    A Russian Tu-214ON spy plane has reportedly made a reconnaissance tour over the southwestern US, taking a glimpse at an array of military bases as well as nuclear and chemical weapons depots as part of the #Open_Skies treaty.

    The Drive reported, citing FlightRadar 24 tracking service data, that the newest version of the Tu-214 observation aircraft graced US skies after taking off from Rosecrans Air National Guard Base in St. Joseph, Missouri on Thursday.

    The flight reportedly lasted six hours and saw the surveillance aircraft fly over a series of US defense and storage facilities scattered over the territory of West Texas, New Mexico and Colorado. The plane is reported to have flown over the Kirtland Air Force Base, which hosts the Air Force Nuclear Weapons Center and functions as a nuclear storage site. In Colorado, the plane passed over the Pueblo Chemical Depot, one of the last two sites in the US with chemical munitions and materials.

    The flight itself had been authorized by the US under the Treaty on Open Skies, which allows its signatories to conduct short inspections of each other’s territory. The treaty was signed in 1992, but did not come into force until 2002. The US and Russia are among its 34 members.

    The Russian Defense Ministry has not commented on the details of the mission. Earlier, Sergey Ryzhkov, head of the Russian Center for Reduction of Nuclear Threat, announced that the Tu-214ON would be conducting surveillance from Missouri Airport between 22 April and April 27. Under the treaty, the flight has to be monitored by US specialists on board the plane.

    Washington eventually greenlighted the Tu-214ON flyover after initially refusing to certify the Russian “spy eye,” claiming that its digital surveillance equipment was more advanced than Moscow had declared and might manipulate digital data. After some back-and-forth, the US approved the plane for the flights over its territory in September last year.

    Tu-214ON is an updated version of the regular Tu-214. Its cockpit can fit two more people, which allowed the manufacturer to install more modern electronics. Its range has increased to a reported 6,500km (4,040 miles). The aircraft boasts three sensor arrays that include a digital photo camera, an infrared camera, and a TV camera complete with a sideways-looking synthetic aperture radar.

      On Thursday and Friday, a US spy plane performs observation flights over Russia as part of the Open Skies pact, the first action of the kind in months. It can be also considered a sign of “good will” from Moscow, RT was told.
      The Pentagon has confirmed that an OC-135B plane, fitted with high-resolution cameras and infrared sensors, is indeed performing the flyovers, and that Moscow is fully aware of the action. The flights are the first since November 2017, according to spokesman Lt. Col. Jamie Davis.

      He said Russia is aware of the flight and the American spy plane has six of the country’s military observers on board to ensure the mission goes according to the treaty. The Pentagon did not expand on this, nor did the Russian military comment on it.

      Moscow “is demonstrating goodwill” quite apart from treaty obligations by allowing an American plane in its airspace despite major strains in relations, Konstantin Sivkov, a military expert and retired navy officer, told RT. The US is unlikely to stick to the treaty for very long, as accords like this are seen as unnecessary restraints in Washington, he believes.

      The Open Skies Treaty, a crucial multinational accord that allows signatories to perform mutual surveillance flights, has recently been placed in jeopardy by US lawmakers. In August of last year, Congress suspended US-Russia ties under the pact, citing alleged violations by Moscow. The latter denied all of the claims.

      Separately, Washington also curbed funding for any modifications to America’s own surveillance planes. Technical glitches on the ageing US Open Skies aircraft have left the country unable to carry out its missions over Russia. In 2017, only 13 of the 16 missions were actually flown.

      The OC-135B, specifically built for Open Skies missions in 1993, is based up the OC-135 Stratolifter cargo plane. It seats 35, including cockpit crew, aircraft maintenance staff, and foreign observers.

      Russia uses the Tu-214 ON and the Tu-154 ON derived from civilian versions of Tupolev airliners. The former was finally cleared for Open Skies flights over the US last year after months of political flip-flops and media frenzy, with numerous publications claiming Russia benefits too much from the Open Skies initiative.

      One Russia’s two Tu-214ON aircraft has conducted what appears to be its first-ever flight over the United States under the Open Skies Treaty. This agreement allows member states to conduct aerial surveillance missions, with certain limitations in hardware and in the presence of monitors from the surveilled country, over each other’s territory. Today’s sortie took the Russian plane over parts of West Texas, through New Mexico, and into Colorado, including overflights of Fort Bliss, White Sands Missile Range, Sandia and Los Alamos National Laboratories, and finally hitting up the Pueblo Chemical Depot.

    • RF-64525 is set to depart Rosecrans at around 12:30 PM on Apr. 26, 2019 for another mission over areas of Colorado and Nebraska. This could take it over a number of other strategic sites, such as Offutt Air Force Base in Omaha and the Cheyenne Mountain Complex bunker outside Colorado Springs.

      The plane is then scheduled to head back to Russia on Apr. 27, 2019, but with Open Skies back in full swing, we could easily be seeing one of the Kremlin’s surveillance planes come back later in the year for another visit.

    An anti-corruption commission headed by the crown prince said a total of about $107 billion — a mix of cash, real estate, companies and securities — has been recovered from 87 people.

    U.S. Army Maritime capabilities will be radically reduced this year as the service deactivates and divests itself of numerous vessels, watercraft equipment, watercraft systems, Soldiers, and Units. At least eighteen (18) of its 35 Landing Craft Utility (LCU) will be sold off or transferred to the Defense Reutilization and Marketing Office (DRMO). Landing Craft Utility (LCU), a versatile 174- foot landing craft capable of carrying 500 tons of cargo, personnel and containers, is the workhorse of the Army Watercraft field.

    Joint Logistics Over the Shore (JLOTS), a combined service capability to ensure US Military units are able to offload personnel, supplies, equipment, fuel, and water in austere environments, depends heavily on Army LCUs and the US Army’s Watercraft command and control capability. Army Harbormasters, LSVs, LTs, LCMS, and its dedicated Watercraft Soldiers, specifically trained as mariners, are essential to the functioning of JLOTS for both military and humanitarian missions.

    As stated in the Army’s Memo initiating this decision, “Army Watercraft Transformation Through Divestment of Capability and Force Structure by Inactivation of Units”, the intent is to “eliminate all United States Army Reserve and National Guard Bureau AWS (Army Watercraft Systems) capabilities and/or supporting structure”.

    There appears to be no discussion on how the US Army plans to support their present maritime operations, and possible future commitments while eliminating nearly 80% of its present force, which resides in the US Army Reserve. Soldiers who are now in the Maritime field, and who have spent their careers training to be Army Mariners, will be “assessed into units where they can best serve the needs of the Army Reserve whiles also being gainfully employed”.

  • Troops To Be Deployed To Border To Build And Upgrade 160 Miles Of Fencing

    More troops are expected to be deployed to the Southern border to construct or upgrade 160 miles of fencing and provide medical care to a steady stream of migrant families arriving from Central America, according to military sources.

    The deployment and fence construction along the California and Arizona borders would be paid for by the Pentagon, from the Department of Defense’s discretionary funding.

    The move comes as President Trump continues to demand more than $5 billion from Congress for border security and a wall along the U.S.-Mexico border. Congressional Democrats oppose the move, and parts of the federal government have been shut down because of the impasse.

    The Department of Defense has not been affected by the shutdown.

    Last month Trump tweeted that “the Military will build the remaining sections of the Wall” after he said that much of it already has been built. The president was referring to several hundred miles of existing fencing along the Southern border.

    A few days later, Trump repeated his intention to have the Defense Department do the job, saying in another tweet that because of crime and drugs flowing through the border “the United States Military will build the Wall!”

    The Department of Homeland Security — which has had to cease some operations, although not border security — made the request for more troops to shore up the border with Mexico.

    The request will very likely mean the deployment of more forces, including combat engineers and aviation units. There are now some 2,300 active troops on the border and an additional 2,100 National Guard troops.

    The active-duty deployment was scheduled to be completed at the end of January, while the Guard troops are scheduled to remain until September.

    A senior military official said the new request could include thousands more troops and that installing the fencing could take months. The Pentagon is now considering which units to send.

    With the partial government shutdown now in its second week, Trump made a short and unannounced appearance in the White House briefing room Thursday to press for border wall funding.

    “The wall — you can call it a barrier, you can call it whatever you want — but essentially we need protection in our country,” he said.

  • Hunger and survival in Venezuela

    The government continues to deny the existence of a humanitarian crisis, blaming power failures on Venezuela’s proximity to the sun and suggesting people buy gold nuggets and plant medicinal herbs in their gardens to ward off poverty and disease.

    Inflation continues its dizzying ascent. It has reached an eye-watering 800,000 percent and is on target, according to the International Monetary Fund, to surge to 10 million percent next year – driving severe hunger, shortages of basic goods, and accelerating the exodus from the country.

    At least 2.3 million people are estimated to have fled Venezuela since 2015. One in 12 Venezuelans is now thought to have left the country.

    As those abroad build new lives where shelves are laden with food and medicine, many of those IRIN encountered during two weeks of reporting across Venezuela – from the once-thriving fishing and sugar-producing areas of Cumana and Cariaco in the east to once-opulent and wealthy Maracaibo in the west – face a daily battle for survival.

    Residents tell of children starving to death, of forming human chains to block roads to hijack trucks just to get food. They tell of hiding provisions – toilet paper even – in cemeteries, and of concealing their supplies in buckets under layers of trash.​ They tell of being prisoners in their own homes, frightened to leave for fear of looters, who don’t come for their televisions and computers – no one wants those any more – but for basic foodstuffs and medicine.

    While some Venezuelans abroad paper social media with pictures of themselves posing jubilantly in front of powdered milk and shampoo, those who remain grind guava leaves with baking soda to make deodorant, and boil ash from the fire to make soap. It leaves people “itching all day long like gorillas,” says Leidis Vallenilla, explaining how the term violin has become a euphemism for body odour. “We have a whole orchestra here,” she laughs.

    There is pride here, too.

    “The inventive part of us has really been activated,” says Vallenilla.
    The road holds secrets

    Lined with lush foliage and mango trees, dotted with the occasional home, the road from Cumana to Carupano in Venezuela’s eastern state of Sucre winds gently, every now and then rising to give a glimpse of the sea.

    Pilongo – 23-year-old José Gregorio’s nickname, acquired from a cartoon he loved as a baby – leans into the windscreen and squints, staring closely into the verges. He’s looking for vehicles hiding in the bushes, where they wait to ambush cars.

    As the crisis has deepened, so has the threat. This road is a main artery to the east; seemingly bucolic, it is one of the most dangerous in the country.

    Hunger is behind most everything here.

    Hunger was behind the widespread protests that roiled the country in 2015 and precipitated the flight of millions of Venezuelans from the country.

    Then, shortages of essential foodstuffs – milk, butter, sugar, pasta, flour, oil, rice, beef, and chicken – were estimated at 80-90 percent.

    It has only gotten worse since.

    By 2018, according to a report produced by three Venezuelan universities, only one in 10 Venezuelans could afford enough daily food. Hunger has blanketed the country.

    Cumana was once the fourth largest tuna processing town in the world. Nearby, around Caraico and Carupano, was a major sugar-producing area. Not any more. Now, people are starving.

    Government food trucks travel the road carrying President Nicolás Maduro’s signature boxes of subsidised food.

    Named CLAP – after the Spanish acronym for Local Committees for Supply and Production – Maduro rolled them out in 2016 in order, he declared, to circumvent the “economic war” being waged on Venezuela by the United States and his opponents.

    These boxes, the government claims, will feed a family of four for one week. They are supposed to be delivered once a month to all those who have signed up for the “Carnet de la Patria” – a controversial ID card that grants holders access to subsidised food.

    However, according to those who get the CLAP boxes, the food arrives spoiled or past its sell-by date, is nowhere near enough to last even a week, and never comes more than, if you’re lucky, once every six weeks. Around Cumana, seven hours east of the capital Caracas, people say the boxes arrive once every three to four months.

    Pilongo, Vallenilla, and other locals say the trucks still barrel through here daily – in convoys of as many as 40 – laden with precious food and never stopping for angered, hungry people. They recall how people started coating the road with oil so the trucks would skid into a ditch and then everyone would swarm around and loot them.

    “A population which is not well fed become thieves and will steal any food no matter what.”

    When the truck drivers wised up and took a diversion, people got metal strips with sharp teeth and laid them across the other road. Tires would blow out and trucks would still be looted. When the National Guard came and confiscated the metal strips, the community protested that they belonged to them. After a fight, the mayor agreed and returned the strips.

    As hunger grew around the country so did the number of incidents like these, leading Maduro to issue an edict that armed National Guards must accompany the government food trucks. This has given greater license to the much-feared National Guard, who locals accuse of being behind the bodies they say have been turning up on nearby beaches.

    The threat hasn’t stopped people. They just choose different trucks.

    “Malnutrition is the mother of the whole problem,” says Pilingo’s former teacher, Fernando Battisti Garcia, 64, talking from his home in the town of Muelle de Cariaco. “A population which is not well fed become thieves and will steal any food no matter what.”

    People call it “the Maduro diet”.

    “As soon as people see a big truck coming with supplies,” explains Pilingo, “they go into the street – men, women, even children – and stop the truck and take the supplies.”

    It happened just a few days ago, he says, adding that the National Guard has begun searching people’s houses and if they find anything – food, toilet paper, supplies – they take you to jail.

    So people have started hiding the goods in tombs in cemeteries, or lowering them in buckets into water tanks.

    “Everyone is just so desperate,” Pilingo shrugs.

    With their erratic and infrequent delivery of meagre, often spoiled goods, CLAP boxes have done little to address hunger. What they have done, however, is line the pockets – and secure the loyalty – of military and government officials.

    The US treasury estimates as much as 70 percent of the CLAP programme is victim to corruption, while accusations of military and government officials siphoning off millions of dollars and creating a lucrative food trafficking business and thriving black market have led to sanctions and intensifying international scrutiny.

    The CLAP boxes have also succeeded in creating dependency. As inflation continues to spiral upwards and poverty escalates – jumping from 81.8 to 87 percent between 2016 and 2017 – more and more desperate people have become reliant on them to supplement their impoverished diets. In 2018, one in two Venezuelans say CLAP boxes are an “essential” part of their diet, while 83 percent of pro-Maduro voters say that CLAP is their main source of food.
    Malaria and death

    Vallenilla, 60, sits in a folding chair in her shop on the main road passing through Cerezal, a town of 1,000. Dozens of the colourful fabric dolls she makes and sells bob overhead hung from the ceiling, but she admits it has been a long time since she has had any customers.

    It has been a long time too since anyone around here has been able to get any medicine. And it has been even longer since people had enough food.

    “We have lost a lot of kids here to malaria and hepatitis,” says Vallenilla. “You can see people whose eyes and lips have turned orange. But worst of all is malnutrition. Malnourished children are dying here – yes, in my community they are starving to death.

    “The vice-president (Delcy Rodríguez) says there is enough food to feed three countries the size of Venezuela, but the truth is the malnourished kids, the elderly – that is what is real; that is what is the truth.”

    Vallenilla nods across the street where a rail-thin woman is sitting in her doorway. “That woman used to weigh 230 pounds,” she confides. She gestures down the street. “And a woman lost her three-year-old to malnutrition last week, a few streets down….”

    But those women won’t talk about it, says Vallenilla. No one here speaks out, she says. Everyone is scared; scared of losing their CLAP box; scared of the bodies turning up; scared of the repercussions of being identified through the Carnet de la Patria; scared of being reported to Maduro’s security forces; scared full stop.

    “The vice-president (Delcy Rodríguez) says there is enough food to feed three countries the size of Venezuela, but the truth is the malnourished kids, the elderly – that is what is real; that is what is the truth.”

    But Vallenilla isn’t scared. She is angry.

    “About two months ago, malaria was in fashion here – everyone here was trembling from fever,” she seethes, fury rising in her voice. “We had to block the road for two days. We made a trembling chain of people just to force the government to bring us treatment.”

    But even then, the government didn’t bring the full treatment. They brought only half a dose. Half treatments mean malaria will recur. Half treatments risk mosquitos building immunity. Half treatment is the best anyone can hope for these days across Venezuela. And, if they even get that, they can consider themselves lucky.

    “This is why people die,” Vallenilla bellows. “How can you play with people’s health like that? Kids’ health? It is inhuman!

    ‘‘The most sacred thing is your child. Having to put your child in the ground, having your child die? It is the worst thing. How must a mother feel?”

    Her brown eyes glare under the placid smiles of her handmade dolls overhead.

    “I cannot change my feelings – I will not change my feelings for a bone!’ she says. “No matter how many bones they throw to me, I will not be silenced!’

    Vallenilla’s thin neighbour across the street shrinks into the shadows at the sound of the raised voice.

    “This is like a curse, a spell cast on the population,” Vallenilla sighs.
    Electrocution and amputation

    On a sunny Saturday afternoon, there is not a soul to be seen in Cariaco, a town of supposedly 22,000 souls in the east of Venezuela. It is eerily empty. Shops are shuttered and there is no one visible behind the fences barricading the single-storey pastel houses topped with several rows of electrified wires.

    ‘‘You used to be able to walk anywhere, anytime,’’ Pilingo reminisces.

    No more. People are home. They all say they just don’t dare leave their homes for fear they will get broken into when they go out. Vallenilla says she even slaughtered her 17 ducks as she knew they would be taken otherwise.

    The night before, someone had broken into a local house just to steal some clothes.

    “Hunger is taking over in most towns,” Garcia, the former teacher, observes. ‘‘If people have the possibility of one or two meals in a day, they consider it like providence.”

    “People go too long without food,” Leidis concurs. “You can’t blame them looting and hijacking.”

    The consequences are showing up in unexpected ways.

    Music blares from speakers mounted on a flatbed truck as it drives slowly through the small village of Pantonó, leading a young crowd surrounding a wooden coffin hoisted high by the cluster of men carrying it.

    This is the funeral of a 13-year-old boy, a member of the local baseball team who was electrocuted when he tried to go through an electrified fence in the rain – it is thought, to find food.

    There were virtually no cases of electrocution before the crisis, says Dr. Dora Colomenares, a surgeon at University Hospital in Maracaibo. Now it is a common occurrence as people breach electric fences hunting for food, medicine, and electricity sources to wire off to their homes.

    An unprecedented number of children are also arriving at hospital with broken bones. Doctors told IRIN many injuries were hungry children left alone by parents to go out searching day in and day out for food and medicine, even children who had fallen out of fruit trees they had scaled ever higher searching for something to eat.

    This desperation is also reflected in the thriving business of herb selling, as people across the country turn to traditional remedies in the absence of standard medicine.

    Louisa Lopez, 54, the lone vendor in her row, is packing up the medicinal herbs and leaves she sells. Slits of light coming through the corrugated roof dapple the darkness, bouncing off empty stalls in nearby Cariaco market hall.

    Lopez didn’t have this business before the crisis, but when medicine became scarce she anticipated that people would turn to traditional and homemade remedies. After doing her research on the internet, she set up a stall.

    Her instinct has proven spot on. “Business,” she smiles, “is booming.”

    But so is death.

    Needless, pointless, avoidable. Deaths that would have been unimaginable even five years ago.

    One man in Cumana is eager to talk but fearful of losing his job and CLAP box for speaking out. He asks that his real name not be used and steps inside his pastel-coloured home, where a framed photo of a middle-aged man is sat shrine-like under a vase of lilies atop a decorative lace tablecloth on a round table.

    This, he explains, was his uncle “Alberto M” – a chef. He had died two weeks earlier of hypertension and diabetes, a failure of herbal medicine. The man picks up the photo and studies it in silence. His uncle’s warm smile and kind eyes beam back, blissfully unaware of the fate that would needlessly, avoidably befall him.

    “There is a death daily around here,” says the man, placing the photo back on the table before reeling off a list of recent deaths in the neighbourhood: children from malnutrition; a mother and her unborn baby – more failures of herbal medicine – dead from a urine infection; a brother-in-law, shot, his family charges, by the police and whose body washed up on a nearby shore.

    “But,” he says after a long pause, “we don’t even have coffins. The morgue is stacked high with dead bodies as people can’t find coffins.”

    He explains how people have taken to bringing the body home and praying it doesn’t explode – as happened the week before just down the street – before they find a way to bury it.
    Depression and anger

    This endless struggle just to survive exacts a huge emotional toll.

    “You see people who walk around feeling betrayed, with low spirits, sad – many who don’t want to live, because of the issue of food,” says Garcia, shaking this head, his eyes sad.

    “The biggest psychiatric problem in the world is in Venezuela,” says Colomenares, the surgeon in Maracaibo. “Why? Because there are many depressed people, people who have lost hope. Melancholy and all these things mix with the problems the people are already going through, and they don’t know how to cope with it.”

    Yet, as more and more people are driven to the brink, psychiatric wards are closing. The number of people attended to in public psychiatric facilities has dropped from 23,000 to 3,500 and those that are still working have neither food nor medicines, according to a report published by the Cuatro Por Venezuela Foundation in September.

    Suicide has surged throughout the country.

    Official statistics are hard to come by, but a psychiatric nurse at a large eastern hospital whispers in confidence, scared of losing his job for speaking out, that in his ward alone there were 10 suicides between January and July this year. By comparison, in 2017, there were only three or four. Before then, there were virtually none, he says.

    Venezuelan children’s rights group CECODAP released a study that reported an 18 percent rise from 2017 in adolescents committing suicide in 2018, while Bloomberg found there were 131 suicides in Caracas alone in June and July, a large increase on the normal monthly rate.

    Anger is growing at the seeming indifference of Maduro and his government – a government that refuses to acknowledge the scale of death and sickness of its own citizens.

    "How can you not curse the government straight out? This damn government! This damn government!”

    "I insist here there is no humanitarian crisis; there is a war on the country,” Diosdado Cabello, president of the National Constituent Assembly, said last month, before claiming: “Those who speak of humanitarian crisis are the ones who have created war against our country.”

    Over a lunch of thin soup at his mission in the west of Venezuela, Friar Nelson Sandoval describes the scene in the summer when his whole village was overcome by malaria and there was no medicine. “It was like an apocalyptic film where people were so desperate; they were literally in the street having convulsions.”

    He pounds his fist on the table. “How can you not curse the government straight out? How terrible it is when the electricity is out; when you’re hungry and yet food gets spoiled; when you’re tired as you couldn’t sleep as it was too hot? How do you give Mass? How can you not curse the government straight out? This damn government! This damn government!”

    Emails to the government media department and the Minister of Information for comment on the widespread hunger, the hijacking of food trucks, and the lack of medicines were unanswered at time of publication.

  • Before the Trump Era, the “Wall” Made In Arizona as Political Performance

    “Trump’s Wall” illustrates the US obsession with ever-greater militarization of the Mexican border, independently of the actual numbers of unauthorized crossings. Yet these debates began revolving around the slogan “Build The Wall” long before the rise of Trump. Between 2010 and 2013, the activities of a coalition of activists, politicians and Arizona security experts had already legitimized recourse to a “wall”. Border-security debates thus concern more than mere control of border crossings. More crucially, they structure local and national political life in accordance with the interests and agendas of the political players whom they bring together.

    The Governors of California and Arizona reacted unevenly to President Trump’s announcement on April 4th, 2018, that National Guard soldiers were to be sent to the Mexican border1 to reinforce the Border Patrol and local police. Doug Ducey, Republican Governor of Arizona, displayed his enthusiasm: “I’m grateful today to have a federal administration that is finally taking action to secure the border for the safety of all Americans” 2. Jerry Brown, Democrat Governor of California, was more circumspect. He insisted upon the limits of such a measure: “”This will not be a mission to build a new wall […] It will not be a mission to round up women and children or detain people escaping violence and seeking a better life. […] Here are the facts: There is no massive wave of migrants pouring into California3”. These contrasting reactions illustrate the US rift over migration and border-security issues. To the anti-migrant camp, the border is insufficiently secured, and is subject to an “invasion4”. For opponents of the border’s militarization, this deployment is futile.

    On the anti-migrant side, between 2010 and 2013, Republican state congressmen in Arizona set up a unified Committee to gather all the political players who demanded of President Obama that he increases militarization of the border5. This included Sheriffs and Arizona State ministers—but also a breeders’ organization, the border Chambers of Commerce, militiamen who patrol the desert, and Tea Party groups. In May 2011, this Committee launched a fundraising drive dubbed “Build the Border Fence”. They portrayed cross-border migration as a threat to the public, consecrated the “Fence” as a legitimate security tool, and, seeking to force the hand of the Federal Government, accused it of failing in its duty to protect. Examining this mobilization prior to Trump’s election enables illustrating how militarization and the debates around it came to acquire legitimacy—and therefore to shed light on its current crystallization around the rhetoric of the “Wall”. This article will, first, briefly describe stages in the performative militarization of the border within which this political mobilization is embedded. It then presents three stages in the legitimization of the “Wall”, drawing on pro-“Border Wall” activism in Arizona.

    #Militarization by One-Upmanship

    Parsing differences over migration debates in the United States requires situating them within the framework of the long-term political performance of militarization of the border. The process whereby the border with Mexico has become militarized has gone hand in hand with the criminalization of unauthorized immigration since the 1980s-6. In the border area, militarization is displayed through the deployment of technology and surveillance routines of transborder mobility, both by security professionals and by citizen vigilantes7. The construction of “fences”8 made the borderline visible and contributed to this policy of militarization. The Trump administration is banking on these high-profile moments of wall-construction. In doing so, it follows in the footsteps of the G.W.Bush administration through the 2006 Secure Fence Act, and California Republicans in the 1990s. This is even while the numbers of unauthorized crossings are at historically low levels9, and federal agencies’ efforts are more directed towards chasing down migrants within the US. At various stages in the development of this policy, different players, ranging from federal elected officials through members of civil society to the security sector, local elected officials and residents, have staged themselves against the backdrop of the territory that had been fenced against the “invaders”. They thereby invest the political space concerned with closing this territory,against political opponents who are considered to be in favor of its remaining open, and of welcoming migrants. The latter range from players in transborder trade to religious humanitarian and migrant rights NGOs. Border security is therefore at the core of the political and media project of portraying immigration in problematic and warlike terms. Beyond controlling migrants, the issue above all orbits around reassuring the citizenry and various political players positioning themselves within society-structuring debates.
    Why Demand “Fences”?

    First and foremost, Arizona’s pro-fence players package transborder mobility as a variety of forms of violence, deriving from interpretation, speculation and—to reprise their terms—fantasies of “invasion”. In their rhetoric, the violence in Mexico has crossed the border. This spillover thesis is based on the experience of ranchers of the Cochise County on the border, who have faced property degradations since the end of the 1990s as a result of migrants and smugglers crossing their lands. In January 2013, the representative of the Arizona Cattlemen Association struck an alarmist tone: “Our people are on the frontline and the rural areas of our border are unsecured10”. The murder of an Association member in March 2010 was cited as evidence, swiftly attributed to what was dubbed an “illegal alien11”.

    “Border security also reflects domestic political stakes.”

    Based on their personal experiences of border migration, the pro-fence camp has taken up a common discursive register concerning the national stakes tied to such mobility. As Republican State Senator Gail Griffin explains, they express a desire to restore public order over the national territory, against the “chaos” provoked by these violent intrusions:

    “People in larger communities away from the border don’t see it as we do on the border but the drugs that are coming in though my backyard are ending up in everybody’s community in the State of Arizona and in this country. So it’s just not a local issue, or a county issue or a state issue, it’s a national issue 12.”

    In their view, the threat is as much to public order as it is to national identity. These fears denote a preoccupation with the Hispanization of society and cultural shifts affecting a nation that they define as being “Anglo-Saxon”. When the Build the Border Fence fundraising drive was launched on July 27, 2011, for example, Representative Steve Smith pronounced himself “horrified” by a development that he called “Press 2 for Spanish” in telephone calls. He also condemned the lack of integration on the part of Mexican migrants:

    “If you don’t like this country with you, you wanna bring your language with you, your gangfare with you, stay where you were! Or face the consequences. But don’t make me change because you don’t want to13.”

    Finally, border security also reflects domestic political stakes. It is a variable in the political balance of power with the federal government to influence decisions on immigration policy. Arizona elected representatives condemn the federal government’s inefficiency and lay claim to migration decision-making powers at the state-level. The “fence” is also portrayed a being a common sense “popular” project against reticent decision-making elites.
    “Fences”—or Virtual Surveillance?

    Control of the border is already disconnected from the border territory itself, and virtual and tactical technologies are prioritized in order to manage entry to the US. “Fences” appear archaic compared to new surveillance technologies that enable remote control. In the 2000s, the “virtualization” of border control was favored by the Bush and Obama administrations. Since 2001-2002, it has been embedded in the strategic concept of “Smart Borders” within the North American Free Trade Agreement (NAFTA). This aims to filter authorized migration through programs that grant expedited- and preregistered-entry to US ports of entry, and through the generalization of biometric technologies. This strategy also rests upon integrating leading-edge technologies, such as the Secure Border Initiative (SBI) program that was in place from 2006 to 2011. At the time, the border area (including South-West Arizona) acquired watchtowers equipped with cameras and radar. Fences are, moreover, costly—and the financial and human costs of the construction, guarding and upkeep of these fences raise doubts over the benefits of such infrastructure. These doubts are expressed at security-technology fairs, where security professionals and industrialists gather14. There, the “fence” is ultimately understood as being a marginal control technology.

    Regardless, pro-fence activism in Arizona grants a key role to those military and police who help legitimate the recourse to “fences”. In particular, they draw on such models of securitization as the California border, that has been gradually been sealed since 1991, as well as, since 2006-07, the triple-barrier of Yuma, in South-West Arizona. Sheriff Paul Babeu, an ex-military National Guardsman who erected the “fences” in Yuma, assesses that they provide a tactical bonus for Border Patrol agents in smuggling centers, urban areas and flatlands15. Mainly, Arizona security professionals articulate their defense of the “fence” within the pursuit of personal political agendas, such as Republican sheriffs who are both security and political professionals.

    Attacking the Federal Government for Failure to Protect

    The spread of the pro-fence narrative largely rests upon widely-covered events designed to symbolize the process of militarization and to call for federal intervention. The materiality of “fences” elicits easy media coverage. The pro-fence camp are well aware of this, and regularly stage this materiality. During such public events as the 4thof July national holiday, they erect fake wooden fences on which they encourage participants to write “Secure the Border”. These pro-fence political players also seek out media coverage for their public statements.

    Such media as Fox News follow their activities to the extent of turning pro-fence events into a regular series. On August 25, 2011, on the Fox News program On The Record, presenter Greta Van Susteren invited Republican Representative Steve Smith and publicized the fundraising drive using visuals drawn from the initiative’s website 16. The presenter framed the interview by gauging that Arizona parliamentarians had “got a grip on things to get the White House’s attention”. At no point was Steve Smith really challenged on the true cost of the fence, nor on opposition to the project. This co-production between the channel’s conservative editorial line and the pro-fence narrative enables the border area to be presented as a warzone, and amplifies the critique of the federal government.

    This staging of the debate complements lobbying to set up direct contact with federal decision-makers, as well as legal actions to pressure them. Pro-barrier activists in Arizona thus set out plans to secure the border, which they try to spread among Arizona authorities and federal elected officials-17. Sheriff Paul Babeu, for instance, took part in consultations on border security conducted by Senator John McCain and Presidential candidate Mitt Romney. By passing repressive immigration laws and mobilizing Arizona legal advisors to defend these laws when they are challenged in court, Republicans consecrate Arizona as their laboratory for immigration and border security policy.
    Twists and Turns of “Build The Wall”

    Portraying transborder mobility as a “problem” on the local and, especially, the national levels; Legitimizing a security-based response by promoting the “fence” as only solution; And accusing the federal government of failing to protect its citizens. These are the three pillars of “The Fence”, the performance by pro-fence activists in the early 2010s. These moves have enabled making militarization of the border and the “Build The Wall” trope banal. Its elements are present in the current state of the discourse, when Donald Trump resorts to aggressive rhetoric towards migrants, touts his “Wall” as the solution, and stages photo-ops alongside prototypes of the wall—and when he accuses both Congress and California of refusing to secure the border. The issue here has little to do with the undocumented, or with the variables governing Central American migration. It has far more to do with point-scoring against political opponents, and with political positioning within debates that cleave US society.

    The U.A.E. does not recognize Israel, but the two appear to have a growing behind-the-scenes alliance. Because Israel deems the spyware a weapon, the lawsuits note, the NSO Group and its affiliates could have sold it to the Emirates only with approval by the Israeli Defense Ministry.

    Leaked emails submitted in the lawsuits show that the U.A.E. signed a contract to license the company’s surveillance software as early as August 2013.

    A year and a half later, a British affiliate of the NSO Group asked its Emirati client to provide a sixth payment of $3 million under the original contract, suggesting a total licensing fee of at least $18 million over that period.

    An update the next year was sold through a different affiliate, based in Cyprus, at a cost of $11 million in four installments, according to leaked invoices.

    Tensions between the U.A.E. and its neighbor Qatar reached a boil in 2013 over a struggle for power in Egypt. Qatar had allied itself with the Egyptian Islamist movement that won the elections after the Arab Spring. Then the U.A.E. backed a military takeover that cast the Islamists into prison instead.

    In the escalating feud, each side accused the other of cyberespionage. Hackers broke into the email accounts of two outspoken opponents of Qatar — the Emirati ambassador to Washington, Yousef al-Otaiba, and an American Republican fund-raiser who does business with the U.A.E., Elliott Broidy. Mr. Broidy has filed a separate lawsuit accusing Qatar and its Washington lobbyists of conspiring to steal and leak his emails.

    Other hackers briefly took over the website of the Qatari news service to post a false report of an embarrassing speech by the emir to damage him, and later leaked Qatari emails exposing awkward details of Qatari negotiations over the release of a royal hunting party kidnapped in Iraq. Allies of Qatar blamed the Emiratis.

    The leaked emails disclosed in the new lawsuits may also have been stolen through hacking. Lawyers involved said the documents were provided by a Qatari journalist who did not disclose how he had obtained them.

    The messages show that the Emiratis were seeking to intercept the phone calls of the emir of Qatar as early as 2014.

    But the Emirati target list also included Saudi Arabia. In the email discussions about updating the NSO Group’s technology, the Emiratis asked to intercept the phone calls of a Saudi prince, Mutaib bin Abdullah, who was considered at the time to be a possible contender for the throne.

    The Emiratis have been active promoters of Prince Mutaib’s younger rival, Crown Prince Mohammed bin Salman. Last year, the crown prince removed Prince Mutaib from his role as minister of the national guard and ordered his temporary detention in connection with corruption allegations.

    In a telephone interview, Prince Mutaib expressed surprise that the Emiratis had attempted to record his calls.

    “They don’t need to hack my phone,” he said. “I will tell them what I am doing.”

    According to the emails, the Emiratis also asked to intercept the phone calls of Saad Hariri, who is now prime minister of Lebanon.

    Mr. Hariri has sometimes been accused of failing to push back hard enough against Hezbollah, the powerful Lebanese movement backed by Iran. Last year, the U.A.E.’s Saudi ally, Crown Prince Mohammed, temporarily detained Mr. Harari in Riyadh, the Saudi capital, and forced him to announce his resignation as prime minister. (He later rescinded the announcement, and he remains prime minister.)

    Mr. Alkhamis, who resigned in 2014 as the editor of the London-based newspaper Al Arab, called the surveillance of his phone calls “very strange” but not unexpected, since he had published “sensitive” articles about Persian Gulf politics.

    The U.A.E.’s use of the NSO Group’s spyware was first reported in 2016. Ahmed Mansoor, an Emirati human rights advocate, noticed suspicious text messages and exposed an attempt to hack his Apple iPhone. The U.A.E. arrested him on apparently unrelated charges the next year and he remains in jail.

  • Drone Warriors: The Art of Surveillance and Resistance at #Standing_Rock

    From April 2016 through February 2017, thousands of Native and non-Native people, together known as #Water_Protectors, made the Plains of #North_Dakota their home, standing in opposition to the proposed Dakota Access #Pipeline (#DAPL). They knew that the pipeline would bring more than 500,000 barrels of oil under Lake #Oahe, the only source of drinking water for the Standing Rock #Sioux Nation and millions of others downstream. Its construction threatened #Lakota cultural and sacred sites, and Standing Rock’s sovereignty as a Native nation.

    As the Water Protectors faced militarized police, National Guard roadblocks, and heavy surveillance from local, state, and federal forces, a group of photographic drone operators emerged within their ranks. These #Drone_Warriors used technology to document the militarized force and police brutality the Water Protectors faced. By sending their drones up and over barricades, they illuminated spaces hidden from the public, unmasked the face of force, and showed the world the beauty of the landscape that was threatened by construction and potential contamination.

    Their images motivated Water Protectors to join the movement in person, through donations, or by spreading the word on Facebook and with hashtags like #NoDAPL. We can view the use of drones by the Drone Warriors as an indigenization of neocolonial military and corporate #surveillance technology. However, we also see in these images forms of aesthetic protest in which the beauty of the water, land, and the Movement itself are on full display.

    Under direct orders from President Donald Trump, US immigration officials have refused to accept the asylum applications of nearly 200 immigrants escaping violence, war and poverty in Central America, forcing them to set up an impromptu encampment on the San Diego-Tijuana border.

    The caravan of asylum seekers comprises Hondurans, El Salvadorans and Guatemalans who began their perilous 3,000-mile trek on March 25.

    The Trump administration has employed fascistic language in an effort to scapegoat and threaten the caravan, an annual pilgrimage carried out to highlight the desperate plight of Central American refugees. On April 4, after claiming that “our country is being stolen” because asylum seekers “take advantage of” the US, Trump ordered states to deploy the National Guard. The caravan “had better be stopped,” he threatened. To date, the Trump administration has allowed only a small fraction of the group to file asylum applications.

    • Guard border deployment creates issues for Pentagon

      Customs and Border Patrol (CBP) have now sent two requests for assistance to the Pentagon’s new Border Security Support Cell, which was hastily established to help coordination between the Department of Defense (DOD) and Department of Homeland Security.

      It’s estimated that it will cost $182 million to keep 2,093 guardsmen at the border through the end of September, which represents just more than half of the personnel approved.

      The amount covers $151 million in pay and allowances for the 2,093 personnel, as well as $31 million for 12,000 flying hours for 26 UH-72 Lakota helicopters, according to a defense memo on the amount.

    • U.S. Troops’ First Order at the Border: Laying Razor Wire

      Soldiers fill local hotels, joke about finding ways to keep busy.
      On Monday morning in this border town, about a dozen U.S. Army soldiers unfurled reams of razor wire on top of a wrought-iron fence alongside a bridge to Mexico.

      The soldiers from the 36th Engineer Brigade at Fort Riley, Kan., who wore helmets but didn’t appear to be armed, are among thousands of troops deployed in recent days to the southwest U.S. border as part of Operation Faithful Patriot.

      Around border crossings throughout Texas’ Rio Grande Valley, military personnel have filled up hotels and delivered trucks packed with coils of razor wire as they begin to support U.S. Customs and Border Protection officers.
      The personnel were sent in advance of the anticipated arrival of thousands of Central Americans, including children, traveling in caravans currently several hundred miles south of the nearest U.S. border crossing.

      At the DoubleTree Suites Hotel in McAllen, Texas, the bar did brisk business Sunday night as soldiers who had changed into civilian clothes chatted over drinks. Some joked about needing to find ways to keep soldiers busy during their deployment.

      The Anzalduas International Bridge, where the Kansas-based troops were working, is used only for vehicle traffic to and from the Mexican city of Reynosa. The wire was placed on top of fences at least 15 feet high along each side of the bridge that sat several dozen feet above an embankment.

      Outside the port of entry where vehicles from Mexico are stopped after crossing the bridge, shiny razor wire recently placed around the facility glistened in the afternoon sun.

      Migrants seeking asylum who cross the border illegally generally don’t come to the port, but swim or wade across the Rio Grande and turn themselves in to Border Patrol agents.

      Near another bridge connecting Hidalgo, Texas, to Reynosa, a concertina wire fence was recently erected along the river edge, a placement more likely to impede illegal migrants who arrive on foot.

      U.S. Customs and Border Protection officials have determined where the military placed razor wire, Army Col. Rob Manning, a Pentagon spokesman, told reporters Monday during a briefing.

      It is part of an effort previously announced by Air Force Gen. Terrence J. O’Shaughnessy, commander of the U.S. Northern Command, to “harden the points of entry and address key gaps.”

      Near the Donna-Rio Bravo International Bridge about 22 miles southeast of McAllen, troops on Monday were working on what looked to be a staging area to prepare for coming work. Two armed military police officers stood guard, opening and closing a gate as flatbed trailers carrying heavy military trucks and transports with troops inside arrived. At least one tent apparently intended to house troops was in place Monday.

      President Trump ordered the deployment last month after the first caravan made its way into Mexico. He had described the impending caravan’s arrival as an “invasion.”

      The Pentagon said Monday that more than 5,000 troops are at or would be on their way to the U.S.-Mexico border by the end of the day, with about 2,700 in Texas, 1,200 in Arizona and 1,100 in California. Eventually, nearly 8,000 will be deployed, according to a U.S. official. Officials from the Department of Homeland Security have said the troops won’t be used to enforce immigration laws but will provide backup for Border Patrol agents and Customs and Border Protection officers.

      At the Vaquero Hangout, an open-air bar within eyesight of the Anzalduas bridge, a flag declaring support for the U.S. military hung from the rafters. It was business as usual on Sunday evening. Some patrons watched the Houston Texans’ NFL game, while others were focused on a live band, George and the Texas Outlaws.

      A few folks briefly took notice of flashing lights from a U.S. Customs and Border Protection vehicle parked on the bridge as the soldiers lay down razor wire, an effort they would continue the next day.

      The Pentagon is planning to begin a drawdown of troops at the southern border as soon as this week, the Army commander overseeing the mission told Politico on Monday.

      Buchanan said engineer and logistics troops, which make up the largest parts of the deployment, will begin returning home soon.

      According to Politico’s report, some troops will begin leaving the area before the so-called migrant caravan arrives at the border.

      The news of the troops’ return comes as critics call President Trump’s request to send thousands of troops to the border a “political stunt.”

      Trump before Election Day stoked fears over an approaching group of Central American migrants heading towards the southern border, which he referred to as an “invasion.” He requested the deployment of thousands of troops to the border in a support mission just before Nov. 6.

      Some lawmakers have accused Trump of wasting resources and manpower on the mission, as reports have emerged that the troops are restless and underutilized.

      Thousands of participants in the caravan over the weekend reached Tijuana, Mexico, where they were met with vast protests. Some of the protesters are echoing Trump’s language, calling the group a danger and an invasion, The Associated Press reported.

      Most of the members of the caravan are reportedly escaping rampant poverty and violence in their home countries.

      The 5,800 troops who were rushed to the southwest border amid President Donald Trump’s pre-election warnings about a refugee caravan will start coming home as early as this week — just as some of those migrants are beginning to arrive.

      Democrats and Republicans have criticized the deployment as a ploy by the president to use active-duty military forces as a prop to try to stem Republican losses in this month’s midterm elections.

      The general overseeing the deployment told POLITICO on Monday that the first troops will start heading home in the coming days as some are already unneeded, having completed the missions for which they were sent. The returning service members include engineering and logistics units whose jobs included placing concertina wire and other barriers to limit access to ports of entry at the U.S.-Mexico border.

      All the troops should be home by Christmas, as originally expected, Army Lt. Gen. Jeffrey Buchanan said in an interview Monday.

      “Our end date right now is 15 December, and I’ve got no indications from anybody that we’ll go beyond that,” said Buchanan, who leads the land forces of U.S. Northern Command.

      The decision to begin pulling back comes just weeks after Trump ordered the highly unusual deployment.

      In previous cases in which the military deployed to beef up security at the border, the forces consisted of part-time National Guard troops under the command of state governors who backed up U.S. Customs and Border Protection and other law enforcement agencies.

      But the newly deployed troops, most of them unarmed and from support units, come from the active-duty military, a concession the Pentagon made after Trump insisted that the deployment include “not just the National Guard.”

      Buchanan confirmed previous reports that the military had rejected a request from the Department of Homeland Security for an armed force to back up Border Patrol agents in the event of a violent confrontation.

      “That is a law enforcement task, and the secretary of Defense does not have the authority to approve that inside the homeland,” Buchanan said.

      The closure earlier Monday of one entry point along the California border near Tijuana, Mexico, was only partial and did not require more drastic measures, Buchanan said.

      “About half of the lanes were closed this morning, but that’s it,” he reported. “No complete closures.”

      Other ports might be closed fully in the future, he said, but he did not anticipate any need to take more drastic measures.

      “If CBP have reliable information that one of their ports is about to get rushed with a mob, or something like that that could put their agents at risk, they could ask us to completely close the port,” Buchanan said. “You understand the importance of commerce at these ports. Nobody in CBP wants to close a port unless they’re actually driven to do so.”

      The troop deployment should start trailing off as engineer and other logistics troops wind down their mission of building base camps and fortifying ports of entry for the Border Patrol.

      Army and Marine engineers have now emplaced about 75 percent of the obstacles they planned to, including concertina wire, shipping containers, and concrete barriers at ports of entry. “Once we get the rest of the obstacles built, we don’t need to keep all those engineers here. As soon as I’m done with a capability, what I intend to do is redeploy it,” Buchanan said. “I don’t want to keep these guys on just to keep them on.”

      Logistics troops, too, will be among the first to head home. “I will probably ask to start redeploying some of our logistic capability,” Buchanan predicted. “Now that things are set down here, we don’t need as many troops to actually build base camps and things like that, because the base camps are built."

      Among the troops who will remain after construction engineers and logisticians start departing are helicopter pilots, planners, medical personnel, and smaller “quick response” teams of engineers who can help Border Patrol personnel shut down traffic at their ports of entry.

      In contrast to the speed of the deployment in early November and the fanfare surrounding it, the withdrawal promises to be slower and quieter — but Buchanan expects it to be done before Christmas.

      “That doesn’t mean it’s impossible,” he added. “But right now, this is a temporary mission, and we’re tasked to do it until the 15th of December.”

    • Trump’s Border Stunt Is a Profound Betrayal of Our Military

      The president used America’s military not against any real threat but as toy soldiers, with the intent of manipulating a domestic midterm election.

      A week before the midterm elections, the president of the United States announced he would deploy up to 15,000 active duty military troops to the United States-Mexico border to confront a menacing caravan of refugees and asylum seekers. The soldiers would use force, if necessary, to prevent such an “invasion” of the United States.

      Mr. Trump’s announcement and the deployment that followed (of roughly 5,900) were probably perfectly legal. But we are a bipartisan threesome with decades of experience in and with the Pentagon, and to us, this act creates a dangerous precedent. We fear this was lost in the public hand-wringing over the decision, so let us be clear: The president used America’s military forces not against any real threat but as toy soldiers, with the intent of manipulating a domestic midterm election outcome, an unprecedented use of the military by a sitting president.

      The public debate focused on secondary issues. Is there truly a threat to American security from an unarmed group of tired refugees and asylum seekers on foot and a thousand miles from the border? Even the Army’s internal assessment did not find this a very credible threat.

      Can the president deny in advance what could be legitimate claims for asylum, without scrutiny? Most likely, this violates treaty commitments the United States made as part of its agreement to refugee conventions in 1967, which it has followed for decades.

      The deployment is not, in the context of the defense budget, an albatross. We are already paying the troops, wherever they’re deployed, and the actual incremental costs of sending them to the border might be $100 million to $200 million, a tiny fraction of the $716 billion defense budget.

      Still, we can think of many ways to put the funds to better use, like improving readiness.

      It’s also not unusual for a president to ask the troops to deploy to the border in support of border security operations. Presidents of both parties have sent troops to the border, to provide support functions like engineering, logistics, transportation and surveillance.

      But those deployments have been generally in smaller numbers, usually the National Guard, and never to stop a caravan of refugees and asylum seekers.

      So, generously, some aspects of the deployment are at least defensible. But one is not, and that aspect is the domestic political use — or rather, misuse — of the military.

      James Mattis, the secretary of defense, asserted that the Defense Department does not “do stunts.” But this was a blatant political stunt. The president crossed a line — the military is supposed to stay out of domestic politics. As many senior military retirees have argued, the forces are not and should not be a political instrument. They are not toy soldiers to be moved around by political leaders but a neutral institution, politically speaking.

      Oh, some might say, presidents use troops politically all the time. And so they do, generally in the context of foreign policy decisions that have political implications. Think Lyndon Johnson sending more troops to Vietnam, fearing he would be attacked for “cutting and running” from that conflict. Or George W. Bush crowing about “mission accomplished” when Saddam Hussein was toppled. Those are not the same thing as using troops at home for electoral advantage.

      Electoral gain, not security, is this president’s goal. Two of us served in the military for many years; while all troops must obey the legal and ethical orders of civilian leaders, they need to have faith that those civilian leaders are using them for legitimate national security purposes. But the border deployment put the military right in the middle of the midterm elections, creating a nonexistent crisis to stimulate votes for one party.

      When partisan actions like this occur, they violate civil-military traditions and erode that faith, with potentially long-term damage to the morale of the force and our democratic practice — all for electoral gain.

      The deployment is a stunt, a dangerous one, and in our view, a misuse of the military that should have led Mr. Mattis to consider resigning, instead of acceding to this blatant politicization of America’s military.

    • The Military Is ’Securing’ a 1,900-Mile Border with 22 Miles of Razor Wire

      #Operation_Faithful_Patriot” is nothing more than a very expensive, politically motivated P.R. campaign.
      Skim through the Pentagon’s media site for Operation Faithful Patriot—the fittingly ridiculous name for the deployment of some 7,000 American troops to various spots along the Mexican border—and you’ll see lots of razor wire.

      There are photos of American troops laying razor wire (technically known as concertina wire) along the California-Mexico border. Of wire being affixed to the top of fences and to the sides of buildings. Everywhere you look on the Pentagon’s site, you find wire, wire, and more wire. Photos of soldiers carrying rolls of unused wire, snapshots of forklifts bringing more of the stuff to the border, and even videos of wire being unrolled and deployed. It’s thrilling stuff, truly.

      The message is not subtle. President Donald Trump might not have convinced Congress to blow billions for a fully operational border wall, but good luck to any immigrant caravan that happens to stumble into the thorny might of the American military’s sharpest deterrents.

      The focus on concertina wire isn’t just in the Pentagon’s internal media. The Wall Street Journal dedicated an entire Election Day story to how troops in Granjeno, Texas, had “unfurled reams of razor wire on top of a wrought-iron fence alongside a bridge to Mexico.” Troops stringing wire also appeared in The New York Post, The Washington Post, and elsewhere.

      There is so much concertina wire deployed to the southern border that if it were all stretched out from end to end, it would reach all the way from Brownsville, Texas, on the Gulf Coast to....well, whatever is 22 miles west of Brownsville, Texas.

      Yes. Despite the deluge of photos and videos of American troops are securing the southern border with reams of razor wire, Buzzfeed’s Vera Bergengruen reports that “troops have deployed with 22 miles of the wire so far, with 150 more available.”

      The U.S.–Mexico border is roughly 1,950 miles long.

      The wire doesn’t seem to be getting strung with any sort of strategic purpose, either. That WSJ story about the troops in Texas hanging wire from a bridge says that the “wire was placed on top of fences at least 15 feet high along each side of the bridge that sat several dozen feet above an embankment” while the bridge itself remains open to vehicle traffic from Mexico. If there is a goal, it would seem to be making the border look more prickly and dystopian while not actually creating any sort of barrier.

      It’s no wonder, then, that the troops deployed to the border are confused about why they are there. On Wednesday, when Defense Secretary Jim Mattis visited some of the troops stationed near McAllen, Texas, he was met with lots of questions and provided few answers.

      “Sir, I have a question. The wire obstacles that we’ve implanted along the border....Are we going to be taking those out when we leave?” one of the soldiers asked Mattis, according to Bergengruen. Another asked Mattis to explain the “short- and long-term plans of this operation.”

      “Short-term right now, you get the obstacles in so the border patrolmen can do what they gotta do,” Mattis responded. “Longer term, it’s somewhat to be determined.”

      Even at a time when most American military engagements seem to be conducted with a “TBD” rationale, this feels especially egregious. Mattis did his best on Wednesday to make the effort seem like a meaningful attempt to secure the border, while simultaneously admitting that he does not expect the deployed troops to actually come into contact with any immigrant caravans. Lately he’s been talking about how the deployment is supposedly good training for unconventional circumstances.

      It’s becoming increasingly obvious that Operation Faithful Patriot—a name so silly that the Pentagon has decided to stop using it—is nothing more than a very expensive, politically motivated P.R. campaign. Of the 39 units deployed, five of them are public affairs units. There seems to be no clear mission, no long-term objective, and no indication that the troops will add meaningful enforcement to existing border patrols.

      As for all that wire? It doesn’t really seem to be working either.

      The G5 Sahel Joint Force

      The EU has fully supported this African led initiative from the very beginning and provided an initial contribution of €50 million to help set it up. This EU funding is provided through the African Peace Facility and can only cover non-lethal equipment.

      Building on the EU’s defence planning capacity and expertise, the EU has set up a one of a kind Coordination Hub to gather together the many offers of international support to the G5 Joint Force. The Hub is already up and running and enables donors to channel much needed assistance. In practice it works by matching the offers of donors to a Recognised List of Needs provided and determined by the Joint Force.

      The Joint Force will be comprised of troops from Mali, Mauritania, Niger, Burkina Faso and Chad, and will operate in all five countries. To step up action on security, particularly in border areas in the Sahel countries which face terrorist and security threats, the G5 Sahel countries have set up their own regional security force. Concretely, the G5 Joint Force will have permanent forces deployed along the borders, able to operate together under a centralised command and communication structure.       Missions under the Common Security and Defence Policy (CSDP)

      The EU currently has three CSDP missions in the Sahel:

      EUCAP Sahel Niger is a civilian mission supporting the Nigerien security institutions/forces (Police, Gendarmerie, National Guard, Armed forces) to reinforce the rule of law and Nigerien capacities to fight terrorism and organised crime. Since May 2015, its mandate has been enlarged to a fifth objective related to migration. Niger has opened a field office in Agadez, with a permanent presence activated from May 2015.
      EUCAP Sahel Mali is a civilian mission providing expertise in strategic advice and training to the Malian Police, Gendarmerie and National Guard and the relevant ministries in order to support reform in the security sector. A renewed mandate extends the mission until January 2019 and includes a reference to ‘the Accord for Peace & Reconciliation’ and instructions to contribute to the inter-operability and coordination of the internal security forces of the G5 Sahel countries and the Malian internal security forces.
      EUTM Mali is a military training mission providing advice to the Malian authorities in the restructuring of the Malian Armed Forces, through the training of battalions (8 between 2013 and 2017) and support for the elaboration of the first Defence Programming Law ever adopted in Mali. Since July 2017, two security experts – one military and one civil – have been deployed in each of the five Sahel countries as part of the regionalisation of the CSPD missions. Their mandate currently runs until May 2018.

      How does the EU support the peace process in Mali?

      The EU is actively supporting Mali’s peace process and is a guarantor of the Peace and Reconciliation Agreement signed in 2015. The EU supports the United Nations Resolution for targeted sanctions against those who threaten the Mali peace agreement, and is a major partner of Mali on security.       The EU is already active in the region with three Common Security and Defence Policy missions in the region (EUCAP Sahel Niger, EUCAP Sahel, Mali, EUTM Mali) and 843 million Euro committed through the EU Emergency Trust Fund for Africa

      From the EU-G5 Sahel strengthened partnership, created in 2014 to the Sahel Regional Action Plan (RAP), adopted in 2015, and to the German French led Alliance for the Sahel in 2017, migration management and security are constant and interlinked areas of focus.

      “It is positive that Europe is increasing funding for the Sahel region where the needs are evident and urgent. However, it is vital that the focus is on the long-term development, with the SDG as the yardstick, and on the security of the people in the region. Focusing spending on prevention of migration to Europe doesn’t tackle root causes – and may even exacerbate them by disrupting local economic migration. There are multiple development, human security, and sector reform activities, run by local populations and authorities across the Sahel, in which the EU could invest,” says ECRE Secretary General Catherine Woollard.

      The increased focus on security and migration control was criticized by Francesco Rocca, head of the International Federation of Red Cross and Red Crescent Societies (IFRC) after a recent visit to Niger meeting stranded migrants unable to reach Europe and unable to return home: “When we talk about European migration policies, it is only about security – how they are not allowed to enter – and not about the dignified manner in which you have to treat human beings,” he told the Thomson Reuters Foundation.

      France is heavily engaged in Sahel and has 4000 troops in the region, is conducting asylum procedures in Niger as the first European country to do so on the African continent and a French draft law on immigration and asylum put forward by the Macron government on February 21 defines Niger as a safe third country.

      The European Commission (February 27) as well as the Council of the European Union (February 26) have announced additional substantial funding packages with a focus on migrant management.

    • Rencontre à Niamey sur la migration - Déclaration conjointe suivant la réunion de coordination de la lutte contre le trafic illicite de migrants et la traite des êtres humains

      Les Ministres de l’Intérieur et des Affaires étrangères d’#Allemagne, du #Burkina_Faso, de la #Côte_d’Ivoire, de l’#Espagne, de la #Guinée, de la #France, de l’#Italie, de la #Libye, du #Mali, de la #Mauritanie, du #Niger, du #Sénégal, du #Tchad, ainsi que l’Union européenne, l’Organisation des Nations unies, la Commission de l’Union africaine, les Secrétariats du G5 Sahel et de la #CENSAD, se sont réunis à Niamey le 16 mars 2018, à l’invitation du Niger assurant la Présidence du G5 Sahel, pour améliorer la coordination de la lutte contre le trafic illicite de migrants et la traite des êtres humains entre les Etats d’origine, de transit et d’arrivée de migrants. Ont participé à cette réunion l’Organisation Internationale des Migrations et le Haut- Commissariat aux Réfugiés des Nations Unies et l’Office des Nations unies contre la drogue et le crime.

      2. Rappelant que le Niger, le Tchad, la Libye, l’Union européenne, la France, l’Allemagne, l’Italie et l’Espagne ont affirmé, dans une déclaration conjointe adoptée à Paris le 28 août 2017, leur volonté de lutter contre les réseaux de passeurs afin de limiter les migrations irrégulières vers l’Europe et de protéger les migrants contre les atteintes aux droits de l’Homme et les conditions dégradantes qu’ils subissent. Ils sont également convenus à cette fin de renforcer leur soutien opérationnel aux efforts des pays de transit des migrations.

      3. Soulignant que ces objectifs ont été réaffirmés lors du Sommet Union européenne-Union africaine d’Abidjan le 29 novembre 2017 qui a permis l’adoption d’un plan en neuf points pour renforcer la coopération entre les services de police et de renseignement pour lutter contre les réseaux de trafiquants et des passeurs et mettre ainsi un terme à leurs activités, y compris les circuits financiers et leurs avoirs, et aux crimes subis par les migrants.

      4. Reconnaissant les efforts en vue de la réinstallation des réfugiés identifiés et évacués de la Libye, en coopération étroite avec le Haut-Commissariat des Nations Unies pour les réfugiés et ce conformément aux priorités de l’UE, de l’Allemagne, de l’Espagne, de la France et de l’Italie qui avaient convenu de mener des missions de protection au Niger et au Tchad, en étroite concertation et en accord avec leurs gouvernements.

      5. Se basant sur les engagements pris dans le cadre du Plan d’action conjoint de la Valette, des Processus de Rabat et de Khartoum, de la Déclaration de Malte et se félicitant des résultats atteints dans ces cadres ;

      6. Soulignant la nécessité d’une approche globale et solidaire pour la gestion intégrée de la migration et ce, à travers notamment le partage équitable des responsabilités entre les pays d’origine, de transit et de destination, et selon leurs capacités nationales, en l’occurrence par le financement de projets d’investissement, en particulier dans les zones d’origine et de transit des migrants ;

      7. Rappelant la volonté de poursuivre une approche coordonnée au développement durable dans le but de s’attaquer aux causes profondes de la migration irrégulière et des déplacements forcés dans les pays d’origine ;

      8. Relevant les efforts consentis par les différents pays se trouvant sur la route de la Méditerranée centrale, en particulier par les communautés locales dans les pays de transit, pour lutter contre les passeurs, prévenir la migration irrégulière, assister et rapatrier les migrants bloqués et coopérer à l’identification et à la protection des demandeurs d’asile et réfugiés ;

      9. Mettant en exergue la nécessité de développer les conditions d’émergence d’une économie alternative à l’économie souterraine du trafic illicite des migrants et de la traite des êtres humains par la création de nouvelles sources de revenus au profit des communautés affectées par le trafic ou en passe de l’être dans les pays de transit.

      10. Saluant les efforts déjà fournis dans la gestion et la gouvernance de la migration par les pays africains, l’UE et ses Etats membres à travers la mise en œuvre du Plan de la Valette et les dialogues politiques migratoires nationaux et régionaux.

      11. Rappelant le soutien continu offert par l’UE et ses Etats membres qui ont déjà permis, entre autres, en partenariat avec l’Organisation Internationale pour les Migrations et le Haut-Commissariat des Nations Unies pour les Réfugiés, le retour volontaire et la réintégration de 15 000 migrants et l’évacuation de plus de 1000 réfugiés de Libye en accord avec les engagements pris lors du Sommet Union Africaine – Union Européenne d’Abidjan.

      12. Les participants ont convenu d’engager ensemble les actions suivantes :

      1) Renforcer les cadres législatifs nationaux en matière de lutte contre le trafic illicite et la traite d’êtres humains

      13. Continuer de soutenir l’élaboration de stratégies migratoires nationales cohérentes visant à garantir les droits des migrants et permettant de judiciariser l’ensemble des formes de criminalité associées au trafic illicite de migrants et à la traite des êtres humains, de lutter contre le blanchiment d’argent et de saisir les avoirs criminels.

      14. Promouvoir notamment la Convention des Nations Unies contre la criminalité transnationale organisée et en particulier la ratification de ses deux protocoles, l’un visant à prévenir, réprimer et punir la traite des personnes, en particulier des femmes et des enfants, l’autre à lutter contre le trafic illicite de migrants par terre, air et mer.

      15. Faciliter davantage le partage d’expériences, la conduite de missions techniques d’assistance menées par les Etats déjà parties à ces protocoles et l’établissement d’un mécanisme de suivi de l’élaboration des cadres législatifs nationaux visant à cette ratification.

      16. Encourager la ratification par les Etats membres de la CEDEAO impliqués dans la lutte contre le trafic de migrants de tous les protocoles et conventions de cette organisation contre la traite des Personnes et le Trafic illicite de Migrants, afin de disposer d’un arsenal juridique uniforme pour développer la coopération policière entre ces Etats.

      2) Renforcer les outils nationaux de lutte opérationnelle contre le trafic illicite de migrants et la traite des êtres humains et mieux coordonner ces outils nationaux au niveau régional

      17. Soutenir, dans les pays africains d’origine et de transit des migrants la création d’équipes conjointes d’investigation (ECI), coordonnées étroitement avec les forces de police et de gendarmerie nationales, les forces armées et les gardes nationales, ainsi que la Force Conjointe du G5 Sahel, ayant pour mission d’identifier et d’interpeler les membres de réseaux d’immigration irrégulière et de traite des êtres humains, et assurer un financement pérenne du fonctionnement de ces structures.

      18. Soutenir, dans les mêmes pays, la création de groupes d’action rapide – surveillance et intervention (GAR-SI), destinés à stabiliser les zones isolées et les régions transfrontalières pour faire cesser les trafics de migrants et lutter contre la traite des êtres humains. Assurer la durabilité et la bonne intégration de ces dispositifs par les autorités nationales dans le maillage national des forces de défense et de sécurité, ainsi que la coordination régionale de ces dispositifs nationaux, afin de pouvoir lutter efficacement contre les réseaux transnationaux.

      19. Appuyer l’évolution des mandats des missions EUCAP SAHEL Niger et EUCAP Mali, ainsi que EUBAM Libye, dans le cadre d’une approche coordonnée aux actions de l’Union Européenne de sécurité et de défense commune dans la région, en vue de renforcer le soutien aux forces de sécurité intérieure contre les réseaux de passeurs.

      20. Sur la base d’AFIC (Africa-Frontex Intelligence Community), renforcer la coopération avec l’Agence Européenne de Garde-Frontières et de Garde-Côtes (Frontex) et établir des partenariats opérationnels entre les pays d’origine et de transit des flux migratoires et l’Agence Européenne de Garde-Frontières et de Garde-Côtes, notamment en développant davantage l’échange d’informations et le travail analytique conjoint concernant la gestion des frontières, y compris la lutte contre le trafic illicite de migrants, la traite des êtres humains et d’autres activités illicites affectant la sécurité des frontières..

      21. Assurer une coordination régionale entre équipes nationales d’investigation pour assurer le démantèlement effectif des réseaux transnationaux. En particulier, établir une matrice recensant des points de contacts nationaux en charge de la lutte contre les réseaux de trafic de migrants et de traite des êtres humains, pour assurer des échanges réguliers entre services de sécurité intérieure.

      22. Assurer la bonne appropriation et le fonctionnement des systèmes d’échanges et de partage d’information- qui pourront être favorisés par la mise en place dans chaque pays d’un système électronique centralisée d’information policière pour assurer la coordination de la lutte contre la criminalité organisée, y compris en matière de trafic de migrants et de traite des êtres humains, qui sont actuellement développés en Afrique de l’Ouest, tels que la plateforme de coopération en matière de sécurité (PCMS) du G5 Sahel et le Système d’Information Policière pour l’Afrique de l’Ouest (SIPAO/WAPIS).

      3) Renforcer les capacités technique et matérielle des Forces de défense et de sécurité en charge de la lutte contre le trafic illicite et la traite de personnes dans les pays d’origine et de transit.

      23. Développer et intensifier des formations des membres des Forces de Défense et Sécurité chargées de la lutte contre le trafic de migrants dans tous les pays pour qu’elles développent un savoir spécifique dans le domaine. Les activités de formation menées par EUCAP Sahel Niger et Mali peuvent servir de référence pour l’élaboration et la conduite de ces programmes de formation (détection de faux documents, enquêtes sur réseaux, etc.).

      24. Soutenir la mise en place des infrastructures et l’équipement des Forces de Défense et de Sécurité dans le cadre du contrôle des frontières dans des zones névralgiques sur la route de migration irrégulière de la Méditerranée centrale (Nord Niger et Nord Tchad).

      4) Renforcer la coopération judiciaire

      25. Soutenir la mise en place et le renforcement de dispositifs de coopération judiciaire à l’échelle de l’Afrique de l’Ouest. En particulier, assurer la consolidation du réseau d’Autorités Centrales et de Procureurs d’Afrique de l’Ouest (WACAP), établi au sein de la CEDEAO et qui associe la Mauritanie, notamment en appuyant financièrement le développement du dispositif.

      26. Travailler à la coordination des réseaux judiciaires avec les mécanismes d’entraide judiciaire qui existent dans les pays de destination des migrants et des victimes de la traite afin de disposer d’un cadre cohérent associant pays d’origine, de transit et de destination des migrations irrégulières. Promouvoir des mécanismes d’entraide judiciaire et d’extradition entre les Etats où de tels mécanismes n’existent pas.

      5) Renforcer le contrôle des frontières

      27. Renforcer les dispositifs nationaux de contrôle des frontières, associant à la fois les forces de défense et les forces de sécurité intérieure, pour identifier les voies empruntées par les flux migratoires irréguliers et permettre l’interception des moyens de transport utilisés par les réseaux de trafic illicite de migrants et de traite des êtres humains.

      28. Renforcer les dispositifs régionaux de surveillance des frontières dont l’action doit contribuer à la lutte contre l’activité des réseaux de trafic de migrants et de traite des êtres humains. A cet égard, appuyer la pleine mise en œuvre du mandat de lutte contre les trafiquants de migrants et la traite des êtres humains au sein du G5 Sahel, en particulier par le développement au sein des PC de fuseau d’une composante police et justice afin d’assurer la continuité de la chaîne pénale et un traitement judiciaire approprié des personnes interpelées.

      6) Protéger les migrants irréguliers et les victimes de la traite

      29. Appuyer le travail conjoint de la Task Force tripartite UA-UE-ONU mise en place au Sommet d’Abidjan afin de faciliter la protection internationale des demandeurs d’asile actuellement en Libye et au Niger, en vue de leur prise en charge dans les meilleures conditions humaines et matérielles par le HCR et l’OIM et dans ce cadre, soutenir les programmes de retour volontaire assisté des migrants

      30. Respecter les termes des engagements pris dans la déclaration conjointe adoptée à Paris le 28 août 2017 et réaffirmés lors du Sommet Union européenne-Union africaine d’Abidjan le 29 novembre 2017 concernant la réinstallation par les pays européens des réfugiés et des demandeurs d’asile évacués hors de Libye.

      31. Mettre en place des mécanismes de référencement, d’orientation et de prise en charge des victimes de la traite des êtres humains afin d’éviter qu’elles soient à nouveau la cible de réseaux criminels de traite. Mettre en place des dispositifs d’accompagnement des migrants interpellés avec les passeurs afin d’éviter de nouvelles sollicitations ou tentatives de migration irrégulière.

      32. Continuer de soutenir les migrants vulnérables sur le chemin du retour pour faciliter leur intégration économique dans leurs communautés locales ;

      7) Assurer le développement durable et la promotion d’une économie alternative pour la maitrise des flux migratoires.

      33. Continuer la mise en œuvre effective du plan de la Valette par la prise en compte des programmes de développement durable pour s’attaquer aux causes profondes de la migration irrégulière et des programmes pour la maitrise des flux migratoires et le développement d’une économie alternative.

      34. Promouvoir des alternatives économiques au trafic dans la région et développer la résilience des populations locales à travers l’amélioration de l’accès aux services de base et la création d’opportunités d’emploi, notamment pour les jeunes.

      35. Renforcer les mécanismes de suivi et d’évaluation des projets FFU et des autres partenaires entrant dans le cadre de la lutte contre le trafic illicite de migrants et la traite de personnes ;

      8) Assurer le suivi des engagements

      36. Instituer un mécanisme permanent de suivi des engagements pris pendant la présente réunion.

      37. Organiser le 18 juin 2018, à Niamey, un atelier de concertation régionale sur la lutte contre le trafic de migrants et la traite des êtres humains, qui réunira les directeurs généraux des services de défense et de sécurité intérieure, les directeurs généraux chargés de la migration, les points focaux nationaux en charge de la lutte contre les réseaux de trafic et de traite des Etats participants, pour accompagner la mise en œuvre pratique des engagements contenus dans cette déclaration.

      38. Informer les pays partenaires des progrès effectués dans la mise en œuvre des engagements contenus dans cette déclaration par le biais des points de contact des participants.

    A key component is missing from the current controversial discussion surrounding football players and the national anthem. In the recent days of argument over whether NFL players have the right to protest racial inequality and systemic injustice in the United States, few have brought up the fact that less than a decade ago, professional football players didn’t even appear on the field during the national anthem.

    That changed in 2009, as the Department of Defense poured millions of dollars into the NFL in exchange for displays of patriotism during games. “Until 2009, no NFL player stood for the national anthem because players actually stayed in the locker room as the anthem played,” ESPN’s Stephen A. Smith explained in 2016. “The players were moved to the field during the national anthem because it was seen as a marketing strategy to make the athletes look more patriotic. The United States Department of Defense paid the National Football League $5.4 million between 2011 and 2014, and the National Guard $6.7 million between 2013 and 2015 to stage onfield patriotic ceremonies as part of military-recruitment budget line items.”

    • Incomplete smuggling tunnel found in #Nogales by Border Patrol, Mexican police

      Border Patrol agents and Mexico’s Federal Police discovered an incomplete cross-border tunnel in Nogales Wednesday afternoon, authorities said.

      The incomplete tunnel was found inside a cross-border storm drain that runs into the United States from Mexico, about 75 yards west of the Dennis DeConcini border crossing in downtown Nogales, said a spokesman for the Border Patrol’s Tucson Sector.

      The tunnel did not open to the U.S., but rested more than a dozen feet below a parking lot in Nogales, Ariz. Officials said the tunnel was about 17 feet long, and extended about 12 feet into the U.S., beneath the border fence that remains topped with razor wire installed by National Guard troops last fall.

      The tunnel was discovered during a “cooperative bi-national tunnel sweep,” by agents “trained in illicit tunnel detection,” with Mexico’s Federal Police, as well as agents with the Border Patrol’s International Liaison Unit.

      U.S. Border Patrol agents and Mexican police explored the tunnel and found “various digging and cutting tools,” the spokesman said. No one has arrested in connection with the discovery at this time, he said.

      Authorities in Mexico and the United States will monitor and inspect the incomplete tunnel until it is secured and remediated, which usually involves sealing the tunnel with concrete.

      In March, a traffic lane at the DeConcini port was closed after a remediated tunnel collapsed, causing a minor disruption to traffic at the port.

      Last December, Border Patrol agents conducting a similar sweep found an incomplete 50-foot tunnel that extended about 44 feet into the United States just beneath the port’s parking lot.

      Overall, Border Patrol agents in the Tucson Sector alone have found 119 tunnels, many of them in the Nogales area.

    In an effort to quell ongoing unrest, officials in Charlotte, North Carolina released multiple videos Saturday that show portions of Keith Scott’s fatal encounter with police officers on September 20.

    The fierce protests that erupted over Scott’s death were met by an immediate official “state of emergency,” the imposition of a curfew, and the activation of the National Guard. Protests continued for the sixth day on Sunday. On Saturday, hundreds demonstrated in front of the Charlotte-Mecklenburg Police Department headquarters in defiance of the midnight curfew. Heavily armed police units also prevented protesters from blocking traffic on a nearby freeway.

    Cervera returned to her home in Warrington, Pennsylvania, relieved to be alive but also perplexed. She had no family history of kidney cancer, and the diagnosis felt like it came out of left field. So with 22 staples still in her belly and a drainage tube coming out of her wound, Cervera propped herself up in bed and took to Google, intent on learning more about what might have caused her illness.

    Her research quickly led her to a recent report on PFOA, or perfluorooctanoic acid, also known as C8, a chemical that for six decades was used by DuPont in the production of Teflon and other products. Research on people in West Virginia and Ohio who had consumed water contaminated by leaks from a nearby DuPont factory showed probable links between the chemical and six diseases, including kidney cancer.

    Cervera soon discovered that the very same chemical, as well as a related one, PFOS, had been found in drinking water in her area. Both were part of a larger class known as perfluorinated chemicals, or PFCs, “emerging contaminants” that were still being studied — and had yet to be regulated. And, according to public notices from the local water and sewer authorities, both had come from foam that was used to put out airplane fires and train soldiers at two nearby military bases — the Naval Air Warfare Center in Warminster and a former naval air station at Willow Grove, now owned by the Pennsylvania Air National Guard.

    About 100 Ukrainian National Guard troops and soldiers from the Kherson Battalion have beaten a group of activists enforcing an unofficial blockade of Ukraine’s Russian-occupied territory of Crimea, Ukrainian media reported on Nov. 21.

    The troops were reported to have surrounded a group of activists near the town of Chaplynka, at the site of some high-voltage power line pylons reported to have been damaged by explosions in the early hours of Nov. 20.

    According to Shevket Namatullaev, a journalist of the Crimean Tatar television channel ATR, the armed troops were beating the activists away from the area with their rifle butts. He said several Crimean Tatar activists had been injured.

    According to the spokeswoman of the National Guard of Ukraine, Svitlana Pavlovska, the National Guard has yet to arrive in the area. However, she said that the guardsmen had been ordered by the Interior Ministry to provide security while the power pylons are being repaired.

    In accordance with the Interior Ministry leadership’s decision, the National Guard has been sent to secure areas, along with the national police and other law enforcement agencies, where electrical supply lines were damaged in order to ensure and provide security while they’re being repaired,” Pavlovska told the Kyiv Post by phone.

    The National Guard hasn’t arrived yet to those areas. It has no orders that are related to the so-called blockade / roadblock of Crimea from the mainland,” she added.

    Officials say the damage to the electricity pylons could threaten the power supply to 40 percent of Kherson and Mykolayiv oblasts, Ukrainian television channel 24 Kanal reported.

    Crimean Tatar activists, along with fighters from the ultra-nationalist Right Sector organization, have been blockading the Russian-occupied Crimean peninsula for several weeks, preventing heavy goods vehicles from entering the annexed Ukrainian territory.

    Rotten vegetables, stale bread, and a sense of hopelessness surround Ukrainian soldiers stationed at a checkpoint near the south eastern Ukrainian city of Mariupol.
