    In the midst of growing conflicts over the expansion of the German-Russian Nord Stream pipeline, the European Union (EU) Commission has taken steps over the past week to reduce European dependence on Russian gas supplies. The Slovakian deputy President of the EU Commission Maroš Šefčovič indicated in an interview that the EU Commission intends to block the construction of the Nord Stream II pipeline. The EU Commission is thereby opposing the position adopted by the German and Austrian governments.

    With a 40 percent share, Russia controls by far the largest portion of the European energy market. While Germany imports a third of its gas from Russia, some Eastern European countries rely on Russian supplies for between 80 and 90 percent of their gas.

    Turkey has agreed with Azerbaijan to accelerate the Trans-Anatolian Pipeline (TANAP), with an aim to have the gas project completed before the planned 2018, Prime Minister Ahmet Davutoğlu said on Dec. 3, as quoted by Reuters.

    In a joint news conference with Azerbaijan President Ilham Aliyev in the capital Baku, Davutoğlu also said Turkey was willing to share details of its recent jet downing incident with Russia.

    This was the latest move by Turkey’s leaders, who are in an effort to diversify energy supplies as ties with its largest natural gas provider Russia have tumbled following the downing of a Russian warplane by Turkey.

    Earlier this week President Recep Tayyip Erdoğan visited Qatar to explore the possibility of buying more liquefied natural gas (LNG) from its Gulf Arab ally.

    Turkey’s gas grid BOTAŞ and Qatar’s national oil energy company inked a memorandum of understanding during Erdoğan’s visit on Dec. 2 which will pave the way for Turkey to import LNG in both a regular and long-term manner, according to Turkish officials.

    This accord will help Turkey’s LNG imports from Qatar gain a long-term perspective, the officials said, as reported by Anadolu Agency.

    In the meantime, Russian gas supplies to Turkey are flowing normally, despite the row between the two countries, a source in Russian gas giant Gazprom told Reuters on Dec. 3.

    Gazprom said on Tuesday that Ukraine had 219 million cubic metres (mcm) of gas left, enough for two days. With no new payment, Russia would be forced to stop supplies to Ukraine, the company added.

    Russia has agreed to resume gas supplies to Ukraine over the winter in a deal brokered by the European Union.

    The deal will also ensure gas supplies to EU countries via Ukraine are secure.

    "There is now no reason for people in Europe to stay cold this winter,’’ said European Commission President Jose Manuel Barroso.

    European Union energy chief Guenther Oettinger said he was confident that Ukraine would be able to afford to pay for the gas it needed.

    He added that the agreement might be the “first glimmer” of hope in easing tensions between Russian and Ukraine.

    This is an important step for our shared energy security in the European continent,” Mr Barroso said.

    The deal follows months of talks between EU officials and the Russian and Ukrainian energy ministers.

    The terms include the EU acting as guarantor for Ukraine’s gas purchases from Russia and helping to meet outstanding debts.

    The total package is worth $4.6bn (£2.87bn), with money coming from the International Monetary Fund as well as the EU. The total includes funds from existing accords with the EU and IMF.

    Unprecedented levels of EU aid will be disbursed in a timely manner, and the International Monetary Fund has reassured Ukraine that it can use all financial means at its disposal to pay for gas,” the EC said in a statement.

    Further work with the international financial institutions on financial assistance to Ukraine, also in relation to gas supplies, will still continue. But all three sides are reassured that Ukraine will have the necessary financial means.

      British wholesale gas prices for November and December fell to their lowest ever levels on Friday after Ukraine and Russia signed a deal which will see Moscow resume supplies of gas over the winter.

      The contract for delivery in November was trading at 52.10 pence per therm at 0758 GMT, down 1.7 percent from the previous settlement but it had earlier touched 52.00 pence per therm, its lowest level since the contract began trading.

      The December contract was trading at 54.60 pence per therm, also down 1.7 percent but touched its lowest ever level of 54.40 pence in earlier trade.

      J’explicite pourquoi ça me rappelle la Grèce : on fait mine de trouver ça normal que la Russie ne soit pas payée, et qu’elle doive en plus continuer de livrer et dire merci pour qu’on ne la sanctionne pas quand elle fait mine de se rebiffer...
      Ceci dit... L’Ukraine... ou plutôt le peuple d’Ukraine va s’en prendre plein la figure... S’en prend déjà plein la figure. Et ça ne sera pas forcément moins désagréable qu’en Grèce.

    Ukraine reduced electricity supplies to consumers in Crimea on Wednesday and threatened to cut power altogether if quotas were breached, as it battles a power crisis on the mainland that threatens to cause rolling blackouts across the country.

    Kiev has declared a state of emergency on the electricity market after months of fighting between pro-Russian rebels and Ukrainian forces disrupted supplies to thermal power plants (TPP), which provide around 40 percent of Ukraine’s electricity.

    The power crisis together with an expected shortfall in gas supplies from Russia mean Ukraine faces a winter that Prime Minister Arseny Yatseniuk said would be “extremely difficult”.

    The southern peninsula of Crimea, which depends on Ukraine for around 80 percent of its power, was seized by Russia in March - an annexation Ukraine has refused to recognise.

    But state electricity company Ukrinterenergo said supplies to Ukrainian citizens now took precedence over flows to residents of Crimea, the first time officials have signalled a change in status for the peninsula.

    The priority for Ukrinterenergo is the interests of Ukrainian citizens for whom conserving power is becoming an urgent issue,” it said in a statement.

    If the limits are not adhered to by the consumers of Crimea, the company will be forced to completely turn off supply lines to the peninsula.

    It said flows would be limited to 300 megawatts (MW) in the morning and evening, 500 MW during the day and 600 MW at night. Average consumption in Crimea is usually 1,000 MW, according to Ukrinterenergo.

    Russia’s Energy Ministry said flows to Crimea had not fallen on Wednesday. Moscow has shipped mobile generators to the peninsula that can provide back-up power of up to 700 MW per day for use in case of power outages, Crimean Prime Minister Sergei Aksyonov has said.

    The EU has proposed Ukraine to repay half of its debt for gas supplies in April-May until Moscow and Kiev agree upon a new gas price, EU Commissioner for Energy Gunther Oettinger said Wednesday after a round of the trilateral Russia-Ukraine-EU consultations on gas issues.
    Russia and Ukraine have officially settled all disagreements over the price for gas supplied between November 2013 and March, when it stood at $268 per 1,000 billion cubic meters, Oettinger said. However, Kiev still insists that the price for April-May, after Gazprom cancelled all discounts for the country and set the price at $500, is unfair.
    Ukraine may repay at least $2.5 billion of its $3.5 billion debt for Gazprom gas supplies, Russia’s Energy Minister Alexander Novak said late Monday on the sidelines of the gas talks, while Ukraine’s Energy Minister Yuriy Prodan said that Ukraine will agree to repay the debt only after Gazprom sets the price “close to the market price”.
    The European Commission’s estimate of the Ukraine’s gas debt stands at about $4 billion, Oettinger said.

    Amman - Minister of Energy and Mineral Resources Malik Kabariti said that disruption in the Egyptian gas supplies to Jordan caused by a bomb attack on the Sinai pipeline early Sunday would exacerbate the national electricity company’s losses as it was forced to switch to costlier heavy fuels.
    The company had accumulated over JD1.2 billion in losses due to disruption in Egyptian gas exports to Jordan following a series of bomb blasts, occurring over the last two years, targeting the Sinai desert pipeline that feeds the Kingdom’s power plants.
    Egyptian authorities reported today that bombers attacked the pipeline at dawn today near the city of El Arish, bringing supplies to a total halt.
    In a statement issued here, the minister said contact was being established with Egyptian officials to know more about the extent of the damage and also about time required for repairs before pumping resumes.
    Kabariti said today’s attack on the pipeline was the sixteenth, and added that the national oil refinery and electricity company were struggling to meet the needs of the power plants, relying on alternative fuels like diesel and heavy fuels “to ensure uninterrupted high-quality electricity supply to the citizens.”
