adults to pretend he was not a child – almost comically thin. His skin is laced with scars, but he refuses to go into detail about how he got them. Mosa has now turned 18 and seems to realize that his best chance of getting help may have gone.

    “Those people who don’t have problems, they give them vulnerability (status),” he said with evident anger. “If you tell them the truth, they don’t help you.”

    Then he apologises for the flash of temper. “I get upset and angry and my body shakes,” he said.

    Mosa explained that now when he gets angry he has learned to remove himself: “Sometimes I stuff my ears with toilet paper to make it quiet.”

    It is 10 months since Mosa had his asylum interview. The questions he expected about his time in the Fatemiyoun never came up. Instead, the interviewers asked him why he had not stayed in Turkey after reaching that country, having run away while on leave in Iran.

    The questions they did ask him point to his likely rejection and deportation. Why, he was asked, was his fear of being persecuted in Afghanistan credible? He told them that he has heard from other Afghan boys that police and security services in the capital, Kabul, were arresting ex-combatants from Syria.

    Like teenagers everywhere, many of the younger Fatemiyoun conscripts took selfies in Syria and posted them on Facebook or shared them on WhatsApp. The images, which include uniforms and insignia, can make him a target for Sunni reprisals. These pictures now haunt him as much as the faces of his dead comrades.

    Meanwhile, the fate he suffered two tours in Syria to avoid now seems to be the most that Europe can offer him. Without any of his earlier anger, he said, “I prefer to kill myself here than go to Afghanistan.”

    From the moment he chose to run for President, Trump has embraced the new shale revolution in the U.S. as a major contributor to the country’s economic growth and energy independence.

    Increasingly, Trump has become the top promoter for increasing exports of U.S. Liquid Natural Gas (LNG) to world markets. He openly threatened to place economic sanctions on Germany if it went ahead with the deal for Russia’s new Nordstream 2 pipeline, that would nearly double natural gas supplies from Russia, Germany’s largest supplier.

    As most observers noted, the U.S. sanction threat was accompanied by the offer of U.S. LNG to Germany and Europe, as a replacement of Russian gas.

    No doubt that Trump’s bullying offended European sensibility, but despite the German protest regarding outside interference in its domestic economic affairs, and its intention to complete the Russian pipeline, Germany is quietly building up LNG importing facilities, “as a gesture to American friends.”

    Most energy experts agree that it is inevitable that U.S. LNG will eventually become a component of European markets, despite its significantly higher price to Russian and Norwegian gas, if for no other reasons to keep the peace with America, Europe’s largest ally, and assure Europe’s access to the U.S. market.

    News flash for the minister in charge of combating hatred, Gilad Erdan: One is allowed to hate Israel. Sometimes one must even hate its policies. A democratic country doesn’t ask new arrivals whether they love it. It’s none of their business. The gates of democracy are open to everyone, as long as they don’t endanger its security. That is the test.
    Erdan may also have visited a country whose policies he despised; he certainly did not love the liberalism and equality in Sweden, or Germany’s willingness to take in asylum-seekers – and nobody asked him what he thought. His colleague, Culture Minister Miri Regev, a sworn Arab-hater, intends to fly to Abu Dhabi soon. Will they deport her because of her hatred? If only. Maybe that way Erdan would learn.

    “Everyone understands,” Erdan? Well, almost everyone. Even the minister of strategic affairs can’t yet speak for everyone in Israel. Maybe he will be able to do so soon.
    Meanwhile, there are also some people who don’t understand. Not everyone here has been brainwashed by the propagandistic lies. The “hypocritical organizations” are more interested in human rights than anything else. They are people of conscience. Some are veterans of long-standing work against the Vietnam War and apartheid in South Africa, some are young people who should be a source of pride. At a time when most Israelis their age are not interested in anything that doesn’t involve them directly, they are fighting for something. They are certainly immeasurably more moral than any settler in the territories.

    Traugott Fuchs, a professor of German and French literature, painter and writer, left Nazi Germany in 1934 due to his political opposition to the regime and came to İstanbul, where he spent the rest of his life. He is one of the lesser-known intellectuals who emigrated from Nazi Germany to Turkey, but nonetheless, he has left a distinctive imprint on countless generations of Turkish students and academics.
