    UPDATE: Reader Old West points out that this is exactly the kind of anger we ought to be seeing and hearing from bishops. That’s right! And that’s the thing that I have never, ever understood about this entire damn scandal: why we have yet to see a single bishop respond with that kind of righteous anger. I’m sick and tired of hearing them say how “sad” this is, though sad it is. If they had the slightest empathy with those children, they would react much as Michael O’Brien did. Just think of Pope Francis spoke with even a fraction of O’Brien’s conviction and passion, what it would do. It might just put the fear of God into those cretinous time-servers.

He called President Sleiman “wise,” and credited him for acting as an arbitrator between Lebanon’s political factions.     Responding to a question about the prime minister post in the event of a March 8 victory, Mikati said he would refuse the position under the circumstances because he would not be representing the Sunni population. Citing the unsuccessful governments of Salim Hoss and Omar Karami, Mikati said becoming prime minister without the full support of the Sunni community would always result in failure. Mikati said he was “not ready to fail.”

    Describing President Michel Sleiman as quiet and unchallenging, Mikati said he had not yet seen in Lebanon the results of Sleiman’s efforts, domestically or from his many trips abroad. However, Mikati assessed Sleiman was trying to demonstrate his wisdom and judgment before serving as arbitrator, the traditional role of Lebanon’s presidents. According to Mikati, once Sleiman is arbitrator, he can govern. Nonetheless, Mikati described as “worrisome” a December 17 conversation with Sleiman in which the President said his job was easier than what he had expected. Mikati told DAS Hale and the Ambassador he had counseled Sleiman to create strong state institutions to counter Hizballah’s mini-state.

    The Lebanese Armed Forces (LAF) and the Maronite Patriarch, traditional strongholds of presidential support, are not stalwartly pro-Sleiman, according to Mikati. He described the LAF as polarized toward March 8 with most officers supporting Hizballah and opposition Christian leader Michel Aoun. Mikati described Sleiman as unsure he had the LAF’s full support. Fear of fracturing the army had probably also prevented then LAF Commander Sleiman from taking any drastic decision between 2005 and 2008, Mikati said.

    Mikati, speaking as a “statesman,” argued Lebanon could not survive with a Hizballah mini-state. Regardless of his personal views on the group, Mikati said he was expecting Hizballah to bring Lebanon to a “sad ending.” He assessed that Hizballah was just like a tumor that, whether benign or malignant, must be removed.

    On Hizballah’s goals in Lebanon, Mikati assessed Iran was using the group to create a military base on the Mediterranean. Ayatollah Khomeini’s goal to export the Islamic revolution to the west required a launching point, which, according to Mikati, is Lebanon. This goal will take time but Hizballah is patient, he said. DAS Hale told Mikati that peace with Israel was the most direct way to counter such intentions. Mikati agreed that peace with Israel would be a “happy ending,” but questioned whether Syria would make an agreement without Iranian permission.

    Talking with the Ambassador before DAS Hale’s arrival, Mikati described the Russian gift of MIG-29 fighter planes – which received extensive local media coverage in recent days – as “strange.” He questioned whether Defense Minister Murr asked specifically for the planes or if the Russians had chosen independently to offer them. Mikati said the planes would be “impossible” to maintain and small helicopters would have been more useful for the LAF.

    Comment: Mikati clearly was presenting himself for our benefit as a foe of Hizballah, as he is looking forward to potential opportunities to return to the Prime Ministry. End comment.

    Une partie de l’entretien porte sur la promesse, selon Geagea, faite par Hassan Nasrallah au gouvernement libanais qu’il ne se passerait rien à la frontière avec Israël.

    Détail à retenir (puisque c’est exactement le contraire qui est habituellement soutenu) :

    Le passage le plus important concerne les craintes exprimées par Geagea (il cite également Pierre Gemayel et Nayla Moawad) face à la montée en puissance des Forces de sécurité intérieures sous l’impulsion de Hariri. Il y voit une prise de pouvoir illégitime de la part des sunnites face aux chrétiens.

However, he saw the issue of Internal Security Forces (ISF) appointments as a serious one representing Christian concerns that Sunnis were taking more than their fair share of government jobs. “It just adds to the Christian losses of the last 15 years” and drives Aoun crazy, asserted Ja’Ja.

    8. (C/NF) Ja’Ja was alarmed that Hariri wanted to appoint his own man, Lt. Col. Wissam al-Hassan, to head the ISF intelligence branch. Ja’Ja is worried that Hariri intends to expand the size and mission of the traditionally Sunni ISF intelligence branch to make it into a peer competitor with the traditionally Christian Lebanese Armed Forces (LAF) G-2 and the traditionally Shia Surete General. Hariri wants a Cabinet decree to upgrade the ISF intelligence branch from to a section, which is bigger than a branch. Ja’Ja raised his concerns with Hariri, who replied that the ISF intelligence always had a branch. Ja’Ja replied that Hariri wants to upgrade to a section, which constitutes a legal change. Hairi did not seem to register the distinction, which Ja’Ja interpreted as Hariri’s lack of a grasp of details.

    9. (C/NF) Hariri’s appointment of someone so close to him to head the ISF intelligence branch, as well as his proposal to expand it to a section, is causing serious discord and anxiety in the ISF and LAF, according to Ja’Ja. He was concerned that the LAF will feel threatened and draw closer to President Lahoud. Christian LAF officers are alarmed because they fear Hariri is trying to create his own (Sunni-led) G-2. The Ambassador pointed out that ISF commander Maj. Gen. Rifi tends to make a good impression on visitors as professional and capable, while LAF G-2 commander George Khoury comes across as unprofessional and a complainer. Ja’Ja sighed in agreement. But, he continued, we are stuck with the LAF officers we have because the president is the patron of the LAF. Ja’Ja added that it seems LAF commander Lt. Gen. Michel Sulayman still maintains his Syrian ties.

    10. (C/NF) Ja’Ja added that he has talked with Maronite ministers Pierre Gemayel and Nayla Mouawad, and they agree that Hariri is very stubborn. They are paying a high political price with their Christian constituents because of Hariri. This is exacerbated by the Siniora-Hariri rift. Hariri can be managed, clarified Ja’Ja, but Prime Minister Siniora acts as if he is head of state. “He is a one-man show,” asserted Ja’Ja. Siniora is not consulting anyone else on civil service appointments, including the foreign ministry. Siniora does not want to share power, according to Ja’Ja. He will listen to others, but once he has taken a decision, he is very stubborn.

    Il s’agit du compte rendu d’un entretien entre Saad Hariri et l’ambassadeur américain Jeffrey Feltman, le 12 août 2006.

    La date est importante :
    – le jour précédent, le conseil de sécurité de l’ONU a adopté la résolution 1701 appelant à l’arrêt des combats,
    – l’après-midi, le parlement libanais doit ratifier la résolution,
    – à ce moment précis, Israël a intensifié ses opérations pour exploiter au maximum les derniers jours qui lui restent avant la cessation des combats.

    Ce jour-là, donc, après un mois de massacres au Liban par l’armée israélienne, Saad Hariri a des préoccupations hallucinantes :

    Asking that his comments be kept close-hold, Hariri whispered that, “We need to remove Lahoud, (LAF commander Michel) Sleiman, and (Head of the G2 army intelligence) George Khoury. They are in bed with Syria. They are in bed with Hizballah.” While Hariri hopes to eventually recruit Nabih Berri’s critical support to achieve this, he asked that international pressure on Iran and Syria continue unabated. “We need to keep Iran and Syria busy with themselves.”

    Il annonce donc vouloir se débarrasser du président de la République Émile Lahoud, du commandant de l’armée Michel Sleiman (l’actuel président libanais) et la tête des renseignements militaires George Khoury. [Remarquer que Saad demande de garder ça secret. Tu m’étonnes.]

    Mais aussi :

    On Iran, he urged that we secure a tough new Security Council resolution on the nuclear program in early September. On Syria, he pressed for the quick establishment of an international tribunal to try those suspected in his father’s assassination. He said that if the Security Council were to pass the resolution on the tribunal now, the Cabinet would be able to accept it and forward it for parliamentary approval. Hariri wants to “have a sword on Iran’s neck and on Syria’s neck” in order to weaken their Lebanese proxies.

    Pour rappel, c’est bien Israël qui vient de raser le pays de Saad Hariri et de massacrer ses concitoyens, en faisant majoritairement des victimes civiles.

    Voilà, c’est à ça que pense Saad Hariri, pendant qu’Israël intensifie ses attaques contre le Liban pour profiter des dernières heures avant le cessez-le-feu : régler ses comptes politiques intérieurs, et faire voter une résolution sur le nucléaire iranien.

    Il revient sur ce sujet un peu plus tard :

    Hariri desperately wants to be rid of Lahoud and Sleiman in particular, and is relying on international pressure on their patrons Syria and Iran.

    Une autre révélation : les Américains confirment dans ce rapport que ce sont eux, avec les Français, qui avaient choisi Saniora au poste de Premier ministre (vive l’indépendance du Liban !) :

    We think that this was a tacit acknowledgement, Saad-style, that the strong advice we and the French gave him to pick Siniora over his initial choice of Tabbarah was the right one.

    Enfin, la conclusion risible de l’ambassadeur américain :

    But we also believe that it’s good Saad is home: the image of Saad Hariri staying at the Plaza Athenee in Paris and globe-trotting with an sizable entourage, while hundreds of thousands of Lebanese felt forced to leave their homes, was not good for the future of the March 14 movement.

    Heureusement, ça non plus, les Libanais ne l’ont pas oublié.
