In the West Bank, as part of excessive use of force, on 15 October 2018, the Israeli forces killed Elias Yasin (22) from Bedia village, northwest of Salfit when he was crossing the traffic light on ‘Aber al-Samerah Street, seemingly the traffic light was red and he rapidly crossed the street. AS a result, an Israeli soldier opened fire at him and killed him immediately. The Israeli forces claimed that Yasin attempted to stab soldiers so they opened fire at him without any of the soldiers being wounded. The Israeli soldiers could have used, in case of suspicions about Yasin’s intent to stab, less lethal force and arrested him.

A Dutch company has agreed to compensate a Palestinian who was seriously injured by the attack dogs it supplied to the Israeli military.

The settlement is the outcome of a civil lawsuit filed by Hamzeh Abu Hashem against Four Winds K9 and its directors in late 2017.

The company agreed to pay an undisclosed amount to Abu Hashem towards his recovery although it continues to deny legal liability because the Israeli army trained the dogs.

Four Winds K9 “regrets the incident” and the damage done and considers the payment a “gesture of good will,” according to Dutch newspaper NRC.

  • Gaza protesters may have found the Israeli army’s weak spot
Israel is operating on borrowed time in Gaza

    https://www.haaretz.com/israel-news/.premium-gaza-protesters-may-have-found-israeli-army-s-weak-spot-1.6493641

Demonstrations and clashes with Israeli troops along the Gaza border, which used to happen every Friday, now happen roughly every two days. The number of incendiary kites and balloons launched from Gaza at Israel is rising, and Hamas has organized new units to harass soldiers at night through infiltrations and vandalism along the border.
The Gazans seem to have found the IDF’s weak spot: It’s hard to deal with mass demonstrations at night. Crowd-control measures are less effective, visibility is worse and snipers are more likely to hit the wrong person.

If incendiary kites and balloons cause more fires, that could increase political pressure on Prime Minister Benjamin Netanyahu for harsher measures against Hamas, leading to a new round of fighting. The last round, involving Israeli airstrikes and dozens of rockets from Gaza, was on August 8. Another scenario worrying the army is a large-scale nighttime infiltration under cover of a demonstration that results in Hamas operatives penetrating an Israeli community.
Israel is operating on borrowed time in Gaza. Absent a breakthrough in the international negotiations, another escalation probably isn’t far off.

  • Israel’s forgotten hero: The assassination of Count Bernadotte - and the death of peace

Sitting in the back seat, the blue-blooded Swedish aristocrat and the decorated French hero of two world wars had begun to relax from the tension of the journey as the big Chrysler, the last of a three-car convoy, started its final ascent up the narrow road through the now Jewish-occupied district of Katamon, towards Rehavia and the house of the Jerusalem military governor. No one in the first car, a DeSoto, least of all the Israeli captain assigned to escort the VIPs, showed much concern when a new-looking Israeli army jeep slewed across the road to bring the convoy to a halt: just another temporary checkpoint. As three soldiers in standard Israel Defence Forces khaki shorts, fingers on triggers, approached the DeSoto; the three young Swedes and a Belgian in the passenger seats, groped for their papers. “It’s OK boys,” the Israeli officer explained. “Let us pass. It’s the UN mediator.”

At that moment, one of the three men ran to the Chrysler, pushed the barrel of his German-made Schmeisser MP40 sub-machine gun through the open rear window, and pumped six bullets into the chest, throat and left arm of the aristocrat and another 18 into the body of the French colonel sitting on his left. Rushing out of the first car, the Israeli captain, Moshe Hillman, ran back to the Chrysler. Aghast at the sight of the copiously bleeding bodies he kept repeating: “My God, oh my God,” before jumping in beside the driver, a UN security man recruited from the FBI, and telling him to head straight for the Hadassah hospital. But Count Folke Bernadotte, the UN mediator officially charged with bringing peace to a Holy Land at war, and his chief UN observer Colonel Andre Serot, who had only swapped places with Hillman at the last minute so that he could personally thank the count for saving his wife from a Nazi concentration camp three years earlier, were dead on arrival.

The assassination of Bernadotte by Jewish militants disguised as regular soldiers on 17 September 1948, was commemorated in a series of Swedish and UN ceremonies in Jerusalem, Stockholm and New York yesterday. But no blue Israeli plaque marks the spot, as it does for so many military and Jewish underground exploits of the period. (...)

JERUSALEM, September 15, 2018 (WAFA) – A French-American activist started a hunger strike on Friday after he was detained by Israeli police when activists in Khan al-Ahmar village, east of Jerusalem, blocked Israeli bulldozers trying to close roads to the village, according to Abdullah Abu Rahmeh, from the Save Khan al-Ahmar campaign.

He told WAFA that Frank Romano, professor of law at University of Paris and author of “Love and Terror in the Middle East”, was detained along with four other Palestinians when they confronted Israeli police and bulldozers attempting to block roads to the village, slated for demolition by Israel in order to replace it with a settlement.

Romano, who lives in France but is also an American citizen, was first taken to a police station in the nearby illegal settlement of Ma’ale Adumim before he was transferred to the Russian Compound police station in West Jerusalem where his detention was extended for four days.
Abu Rahmeh said Romano started a hunger strike until Israel annuls the demolition decision against Khan al Ahmar.

According to border police, the three, law professor Frank Romano and two Palestinians, tried to block the road and disrupt soldiers situated near the village, which is slated for demolition.

Exceptionally, the arrest of Romano - a foreign national - was extended by 96 hours under military code rather than civil law. Military code applies to Palestinians and significantly reduces the rights granted to suspects. In comparison, in the Israeli legal system there is a duty to bring a suspect before a judge within 24 hours.

Attorney Gaby Lasky, who represents Romano, told Haaretz that this it is very rare for military code to be used for foreign citizens, saying that she had encountered only one such other case in the past. Lasky plans to appeal to the Jerusalem Magistrate’s Court to bring the man to a remand hearing.

  • Israel running campaign against Jeremy Corbyn

    | The Electronic Intifada
    https://electronicintifada.net/blogs/asa-winstanley/israel-running-campaign-against-jeremy-corbyn

An app operated as part of an Israeli government propaganda campaign issued a “mission” for social media users to make comments against Labour Party leader Jeremy Corbyn, accusing him of anti-Semitism.

This is the latest evidence of an Israeli campaign of psychological warfare against the UK’s main opposition party.

The Act.IL app on Sunday falsely accused Corbyn of comparing Israel to Nazi Germany in a 2010 meeting which had been resurfaced by The Times last week.

The “mission” was documented in this Tweet by Michael Bueckert, a Canadian researcher who has been monitoring the app since last year.

The reality is very different from the app’s claims.

As my colleague Adri Nieuwhof explains, Corbyn hosted a meeting titled “Never Again – For Anyone” with Hajo Meyer, a survivor of the Auschwitz concentration camp and an anti-Zionist who spoke out strongly for Palestinian rights.

    Meyer passed away in 2014.

The Act.IL app asks users to comment on Facebook in response to a Huffington Post UK story about Corbyn’s alleged “anti-Israel remarks,” which it claims are “often a way to hide anti-Semitism.”

The “mission” directs users to click “like” on a comment by Facebook user “Nancy Saada,” and write their own comments echoing her criticisms of Labour.

“Nancy” has posted elsewhere on her Facebook profile a photo of herself in an Israeli army uniform posing on an armored vehicle draped with an Israeli flag.

The two Palestinians were pronounced dead on the site before being transferred to the Indonesian Hospital.

Witnesses identified the two killed Palestinians as Ahmad Murjan and Abed al-Hafez al-Silawi.

Al-Qassam said the two fighters, Ahmad Abdullah Morjan, 23, and Abdul-Hafeth Mohammad Seelawi, 23, where killed in an Israeli bombardment in northern Gaza.

It stated that the two fighters were part of a military training in “Asqalan” center, one of its training locations in northern Gaza, and that many Palestinians, including political leaders of Hamas, were in attendance.

Al-Qassam said that the training including the use of sniper fire, and explosives, and the fighters were practicing techniques when the Israeli army fired a shell at them, killing the two fighters.

“Israel is coming up with false allegations to justify its serious crime,” Al-Qassam said, “We hold the occupation fully responsible for this attack.”

The Israeli army said the two Palestinians “opened fire at Israeli soldiers,” and published a video of the two fighters reportedly firing at soldiers, while Hamas said the allegation has no basis, as the fighters were training, and firing fixed targets.

The IDF acknowledges that the Hamas shooting that led to a deadly IDF retaliatory strike earlier today did not target IDF troops.

Maj. Gen. Herzi Halevi, the head of the army’s Southern Command, concluded the IDF strike was made in error, as the snipers, part of Hamas’s naval commando unit, were not shooting — as the army believed in real-time — at a border fence patrol of the Rotem battalion of the Givati infantry brigade. The shooting was part of a drill being observed by senior Hamas leaders in the northern Gaza Strip.

The army has sent messages to Hamas via Egypt acknowledging the error but insisting that retaliatory fire on IDF troops would not be tolerated.

  • Israeli Druze commander quits army over nation-state law in open letter to Netanyahu

In the letter, Jmall also called on leaders of his community to work toward putting an end to the compulsory conscription of Israel’s Druze. The Facebook post has since been removed.
“This morning, when I woke up to drive to the [army] base, I asked myself, why? Why do I have to serve the State of Israel, a state that my two brothers, my father and I have served with dedication, a sense of mission and a love of the homeland, and, in the end, what do we get? To be second-class citizens,” Jmall wrote.

"Continue serving the country? I do not want to continue and I am sure that hundreds more people will stop serving and will be discharged from the army following your decision, Netanyahu, that of you and your government,” he continued.
"After many thoughts ran through my head, I decided to let go and to discontinue serving the country, a country that has a government that takes and does not give back.”
In conclusion, Jmall wrote: “I ask everyone who is against the nation-state law to share and share my proposal to community leaders to stop the conscription law for members of the Druze community.”
The Basic Law: Israel as the Nation-State of the Jewish People, also known as the nation-state law, approved by the Knesset on July 19, affirmed that only Jews have the right to self-determination in Israel. It also downgraded Arabic to a language with “special status,” among several other controversial measures that affect the Israeli Druze.
The nation-state law is designed to alter the application of the Basic Law on Human Dignity and Liberty in court rulings, and permits judges to give priority to Israel’s Jewish character in their rulings.

Last week, Druze lawmakers were the first to file a High Court of Justice petition against the legislation. A hundred Druze Israel Defense Forces reserve officers added their voices to that effort on Wednesday, prompting Education Minister Naftali Bennett to speak out in support of “our blood brothers” on Twitter.
Finance Minister Moshe Kahlon echoed similar sentiments on Thursday, telling Israeli Army Radio, “The enactment of the nation-state law was done hastily,” and adding: “We were wrong and we need to fix it.”
On Saturday, Israeli Arab lawmaker Zouheir Bahloul (Zionist Union) announced his intention to resign from the Knesset in protest of the law. "The law oppresses me and oppresses the population that sent me to the Knesset,’’ he said.

Nation-state Law Backlash: Druze Leaders Say Netanyahu’s Offer May Set ’Historical Precedent’

      https://www.haaretz.com/israel-news/.premium-nation-state-law-backlash-netanyahu-offers-druze-new-legislation-1

Representatives of the Druze community said Thursday night that Prime Minister Benjamin Netanyahu’s proposal to pass a law to strengthen the status of the Druze and Circassian communities is “a window of opportunity to set a historical precedent for the advancement of the Druze community and its status in the State of Israel.”
Representatives, headed by Sheikh Muwafak Tarif, will continue talks with Netanyahu’s team, which has been appointed to make an agreement on both sides.
Netanyahu’s proposed law follows the protest sparked by the nation-state law. The plan outlines a Basic Law and a regular law that will recognize the contribution of minorities who defend the country by “enshrining eligibility for the benefits of minority members of all religions and communities who serve in the security forces, for the purpose of closing gaps and promoting social equality.”

According to the plan submitted by the prime minister’s representatives, “the law will recognize the contribution of the Druze community to the security of the state, and will include support for community institutions (religion, education and culture), will strengthen Druze residential settlements, and establish new towns if needed. It will also preserve and cultivate Druze heritage.”
Tourism Minister Yariv Levin (Likud) congratulated “the agreement we have reached with the Druze leadership. Recognizing the rights of those who serve in the security forces is an achievement.” Tamar Zandberg (Meretz) said in response: “The Prime Minister ranks Israel’s citizens, and he divides and rules the minorities from whom he has stolen equality in his Basic Law. He got scared after the fact. Netanyahu’s government has torn apart the Declaration of Independence and the values of equality on which the state was founded. Now they’re making laws in honor of the Druze community, as if equality is a prize and not a right that all of us have.”
The proposal drew mixed reactions from the Druze community, MK Hamad Amar (Yisrael Beiteinu), one of the two Druze MKs who petitioned the Supreme Court against the nation-state law, congratulated the plan. MK Saleh Saad (Zionist Union) said he will continue with the petition and said: “I am sad that my friends have succumbed to pressures and withdrew from the petition.”
The negotiating team of the Druze community, which includes their spiritual leader, Sheikh Muwafak Tarif, former security officials and civil servants, has had strong disagreements over the proposal. One of the team members told Haaretz that the representatives who have security backgrounds tend to accept the spirit of the plan, while others – including local council heads – oppose it.
The source added that some of the representatives accused the prime minister of trying to implement a policy of “divide and conquer.” They said that they would settle only for annulling the nation-state law or adding to it the value of equality. The source added that the Prime Minister’s Office is concerned about the protest rally scheduled for Saturday night, and therefore is exerting heavy pressure on the representatives of the community to accept the plan and cancel the rally.

      >> ’When we’re in uniform they treat us well’: Israel’s Druze no longer feel like blood brothers
The plan was drafted by a team formed by the prime minister on the issue of the Druze, headed by the acting Chief of Staff of the Prime Minister’s Bureau, Yoav Horowitz, and including Sheikh Tarif, ministers Ayoub Kara and Yariv Levin, MK Hamad Amar (Yisrael Beiteinu), former MK Shakib Shenan, heads of the Druze local authorities and the forum of reservist senior officers.
The prime minister’s office called the plan “historic” in a press release, saying it “represents a revolution in the legal status of minority group members who serve in the security forces, and members of the Druze community in particular.” Sheikh Tarif welcomed the work of the team and thanked the prime minister for his quick and serious activity. The plan will be presented to the Druze community’s dignitaries.
The plan offers to enshrine a Basic Law - Israeli constitutional equivalent - for the status of the Druze and Circassian communities, “paying respect to the contribution of the Druze community to the State of Israel in building the land, strengthening security and shaping the face of Israeli society as an egalitarian and diverse society.”
The plan also suggests enshrining in law that members of minority groups, from all religions and ethnic groups will be eligible for benefits if they serve in the security forces. The law will also recognize their contribution if they serve.

The acting Chief of Staff of the Prime Minister’s Bureau announced the formation of a ministerial committee to deal with the issue of the Druze community, to be headed by the prime minister, which will work to promote the plan and to supervise its implementation - among other things.
Details of the plan will be formulated and worded within 45 days, in the context of a joint team of the cabinet and representatives of the community, all subject to the instructions of the law and the approval of the attorney general. Legislative activities will begin immediately with the convening of the coming winter session of the Knesset and will be concluded within 45 days from the start of the session.
