    Kaum ein Fußgängertunnel in Berlin ist so bekannt, wie jener zwischen dem Internationalen Congress Centrum (ICC) und dem Zentralen Omnibusbahnhof (ZOB). Ob in „Die Bourne Verschwörung“, „Tribute von Panem“ oder „Captain America: Civil War“: Durch die Unterführung sprangen schon Stars wie Matt Damon, Jennifer Lawrence und Robert Downey Jr. in großen Action-Filmen. Nun soll die auch als „Tunnel des Grauens“ bekannte Unterführung in Charlottenburg-Wilmersdorf geschlossen werden. Das bestätigte die Senatsverkehrsverwaltung der Berliner Zeitung.

    Der Fußgängerverkehr soll in Zukunft ausschließlich oberirdisch organisiert werden. Dafür soll die Kreuzungsanlage umgebaut werden, hieß es von der Verkehrsverwaltung auf Anfrage. Ein Zeitplan stehe noch nicht fest.

    Klar ist jedoch, für den in den 1970er-Jahren gebauten Tunnel ist das das Ende. Bereits seit geraumer Zeit befindet er sich in einem schlechten Zustand und das, obwohl er seit einiger Zeit unter Denkmalschutz steht. Nicht selten schlafen Obdachlose in dem orangefarbenen, unterirdischen Gang.

    Der Tagesspiegel zitiert aus einem Schreiben der Senatskanzlei, in dem die Schließung mit „bestehenden Mängeln hinsichtlich Barrierefreiheit, Brandschutz und Fußgängersicherheit“ begründet wird. Als weitere Gründe werden darin die „Verschmutzung und zunehmende Verwahrlosung“ sowie die „jährlichen Unterhaltskosten in Höhe von ca. 350.000 Euro“ aufgeführt. Auf Anfrage der Berliner Zeitung bestätigte der Senat, dass der Tunnel geschlossen werde, weil die Barrierefreiheit nicht gewährleistet ist und die Instandhaltungs- und Reinigungskosten zu hoch sind.

    Prime Minister Naftali Bennett said last week that he would not meet with Abbas, given the latter’s decision to bring Israel before the Hague, adding that he also opposes entering negotiations with the PA leader over a potential Palestinian state.

  • Syrian NGO seeks a first before the ICC: Individual criminal liability for Greece’s abuses against refugees

    The #Syria_Justice_and_Accountability_Center (#SJAC) has called on the International Criminal Court (ICC) Prosecutor to investigate Greek authorities and European Border and Coast Guard Agency (#Frontex) agents for abuses against asylum-seekers that could amount to crimes against humanity.

    On January 28, the Syrian non-governmental organization based in Washington DC submitted a file documenting five years of violations against refugees at the Greek-Turkish border and reception and identification centers in Greece.

    Since this submission, Nessma Bashi, Legal Fellow at SJAC, said they have received “hundreds of notifications from victims, mainly Syrian saying: ‘We have witnesses, we have videos, we are willing to testify.’”

    Over one million people have journeyed from Turkey to Greece to seek asylum in Europe in the past five years. Greece currently hosts 120,000 asylum-seekers and migrants; 14% of asylum applicants in 2019 were Syrian.

    If the ICC’s Office of the Prosecutor decides to launch an investigation, “this will be the first major international criminal case pertaining to a European country,” Bashi said. It will be the first time the “individual criminal responsibility” of Greek and European officials “for crimes against humanity committed against asylum-seekers, refugees and migrants in a European country” is addressed, explained Alexandra Lily Kather, a legal consultant in the field of international justice.

    Previously, an ICC submission tried to seek accountability of EU member states for their complicity with human rights violations against migrants in Libya, but the case did not go forward.

    What crimes against humanity?

    SJAC’s submission has gathered documentation of abuses that could amount to five crimes against humanity under Article 7 of the Rome Statute, the founding treaty of the ICC:

    Deportation and forcible transfer of a population:

    Greek and Frontex agents have breached international law by expelling asylum seekers by land and sea without allowing them to apply for asylum.
    The Hellenic Coast Guard sped past refugee boats and towed them from Greek to Turkish waters, putting people at risk and violating international refugee law and the United Nations Convention on the Law of the Sea (UNCLOS).
    Deportation has been done via coercive measures like physical and psychological violence.

    Persecution:

    Refugees have been deprived of their fundamental rights in attempts to push them out of Greece. For instance, they have been subjected to inhuman treatment, arbitrary arrests and have been denied their right to a standard of living adequate for their health.

    Inhumane acts of the deprivation of humanitarian aid:

    Greece has criminalized humanitarian workers accusing them of human-smuggling charges. For instance, in September 2020, 33 NGOs workers were charged with facilitating the clandestine arrival of migrants to Greek territory.
    At reception and identification centers, inhuman conditions such as inadequate food, unsanitary conditions, or limited medical support or access to NGOs have been documented.
    Frontex and the Hellenic Coast Guard have ignored calls of refugee boats in life-threatening situations.

    Sexual violence:

    At reception and identification centers, some police officers have allegedly purchased minors sold into prostitution.
    At the border, organizations have documented inappropriate touching at searches, where some individuals were forced to strip naked.

    Torture:

    The accounts of physical mistreatment could amount to torture by conduct, and the deplorable living conditions in centers of carceral nature could amount to torture by treatment.

    Who might be liable?

    If an investigation is launched, the Prosecutor will have to define who can be liable for the abuses perpetrated. But how can individual criminal responsibility be established when the alleged violations stem from a broader national and European policy of sealing EU borders?

    Lower-level officials may argue that they are just following orders. However, Bashi pointed out that this “means that there is a chain of command and the higher-ups can be implicated,” adding that these actions are “part of a widespread and systematic attacks.”

    Although “Greece has made certain judicial, administrative and policy decisions that led to the situation in camps and the border violence, it should not be the only state held accountable,” Kather argued, “because the entire of the European continent and all the states are contributing to this decision making.” Nonetheless, Kather saw this as an opportunity to end the impunity gap on a “system of endless human rights violations against asylum-seekers, refugees and migrants.”

    Why to the ICC?

    The International Criminal Court, the world’s first permanent international criminal court, was created in 2002 by the Rome Statute.

    The court hears cases referred by the United Nations Security Council (UNSC), a State Party or - as with this case - by organizations. Bashi hopes the ICC’s Prosecutor will answer during 2021. The ICC has territorial jurisdiction on this case because Greece is a State Party and the alleged crimes occurred in Greek territory.

    The ICC can prosecute individuals for crimes against humanity if national courts are unable or unwilling to investigate a crime. SJAC argues that neither Greek nor European courts are able to carry out a serious investigation since the alleged crimes are part of a national policy backed by the European Union.

    In addition, previous rulings against Greece’s unlawful migration practices by the European Court of Human Rights, the UN Special Rapporteur on the human rights of migrants, and the UNHCR, as well as complaints before the European Commission have been ignored. As such, SJAC considers the ICC as the court of last resort.

    “The fact that this happened on European soil, the continent that claims to be a bastion of human rights, is really unjust,” Bashi said. Kather labeled it “a bold strategy” to go after a European country. Still, it is “a necessary development to uphold the credibility of the ICC, that from a Eurocentric perspective, it is often argued that crimes are always happening elsewhere, but never on the European territory,” she said. It is noteworthy that nine of the ten ICC cases relate to African countries.

    Where can this lead?

    If this case goes ahead, it will “send a very clear sign” to European countries that fail to protect the refugee population from violations that there is “no impunity” and “similar actions could follow,” Kather explained. “Greece is just the first one, but we are hoping that Italy and Spain will learn that these crimes are indeed crimes,” Bashi added.

    Traditionally, violations against asylum-seekers have been framed under international human rights law, but Kather points out that there is a shift towards “the realm of international criminal law” due to the “ever mounting violence at the border.”

    Last week, members of the European Parliament launched a probe against Frontex for allegations of harassment and unlawful operations to stop people from reaching European borders. Last month, the UN Human Rights Committee found that Italy had failed to protect the right to life for not assisting a vessel in distress in 2013. This decision responds to a complaint by three Syrians and a Palestinian who lost a combined 13 relatives in the sinking that cost 200 lives total.

    All these developments “send a broader sign that violence, at the sea or land border, is being monitored and legal actions are being filed,” Kather said.

    The ball is in the ICC’s court.

      Obwohl Professoren als in hohem Maße intrinsisch motivierte Berufsgruppe gelten, sollen sie über extrinsische Anreize leistungsorientiert gesteuert werden. Von einer Befragung ausgehend erörtern die Autoren in diesem Beitrag, wie sehr deutsche Professoren schon heute von Burn-out betroffen sind und inwiefern extrinsische Anreize die bereits bestehende Burn-out-Problematik dramatisch verschärfen könnten.

      Mit der an den Leitlinien des New Public Managements orientierten Etablierung leistungsorientierter Steuerungsprinzipien an deutschen Universitäten versprach man sich eine Verbesserung der Leistungserstellung in akademischer Forschung und Lehre. Zu den damit verbundenen Steuerungsinstrumenten gehören die leistungsorientierte Mittelvergabe, die W-Besoldung sowie Leistungsvereinbarungen zwischen den Hochschulleitungen und den Professoren beziehungsweise der Fakultät. Leistungsorientierte Steuerungsprinzipien üben qua Definition Leistungsdruck aus, da sie nur greifen, wenn Professoren ihre Leistung danach ausrichten, entsprechend nachweisen und gegebenenfalls rechtfertigen können. Eine solche Steuerungslogik widerspricht jedoch dem Selbstverständnis vieler deutscher Professoren, „in Einsamkeit und Freiheit“ (Schmid/Wilkesmann 2015, 57) ihrer Arbeit in Forschung und Lehre nachzugehen, das nach wie vor auch verfassungsrechtlich gesichert ist.

      Lehrende an deutschen Hochschulen sind so produktiv wie nie – gleichzeitig häufen sich psychische Probleme

      Vor Kurzem erhielt Isabella Heuser einen dieser Anrufe: Eine Professorin aus ihrer Fakultät fragte, ob man sich vielleicht einmal treffen könne – aber keinesfalls im Büro, sondern außerhalb. Heuser, Direktorin am Institut für Psychiatrie der Berliner Charité , ahnte, worum es ging: Wieder einmal hatte der Arbeitsalltag in der Universität jemanden in eine scheinbar ausweglose Lage gebracht.

      Seit geraumer Zeit erhält sie öfter solche vertraulichen Anfragen. Meist sind es Frauen, die ihren Rat suchen. Die Nöte jedoch, die sich in den Gesprächen offenbaren, sind bei Professoren wie Professorinnen die gleichen. Heuser kennt sie als Expertin für Depressionen aus ihrer Forschungspraxis. Die Kollegen klagen, selbst in den Semesterferien nicht mehr zur Ruhe zu kommen. Sie berichten von chronischen Kopf- oder Rückenschmerzen, von Freudlosigkeit und latenter Aggressivität. Die meisten Betroffenen funktionieren zwar noch im Seminar oder Labor. „Die haben auf Autopilot gestellt“, sagt die Psychiaterin. Doch hinter der Fassade akademischer Geschäftigkeit wächst die Angst vor dem Absturz.

      Seit Jahren stehen die Hochschulen unter Druck: Die Exzellenzinitiative hat die Idee von der Gleichheit aller Universitäten zerschlagen. Die alte Studienstruktur ist abgewickelt und durch eine neue ersetzt ( Bologna-Reform ). Die traditionellen akademischen Gefüge wurden auf Effizienz getrimmt. Jetzt gibt der Wettbewerb auf allen Ebenen den Takt vor – um Fördermittel, Image oder Personal.

      Die Eingriffe haben in relativ kurzer Zeit eine Produktivitätsexplosion ausgelöst. Niemals zuvor haben deutsche Professoren so viel ausgebildet und geforscht wie heute. Die Kurve aller ihrer Kennzahlen – Publikationen, Patente, Drittmittel – weist nach oben. Nun fordert die Reform Tribut bei ihren Hauptträgern . „Wir alle betreiben extremen Raubbau an unseren Körpern und Seelen“, sagt der Jenaer Soziologe Hartmut Rosa . Es sei Konsens unter Kollegen, dass es in dem Tempo nicht mehr lange weitergehe, „ohne dass die Ersten zusammenklappen“.

      Der Hamburger Uni-Präsident Dieter Lenzen warnt gar vor einem „organisatorischen Burn-out“ der Institution Universität. Und die Deutsche Universitätszeitung (DUZ) erklärt das seelische Ausbrennen von Forschern mittlerweile für so „normal wie eine Erkältung im Winter“. Schon heute finden sich in den einschlägigen Kliniken neben Managern oder Lehrern auch immer häufiger Professoren unter den Patienten, die unter der Erschöpfungsdepression leiden. „Das ist relativ neu“, sagt Gernot Langs, Chefarzt der Schön Klinik im schleswig-holsteinischen Bad Bramstedt. „Früher hatten wir diese Klientel nicht.“

      Eine Reihe weiß getünchter Häuser in einer Sackgasse, rundherum Wald. Vom Balkon aus blickt man auf einen stillen See. Knapp drei Monate verbrachte die Juraprofessorin Charlotte Petri* in der brandenburgischen Natur, um „zurück ins Leben“ zu finden. So lautet das Motto der Oberberg-Klinik , einer Spezialeinrichtung für ausgebranntes Personal der Dienstleistungsgesellschaft. Einzel- und Gruppengespräche gehören ebenso zum Therapieprogramm wie gutes Essen und lange Spaziergänge. Allein während ihres Aufenthaltes traf Petri drei weitere Hochschullehrer, denen Ärzte eine lange Zwangspause von der Wissenschaft verordnet hatten.

      Für die groß gewachsene, zupackende Frau mit dunklen Haaren begann der Absturz, als sie ihr Ziel erreicht hatte: eine unbefristete Stelle an einer Berliner Universität. Jahrelang hatte die Juristin darauf hingearbeitet. Studium in Köln und den USA, Tätigkeit als Fachanwältin, Doktorarbeit mit Stipendium, Lehraufträge. Von einer Sprosse zur nächsten hatte sie sich nach oben gekämpft. „Ich mache mir einen Plan und arbeite die Stationen einzeln ab – so läuft das Leben, dachte ich.“

      Die Führungskräfte der Hochschulen bedürfen der Personalentwicklung

      Mit viel Energie warf sich die Juraprofessorin in die Arbeit an ihrer neuen Hochschule. Penibel bereitete sie ihre Seminare vor, ließ sich in verschiedene Gremien wählen, scheute keine Konflikte. Dass sie die ersten Jahre über Hunderte Kilometer pendeln musste, weil zu Hause ihr kleiner Sohn wartete, war nicht zu vermeiden. Jammern bringt nichts, lautete einer ihrer Leitsprüche. Einmal traf sie im Fahrstuhl einen Kollegen, der auf die beiläufige Frage, wie es ihm gehe, in Tränen ausbrach. „Was hat der denn für Probleme?“, fragte sie sich damals. „Der hat doch einen tollen Job.“ Drei Jahre später war sie selbst so weit.

      Überlastung durch die Lehre ist die wichtigste Ursache für die psychische Erschöpfung

      Zuerst musste sie feststellen, dass sie auf ihren neuen Job kaum vorbereitet war. Sie konnte zwar forschen und wissenschaftliche Texte verfassen oder sich mit Mandanten und Richtern auseinandersetzen. Aber wie bringt man oft nur mäßig motivierten Studenten die Grundlagen des Arbeitsrechtes bei? Hochschulen gerieren sich heute vielerorts als Unternehmen. Dass ihre Führungskräfte Personalentwicklung benötigen, hat sich jedoch noch nicht herumgesprochen.

      So sind Professoren bis heute auf vielen Feldern Autodidakten. Sie haben oft weder gelernt zu unterrichten, noch Leistungen zu bewerten. Sie sollen Fördermittel heranschaffen, Mitarbeiter führen, Kontakte zur Praxis aufbauen. Das Handwerkszeug dazu müssen sie entweder mitbringen oder sich selbst aneignen.

      Doch dafür blieb Petri keine Zeit. Denn ihr Arbeitsbeginn fiel zusammen mit der Umstellung ihrer Hochschule auf die Bachelorstruktur, die ständige Leistungskontrollen vorsah. Zudem wuchs von Semester zu Semester die Zahl der Studenten, statt anfangs dreißig saßen nun sechzig in ihrem Seminar. Die Menge der Klausuren vervierfachte sich. Daneben stapelten sich Dutzende Abschlussarbeiten auf ihrem Schreibtisch. Die Überlastung durch die Lehre ist die wichtigste Ursache für die psychische Erschöpfung von Professoren. Das ergab eine Metaanalyse angloamerikanischer Studien zum Thema Burnout in university teaching staff, die Anfang dieses Jahres im Fachjournal Educational Research erschien.

      Petri hatte das Gefühl, ihr Bestes zu geben, ohne dass Gutes dabei herauskam. Ähnlich erging es ihr in den endlosen Sitzungen der akademischen Selbstverwaltung. Mitunter traf man sich über viele Monate immer wieder, hörte sich Bewerber für unbesetzte Stellen an, las umfangreiche Lebensläufe und Publikationen – um schließlich zu erfahren, dass die Stelle gestrichen worden war.

      Das eigene Seelenheil scheint Wissenschaftler nicht zu interessieren

      Als zum Frust über vergebliche Mühen noch ein schwelender Konflikt mit der Hochschulspitze kam, begann Petri langsam abzurutschen in die Depression. Sie wachte oft mitten in der Nacht auf und wälzte Probleme, die sich am nächsten Morgen als inexistent erwiesen. Ihr Ärger über die Hochschule schlug in Selbstzweifel um. Beim Betreten des Instituts fing sie an zu schwitzen. Auf dem Heimweg fragte sie sich, ob sie genug Alkohol zu Hause habe, um abschalten zu können.

      In der Universität sprach sie mit niemandem über ihre wachsende Verzweiflung. Denn Scheitern gilt im Hochleistungsapparat Hochschule als Tabu. Erschöpfte Sportler und Politiker machen Schlagzeilen, viele Studien belegen die berufsbedingte Überforderung von Lehrern, Ärzten und Pfarrern. Sogar die emotionale Not von Psychotherapeuten ist empirisch ergründet. Nur das eigene Seelenheil scheint Wissenschaftler nicht zu interessieren: Bis heute existiert nicht eine einzige Untersuchung zur Gesundheit der deutschen Professoren.

      Jede Universität bietet Studenten Beratung für psychische Krisen ; ihre Sprechstunden sind voller denn je. Für Hochschullehrer dagegen erweist sich die Alma Mater als Rabenmutter, die sich nicht um das Wohl ihrer Schützlinge kümmert. Zu klagen gehöre eben nicht zur „akademischen Etikette“, sagt Charité-Psychiaterin Heuser.

      Auch Charlotte Petri war es peinlich, zuzugeben, am Ende ihrer Kräfte zu sein. Denn gibt es einen besseren Job als den eines fest angestellten Hochschullehrers? Das Gehalt ist gut, das Ansehen hoch. Man arbeitet weitgehend selbstbestimmt, hat das persönliche Erkenntnisinteresse quasi zum Beruf gemacht. Ein deutscher Beamtenposten ist fast so sicher wie der des Papstes. Den meisten Professoren ist ihre privilegierte Stellung bewusst. Sie münzen sie um in einen hohen Leistungsanspruch – der anfällig macht für Überforderung.

      Ein Jahr noch kämpfte sich Petri mit inneren Durchhalteparolen weiter. Ein Forschungssemester im Ausland brachte etwas Erholung. Als sie zurückkam, ging es dann schnell. Die Angst vor der Arbeit fraß sich in alle Lebensbereiche. Sie brach alle privaten Kontakte ab. Aus Angst zu ersticken, konnte sie keine U-Bahn mehr besteigen. In ihrem letzten Seminar wurde ihr immer wieder schwarz vor Augen; in der Pause musste sie sich in ihrem Büro auf den Boden legen. Ihre Studenten sagten später, es sei eine gute Veranstaltung gewesen. Sie hatten nichts bemerkt.
      Langsam wächst das Bewusstsein für das Thema

      Den Professoren in Petris Fakultät fiel erst recht nicht auf, dass ihre Kollegin kurz vor dem Zusammenbruch stand. Dass sie sich schon ausrechnete, was von der Beamtenpension bliebe, wenn sie sich dauerhaft arbeitsunfähig schreiben ließe. Laut dem Humboldtschen Ideal arbeitet der deutsche Professor in Einsamkeit und Freiheit. Man kann das auch als Drohung verstehen. Professoren sind Einzelkämpfer und Fakultäten kein guter Ort, um Freundschaften zu schließen. Für Privates fehlt oft die Zeit. Erst seit Kurzem bemühen sich deutsche Hochschulen darum, für Professoren wie in den USA eine Art Faculty Club einzurichten.

      „Hühnerställe“ nennt Petri die Dozentenbüros, acht Quadratmeter, vollgestellt mit Ordnern und Büchern. „Da rennt man zwischen den Vorlesungen und Sitzungen kurz rein und sieht zu, bald wieder nach Hause zu kommen“, sagt sie. So fällt es kaum auf, wenn jemand über Monate an seinem Arbeitsplatz nicht auftaucht.

      Mehr als ein Jahr blieb sie der Uni fern, ging in die Klinik, machte eine Therapie. Heute forscht und unterrichtet sie wieder, wenn auch mit reduziertem Stundendeputat. Doch während ihrer Auszeit kam kein Anruf aus der Hochschule, keine Karte erreichte sie zu Hause und fragte nach ihrem Ergehen – obwohl der eine oder andere Kollege am Ende erfahren hatte, dass sie krank war.

      Charlotte Petri weiß inzwischen, dass jedes Burn-out viele Ursachen hat, auch persönliche. Zeitgleich zu ihrer Lebenskrise erkrankte ihre Mutter an Alzheimer und starb. Sie selbst ging auf die fünfzig zu, für viele ein Alter, um eine erste Bilanz zu ziehen. Dennoch ist sie überzeugt, dass es hauptsächlich die Hochschule war, die sie krank gemacht hatte.

      Sie steht mit dieser Meinung nicht allein. „Die Universitäten fördern selbstschädigendes und arbeitssüchtiges Verhalten“, sagt Monika Klinkhammer . Seit einigen Jahren bereitet die Gestalttherapeutin junge Hochschullehrer in Seminaren und Coachings auf ihre neue Rolle vor. Als Führungskräfte sollen sie lernen, Konflikte mit Mitarbeitern auszutragen, Prioritäten zu setzen und sich selbst besser zu organisieren. Klinkhammer versteht ihre Arbeit durchaus als Burn-out-Prävention, in der Regel ohne dass das Wort in den Coachingsitzungen fällt. Sogar im vertraulichen Einzelgespräch täten sich ihre Klienten oft noch schwer, eine drohende Überforderung einzugestehen – selbst wenn sie stark gefährdet seien. So stelle sie immer wieder fest, dass der letzte längere Urlaub der Wissenschaftler Jahre zurückliege.

      Universitäten in Berlin, Bochum oder Braunschweig bieten solche Coachings seit einiger Zeit für ihre neuen Professoren an. Für fast alle von ihnen war der Weg auf die Lebensstelle ein Marathon. Doch nach ihrer Berufung sollen sie jetzt erst recht aufdrehen. Wer dann nicht gelernt hat, mit seinen Kräften zu haushalten und das Leben neben der Uni nicht zu vergessen, ist gefährdet. Deshalb ist die Zeit einige Jahre nach der ersten Professur die gefährlichste biografische Phase. In den USA spricht man schon von der post-tenure depression.

      Immerhin: Langsam wächst das Bewusstsein für das Thema. Als erste Universitätsklinik hat die Berliner Charité erhoben, wie stark sich die Arbeitsverdichtung auf die Gesundheit des wissenschaftlichen Personals auswirkt. Die Studie erscheint voraussichtlich Anfang nächsten Jahres. Doch schon jetzt heißt es, die Ergebnisse seien „höchst alarmierend“. In Paderborn soll ein hochschulweites Bündnis gegen Depression entstehen. Die Präsidentin der Universität Göttingen, Ulrike Beisiegel , versprach den Wissenschaftlern in ihrer Antrittsrede Anfang dieses Jahres, sie wolle für eine „gezielte Entschleunigung“ sorgen.

      Charlotte Petri hat die Forderung für ihr Leben bereits umgesetzt. Demütiger sei sie geworden, sagt sie, und weniger ehrgeizig. Ob sie zwei oder drei Aufsätze im Jahr publiziere, sei ihr mittlerweile egal. Dennoch ist die Angst geblieben vor einem erneuten Zusammenbruch. Das Gefühl wird sie noch lange begleiten.

      DIE ZEIT: Sie erforschen, wie die Beschleunigung in Arbeit und Alltag Menschen unter Druck setzt, sie im schlimmsten Fall krank macht. Warum sind auch Professoren davon betroffen? Denen kann doch niemand vorschreiben, was sie zu tun und zu lassen haben.

      Hartmut Rosa: Theoretisch sind Professoren weitgehend Herren ihrer Zeit. Dennoch ist auch unsere Arbeitsverdichtung in den vergangenen Jahren enorm gestiegen . Zudem haben sich die Anerkennungsmechanismen für Hochschullehrer grundsätzlich gewandelt: Nicht mehr ihre Position zählt, sondern ihre Leistung.

      ZEIT: Kann sich ein Professor also nicht mehr mit seinem einmal erworbenen Status begnügen?

      Rosa: Als ich meine Habilitation abschloss, dachte ich: So, das war die letzte Prüfung in meinem Leben. Doch bald musste ich feststellen, wie falsch ich damit lag. Eigentlich werde ich bei jeder Evaluation, jedem Antrag auf Forschungsgelder wieder neu geprüft. Als Bewertungsmaßstab wird dabei zunehmend nicht mehr die gesamte Forscherkarriere angelegt, sondern das, was ich in den vergangenen zwei, drei Jahren geleistet habe. Ein Hochschullehrer muss immer beweisen, dass er seine Position zu Recht innehat.

      ZEIT: Dieses Schicksal teilen Sie mit vielen gut verdienenden Beschäftigten.

      Rosa: Ich behaupte auch nicht, dass Professoren besonders leiden. Nur ist dieser Druck, bestimmte Ergebnisse zu produzieren, relativ neu. Bis vor wenigen Jahren zum Beispiel mussten Geistes- und Sozialwissenschaftler keine Drittmittel einwerben. Sie konnten es, aber es bestand keine Pflicht dazu. Heute ist das anders. Wenn ich jetzt irgendetwas von meiner Hochschulleitung möchte, kommt sofort die Gegenfrage: Was haben Sie in der letzten Zeit für die Universität an Forschungsgeldern reingeholt?

      ZEIT: Hochschullehrer werden aus Steuermitteln bezahlt. Leistungskontrollen sind deshalb legitim.

      Rosa: Problematisch wird es, wenn unsere Arbeit so gut wie nur noch an Kennzahlen – Drittmittel, Promotionen, Veröffentlichungen – gemessen wird. Das ist zurzeit der Fall. Zudem soll der Output möglichst von Jahr zu Jahr steigen. Das Hamsterrad dreht sich immer schneller, denn jeder erfolgreiche Antrag in diesem Jahr steigert das Problem im nächsten: Man sollte sich möglichst selbst übertreffen, in jedem Fall aber andere Professoren.

      ZEIT: Das nennt sich Wettbewerb.

      Rosa: Es gibt auch einen ruinösen Wettbewerb, der dem System schadet. In jedem Fall sorgt er für eine Entsolidarisierung und schlechte Stimmung. Denn mein Erfolg ist eine Bedrohung für den Kollegen, der sich die Frage gefallen lassen muss, warum er weniger Geld einwirbt.

      ZEIT: Viel mehr aber auch nicht, Sanktionen muss er keine fürchten.

      Rosa: Aber er verliert an Image und immer häufiger auch Geld, da durch die leistungsabhängige Bezahlung, die mittlerweile überall gilt, auch die Gehaltssteigerungen von Hochschullehrern an Kennzahlen geknüpft werden.

      ZEIT: Der effektivste Weg eines Professors, seinen Verdienst zu steigern, bleibt weiterhin die Bleibeverhandlung mit seiner Heimatuniversität, wenn er ein anderes Angebot erhält. Daran hat sich nichts geändert.

      Rosa: Auch hier steigt der Druck. Früher galt eine Regel: Ein Professor, der einen Lehrstuhl neu besetzte, musste für mehrere Jahre dort bleiben. Für andere Hochschulen war er sozusagen gesperrt. Diese Vorschrift hat man in vielen Bundesländern aufgehoben. Die Folge ist nun, dass die Zahl der gegenseitigen Abwerbeversuche enorm steigt. Ich traf neulich einen recht erfolgreichen Kollegen, den drei Rufe gleichzeitig ereilt hatten. Der Druck, sich entscheiden zu müssen, hat ihn so fertiggemacht, dass er überlegt hat, psychologische Hilfe in Anspruch zu nehmen.

      ZEIT: Er hätte sich auch über die Anerkennung freuen können.

      Rosa: Hat er sicherlich auch. Gleichzeitig hat er sich aber gewünscht, nicht immer neu über seine Zukunft entscheiden zu müssen, sondern einfach in Ruhe arbeiten zu können. Ich beobachte, dass die Beschleunigung zu einer Entwertung unserer Arbeit führt.

      ZEIT: Inwiefern?

      Rosa: Die Aufgabe der Wissenschaft, Fragen zu stellen und über viele Jahre hinweg an deren Beantwortung zu arbeiten, tritt zunehmend in den Hintergrund. Heute entfacht die Konstruktion eines Forschungsprojektes und die Suche nach Geldgebern mehr Leidenschaft als die Forschung selbst. Wir haben mittlerweile ein libidinöses Verhältnis zum Schreiben von Drittmittelanträgen. Das gleiche Problem stellt sich für die Forschungsergebnisse. Alle publizieren immer mehr, mit der Folge, dass immer weniger gelesen wird. Man schreibt und schreibt und schreibt, erhält jedoch kaum eine inhaltliche Reaktion. Da beschleicht einen das paradoxe Gefühl, immer mehr zu veröffentlichen und gleichzeitig immer irrelevanter zu werden.

      ZEIT: Sie dürften das Problem weniger haben. Ihre Forschung wird stark wahrgenommen.

      Rosa: Das Interesse schmeichelt mir natürlich. Es zieht jedoch auch Arbeit nach sich, die mich wiederum vom Forschen abhält. Ich werde in Gremien gewählt, soll die Publikationen anderer Wissenschaftler begutachten, werde um Empfehlungsschreiben für irgendwelche Stipendien gebeten oder von den Medien angefragt. Die Liste ist niemals abzuarbeiten. Jeden Tag geht man schuldig ins Bett.

      ZEIT: Wie schützen Sie sich?

      Rosa: Ich versuche, mich nicht mehr schuldig zu fühlen, selbst wenn ich ein wichtiges Gutachten nicht geschrieben habe oder einem Journalisten erst zwei Wochen nach seiner E-Mail antworte. Eine individuelle Verweigerungsstrategie ist überlebensnotwendig. Besser wäre natürlich, wenn sich am System etwas änderte.

      ZEIT: Was zum Beispiel?

      Rosa: Grundsätzlich sollten die Universitäten den Professoren wieder mehr Vertrauen entgegenbringen. Die meisten Hochschullehrer haben ein hohes Arbeitsethos. Die drei, vier faulen Professoren, die es auch gibt, kann man da durchaus verkraften. Zudem braucht Forschung mehr Ruhe und Zeit, um Früchte zu tragen. Ein gutes Buch erfordert in meinem Fach schon einmal fünf oder mehr Jahre, bis es fertig ist. Und das ist es doch, was die meisten Wissenschaftler langfristig wollen: Nicht 30 Aufsätze und Bücher in einer Publikationsliste aufzählen zu können, sondern die eine Veröffentlichung vorzuweisen, die noch in 30 Jahren gelesen wird.

      ZEIT: Die Deutsche Forschungsgemeinschaft möchte bei Anträgen von Wissenschaftlern seit einiger Zeit nur die fünf wichtigsten Publikationen genannt bekommen . Ein richtiger Schritt?

      Rosa: In jedem Fall, ich hatte Ähnliches schon vor Jahren vorgeschlagen. Das Ganze hat jedoch einen Haken. Die Gutachter, welche die Anträge bewerten sollen, umgehen die Regelung jetzt, indem sie auf der Website der Antragsteller nachschauen, was diese sonst noch so veröffentlicht haben. Das zeigt, dass es wenig bringt, nur an einer Stellschraube zu drehen.

      Während einerseits die outputorientierte Mittelvergabe und die Besoldung der Professoren die Effizienz der Universitäten gesteigert hat, geht damit aber auch ein erhöhter Leistungsdruck und ein Gefühl der Fremdbestimmung für Professoren einher. Vor diesem Hintergrund analysiert der Beitrag nicht nur die Burnout-Gefahr von 329 Professoren an deutschen Hochschulen, sondern vielmehr, inwieweit ein Burnout die Qualität in Forschung und Lehre der betroffenen Professoren beeinflusst. Ausweislich ihrer Modellschätzungen finden die Verfasser, dass ausgebrannte Professoren weniger publizieren, weniger Drittmittel akquirieren aber keine schlechtere Lehre organisieren.     • Arbeitsbedingungen an Universitäten: Weg mit den Lehrstühlen!

      In der Hoffnung, irgendwann eine Professur zu bekommen, lassen sich junge Wissenschaftler auf extrem schwierige Arbeitsbedingungen ein. Gegen die jahrelange Unsicherheit protestieren inzwischen nicht nur Doktoranden und Postdocs, sondern auch junge Professoren wie die Psychologin Jule Specht. Gemeinsam mit anderen Mitgliedern der Jungen Akademie schlägt sie deshalb vor, die Hochschulen umzubauen. Ihre Forderung lautet: Departments statt Lehrstühle.

      Stellen Sie sich vor: Sie arbeiten Vollzeit, bekommen aber nur eine halbe Stelle bezahlt. Nicht weil es Ihnen an Qualifikation mangelt – im Gegenteil, Sie gehören zu den am besten ausgebildeten Menschen im Land, haben studiert oder sind sogar promoviert. Sie tun das unter anderem deshalb, weil Ihr Vertrag nur noch wenige Monate läuft und die Anschlussfinanzierung ungesichert ist. Aus diesem Grund zögern Sie auch die Gründung einer Familie hinaus. Schließlich pendeln Sie wöchentlich einmal quer durch die Republik, um Partnerin oder Partner zu sehen. Seit Jahren schon. Mal in die eine, mal in eine andere Stadt. Alles in allem ist das weder eine gute Basis für Familiengründung und Work-Life-Balance noch für Muße zu guten Ideen und ambitionierten Projekten.

      Was in vielen Arbeitsbereichen undenkbar scheint, ist in der Wissenschaft Alltag. Ein Beispiel: Eine Doktorandin arbeitet als wissenschaftliche Mitarbeiterin durchschnittlich um die 40 Stunden pro Woche, oftmals auf halben Stellen, und erhält dafür laut des Bundesberichts Wissenschaftlicher Nachwuchs ein Nettoeinkommen von durchschnittlich 1.261 Euro. Also etwa 7,50 Euro pro Arbeitsstunde. Auch nach der Promotion wird es oft nicht besser: immer wieder Befristungen, Jobwechsel, Pendeln, Umziehen. Außerdem sind viele Stellen inhaltlich einem Lehrstuhl untergeordnet, also keineswegs frei in Forschung und Lehre.

      Planbarkeit fürs Leben, Freiheit für die Forschung

      Auf diese schwierigen Bedingungen lassen sich viele junge Wissenschaftlerinnen und Wissenschaftler ein – in der Hoffnung, irgendwann eine unbefristete Stelle zu bekommen. Das Problem: Diese Jobs gibt es kaum noch. Zum einen, weil die Wissenschaft immer stärker durch Drittmittel gefördert wird: Die so finanzierten Projekte und Stellen sind so gut wie immer befristet. Zum anderen werden auch die Grundmittel, die den Universitäten langfristig zur Verfügung stehen, immer häufiger für befristete Stellen eingesetzt, zurzeit 75 Prozent davon. Die Folge: Einer gleichbleibend geringen Anzahl an Professuren steht eine steigende Anzahl an befristet beschäftigten Wissenschaftlern gegenüber. Etwa vier von fünf hoch qualifizierten Wissenschaftlerinnen gehen letztendlich leer aus – nachdem sie über viele Jahre hinweg hohe Leistung gezeigt haben und ihr Leben einem prekären Job untergeordnet haben.

      So kann es nicht weitergehen. Wir müssen jungen Wissenschaftlerinnen früher Sicherheit und Planbarkeit geben und gleichzeitig mehr Freiheit für ihre Forschung und Lehre. Der Schlüssel dazu ist, wissenschaftliche Arbeit anders zu organisieren. Im bisherigen Lehrstuhlsystem kann lediglich ein Bruchteil, nämlich etwa 13 Prozent der Wissenschaftler, als Professorin oder Professor frei forschen und lehren und auf oftmals unbefristeten Stellen arbeiten. Sie sind die „Sonnenkönige“ des Systems und genießen viele Privilegien. Der Rest gehört zum wissenschaftlichen Mittelbau, arbeitet also meist in Unsicherheit und Abhängigkeit von den Lehrstuhlinhaberinnen und -inhabern. Um das zu ändern, sollten wir uns von den Lehrstühlen verabschieden – zugunsten einer Departmentstruktur.

      Die Rolle der Professoren verändert sich

      In einer Departmentstruktur gibt es mehr Professuren und weniger Mittelbau. Zentrale Entscheidungen über Ressourcen, Einstellungen und Entfristungen liegen nicht mehr bei einzelnen Lehrstuhlinhabern, sondern sie können im Department gemeinsam getroffen werden: entweder bei regelmäßigen Treffen – oder das Department wählt demokratisch Verantwortliche für einzelne Entscheidungsbereiche. Die wissenschaftliche Laufbahn beginnt bei einer Departmentstruktur in Graduiertenzentren. Diese Zentren, an denen die Doktorandinnen und Doktoranden promovieren, sind dem gesamten Department und nicht einzelnen Professuren zugeordnet. Als nächster Karriereschritt kann nach der Promotion eine befristete Professur folgen, die bei hervorragender Leistung in Forschung und Lehre entfristet wird – sogenannte Tenure-Track-Professuren. So entstehen früher als bisher langfristige Perspektiven. Und statt jahrelanger Wechsel zwischen unterschiedlichen Universitäten und Lehrstühlen wird die wissenschaftliche Karriere nach der Promotion auch innerhalb einer Universität möglich.

      In einer Departmentstruktur ändert sich die Professorenrolle erheblich. Professorinnen sind weniger Wissenschaftsmanagerinnen als aktiv Forschende, die im engen Austausch mit den Studierenden lehren. Die zahlreichen Aufgaben bei Prüfung und Begutachtung, Betreuung und Personalführung, Transfer und Selbstverwaltung verteilen sich auf mehr Schultern, was die Professoren entlastet. Gleichzeitig werden die Kernaufgaben in Forschung und Lehre gestärkt. Davon profitieren auch die Studierenden: Sie lernen bei Menschen, die Erfahrungen in der Lehre sammeln und darauf aufbauen können, anstatt bei Dozentinnen und Dozenten, die von Semester zu Semester wechseln.

      Junge Wissenschaftler beklagen prekäre Arbeitsbedingungen, die Uni-Chefs halten dagegen: Befristungen müssen sein! Jetzt wird der Streit endlich ausgetragen, sogar im Kino.

      Das akademische Leben in Deutschland hat es ins Kino geschafft. Weitermachen Sanssouci heißt der Film, eine Satire. Überzeichnete Figuren, skurrile Dialoge. Ein Zerrbild der Universität, das allerdings all jenen, die dort arbeiten, höchst realistisch anmuten dürfte. Präzise seziert der Regisseur Max Linz die Frage: Ist der wissenschaftliche Sektor ein guter Arbeitgeber?

      Der Film kommt zu einem Zeitpunkt, da es in vielen Wissenschaftlerseelen kocht. Denn die Kanzlerinnen und Kanzler der Universitäten (das sind jene, die das Geld verwalten) haben gerade die viel diskutierte „Bayreuther Erklärung“ veröffentlicht. Darin fordern sie, dass sich die Universitäten offensiv zu befristeten Arbeitsverträgen bekennen – und damit das glatte Gegenteil dessen, was die jungen Wissenschaftler derzeit unter dem Schlagwort #FrististFrust erstreiten wollen: mehr Entfristungen. Der Konflikt spaltet die Wissenschaft. Ein Zusammenschluss wissenschaftlicher Mitarbeiterinnen und Mitarbeiter sprach von einer „Bayreuther Bankrotterklärung“; die Gewerkschaften halten die Hochschulleitungen für „verantwortungslos“. Letztere aber sind dankbar für die klare Ansage, die das Papier macht.

      Die Schmerzpunkte des Wissenschaftsbetriebs sind vielfältig, auch im Film: Die Professorin Brenda Berger, gespielt von Sophie Rois, leitet in Berlin ein – Achtung, hier setzt die Satire schon ein – Institut für Simulationsforschung. Es soll abgewickelt werden, falls es nicht positiv evaluiert wird. Nervös flattert Berger durch ihr Büro, beruft Teamsitzungen ein, engagiert eine Unternehmensberaterin, um „Workflow und Feedback zu optimieren“. Die Universität ist hier keine Bildungsstätte voll erleuchteter Geistesmenschen. Stumpf stehen die Wissenschaftler vor ihren Studierenden, eifrig dienen sie sich den Geldgebern an: Wie wäre es, schlägt eine junge Wissenschaftlerin vor, den Forschungsbericht in Bast zu binden? „Das sieht dann direkt nach was aus.“

      Bergers Mit- und Gegenspielerin ist ihre Doktorandin Phoebe Phaidon (Sarah Ralfs). Eine 28-Prozent-Stelle bietet Berger ihr an, „das ist nicht besonders anspruchsvoll“; nur ein paar „administrative Dinge“ müsse sie erledigen, ansonsten wäre Zeit, sich „einzulesen, die Richtung zu sondieren“. Denn Zeit, betont Berger, sei „die wichtigste Ressource im Leben einer Wissenschaftlerin“. Die Miete bezahlen kann man davon freilich nicht, wie beide wissen, und derweil Phoebe sich auf ihrem Stuhl windet ("Ich, ähm, hmmm"), schweift Berger gedanklich ab. In süffisantem Ton legt sich die Stimme von Sophie Rois über das Vorstellungsgespräch: „Sie war eine jener hoch qualifizierten jungen Leute, bei denen man sich fragte, warum sie nie etwas gegen ihre Situation unternahmen. Ihre Arbeit jedenfalls machten sie gut.“

      Der Zielkonflikt ist klar, im Film wie in der Realität. Hier die Professorin, eine von 48.000 – dort jene hoch qualifizierten jungen Leute, das sind rund 300.000 Menschen, die das Statistische Bundesamt als Doktoranden und wissenschaftliches Personal unterhalb der Professur erfasst. 93 Prozent dieses Nachwuchses sind befristet angestellt. Etwa die Hälfte dieser Arbeitsverträge läuft weniger als ein Jahr. Auf die Einjahresstelle folgt eine siebenmonatige Projektverlängerung, ein zehnmonatiger Anschlussvertrag, eine zweimonatige Elternzeitvertretung – und so fort, über Jahre, Institutionen, Städte hinweg. Wer von den Hunderttausenden es schließlich auf eine Lebenszeitprofessur schafft, entscheidet sich im Schnitt erst mit 42 Jahren: zu einem Zeitpunkt, da der außerakademische Sektor mit hoch spezialisierten Wissenschaftlerinnen kaum mehr etwas anzufangen weiß (und umgekehrt).

      Nach „Ich will mich nicht künstlich aufregen“ verschaltet Max Linz in seinem zweiten Spielfilm am Beispiel des fiktiven Instituts für Kybernetik der Berliner Universität die Simulation des Klimawandels mit der Wirklichkeit der Universitätsbetriebs, um auf komödiantische Weise die Frage zu stellen, wann man sich darauf geeinigt hat, dass der Zukunftshorizont sich auf die nächste Deadline verengt und Befristung die einzige Kontinuität ist.

      Selbstverständnis

      Wie könnte eine kämpferische Gewerkschaft für den Hochschulbereich aussehen? Darüber machten sich ab Anfang 2015 einige Menschen aus verschiedenen Statusgruppen der Uni Frankfurt Gedanken. Im April 2016 ging diese Initiative dann an die Öffentlichkeit. Im November 2016 erfolgte dann die Gründung einer alternativen Hochschulgewerkschaft für die Goethe-Universität Frankfurt. Ihr Ziel ist es, die Verhältnisse nicht einfach mitzuverwalten, sondern sie umzugestalten.

      Arbeitsbedingungen werden prekarisiert und Stellen abgebaut, Arbeiten outgesourct und Belegschaften gespalten, Zwang im Studium erhöht und kritische Inhalte verdrängt, die soziale Selektion verschärft und Bildung der Verwertung von Humankapital unterworfen… Weder die Vertretungen der Beschäftigten noch die Proteste von Studierenden konnten dem etwas entgegensetzen. Es fehlt ein organisatorisches Herzstück, welches die Kräfte und Kämpfe bündelt. Vor allem mangelt es an einer Gewerkschaftspolitik, welche die Machtstrukturen an den Hochschulen aufbricht, die jene Entscheidungen bedingen.

      Macht von unten aufbauen

      Grundsätzlich bedarf es einer Organisation, die Einfluss auf Alltag und Struktur der Hochschulen nimmt sowie Erfahrungen aus Kämpfen weitergibt – und das kontinuierlich. Wir orientieren uns dabei am Konzept einer inklusiven Basisgewerkschaft, wie es aus anderen Ländern bekannt ist. In ihr soll Platz sein für alle, die sich gegen die Verhältnisse wehren und sie überwinden wollen – unabhängig von ihrer Statusgruppe. Ob WiMis, Reinigungs- und Mensakräfte, Hilfskräfte, Lehrbeauftragte, Studierende oder Verwaltungsangestellte – wir brauchen eine föderale Gewerkschaft, in der die Basis koordiniert agiert.

      Gewerkschaft anderen Typs

      Unsere Vorstellungskraft reicht aus, um gewerkschaftliche Praxis auch jenseits der hierarchisch organisierten Sozialpartnerschaft zu denken. Die Gewerkschaftsbasis soll selbst über Aufgaben, Forderungen und Vorgehensweisen entscheiden. So soll ein Raum geschaffen werden, in dem wir uns ermächtigen und Solidarität miteinander üben. Dabei interessiert uns mehr als die Arbeitsbedingungen. Unser Ziel ist eine soziale Hochschule in basisdemokratischer Selbstverwaltung: Ihre Angehörigen sollen gleichberechtigt mitbestimmen, ihr Profil nicht von wirtschaftlichen Interessen bestimmt sein.

      Blick über den Tellerrand

      Als Beschäftige und Studierende an der Hochschule ist diese der Ausgangspunkt für unsere eigenen Kämpfe. Allerdings funktioniert sie nicht losgelöst vom Rest der Gesellschaft, deren Herrschaftsverhältnisse uns stets in Gestalt materieller Zwänge entgegenschlagen. Die Chancen auf eine soziale Neuausrichtung der Hochschule, ja des Bildungsbereiches generell erhöhen sich daher, wenn sich unsere Kämpfe mit denen in anderen Gesellschafts- und Lebensbereichen verbinden. Wir suchen daher aktiv den Kontakt mit anderen Initiativen, Netzwerken und Organisationen – lokal, überregional und international.

      Alle Interessierten sind herzlich dazu eingeladen, zum Gelingen der Organisation beizutragen. Kommt vorbei zu den Treffen unserer Gewerkschaft und bringt euch ein! Öffentliche Termine könnt ihr unserem Kalender entnehmen.     In 2017, the prosecutor for the #International_Criminal_Court (#ICC), Fatou Bensouda, asked to open an investigation into war crimes and crimes against humanity in Afghanistan. She said these were carried out by all sides, including the U.S. and the U.S.-backed government.

    She said, “There is reasonable basis to believe that, since May 2003, members of the U.S. armed forces and the #CIA have committed #war_crimes of #torture and #cruel_treatment, outrages upon personal dignity, and rape and other forms of #sexual_violence pursuant to a policy approved by U.S. authorities.” And she submitted more than 20,000 pages of evidence to back up her charges.

    But no surprise – the U.S. blocked this investigation. First, they revoked Bensouda’s visa, effectively kicking her out of the country. Then, in April of this year, the judges at the court rejected her request to investigate. They noted that they have been unable to get the U.S. to cooperate, and said the ICC should “use its resources prioritizing activities that would have a better chance to succeed.”

    Yes, the ICC has a better chance of “success” – but only if its investigations fit the interests of U.S. #imperialism!

      #Mogherini was questioned about the EU’s strategy of outsourcing the migration crisis to foreign countries such as Libya and Turkey, which received billions to prevent Syrian refugees from crossing to Greece.

      She said the situation was different on two counts: first, the migrants stranded in Libya were not legitimate asylum seekers like those fleeing the war in Syria. And second, different international bodies were in charge.

      “When it comes to Turkey, it is mainly refugees from Syria; when it comes to Libya, it is mainly migrants from Sub-Saharan Africa and the relevant international laws apply in different manners and the relevant UN agencies are different – the UNHCR on one side, especially in Turkey, and the IOM especially in Libya.”

    • Commission européenne - Fond fiduciaire d’urgence pour l’Afrique - Nouveaux programmes

      Trois nouveaux programmes d’un montant de 29,6 millions d’euros ont été adoptés dans le cadre du Fonds fiduciaire d’urgence de l’UE pour l’Afrique. Ces programmes complètent l’action de l’UE visant à relever les défis de la migration en Méditerranée. Ces nouveaux programmes intensifieront le travail en cours de l’UE pour renforcer la protection des migrants, soutenir leur réintégration durable et permettre une augmentation du nombre de retours volontairement assistés depuis la Libye. Ils contribueront également à la lutte contre les réseaux criminels dans la région.

      Three new programmes worth €29.6 million have been adopted in the framework of the EU Trust Fund for Africa as part of EU work in addressing migration challenges in the Mediterranean. A set of priorities for 2018 have also been agreed.

      These new programmes will step up the EU’s ongoing work to strengthening protection of migrants, support sustainable reintegration and provide assisted voluntary returns. The programmes will also contribute to fight criminal networks across the region.

      High Representative/Vice-President Federica Mogherini said: “Last week we established a joint EU/AU/UN Task Force to accelerate our work to protect migrants and refugees and fight the criminal networks. With these new programmes, we will step up our commitments, save lives, guarantee the respect of human rights and of international standards, provide alternatives to those wishing to return to their homes and support to host communities. We already assisted over 14,000 people stranded in Libya to return and will support an additional 15,000 returns by February 2018. And we will support our partners to counter traffickers and smugglers, assisting them in bringing peace and security to the region.”

      Commissioner for European Neighbourhood Policy and Enlargement Negotiations Johannes Hahn said: “The current challenges in the Mediterranean Sea remain a top priority for the European Union. The EU Trust Fund for Africa continues to take action to tackle the root causes of irregular migration and to defend the rights of people who risk falling into the hands of traffickers and smugglers. With our new programmes, we will help dismantle criminal networks in North of Africa, support migrants who wish to return to their home countries and facilitate access for migrants to legal advice. We will also promote socio-economic integration in Morocco and will foster socio-economic development of the Libyan Municipalities”.

      Regional programme - Facility for Migrant Protection and Reintegration in North Africa, €10 million

      This programme will be implemented by the International Organisation for Migration (IOM), and will further contribute to the ongoing efforts under the assistance voluntary return scheme. It will strengthen protection of migrants, support sustainable reintegration systems in North Africa and provide assisted voluntary return to migrants wishing to return to their home from Northern Africa. This Facility is conceived as a regional flexible mechanism able to adapt to the specific needs of the countries. This is yet another action towards enhancing support to stranded migrants as well as reinforcing national return and reintegration systems across the North of Africa region.

      Regional programme - Dismantling the criminal networks operating in North Africa and involved in migrant smuggling and human trafficking, €15 million

      This project will focus on regional dimension of fight against smugglers and traffickers. It will target the public sector of the countries in the region (in particular the Ministries of Interior, Justice, Finance, and Health). Under this programme, implemented by the United Nations Office on Drugs and Crime (UNODC), capacity-building as well as light equipment, such as IT and forensic tools, will be provided to actors dealing with law enforcement and criminal justice. The final beneficiaries will be the general public, victims of trafficking, smuggled migrants, and families of the latter two categories.

      Morocco - Legal Empowerment for migrants, €4.58 million

      This programme implemented by the Belgian Technical Cooperation will reinforce the protection and resilience of migrants and refugees, displaced persons and host communities in Morocco. Whilst strengthening awareness on their rights and access to legal counselling, the project will also contribute to promote the socio-economic integration of migrants and facilitate migrants’ integration in the Moroccan society. This is a new very specific action complementing the EU support to the implementation of the Moroccan National Strategy on Migration (SNIA). The programme will support actors who help migrants and refugees access to their rights, such as lawyers, students, civil society associations and justice staff. It will develop and create legal clinics in Rabat, Casablanca, Tanger and Oujda.

      Objectives for 2018

      The Commission also outlined the priorities of the EUTF/North of Africa window for 2018. The situation in Libya will remain a top priority, with on the one hand increased efforts for the protection of migrants and refugees, including through the support for additional assisted voluntary returns and support for evacuation of the most vulnerable ones (in line with the recent decision of the EU-African Union summit); and on the other hand support to host communities. More specifically, funding will be provided to the UNHCR’s evacuation mechanism through the EUTF and discussions with the IOM on additional measures under the assisted voluntary return scheme are being finalised. The Commission is also working together with Italy on a new initiative to be presented to the Operational Committee early in 2018, which is aimed at fostering the socio-economic development of the Libyan Municipalities, on the basis of needs of local authorities and in close coordination with the PC/Government of National Accord (GNA).

    • A ‘blind spot’ in the migration debate? International responsibility of the EU and its Member States for cooperating with the Libyan coastguard and militias

      The discussion on the restrictive migration management policies of the European Union (EU) and its Member States (MS) has so far focused on the potential violation of the primary rules of international law that determine the conduct of subjects of international law. The question of applicability of the secondary rules of international responsibility that provide for the consequences of the commitment of a wrongful act has attracted less attention. The main question in the current context is whether the cooperation of the EU and its MS with the Libyan coastguard and militias with the view of stemming irregular migration flows to Europe generates international responsibility for the above actors. More specifically, it is asked whether there is an autonomous basis in the law of international responsibility for holding the EU and its the MS responsible for the violations of human rights occurring in Libya, even if they do not exercise directly jurisdiction over migrants. Three aspects of this theme will be developed here: first, the nature and scope of the cooperation of the EU and its MS, in particular Italy, with the Libyan authorities, coastguard and militias in view of restricting the access of migrants to the EU; second, the extent of human rights violations of migrants in Libya; and third, the alleged complicity and responsibility of the EU and MS for the violations of these rights.

    • L’Europe affirme que la formation des gardes-côtes libyens avance

      La formation des gardes-côtes libyens, notamment pour le sauvetage de migrants, avance, a déclaré jeudi à Tunis le commandant de l’opération navale européenne Sophia, chargée de lutter contre les passeurs.

      « La formation se passe bien », a affirmé Enrico Credendino, commandant de la force navale européenne en Méditerranée (Sophia).

      « Les gardes-côtes libyens ont été très actifs, en particulier au cours du second semestre 2017. Ils ont secouru beaucoup de migrants, presque 18.000 alors qu’en 2015 par exemple, ils en avaient secouru seulement 800 », a-t-il précisé.

      Lancée en 2015 par l’UE, l’opération navale Sophia est chargée de lutter contre les passeurs et de former les gardes-côtes libyens.

      Sa mission a été reconduite en juillet par le Conseil européen jusqu’en décembre 2018.

      Déchirée par les rivalités entre groupes armés et les autorités qui se disputent le pouvoir, la Libye a sombré dans le chaos depuis la chute du régime de Mouammar Kadhafi en 2011.

      Des centaines de milliers de migrants, certains fuyant des conflits, d’autres la pauvreté tentent de traverser la Méditerranée depuis la Libye pour rejoindre l’Europe. Depuis le début de l’année, au moins 337 d’entre eux sont morts ou disparus au large de la Libye, selon l’Organisation internationale des migrations.

    • Migranti, gli occhi della Libia sui radar europei nel Mediterraneo

      A dicembre 2016 un ufficiale di collegamento della guardia costiera libica è entrato nel cuore del #Sea_Horse_Mediterranean_Network, il sistema di monitoraggio dell’Unione per il controllo delle frontiere Sud del Mediterraneo e che vede in prima linea l’Italia. Ma il governo libico era ritenuto inaffidabile dalla Commissione Ue nel 2015 ed escluso dal progetto. Ora perché è coinvolto? E a quale titolo?

      Occhi elettronici. Radar potenti e sofisticati. Satelliti militari in grado di scansionare ogni centimetro quadrato del Mediterraneo centrale, quel pezzo di mare tra la Libia e l’Italia divenuto tomba per migliaia di migranti, morti mentre cercavano di fuggire alle guerre dei loro paesi e alle torture dei carcerieri libici. Mezzi straordinariamente potenti, soprattutto se messi in rete, formando un flusso di dati in grado di salvare vite – avvistando ogni piccolo gommone che tenta la traversata – e di bloccare i traffici. Non solo di esseri umani, ma anche di petrolio, droga, armi. Si chiama Sea Horse Mediterranean Network ed è l’asset più prezioso della rete di controllo della frontiera sud dell’Europa.

      Un progetto costato milioni di euro, promosso direttamente dall’Unione europea e che vede un ruolo da protagonista dell’Italia. Una rete che – stando a documenti consultati da Famiglia Cristiana – potrebbe però cadere in pessime mani. Quelle delle milizie libiche, ovvero le forze di Tripoli che compongono quella stessa Guardia costiera pronta ad usare le armi contro le Ong, accusata un anno fa dalle Nazioni Unite di essere stata complice in alcuni casi degli stessi trafficanti. Il progetto in origine riguardava l’area dell’Atlantico. La responsabilità, in quel caso, era stata affidata alla Guardia Civil spagnola e l’area interessata era sostanzialmente il tratto di mare a sud delle Canarie, una delle rotte delle migrazioni via mare attive fino a una decina di anni fa. Il sistema permette di «scambiare informazioni via satellite per combattere l’immigrazione irregolare via mare», si legge in un documento delle autorità spagnole che abbiamo consultato, creando dei punti di contatto in ogni paese coinvolto «per accedere a questa rete sicura».

      Le informazioni raccolte sono estremamente sensibili e costituiscono una base di conoscenza e di intelligence sicuramente strategica. Dopo l’avvio di una prima fase sulla zona atlantica, il progetto Sea Horse punta, dal 2015, al Mediterraneo. Tre i paesi del nord Africa coinvolti: l’Egitto, la Tunisia e la Libia. Nel novembre del 2015 il commissario europeo Dimitris Avramopoulos aveva risposto ad una interrogazione delle deputate europee Sabine Lösing e Cornelia Ernst (GUE/NGL), spiegando che il progetto era in una fase di stallo. Il problema principale riguardava proprio la Libia: «A causa della situazione d’insicurezza e alla mancanza di stabilità del governo nazionale libico – si legge nella risposta all’interrogazione pubblicata sul sito del Parlamento europeo – tutte le attività per installare il #National_Contact_Point in Libia sono sospese. Di conseguenza le autorità libiche interessate non sono collegate al #Mebocc, che sarà ospitato dal centro di coordinamento italiano per la sorveglianza delle frontiere».

      La sigla Mebocc sta per #Mediterranean_Border_Cooperation_Center, ed è il cuore della rete di controllo del mare tra Italia e Libia. La collocazione di questo centro, come ha spiegato il commissario europeo, è prevista nel nostro paese, con un backup a Malta. Tutto, però, sembrava fermo fino al novembre del 2015.

      Alla fine del 2016, dopo il cambio ai vertici del ministero dell’Interno e l’arrivo di Marco Minniti, il progetto ha subito un’accelerazione. Nella “Relazione sulla performance per il 2016” del Viminale c’è un paragrafo dove si annuncia l’operatività del progetto: «L’infrastruttura satellitare», si legge nel documento, «è stata installata nel #Centro_Interforze_di_Gestione_e_Controllo (#CIGC) #SICRAL di Vigna di Valle, teleporto principale del Ministero della Difesa, mentre presso il Centro Nazionale di Coordinamento per l’immigrazione “Roberto Iavarone” – #EUROSUR, sede del MEBOCC, sono stati installati gli altri apparati funzionali alla rete di comunicazione. Al 31 dicembre 2016, quello dell’Italia risultava essere l’unico nodo realmente attivo e pronto per le comunicazioni».

      Tutto pronto, dunque, per operare. Pronto e operativo, a quanto sembra, era anche il governo libico, che solo un anno prima veniva definito instabile dalla Commissione europea. Si legge nel rapporto del Ministero dell’Interno, documento che Famiglia Cristiana ha consultato: «Si segnala inoltre che nel 2016, nell’ambito del progetto Sea Horse Mediterranean Network, quattro ufficiali della Guardia Costiera – Marina Militare Libica sono stati ospitati in Italia, in qualità di osservatori, uno presso l’#ICC - #International_Coordination_Center, altri due imbarcati sull’assetto spagnolo “#Rio_Segura” durante il mese di settembre e uno presso il Centro nazionale di coordinamento – EUROSUR della Direzione Centrale per l’Immigrazione dal 5 al 9 dicembre, con funzioni di collegamento con le autorità libiche e per migliorare/stimolare la cooperazione nella gestione degli eventi di immigrazione irregolare provenienti dalla Libia».

      Dunque un ufficiale di collegamento libico era presente nel cuore della rete europea di sorveglianza delle frontiere marittime del Mediterraneo poco più di un anno fa. Fatto che potrebbe avere come conseguenza la possibilità di accesso al sistema Sea Horse da parte del governo di Tripoli, impegnato, come abbiamo visto, nel respingimento in mare dei migranti che fuggono dal Nord Africa verso l’Europa. La sensibilità delle informazioni che il network raccoglie e gestisce è evidente. Un mese fa è stata presentata una seconda interrogazione al Parlamento europeo per capire se i libici già sono in grado di accedere ai dati dei satelliti che monitorano il Mediterraneo: «Dove, in Libia o in Italia, sono stati realizzati i Centri Operativi (ad esempio il Mebocc) e quali autorità o milizie sono coinvolte?», hanno chiesto i deputati Sabine Lösing e Cornelia Ernst. Al momento non hanno ottenuto nessuna risposta. La Libia è sempre più vicina.

    • EU Trust Fund for Africa: five new programmes adopted for the Sahel and Lake Chad region

      The European Commission has adopted five new programmes worth over €141 million under the EU Emergency Trust Fund for Africa.

      Commissioner for International Cooperation and Development Neven Mimica said: "Our new EU programmes, worth €141 million, are particularly focusing on important opportunities for young people. They will furthermore support our #G5-Sahel partners to strengthen development and stability in border areas, as well as help us to save more lives and fight human traffickers, who take advantage of vulnerable people’s despair. We also continue our actions to support partner countries to better manage migration and to develop civil registries. Those needs do not decrease, and the resources from the EU Trust Fund are quickly depleting”

      At the regional level, two programmes totalling €75 million will seek to shore up stability and youth participation in the G5 #Sahel countries (#Burkina_Faso, Chad, #Mali, Mauritania and #Niger). A new €70 million Emergency programme will increase people’s access to social services in border areas. The programme was designed under the Sahel Alliance and responds directly to the needs voiced by the G5 Sahel countries under the #Priority_Investment_Programme. Another €5 million will ensure the implementation of the second phase of “#The_Voices_of_young_people_in_the_Sahel” programme, which was launched in 2017 and contributes to integrating youth organisations into the processes of designing and implementing development and social policies.

      A new €7.6 million programme in Niger will further boost migrant protection on migratory routes and support host communities. Also in Niger, the ongoing AJUSEN budget support programme in the justice, security and border management sectors will receive an additional €10 million to continue this work.

      In Senegal, a €9 million initiative will help tackle criminal networks that are linked to irregular migration, migrant smuggling and human trafficking, and enhance regional cooperation in this area.

      In #Côte_d'Ivoire, a new programme worth €30 million will support the country’s ongoing efforts to create a coherent and robust civil registry system that will help improve the management of public policies, enable people to exercise their fundamental rights and improve their access to public services, including the facilitation of voluntary return and the sustainable reintegration of migrants.

      Last but not least, the #Technical_Cooperation_Facility covering all Trust Fund regions and the Research and Evidence Facility covering the Sahel and Lake Chad and the North of Africa regions have been reinforced with an additional amount of €12 million. In line with the evidence-based approach under the EU Emergency Trust Fund for Africa to ensure strategic and efficient interventions, this additional funding will facilitate more studies and research, as well as technical support when necessary.

      The five programmes adopted today bring the total number of programmes adopted since December 2015 for the Sahel and Lake Chad region to 91, with a total value of €1.7 billion.

      Background

      The EU Emergency Trust Fund for Africa was established in 2015 to address the root causes of instability, irregular migration and forced displacement. Resources currently allocated to this Trust Fund are €4.1 billion from EU institutions, European Member States and other donors.

      Today’s assistance adds to the 165 programmes already approved across the three regions (North of Africa, Sahel and Lake Chad region and Horn of Africa), worth a total of €3,157 million. These funds were divided up as follows: Sahel/Lake Chad €1,549 million (86 programmes); Horn of Africa €1,141.3 million (58 programmes); North of Africa €467.1 million (17 programmes). This amount includes 4 cross-region programmes (€145.1 million).

    They settled there in good faith; there’s a consensus on the settlement blocs; previous governments took care to build only on state land; it’s all the fault of the Palestinian law against selling land to Jews; property rights are sacred. These are few of the positions that have been tossed into the air in recent days, before and after the Knesset vote on the land expropriation law. The internal Israeli dispute created a cacophony of deceptions from both the bill’s supporters and its detractors from the center-right (Zionist Union, Yesh Atid). Both camps seemingly speak in parallel tracks that never meet, but only seemingly.
    The law’s supporters speak of good faith and of settlements without malice aforethought. If it was indeed in good faith, then how is it that the builders of the outposts have created rings upon rings of violent harassment around them and, with the aid of their private army (the Israel Defense Forces), prevent Palestinian farmers from reaching the parts of their land on which innocent mobile homes and villas have not yet been erected?
    The law’s detractors say that up to now, Israeli governments were careful not to establish settlements on privately owned land. Really? How many times do we have to repeat that this is a fiction? Beit El sits entirely on private land, as does Ofra. There are dozens more thriving settlements and outposts that were built in part or entirely on private Palestinian land that was seized for military needs – even after the Elon Moreh ruling of 1979, in which the High Court of Justice prohibited construction on privately owned land. Fertile agricultural lands were confined within the borders of settlements such as Elkana and Efrat, where they became recreation areas for Israeli walkers and lovers.
    The law’s supporters say that nowhere on earth is it impossible to purchase private land. But when British nationals buy homes in France and in Spain, it isn’t for the purpose of imposing British sovereignty.
    The law’s detractors make a distinction between state-owned land and privately owned land. A reminder: All seizure of land and construction in occupied territory, against the will of the conquered population, is illegal according to international law. The Jewish mind has come up with innumerable inventions, as the saying goes, in order to declare Palestinian-owned land as state land. Those for whom only private Palestinian ownership is sacred devalue international law and the tradition of sharing public land. They prove that to them, the Palestinians are a random collection of individuals, not a collective with historical, material and cultural rights to the area in which it was born and has lived for centuries, irrespective of any real estate classifications. The distinction between private and public, which the High Court of Justice makes with such joy, portrays the Palestinians as being entitled to live only within the crowded confines that conform to the records of the Land Registry Office. For us Jews, our Land Registry is with God.
    The law’s detractors say there’s a consensus on the settlement blocs and the land expropriation law messes things up for us abroad. Consensus? By whom? Not only the settlers but also the law’s detractors fail to count some six and a half million people, Palestinians, on either side of the Green Line (and us, a handful of Jewish Israelis). Both camps, the right and the center-right, simply do not see any problem with the fact that it is only the Jewish consensus that decides what will happen to both Jews and Arabs. After all, it’s been that way for decades, and that is the essence of the celebrated Jewish democracy.

    But yes, it is a problem. On the piece of land between the Jordan River and the Mediterranean Sea live two nations. There is a name for the reality in which a government that sees itself as representing only one nation determines the future of two nations and creates two separate and unequal systems of rights, laws and infrastructure, with the eager support of its people. It’s called apartheid – a crime according to the Rome Statute of the International Criminal Court, and also according to a global consensus that was created over the years.

Si c’était bien de bonne foi, alors comment les bâtisseurs des avant-postes ont-ils créé des anneaux sur des anneaux de harcèlement violent autour d’eux et, avec l’aide de leur armée privée (les Forces de défense israéliennes), empêcher les agriculteurs palestiniens d’atteindre le Parties de leurs terres sur lesquelles des maisons mobiles et des villas innocentes n’ont pas encore été érigées ?
      Les détracteurs de la loi disent que jusqu’à présent, les gouvernements israéliens ont pris soin de ne pas établir de colonies sur des terres privées. Vraiment ? Combien de fois devons-nous répéter que c’est une fiction ? Beit El se trouve entièrement sur un terrain privé, tout comme Ofra. Il y a des dizaines de colonies et d’avant-postes plus prospères qui ont été construits en partie ou entièrement sur des terres privées palestiniennes saisies pour des besoins militaires - même après la décision Elon Moreh de 1979, par laquelle la Haute Cour de justice a interdit la construction de terres privées. Les terres agricoles fertiles ont été confinées dans les limites des colonies comme Elkana et Efrat, où elles sont devenues des zones de loisirs pour les marcheurs et les amants israéliens.
      Les partisans de la loi disent que nulle part sur la terre il est impossible d’acheter des terres privées. Mais quand les Britanniques achètent des maisons en France et en Espagne, ce n’est pas dans le but d’imposer la souveraineté britannique.
      Les détracteurs de la loi font une distinction entre les terres appartenant à l’État et les terres privées. Rappel : Toute prise de terre et construction en territoire occupé, contre la volonté de la population conquis, est illégale selon le droit international. L’esprit juif est venu avec des inventions innombrables, comme le dit le dicton, afin de déclarer les terres appartenant à des Palestiniens comme des terres d’Etat. Ceux pour qui seule la propriété privée palestinienne est sacrée dévalorisent le droit international et la tradition de partage des terres publiques. Ils prouvent que pour eux, les Palestiniens sont une collection aléatoire d’individus, pas un collectif avec des droits historiques, matériels et culturels à la région dans laquelle il est né et a vécu pendant des siècles, indépendamment de toute classification immobilière. La distinction entre le privé et le public, que la Haute Cour de justice fait avec tant de joie, dépeint les Palestiniens comme ayant le droit de vivre seulement dans les limites encombrées qui sont conformes aux dossiers du bureau d’enregistrement. Pour nous, juifs, notre cadastre est avec Dieu.
      Les détracteurs de la loi disent qu’il y a un consensus sur les blocs de colonies et que la loi sur l’expropriation des terres nous gâte à l’étranger. Consensus ? Par qui ? Non seulement les colons, mais aussi les détracteurs de la loi ne comptent pas près de six millions et demi de Palestiniens de part et d’autre de la Ligne verte (et nous, une poignée d’Israéliens juifs). Les deux camps, le droit et le centre-droit, ne voient aucun problème avec le fait que ce n’est que le consensus juif qui décide ce qui arrivera à la fois aux Juifs et aux Arabes. Après tout, c’est ainsi depuis des décennies, et c’est l’essence de la célèbre démocratie juive.

      Mais oui, c’est un problème. Sur le morceau de terre entre le Jourdain et la mer Méditerranée vivent deux nations. Il y a un nom pour la réalité dans laquelle un gouvernement qui se considère comme représentant une seule nation détermine l’avenir de deux nations et crée deux systèmes distincts et inégaux de droits, de lois et d’infrastructure, avec le soutien enthousiaste de son peuple. On l’appelle l’ apartheid - un crime selon le Statut de Rome de la Cour pénale internationale, et aussi selon un consensus mondial qui a été créé au fil des ans.

    Ce guide se veut une initiation à la gestion des couleurs. Il n’est pas écrit par un « spécialiste » des couleurs mais par un #photographe passionné qui s’intéresse au sujet depuis quinze ans. Vous n’y trouverez donc pas de tests avec plein de chiffres après la virgule mais bien un retour d’expérience pragmatique.
    A travers ces dix pages, je souhaite vous accompagner dans le vocabulaire spécifique à la gestion des couleurs. C’est un vocabulaire nouveau le plus souvent qui ne fait pas parti de l’inconscient collectif comme le vocabulaire du tirage argentique. Ici, les sondes d’#écran et les #profils #ICC remplacent les éprouvettes, les bacs de révélateurs et les thermomètres.

    J’ai bien galéré sur le calibrage de mes écrans après le changement de SSD de mon portable et la réinstallation de Ubuntu LTS en propre. En gros, mes profils ICC étaient trop vieux et comme je n’ai pas de sonde (et que je ne peux pas acheter le SSD ET la sonde), j’étais très emmerdée.
    Finalement, j’ai contourné le problème en installant DispcalGUI, l’interface graphique pour Argyll et en lui demandant de me calculer de nouveaux profils ICC à partir des fichiers de mesure que j’avais gardés de mes calibrages (de l’intérêt de TOUT archiver !).
    Et hop, me revoilà avec des écrans bien réglés...

    Sauf que sur Firefox et Thunderbird, je me retrouve avec des images deux couches, c’est à dire sans bleu (c’est assez atroce !).
    Donc, j’ai cherché et je suis arrivée sur ce site fort intéressant que je vais référencer de ce pas dans mon système enfin tout propre et fonctionnel.

    Mais quand même, je ne savais pas que FF et TB intégraient depuis le début de l’année la gestion des #profils couleur !

    Comme nous l’avons vu dans un précédent article consacré à la gestion des couleurs sur Internet, Firefox est le seul navigateur – début 2015 – à offrir une gestion des couleurs un peu plus poussée que ses concurrents, en tous cas sur ordinateurs de bureau car les navigateurs pour tablettes ou smartphones ne gèrent toujours pas les couleurs.

    Si effectivement tous savent maintenant gérer les profils #ICC de nos images et donc les interpréter correctement afin de les afficher tout aussi correctement, seul Firefox va sensiblement plus loin car il propose une option géniale de gestion des couleurs en cas d’absence de profil ICC.
