Nation-building  in the GCC is still severely hindered by several chronic disorders that plague all its constituent countries without exception, and which have persisted for more than four decades. Taken together, these chronic disorders present a unique mixture of problems that these nations have to face. There is no other region in the world where non-citizens consistently make up half of the population, and where oil revenues constitute more than 80% of the public revenue after more than thirty years of diversification talk. Furthermore, eyebrows are certain to be raised about the political situation when a growing number of people are imprisoned solely due to a “retweet”. This report takes its main focus as outlining these chronic disorders facing the region of the GCC and monitoring their developments over the past two years

“Israel is the Biblical land of milk and honey, and now it’s the modern-day land of milk, honey and natural gas. For in deep waters offshore Israel, in the virtually unexplored Levantine Basin, Houston-based Noble Energy Inc. has discovered a monster gas field.”

This was the opening line of Oil and Gas Investor Magazine’s cover story for November of 2009,[1] an article which outlines the oil and gas exploration being undertaken by US-based Noble Energy Inc. off the Palestinian coast, as well as some of the major offshore oil and gas discoveries made in 2009 and 2010.

In April of 2010, the US Geological Survey (USGS) estimated prospective resources in the Mediterranean’s Levant Basin at between 1.7 billion and 3.7 billion barrels of technically recoverable oil. The survey refers to an offshore basin that covers the territorial waters off the Palestinian Coastal Plain, Lebanon, and Syria, and borders those of nearby Cyprus (Figure 1). The USGS further estimates the undiscovered natural gas resources in the same area to be between at least 122 to 227 trillion cubic feet (TCF*) of technically recoverable natural gas.

As for the domestic situation, the US administration does not appear to be serious about improving internal affairs, as recommended by the Baker-Hamilton Commission, especially in terms of achieving national reconciliation, security, and the improvement of services touching upon the daily lives of Iraqis: no timelines were ever set for the accomplishment of these targets. In addition, no standards were set for the US government to gauge the commitment of the Iraqi government to national reconciliation, security, and the improvement of services. Despite the apparent success in the holding of legislative elections in 2010, doubts regarding the results did not differ from those accompanying the 2005 elections, and the problems of national reconciliation, security, and the improvement of services remained the same.
