The bankruptcy of Detroit - the largest municipal bankruptcy case in US history - was a political conspiracy and a social crime, designed to set a national precedent in the looting of employee pensions and public assets.

The Workers Inquiry into the Bankruptcy of Detroit and the Attack on the DIA and Pensions, held February 15, 2014 at Wayne State University, exposed the political, social and economic forces behind the bankruptcy. The booklet contains reports on the social and historical context, the record of political conspiracy involving state and local authorities and the Obama administration, the legal aspects, the rape of the Detroit Institute of Arts, and the economic parasitism behind the decline of the once-powerful industrial city.

The 30 Americans exhibition recently on view at the Detroit Institute of Arts (and opening at the Cincinnati Art Museum on March 19) contains 55 works—paintings, photographs, sculptures, installation pieces and videos—by 30 African American artists. All of them have been produced since 1975, about half in the last decade.

The collection—which is owned by the Rubell family of Miami, Florida—includes works by relatively well-known artists such as photographer Carrie Mae Weems and painters Robert Colescott, Jean-Michele Basquiat and Kehinde Wiley, as well as works by many lesser-known or up-and-coming artists.

Emergency Manager seeks to extort $100 million from Detroit Institute of Arts - World Socialist Web Site

Detroit Emergency Manager Kevyn Orr met with officials from the Detroit Institute of Arts Thursday to demand that the museum contribute $100 million to the “rescue” package being assembled by Governor Rick Snyder and a group of wealthy foundations, including the Ford Foundation, the Kresge Foundation and the John S. and James L. Knight Foundation.

The proposed deal would raise $330 million from the nine foundations and another $350 million from the state, with the money supposedly going to “protect” the DIA and city workers’ pensions from the impact of the bankruptcy.

World Socialist Web Site reporters recently spoke with people outside the National Gallery of Victoria (NGV) in Melbourne about plans by the unelected financial manager of Detroit, Kevin Orr, to sell off part of the Detroit Institute of Arts priceless art collection in order to pay the American city’s wealthy bondholders.

Founded in 1861, the NGV is Australia’s oldest art gallery, maintaining a collection of 68,000 works of art, including pieces by major international figures such as Pablo Picasso, Rembrandt, Anthony van Dyck, Mark Rothko, William Blake and many others. The reporting team distributed WSWS articles to patrons of the gallery, located in Melbourne’s arts precinct.

The American Federation of State, County and Municipal Employees (AFSCME) has joined a legal action to demand that Detroit Emergency Manager Kevyn Orr sell the cultural treasures of the Detroit Institute of Arts (DIA) to pay off the city’s creditors.

AFSCME Council 25 filed the motion jointly with several bond insurance companies and banks, including Financial Guarantee Insurance Company, Syncora Capital Assurance, Ambac Assurance, Hypothekenbank Frankfurt AG, and Wilmington Trust Company.

Graham Beal, the director of the Detroit Institute of Arts (DIA), made clear in the museum’s September news bulletin that if even a single piece of art is sold to satisfy Detroit’s creditors, the DIA would be forced to close. Such an action, Beal stated, “would threaten the millage proceeds upon which we now rely to operate” and “would be tantamount to closing the museum.”

Detroit, which became the largest city to declare bankruptcy in U.S. history Thursday, is home to one of the most prestigious collections of #art in the world. And one of the options on the table to deal with its crippling debt is for all of that to be sold. But it’s not so simple.

To Rod Spencer, the Detroit Institute of Arts is priceless.

“The DIA is the history of Detroit, that’s what it means to me,” he said.

Spencer has been coming at least once a month for 25 years. But now, the city is talking about selling everything from works by Van Gogh, to Picasso, to the original Howdy Doody doll.

“Will it go to a private collection? Where would this go?” Spence said.

Detroit’s emergency manager, Kevyn Orr, said all assets must be on the table to appease the city’s creditors.

Experts consulted by the Detroit Free-Press valued all the works at $2.5 billion — around 10 percent of the city’s potential long-term debt of $20 billion.

The threat by Detroit’s unelected financial tsar, Kevyn Orr, to sell off the collection of the Detroit Institute of Arts, or major pieces from it, to help pay the city’s creditors has provoked widespread anger and revulsion.

The DIA is a beautiful museum, from its 1920s’ beaux-arts building to the breathtaking courtyard of Diego Rivera murals and its collection of more than 65,000 works. It is a source of legitimate pride to Detroit’s population.
