The Department of Immigration and Border Protection has defended paying $3.5 million to Toll Holdings for a tent kitchen at its Manus Island detention centre.
A spokesman for Immigration Minister Scott Morrison said the department ’’closely adheres’’ to Commonwealth procurement guidelines that ’’specify the need to obtain value for money for all expenditure of public funds’’.
The department rented the tent kitchen from Toll when the centre re-opened in October 2012, then bought it outright a year later.
’’The lease of the kitchen included mobilisation, installation, the kitchen structure, kitchen equipment, power generation, refrigeration, water storage and airconditioning,’’ the spokesman said. ’’The purchase of the kitchen was deemed better value for money than the costs associated with demobilisation when the lease concluded.’’

The department also defended increases in the amounts paid to contractors G4S and Transfield Services to run offshore detention centres. Transfield, which wrested the Manus contract from G4S last week, will be paid $1.22 billion to run the Manus and Nauru centres for 20 months. This equates to about $900 a day for each detainee.
’’The value of the contract with Transfield reflects the cost based on current transferee numbers at Nauru and Manus OPCs [offshore processing centres] over the contract period,’’ the spokesman said.
’’Following the change in policy in July 2013, and the expansion of necessary infrastructure, the two OPCs have been gradually increasing transferee numbers to the current levels. The lower costs to date reflect this gradual increase and that transferee numbers have not been constant.’’
He said giving Transfield both contracts would ’’ensure continuity, consistency and integration of service delivery across both OPCs as well as maximising efficiency and value for money’’.
Transfield is to take full control of the Manus Island detention centre on March 28.

The cost of housing Immigration Department staff on Christmas Island has blown out by $11 million since December, despite the number of asylum seekers detained on the island falling by more than 430 people in that time.
Staff working at the Christmas Island detention centre and ’’alternative places of accommodation’’ - lower-security facilities where families are held - are housed at the Christmas Island Resort, owned by Soft Star Pty Ltd.

Manus Island unsafe – refugee advocates warn against letting attackers back into camp
Refugee advocates are warning of new dangers of attacks on asylum seekers if local staff are re-introduced into the Manus Island detention centre.
Local and national PNG staff and police have been excluded from the detention centre since the night of 17 February when Reza Berati was killed and at least 77 others brutally bashed.
There are now moves by senior detention management to allow local PNG security staff back into the detention centre as soon as today (Tuesday 11 March).
The move has terrified asylum seekers in the camp. Since the 17 February, asylum seekers have been subject to daily threats of being attacked and killed. “Locals” make throat-cutting gestures directed at asylum seekers and there are reports of protests by machete wielding locals outside the perimeter wire of the detention centre.
The asylum seekers are also being pressured to agree to the re-introduction of locals by declining food quality and amount, which is being prepared outside the camp. Authorities have rejected offers by the asylum seekers to prepare and cook the food themselves.

Breaking : Detention Centres Are Still Horrible
The death of Reza Barati on February 17 gave us the most recent reminder of the challenges asylum seeker detention centres bring. They’re tinderboxes, ready to ignite, often sitting dangerously close to a flame. Recently released footage of the events that unfolded on Manus Island 24-hours before the riot that killed Barati, again highlights the dangerous tension that exists in centres. In the footage PNG national employees of security company G4S can be seen attacking asylum seekers who have taken cover in one of the detention centre buildings, until an Australian employee arrives and moves the crowd along. The events escalated when asylum seekers attempted to flee the detention centre after being told they would never settle in Australia. PNG G4S staff arriving for work foiled their attempt, shifting asylum seeker resentment away from the Australian government and on to the PNG employees. Tensions grew when detainees began yelling, “Fuck PNG!”, some exposed themselves to people walking along the road outside the centre. The anger in the Manus Island community simmered, spurred by malicious rumours of asylum seekers intentions and the derogatory chants. What happened next we all know. These events reveal the dangerous circumstances that would culminate in the riot that killed Reza Barati one day later. They also highlight fundamental issues with offshore detention centres: security, staff training, and local awareness. While we wait for the government to make a report in to the events public, all we can do is wonder when will it happen again?

The first two asylum seekers convicted of rioting at the Nauru detention centre will be sentenced on Thursday.
In July 2013, rampaging asylum seekers torched the centre causing $60 million damage.
Newly constructed accommodation blocks, the health centre, offices, the dining room and vehicles were burnt. Only the kitchen and recreation facility remained standing.
There are 63 asylum seekers facing criminal charges stemming from the riots.
The two asylum seekers awaiting sentencing on Thursday had been remanded in custody at the Nauru Correctional Centre since their rioting and unlawful assembly convictions last month.
A spokeswoman for the Nauru government said the convictions would not affect the asylum seekers’ claims for refugee status but it might affect settlement.
