    No matter what the 14th Dalai Lama says or does, he cannot deny the Central Government’s right to recognise reincarnations,” says Norbu Döndrup ནོར་བུ་དོན་གྲུབ 罗布顿珠, one of the highest-ranking Tibetan officials in the Autonomous Region’s government. Zhu Weiqun 朱维群, former deputy head of the United Front Work Department who now chairs the ethnic and religious affairs committee of the People’s Political Consultative Conference, famously stated that Dalai Lama reincarnations “have never been a purely religious matter;” historical precedent makes the state’s prerogative to manage reincarnations “an important manifestation of the Central Government’s sovereignty over Tibet.” The state clearly cares about reincarnations, and not only when the Dalai Lama is involved. The PRC has now spent decades regulating, codifying and “standardising” the identification and training of increasing numbers of reincarnating lamas, who often are given positions in state administration. The respect they command among many Tibetans makes gaining the “initiative, leadership and control” over reincarnation management a tool for maintaining social stability in Tibetan areas. Extensive research has been devoted to the design of reincarnation policies. The TAR and central governments take reincarnate lamas on trips and training sessions around the country, including visits to Maoist sites. Interviewed during one such educational trip, the Jedrung རྗེ་དྲུང 吉仲 Rinpoche of Dzodzi མཛོ་རྫི 佐孜 monastery in Chamdo, himself installed as such a ‘living Buddha’ by the relevant local authorities in 2000, talks of his and other religious figures’ duty to “develop the good Tibetan Buddhist tradition of love of country and religion (爱国爱教),” contributing to the “mutual adaptation of religion and socialism.” The training seems to be working: the Rinpoche was repeating, verbatim, Party slogans that go back to the Jiang Zemin era.

    • A description of the role of Tibetan Buddhism within the Belt and Road Initiative, elaborating on Xi Jinping’s statements at the Beijing forum, was delivered at a recent meeting by Wang Changyu 王长鱼, Party secretary at the High-level Tibetan Academy of Buddhism (中国藏语系高级佛学院). The Academy’s experience training Tibetan Buddhist monks and its well-developed system of scholarly degrees, says Wang, creates an advantageous position allowing to “help countries and territories along the ‘Belt and Road’ satisfy their demand for religious specialists and scriptures.” Such exchanges can serve two goals: to showcase “the results of our Party and country’s ethnic and religious policies, displaying the healthy heritage and development of Tibetan Buddhism” in China, while reducing “the Dalai clique’s space of activity, upholding national sovereignty.

Despite clear signs that China cares, no public position has emerged so far. To determine what China’s approach to the reincarnation issue might be, we have to go through some Mongolian history and a bit of leaf-reading. The very relevance of state management of rebirths to China’s foreign relations indicates to what extent Qing imperial thought permeates PRC policy. Reincarnation diplomacy is real and has an impact on Chinese policies towards its closest neighbours.

    Ten years ago, I could have published this on my personal website, or shared it on one of the big social media platforms. But that was before the United States government decided to regulate both the social media platforms and blogging sites as if they were newspapers, making them legally responsible for the content they published.

    The move was spurred on by an unholy and unlikely coalition of media companies crying copyright; national security experts wringing their hands about terrorism; and people who were dismayed that our digital public squares had become infested by fascists, harassers and cybercriminals. Bit by bit, the legal immunity of the platforms was eroded — from the judges who put Facebook on the line for the platform’s inaction during the Provo Uprising to the lawmakers who amended section 230 of the Communications Decency Act in a bid to get Twitter to clean up its Nazi problem.

    While the media in the United States remained protected by the First Amendment, members of the press in other countries were not so lucky. The rest of the world responded to the crisis by tightening rules on acceptable speech. But even the most prolific news service — a giant wire service like AP-AFP or Thomson-Reuters-TransCanada-Huawei — only publishes several thousand articles per day. And thanks to their armies of lawyers, editors and insurance underwriters, they are able to make the news available without falling afoul of new rules prohibiting certain kinds of speech — including everything from Saudi blasphemy rules to Austria’s ban on calling politicians “fascists” to Thailand’s stringent lese majeste rules. They can ensure that news in Singapore is not “out of bounds” and that op-eds in Britain don’t call for the abolition of the monarchy.

    But not the platforms — they couldn’t hope to make a dent in their users’ personal expressions. From YouTube’s 2,000 hours of video uploaded every minute to Facebook-Weibo’s three billion daily updates, there was no scalable way to carefully examine the contributions of every user and assess whether they violated any of these new laws. So the platforms fixed this the Silicon Valley way: They automated it. Badly.

    Which is why I have to publish this in The New York Times.

    The platforms and personal websites are fine if you want to talk about sports, relate your kids’ latest escapades or shop. But if you want to write something about how the platforms and government legislation can’t tell the difference between sex trafficking and sex, nudity and pornography, terrorism investigations and terrorism itself or copyright infringement and parody, you’re out of luck. Any one of those keywords will give the filters an incurable case of machine anxiety — but all of them together? Forget it.

    If you’re thinking, “Well, all that stuff belongs in the newspaper,” then you’ve fallen into a trap: Democracies aren’t strengthened when a professional class gets to tell us what our opinions are allowed to be.

    And the worst part is, the new regulations haven’t ended harassment, extremism or disinformation. Hardly a day goes by without some post full of outright Naziism, flat-eartherism and climate trutherism going viral. There are whole armies of Nazis and conspiracy theorists who do nothing but test the filters, day and night, using custom software to find the adversarial examples that slip past the filters’ machine-learning classifiers.

    It didn’t have to be this way. Once upon a time, the internet teemed with experimental, personal publications. The mergers and acquisitions and anticompetitive bullying that gave rise to the platforms and killed personal publishing made Big Tech both reviled and powerful, and they were targeted for breakups by ambitious lawmakers. Had we gone that route, we might have an internet that was robust, resilient, variegated and dynamic.

    Think back to the days when companies like Apple and Google — back when they were stand-alone companies — bought hundreds of start-ups every year. What if we’d put a halt to the practice, re-establishing the traditional antitrust rules against “mergers to monopoly” and acquiring your nascent competitors? What if we’d established an absolute legal defense for new market entrants seeking to compete with established monopolists?

    Most of these new companies would have failed — if only because most new ventures fail — but the survivors would have challenged the Big Tech giants, eroding their profits and giving them less lobbying capital. They would have competed to give the best possible deals to the industries that tech was devouring, like entertainment and news. And they would have competed with the news and entertainment monopolies to offer better deals to the pixel-stained wretches who produced the “content” that was the source of all their profits.

    But instead, we decided to vest the platforms with statelike duties to punish them for their domination. In doing so, we cemented that domination. Only the largest companies can afford the kinds of filters we’ve demanded of them, and that means that any would-be trustbuster who wants to break up the companies and bring them to heel first must unwind the mesh of obligations we’ve ensnared the platforms in and build new, state-based mechanisms to perform those duties.

    Our first mistake was giving the platforms the right to decide who could speak and what they could say. Our second mistake was giving them the duty to make that call, a billion times a day.

    Still, I am hopeful, if not optimistic. Google did not exist 30 years ago; perhaps in 30 years’ time, it will be a distant memory. It seems unlikely, but then again, so did the plan to rescue Miami and the possibility of an independent Tibet — two subjects that are effectively impossible to discuss on the platforms. In a world where so much else is up for grabs, finally, perhaps, we can once again reach for a wild, woolly, independent and free internet.

    It’s still within our reach: an internet that doesn’t force us to choose between following the algorithmically enforced rules or disappearing from the public discourse; an internet where we can host our own discussions and debate the issues of the day without worrying that our words will disappear. In the meantime, here I am, forced to publish in The New York Times. If only that were a “scalable solution,” you could do so as well.

    On a recent Saturday afternoon, an exiled Chinese billionaire named Guo Wengui was holding forth in his New York apartment, sipping tea while an assistant lingered quietly just outside the door, slipping in occasionally to keep Guo’s glass cup perfectly full. The tycoon’s Twitter account had been suspended again — it was the fifth or sixth time, by Guo’s count — and he blamed the Communist Party of China. “It’s not normal!” he said, about this cycle of blocking and reinstating. “But it doesn’t matter. I don’t need anyone.”

    Guo’s New York apartment is a 9,000-square-foot residence along Central Park that he bought for $67.5 million in 2015. He sat in a Victorian-style chair, his back to a pair of west-facing windows, the sunset casting craggy shadows. A black-and-white painting of an angry-looking monkey hung on the wall to Guo’s right, a hat bearing a star-and-wreath Soviet insignia on its head and a cigarette hanging from its lips. Guo had arrived dressed entirely in black, except for two silver stripes on each lapel. “I have the best houses,” he told me. Guo had picked his apartment for its location, its three sprawling balconies and the meticulously tiled floor in the entryway. He has the best apartment in London, he said; the biggest apartment in Hong Kong. His yacht is docked along the Hudson River. He is comfortable and, anyway, Guo likes to say that as a Buddhist, he wants for nothing. If it were down to his own needs alone, he would have kept his profile low. But he has a higher purpose. He is going to save China.

    Guo pitches himself as a former insider, a man who knows the secrets of a government that tightly controls the flow of information. A man who, in 2017, did the unthinkable — tearing open the veil of secrecy that has long surrounded China’s political elite, lobbing accusations about corruption, extramarital affairs and murder plots over Facebook and Twitter. His YouTube videos and tweets have drawn in farmers and shopkeepers, democracy activists, writers and businesspeople. In China, people have been arrested for chatting about Guo online and distributing T-shirts with one of his slogans printed on the front (“This is only the beginning!”). In New York, Guo has split a community of dissidents and democracy activists down the middle. Some support him. Others believe that Guo himself is a government spy.

    Nothing in Guo’s story is as straightforward as he would like it to seem. Guo is 47 years old, or 48, or 49. Although he has captured the attention of publications like The Guardian, The New York Times and The Wall Street Journal, the articles that have run about him have offered only hazy details about his life. This is because his biography varies so widely from one source to the next. Maybe his name isn’t even Guo Wengui. It could be Guo Wugui. There are reports that in Hong Kong, Guo occasionally goes by the name Guo Haoyun.

    When pressed, Guo claims a record of unblemished integrity in his business dealings, both in real estate and in finance (when it comes to his personal life, he strikes a more careful balance between virility and dedication to his family). “I never took a square of land from the government,” he said. “I didn’t take a penny of investment from the banks.” If you accept favors, he said, people will try to exploit your weaknesses. So, Guo claims, he opted to take no money and have no weaknesses.

    Yet when Guo left China in 2014, he fled in anticipation of corruption charges. A former business partner had been detained just days before, and his political patron would be detained a few days afterward. In 2015, articles about corruption in Guo’s business dealings — stories that he claims are largely fabrications — started appearing in the media. He was accused of defrauding business partners and colluding with corrupt officials. To hear Guo tell it, his political and business opponents used a national corruption campaign as a cover for a personal vendetta.

    Whatever prompted Guo to take action, his campaign came during an important year for China’s president, Xi Jinping. In October, the Communist Party of China (C.P.C.) convened its 19th National Congress, a twice-a-decade event that sets the contours of political power for the next five years. The country is in the throes of a far-reaching anti-corruption campaign, and Xi has overseen a crackdown on dissidents and human rights activists while increasing investment in censorship and surveillance. Guo has become a thorn in China’s side at the precise moment the country is working to expand its influence, and its censorship program, overseas.

    In November 2017, the Tiananmen Square activist Wang Dan warned of the growing influence of the C.P.C. on university campuses in the United States. His own attempts to hold “China salons” on college campuses had largely been blocked by the Chinese Students and Scholars Association — a group with ties to China’s government. Around the same time, the academic publisher Springer Nature agreed to block access to hundreds of articles on its Chinese site, cutting off access to articles on Tibet, Taiwan and China’s political elite. Reports emerged last year that China is spending hundreds of thousands of dollars quarterly to purchase ads on Facebook (a service that is blocked within China’s borders). In Australia, concerns about China’s growing influence led to a ban on foreign political donations.

    “That’s why I’m telling the United States they should really be careful,” Guo said. China’s influence is spreading, he says, and he believes his own efforts to change China will have global consequences. “Like in an American movie,” he told me with unflinching self-confidence. “In the last minutes, we will save the world.”

    Propaganda, censorship and rewritten histories have long been specialties of authoritarian nations. The aim, as famously explained by the political philosopher Hannah Arendt, is to confuse: to breed a combination of cynicism and gullibility. Propaganda can leave people in doubt of all news sources, suspicious of their neighbors, picking and choosing at random what pieces of information to believe. Without a political reality grounded in facts, people are left unmoored, building their world on whatever foundation — imaginary or otherwise — they might choose.

    The tight grip that the C.P.C. keeps on information may be nothing new, but China’s leadership has been working hard to update the way it censors and broadcasts. People in China distrusted print and television media long before U.S. politicians started throwing around accusations of “fake news.” In 2016, President Xi Jinping was explicit about the arrangement, informing the country’s media that it should be “surnamed Party.” Likewise, while the West has only recently begun to grapple with government-sponsored commenters on social media, China’s government has been manipulating online conversations for over a decade.

    “They create all kinds of confusion,” said Ha Jin, the National Book Award-winning American novelist born in China’s Liaoning Province, and a vocal supporter of Guo. “You don’t know what information you have and whether it’s right. You don’t know who are the informers, who are the agents.”

    Online, the C.P.C. controls information by blocking websites, monitoring content and employing an army of commenters widely known as the 50-cent party. The name was used as early as 2004, when a municipal government in Hunan Province hired a number of online commenters, offering a stipend of 600 yuan, or about $72. Since then, the 50-cent party has spread. In 2016, researchers from Harvard, Stanford and the University of California-San Diego estimated that these paid commenters generated 448 million social-media comments annually. The posts, researchers found, were conflict averse, cheerleading for the party rather than defending it. Their aim seemed not to be engaging in argument but rather distracting the public and redirecting attention from sensitive issues.

    In early 2017, Guo issued his first salvos against China’s ruling elite through more traditional channels. He contacted a handful of Chinese-language media outlets based in the United States. He gave interviews to the Long Island-based publication Mingjing News and to Voice of America — a live event that was cut short by producers, leading to speculation that V.O.A. had caved to Chinese government pressure. He called The New York Times and spoke with reporters at The Wall Street Journal. It did not take long, however, before the billionaire turned to direct appeals through social media. The accusations he made were explosive — he attacked Wang Qishan, Xi Jinping’s corruption czar, and Meng Jianzhu, the secretary of the Central Political and Legal Affairs Commission, another prominent player in Xi’s anti-corruption campaign. He talked about Wang’s mistresses, his business interests and conflicts within the party.

    In one YouTube video, released on Aug. 4, Guo addressed the tension between Wang and another anti-corruption official named Zhang Huawei. He recounted having dinner with Zhang when “he called Wang Qishan’s secretary and gave him orders,” Guo said. “Think about what Wang had to suffer in silence back then. They slept with the same women, and Zhang knew everything about Wang.” In addition, Guo said, Zhang knew about Wang’s corrupt business dealings. When Zhang Huawei was placed under official investigation in April, Guo claimed, it was a result of a grudge.

    “Everyone in China is a slave,” Guo said in the video. “With the exception of the nobility.”

    To those who believe Guo’s claims, they expose a depth of corruption that would surprise even the most jaded opponent of the C.P.C. “The corruption is on such a scale,” Ha Jin said. “Who could imagine that the czar of anti-corruption would himself be corrupt? It is extraordinary.”

    Retaliation came quickly. A barrage of counteraccusations began pouring out against Guo, most published in the pages of the state-run Chinese media. Warrants for his arrest were issued on charges of corruption, bribery and even rape. China asked Interpol to issue a red notice calling for Guo’s arrest and extradition. He was running out of money, it was reported. In September, Guo recorded a video during which he received what he said was a phone call from his fifth brother: Two of Guo’s former employees had been detained, and their family members were threatening suicide. “My Twitter followers are so important they are like heaven to me,” Guo said. But, he declared, he could not ignore the well-being of his family and his employees. “I cannot finish the show as I had planned,” he said. Later, Guo told his followers in a video that he was planning to divorce his wife, in order to shield her from the backlash against him.

    Guo quickly resumed posting videos and encouraging his followers. His accusations continued to accumulate throughout 2017, and he recently started his own YouTube channel (and has yet to divorce his wife). His YouTube videos are released according to no particular schedule, sometimes several days in a row, some weeks not at all. He has developed a casual, talkative style. In some, Guo is running on a treadmill or still sweating after a workout. He has demonstrated cooking techniques and played with a tiny, fluffy dog, a gift from his daughter. He invites his viewers into a world of luxury and offers them a mix of secrets, gossip and insider knowledge.

    Wang Qishan, Guo has claimed, is hiding the money he secretly earned in the Hainan-based conglomerate HNA Group, a company with an estimated $35 billion worth of investments in the United States. (HNA Group denies any ties to Wang and is suing Guo.) He accused Wang of carrying on an affair with the actress Fan Bingbing. (Fan is reportedly suing Guo for defamation.) He told stories of petty arguments among officials and claimed that Chinese officials sabotaged Malaysia Airlines Flight 370, which disappeared in 2014 en route to Beijing, in order to cover up an organ-harvesting scheme. Most of Guo’s accusations have proved nearly impossible to verify.

    “This guy is just covered in question marks,” said Minxin Pei, a professor at Claremont McKenna who specializes in Chinese governance.

    The questions that cover Guo have posed a problem for both the United States government and the Western journalists who, in trying to write about him, have found themselves buffeted by the currents of propaganda, misinformation and the tight-lipped code of the C.P.C. elite. His claims have also divided a group of exiled dissidents and democracy activists — people who might seem like Guo’s natural allies. For the most part, the democracy activists who flee China have been chased from their country for protesting the government or promoting human rights, not because of corruption charges. They tell stories of personal persecution, not insider tales of bribery, sex and money. And perhaps as a consequence, few exiled activists command as large an audience as Guo. “I will believe him,” Ha Jin said, “until one of his serious accusations is proved to be false.”

    Pei, the professor, warns not to take any of Guo’s accusations at face value. The reaction from the C.P.C. has been so extreme, however, that Pei believes Guo must know something. “He must mean something to the government,” he said. “They must be really bothered by this billionaire.” In May, Chinese officials visited Guo on visas that did not allow them to conduct official business, causing a confrontation with the F.B.I. A few weeks later, according to The Washington Times, China’s calls for Guo’s extradition led to a White House showdown, during which Jeff Sessions threatened to resign if Guo was sent back to China.

    Guo has a history of cultivating relationships with the politically influential, and the trend has continued in New York. He famously bought 5,000 copies of a book by Cherie Blair, Tony Blair’s wife. (“It was to give to my employees,” Guo told me. “I often gave my employees books to read.”) Guo has also cultivated a special relationship with Steve Bannon, whom he says he has met with a handful of times, although the two have no financial relationship. Not long after one of their meetings, Bannon appeared on Breitbart Radio and called China “an enemy of incalculable power.”

    Despite Guo’s high-powered supporters and his army of online followers, one important mark of believability has continued to elude him. Western news organizations have struggled to find evidence that would corroborate Guo’s claims. When his claims appear in print, they are carefully hedged — delivered with none of his signature charm and bombast. “Why do you need more evidence?” Guo complained in his apartment. “I can give them evidence, no problem. But while they’re out spending time investigating, I’m waiting around to get killed!”

    The details of Guo’s life may be impossible to verify, but the broad strokes confirm a picture of a man whose fortunes have risen and fallen with the political climate in China. To hear Guo tell it, he was born in Jilin Province, in a mining town where his parents were sent during the Cultural Revolution. “There were foreigners there,” Guo says in a video recorded on what he claims is his birthday. (Guo was born on Feb. 2, or May 10, or sometime in June.) “They had the most advanced machinery. People wore popular clothing.” Guo, as a result, was not ignorant of the world. He was, however, extremely poor. “Sometimes we didn’t even have firewood,” he says. “So we burned the wet twigs from the mountains — the smoke was so thick.” Guo emphasizes this history: He came from hardship. He pulled himself up.

    The story continues into Guo’s pre-teenage years, when he moved back to his hometown in Shandong Province. He met his wife and married her when he was only 15, she 14. They moved to Heilongjiang, where they started a small manufacturing operation, taking advantage of the early days of China’s economic rise, and then to Henan. Guo got his start in real estate in a city called Zhengzhou, where he founded the Zhengzhou Yuda Property Company and built the tallest building the city had seen so far, the Yuda International Trade Center. According to Guo, he was only 25 when he made this first deal.

    The string of businesses and properties that Guo developed provide some of the confirmable scaffolding of his life. No one disputes that Guo went on to start both the Beijing Morgan Investment Company and Beijing Zenith Holdings. Morgan Investment was responsible for building a cluster of office towers called the Pangu Plaza, the tallest of which has a wavy top that loosely resembles a dragon, or perhaps a precarious cone of soft-serve ice cream. Guo is in agreement with the Chinese media that in buying the property for Pangu Plaza, he clashed with the deputy mayor of Beijing. The dispute ended when Guo turned in a lengthy sex tape capturing the deputy mayor in bed with his mistress.

    There are other details in Guo’s biography, however, that vary from one source to the next. Guo says that he never took government loans; Caixin, a Beijing-based publication, quoted “sources close to the matter” in a 2015 article claiming that Guo took out 28 loans totaling 588 million yuan, or about $89 million. Guo, according to Caixin, eventually defaulted. At some point in this story — the timeline varies — Guo became friends with the vice minister of China’s Ministry of State Security, Ma Jian. The M.S.S. is China’s answer to the C.I.A. and the F.B.I. combined. It spies on civilians and foreigners alike, conducting operations domestically and internationally, amassing information on diplomats, businessmen and even the members of the C.P.C. Describing Ma, Guo leans back in his chair and mimes smoking a cigarette. “Ma Jian! He was fat and his skin was tan.” According to Guo, Ma sat like this during their first meeting, listening to Guo’s side of a dispute. Then Ma told him to trust the country. “Trust the law,” he told Guo. “We will treat you fairly.” The older master of spycraft and the young businessman struck up a friendship that would become a cornerstone in Guo’s claims of insider knowledge, and also possibly the reason for the businessman’s downfall in China.

    Following the construction of Pangu Plaza in Beijing, Guo’s life story becomes increasingly hard to parse. He started a securities business with a man named Li You. After a falling-out, Li was detained by the authorities. Guo’s company accused Li and his company of insider trading. According to the 2015 article in Caixin, Li then penned a letter to the authorities accusing Guo of “wrongdoing.”

    As this dispute was going on, China’s anti-​corruption operation was building a case against Ma Jian. In Guo’s telling, Ma had long been rumored to be collecting intelligence on China’s leaders. As the anti-corruption campaign gained speed and officials like Wang Qishan gained power, Ma’s well of intelligence started to look like a threat. It was Guo’s relationship with Ma, the tycoon maintains, that made officials nervous. Ma was detained by the authorities in January 2015, shortly after Guo fled the country. Soon after Ma’s detention, accounts began appearing in China’s state-run media claiming that Ma had six Beijing villas, six mistresses and at least two illegitimate sons. In a 2015 article that ran in the party-run newspaper The China Daily, the writer added another detail: “The investigation also found that Ma had acted as an umbrella for the business ventures of Guo Wengui, a tycoon from Henan Province.”

    In the mix of spies, corrupt business dealings, mistresses and sex scandals, Guo has one more unbelievable story to tell about his past. It is one reason, he says, that he was mentally prepared to confront the leaders of the Communist Party. It happened nearly 29 years ago, in the aftermath of the crackdown on Tiananmen Square. According to Guo, he had donated money to the students protesting in the square, and so a group of local police officers came to find him at his home. An overzealous officer fired off a shot at Guo’s wife — at which point Guo’s younger brother jumped in front of the bullet, suffering a fatal wound. “That was when I started my plan,” he said. “If your brother had been killed in front of your eyes, would you just forget it?” Never mind the fact that it would take 28 years for him to take any public stand against the party that caused his brother’s death. Never mind that the leadership had changed. “I’m not saying everyone in the Communist Party is bad,” he said. “The system is bad. So what I need to oppose is the system.”

    On an unusually warm Saturday afternoon in Flushing, Queens, a group of around 30 of Guo’s supporters gathered for a barbecue in Kissena Park. They laid out a spread of vegetables and skewers of shrimp and squid. Some children toddled through the crowd, chewing on hot dogs and rolling around an unopened can of Coke. The adults fussed with a loudspeaker and a banner that featured the name that Guo goes by in English, Miles Kwok. “Miles Kwok, NY loves U,” it said, a heart standing in for the word “loves.” “Democracy, Justice, Liberty for China.” Someone else had carried in a life-size cutout of the billionaire.

    The revelers decided to hold the event in the park partly for the available grills but also partly because the square in front of Guo’s penthouse had turned dangerous. A few weeks earlier, some older women had been out supporting Guo when a group of Chinese men holding flags and banners showed up. At one point, the men wrapped the women in a protest banner and hit them. The park was a safer option. And the protesters had learned from Guo — it wasn’t a live audience they were hoping for. The group would be filming the protest and posting it on social media. Halfway through, Guo would call in on someone’s cellphone, and the crowd would cheer.

    Despite this show of support, Guo’s claims have divided China’s exiled dissidents to such an extent that on a single day near the end of September, two dueling meetings of pro-democracy activists were held in New York, one supporting Guo, the other casting doubt on his motivations. (“They are jealous of me,” Guo said of his detractors. “They think: Why is he so handsome? Why are so many people listening to him?”) Some of Guo’s claims are verifiably untrue — he claimed in an interview with Vice that he paid $82 million for his apartment — and others seem comically aggrandized. (Guo says he never wears the same pair of underwear twice.) But the repercussions he is facing are real.

    In December, Guo’s brother was sentenced to three years and six months in prison for destroying accounting records. The lawsuits filed against Guo for defamation are piling up, and Guo has claimed to be amassing a “war chest” of $150 million to cover his legal expenses. In September, a new set of claims against Guo were made in a 49-page document circulated by a former business rival. For Ha Jin, Guo’s significance runs deeper than his soap-opera tales of scandal and corruption. “The grand propaganda scheme is to suppress and control all the voices,” Jin said. “Now everybody knows that you can create your own voice. You can have your own show. That fact alone is historical.” In the future, Jin predicts, there will be more rebels like Guo. “There is something very primitive about this, realizing that this is a man, a regular citizen who can confront state power.”

    Ho Pin, the founder of Long Island’s Mingjing News, echoed Jin. Mingjing’s reporters felt that covering Guo was imperative, no matter the haziness of the information. “In China, the political elite that Guo was attacking had platforms of their own,” Ho said. “They have the opportunity, the power and the ability to use all the government’s apparatus to refute and oppose Guo Wengui. So our most important job is to allow Guo Wengui’s insider knowledge reach the fair, open-minded people in China.” Still, people like Pei urge caution when dealing with Guo’s claims. Even Guo’s escape raises questions. Few others have slipped through the net of China’s anti-corruption drive. “How could he get so lucky?” Pei asked. “He must have been tipped off long before.”

    At the barbecue, a supporter named Ye Rong tucked one of his children under his arm and acknowledged that Guo’s past life is riddled with holes. There was always the possibility that Guo used to be a thug, but Ye didn’t think it mattered. The rules of the conflict had been set by the Communist Party. “You need all kinds of people to oppose the Chinese government,” Ye said. “We need intellectuals; we also need thugs.”

    Guo, of course, has his own opinions about his legacy. He warned of dark times for Americans and for the world, if he doesn’t succeed in his mission to change China. “I am trying to help,” he told me. “I am not joking with you.” He continued: “I will change China within the next three years. If I don’t change it, I won’t be able to survive.”

    The researchers who reported that Israeli software was used to spy on Washington Post journalist Jamal Khashoggi’s inner circle before his gruesome death are being targeted in turn by international undercover operatives, The Associated Press has found.

    Twice in the past two months, men masquerading as socially conscious investors have lured members of the Citizen Lab internet watchdog group to meetings at luxury hotels to quiz them for hours about their work exposing Israeli surveillance and the details of their personal lives. In both cases, the researchers believe they were secretly recorded.

    Citizen Lab Director Ron Deibert described the stunts as “a new low.”

    “We condemn these sinister, underhanded activities in the strongest possible terms,” he said in a statement Friday. “Such a deceitful attack on an academic group like the Citizen Lab is an attack on academic freedom everywhere.”

    Who these operatives are working for remains a riddle, but their tactics recall those of private investigators who assume elaborate false identities to gather intelligence or compromising material on critics of powerful figures in government or business.

    Citizen Lab, based out of the Munk School of Global Affairs at the University of Toronto, has for years played a leading role in exposing state-backed hackers operating in places as far afield as Tibet , Ethiopia and Syria . Lately the group has drawn attention for its repeated exposés of an Israeli surveillance software vendor called the NSO Group, a firm whose wares have been used by governments to target journalists in Mexico , opposition figures in Panama and human rights activists in the Middle East .

    In October, Citizen Lab reported that an iPhone belonging to one of Khashoggi’s confidantes had been infected by the NSO’s signature spy software only months before Khashoggi’s grisly murder. The friend, Saudi dissident Omar Abdulaziz, would later claim that the hacking had exposed Khashoggi’s private criticisms of the Saudi royal family to the Arab kingdom’s spies and thus “played a major role” in his death.

    In a statement, NSO denied having anything to do with the undercover operations targeting Citizen Lab, “either directly or indirectly” and said it had neither hired nor asked anyone to hire private investigators to pursue the Canadian organization. “Any suggestion to the contrary is factually incorrect and nothing more than baseless speculation,” NSO said.

    NSO has long denied that its software was used to target Khashoggi, although it has refused to comment when asked whether it has sold its software to the Saudi government more generally.

    The first message reached Bahr Abdul Razzak, a Syrian refugee who works as a Citizen Lab researcher, Dec. 6, when a man calling himself Gary Bowman got in touch via LinkedIn. The man described himself as a South African financial technology executive based in Madrid.

    “I came across your profile and think that the work you’ve done helping Syrian refugees and your extensive technical background could be a great fit for our new initiative,” Bowman wrote.

    Abdul Razzak said he thought the proposal was a bit odd, but he eventually agreed to meet the man at Toronto’s swanky Shangri-La Hotel on the morning of Dec. 18.

    The conversation got weird very quickly, Abdul Razzak said.

    Instead of talking about refugees, Abdul Razzak said, Bowman grilled him about his work for Citizen Lab and its investigations into the use of NSO’s software. Abdul Razzak said Bowman appeared to be reading off cue cards, asking him if he was earning enough money and throwing out pointed questions about Israel, the war in Syria and Abdul Razzak’s religiosity.

    “Do you pray?” Abdul Razzak recalled Bowman asking. “Why do you write only about NSO?” ’’Do you write about it because it’s an Israeli company?" ’’Do you hate #Israel?"

    Abdul Razzak said he emerged from the meeting feeling shaken. He alerted his Citizen Lab colleagues, who quickly determined that the breakfast get-together had been a ruse. Bowman’s supposed Madrid-based company, FlameTech, had no web presence beyond a LinkedIn page, a handful of social media profiles and an entry in the business information platform Crunchbase. A reverse image search revealed that the profile picture of the man listed as FlameTech’s chief executive, Mauricio Alonso, was a stock photograph.

    “My immediate gut feeling was: ’This is a fake,’” said John Scott-Railton, one of Abdul Razzak’s colleagues.

    Scott-Railton flagged the incident to the AP, which confirmed that FlameTech was a digital facade.

    Searches of the Orbis database of corporate records, which has data on some 300 million global companies, turned up no evidence of a Spanish firm called FlameTech or Flame Tech or any company anywhere in the world matching its description. Similarly, the AP found no record of FlameTech in Madrid’s official registry or of a Gary Bowman in the city’s telephone listings. An Orbis search for Alonso, the supposed chief executive, also drew a blank. When an AP reporter visited Madrid’s Crystal Tower high-rise, where FlameTech claimed to have 250 sq. meters (2,700 sq. feet) of office space, he could find no trace of the firm and calls to the number listed on its website went unanswered.

    The AP was about to publish a story about the curious company when, on Jan. 9, Scott-Railton received an intriguing message of his own.

    This time the contact came not from Bowman of FlameTech but from someone who identified himself as Michel Lambert, a director at the Paris-based agricultural technology firm CPW-Consulting.

    Lambert had done his homework. In his introductory email , he referred to Scott-Railton’s early doctoral research on kite aerial photography — a mapping technique using kite-mounted cameras — and said he was “quite impressed.

    We have a few projects and clients coming up that could significantly benefit from implementing Kite Aerial Photography,” he said.

    Like FlameTech, CPW-Consulting was a fiction. Searches of Orbis and the French commercial court registry Infogreffe turned up no trace of the supposedly Paris-based company or indeed of any Paris-based company bearing the acronym CPW. And when the AP visited CPW’s alleged office there was no evidence of the company; the address was home to a mainly residential apartment building. Residents and the building’s caretaker said they had never heard of the firm.

    Whoever dreamed up CPW had taken steps to ensure the illusion survived a casual web search, but even those efforts didn’t bear much scrutiny. The company had issued a help wanted ad, for example, seeking a digital mapping specialist for their Paris office, but Scott-Railton discovered that the language had been lifted almost word-for-word from an ad from an unrelated company seeking a mapping specialist in London. A blog post touted CPW as a major player in Africa, but an examination of the author’s profile suggests the article was the only one the blogger had ever written.

    When Lambert suggested an in-person meeting in New York during a Jan. 19 phone call , Scott-Railton felt certain that Lambert was trying to set him up.

    But Scott-Railton agreed to the meeting. He planned to lay a trap of his own.

    Anyone watching Scott-Railton and Lambert laughing over wagyu beef and lobster bisque at the Peninsula Hotel’s upscale restaurant on Thursday afternoon might have mistaken the pair for friends.

    In fact, the lunch was Spy vs. Spy. Scott-Railton had spent the night before trying to secret a homemade camera into his tie, he later told AP, eventually settling for a GoPro action camera and several recording devices hidden about his person. On the table, Lambert had placed a large pen in which Scott-Railton said he spotted a tiny camera lens peeking out from an opening in the top.

    Lambert didn’t seem to be alone. At the beginning of the meal, a man sat behind him, holding up his phone as if to take pictures and then abruptly left the restaurant, having eaten nothing. Later, two or three men materialized at the bar and appeared to be monitoring proceedings.

    Scott-Railton wasn’t alone either. A few tables away, two Associated Press journalists were making small talk as they waited for a signal from Scott-Railton, who had invited the reporters to observe the lunch from nearby and then interview Lambert near the end of the meal.

    The conversation began with a discussion of kites, gossip about African politicians, and a detour through Scott-Railton’s family background. But Lambert, just like Bowman, eventually steered the talk to Citizen Lab and NSO.

    “Work drama? Tell me, I like drama!” Lambert said at one point, according to Scott-Railton’s recording of the conversation. “Is there a big competition between the people inside Citizen Lab?” he asked later.

    Like Bowman, Lambert appeared to be working off cue cards and occasionally made awkward conversational gambits. At one point he repeated a racist French expression, insisting it wasn’t offensive. He also asked Scott-Railton questions about the Holocaust, anti-Semitism and whether he grew up with any Jewish friends. At another point he asked whether there might not be a “racist element” to Citizen Lab’s interest in Israeli spyware.

    After dessert arrived, the AP reporters approached Lambert at his table and asked him why his company didn’t seem to exist.
    He seemed to stiffen.

    “I know what I’m doing,” Lambert said, as he put his files — and his pen — into a bag. Then he stood up, bumped into a chair and walked off, saying “Ciao” and waving his hand, before returning because he had neglected to pay the bill.

    As he paced around the restaurant waiting for the check, Lambert refused to answer questions about who he worked for or why no trace of his firm could be found.

    “I don’t have to give you any explanation,” he said. He eventually retreated to a back room and closed the door.

    Who Lambert and Bowman really are isn’t clear. Neither men returned emails, LinkedIn messages or phone calls. And despite their keen focus on NSO the AP has found no evidence of any link to the Israeli spyware merchant, which is adamant that it wasn’t involved.

    The kind of aggressive investigative tactics used by the mystery men who targeted Citizen Lab have come under fire in the wake of the Harvey Weinstein sexual abuse scandal. Black Cube, an Israeli private investigation firm apologized after The New Yorker and other media outlets revealed that the company’s operatives had used subterfuge and dirty tricks to help the Hollywood mogul suppress allegations of rape and sexual assault.

    Scott-Railton and Abdul Razzak said they didn’t want to speculate about who was involved. But both said they believed they were being steered toward making controversial comments that could be used to blacken Citizen Lab’s reputation.

    “It could be they wanted me to say, ’Yes, I hate Israel,’ or ’Yes, Citizen Lab is against NSO because it’s Israeli,’” said Abdul Razzak.
    Scott-Railton said the elaborate, multinational operation was gratifying, in a way.

    “People were paid to fly to a city to sit you down to an expensive meal and try to convince you to say bad things about your work, your colleagues and your employer,” he said.

    “That means that your work is important.”

      From August to October 2016 I had the opportunity to work as ‘artist in residence’, on a project for SMART (Sustainable Mountain Art programme) in Switzerland, creating pictures to raise awareness on the challenges facing mountain regions. I chose the theme of migration that has interested me for some time already.

      Since the middle ages, demographic pressure, armed conflict and oppression, natural disasters and overpopulation have driven the cause for Migration in the Swiss mountain regions. The largest mass emigration being of the Walser people from Lötschental, who over the course of 2 centuries established themselves over the Valais region and even as far as Austria.

      The foreigner’s lot was that of having very limited rights and labeled with the status of ‘inhabitant’, often not welcomed and even restricted by opposition to marriage to locals.

      I stayed in the historical village of #Medergen in the Graubünden, established by the #Walser people as early as 1300 with houses dating back to the 1700s, high in the alps at 2000m above sea level. A special, tiny village almost frozen in time, as people live a very modest life with no running water inside the house, which also means no flushing toilets or showers. Wooden stoves are used for cooking and heating water for washing, as there is no electricity either, except for the recent additions of solar panels. People use buckets to fetch water from the fresh water fountains, just like Heidi! :)

      In Litzirüti the closest village to Medergen, there is an old ski-hotel, that has been transformed into a temporary home for about 100 asylum seekers from various war torn and heavily oppressed countries such as Eritrea, Ethiopia, Somalia, Sudan, Afghanistan, Turkey, Siria, Gambia, Tibet, awaiting the decision of the Swiss government to announce their fate, if they will be rejected or if they will be given permission to stay in Switzerland.

      During the time I worked on the project, I hiked four hours up and down the mountain every second or third day, spending time and getting to know some of the people who reside here. If you ask anyone they will say that they are very thankful to be here in this peaceful village of Litzirüti and to be so well looked after in this beautiful place. And thankful to be in a country where there is peace and modern prosperity.

      However, thankful for escaping the unimaginable oppression and life threatening situations in their home countries, it is clear that they now have to deal with new challenges and difficulty in their lives. The youth in particular find it challenging to be in such a tiny village where there isn’t a single shop or anything to stimulate their growing minds. Furthermore, most of the people have been in Switzerland for a year or more, still waiting to have an interview to have their reasons for needing asylum assessed and their fate and extent of freedom, decided accordingly.

      What I’ve learnt from my research and looking at both the history of migration and what is happening today, is that the same challenges that existed centuries ago still exist today, namely that whenever there are newcomers, inevitably there is at least a degree of resistance to their acceptance that they are met with and state control that is the decider of their fate, prolonging the process of integration, usually in order to protect the fears of the established.

      “Cultural diversity is as essential to humanity as biodiversity is to nature. It makes the world a richer and more varied place and enlarges the range of choices available. It is the breeding ground that allows different cultures to continue and develop and enrich themselves through contact with each other, without drifting towards rigid identities. It is one of the sources of development, which must be perceived not merely in terms of economic growth , but also as a means of attaining to a satisfying intellectual, emotional, moral and spiritual existence.”

      By depicting the contrast between the history of migration in the Swiss alps and the rich traditions that has become established in time, with the current asylum seeker and refugee situation mostly being a state of limbo, I aim to raise awareness of the current day migrants (asylum seekers) and remind people that sooner or later in life we all were or will be migrants again.

      I believe that through time, if cultures can embrace their differences, be it language, colour, traditions or spirituality, they will see that on the other side is another human being with the same hopes and desires as themselves and that we can all benefit and be so much richer for getting to know each other and giving each other the freedom to live out our own identity that makes us complete and wholesome human beings.

    • The Italian Ski Resort

      From Libya via Lampedusa. In the dark, the hotel that loomed after the last hairpin bend looked rather like Overlook in Stanley Kubrick’s film The Shining. But that’s where the resemblance ends. Montecampione, altitude 1,800 meters, is a ski resort at the end of the road winding up the Camonica Valley in Lombardy. The most striking thing on arrival here is being greeted with the faces and voices from another continent. Since June 2011, more than 100 Africans who fled the war inhave been settled in this hotel by the Brescia police authority, in line with the Italian government’s policy of spreading thearound the country. In most places the local authorities have been required to house them, but here private enterprise has also been asked to contribute. The hotel in Montecampione houses and feeds the migrants for 40 euros a head per day. The nearest village in the valley is more than 20km away, so the migrants are cut off from the outside world while they await a decision on their fates.
      “We live in a strange situation here,” admitted a lively young Ghanaian called Michael. “We’ve got absolutely nothing to do, but we’re all impatient to find work and start our lives again.” The last five migrants to arrive in Montecampione are equally bewildered. They reached Lampedusa early in August, and were taken across Italy. They have got plenty of time to find out about where they have ended up.

    The Dalai Lama has sparked anger after declaring that “Europe belongs to the Europeans”.

    The Tibetan Buddhist spiritual leader also said that refugees should return to their native countries and assist with developing them.

    The 14th Dalai Lama was speaking at a conference in Malmo, Sweden which is home to a large immigrant population, according to the Business Times.

    “Receive them, help them, educate them ... but ultimately they should develop their own country,” the 83-year-old said, when speaking about refugees.

    “I think Europe belongs to the Europeans.”

    A SMALL Scottish cartography firm is to shape China’s view of the world after signing a lucrative deal to supply maps to Beijing authorities.

    Charts supplied by Midlothian company XYZ Maps will be used to help the Chinese government in planning and service delivery.

    The deal was finalised following months of work which reveals a fundamental truth about the geographical documents – the world is how you make it.

    WHAT DOES THAT MEAN?
    AS Dr Tim Rideout of XYZ Maps told The National, maps are “political documents”, with the meaning in the eye of the beholder.

    To have the deal with the National Geomatics Centre of China (NGCC) signed off, Rideout and his team had to review and overhaul existing charts for accuracy – not because of errors, but because the information they contained did not accord with the country’s policy.

    That included the labelling of Tibet, as well as other issues. “If you’re going to sell maps in China,” he said, “then you have to get a certificate from the Chinese government to say they comply with the Chinese view of the world. Any disputed territories have to be shown as Chinese.”

    Tens of thousands of chambers will be built at selected locations across the Tibetan plateau to produce rainfall over a total area of about 1.6 million square kilometres (620,000 square miles), or three times the size of Spain. It will be the world’s biggest such project.

    The chambers burn solid fuel to produce silver iodide, a cloud-seeding agent with a crystalline structure much like ice. 

    The chambers stand on steep mountain ridges facing the moist monsoon from south Asia. As wind hits the mountain, it produces an upward draft and sweeps the particles into the clouds to induce rain and snow.

    This week, a smattering of multinational corporations publicly apologized for listing Hong Kong, Macau, Taiwan and Tibet as countries on their websites, at the behest of Chinese authorities.

    The wave of apologies from JW Marriott Hotels, Zara, Delta Airlines and Medtronic, among others, was sparked by a January 9 email questionnaire sent by Marriott to its Chinese members, in which the four territories were listed separately from China in one of the questions about residence.

    “When we got the call / Saw dollars in my eyes / We’re supporting apartheid / But the pay’s really high / I float like white phosphorous / Over Beit Hanoun skies / I wish I was ethical / We’re so very unethical / But I’m a creep / I’m playing Israel / What the hell am I doing here? / I don’t belong here I don’t even notice / No Palestinians around.”

    These lyrics were superimposed by BDS activists in England on a video from a Radiohead performance of their hit song “Creep,” to protest the band’s appearance Wednesday night in Tel Aviv. Similarly, Scottish activists posted a cover of another Radiohead song, “Karma Police,” with the lyrics “They’re playing apartheid / While Palestinians wait / They’re the worst kind of hypocrites.”

    So these versions circulated online, while Radiohead gathered tens of thousands in Yarkon Park. Gaza is enveloped in darkness and they laughed all the way to the bank. While doors all over the world are being slammed in Roger Waters’ face as part of the delegitimization of the BDS movement, Radiohead can appear anywhere and not pay any price for identifying with Israel and the occupation, and it only got more ridiculous as lead singer Thom Yorke became more entrenched in his positions.

    This battle of music icons, between the protest singer, Waters, and the checkbook singer, Yorke; between the voice of morality and conscience and the voice of escapism and apathy, always ends in victory for Yorke’s “music without borders.” It’s always more comfortable to be an apolitical singer, one who “doesn’t mix music with politics.”

    We expected more from Yorke. Perhaps if he knew more about the occupation than what he probably heard from the Israeli wife of his guitarist, he would change his stance. After all, he’s known to be an artist who gives a damn, a vegan who battles against globalization, supports fairness in trade, opposes Donald Trump and fights for the environment. But that’s just the point: You don’t pay any price for these battles, justified as they may be. They are luxury struggles, like those of Aviv Geffen, our own protest singer.

    One can battle against politicians, against global warming, multinational corporations and the U.S. president without needing much courage. You can be in favor of liberating Tibet and against the occupation of Kashmir; against whale hunting and the oppression of the Falun Gong in China, in favor of animal rights, Native Americans, the Inuit, the Roma and the Aborigines – all of which are justified causes – without it costing a thing.

    There’s only one struggle for which anyone putting his hand in the fire gets immediately burned. Anyone who dares to say “No” to the occupation is immediately accused of anti-Semitism. Say “BDS” and you risk prosecution. That’s why the real test of an artist’s guts and integrity is the struggle against the occupation and Israeli apartheid. That’s the litmus test. The cowards flee from it, only the brave dare take it on. That’s why there are so few Waterses in the world and lots of Yorkes.

    There is no more powerful, rich, well-oiled, effective and aggressive lobby like the one that fights opponents of the Israeli occupation. You can be Yorke, fight Wall Street, be considered a person of conscience and not get hurt. Or you can be Waters, who’s in the middle of a dizzying world tour, and in the midst of this success hasn’t neglected the struggle that burns within him more than any other, and for which he’s paying a heavy price. Nothing will stop him, not even when American governors and mayors threaten to block his appearances. Not even when they call him an anti-Semite or even a Nazi. Waters dreams of appearing in Gaza, and isn’t intimidated when the mayor of Miami Beach threatens to prevent him from appearing in his city. The scandalous criminalization of BDS is already taking its toll, but Waters and his ilk are not afraid.

    Yorke was born with a sealed left eye, which was opened by a series of operations. There’s something symbolic about that. Waters was born with both eyes open. They’ve never met. Their respective level of daring and integrity separates them, apparently forever. Which of them will be more admired? Which will be remembered?

This action was taken in response to a boycott campaign launched by the Communist Party-controlled Global Times, which denigrated her for supposedly supporting Hong Kong and Tibet independence. Lancôme also added, in a Facebook post, that Ho is not a spokesperson for the brand. The Tibet allegation appeared to have stemmed from Ho’s May 2016 meeting with the Dalai Lama. The cancellation drew a heavy backlash in Hong Kong. Some Lancôme shops in Hong Kong were shut down during the protests.

    Many Buddhists maintain that, before the Chinese crackdown in 1959, old Tibet was a spiritually oriented kingdom free from the egotistical lifestyles, empty materialism, and corrupting vices that beset modern industrialized society. Western news media, travel books, novels, and Hollywood films have portrayed the Tibetan theocracy as a veritable Shangri-La.

    Old Tibet was much more like Europe during the religious wars of the Counterreformation.” 5 In the thirteenth century, Emperor Kublai Khan created the first Grand Lama, who was to preside over all the other lamas as might a pope over his bishops. Several centuries later, the Emperor of China sent an army into Tibet to support the Grand Lama, an ambitious 25-year-old man, who then gave himself the title of Dalai (Ocean) Lama, ruler of all Tibet.

    His two previous lama “incarnations” were then retroactively recognized as his predecessors, thereby transforming the 1st Dalai Lama into the 3rd Dalai Lama. This 1st (or 3rd) Dalai Lama seized monasteries that did not belong to his sect, and is believed to have destroyed Buddhist writings that conflicted with his claim to divinity. The Dalai Lama who succeeded him pursued a sybaritic life, enjoying many mistresses, partying with friends, and acting in other ways deemed unfitting for an incarnate deity. For these transgressions he was murdered by his priests. Within 170 years, despite their recognized divine status, five Dalai Lamas were killed by their high priests or other courtiers. 6

    Until 1959, when the Dalai Lama last presided over Tibet, most of the arable land was still organized into manorial estates worked by serfs. These estates were owned by two social groups: the rich secular landlords and the rich theocratic lamas.

    Drepung monastery was one of the biggest landowners in the world, with its 185 manors, 25,000 serfs, 300 great pastures, and 16,000 herdsmen. The wealth of the monasteries rested in the hands of small numbers of high-ranking lamas. Most ordinary monks lived modestly and had no direct access to great wealth. The Dalai Lama himself “lived richly in the 1000-room, 14-story Potala Palace.”

    Secular leaders also did well. A notable example was the commander-in-chief of the Tibetan army, a member of the Dalai Lama’s lay Cabinet, who owned 4,000 square kilometers of land and 3,500 serfs. 12 Old Tibet has been misrepresented by some Western admirers as “a nation that required no police force because its people voluntarily observed the laws of karma.” 13 In fact. it had a professional army, albeit a small one, that served mainly as a gendarmerie for the landlords to keep order, protect their property, and hunt down runaway serfs.

    Young Tibetan boys were regularly taken from their peasant families and brought into the monasteries to be trained as monks. Once there, they were bonded for life. Tashì-Tsering, a monk, reports that it was common for peasant children to be sexually mistreated in the monasteries.

    In feudal Tibet, torture and mutilation—including eye gouging, the pulling out of tongues, hamstringing, and amputation—were favored punishments inflicted upon thieves, and runaway or resistant serfs.

    What happened to Tibet after the Chinese Communists moved into the country in 1951? The treaty of that year provided for ostensible self-governance under the Dalai Lama’s rule but gave China military control and exclusive right to conduct foreign relations. ... Among the earliest changes they wrought was to reduce usurious interest rates, and build a few hospitals and roads. ... No aristocratic or monastic property was confiscated, and feudal lords continued to reign over their hereditarily bound peasants.

    Over the centuries the Tibetan lords and lamas had seen Chinese come and go, and had enjoyed good relations with Generalissimo Chiang Kaishek and his reactionary Kuomintang rule in China.

    What upset the Tibetan lords and lamas in the early 1950s was that these latest Chinese were Communists. It would be only a matter of time, they feared, before the Communists started imposing their collectivist egalitarian schemes upon Tibet.

    The issue was joined in 1956-57, when armed Tibetan bands ambushed convoys of the Chinese Peoples Liberation Army. The uprising received extensive assistance from the U.S. Central Intelligence Agency (CIA), including military training, support camps in Nepal, and numerous airlifts.

    Many Tibetan commandos and agents whom the CIA dropped into the country were chiefs of aristocratic clans or the sons of chiefs.

    As far as can be ascertained, the great bulk of the common people of Lhasa and of the adjoining countryside failed to join in the fighting against the Chinese both when it first began and as it progressed.

    Whatever wrongs and new oppressions introduced by the Chinese after 1959, they did abolish slavery and the Tibetan serfdom system of unpaid labor. They eliminated the many crushing taxes, started work projects, and greatly reduced unemployment and beggary. They established secular schools, thereby breaking the educational monopoly of the monasteries. And they constructed running water and electrical systems in Lhasa.

    Both the Dalai Lama and his advisor and youngest brother, Tendzin Choegyal, claimed that “more than 1.2 million Tibetans are dead as a result of the Chinese occupation.” The official 1953 census—six years before the Chinese crackdown—recorded the entire population residing in Tibet at 1,274,000.

    If the Chinese killed 1.2 million in the early 1960s then almost all of Tibet, would have been depopulated, transformed into a killing field dotted with death camps and mass graves—of which we have no evidence.

    The authorities do admit to “mistakes,” particularly during the 1966-76 Cultural Revolution when the persecution of religious beliefs reached a high tide in both China and Tibet. After the uprising in the late 1950s, thousands of Tibetans were incarcerated. During the Great Leap Forward, forced collectivization and grain farming were imposed on the Tibetan peasantry, sometimes with disastrous effect on production. In the late 1970s, China began relaxing controls “and tried to undo some of the damage wrought during the previous two decades.”38

    In 1980, the Chinese government initiated reforms reportedly designed to grant Tibet a greater degree of self-rule and self-administration.

    By the 1980s many of the principal lamas had begun to shuttle back and forth between China and the exile communities abroad, “restoring their monasteries in Tibet and helping to revitalize Buddhism there.”

    For the rich lamas and secular lords, the Communist intervention was an unmitigated calamity. Most of them fled abroad, as did the Dalai Lama himself, who was assisted in his flight by the CIA. Some discovered to their horror that they would have to work for a living. Many, however, escaped that fate. Throughout the 1960s, the Tibetan exile community was secretly pocketing $1.7 million a year from the CIA, according to documents released by the State Department in 1998. Once this fact was publicized, the Dalai Lama’s organization itself issued a statement admitting that it had received millions of dollars from the CIA during the 1960s to send armed squads of exiles into Tibet to undermine the Maoist revolution. The Dalai Lama’s annual payment from the CIA was $186,000.

    Whatever the Dalai Lama’s associations with the CIA and various reactionaries, he did speak often of peace, love, and nonviolence. He himself really cannot be blamed for the abuses of Tibet’s ancien régime, having been but 25 years old when he fled into exile.

    But he also sent a reassuring message to “those who live in abundance”: “It is a good thing to be rich... Those are the fruits for deserving actions, the proof that they have been generous in the past.” And to the poor he offers this admonition: “There is no good reason to become bitter and rebel against those who have property and fortune... It is better to develop a positive attitude.”

    Violent actions that are committed in order to reduce future suffering are not to be condemned, he said, citing World War II as an example of a worthy effort to protect democracy. What of the four years of carnage and mass destruction in Iraq, a war condemned by most of the world—even by a conservative pope—as a blatant violation of international law and a crime against humanity? The Dalai Lama was undecided: “The Iraq war—it’s too early to say, right or wrong.” Earlier he had voiced support for the U.S. military intervention against Yugoslavia and, later on, the U.S. military intervention into Afghanistan.

    It should be noted that the Dalai Lama is not the only highly placed lama chosen in childhood as a reincarnation. ... In 1993 the monks of the Karma Kagyu tradition had a candidate of their own choice. The Dalai Lama, along with several dissenting Karma Kagyu leaders (and with the support of the Chinese government!) backed a different boy. ... What followed was a dozen years of conflict in the Tibetan exile community, punctuated by intermittent riots, intimidation, physical attacks, blacklisting, police harassment, litigation, official corruption, and the looting and undermining of the Karmapa’s monastery in Rumtek by supporters of the Gelugpa faction.

    Not all Tibetan exiles are enamoured of the old Shangri-La theocracy. Kim Lewis, who studied healing methods with a Buddhist monk in Berkeley, California, had occasion to talk at length with more than a dozen Tibetan women who lived in the monk’s building. When she asked how they felt about returning to their homeland, the sentiment was unanimously negative. At first, Lewis assumed that their reluctance had to do with the Chinese occupation, but they quickly informed her otherwise. They said they were extremely grateful “not to have to marry 4 or 5 men, be pregnant almost all the time,” or deal with sexually transmitted diseases contacted from a straying husband. The younger women “were delighted to be getting an education, wanted absolutely nothing to do with any religion, and wondered why Americans were so naïve [about Tibet].”

    The women interviewed by Lewis recounted stories of their grandmothers’ ordeals with monks who used them as “wisdom consorts.” By sleeping with the monks, the grandmothers were told, they gained “the means to enlightenment” — after all, the Buddha himself had to be with a woman to reach enlightenment.

    “A COLOSSAL roller-coaster” is how a senior engineer described it. He was talking about the railway that China plans to build from the lowlands of the south-west, across some of the world’s most forbidding terrain, into Tibet. Of all the country’s railway-building feats in recent years, this will be the most remarkable: a 1,600-kilometre (1,000-mile) track that will pass through snow-capped mountains in a region racked by earthquakes, with nearly half of it running through tunnels or over bridges. It will also be dogged all the way by controversy.

    Chinese officials have dreamed of such a railway line for a century. In 1912, shortly after he took over as China’s first president, Sun Yat-sen called for a trans-Tibetan line, not least to help prevent Tibet from falling under the sway of Britain (which had already invaded Tibet from India a decade earlier). Mao Zedong revived the idea in the 1950s. In the years since, many exploratory surveys have been carried out.

    • In Litang, a town high up in Sichuan on that difficult stretch, a Tibetan monk speaks approvingly of the project, which will bring more tourists to the remote community and its 16th-century monastery (rebuilt since the Chinese air force bombed it in 1956 to crush an uprising). But the impact on Tibet of the Golmud-Lhasa line still reverberates. It fuelled a tourism boom in Lhasa that attracted waves of ethnic Han Chinese from other parts of China to work in industries such as catering and transport. The resentment it created among Tibetans, who felt excluded from the new jobs, was a big cause of rioting in Lhasa in 2008 that ignited protests across the plateau. The new line will cut through some of the most restive areas. Since 2011 more than 110 Tibetans are reported to have killed themselves by setting themselves on fire in protest at China’s crackdown after the unrest. Some of the self-immolations have happened in Tibetan-inhabited parts of Sichuan, including near Litang.

      It will also, to India’s consternation, pass close to the contested border between the two countries. (China says India occupies “south Tibet”, and launched a brief invasion of India there in 1962.) A Chinese government website, China Tibet News, said in 2014 that building the Sichuan-Tibet railway had become “extremely urgent”, not just for developing Tibet but also to meet “the needs of national-defence-building”.

    The Tibet Album website provides unprecedented access to more than 6000 photographs spanning thirty years of Tibet’s history. The majority of these photographs were taken by an elite group of men who visited Tibet as civil servants representing the British Government. The period between 1920 and 1950 was marked by increasing warmth in Anglo-Tibetan relations and a greater ease of access to the country from the centres of colonial power in India. The photographs featured in this site therefore reflect the topography of the routes used by the British to reach the capital of Tibet (Lhasa) from the Indian side of the Himalayas and are concentrated in south and central Tibet. In many ways these photographs are the product of a particularly British engagement with Tibet at the height of colonialism. However, the time frame in which they were made documents an era when the influence of the British Empire was actually beginning to unravel in Asia: by 1947 India had gained its independence from Britain. Tibet’s position on the fraying edge of the Empire meant that it was of significant interest for British trade and diplomacy but it was never colonised. However the country exerted a powerful fascination in the minds of many British subjects. This was fuelled by the photographs and publications of the privileged few who managed to enter Tibet and to live there for months at a time. The photographs contained in The #Tibet Album reproduce the ways that Tibet was imagined by the British at a particular historical moment. They also offer profound commentary on what Tibet was and has become.

    This was already a historic election for indigenous Canadians with 10 newly elected MPs entering Parliament. And then 12-year-old First Nations drummer Theland Kicknosway led Justin Trudeau, his family and his incoming cabinet into Rideau Hall to be sworn in.

    But the best — or at least most adorable — part of the ceremony came courtesy of 11-year-old Inuit girls Samantha Metcalfe and Cailyn Degranpre. They not only performed traditional #throat_singing but also broke out into infectious giggles once they were done.

    For the record, throat singing, known locally as katajjaniq, is an ancient tradition among Inuit women, often performed as a competitive duet. As National Geographic notes, it’s “a mixture of husky chanting and low growling...in which the first person to laugh, stop, or run out of breath loses.”
