  • Tension grows in Lebanon over refugees in #Beqaa

    Tension remains high on Monday in Lebanon’s Beqaa Valley, following the forced displacement of hundreds of Syrian refugees at the weekend.

    Local media reported the possibility that about 400 refugees, including many women and children, may be forcibly transferred to Syria, which is where they originally fled from the armed conflict that is still underway.

    The epicentre of the refugee tension in Lebanon is in #Deir al-Ahmar in the northern Beqaa Valley.

    Since the start of the civil war in Syria in 2011, over a million Syrians have taken refuge in Lebanon, a country whose own population is less than four million.

    Lebanese authorities have recently intensified the dismantling of refugee camps and increased pressure on the refugee community.

    Lebanon did not sign the 1951 Geneva Refugee Convention, and since 2011 the country has considered the presence of “foreign guests” in its territory as a temporary situation.

    • Thousands of Syrian refugees could be sent back, says Lebanese minister

      Gebran Bassil claims many refugees are not living in political fear, but stay for economic reasons.

      As many as three quarters of Syrian refugees in Lebanon could return to Syria because they face no fear of political persecution or threat to their security, Lebanon’s controversial foreign minister has said.

      Gebran Bassil also urged the UK to rethink how it was spending aid money on keeping 1.5 million refugees in Lebanon, where he said they were taking the jobs from the Lebanese, and undercutting wages.

      The UK has supplied as much as £500m to help house, feed and educate Syrian refugees in Lebanon since the start of the ciivl war in 2011.

      Bassil is the son in law of the president, Michel Aoun, and the leader of the Lebanese Free Patriotic Movement, the largest political party in the country’s parliament. Last week he faced allegations of racism that he denies after it was alleged he had implied that some refugees might be corrupt.

      In an interview with the Guardian, he said: “Most of the Syrians – much more than 75% – are no more in security and political fear, but are staying for economic reasons. We know more than 500,000 Syrians working in Lebanon. They are working every where in breach of our labour laws, and yet even though they break the law they are not being repatriated.

      “They are working in Lebanon, taking jobs from the Lebanese because they paid at cheaper rate because they have no taxes to pay and they are being assisted on top of the wages they are paid.”

      Aid agencies working with refugees have cited concerns over loss of property and conscription into the Syrian army and fear of reprisals as major reasons why they did not want to return home. The agencies have resisted Lebanese government efforts to tear down any semi-permanent structure put up by refugees.

      Bassil insisted it was not his government’s policy to try to force Syrians to return to their homeland.

      He added: “The British taxpayers are paying money for an unlimited period of time that is not being spent in the right direction. They should be paid to return to their country. As President Trump said, money spent on a refugee to go back to his country is much much less than to keep him out of his country.”

      He defended his country’s record of welcoming Syrian refugees. He said: “No one country did what Lebanon did. No one country is able to host 200 refugees per square kilometre, more than 40% of its population. Imagine here in Britain you are receiving 50 million people. That is the comparison.

      “Despite all that we have endured we never thought of forcing anyone to return. We are talking of a dignified and safe gradual return for people who are willing. That now applies to the majority of Syrians in Lebanon because now most of Syria is safe and most of those in Lebanon do not face any political or security obstacles for their return. They are staying because they are assisted to stay in the Lebanon, and if they go back to Syria they will lose that assistance. This is the main reason.”

      Bassil added: “They are receiving aid for every aspect of their lives they are receiving free education, shelter and healthcare. They are better covered on health than the Lebanese. They are afraid that once they leave, they will lose the assistance”.

      He said the number of movements across the border is 700,000 to 800,000 a month, and people who hold refugee cards go regularly to Syria and come back to Lebanon.

      “The tension is mounting internally. Our economy is really collapsing. How can you put your own economy on your feet when you carry this burden.”

      Bassil also denied that any of his remarks could be construed as racist, arguing every country puts its citizens first.

      RusBITech initially developed the OS for use in the Russian private market, but the company also expanded into the local government sector, where it became very popular with military contractors.

      A few years back, the OS received certifications to handle Russian government information labeled as “secret” and “top secret” —two data secrecy levels situated underneath “special importance” according to Russian law.

      Since then, Astra Linux has slowly made its way into government agencies and is currently in use at the Russian National Center for Defence Control, among various other government and military agencies.
      Already used by the Russian military

      In January 2018, the Russian Ministry of Defence announced plans to transfer military systems from the Windows OS to Astra Linux, citing fears that Microsoft’s closed-source approach might hide Windows backdoors that can be abused by US intelligence to spy on Russian government operations.

      Since then, RusBITech has been going through the Russian government’s certification process to get a “special importance” classification for Astra Linux — which it did, on April 17, according to two local media reports.

      In addition to the FSTEC certification, Astra Linux also received certificates of conformity from the FSB, Russia’s top intelligence agency, and the Ministry of Defense, opening the door for full adoption by Russia’s top military and intelligence agencies.

      The certification was granted for Astra Linux Special Edition version 1.6, also known as the Smolensk release, per local reports. This is a commercial (paid) release.

      The news comes after earlier this week it was reported that the Chinese military was taking similar steps to replace the Windows OS on military systems amid fears of US hacking. The Chinese military didn’t go for a Linux distro but instead alluded to plans of developing a custom OS instead.

  • Sunk Costs. The border wall is more expensive than you think.

    When the federal government builds a border wall, the taxpayer foots two bills. First, there’s the cost to get the thing built, a figure proclaimed in presidential budget requests and press accounts. And second, there’s a slew of concealed costs — expenditures that hide in general operations budgets, arise from human error or kick in years down the line. In the Trump era, those twin outlays combine to make the wall outlandishly expensive.

    Excluding the hidden costs, Trump’s wall is running taxpayers a cool $25 million per mile, up nearly fourfold from just a decade ago. To understand why, it helps to know a little border history. In 1907, the U.S. government took possession of a 60-foot-wide strip of land along the U.S.-Mexico border from California to New Mexico as a buffer zone against smuggling. During his second term, George W. Bush built much of his border wall on this government-owned land. But in Texas, the vast majority of border real estate is privately owned, forcing the government to seize property all along the Rio Grande if it wants to build a barrier. That extra burden is a main reason the Lone Star State hosts a small fraction of existing border fence.

    Then there’s the terrain. For example, in Starr County, an unfenced swath of South Texas that’s high on Customs and Border Protection’s priority list, Trump plans to build on the Rio Grande’s craggy, erosion-prone bank — an engineering challenge that adds millions of dollars per mile. As CBP spokesperson Rick Pauza wrote in an email to the Observer: “Every mile of border is different, and therefore there is no one-size-fits-all cost per mile.” In addition, taxpayers today are buying the luxury edition of the wall: a structure that’s up to 12 feet taller than the Bush-era fence and buffered by a 150-foot “enforcement zone.”

    But all that’s only part of the story. Not included in the $25 million-per-mile figure is a suite of hidden expenses. Among them:

    Routine Maintenance and Operation. Border barriers are potent political symbols. They’re also physical structures that accumulate debris, degrade and break over time. In 2009, CBP estimated that operating and maintaining $2.4 billion worth of fencing, along with associated roads and technology, would cost $3.5 billion over 20 years — almost 50 percent more than the original cost.

    Breaches. Depending on design, border fences can be cut through using either bolt cutters or power tools. From 2010 to 2015, fencing was breached 9,287 times, according to the Government Accountability Office. At an average repair cost of $784, the government spent $7.3 million patching those holes in the wall. And the more new wall, the more breaches.

    Waste. In November 2011, the Department of Homeland Security’s Office of Inspector General issued a scathing report regarding procurement of steel for the border fence. “CBP purchased more steel than needed, incurred additional storage costs, paid interest on late payments, and approved a higher-priced subcontractor, resulting in additional expenditures of about $69 million,” the report read.

    Department of Justice Litigation. Every time landowners refuse to sell their land for the wall, the Department of Justice must take them to court. According to a 2012 planning document prepared by the U.S. Army Corps of Engineers, that legal process costs about $90,000 per tract of land. In sparsely populated Starr County — where property has been passed down for hundreds of years, often without legal record — almost every case must go to court to determine ownership. That money is unaccounted for in congressional appropriations for the wall; it comes instead from the DOJ’s general budget.

    Advertising. When the DOJ wants to take Texans’ property for the wall, the agency must sometimes issue notice to potential heirs in the local newspapers. So far, a DOJ spokesperson said, the agency has done so three times in the Rio Grande Valley — cramming many cases into a single publication. Each instance cost the DOJ about $100,000. At a November court hearing in McAllen, a DOJ attorney lamented the state of local media. “We have one person or corporation who owns both papers — so we can’t really negotiate,” he said. “So it’s a large expenditure.”

    PODGORICA (Reuters) - Montenegrin military police have seized around 50 kilograms of drugs on board a naval training ship, hours before it was scheduled to take students on a training cruise, the defence ministry and local media said on Friday.

    In a pre-dawn raid prompted by a tip-off, the military police found “tens of kilograms of matter that appears to be a psychoactive substance” inside_ Jadran_, a sailing ship which was moored in the Adriatic port of Tivat, the ministry said.

    Montenegrin navy divers have also searched the hull of the ship, it said in a statement.

    The Podgorica-based daily Vijesti said authorities had seized as much as 50 kilograms of cocaine on board the vessel but that no arrests had been made.

    Teachers and students of Montenegro’s Naval Faculty were not on board the vessel during the raid, the ministry said. They were expected to board the ship later and depart on a training cruise.

  • 430,000 flee Cameroon’s restive Anglophone areas, says group

    An international refugee agency says that more than 430,000 people have fled violence in Cameroon’s restive English-speaking regions and are hiding in rural areas with few resources.

    The Norwegian Refugee Council, one of several humanitarian organizations offering support, said Wednesday it is assisting the displaced by providing shelter and supplies to needy families. David Manan, the Norwegian group’s country director for Cameroon, called for more international aid.

    He said there are too few agencies on the ground to provide the amount of aid needed. He said many people are hiding in the bush.

    Cameroon’s English-speaking separatists have been protesting since 2016 against what they claim is discrimination by the French-speaking majority. Their protests were initially peaceful, but in response to a government crackdown some separatists are waging a violent campaign.

    • Conflict in Cameroon’s Anglophone regions forces 430,000 people to flee

      The number of people displaced as a result of the crisis in Cameroon’s Anglophone regions has spiked to more than 430,000 during the last months. Many people are hiding in the bush with no support, warns the Norwegian Refugee Council.

      “We are deeply worried by the ongoing conflict and the increasing displacement figures. Parties to the conflict must ensure that civilians in the area are protected and are able to safely access life-saving assistance,” said David Manan, Country Director for the Norwegian Refugee Council in Cameroon.

      The number of people displaced from their homes in Cameroon’s Anglophone Southwest and Northwest regions and in neighbouring Littoral and West regions has reached 437.000, according to the latest UN estimates.

      NRC is assisting people displaced by this crisis. However, many people are left without any support, as insecurity is hindering organisations from accessing many areas. People are without proper shelter and sanitation facilities, clean water, food and access to medical care.

      “The needs we are witnessing in the Southwest and Northwest regions are alarming and there are too few agencies on the ground to provide the necessary aid due to limited funding. We call for more donors to prioritise this crisis to allow more agencies to respond so that we can stem the rising tide of suffering and displacement,” said Manan.

      “Displaced families who receive our assistance have told us that they share it or give it to their relatives who did not yet receive any assistance and desperately need help. Many people are hiding in the bush with no support, fearing for their lives,” added Manan.

      “This is the first time I am being helped since I fled,” said Annoh, who received essential household items, including materials to build a shelter. “I will share what I have received with my husband who is hiding in the bush. He has nothing but the clothes he was wearing when he fled,” she added.

      NRC is distributing household items, shelter and hygiene kits in Northwest and Southwest regions with support from the Swedish International Development Cooperation Agency (Sida), Norwegian Ministry of Foreign Affairs (NMFA) and European Civil Protection and Humanitarian Aid Operations (ECHO).

    • A generation of unschooled Cameroonians, another generation of conflict?

      “As we trekked, they kept on telling us that they don’t want us to go to school again,” says 15-year-old Martha Lum, four weeks after being released by the armed gunmen who kidnapped her along with 78 other children and staff members in Cameroon.

      Lum’s story is becoming common across the country’s Northwest and Southwest regions, where the conflict between anglophone separatists and francophone armed forces that’s claimed hundreds of lives has made schools a battlefield.

      Since the anglophone conflict escalated in late 2017, more than 430,000 people have been forced to flee their homes. In May, the UN’s emergency aid coordination body, OCHA, said approximately 42,500 children were out of school. However, local rights groups estimate that number has now increased fourfold following frequent abductions.

      Some 20,000 school-age children now live in the bush. With no learning materials or trained teachers, they have no access to a formal education. Parents and local officials worry that the children could be driven to take up arms, becoming a lost generation that perpetuates the conflict and the humanitarian crisis.

      “Imagine that these children miss school for five or 10 years because of the fighting, hearing the sound of guns every day, and seeing people being killed; what will become of them?” says 45-year-old mother of four *Elizabeth Tamufor.

      “We have been hiding in the bush for more than a year,” she tells IRIN. “I am sure the children have forgotten what they were taught in school. You think in five years they will still be hiding here? They will probably pick up guns and start fighting.”

      The fear of schoolchildren and young students joining the armed separatists is already a reality for some. *Michael, 20, used to be a student before the conflict started. He joined the separatists when his friend was killed by government forces.

      “I replaced books with the gun since then. But I will return to school immediately we achieve our independence,” he says.
      Right from the start

      The roots of Cameroon’s anglophone conflict can be traced back to education. The separatists fighting for independence from French-majority Cameroon say the current school system symbolises the marginalisation of the English language and culture.

      After years of discontent, in November 2016, anglophone teachers began an indefinite strike to protest what they said amounted to systematic discrimination against English-speaking teachers and students. In response, government security forces clamped down on protests, arresting hundreds of demonstrators, including children, killing at least four people and wounding many more.

      This caused widespread anger across the Southwest and Northwest regions, which a year later led to the rise of the armed separatist groups now fighting for independence and a new English-speaking nation called “#Ambazonia”.

      Although the majority of teacher trade unions called off their strike in February 2017, separatists continue to impose curfews and abduct people as a means to push the local population to refrain from sending children back to school.

      As a result, tens of thousands of children haven’t attended school since 2016. Local media is awash with stories of kidnappings of children and teachers who do not comply with the boycott, while rights groups say the disruption of education puts children at risk of exploitation, child labour, recruitment by armed groups, and early marriage.

      “Schools have become targets,” a July 2018 Human Rights Watch report notes. “Either because of these threats, or as a show of solidarity by parents and teachers with the separatist cause, or both, school enrollment levels have dropped precipitously during the crisis.”

      In June, Amnesty International said at least 42 schools had been attacked since February last year. While latest statistics are not available, it is believed that at least 100 separate incidents of school kidnapping have taken place since the separatist movement turned violent in 2017. More than 100 schools have also been torched and at least a dozen teachers killed or wounded, according to Issa Tchiroma, Cameroon’s minister of communication.
      The separatist view

      Speaking to IRIN last month in Bali, a town neighbouring Bamenda – the capital of Northwest region – armed separatist leader *Justin says his group is enforcing the school boycott started by the teacher trade unions.

      “They (teachers) started a strike action to resist the ‘francophonisation’ of the anglophone system of education, and the evil francophone regime arrested and detained their colleagues, shot dead schoolchildren, and you expect us to sit down and watch them killing our people?”

      “We don’t want the schoolchildren of Ambazonia to be part of the corrupt francophone system of education,” he said. “We have designed a new school programme for them which will start as soon as we achieve our independence.“

      *Laba, who controls another group of armed separatists, is more categorical. “When we say no school, we mean no school,” he says emphatically. “We have never and will never kill a student or teacher. We just want them to stay home until we get our independence and begin implementing our own system of education.”

      There are about 20 armed separatist groups across the two English-speaking regions. They operate independently, and separatists have publicly disagreed on the various methods of imposing the school boycott.

      Both Justin and Laba accuse the government of staging “some” of the school abductions in order “to discredit the image of the separatists internationally”. But they also admit that some armed separatist groups are guilty of kidnapping and killing children and teachers.

      “We don’t kidnap schoolchildren,” Justin says. “We just impose curfews to force them to stay home.”

      But for many parents and schoolchildren, staying at home for this long is already having devastating consequences.

      ‘Everything is different’

      Parents who can afford it have enrolled their children in schools in the French-speaking part of the country – mostly Douala and Yaoundé. But the influx has caused fees to rise in the francophone zones. Tuition fees that normally cost $150 annually have now more than doubled to $350.

      Beyond the costs, parents also need to transport their children from the troubled regions, along a very insecure highway, to apply for enrollment.

      When they get there, success is far from guaranteed. A lot of the francophone schools are now at full capacity and have stopped accepting students from anglophone regions, meaning many children will likely have to stay home for yet another year.

      Those studying in a new environment can also take quite a while to adapt.

      George Muluh, 16, had been at a school in the Southwest region before the conflict but is now attending Government Bilingual High School Deido in Douala.

      “Everything is just different,” he says. “I don’t understand French. The classrooms are overcrowded. The teaching method is different. I am getting more and more confused every day. I just want the conflict to end so I can go back to the Southwest to continue my studies.”

      It might be a long while before George has that opportunity. To the Cameroonian government, the teachers’ grievances have already been solved.

      “The government has employed 1,000 bilingual teachers, allocated two billion CFA ($4 million) to support private education, transferred teachers who could not speak French and redeployed them to French zones. These were the demands of the teachers. What do they want again?” asks Tchiroma, the minister of communication.

      But Sylvester Ngan, from the Teachers Association of Cameroon (TAC), which defends the rights of English-speaking teachers in the country, says most of these measures are cosmetic and don’t solve key issues related to French-only exams and francophone teachers in English schools.
      Leave the children alone

      While the government and teachers’ unions argue about who is right and what education system to implement, the war is ongoing, people are dying, and tens of thousands of children are not in school.

      “No reason can be advanced to justify the unwarranted attacks on children in general and pupils who are seeking to acquire knowledge and skills,” says Jacques Boyer, UNICEF representative in Cameroon. “All children in the regions must be able to go to school in peace.”

      President Paul Biya, 85, who just won another seven-year term after 36 years in power, has ignored calls for an inclusive dialogue to end the conflict. The first related measure he undertook after the October election was the creation of a commission to disarm and reintegrate former armed separatists.

      Cameroonian political analyst Michael Mbah describes the move as “a joke”, saying that a ceasefire and dialogue must precede any serious attempt at disarmament and reintegration.

      Meanwhile, the next year looks bleak for children like Lum whose futures are being decided by a war beyond their control. “I have always wanted to become a medical doctor,” Lum tells IRIN, but she now fears her dream will be shattered by the persistent conflict.

      “Leave the children alone,” says *Raymond, a father of four whose offspring haven’t been able to study for close to two years now.

      “We, parents, cannot afford to raise a generation of illiterates,” he says. “The future of the children is being sacrificed, just like that.”

    A Norwegian Navy frigate returning from a NATO exercise collided with an oil tanker off Norway’s coast. Eight people received light injuries in the incident while the warship started slowly sinking.
    The early morning collision, which involved the frigate KNM Helge Ingstad and the tanker Sola TS, happened off Norway’s western coast near an island chain on which the municipality of Øygarden is located.

    Unlike the warship, the tanker, which carries around 625,000 barrels of crude, was mostly undamaged in the incident and no signs of an oil spill were reported. The ship was still ordered to return to port for inspection.

    The frigate, which reportedly received a long tear in the hull’s starboard side, started to take on water and listed dangerously. A tank of helicopter fuel was damaged and leaked some of its content, local media say. The crew of 137 was ordered to abandon ship, which was moved closer to land to prevent it from capsizing.

    The incident also triggered the shut-down of several oil industry sites in the vicinity, including a North Sea crude export terminal, Norway’s largest gas processing plant and several offshore fields.

      The incident is undergoing investigation, both by the police and by the Accident Investigation Board Norway, officials told the BBC.

      C’est un accident spectaculaire qui risque bien de sceller le sort de la frégate norvégienne Helge Ingstad. À 3 heures 55 du matin, le pétrolier Sola TS a quitté le terminal pétrolier de Sture, près de Bergen, en direction du nord. Il était alors suivi du remorqueur Tenax. Huit minutes plus tard, le tanker entrait en collision avec le bâtiment de combat norvégien qui faisait route inverse. À 4 heures 50, la Marine norvégienne commençait l’évacuation des 137 membres d’équipage se trouvant à bord de la frégate, devenue incontrôlable.
       
      Heureusement, il n’y pas de victimes à déplorer pour les deux navires. Seuls huit marins de l’Helge Ingstad ont été légèrement blessés et c’est un miracle à la vue des images diffusées par les autorités. L’abordage a eu lieu sur tribord. Le pétrolier, probablement lourdement chargé de pétrole, a vu son écubier littéralement déchirer la coque de la frégate sur la moitié de sa longueur au niveau de la ligne de flottaison. Une importante voie d’eau n’a pas pu être maîtrisée. Sur les photos de la télévision publique norvégienne NRK1, on peut observer que le tanker a été très faiblement endommagé au niveau du bordé et de l’écubier tribord. Ce dernier est très proéminent sur ce bateau et est probablement renforcé pour soutenir son ancre et sa chaîne.

      Norwegian defense outlet Aldrimer first reported the radio exchange in an update Friday, citing “five sources” with independent knowledge of the accident.

      According to the report, the Sola TS spotted the Helge Ingstad visually shortly after departing the Sture petroleum terminal outside Bergen. The Ingstad was inbound, heading for the Haakonsvern Naval Base at Mathopen. The Sola’s bridge team called the Ingstad to determine her intentions. The Fedje VTS center also noted the situation and called the Ingstad repeatedly to warn that she was on a collision course. 

      Shortly after 0400 on Thursday, the two vessels collided. The impact tore a large hole in the Ingstad’s starboard side, spilling fuel, injuring eight crewmembers and rendering her unable to maneuver. Aldrimer’s sources reported that the Ingstad’s crew turned on her AIS transponder after the collision so that she could be easily located by rescuers, thereby corroborating the sudden appearance of her AIS signal on commercial tracking services shortly after the collision. 

      On Friday, Fedje Maritime Transport Center confirmed that it had played a role in a VHF exchange with the Ingstad. The Norwegian military declined requests for comment, citing an ongoing investigation.

      NORTHWOOD, United Kingdom (November 08, 2018) HNoMS Helge Ingstad was involved in a collision with the Maltese oil tanker Sola TS in Norwegian waters around 0400 this morning (8 Nov) while sailing inner Fjords for navigation training.

      Due to the damage to the frigate it was moved to a safe place and the crew was evacuated in a professional manner. There are no reports of damages or leaks from the oil tanker and no report of serious injuries, though eight crewmembers are being treated for minor injuries.

      The Norwegian Armed Forces are working with the Norwegian Coastal Authority to address the situation. The Norwegian frigate HNoMS Helge Ingstad is part of the Standing NATO Maritime Group One (SNMG1). The group was sailing in and around the Fjords, following their participation in exercise Trident Juncture 2018 which concluded on November 7th.

      The frigate Helge Ingstad lost steering and drifted at five knots onto the rocky shore near Norwegian port of Sture, north of Bergen, saving the ship from sinking in the Fjord, according to media reports. The crew of 137 was forced to abandon ship. Ingstad is now resting on its side on three points while crews move to secure it.

      The disaster has far-reaching consequences for the Norwegian Navy, which is facing the loss of one of its premier warfighting assets,

      This is a huge blow to the Norwegian navy,” said Sebastian Bruns, who heads the Center for Maritime Strategy and Security at the University of Kiel in northern Germany. The loss of the $400 million ship, which appeared likely, leaves the Norwegian Navy with a 20 percent cut to its most advanced class of ship, Burns said.

      The situation is made all the more painful as evidence mounts that Ingstad was repeatedly warned to alter course before the collision and failed to take corrective action to avoid the collision.

      Local media reported that the Maltese-flagged tanker Sola TS identified Ingstad and tried to avoid the disaster. The reports also revealed details that show that Ingstad did not have a firm grasp of the surface picture it was sailing into.

      The disaster developed quickly, with Ingstad transiting the channel inbound at 17 knots and Sola TS traveling outbound at 7 knots.

      Sola TS raised the Ingstad multiple times and was discussing the emerging danger with shore-based Central Station, according to the Norwegian paper Verdens Gang. The responses from Ingstad appear confused, at one point saying that if they altered the course it would take them too close to the shoals, which prompted Sola TS to respond that they had to do something or a collision would be unavoidable.

      Contributing to the confusion, the Ingstad appears to have been transiting with its Automatic Identification System switched off. That seems to have delayed recognition by central control and the other ships in the area that Ingstad was inbound and heading into danger, the account in VG seems to indicate.

    • Mon interprétation, au vu des échanges – et des dégâts provoqués par la collision (la capture de la visualisation de l’écran radar n’est pas vraiment lisible) : il semblerait que le Helge Ingstad après avoir accepté d’infléchir sa trajectoire vers la droite (à tribord) ait, en fait, viré vers sa gauche, d’où l’impact à tribord, au deux tiers de sa flottaison.

      On voit la déchirure provoquée par l’écubier, il n’est pas possible de savoir si le bulbe du pétrolier a entrainé des dégâts sous la flottaison. Sans doute, non puisque le Solas TS a pu reprendre sa route sans trop de problème et à vitesse normale.

      Sous le choc (17 noeuds entrant vs 7 noeuds sortant, presque 45 km/h de vitesse relative) le Helge Ingstad a pivoté sur sa droite est s’est retrouvé, désemparé, sans propulsion, ni gouvernail, à dériver vers la côte à 5 noeuds ; la manœuvre n’a pas du tout été délibérée, mais entièrement subie.

    • Une version officieuse qui circule en défense de la marine norvégienne : le Sola TS n’était pas sur le rail du trafic sortant, il est plus à l’ouest. À quoi, il est répondu :
      • il venait d’appareiller, sa vitesse n’était que de 5 noeuds, alors que le flux sortant était à 10 noeuds,

L’écho radar était visible, mais pas l’identification, ni la vitesse (17 noeuds, ce qui n’est pas rien dans un détroit (un fjord, en fait,…) Le centre de contrôle ne devait certainement pas suivre manuellement (à l’ancienne !…) l’écho radar, se reposant sur les informations visualisées.

      A Norwegian navy frigate that collided with an oil tanker last week was almost completely submerged on Tuesday despite efforts to salvage the sinking vessel, pictures taken by the Norwegian Coastal Administration showed.

      The ship’s plight off the Norwegian coast is, however, not disrupting the nearby Sture crude oil export terminal. “We are in normal operations,” said a spokeswoman for the plant’s operator, Equinor.

      The Norwegian military has been working since Thursday to salvage the ship by tethering it with several cables to the shore. Some of these had broken.

      The ship sunk a meter further and, as a result, two wires broke. They were replaced with two stronger ones. We worked until midnight on this. After midnight, we realized it was not safe for our staff to carry on the work further,” said Haavard Mathiesen, the head of the salvage operation for the Norwegian Defence Materiel Agency.

      Around 0600 (0500 GMT), more wires broke and the ship sank further. It is now in deep water and stable,” he told a news conference.

      The ship was stranded off Norway’s west coast early last Thursday after it collided with the tanker that had left the Sture terminal. The facility was shut for several hours as a result.

      Eight Navy staff, out of a total crew of 137, were slightly injured in the incident.

      Da KNM « Helge Ingstad » ble grunnstøtt etter kollisjonen forrige uke, ble fregatten sikret med ti stålvaiere festet til land. Sikringsjobben var ferdig lørdag morgen. Slik lå skipet fram til mandag kveld, da vaierne foran på skipet begynte å ryke. Tirsdag morgen hadde alle festepunktene foran på fartøyet røket, og « Helge Ingstad » sank nesten helt under vann.

      Den mislykkede sikringen av fregatten til en verdi av fire milliarder har fått hard kritikk i ettertid.

      Mon analyse est très voisine, mais j’aurais tendance à augmenter la responsabilité du centre de contrôle du trafic.

      • la frégate va vite, très vite, trop vite : 17 noeuds, c’est pratiquement le double de la vitesse de l’ensemble des bateaux environnants, la vitesse de rapprochement est donc de 44 km/h, soit 11 m/s
      • son AIS est éteint, alors que le navire est en vue des côtes, dans un trafic dense, ça n’a pratiquement que des inconvénients (c’est une des conclusions des analyses des accidents des destroyers de la marine états-unienne l’année dernière). D’un autre côté, on comprend que l’état-major soit réticent à ce que tout le monde (y compris les méchants) puisse connaître en une connexion à MarineTraffic ou VesselFinder la position des navires de sa flotte, du moins ceux qui sont en eaux côtières

      • le centre de contrôle du trafic échoue totalement dans sa mission et commet une très lourde faute. Quand le pétrolier lui demande qui il a en face de lui, le VTS ne le sait pas d’emblée. C’est proprement ahurissant. Il est probable que cela vient du fait que le suivi des navires se fait uniquement sur la base de l’AIS ; position, cap et vitesse sont affichés automatiquement. Il n’y a probablement pas (ou alors pas au même endroit) de suivi manuel du navire sans AIS ; celui-ci mobilise une charge mentale intense, une grande concentration et génère un stress non négligeable (souvenirs précis de service militaire en Iroise,…)
      • d’après ce que j’ai lu, le VTS doit autoriser l’appareillage des navires du port pétrolier. Si c’est exact, alors il a donné un clear pour une situation qui ne l’était pas du tout et était hautement problématique. En demandant de retarder l’appareillage d’une demi-heure, ça laissait le temps à la frégate de défiler et de dégager le terrain

      • je ne vois pas trop ce que le Sola TS aurait pu faire d’autre, il est à 5 noeuds, en phase d’accélération pour atteindre les 10 noeuds qui lui permettront de s’injecter dans le rail sortant, ce qui fait qu’il est décalé vers l’ouest par rapport à ce rail, fermant une partie du passage pour le Helge Ingstad. Ses capacités de manoeuvre sont très limitées, c’est d’ailleurs pour ça qu’il a toujours un remorqueur au cul (le Tenax).
      • sans doute, lui aussi, pouvait (aurait pu…) maintenir une veille radar et suivre les échos, y compris sans AIS, – cf. supra – mais, il est possible que son radar ait été masqué par les structures du port et, donc, que la frégate n’ait pas été perçue au départ du quai (par ailleurs, elle était encore « loin ») et, surtout, c’est normalement le boulot du VTS.

      À mon sens, à partir du moment où le pétrolier a appareillé, la situation est plus que problématique et il aurait fallu un enchaînement exceptionnel pour éviter la catastrophe (perception ultra-rapide de la situation et de sa gravité, manoeuvre sans hésitation de la frégate dès la prise de contact radio).

      On the morning of Thursday 8 November 2018, the Accident Investigation Board Norway (AIBN) was informed of a collision between the frigate ’KNM Helge Ingstad’ and the Maltese registered tanker ’Sola TS’ in Hjeltefjorden, outside the Sture terminal in Øygarden Municipality in Hordaland County, Norway. The AIBN contacted the Defence Accident Investigation Board Norway (DAIBN) and it was decided to initiate a joint investigation into the accident, led by the AIBN. The AIBN then contacted the Marine Safety Investigation Unit of Malta (MSIU), which is also a participating party in the investigation; cf. Chapter 18 Section 474 of the Norwegian Maritime Code.

      29 November 2018 the AIBN publishes a preliminary report on the accident and two interim safety recommendations. This preliminary report is published to communicate the information obtained during the initial phase of the ongoing investigation. The purpose is to provide a brief update on how the investigation is progressing as well as a preliminary description of the sequence of events and disseminate safety-critical issues identified at this stage of the investigation. This preliminary report also identifies areas that need further investigation and describes lines of investigation that will be followed up.

      • le Sola TS avait laissé ses feux de ponts allumés le rendant difficile à distinguer des lumières du terminal pétrolier dont il s’éloignait doucement et ne permettant pas le repérage rapide de ses feux de navigation et donc la lecture de sa trajectoire
      • dans la version de la passerelle du KNM Helge Ingstad où venait de s’effectuer la passation de quart, cette masse lumineuse a été prise pour un obstacle fixe non identifié et c’est cette perception qui justifie l’absence de manoeuvre d’évitement vers la droite, justement pour éviter de percuter cet obstacle fixe

    • À noter surtout dans les recommandations préliminaires la mention d’un grave défaut de conception de ces frégates (et peut-être d’autres issues des chantiers espagnols Navantia.

      En effet, les dégâts provoqués par la collision ont noyé 3 compartiments étanches mettant en péril la stabilité du bâtiment mais lui permettant de se maintenir à flot, conclusion initiale à bord, conforme aux documents décrivant la stabilité du navire, ceux-ci mentionnant que l’envahissement d’un quatrième compartiment entrainait la perte du bâtiment.

      Or, l’eau s’est rapidement infiltré dans un quatrième compartiment en passant par les passages des arbres d’hélice, puis aux autres compartiments à travers les cloisons.

      To start with, flooding occurred in three watertight compartments on board KNM Helge Ingstad: the aft generator room, the orlob deck’s crew quarters and the stores room. There was some uncertainty as to whether the steering engine room, the aftmost compartment, was also filling up with water. Based on this damage, the crew, supported by the vessel’s stability documents, assessed the vessel as having ’poor stability’ status, but that it could be kept afloat. If more compartments were flooded, the status would be assessed as ’vessel lost’ on account of further loss of stability.

      Next, the crew found that water from the aft generator room was running into the gear room via the hollow propeller shafts and that the gear room was filling up fast. From the gear room, the water then ran into and was flooding the aft and fore engine rooms via the stuffing boxes in the bulkheads. This meant that the flooding became substantially more extensive than indicated by the original damage. Based on the flooding of the gear room, it was decided to prepare for evacuation.

      The AIBN considers the vessel’s lack of watertight integrity to be a safety issue relating to Nansen-class frigates and therefore issues the following two safety alerts.

      There is still no final decision as to whether the Frigate may be repaired. According to VG, two working groups have been established to assess that question; one who will try to salvage the material on board and one who is planning a possible repairing.

      Øydegard announces that the hull is relatively intact, except for the 45-metre tear that the Frigate sustained in the collision with «Sola TS».

      We have damage to the rudder and such, but this is a warship which hull has tolerated the stresses so far, Øydegard explains.

      Coup dur pour Navantia. Après la collision le 8 novembre entre une frégate norvégienne, un bâtiment moderne d’environ 5.000 tonnes construit par le chantier naval espagnol, et le pétrolier maltais Sola TV, le Bureau d’enquête sur les accidents de la Norvège (AIBN) a identifié dans un rapport préliminaire public daté du 29 novembre, des « problèmes de sécurité critiques », qui nécessitent une « attention immédiate ». L’AIBN a affirmé que le manque d’étanchéité entre les compartiments des frégates de la classe Nansen, est l’un de ces problèmes de sécurité. Il a déjà émis deux alertes de sécurité en attendant de poursuivre une enquête plus approfondie.

      #C’était_à_prévoir : les critiques adressées au constructeur Navantia par le rapport préliminaire du bureau norvégien d’enquêtes sur les accidents maritimes ne passent pas en Espagne. La marine espagnole a rédigé son propre rapport qui dédouane complètement Navantia et conclut qu’une erreur humaine a été la cause principale de l’accident de la frégate Helge Ingstad.

      Ce rapport remet en cause la version des autorités norvégiennes : la semaine dernière, le bureau norvégien d’enquêtes sur les accidents maritimes avait pointé du doigt le chantier naval espagnol. Selon le rapport espagnol, « il existe des preuves claires que les dommages initiaux ont touché 4 compartiments étanches, et des indices que 5 aient été réellement endommagés dans la collision, ce qui dépasse les critères de survie fixés pour ce navire. »

      Le rapport interne de la marine espagnole explique que « la longueur de la déchirure visible sur les photos est de 15% de la longueur à la ligne de flottaison (18,2 m), soit 3 tranches contigües inondées. »

      Il ajoute aussi que l’avarie pourrait avoir aussi touché d’autres compartiments. « L’analyse des images indique que, probablement, sous la ligne de flottaison, un 4è compartiment étanche ait été éventré. »

      Pour la marine espagnole, une erreur humaine est la seule cause de l’accident. Une suite d’erreurs ont été commises : navigation à vitesse excessive (environ 17 nœuds), non-utilisation de l’AIS, non-respect du règlement international de prévention des abordages en mer, et non-prise en compte des avertissements du pétrolier.

      Le rapport conclut que « aucun navire ayant des caractéristiques similaires à la frégate n’aurait été capable de contrôler la voie d’eau et d’éviter le naufrage ».

      Remarque : que la cause de l’accident soit une erreur humaine ne fait guère de doute, ce qui est en cause est la suite, l’issue finale de l’accident : le naufrage…

  • Memorial for drowned refugees completely destroyed on Lesvos

    Unknown perpetrators on the island of Lesvos have completely destroyed the memorial dedicated to the refugees who have lost their lives in the Aegean Sea.

    They have even removed the base of the memorial made of concrete.

    Locals have reported that they saw plastic parts of the memorial floating in the sea, a few days ago.

    The memorial was set up at the edge of #Thermi harbor around six years ago and was dedicated to the victims of older shipwrecks whose bodies were washed ashore in the area.

    Last November, also unknown perpetrators had vandalized the monument. they had thrown black paint on the memorial surface where the victims’ names were written.

    With the help and contributions from local bodies like the fishermen of Thermi and the solidarity collectives the memorial was restored.

    According to local media, there have been often denouncements about the presence of a group of extremists in the area of Thermi. The group was reportedly active against the presence of refugees in local homes, rooms to let and hotels leased by organizations and NGOs.

    So far there has been no reaction to the memorial destruction neither by local bodies nor the police, notes local media lesvosnews.

    • Ολοσχερής καταστροφή από αγνώστους του μνημείου στη Θερμή για τους πρόσφυγες

      Άγνωστοι κατέστρεψαν ολοσχερώς τις τελευταίες μέρες το μνημείο των προσφύγων που χάθηκαν στα νερά του Αιγαίου, και βρισκόταν στην άκρη του μικρού λιμανιού της Θερμής, οκτώ χιλιόμετρα βόρεια της πόλης της Μυτιλήνης. Μάλιστα εξαφάνισαν ακόμα και την τσιμεντένια βάση του πετώντας την, φυσικά μαζί με όλο το μνημείο, στη θάλασσα. Κάτοικοι της περιοχής αναφέρουν ότι πριν μέρες είδαν πλαστικά τμήματα του μνημείου να επιπλέουν στη θάλασσα.

      Το μνημείο είχε στηθεί πριν από έξη περίπου χρόνια για τα θύματα παλιότερων ναυαγίων, οι σοροί των οποίων είχαν εκβραστεί στην περιοχή. Από τον Οκτώβριο του 2013 δε, πραγματοποιείτο εκεί τελετή μνήμης οργανωμένη από το δίκτυο « Welcome to Europe ». Ας σημειωθεί ότι πέρυσι το Νοέμβριο, άγνωστοι επίσης, είχαν βανδαλίσει το μνημείο πετώντας πάνω στην επιφάνεια του όπου αναφέρονταν τα ονόματα των ναυαγών, μαύρη μπογιά. Τότε είχε επισκευασθεί με τη συμβολή συλλογικοτήτων και τοπικών φορέων όπως οι ψαράδες της Θερμής.

      Ας σημειωθεί ότι όπως επανειλημμένα έχει καταγγελθεί, στην περιοχή της Θερμής λειτουργεί ομάδα ακροδεξιών που στο παρελθόν έχουν κάνει μάλιστα και δημόσιες εμφανίσεις. Εστιάζοντας τη δράση τους εναντίον της παρουσίας προσφύγων σε σπίτια, δωμάτια και ξενοδοχεία που έχουν ενοικιασθεί για τη στέγαση τους από οργανισμούς και ΜΚΟ.

      Μέχρι στιγμής δεν έχει υπάρξει η παραμικρή αντίδραση από τοπικούς φορείς και αστυνομικές αρχές για την καταστροφή του μνημείου.

    La peine de mort a été requise à l’encontre de cinq militants des droits de l’homme en Arabie saoudite, ont annoncé, mercredi 22 août, Human Rights Watch (HRW), Amnesty International et plusieurs groupes de défense des droits de l’homme.

    Parmi ces personnes figure Israa Al-Ghomgham, militante chiite de premier plan qui a rassemblé des informations sur les manifestations de masse qui ont eu lieu dans la province orientale du pays à partir de 2011.

      cette info arrive sur FB formatée dans un style assez spectaculaire pour ne pas dire putassier (l’image de macron et du prince en vis à vis de la photo d’une femme supposée être Israa al-Ghamgham (que le post dit avoir été décapitée) et qui est en fait selon « middleeasteye.net » Samar Badawi, une autre militante saoudienne. Par ailleurs une vidéo circule prétendant être l’execution de cette militante et qui en fait s’avère être une autre décapitation qui date de 2015. Tout le monde a été profondément ému au point de signaler ce post FB sans penser à vérifier. C’est peut-être vrai, peut-être pas, mais une journée complète de recherche n’a rien donné de vraiment probant.

      Comme nous nous intéressons à la situation des droits humains en Arabie saoudite, nous avons aussi été très bouleversé, d’autant plus qu’il y a cette incertitude.

      Ce type de dissémination de l’info me fait peur et me fait penser que nous restons très fragiles face à ce qui nous arrive par différents canaux. D’où l’importance des débats et des partages, et des recherches communes sur seenthis pour tenter de déconstruire cet invraissemblable magma.

      The Public Prosecution, which reports directly to the king, accused the detained activists of several charges that do not resemble recognizable crimes, including “participating in protests in the Qatif region,” “incitement to protest,” “chanting slogans hostile to the regime,” “attempting to inflame public opinion,” “filming protests and publishing on social media,” and “providing moral support to rioters.” It called for their execution based on the Islamic law principle of ta’zir, in which the judge has discretion over the definition of what constitutes a crime and over the sentence. Authorities have held all six activists in pretrial detention and without legal representation for over two years. Their next court date has been scheduled for October 28, 2018.

      “Any execution is appalling, but seeking the death penalty for activists like Israa al-Ghomgham, who are not even accused of violent behavior, is monstrous,” said Sarah Leah Whitson, Middle East director at Human Rights Watch. “Every day, the Saudi monarchy’s unrestrained despotism makes it harder for its public relations teams to spin the fairy tale of ‘reform’ to allies and international business.”

      Al-Ghomgham is a Shia activist well known for participating in and documenting mass demonstrations in the Eastern Province that began in early 2011, calling for an end to the systematic discrimination that Saudi Shia citizens face in the majority-Sunni country. Authorities arrested al-Ghomgham and her husband in a night raid on their home on December 6, 2015 and have held them in Dammam’s al-Mabahith prison ever since.

      Saudi activists told Human Rights Watch that the Public Prosecution’s recent demand makes al-Ghomgham the first female activist to possibly face the death penalty for her human rights-related work, which sets a dangerous precedent for other women activists currently behind bars.

      Saudi Arabia’s Specialized Criminal Court (SCC), set up in 2008 to try terrorism cases, has since been increasingly used to prosecute peaceful dissidents. The court is notorious for its violations of fair trial standards and has previously sentenced other Shia activists to death on politically motivated charges. The court sentenced a prominent Shia cleric, Nimr al-Nimr, and seven other men to death for their role in the 2011 Eastern Province demonstrations in 2014 and another 14 people in 2016 for participating in the protests. Saudi authorities executed al-Nimr and at least three other Shia men on January 2, 2016 when they carried out the largest mass execution since 1980, putting 47 men to death.

      International standards, including the Arab Charter on Human Rights, ratified by Saudi Arabia, require countries that retain the death penalty to use it only for the “most serious crimes,” and in exceptional circumstances. Human Rights Watch opposes capital punishment in all countries and under all circumstances. Capital punishment is unique in its cruelty and finality, and it is inevitably and universally plagued with arbitrariness, prejudice, and error.

    Take a closer look at the data, however, and it becomes clear how the EU prioritizes among its many goals. By following the money from the EU we can see which areas the union puts the most emphasis on when it comes to migration policy. The numbers show that stopping migrants along the way is at least equally important as changing the underlying causes of migration.

    For a start, the largest amount of the #Trust_Fund money does not got to where the majority African migrants are coming from. By a large margin, Eritrea, Nigeria and Somalia are the three countries most African asylum seekers came from between 2012 and 2016.

    The greatest amount of money from the EU Emergency Trust Fund, however, goes elsewhere.The biggest single recipients are Niger, Mali, Senegal, Libya, and Ethiopia. Contrast that with Somalia, which ranks 9, Nigeria 10 and Eritrea - the country with the most African asylum applicants to the EU – is 20th out of 26 EUTF recipient countries. In other words, the country most in need of EU funds to fight the root causes of migration is far down on the list of countries actually receiving those funds.

    Despite these long-term benefits, humanitarian groups, experts and local media criticized the Trust Fund for focusing too much on tightening border controls and preventing migration instead of addressing the root causes of flight in the countries of origin.

Libya, for example, is home to the project with the single largest EUTF budget of 90 million euros aimed at “managing mixed migration flows.” The average project for migration management receives 14 million.

The budget position “Joint Operations” is the largest item on the expenditure list - and quadrupled since 2012 (from 32 million euros to 129 million euros). Since 2016, the budget also included a position on “#Return_Support”. It had a budget of 39 million in 2016 and was increased to 53 million in 2017 (an increase of 30 percent), making it the second biggest position on Frontex’ budget.

    • Diverting EU aid to stop migrants

      Ahead of Europe’s development ministers meeting in Estonia on 11 September, Global Health Advocates research in Senegal and Niger shows that EU development aid is misused and diverted through the EU Emergency Trust Fund for Africa.

      Development aid is meant to fund long-term programmes aimed at the eradication of poverty in line with partner countries’ own development priorities. However, the EU Emergency Trust Fund for Africa – a rather new instrument launched hastily by the EU and backed with close to €3 billion in development funds – does exactly the opposite: it prioritises quick fixes driven by Europe’s short-term domestic priorities, with little involvement of local governments let alone civil society actors.

      Findings from the report published today reveal untransparent processes in-country, bypassing most good governance principles. No public calls for proposals, no consultation of local actors, no eligibility guidelines, prioritisation of short term projects and the development of retroactive strategies once most funds are disbursed.

      Fanny Voitzwinkler, Head of the EU Office of Global Health Advocates, says: “Everyone we met in Niamey and Dakar agreed: the EU Trust Fund is first-and-foremost a political communication tool to show citizens the EU is responding fast to the so-called ‘migration crisis‘. Using development aid money as a bargaining chip to leverage African countries’ cooperation on migration tarnishes the image of the EU as a global development actor.”

      Beyond the questionable use of development funds to address what is considered a political emergency in Europe, the EU is literally outsourcing the control of migration to countries such as Libya and Niger, to ensure migrants are no longer able to leave the northern shores of the African continent. Most concerning is that some countries have de facto boosted their domestic security spending over basic social services like health and education.

      The NGO also warns against possible spill over-effects of the EU-driven effort to reduce migratory pressure to Europe. Repressive measures to curb migration are depriving communities of economic opportunities in the Agadez region of Niger without providing viable alternatives in already unstable environments. The EU’s eagerness to rapidly stem migration flows has taken precedence over seeking sustainable solutions for the local population.

      Global Health Advocates is urging the EU to delink its political dialogue on migration from its development agenda, acknowledging that migration is a positive driver of development. In the spirit of European’s core founding values of tolerance, solidarity and respect for human dignity, the EU should actively support and promote a more nuanced narrative on migration and mobility, anchored in facts and reality.

      Ms. Voitzwinkler concludes: “If the EU Trust Fund is not realigned to reflect a genuine partnership between the EU and African countries, promoting policies that can foster a positive development impact of mobility, the EU should stop replenishing the Fund.”

    A number of pro-Israel organizations in the United States received letters from Al Jazeera on Friday, informing them their employees will appear on the Qatari-owned network’s upcoming documentary on the Israel lobby in Washington.
    The letters gave the organizations three weeks to respond to the contents of the upcoming report, but did not indicate when the report would be broadcast. 
    Four sources within the pro-Israel circles in Washington, all of whom asked to remain anonymous due to the sensitivity of the matter, told Haaretz that the letters came as a surprise to those who received them.
    Al Jazeera publicly admitted in October it had planted an undercover reporter inside leading pro-Israel organizations in the United States. Ever since then, though, the story has not made any headlines, and some in the Jewish community were under the impression it might not be broadcast at all. 
    Following the letters’ arrival on Friday, the sources in the pro-Israel community offered two dueling interpretations of the new development. Some said the letters indicate that the film will be broadcast within the next weeks, possibly around the time of the annual AIPAC conference in early March. Others believed the opposite was true, claiming that the Qatari government was pressuring Al Jazeera not to air the report, and that the letters are the result of an internal debate within the network about the documentary.

    Haaretz revealed last October that the reporter working undercover for Al Jazeera managed to do internship work at the Israel Project and had some access to that organization’s donor files. The undercover reporter also had contacts with a number of low-level staffers at the Israeli Embassy in Washington, some of whom had attended parties at a luxury apartment he rented in downtown D.C.
    His work for Al Jazeera was first reported in 2017 by Armin Rosen in Tablet Magazine.

    In recent months, leaders for a number of right-wing Jewish organizations in the United States had visited Qatar and met with its emir. All of those leaders had asked the emir to change Al Jazeera’s negative coverage of Israel and its spreading of anti-Semitic content. Qatar Foreign Minister Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani was asked by Haaretz about those requests during an event in Washington last week, and replied that Qatar’s constitution forbids the government from interfering in Al Jazeera’s work. 

    Thani also said that complaints about Al Jazeera’s coverage should be addressed not to the Qatari government, but to official media regulators. He mentioned that in Britain last year the local media regulating body, Ofcom, investigated complaints about Al Jazeera’s documentary “The Lobby,” on the Israel lobby in the United Kingdom, and denied the allegations that it was misleading or anti-Semitic. 
    One senior official in a pro-Israel organization called the Al Jazeera documentary a “wake-up call.” According to the official, Al Jazeera invested tens of thousands of dollars in the project.
    “They rented an apartment for him that cost more than $5,000 a month,” the official said. “We don’t know what kind of recording equipment was placed inside that apartment, and what kind of equipment he took with him to meetings in offices all around town, but I assume it was of the highest quality. This is not just a television report, it’s closer to state-sponsored espionage.”

    In a hospital room in Yemen, well-wishers sing songs and play the guitar for five-year-old Buthaina. She smiles and tears begin to drop from her eyes. She then picks up her crayons and draws a sketch of her family.

    Buthaina Muhammad Mansour al-Raimi is the sole survivor in her immediate family after an airstrike destroyed an apartment building in Yemen’s capital on August 25, according to Yemen’s Houthi-held human rights ministry and information ministry. The group also says the attack killed 16 people, including Buthaina’s parents and five siblings.
    Buthaina, now in the care of her aunt and uncle, her new guardians, doesn’t know that yet. None of her relatives or doctors have told her.

    Dramatic photographs published after the strike showed Buthaina being pulled from the rubble, her eyes sealed shut by bruises.
    Shortly after, local media tried to interview her while she was on her hospital bed. Buthaina tried to force one of her eyes open to see who was speaking to her.
    Little did Buthaina know that the tiny gesture would turn into a symbol of Yemen’s plight.

    The photograph capturing the moment prompted a powerful social-media campaign, highlighting the country’s humanitarian crisis. Hundreds of tweets showed pictures of people mimicking Buthaina’s gesture around multiple hashtags.

    BETHLEHEM (Ma’an) — Palestinian security forces detained prominent human rights activist Issa Amro on Monday, a day after he posted comments on his Facebook criticizing Palestinian forces for arresting a journalist who also criticized the Palestinian Authority (PA).

    The two joined a number of Palestinians who have been detained for voicing their opinions since Palestinian President Mahmoud Abbas issued a a far-reaching Cyber Crimes Law in June that has been widely denounced by human rights groups.

    Ayman Qawasmeh, the director of the Hebron-based radio station Manbar al-Hurriya, was detained by the PA on Sunday, three days after the radio station’s offices were raided and shut down by the Israeli army.

    Local media reports said Qawsmeh’s arrest came after he called on Palestinian President Mahmoud Abbas and Prime Minister Rami Hamdallah to resign.

    In a Facebook post Sunday evening, Amro, a Hebron-based coordinator for Youth Against Settlements and a former field researcher for the Israeli NGO B’Tselem, criticized the PA for arresting Qawsmeh and stifling freedom of expression.

      After PA preventative security forces arrested the journalist on Sunday for the critical post, prominent Hebron-based activist Issa Amro took to Facebook himself to denounce Palestinian authorities, who had allegedly been threatening journalists not to publicize Qawasmeh’s arrest. Amro called on the PA to respect and protect international and domestic law.

      Shortly after sharing the post, Amro was detained by the PA. On Wednesday, his detention was reportedly extended for an additional 24 hours, according to statement released Wednesday by Mada, a Palestinian NGO focused on media freedoms.

      The organization also spoke with Qawasmeh after his release. He told Mada that after he had been summoned by the PA midday Sunday, he was immediately interrogated about his critical comments on the PA’s leadership.

      “They asked me about the reason for posting this video, I replied that it was published in an angry moment after the radio equipment was destroyed and confiscated by the (Israeli) occupation forces,” Mada relayed.

      “They actually understood my reasons,” Qawasmeh said. He explained that during the second day in jail on Monday, he signed his statement, and on Tuesday, his detention was extended for a fourth day. He was released 9 a.m. Wednesday with no conditions.

      Youth Against Settlement (YAS), a group based in the southern occupied West Bank city of Hebron headed by Amro that is dedicated to non-violent resistance against the Israeli occupation, announced on their Facebook page that Amro had been released, though the charges against him had not been dropped.

      Amro was arrested last week after turning himself into Palestinian security forces. PA officials had requested Amro to present himself to authorities over a Facebook post in which he denounced the PA for arresting the director of a Hebron’s Manbar al-Hurriya radio station Ayman Qawasmeh, who was released after three days of detention.

      Amro criticized the PA for threatening journalists not to publicize Qawasmeh’s arrest — which took place after Qawasmeh posted on Facebook, calling for the resignation of the Palestinian president, prime minister, and Hebron’s governor — and called on the PA to respect and protect international and domestic law.

      According to prisoners rights group Addameer, the charges against Amro include “causing strife” and a “broad accusation of criminal action” under the PA’s controversial Cyber Crimes Law.

    BETHLEHEM (Ma’an) — A Palestinian was shot and killed after he carried out an alleged vehicular attack on Israeli soldiers, lightly injuring one, at a junction near the village of Tuqu and the illegal Israeli settlement Maale Amos in the southern occupied West Bank district of Bethlehem.

    An Israeli army spokesperson claimed that the alleged assailant rammed his car at Israeli forces stationed at the junction, leaving one Israeli soldier lightly wounded. The driver then allegedly exited his vehicle armed with a knife and attempted to stab the soldier, when another soldier fatally shot the Palestinian.

    Israel’s emergency medical service Magen David Adom said it evacuated the 20-year-old Israeli soldier in a moderate condition to Israel’s Shaare Zedek hospital in Jerusalem for treatment, while the Palestinian driver was “neutralized” and treated by the Israeli army at the scene before being declared dead.

    An eyewitness told Ma’an that he saw the Palestinian, who was wearing a red shirt, lying motionless on the ground, and claimed that he saw two wounded Israeli soldiers — one suffering from a serious injury and unable to move, and another with a minor injury. However, the Israeli army spokespersonsaid just one soldier had been wounded.

    Another witness said that an Israeli ambulance later evacuated the body, after Israeli forces preventing Palestinian Red Crescent ambulances from approaching the scene.

    Locals sources in Tuqu identified the slain man to Ma’an as 24-year-old Muhammad Ibrahim Jibril , from Tuqu. Palestinian security sources had said he was 25, while other local media outlets said he was 23.

      In a new crime of excessive use of force, Israeli forces killed a Palestinian from Taqou’ village, east of Bethlehem. They claimed that he attempted to carry out a run-over and stab attack against Israeli soldiers, who were present in the bypass street (60) near Taqou’ settlement.

      According to PCHR’s investigations, at approximately 12:47 on the same day, Israeli forces opened fire at Mohammed Ibrahim Jabrin (23) from Taqou’ village, east of Bethlehem. They claimed that Mohammed attempted to carry out stab and run-over attack against Israeli soldiers, who were present in Street (60) near “Taqou” settlement, south of the city. As a result, Mohammed sustained several live bullet wounds and died immediately. Following that, the spokesperson of the Israeli forces said in a statement: “A run-over attack happened near Taqou’ village, causing the injury of an Israeli soldier with minor wounds. The attacker stepped out of the car and attempted to stab soldiers, so he was shot dead.” Jabrin family refused the Israeli claims regarding their son’s attempt to carry out a stab attack. They instead considered what happened as a car accident. They added that the Israeli soldiers immediately opened fire at Mohammed. PCHR’s investigations in previous shooting incidents show that the Israeli forces used to open fire against Palestinian civilians once they have suspicions on their attempt to carry out run-over attacks against their soldiers. On the same day evening, 17 military jeeps moved into Taqou’ village and surrounded Jabrin house. A number of the soldiers raided and searched the house. They then interrogated dozens of civilians in the village before they withdrew on Tuesday dawn, 11 July 2017.

    Two U.S. B-1B bombers and American and South Korean fighter jets on Friday conducted an exercise that included practicing attack capabilities at a training range, in a show of force to North Korea days after that regime tested an intercontinental ballistic missile.

    U.S. Pacific Command said the Lancer bombers took off from an air base in Guam and “practiced attack capabilities by releasing inert weapons at the Pilsung Range.

    The Pilsung Range is well inside South Korean territory, but local media reported that the bombers also flew close to the demilitarized zone (DMZ) separating the two countries although they did not enter the zone or cross any demarcation lines.

    North Korea’s actions are a threat to our allies, partners and homeland,” Pacific Air Forces Commander Gen. Terrence O’ Shaughnessy said in a statement. “Let me be clear, if called upon we are trained, equipped and ready to unleash the full lethal capability of our allied air forces.

    Two U.S. officials said the show of force was intended to “send a #clear_message ” to North Korea, ruled by the dictator Kim Jong Un.

    BETHLEHEM (Ma’an) — A 37-year-old Palestinian man was killed early Friday morning, reportedly after being run-over by an Israeli settler west of Bethlehem city in the southern occupied West Bank

    Locals later identified the victim as Omar Ahmad Issa from the Bethlehem-area town of al-Khader, with Palestinian security sources saying he was run over at around 4 a.m. while riding his motorcycle near the “tunnels” checkpoint on Route 60 west of Bethlehem that leads to occupied East Jerusalem. Sources said that Issa sold coffee and tea on Route 60 for a living.

    In a statement, Israeli police spokesperson Luba Samri described the incident as a “road accident” between a private vehicle and a Palestinian motorbike, in which Issa was critically injured and pronounced dead at the hospital. She said Issa was 33 years old and from Beit Sahour, not al-Khader.

    Sources at the Palestinian Red Crescent told Ma’an that “he was believed to be run over by an Israeli settler,” though the reports could not be confirmed.

    Some reports in local media said that Red Crescent ambulances had refused to receive Issa’s body after arriving to the scene, because they were unclear on the circumstances surrounding the incident and would not be able to inform the family the cause of death.

    As a result, Issa’s remains were evacuated by Israel’s emergency medical services Magen David Adom to Israel’s Shaare Zedek Hospital in Jerusalem. Local sources said that the hospital requested an autopsy of Issa, but his family refused.

    The Environment Ministry has accused the U.S.’s space agency and local media outlets of “incitement” for publishing and misreporting year-old deforestation data that show years of rapid forest loss.

    In 2015, the University of Maryland used U.S. satellite data to reveal that between 2001 and 2014 the annual forest loss rate in Cambodia accelerated by 14.4 percent, leading to one of the highest deforestation rates in the world since the turn of the century.
