    Russia on Thursday deployed a new battalion of advanced S-400 surface-to-air missile systems in Crimea, its fourth such battalion, TASS news agency cited a spokesman for Russia’s Black Sea Fleet as saying.

    Citing a Crimean security source, Interfax news agency also reported Russian plans to build a new missile early-warning radar station in Crimea next year that would be able to track ballistic and cruise missiles from a long distance.

    Russia was also working on a new technical system to allow it to better track shipping around the peninsula in order to protect its maritime borders, Interfax said.

    • First Light – Migration in the Swiss alps

      “Escape from hardship, because it is the only hope.” is what the father of the little Iranian boy explained to me as to why his son is named Vihan. (In Persian, the name Vihan can be translated as “First light” or hope)

      From August to October 2016 I had the opportunity to work as ‘artist in residence’, on a project for SMART (Sustainable Mountain Art programme) in Switzerland, creating pictures to raise awareness on the challenges facing mountain regions. I chose the theme of migration that has interested me for some time already.

      Since the middle ages, demographic pressure, armed conflict and oppression, natural disasters and overpopulation have driven the cause for Migration in the Swiss mountain regions. The largest mass emigration being of the Walser people from Lötschental, who over the course of 2 centuries established themselves over the Valais region and even as far as Austria.

      The foreigner’s lot was that of having very limited rights and labeled with the status of ‘inhabitant’, often not welcomed and even restricted by opposition to marriage to locals.

      I stayed in the historical village of #Medergen in the Graubünden, established by the #Walser people as early as 1300 with houses dating back to the 1700s, high in the alps at 2000m above sea level. A special, tiny village almost frozen in time, as people live a very modest life with no running water inside the house, which also means no flushing toilets or showers. Wooden stoves are used for cooking and heating water for washing, as there is no electricity either, except for the recent additions of solar panels. People use buckets to fetch water from the fresh water fountains, just like Heidi! :)

      In Litzirüti the closest village to Medergen, there is an old ski-hotel, that has been transformed into a temporary home for about 100 asylum seekers from various war torn and heavily oppressed countries such as Eritrea, Ethiopia, Somalia, Sudan, Afghanistan, Turkey, Siria, Gambia, Tibet, awaiting the decision of the Swiss government to announce their fate, if they will be rejected or if they will be given permission to stay in Switzerland.

      During the time I worked on the project, I hiked four hours up and down the mountain every second or third day, spending time and getting to know some of the people who reside here. If you ask anyone they will say that they are very thankful to be here in this peaceful village of Litzirüti and to be so well looked after in this beautiful place. And thankful to be in a country where there is peace and modern prosperity.

      However, thankful for escaping the unimaginable oppression and life threatening situations in their home countries, it is clear that they now have to deal with new challenges and difficulty in their lives. The youth in particular find it challenging to be in such a tiny village where there isn’t a single shop or anything to stimulate their growing minds. Furthermore, most of the people have been in Switzerland for a year or more, still waiting to have an interview to have their reasons for needing asylum assessed and their fate and extent of freedom, decided accordingly.

      What I’ve learnt from my research and looking at both the history of migration and what is happening today, is that the same challenges that existed centuries ago still exist today, namely that whenever there are newcomers, inevitably there is at least a degree of resistance to their acceptance that they are met with and state control that is the decider of their fate, prolonging the process of integration, usually in order to protect the fears of the established.

      “Cultural diversity is as essential to humanity as biodiversity is to nature. It makes the world a richer and more varied place and enlarges the range of choices available. It is the breeding ground that allows different cultures to continue and develop and enrich themselves through contact with each other, without drifting towards rigid identities. It is one of the sources of development, which must be perceived not merely in terms of economic growth , but also as a means of attaining to a satisfying intellectual, emotional, moral and spiritual existence.”

      By depicting the contrast between the history of migration in the Swiss alps and the rich traditions that has become established in time, with the current asylum seeker and refugee situation mostly being a state of limbo, I aim to raise awareness of the current day migrants (asylum seekers) and remind people that sooner or later in life we all were or will be migrants again.

      I believe that through time, if cultures can embrace their differences, be it language, colour, traditions or spirituality, they will see that on the other side is another human being with the same hopes and desires as themselves and that we can all benefit and be so much richer for getting to know each other and giving each other the freedom to live out our own identity that makes us complete and wholesome human beings.

      From Libya via Lampedusa. In the dark, the hotel that loomed after the last hairpin bend looked rather like Overlook in Stanley Kubrick’s film The Shining. But that’s where the resemblance ends. Montecampione, altitude 1,800 meters, is a ski resort at the end of the road winding up the Camonica Valley in Lombardy. The most striking thing on arrival here is being greeted with the faces and voices from another continent. Since June 2011, more than 100 Africans who fled the war inhave been settled in this hotel by the Brescia police authority, in line with the Italian government’s policy of spreading thearound the country. In most places the local authorities have been required to house them, but here private enterprise has also been asked to contribute. The hotel in Montecampione houses and feeds the migrants for 40 euros a head per day. The nearest village in the valley is more than 20km away, so the migrants are cut off from the outside world while they await a decision on their fates.
      “We live in a strange situation here,” admitted a lively young Ghanaian called Michael. “We’ve got absolutely nothing to do, but we’re all impatient to find work and start our lives again.” The last five migrants to arrive in Montecampione are equally bewildered. They reached Lampedusa early in August, and were taken across Italy. They have got plenty of time to find out about where they have ended up.

    Lors d’une deuxième opération menée sur le chantier Google à Baudour, l’ Auditorat du travail du Hainaut a constaté de nombreuses infractions dans le domaine du dumping social . Des badges d’accès ont été bloqués.

    L’opération menée entre 7h30 et 22h30 sur le site Google a révélé plusieurs infractions sociales. L’action a mobilisé 23 inspecteurs spécialisés en dumping, venus de toute la Belgique, trois policiers et dix interprètes en langues bulgare et roumaine.

    Au terme de l’opération, l’Auditorat du travail a apposé des scellés virtuels, en bloquant des badges d’accès de 105 travailleurs qui ont donc été interdits de chantier. Vingt-neuf de ces travailleurs ont produit de faux documents de détachement « A1 » et ces faux ont été confirmés par la Bulgarie. Septante-six autres travailleurs roumains n’avaient pas de document de détachement « A1 » malgré un premier contrôle organisé précédemment qui avait déjà mis le même problème en évidence.

    Selon l’Auditorat, ces travailleurs seraient en outre de faux indépendants. « Ils ne savent pas tous sous quel statut ils travaillent », a expliqué Charles-Eric Clesse, auditeur du travail. « Certains disent qu’ils reçoivent des ordres, d’autres ne savent pas s’ils sont indépendants ou salariés. »

    Une première intervention de l’Auditorat du travail menée il y a trois semaines sur ce même chantier à Baudour avait notamment débouché sur plusieurs auditions d’employeurs roumains et bulgares.

    A Norwegian Navy frigate returning from a NATO exercise collided with an oil tanker off Norway’s coast. Eight people received light injuries in the incident while the warship started slowly sinking.
    The early morning collision, which involved the frigate KNM Helge Ingstad and the tanker Sola TS, happened off Norway’s western coast near an island chain on which the municipality of Øygarden is located.

    Unlike the warship, the tanker, which carries around 625,000 barrels of crude, was mostly undamaged in the incident and no signs of an oil spill were reported. The ship was still ordered to return to port for inspection.

    The frigate, which reportedly received a long tear in the hull’s starboard side, started to take on water and listed dangerously. A tank of helicopter fuel was damaged and leaked some of its content, local media say. The crew of 137 was ordered to abandon ship, which was moved closer to land to prevent it from capsizing.

    The incident also triggered the shut-down of several oil industry sites in the vicinity, including a North Sea crude export terminal, Norway’s largest gas processing plant and several offshore fields.

En tous cas, les dégâts sont impressionnants et l’échouage volontaire a très certainement évité un chavirage rapide que l’on voit se profiler sur la première vidéo, alors que le navire est déjà à la côte.

      C’est un accident spectaculaire qui risque bien de sceller le sort de la frégate norvégienne Helge Ingstad. À 3 heures 55 du matin, le pétrolier Sola TS a quitté le terminal pétrolier de Sture, près de Bergen, en direction du nord. Il était alors suivi du remorqueur Tenax. Huit minutes plus tard, le tanker entrait en collision avec le bâtiment de combat norvégien qui faisait route inverse. À 4 heures 50, la Marine norvégienne commençait l’évacuation des 137 membres d’équipage se trouvant à bord de la frégate, devenue incontrôlable.
       
      Heureusement, il n’y pas de victimes à déplorer pour les deux navires. Seuls huit marins de l’Helge Ingstad ont été légèrement blessés et c’est un miracle à la vue des images diffusées par les autorités. L’abordage a eu lieu sur tribord. Le pétrolier, probablement lourdement chargé de pétrole, a vu son écubier littéralement déchirer la coque de la frégate sur la moitié de sa longueur au niveau de la ligne de flottaison. Une importante voie d’eau n’a pas pu être maîtrisée. Sur les photos de la télévision publique norvégienne NRK1, on peut observer que le tanker a été très faiblement endommagé au niveau du bordé et de l’écubier tribord. Ce dernier est très proéminent sur ce bateau et est probablement renforcé pour soutenir son ancre et sa chaîne.

      Prior to her collision with the Suezmax tanker Sola TS on Thursday, the Norwegian frigate KNM Helge Ingstad was repeatedly called over VHF, both by the approaching vessel and by the nearby Fedje VTS center, according to a new report.       Norwegian defense outlet Aldrimer first reported the radio exchange in an update Friday, citing “five sources” with independent knowledge of the accident.

      According to the report, the Sola TS spotted the Helge Ingstad visually shortly after departing the Sture petroleum terminal outside Bergen. The Ingstad was inbound, heading for the Haakonsvern Naval Base at Mathopen. The Sola’s bridge team called the Ingstad to determine her intentions. The Fedje VTS center also noted the situation and called the Ingstad repeatedly to warn that she was on a collision course. 

      Shortly after 0400 on Thursday, the two vessels collided. The impact tore a large hole in the Ingstad’s starboard side, spilling fuel, injuring eight crewmembers and rendering her unable to maneuver. Aldrimer’s sources reported that the Ingstad’s crew turned on her AIS transponder after the collision so that she could be easily located by rescuers, thereby corroborating the sudden appearance of her AIS signal on commercial tracking services shortly after the collision. 

      On Friday, Fedje Maritime Transport Center confirmed that it had played a role in a VHF exchange with the Ingstad. The Norwegian military declined requests for comment, citing an ongoing investigation.

      NORTHWOOD, United Kingdom (November 08, 2018) HNoMS Helge Ingstad was involved in a collision with the Maltese oil tanker Sola TS in Norwegian waters around 0400 this morning (8 Nov) while sailing inner Fjords for navigation training.

      Due to the damage to the frigate it was moved to a safe place and the crew was evacuated in a professional manner. There are no reports of damages or leaks from the oil tanker and no report of serious injuries, though eight crewmembers are being treated for minor injuries.

      The Norwegian Armed Forces are working with the Norwegian Coastal Authority to address the situation. The Norwegian frigate HNoMS Helge Ingstad is part of the Standing NATO Maritime Group One (SNMG1). The group was sailing in and around the Fjords, following their participation in exercise Trident Juncture 2018 which concluded on November 7th.

      The Royal Norwegian Navy was dealt a devastating blow in the early morning hours of November 10 when one of its five capital Nansen-class frigates collided with a fully loaded oil tanker more than 10 times its size while returning NATO’s Trident Juncture exercise.

      The frigate Helge Ingstad lost steering and drifted at five knots onto the rocky shore near Norwegian port of Sture, north of Bergen, saving the ship from sinking in the Fjord, according to media reports. The crew of 137 was forced to abandon ship. Ingstad is now resting on its side on three points while crews move to secure it.

      The disaster has far-reaching consequences for the Norwegian Navy, which is facing the loss of one of its premier warfighting assets,

      This is a huge blow to the Norwegian navy,” said Sebastian Bruns, who heads the Center for Maritime Strategy and Security at the University of Kiel in northern Germany. The loss of the $400 million ship, which appeared likely, leaves the Norwegian Navy with a 20 percent cut to its most advanced class of ship, Burns said.

      The situation is made all the more painful as evidence mounts that Ingstad was repeatedly warned to alter course before the collision and failed to take corrective action to avoid the collision.

      Local media reported that the Maltese-flagged tanker Sola TS identified Ingstad and tried to avoid the disaster. The reports also revealed details that show that Ingstad did not have a firm grasp of the surface picture it was sailing into.

      The disaster developed quickly, with Ingstad transiting the channel inbound at 17 knots and Sola TS traveling outbound at 7 knots.

      Sola TS raised the Ingstad multiple times and was discussing the emerging danger with shore-based Central Station, according to the Norwegian paper Verdens Gang. The responses from Ingstad appear confused, at one point saying that if they altered the course it would take them too close to the shoals, which prompted Sola TS to respond that they had to do something or a collision would be unavoidable.

      Contributing to the confusion, the Ingstad appears to have been transiting with its Automatic Identification System switched off. That seems to have delayed recognition by central control and the other ships in the area that Ingstad was inbound and heading into danger, the account in VG seems to indicate.

      Sous le choc (17 noeuds entrant vs 7 noeuds sortant, presque 45 km/h de vitesse relative) le Helge Ingstad a pivoté sur sa droite est s’est retrouvé, désemparé, sans propulsion, ni gouvernail, à dériver vers la côte à 5 noeuds ; la manœuvre n’a pas du tout été délibérée, mais entièrement subie.

L’écho radar était visible, mais pas l’identification, ni la vitesse (17 noeuds, ce qui n’est pas rien dans un détroit (un fjord, en fait,…) Le centre de contrôle ne devait certainement pas suivre manuellement (à l’ancienne !…) l’écho radar, se reposant sur les informations visualisées.

      A Norwegian navy frigate that collided with an oil tanker last week was almost completely submerged on Tuesday despite efforts to salvage the sinking vessel, pictures taken by the Norwegian Coastal Administration showed.

      The ship’s plight off the Norwegian coast is, however, not disrupting the nearby Sture crude oil export terminal. “We are in normal operations,” said a spokeswoman for the plant’s operator, Equinor.

      The Norwegian military has been working since Thursday to salvage the ship by tethering it with several cables to the shore. Some of these had broken.

      The ship sunk a meter further and, as a result, two wires broke. They were replaced with two stronger ones. We worked until midnight on this. After midnight, we realized it was not safe for our staff to carry on the work further,” said Haavard Mathiesen, the head of the salvage operation for the Norwegian Defence Materiel Agency.

      Around 0600 (0500 GMT), more wires broke and the ship sank further. It is now in deep water and stable,” he told a news conference.

      The ship was stranded off Norway’s west coast early last Thursday after it collided with the tanker that had left the Sture terminal. The facility was shut for several hours as a result.

      Eight Navy staff, out of a total crew of 137, were slightly injured in the incident.

      Da KNM « Helge Ingstad » ble grunnstøtt etter kollisjonen forrige uke, ble fregatten sikret med ti stålvaiere festet til land. Sikringsjobben var ferdig lørdag morgen. Slik lå skipet fram til mandag kveld, da vaierne foran på skipet begynte å ryke. Tirsdag morgen hadde alle festepunktene foran på fartøyet røket, og « Helge Ingstad » sank nesten helt under vann.

      Den mislykkede sikringen av fregatten til en verdi av fire milliarder har fått hard kritikk i ettertid.

      Mon analyse est très voisine, mais j’aurais tendance à augmenter la responsabilité du centre de contrôle du trafic.

      • la frégate va vite, très vite, trop vite : 17 noeuds, c’est pratiquement le double de la vitesse de l’ensemble des bateaux environnants, la vitesse de rapprochement est donc de 44 km/h, soit 11 m/s
      • son AIS est éteint, alors que le navire est en vue des côtes, dans un trafic dense, ça n’a pratiquement que des inconvénients (c’est une des conclusions des analyses des accidents des destroyers de la marine états-unienne l’année dernière). D’un autre côté, on comprend que l’état-major soit réticent à ce que tout le monde (y compris les méchants) puisse connaître en une connexion à MarineTraffic ou VesselFinder la position des navires de sa flotte, du moins ceux qui sont en eaux côtières

      • le centre de contrôle du trafic échoue totalement dans sa mission et commet une très lourde faute. Quand le pétrolier lui demande qui il a en face de lui, le VTS ne le sait pas d’emblée. C’est proprement ahurissant. Il est probable que cela vient du fait que le suivi des navires se fait uniquement sur la base de l’AIS ; position, cap et vitesse sont affichés automatiquement. Il n’y a probablement pas (ou alors pas au même endroit) de suivi manuel du navire sans AIS ; celui-ci mobilise une charge mentale intense, une grande concentration et génère un stress non négligeable (souvenirs précis de service militaire en Iroise,…)
      • d’après ce que j’ai lu, le VTS doit autoriser l’appareillage des navires du port pétrolier. Si c’est exact, alors il a donné un clear pour une situation qui ne l’était pas du tout et était hautement problématique. En demandant de retarder l’appareillage d’une demi-heure, ça laissait le temps à la frégate de défiler et de dégager le terrain

      • je ne vois pas trop ce que le Sola TS aurait pu faire d’autre, il est à 5 noeuds, en phase d’accélération pour atteindre les 10 noeuds qui lui permettront de s’injecter dans le rail sortant, ce qui fait qu’il est décalé vers l’ouest par rapport à ce rail, fermant une partie du passage pour le Helge Ingstad. Ses capacités de manoeuvre sont très limitées, c’est d’ailleurs pour ça qu’il a toujours un remorqueur au cul (le Tenax).
      • sans doute, lui aussi, pouvait (aurait pu…) maintenir une veille radar et suivre les échos, y compris sans AIS, – cf. supra – mais, il est possible que son radar ait été masqué par les structures du port et, donc, que la frégate n’ait pas été perçue au départ du quai (par ailleurs, elle était encore « loin ») et, surtout, c’est normalement le boulot du VTS.

      À mon sens, à partir du moment où le pétrolier a appareillé, la situation est plus que problématique et il aurait fallu un enchaînement exceptionnel pour éviter la catastrophe (perception ultra-rapide de la situation et de sa gravité, manoeuvre sans hésitation de la frégate dès la prise de contact radio).

      On the morning of Thursday 8 November 2018, the Accident Investigation Board Norway (AIBN) was informed of a collision between the frigate ’KNM Helge Ingstad’ and the Maltese registered tanker ’Sola TS’ in Hjeltefjorden, outside the Sture terminal in Øygarden Municipality in Hordaland County, Norway. The AIBN contacted the Defence Accident Investigation Board Norway (DAIBN) and it was decided to initiate a joint investigation into the accident, led by the AIBN. The AIBN then contacted the Marine Safety Investigation Unit of Malta (MSIU), which is also a participating party in the investigation; cf. Chapter 18 Section 474 of the Norwegian Maritime Code.

      29 November 2018 the AIBN publishes a preliminary report on the accident and two interim safety recommendations. This preliminary report is published to communicate the information obtained during the initial phase of the ongoing investigation. The purpose is to provide a brief update on how the investigation is progressing as well as a preliminary description of the sequence of events and disseminate safety-critical issues identified at this stage of the investigation.       • le Sola TS avait laissé ses feux de ponts allumés le rendant difficile à distinguer des lumières du terminal pétrolier dont il s’éloignait doucement et ne permettant pas le repérage rapide de ses feux de navigation et donc la lecture de sa trajectoire
      • dans la version de la passerelle du KNM Helge Ingstad où venait de s’effectuer la passation de quart, cette masse lumineuse a été prise pour un obstacle fixe non identifié et c’est cette perception qui justifie l’absence de manoeuvre d’évitement vers la droite, justement pour éviter de percuter cet obstacle fixe

    • À noter surtout dans les recommandations préliminaires la mention d’un grave défaut de conception de ces frégates (et peut-être d’autres issues des chantiers espagnols Navantia.

      En effet, les dégâts provoqués par la collision ont noyé 3 compartiments étanches mettant en péril la stabilité du bâtiment mais lui permettant de se maintenir à flot, conclusion initiale à bord, conforme aux documents décrivant la stabilité du navire, ceux-ci mentionnant que l’envahissement d’un quatrième compartiment entrainait la perte du bâtiment.

      Or, l’eau s’est rapidement infiltré dans un quatrième compartiment en passant par les passages des arbres d’hélice, puis aux autres compartiments à travers les cloisons.

      To start with, flooding occurred in three watertight compartments on board KNM Helge Ingstad: the aft generator room, the orlob deck’s crew quarters and the stores room. There was some uncertainty as to whether the steering engine room, the aftmost compartment, was also filling up with water. Based on this damage, the crew, supported by the vessel’s stability documents, assessed the vessel as having ’poor stability’ status, but that it could be kept afloat. If more compartments were flooded, the status would be assessed as ’vessel lost’ on account of further loss of stability.

      Next, the crew found that water from the aft generator room was running into the gear room via the hollow propeller shafts and that the gear room was filling up fast. From the gear room, the water then ran into and was flooding the aft and fore engine rooms via the stuffing boxes in the bulkheads. This meant that the flooding became substantially more extensive than indicated by the original damage. Based on the flooding of the gear room, it was decided to prepare for evacuation.

      The AIBN considers the vessel’s lack of watertight integrity to be a safety issue relating to Nansen-class frigates and therefore issues the following two safety alerts.

      There is still no final decision as to whether the Frigate may be repaired. According to VG, two working groups have been established to assess that question; one who will try to salvage the material on board and one who is planning a possible repairing.

      Øydegard announces that the hull is relatively intact, except for the 45-metre tear that the Frigate sustained in the collision with «Sola TS».

      We have damage to the rudder and such, but this is a warship which hull has tolerated the stresses so far, Øydegard explains.

Selon le rapport espagnol, « il existe des preuves claires que les dommages initiaux ont touché 4 compartiments étanches, et des indices que 5 aient été réellement endommagés dans la collision, ce qui dépasse les critères de survie fixés pour ce navire. »

      Le rapport interne de la marine espagnole explique que « la longueur de la déchirure visible sur les photos est de 15% de la longueur à la ligne de flottaison (18,2 m), soit 3 tranches contigües inondées. »

      Il ajoute aussi que l’avarie pourrait avoir aussi touché d’autres compartiments. « L’analyse des images indique que, probablement, sous la ligne de flottaison, un 4è compartiment étanche ait été éventré. »

      Pour la marine espagnole, une erreur humaine est la seule cause de l’accident. Une suite d’erreurs ont été commises : navigation à vitesse excessive (environ 17 nœuds), non-utilisation de l’AIS, non-respect du règlement international de prévention des abordages en mer, et non-prise en compte des avertissements du pétrolier.

      Le rapport conclut que « aucun navire ayant des caractéristiques similaires à la frégate n’aurait été capable de contrôler la voie d’eau et d’éviter le naufrage ».

      Remarque : que la cause de l’accident soit une erreur humaine ne fait guère de doute, ce qui est en cause est la suite, l’issue finale de l’accident : le naufrage…

    Khashoggi’s murder on Oct. 2 in the Saudi consulate in Istanbul has drawn international outrage against Crown Prince Mohammed bin Salman, with Turkish officials and some U.S. lawmakers accusing the kingdom’s de facto ruler of ordering the killing.

    The Middle East Strategic Alliance (MESA) aims to bind Sunni Muslim governments in Saudi Arabia, the United Arab Emirates, Kuwait, Qatar, Oman, Bahrain, Egypt and Jordan in a U.S.-led security, political and economic pact to counter Shi’ite Iran. 

    But feuds among Arab allies, especially a Saudi-led economic and political boycott of Qatar, have hampered the founding of the alliance since Riyadh proposed it last year.

    A summit meeting in the United States where Trump and the Arab leaders would sign a preliminary accord on the alliance was expected in January. But the three U.S. sources and a Gulf diplomat said the meeting now looks uncertain. It has already been postponed several times, they added. 

    Khashoggi’s murder raised “a whole bunch of problems” to be solved before the plan - informally referred to as the “Arab NATO” - can move forward, one U.S. source said. One issue is how the Americans could have the Saudi crown prince, who goes by the initials MbS, attend the summit without causing widespread outrage.

    “It’s not palatable,” the source said.

    Les électeurs lettons étaient appelés à renouveler leurs députés le 6 octobre. Dans ce pays balte de 1,9 million d’habitants, 54% d’entre eux se sont déplacés, soit 4 points de moins qu’en 2014.

    Le gouvernement sortant s’est prévalu d’avoir fidèlement appliqué les réformes souhaitées par l’Union européenne (fiscalité, système de santé…), ce qui a contribué à accroître un mécontentement social latent, alors même que l’émigration, notamment de la jeunesse, reste forte, en particulier vers les pays anglo-saxons. Plusieurs scandales de corruption – dont celui qui a tout récemment impliqué le gouverneur de la Banque centrale – ont également marqué la campagne, dans une Lettonie parfois décrite comme « la capitale européenne du blanchiment ».

    Enfin, les discriminations, linguistiques mais aussi sociales, que subissent les personnes d’origine non lettone (40% de la population, notamment les russophones) demeurent des enjeux politiques majeurs.

    Pour le quatrième scrutin consécutif, c’est la formation cataloguée comme « pro-russe », Concorde (Saskana, traduit en anglais par Harmony), qui arrive en tête, avec 19,9% des suffrages (-3,1 points). Le fait nouveau est l’émergence d’un jeune parti, décrit comme populiste, KPV (« A qui appartient le pays ? »), qui rafle d’emblée la deuxième place, avec 14,2% des voix.

    Or le KPV, à la différence de tous les partis installés, n’a jamais exclu une alliance parlementaire avec Concorde. Jusqu’à présent, celle-ci, bien qu’en tête du choix des électeurs, a toujours été tenue à l’écart du pouvoir car elle est accusée d’être proche de Moscou.

Un casus belli pour les partis actuellement au pouvoir, qui mettent leur point d’honneur à atteindre, voire à dépasser, le niveau du budget militaire ordonné par l’OTAN.

    Cinq partis (dont trois principaux) étaient associés dans la coalition parlementaire sortante, menée par l’Union des Verts et des paysans (droite). Cette formation qui a toujours été partie prenante du pouvoir depuis 2002 s’effondre, passant de 19,5% à 9,9% des suffrages. Son alliée gouvernementale, l’Alliance nationale (AN) ne s’en sort guère mieux avec 11% des voix contre16,6% il y a quatre ans. L’AN est l’une des formations les plus ultra, notamment en matière de restrictions à l’utilisation de la langue russe. Quant au troisième partenaire de la coalition sortante, Nouvelle unité, il ne rassemble que 6,7%, contre… 21,9% en 2014.

    Outre le KPV, deux formations profitent de la déconfiture des partis au pouvoir : le Nouveau parti conservateur, qui passe de 0,7% à 13,6%, ainsi que la Nouvelle alliance libérale / FOR, récemment créée, avec 12% des voix. Il est vrai qu’en Lettonie, où n’existe pas vraiment de culture politique anciennement ancrée, les disparitions et recréations de partis se succèdent avec des frontières idéologiques souvent bien floues. L’opposition à la Russie et aux habitants russophones, la fidélité à l’OTAN et à l’UE, et les orientations libérales forment cependant un ciment commun aux partis gouvernementaux.

    C’est ce qui avait conduit le président de la République, issu de l’Union des Verts et des paysans, à avertir les électeurs avant le scrutin : « la ligne euro-atlantique constitue le cadre fondamental de notre action et je n’accepterai aucune exception à cette ligne ». Il lui revient désormais de désigner la personnalité qui devra former une future majorité au sein d’un Parlement éclaté en sept groupes parlementaires.

    Concorde et le KPV disposent ensemble de 39 sièges (24 et 15 respectivement), ce qui constitue l’alternative la plus logique au pouvoir actuel. Mais ce total est cependant insuffisant pour atteindre la majorité absolue au sein de l’Assemblée qui compte 100 députés.

    Le dirigeant de Concorde, qui est également maire de la capitale, Riga, a cependant averti qu’« aucune coalition stable et capable de gouverner n’est possible » sans sa formation. « Sinon, a-t-il poursuivi, vous pourriez avoir une coalition de xénophobes et de partisans des droits des homosexuels, et un tel gouvernement ne tiendrait pas plus de deux ou trois semaines », faisant référence aux Conservateurs et à la Nouvelle alliance libérale.

    Tout porte cependant à croire que les élites installées finiront par trouver une formule écartant une « coalition pro-Kremlin / populistes » qui constituerait selon elles une hérésie pour ce pays balte, dont les dirigeants sont depuis près de trente ans convaincus – ou feignent de l’être – que les troupes russes s’apprêtent à les envahir. Les mêmes continuent à témoigner d’une indulgence notable envers les nostalgiques de l’Allemagne nazie, nostalgiques qui ont pignon sur rue dans le pays.

    Il reste que les électeurs lettons, et pas seulement les russophones, viennent de leur infliger une gifle retentissante, notamment sur la base d’un mécontentement social grandissant.     The pro-Kremlin Harmony party looked set to hold the balance of power in Latvia, following a general election on Saturday, with an exit poll showing it topping the vote ahead of liberals.

    A public TV exit poll showed Harmony had a 19.4% vote share, while the liberal pro-EU, pro-Nato For Development was in second place with 13.4%, ahead of the rightwing National Alliance on 12.6%.

    Populists, who could help Harmony form a coalition, followed closely behind. The New Conservative party was on 12.4% and KPV LV showed 11.5%.

    The Greens and Farmers Union of the prime minister, Māris Kučinskis, managed 9.7%.

For example former Chief of Maritime Safety and Naval Home Guard Commander Svein Jarle Jacobsen said that the map is “disastrous for operational safety. I can’t believe that they’ve really done this.”

    The Deputy Director of NSM, (Norway’s National Security Authority) Frode Skaarnes, has dismissed claims that the map reveals the country’s military secrets. He claims that the map shows nothing that cannot already be viewed on any map with aerial or satellite imagery and that the map “doe not say anything about what exactly is there and what these facilities are used for.”

  • Tunisian fishermen await trial after ’saving hundreds of migrants’

    Friends and colleagues have rallied to the defence of six Tunisian men awaiting trial in Italy on people smuggling charges, saying they are fishermen who have saved hundreds of migrants and refugees over the years who risked drowning in the Mediterranean.

    The men were arrested at sea at the weekend after their trawler released a small vessel it had been towing with 14 migrants onboard, 24 miles from the coast of the Italian island of Lampedusa.

    Italian authorities said an aeroplane crew from the European border agency Frontex had first located the trawler almost 80 nautical miles from Lampedusa and decided to monitor the situation.They alerted the Italian police after the migrant vessel was released, who then arrested all crew members at sea.

    According to their lawyers, the Tunisians maintain that they saw a migrant vessel in distress and a common decision was made to tow it to safety in Italian waters. They claim they called the Italian coastguard so it could intervene and take them to shore.

    Prosecutors have accused the men of illegally escorting the boat into Italian waters and say they have no evidence of an SOS sent by either the migrant boat or by the fishermen’s vessel.

    Among those arrested were 45-year-old Chamseddine Ben Alì Bourassine, who is known in his native city, Zarzis, which lies close to the Libyan border, for saving migrants and bringing human remains caught in his nets back to shore to give the often anonymous dead a dignified burial.

    Immediately following the arrests, hundreds of Tunisians gathered in Zarzis to protest and the Tunisian Fishermen Association of Zarzis sent a letter to the Italian embassy in Tunis in support of the men.

    “Captain Bourassine and his crew are hardworking fishermen whose human values exceed the risks they face every day,” it said. “When we meet boats in distress at sea, we do not think about their colour or their religion.”

    According to his colleagues in Zarzis, Bourassine is an advocate for dissuading young Tunisians from illegal migration. In 2015 he participated in a sea rescue drill organised by Médecins Sans Frontières (Msf) in Zarzis.

    Giulia Bertoluzzi, an Italian filmmaker and journalist who directed the documentary Strange Fish, about Bourassine, said the men were well known in their home town.

    “In Zarzis, Bourassine and his crew are known as anonymous heroes”, Bertoluzzi told the Guardian. “Some time ago a petition was circulated to nominate him for the Nobel peace prize. He saved thousands of lives since.”

    The six Tunisians who are now being held in prison in the Sicilian town of Agrigento pending their trial. If convicted, they could face up to 15 years in prison.

    The Italian police said in a statement: “We acted according to our protocol. After the fishing boat released the vessel, it returned south of the Pelagie Islands where other fishing boats were active in an attempt to shield itself.”

    It is not the first time that Italian authorities have arrested fishermen and charged them with aiding illegal immigration. On 8 August 2007, police arrested two Tunisian fishermen for having guided into Italian waters 44 migrants. The trial lasted four years and both men were acquitted of all criminal charges.

    Leonardo Marino, a lawyer in Agrigento who had defended dozens of Tunisian fishermen accused of enabling smuggling, told the Guardian: “The truth is that migrants are perceived as enemies and instead of welcoming them we have decided to fight with repressive laws anyone who is trying to help them.”

      Surpris en train de tirer une embarcation de migrants vers l’Italie, des pêcheurs tunisiens -dont un militant connu localement- ont été écroués en Sicile. Une manifestation de soutien a eu lieu en Tunisie et une ONG essaie actuellement de leur venir en aide.

      Des citoyens tunisiens sont descendus dans la rue lundi 3 septembre à Zarzis, dans le sud du pays, pour protester contre l’arrestation, par les autorités italiennes, de six pêcheurs locaux. Ces derniers sont soupçonnés d’être des passeurs car ils ont été "surpris en train de tirer une barque avec 14 migrants à bord en direction de [l’île italienne de] Lampedusa", indique la police financière et douanière italienne.

      La contestation s’empare également des réseaux sociaux, notamment avec des messages publiés demandant la libération des six membres d’équipage parmi lesquels figurent Chamseddine Bourassine, président de l’association des pêcheurs de Zarzis. “Toute ma solidarité avec un militant et ami, le doyen des pêcheurs Chamseddine Bourassine. Nous appelons les autorités tunisiennes à intervenir immédiatement avec les autorités italiennes afin de le relâcher ainsi que son équipage”, a écrit lundi le jeune militant originaire de Zarzis Anis Belhiba sur Facebook. Une publication reprise et partagée par Chamesddine Marzoug, un pêcheur retraité et autre militant connu en Tunisie pour enterrer lui-même les corps des migrants rejetés par la mer.

      Sans nouvelles depuis quatre jours

      Un appel similaire a été lancé par le Forum tunisien pour les droits économiques et sociaux, par la voix de Romdhane Ben Amor, chargé de communication de cette ONG basée à Tunis. Contacté par InfoMigrants, il affirme n’avoir reçu aucune nouvelle des pêcheurs depuis près de quatre jours. “On ne sait pas comment ils vont. Tout ce que l’on sait c’est qu’ils sont encore incarcérés à Agrigente en Sicile. On essaie d’activer tous nos réseaux et de communiquer avec nos partenaires italiens pour leur fournir une assistance juridique”, explique-t-il.

      Les six pêcheurs ont été arrêtés le 29 août car leur bateau de pêche, qui tractait une embarcation de fortune avec 14 migrants à son bord, a été repéré -vidéo à l’appui- par un avion de Frontex, l’Agence européenne de garde-côtes et garde-frontières.

      Selon une source policière italienne citée par l’AFP, les pêcheurs ont été arrêtés pour “aide à l’immigration clandestine” et écroués. Le bateau a été repéré en train de tirer des migrants, puis de larguer la barque près des eaux italiennes, à moins de 24 milles de Lampedusa, indique la même source.

      Mais pour Romdhane Ben Amor, “la vidéo de Frontex ne prouve rien”. Et de poursuivre : “#Chamseddine_Bourassine, on le connaît bien. Il participe aux opérations de sauvetage en Méditerranée depuis 2008, il a aussi coordonné l’action contre le C-Star [navire anti-migrants affrété par des militant d’un groupe d’extrême droite]”. Selon Romdhane Ben Amor, il est fort probable que le pêcheur ait reçu l’appel de détresse des migrants, qu’il ait ensuite tenté de les convaincre de faire demi-tour et de regagner la Tunisie. N’y parvenant pas, le pêcheur aurait alors remorqué l’embarcation vers l’Italie, la météo se faisant de plus en plus menaçante.

      La Tunisie, pays d’origine le plus représenté en Italie

      Un nombre croissant de Tunisiens en quête d’emploi et de perspectives d’avenir tentent de se rendre illégalement en Italie via la Méditerranée. D’ailleurs, avec 3 300 migrants arrivés entre janvier et juillet 2018, la Tunisie est le pays d’origine le plus représenté en Italie, selon un rapport du Haut commissariat de l’ONU aux réfugiés (HCR) publié lundi.

      La Méditerranée a été "plus mortelle que jamais" début 2018, indique également le HCR, estimant qu’une personne sur 18 tentant la traversée meurt ou disparaît en mer.

      Per la Tunisia Chameseddine Bourassine è il pescatore che salva i migranti. Protagonista anche del film documentario «Strange Fish» di Giulia Bertoluzzi. Dal 29 agosto Chameseddine e il suo equipaggio sono nel carcere di Agrigento, perchè filmati mentre trainavano un barchino con 14 migranti fino a 24 miglia da Lampedusa. Il peschereccio è stato sequestrato e rischiano molti anni di carcere per favoreggiamento aggravato dell’immigrazione illegale. Da Palermo alcuni parenti giunti da Parigi lanciano un appello per la loro liberazione.

      Ramzi Lihiba, figlio di uno dei pescatori arrestati: «Mio padre è scioccato perchè è la prima volta che ha guai con la giustizia. Mi ha detto che hanno incontrato una barca in pericolo e hanno fatto solo il loro dovere. Non è la prima volta. Chameseddine ha fatto centinaia di salvataggi, portando la gente verso la costa più vicina. Prima ha chiamato la guardia costiera di Lampedusa e di Malta senza avere risposta».

      Mohamed Bourassine, fratello di Chameseddine: «Chameseddine l’ha detto anche alla guardia costiera italiana, se trovassi altre persone in pericolo in mare, lo rifarei».
      La Tunisia ha chiesto il rilascio dei sei pescatori di Zarzis. Sit in per loro davanti alle ambasciate italiane di Tunisi e Parigi. Da anni i pescatori delle due sponde soccorrono migranti con molti rischi. Ramzi Lihiba: «Anche io ho fatto la traversata nel 2008 e sono stato salvato dai pescatori italiani, altrimenti non sarei qui oggi».

      Yesterday, people demonstrated in the streets of Zarzis in solidarity with the Tunisian fishermen arrested by Italian authorities for exercising their solidarity with migrants crossing the sea. Tomorrow, they will be heard in front of a court in Sicily. While rescue NGOs have done an extraordinary job, its important to underline that European citizens do not have the monopoly over solidarity with migrants, and neither are they the only ones being criminalised. The Tunisian fishermen deserve our full support.

      Il 29 agosto 2018 sei pescatori tunisini sono stati arrestati ad Agrigento, accusati di favoreggiamento dell’immigrazione clandestina, reato punibile fino a quindici anni di carcere. Il loro racconto e quello dei migranti soccorsi parla invece di una barca in panne che prendeva acqua, del tentativo di contattare la Guardia Costiera italiana e infine - dopo una lunga attesa – del trasporto del barchino verso Lampedusa, per aiutare le autorità nelle operazioni di soccorso. Mentre le indagini preliminari sono in corso, vi raccontiamo chi sono questi pescatori. Lo facciamo con Giulia Bertoluzzi, che ha girato il film “Strange Fish” – vincitore al premio BNP e menzione speciale della giuria al festival Visioni dal Mondo - di cui Bourassine è il protagonista, e Valentina Zagaria, che ha vissuto oltre due anni a Zarzis per un dottorato in antropologia.

Ecco tre appellativi che potrebbero stare a pennello a Chamseddine Bourassine, presidente della Rete Nazionale della Pesca Artigianale nonché dell’associazione di Zarzis “Le Pêcheur” pour le Développement et l’Environnement, nominata al Premio Nobel per la Pace 2018 per il continuo impegno nel salvare vite nel Mediterraneo. I pescatori di Zarzis infatti, lavorando nel mare aperto tra la Libia e la Sicilia, si trovano da più di quindici anni in prima linea nei soccorsi a causa della graduale chiusura ermetica delle vie legali per l’Europa, che ha avuto come conseguenza l’inizio di traversate con mezzi sempre più di fortuna.

      Sebbene la legge del mare abbia sempre prevalso per Chamseddine e i pescatori di Zarzis, prima della rivoluzione tunisina del 2011 i pescatori venivano continuamente minacciati dalla polizia del regime di Ben Ali, stretto collaboratore sia dell’Italia che dell’Unione europea in materia di controlli alle frontiere. “Ci dicevano di lasciarli in mare e che ci avrebbero messo tutti in prigione”, spiegava Bourassine, “ma un uomo in mare è un uomo morto, e alla polizia abbiamo sempre risposto che piuttosto saremmo andati in prigione”. In prigione finivano anche i cittadini tunisini che tentavano la traversata e che venivano duramente puniti dal loro stesso governo.

      Tutto è cambiato con la rivoluzione. Oltre 25.000 tunisini si erano imbarcati verso l’Italia, di cui tanti proprio dalle coste di Zarzis. “Non c’erano più né stato né polizia, era il caos assoluto” ricorda Anis Souei, segretario generale dell’Associazione. Alcuni pescatori non lasciavano le barche nemmeno di notte perché avevano paura che venissero rubate, i più indebitati invece tentavano di venderle, mentre alcuni abitanti di Zarzis, approfittando del vuoto di potere, si improvvisavano ‘agenti di viaggi’, cercando di fare affari sulle spalle degli harraga – parola nel dialetto arabo nord africano per le persone che ‘bruciano’ passaporti e frontiera attraversando il Mediterraneo. Chamseddine Bourassine e i suoi colleghi, invece, hanno stretto un patto morale, stabilendo di non vendere le proprie barche per la harga. Si sono rimboccati le maniche e hanno fondato un’associazione per migliorare le condizioni di lavoro del settore, per sensibilizzare sulla preservazione dell’ambiente – condizione imprescindibile per la pesca – e dare una possibilità di futuro ai giovani.

      E proprio verso i più giovani, quelli che più continuano a soffrire dell’alto tasso di disoccupazione, l’associazione ha dedicato diverse campagne di sensibilizzazione. “Andiamo nelle scuole per raccontare quello che vediamo e mostriamo ai ragazzi le foto dei corpi che troviamo in mare, perché si rendano conto del reale pericolo della traversata”, racconta Anis. Inoltre hanno organizzato formazioni di meccanica, riparazione delle reti e pesca subacquea, collaborando anche con diversi progetti internazionali, come NEMO, organizzato dal CIHEAM-Bari e finanziato dalla Cooperazione Italiana. Proprio all’interno di questo progetto è nato il museo di Zarzis della pesca artigianale, dove tra nodi e anforette per la pesca del polipo, c’è una mostra fotografica dei salvataggi in mare intitolata “Gli eroi anonimi di Zarzis”.

      La guerra civile libica

      Con l’inasprirsi della guerra civile libica e l’inizio di veri e propri traffici di esseri umani, le frontiere marittime si sono trasformate in zone al di fuori della legge.
      “I pescatori tunisini vengono regolarmente rapiti dalle milizie o dalle autorità libiche” diceva Bourassine. Queste, una volta sequestrata la barca e rubato il materiale tecnico, chiedevano alle autorità tunisine un riscatto per il rilascio, cosa peraltro successa anche a pescatori siciliani. Sebbene le acque di fronte alla Libia siano le più ricche, soprattutto per il gambero rosso, e per anni siano state zone di pesca per siciliani, tunisini, libici e anche egiziani, ad oggi i pescatori di Zarzis si sono visti obbligati a lasciare l’eldorado dei tonni rossi e dei gamberi rossi, per andare più a ovest.

      “Io pesco nelle zone della rotta delle migrazioni, quindi è possibile che veda migranti ogni volta che esco” diceva Bourassine, indicando sul monitor della sala comandi del suo peschereccio l’est di Lampedusa, durante le riprese del film.

      Con scarso sostegno delle guardie costiere tunisine, a cui non era permesso operare oltre le proprie acque territoriali, i pescatori per anni si sono barcamenati tra il lavoro e la responsabilità di soccorrere le persone in difficoltà che, con l’avanzare del conflitto in Libia, partivano su imbarcazioni sempre più pericolose.

      “Ma quando in mare vedi 100 o 120 persone cosa fai?” si chiede Slaheddine Mcharek, anche lui membro dell’Associazione, “pensi solo a salvare loro la vita, ma non è facile”. Chi ha visto un’operazione di soccorso in mare infatti può immaginare i pericoli di organizzare un trasbordo su un piccolo peschereccio che non metta a repentaglio la stabilità della barca, soprattutto quando ci sono persone che non sanno nuotare. Allo stesso tempo non pescare significa non lavorare e perdere soldi sia per il capitano che per l’equipaggio.
      ONG e salvataggio

      Quando nell’estate del 2015 le navi di ricerca e soccorso delle ONG hanno cominciato ad operare nel Mediterraneo, Chamseddine e tutti i pescatori si sono sentiti sollevati, perché le loro barche non erano attrezzate per centinaia di persone e le autorità tunisine post-rivoluzionarie non avevano i mezzi per aiutarli. Quell’estate, l’allora direttore di Medici Senza Frontiere Foued Gammoudi organizzò una formazione di primo soccorso in mare per sostenere i pescatori. Dopo questa formazione MSF fornì all’associazione kit di pronto soccorso, giubbotti e zattere di salvataggio per poter assistere meglio i rifugiati in mare. L’ONG ha anche dato ai pescatori le traduzioni in italiano e inglese dei messaggi di soccorso e di tutti i numeri collegati al Centro di coordinamento per il soccorso marittimo (MRCC) a Roma, che coordina i salvataggi tra le imbarcazioni nei paraggi pronte ad intervenire, fossero mercantili, navi delle ONG, imbarcazioni militari o della guardia costiera, e quelle dei pescatori di entrambe le sponde del mare. Da quel momento i pescatori potevano coordinarsi a livello internazionale e aspettare che le navi più grandi arrivassero, per poi riprendere il loro lavoro. Solo una settimana dopo la formazione, Gammoudi andò a congratularsi con Chamseddine al porto di Zarzis per aver collaborato con la nave Bourbon-Argos di MSF nel salvataggio di 550 persone.

      Oltre al primo soccorso, MSF ha offerto ai membri dell’associazione una formazione sulla gestione dei cadaveri, fornendo sacchi mortuari, disinfettanti e guanti. C’è stato un periodo durato vari mesi, prima dell’arrivo delle ONG, in cui i pescatori avevano quasi la certezza di vedere dei morti in mare. Nell’assenza di altre imbarcazioni in prossimità della Libia, pronte ad aiutare barche in difficoltà, i naufragi non facevano che aumentare. Proprio come sta succedendo in queste settimane, durante le quali il tasso di mortalità in proporzione agli arrivi in Italia è cresciuto del 5,6%. Dal 26 agosto, nessuna ONG ha operato in SAR libica, e questo a causa delle politiche anti-migranti di Salvini e dei suoi omologhi europei.

      Criminalizzazione della solidarietà

      La situazione però è peggiorata di nuovo nell’estate del 2017, quando l’allora ministro dell’Interno Marco Minniti stringeva accordi con le milizie e la guardia costiera libica per bloccare i rifugiati nei centri di detenzione in Libia, mentre approvava leggi che criminalizzano e limitano l’attività delle ONG in Italia.

      Le campagne di diffamazione contro atti di solidarietà e contro le ONG non hanno fatto altro che versare ancora più benzina sui sentimenti anti-immigrazione che infiammano l’Europa. Nel bel mezzo di questo clima, il 6 agosto 2017, i pescatori di Zarzis si erano trovati in un faccia a faccia con la nave noleggiata da Generazione Identitaria, la C-Star, che attraversava il Mediterraneo per ostacolare le operazioni di soccorso e riportare i migranti in Africa.

      Armati di pennarelli rossi, neri e blu, hanno appeso striscioni sulle barche in una mescolanza di arabo, italiano, francese e inglese: “No Racists!”, “Dégage!”, “C-Star: No gasolio? No acqua? No mangiaro?“.

      Chamseddine Bourassine, con pesanti occhiaie da cinque giorni di lavoro in mare, appena appresa la notizia ha organizzato un sit-in con tanto di media internazionali al porto di Zarzis. I loro sforzi erano stati incoraggiati dalle reti antirazziste in Sicilia, che a loro volta avevano impedito alla C-Star di attraccare nel porto di Catania solo un paio di giorni prima.
      La reazione tunisina dopo l’arresto di Bourassine

      Non c’è quindi da sorprendersi se dopo l’arresto di Chamseddine, Salem, Farhat, Lotfi, Ammar e Bachir l’associazione, le famiglie, gli amici e i colleghi hanno riempito tre pullman da Zarzis per protestare davanti all’ambasciata italiana di Tunisi. La Terre Pour Tous, associazione di famiglie di tunisini dispersi, e il Forum economico e sociale (FTDES) si sono uniti alla protesta per chiedere l’immediato rilascio dei pescatori. Una protesta gemella è stata organizzata anche dalla diaspora di Zarzis davanti all’ambasciata italiana a Parigi, mentre reti di pescatori provenienti dal Marocco e dalla Mauritania hanno rilasciato dichiarazioni di sostegno. Il Segretario di Stato tunisino per l’immigrazione, Adel Jarboui, ha esortato le autorità italiane a liberare i pescatori.

      Nel frattempo Bourassine racconta dalla prigione al fratello: “stavo solo aiutando delle persone in difficoltà in mare. Lo rifarei”.

    • When rescue at sea becomes a crime: who the Tunisian fishermen arrested in Italy really are

      Fishermen networks from Morocco and Mauritania have released statements of support, and the Tunisian State Secretary for Immigration, Adel Jarboui, urged Italian authorities to release the fishermen, considered heroes in Tunisia.

      On the night of Wednesday, August 29, 2018, six Tunisian fishermen were arrested in Italy. Earlier that day, they had set off from their hometown of Zarzis, the last important Tunisian port before Libya, to cast their nets in the open sea between North Africa and Sicily. The fishermen then sighted a small vessel whose engine had broken, and that had started taking in water. After giving the fourteen passengers water, milk and bread – which the fishermen carry in abundance, knowing they might encounter refugee boats in distress – they tried making contact with the Italian coastguard.

      After hours of waiting for a response, though, the men decided to tow the smaller boat in the direction of Lampedusa – Italy’s southernmost island, to help Italian authorities in their rescue operations. At around 24 miles from Lampedusa, the Guardia di Finanza (customs police) took the fourteen people on board, and then proceeded to violently arrest the six fishermen. According to the precautionary custody order issued by the judge in Agrigento (Sicily), the men stand accused of smuggling, a crime that could get them up to fifteen years in jail if the case goes to trial. The fishermen have since been held in Agrigento prison, and their boat has been seized.

      This arrest comes after a summer of Italian politicians closing their ports to NGO rescue boats, and only a week after far-right Interior Minister Matteo Salvini[1] prevented for ten days the disembarkation of 177 Eritrean and Somali asylum seekers from the Italian coastguard ship Diciotti. It is yet another step towards dissuading anyone – be it Italian or Tunisian citizens, NGO or coastguard ships – from coming to the aid of refugee boats in danger at sea. Criminalising rescue, a process that has been pushed by different Italian governments since 2016, will continue to have tragic consequences for people on the move in the Mediterranean Sea.
      The fishermen of Zarzis

      Among those arrested is Chamseddine Bourassine, the president of the Association “Le Pêcheur” pour le Développement et l’Environnement, which was nominated for the Nobel Peace Prize this year for the Zarzis fishermen’s continuous engagement in saving lives in the Mediterranean.

      Chamseddine, a fishing boat captain in his mid-40s, was one of the first people I met in Zarzis when, in the summer of 2015, I moved to this southern Tunisian town to start fieldwork for my PhD. On a sleepy late-August afternoon, my interview with Foued Gammoudi, the then Médecins Sans Frontières (MSF) Head of Mission for Tunisia and Libya, was interrupted by an urgent phone call. “The fishermen have just returned, they saved 550 people, let’s go to the port to thank them.” Just a week earlier, Chamseddine Bourassine had been among the 116 fishermen from Zarzis to have received rescue at sea training with MSF. Gammoudi was proud that the fishermen had already started collaborating with the MSF Bourbon Argos ship to save hundreds of people. We hurried to the port to greet Chamseddine and his crew, as they returned from a three-day fishing expedition which involved, as it so often had done lately, a lives-saving operation.

      The fishermen of Zarzis have been on the frontline of rescue in the Central Mediterranean for over fifteen years. Their fishing grounds lying between Libya – the place from which most people making their way undocumented to Europe leave – and Sicily, they were often the first to come to the aid of refugee boats in distress. “The fishermen have never really had a choice: they work here, they encounter refugee boats regularly, so over the years they learnt to do rescue at sea”, explained Gammoudi. For years, fishermen from both sides of the Mediterranean were virtually alone in this endeavour.
      Rescue before and after the revolution

      Before the Tunisian revolution of 2011, Ben Ali threatened the fishermen with imprisonment for helping migrants in danger at sea – the regime having been a close collaborator of both Italy and the European Union in border control matters. During that time, Tunisian nationals attempting to do the harga – the North African Arabic dialect term for the crossing of the Sicilian Channel by boat – were also heavily sanctioned by their own government.

      Everything changed though with the revolution. “It was chaos here in 2011. You cannot imagine what the word chaos means if you didn’t live it”, recalled Anis Souei, the secretary general of the “Le Pêcheur” association. In the months following the revolution, hundreds of boats left from Zarzis taking Tunisians from all over the country to Lampedusa. Several members of the fishermen’s association remember having to sleep on their fishing boats at night to prevent them from being stolen for the harga. Other fishermen instead, especially those who were indebted, decided to sell their boats, while some inhabitants of Zarzis took advantage of the power vacuum left by the revolution and made considerable profit by organising harga crossings. “At that time there was no police, no state, and even more misery. If you wanted Lampedusa, you could have it”, rationalised another fisherman. But Chamseddine Bourassine and his colleagues saw no future in moving to Europe, and made a moral pact not to sell their boats for migration.

      They instead remained in Zarzis, and in 2013 founded their association to create a network of support to ameliorate the working conditions of small and artisanal fisheries. The priority when they started organising was to try and secure basic social security – something they are still struggling to sustain today. With time, though, the association also got involved in alerting the youth to the dangers of boat migration, as they regularly witnessed the risks involved and felt compelled to do something for younger generations hit hard by staggering unemployment rates. In this optic, they organised training for the local youth in boat mechanics, nets mending, and diving, and collaborated in different international projects, such as NEMO, organised by the CIHEAM-Bari and funded by the Italian Ministry of Foreign Affairs Directorate General for Cooperation Development. This project also helped the fishermen build a museum to explain traditional fishing methods, the first floor of which is dedicated to pictures and citations from the fishermen’s long-term voluntary involvement in coming to the rescue of refugees in danger at sea.

      This role was proving increasingly vital as the Libyan civil war dragged on, since refugees were being forced onto boats in Libya that were not fit for travel, making the journey even more hazardous. With little support from Tunisian coastguards, who were not allowed to operate beyond Tunisian waters, the fishermen juggled their responsibility to bring money home to their families and their commitment to rescuing people in distress at sea. Anis remembers that once in 2013, three fishermen boats were out and received an SOS from a vessel carrying roughly one hundred people. It was their first day out, and going back to Zarzis would have meant losing petrol money and precious days of work, which they simply couldn’t afford. After having ensured that nobody was ill, the three boats took twenty people on board each, and continued working for another two days, sharing food and water with their guests.

      Sometimes, though, the situation on board got tense with so many people, food wasn’t enough for everybody, and fights broke out. Some fishermen recall incidents during which they truly feared for their safety, when occasionally they came across boats with armed men from Libyan militias. It was hard for them to provide medical assistance as well. Once a woman gave birth on Chamseddine’s boat – that same boat that has now been seized in Italy – thankfully there had been no complications.
      NGO ships and the criminalisation of rescue

      During the summer of 2015, therefore, Chamseddine felt relieved that NGO search and rescue boats were starting to operate in the Mediterranean. The fishermen’s boats were not equipped to take hundreds of people on board, and the post-revolutionary Tunisian authorities didn’t have the means to support them. MSF had provided the association with first aid kits, life jackets, and rescue rafts to be able to better assist refugees at sea, and had given them a list of channels and numbers linked to the Maritime Rescue Coordination Centre (MRCC) in Rome for when they encountered boats in distress.

      They also offered training in dead body management, and provided the association with body bags, disinfectant and gloves. “When we see people at sea we rescue them. It’s not only because we follow the laws of the sea or of religion: we do it because it’s human”, said Chamseddine. But sometimes rescue came too late, and bringing the dead back to shore was all the fishermen could do.[2] During 2015 the fishermen at least felt that with more ships in the Mediterranean doing rescue, the duty dear to all seafarers of helping people in need at sea didn’t only fall on their shoulders, and they could go back to their fishing.

      The situation deteriorated again though in the summer of 2017, as Italian Interior Minister Minniti struck deals with Libyan militias and coastguards to bring back and detain refugees in detention centres in Libya, while simultaneously passing laws criminalising and restricting the activity of NGO rescue boats in Italy.

      Media smear campaigns directed against acts of solidarity with migrants and refugees and against the work of rescue vessels in the Mediterranean poured even more fuel on already inflamed anti-immigration sentiments in Europe.

      In the midst of this, on 6 August 2017, the fishermen of Zarzis came face to face with a far-right vessel rented by Generazione Identitaria, the C-Star, cruising the Mediterranean allegedly on a “Defend Europe” mission to hamper rescue operations and bring migrants back to Africa. The C-Star was hovering in front of Zarzis port, and although it had not officially asked port authorities whether it could dock to refuel – which the port authorities assured locals it would refuse – the fishermen of Zarzis took the opportunity to let these alt-right groups know how they felt about their mission.

      Armed with red, black and blue felt tip pens, they wrote in a mixture of Arabic, Italian, French and English slogans such as “No Racists!”, “Dégage!” (Get our of here!), “C-Star: No gasoil? No acqua? No mangiato?” ?” (C-Star: No fuel? No water? Not eaten?), which they proceeded to hang on their boats, ready to take to sea were the C-Star to approach. Chamseddine Bourassine, who had returned just a couple of hours prior to the impending C-Star arrival from five days of work at sea, called other members of the fishermen association to come to the port and join in the peaceful protest.[3] He told the journalists present that the fishermen opposed wholeheartedly the racism propagated by the C-Star members, and that having seen the death of fellow Africans at sea, they couldn’t but condemn these politics. Their efforts were cheered on by anti-racist networks in Sicily, who had in turn prevented the C-Star from docking in Catania port just a couple of days earlier.

      It is members from these same networks in Sicily together with friends of the fishermen in Tunisia and internationally that are now engaged in finding lawyers for Chamseddine and his five colleagues.

      Their counterparts in Tunisia joined the fishermen’s families and friends on Thursday morning to protest in front of the Italian embassy in Tunis. Three busloads arrived from Zarzis after an 8-hour night-time journey for the occasion, and many others had come from other Tunisian towns to show their solidarity. Gathered there too were members of La Terre Pour Tous, an association of families of missing Tunisian migrants, who joined in to demand the immediate release of the fishermen. A sister protest was organised by the Zarzis diaspora in front of the Italian embassy in Paris on Saturday afternoon. Fishermen networks from Morocco and Mauritania also released statements of support, and the Tunisian State Secretary for Immigration Adel Jarboui urged Italian authorities to release the fishermen, who are considered heroes in Tunisia.

      The fishermen’s arrest is the latest in a chain of actions taken by the Italian Lega and Five Star government to further criminalise rescue in the Mediterranean Sea, and to dissuade people from all acts of solidarity and basic compliance with international norms. This has alarmingly resulted in the number of deaths in 2018 increasing exponentially despite a drop in arrivals to Italy’s southern shores. While Chamseddine’s lawyer hasn’t yet been able to visit him in prison, his brother and cousin managed to go see him on Saturday. As for telling them about what happened on August 29, Chamseddine simply says that he was assisting people in distress at sea: he’d do it again.

      Arrêtés après avoir tracté une embarcation de quatorze migrants jusqu’au large de Lampedusa, un capitaine tunisien et son équipage sont soupçonnés d’être des passeurs. Alors qu’en Tunisie, ils sont salués comme des sauveurs.

      Les six pêcheurs ont pu reprendre la mer afin de regagner Zarzis, dans le sud tunisien. Les familles n’ont pas caché leur soulagement. Un accueil triomphal, par des dizaines de bateaux au large du port, va être organisé, afin de saluer le courage de ces sauveteurs de migrants à la dérive.

      Et peu importe si l’acte est dénoncé par l’Italie. Leurs amis et collègues ne changeront pas leurs habitudes de secourir toute embarcation en danger.

      A l’image de Rya, la cinquantaine, marin pêcheur à Zarzis qui a déjà sauvé des migrants en perdition et ne s’arrêtera pas : « Il y a des immigrés, tous les jours il y en a. De Libye, de partout. Nous on est des pêcheurs, on essaie de sauver les gens. C’est tout, c’est très simple. Nous on ne va pas s’arrêter, on va sauver d’autres personnes. Ils vont nous mettre en prison, on est là, pas de problème. »

      Au-delà du soulagement de voir rentrer les marins au pays, des voix s’élèvent pour crier leur incompréhension. Pour Halima Aissa, présidente de l’Association de recherche des disparus tunisiens à l’étranger, l’action de ce capitaine de pêche ne souffre d’aucune légitimité : « C’est un pêcheur tunisien, mais en tant qu’humaniste, si on trouve des gens qui vont couler en mer, notre droit c’est de les sauver. C’est inhumain de voir des gens mourir et de ne pas les sauver, ça c’est criminel. »

      Ces arrestations, certes suivies de libérations, illustrent pourtant la politique du nouveau gouvernement italien, à en croire Romdhane Ben Amor, du Forum tunisien des droits économiques et sociaux qui s’inquiète de cette nouvelle orientation politique : « Ça a commencé par les ONG qui font des opérations de sauvetage dans la Méditerranée et maintenant ça va vers les pêcheurs. C’est un message pour tous ceux qui vont participer aux opérations de sauvetage. Donc on aura plus de danger dans la mer, plus de tragédie dans la mer. » Pendant ce temps, l’enquête devrait se poursuivre encore plusieurs semaines en Italie.

      ■ Dénoncés par Frontex

      Détenus dans une prison d’Agrigente depuis le 29 août, les six pêcheurs tunisiens qui étaient soupçonnés d’aide à l’immigration illégale ont retrouvé leur liberté grâce à la décision du tribunal de réexamen de Palerme. L’équivalent italien du juge des libertés dans le système français.

      Le commandant du bateau de pêche, Chamseddine Bourassine, président de l’association des pêcheurs de Zarzis, ville du sud de la Tunisie, avait été arrêté avec les 5 membres d’équipage pour avoir secouru au large de l’île de Lampedusa une embarcation transportant 14 migrants.

      C’est un #avion_de_reconnaissance, opérant pour l’agence européenne #Frontex, qui avait repéré leur bateau tractant une barque et averti les autorités italiennes, précise notre correspondante à Rome, Anne Le Nir.

Dans le code de la mer, les pêcheurs tout comme les gardes nationaux ont l’obligation de sauver les personnes en détresse en mer. Aujourd’hui, ce devoir moral pousse les pêcheurs à prendre des risques, et à se confronter aux autorités européennes.

      Chemssedine Bourassine a été arrêté fin août 2018 avec son équipage par les autorités italiennes. Ce pêcheur était accusé d’avoir fait le passeur de migrants car il avait remorqué un canot de 14 personnes en détresse au large de Lampedusa. Lui arguait qu’il ne faisait que son devoir en les aidant, le canot étant à la dérive, en train de couler, lorsqu’il l’avait trouvé.

      Revenu à bon port après trois mois sans son navire, confisqué par les autorités italiennes, cet épisode pèse lourd sur lui et ses compères. Nos reporters Lilia Blaise et Hamdi Tlili sont allés à la rencontre de ces pêcheurs, pour qui la mer est devenue une source d’inquiétudes.

      Les pêcheurs tunisiens se retrouvent de plus en plus seuls pour secourir les embarcations clandestines quittant la Libye voisine vers l’Italie, en raison des difficultés des ONG en Méditerranée orientale et du désengagement des navires militaires européens.

      Le 11 mai, les équipages de M. Bourassine et de trois autres pêcheurs ont ramené à terre les 69 migrants partis cinq jours plus tôt de Zouara dans l’ouest libyen.

      « La zone où nous pêchons est un point de passage » entre Zouara et l’île italienne de Lampedusa, souligne Badreddine Mecherek, un patron de pêche de Zarzis (sud), port voisin de la Libye plongée dans le chaos et plaque tournante pour les migrants d’Afrique, mais aussi d’Asie.

      Au fil des ans, la plupart des pêcheurs de Zarzis ont ramené des migrants, sauvant des centaines de vies.

      Avec la multiplication de départs après l’hiver, les pêcheurs croisent les doigts pour ne être confrontés à des tragédies.

      « On prévient d’abord les autorités, mais au final on les sauve nous-mêmes », soupire M. Mecherek, quinquagénaire bougonnant, en bricolant le Asil, son sardinier.

      La marine tunisienne, aux moyens limités, se charge surtout d’intercepter les embarcations clandestines dans ses seules eaux territoriales.

      Contactées par l’AFP pour commenter, les autorités tunisiennes n’ont pas souhaité s’exprimer. Celles-ci interdisent depuis le 31 mai le débarquement de 75 migrants sauvés de la noyade dans les eaux internationales, sans avancer de raisons.

      – « Comme un ange » -

      « Tout le monde s’est désengagé », déplore M. Mecherek.

      « Si nous trouvons des migrants au deuxième jour (de notre sortie en mer), nous avons pu travailler une nuit, mais si nous tombons sur eux dès la première nuit, il faut rentrer », ajoute-t-il. « C’est très compliqué de terminer le travail avec des gens à bord ».

      La situation est particulièrement complexe quand les pêcheurs tombent sur des migrants à proximité de l’Italie.

      M. Bourassine, qui a voulu rapprocher des côtes italiennes une embarcation en détresse mi-2018 au large de Lampedusa, a été emprisonné quatre semaines avec son équipage en Sicile et son bateau confisqué pendant de longs mois.

      Ces dernières années, les navires des ONG et ceux de l’opération antipasseurs européenne Sophia étaient intervenus pour secourir les migrants. Mais les opérations ont pâti en 2019 de la réduction du champ d’action de Sophia et des démarches contre les ONG des Etats européens cherchant à limiter l’arrivée des migrants.

      « Avec leurs moyens, c’était eux qui sauvaient les gens, on arrivait en deuxième ligne. Maintenant le plus souvent on est les premiers, et si on n’est pas là, les migrants meurent », affirme M. Mecherek.

      C’est ce qui est arrivé le 10 mai. Un chalutier a repêché de justesse 16 migrants ayant passé huit heures dans l’eau. Une soixantaine s’étaient noyés avant son arrivée.

      Ahmed Sijur, l’un des miraculés, se souvient de l’arrivée du bateau, comme « un ange ».

      « J’étais en train d’abandonner mais Dieu a envoyé des pêcheurs pour nous sauver. S’ils étaient arrivés dix minutes plus tard, je crois que j’aurais lâché », explique ce Bangladais de 30 ans.

      – « Pas des gens » ! -

      M. Mecherek est fier mais inquiet. « On aimerait ne plus voir tous ces cadavres. On va pêcher du poisson, pas des gens » !.

      « J’ai 20 marins à bord, il disent +qui va faire manger nos familles, les clandestins ?+ Et ils ont peur des maladies, parfois des migrants ont passé 15-20 jours en mer, ils ne se sont pas douchés, il y a des odeurs, c’est compliqué ». « Mais nos pêcheurs ne laisseront jamais des gens mourir ».

      Pour Mongi Slim, responsable du Croissant-Rouge tunisien, « les pêcheurs font pratiquement les gendarmes de la mer et peuvent alerter. Des migrants nous disent que certains gros bateaux passent » sans leur porter secours.

      Même les gros thoniers de Zarzis, sous pression pour pêcher leur quota en une sortie annuelle, reconnaissent éviter parfois d’embarquer les migrants mais assurent qu’ils ne les abandonnent pas sans secours.

      « On signale les migrants, mais on ne peut pas les ramener à terre : on n’a que quelques semaines pour pêcher notre quota », souligne un membre d’équipage.

      Double peine pour les sardiniers : les meilleurs coins de pêche au large de l’ouest libyen leur sont inaccessibles car les gardes-côtes et les groupes armés les tiennent à l’écart.

      « Ils sont armés et ils ne rigolent pas », explique M. Mecherek. « Des pêcheurs se sont fait arrêter », ajoute-t-il, « nous sommes des témoins gênants ».

      Pour M. Bourassine « l’été s’annonce difficile : avec la reprise des combats en Libye, les trafiquants sont de nouveau libres de travailler, il risque d’y avoir beaucoup de naufrages ».

    Deep in the forests of Slovakia, former Russian Spetsnaz commandos trained young men from a right-wing paramilitary group called the Slovak Conscripts. Following Russia’s invasion of Ukraine in 2014, some of these freshly-minted paramilitaries went to fight with Russian forces in eastern Ukraine while others stayed at home to agitate against NATO as a “terrorist organization.”

    On the streets of the French city Marseille, Russian soccer hooligans sporting tattoos with the initials of Russia’s military intelligence service, GRU, brutally attacked English soccer fans in June 2016, sending dozens of bloodied fans to the hospital. Alexander Shprygin, an ultranationalist agitator and the head of the All-Russian Union of Supporters (a soccer fan club that he claims was established at the behest of the Russian Federal Security Service, or FSB), was arrested during the melee and deported from France.

    Russia is reportedly set to launch an operation to recover a prototype of its Burevestnik nuclear-powered and nuclear-armed cruise missile that came down in the Barents Sea in 2017. At the same time, the wreckage presents a prime opportunity for other countries, particularly the United States, to gain major insights into its design and true capabilities.

    CNBC was first to report the Russian expedition, citing unnamed U.S. government sources with knowledge of an American intelligence report on the matter, on Aug. 21, 2018. These individuals said that the Kremlin would dispatch three unspecified ships, including one specially configured to recover the missile’s nuclear reactor, but said there was no set timeline for when the operation would begin or how long it might last. 
    Russia test-fired four Burevestniks in total between November 2017 and February 2018, according to the new information. The longest test flight reportedly lasted over two minutes and saw the weapon travel a total of 22 miles, while the shortest experiment saw the missile fail within seconds, but it still managed to cover a distance of five miles. The missile reportedly uses a nuclear reactor to power its propulsion system, giving it theoretically unlimited range.

    The Russians have otherwise been very tight-lipped about the design, which read more about here. So, it’s not surprising that they would want to recover any wrecks both to prevent foreign intelligence services from getting their hands on it and to gather more information for their test program.

    Though CNBC did not say which Russian ships might be heading out on the recovery mission, it is very possible that the Yantar might be among them. Officially an “oceanographic research vessel,” this spy ship has specialized equipment that can reportedly tap or cut submarine cables and investigate and retrieve objects from depths of up to 18,000 feet.

    In 2017, the vessel reportedly sailed off the coast of Syria to recover the remnants of two fighter jets, a Su-33 and a Mig-29KR, that crashed into the Mediterranean Sea during operations from Russia’s aircraft carrier Kuznetsov. In that case, the goal was also, at least in part, to make sure other countries could not retrieve the wrecks for their own purposes.

    In June 2018, the U.K.’s Royal Navy escorted Yantar through the English Channel as it headed into the North Sea. Pictures showed a Saab SeaEye Tiger deep-sea robot on the ship’s deck. Russia acquired this piece of equipment after the Kursk submarine disaster. The Tiger can reach depths of 3,280 feet and private companies have previously used them to do work at sites with heavy radioactive contamination.

    It’s not clear what state the missile wreckage, or the weapon’s reactor, might be in. We at The War Zone have previously explored in detail what might happen if these weapons came down on land or over water after reports that they were crashing first emerged earlier in 2018. It’s also worth noting that these apparent failures might have been successes depending on the actual test points and would have provided Russia important information for further development of the Burevestnik regardless.

    Of course, if the weapon is at all salvageable, the race may be on for the Russians to get it off the bottom of the Barents Sea before anyone else does. The United States has already reportedly been keeping a close eye on the tests and could have a good idea of where the missiles have landed. 

    If they spread any substantial amount of radioactive material when they came down, it might make them even easier to locate. In February 2017, well before the reported test flights, a U.S. Air Force WC-135 atmospheric reconnaissance aircraft was flying around the Barents Sea on what the service has insisted was a routine mission. This coincided with reports of increased radioactivity in the region, but that might have been linked to leaking Russian nuclear waste facilities.

    That U.S. Navy has its own deep sea intelligence gathering and salvage capabilities, notably the super-secret Seawolf-class submarine the USS Jimmy Carter. In September 2017, again before Russia reportedly began firing Burevestniks, that boat returned to its homeport at Naval Base Kitsap-Bangor in Washington State flying a Jolly Roger flag, a symbol representing the completion of a particularly successful mission.

    The U.S. government has a long history of trying to steal sensitive Russian equipment from the bottom of the ocean, as well. In the 1970s, the Central Intelligence Agency famously used the Hughes Glomar Explorer to pull a portion of the Soviet Golf II-class ballistic missile submarine K-129 up from the depths of the Pacific Ocean.

    Getting ahold of or even examining pieces of a #Burevestnik, one of six super weapons Russian President Vladimir Putin highlighted in a speech in March 2018, would be a major coup for American intelligence agencies and the U.S. government’s foreign partners. NATO as a whole is also becoming more concerned with Russia’s aggressive policies and various advanced weapons developments, amid threatening training exercises, electronic warfare attacks, and deceptive information operations.

    All told, it might be worth keeping an eye on Yantar’s movements to see if she heads out into the waters above the Arctic Circle any time soon.

    Canadian analyst Steffan Watkins has found that Russia’s Akademik Primakov, a seismic research vessel has been recently sailing a very deliberate pattern in the Kara Sea, which is to the east of the Novaya Zemlya archipelago. To the west of Novaya Zemlya is the Barents Sea and the area was home to Soviet nuclear weapon testing.

    Russian seismic research vessel Akademik Primakov (MMSI:273392760) is certainly looking for something in the Kara Sea at 5kn. (Before you get too excited, it could be mapping the Arctic shelf, to aid in Russian claims to it.)

    It is possible that the initial report of where the missile went down was inaccurate and that it instead crashed into the Kara Sea. However, as Watkins notes, the Akademik Primakov is more likely mapping the region. The Russian company JSC Sevmorneftegeofizika acquired the ship in June 2017 specifically to conduct geological exploration activities in the Arctic Shelf.

    The escalating F-35 saga between Ankara and Washington D.C., which you can read about here, hit a crescendo today when President Donald Trump signed the 2019 National Defense Authorization Act (NDAA) at Fort Drum in upstate New York. Language in the bill specifically stops the delivery of F-35 Joint Strike Fighters to Turkey—a NATO ally and one of the first international partners on the program dating back two decades. Turkey has plans to buy 100 of the stealthy fighters, 30 of which are already on order, and has invested $1.2B into the program so far.

    The sanctions have sent Turkey’s already faltering economy into a tailspin, with its currency, the Lira, taking a huge nosedive. Erdogan has stated that America’s move to impose sanctions is a “stab in the back” and his administration is working to forestall more economic damage and to stabilize the situation. He also said that “economic terrorists” will be dealt with, which apparently includes media that print negative information about the economy.

    As the once tight relationship between the U.S. and Turkey fractures, Turkey continues to be pulled closer into Moscow’s orbit, especially in an economic sense—a reality that is very concerning for its NATO partners. Beyond its increasing affinity towards Russia, the F-35 and S-400 issues, and the escalating spat over the extradition of religious figures, many other issues between the Washington D.C. and Ankara persist.

    The common perception today is that Russia has won in Syria, having supported the government of Bashar al-Assad, which is now steadily reasserting its control over previously lost territory. As a result, Russia has inserted itself as the power broker in Syria, if not the entire Middle East. The summit between Presidents Trump and Putin on Monday in Helsinki, where the subject of Syria was high on the agenda, seems to have consecrated Russia’s victory. Countries tend to gravitate toward winners, not losers.

    The United States, on the other hand, directly and indirectly intervened in multiple conflicts in the Middle East since 9/11, first in Afghanistan, then Iraq, followed by involvement in a series of upheavals brought on by the Arab Spring: Libya and Syria most notably. No one would say the US has won in any of these cases—far from it.

    On the surface, this is difficult to comprehend. After all, the US has by far the most powerful military on earth. The image of Russia’s only aircraft carrier limping toward, breaking down, and being towed in the eastern Mediterranean in support of Assad’s forces was a stark reminder of this reality. So how did Russia win—and why did the US fail over and over again?

    There is one outstanding difference in the Russian versus American military interventions in internal national conflicts in the Middle East: in Syria, the Kremlin supported the entrenched state. In Afghanistan, Iraq, Libya, and Syria, the US supported opposition forces seeking the overthrow of the entrenched state.

    For the sake of argument, let’s say the US and NATO reversed their policy and actually wanted Libyan President Muammar Gadafi to remain in power against the opposition forces unleashed by the Arab spring. Is there any doubt that with US military support he would still be in power today? Perhaps he too would be mopping up pockets of resistance much as Assad is doing today in Syria. However illogical or immoral it may have seemed at the time to most in the West, let’s say Washington wanted Assad to stay in power seven years ago when the Arab spring hit Syria. Would not the US be the one crowning its success there, not Russia? Ironically, the US supported the Iraqi state against ISIS—and won. But the US is not going to get much credit for solving a problem it largely created when it dissolved the state via the invasion of Iraq in 2003 and its chaotic aftermath.

    KABUL — For those who imagine that Taliban control in some regions of #Afghanistan consists mainly of men being beaten for failing to pray and girls being forced to stay home from school, a new report based on scores of interviews in those areas paints a very different portrait, but one that in some ways may be equally disturbing.

    The main conclusions of the report, written and primarily researched by Ashley Jackson, are that the Taliban sets the rules in “vast swaths” of Afghan territory but is far more concerned with influencing people. It has largely shifted from outright coercion to “creeping influence” over Afghans through services and state activities, it is often part of the local “social fabric,” and it views itself as preparing to govern the country, not just to participate in political life, whenever the 16-year conflict ends, the report says.

    The report says Afghan and foreign officials are “worryingly unaware” of how assiduously the Taliban has worked to exert local control, make bargains and influence services. Today, its leaders view themselves not as insurgents but as a “government in waiting,” the report says.

    At a time of growing national hopes for a negotiated peace, the consolidation of Taliban administrative control in numerous areas seems to challenge the official argument that the insurgents might accept a role as just another political force in exchange for giving up arms and settling the war.

    Over time, the study found, Taliban policies in areas of control shifted from repressive violence to cooperation and public relations. By 2011, Taliban leaders had signed agreements with 28 aid organizations, including permission to conduct polio vaccination drives. As NATO forces withdrew, Taliban professionalism grew.

    One of the most visible ways the Taliban creates the sense of being a government is by collecting taxes. The report says the group has developed a comprehensive system of tax and revenue collection, in areas including mining, electricity, agricultural production and customs. It also collects religious taxes for charity, as well as taxes on opium production, an especially lucrative source of income.

    But the report suggested that the insurgents’ reported income from drugs may be exaggerated and that they encourage opium poppy growing because it helps the poor survive and makes them more compliant with Taliban control.

    Österreich arbeite „mit einer kleinen Gruppe von Staaten“ an dem Projekt, sagte Kurz. Die Pläne seien bisher allerdings „sehr vertraulich“, um die „Durchsetzbarkeit“ des Projekts zu erhöhen. Auf die Frage, ob ein solches Aufnahmezentrum in Albanien eingerichtet werden könnte, sagte Kurz: „Wir werden sehen.“

    In der vergangenen Woche hatte bereits der dänische Ministerpräsident Lars Lökke Rasmussen bestätigt, dass einige EU-Länder, darunter auch Österreich, Aufnahmezentren für abgelehnte Asylbewerber außerhalb der EU einrichten wollen. In österreichischen Medienberichten war zuletzt mehrfach von Albanien als möglichem Standort die Rede.

    • L’Autriche et le Danemark veulent ouvrir des camps d’expulsés aux portes de l’UE

      Selon le premier ministre danois, Copenhague est en discussion avec Vienne et « d’autres pays » de l’Union pour la mise en place d’un « nouveau régime européen de l’asile ».

      Leurs divisions et la pression des populistes font décidément naître les idées les plus renversantes parmi les dirigeants européens quant au traitement à réserver aux demandeurs d’asile et au refoulement de ceux qui ne peuvent prétendre à celui-ci.

      Mardi 5 juin, le premier ministre danois, Lars Lokke Rasmussen, a annoncé que son pays était en discussion avec l’Autriche – qui assumera bientôt la présidence tournante de l’Union – et « d’autres pays » pour la mise en place d’un « nouveau régime européen de l’asile ». Point central du dispositif : la création de « centres communs de réception et d’expulsion en Europe ». En clair, des camps de rétention, où se retrouveraient des migrants ne pouvant prétendre à une demande d’asile, ou ne pouvant être rapidement renvoyés.

      M. Rasmussen n’a pas mentionné la possible localisation de ces camps. Ils ne seraient pas, selon lui, « sur la liste des destinations préférées des migrants et des passeurs ». Il s’agirait en fait, selon plusieurs sources, de l’Albanie et du Kosovo, candidats à l’adhésion à l’UE. Le premier ministre a évoqué des contacts « avec d’autres dirigeants européens » et se disait « optimiste », quant à la mise en place d’un projet pilote « d’ici à la fin de l’année ». Les premières discussions auraient en fait eu lieu à Sofia, en marge du sommet entre les dirigeants des Vingt-Huit et cinq pays des Balkans occidentaux, le 17 mai.

      Les sociaux-démocrates et les populistes du Parti du peuple danois (Dansk Folkeparti, DF) – ces derniers soutiennent M. Rasmussen au Parlement – ont fait savoir qu’ils étaient favorables à la proposition du premier ministre. La formation populiste avait déjà proposé de transformer une île inhabitée du royaume, située en dehors du territoire de l’Union, en centre de détention pour les déboutés. La ministre libérale de l’immigration, Inger Stojberg, avait répondu qu’elle était « toujours prête à examiner de bonnes idées », même si celle-ci présentait « des défis pratiques et légaux ».

      Paris semble tomber des nues

      A Bruxelles, mercredi, le chancelier conservateur autrichien Sebastian Kurz présentait avec son gouvernement les principaux axes de sa présidence, qui démarrera le 1er juillet. Il aurait voulu que toute l’attention soit portée sur sa volonté de renforcer les frontières extérieures de l’Union et sur ses propositions pour le budget post-Brexit – ses deux priorités.

      Or, il a évidemment été interrogé sur les propos de M. Rasmussen et a dû les confirmer, tout en ajoutant prudemment qu’il ne s’agissait pas d’un projet porté par sa future présidence mais « d’une initiative émanant d’un cercle restreint auquel le Danemark appartenait ». Quels autres Etats membres seraient concernés ?

      Les Pays-Bas, semble-t-il, mais la diplomatie néerlandaise affirmait, jeudi, ne pas vouloir se prononcer sur la concrétisation du projet. La Belgique, elle, n’aurait pas été consultée même si, lundi, lors d’une réunion des ministres européens de l’intérieur et de la migration, son secrétaire d’Etat, le nationaliste flamand Theo Francken, avait évoqué la nécessité d’empêcher l’accostage des bateaux en Europe – « push back » – et proclamé « la mort » du règlement de Dublin. Celui-ci oblige les pays de première arrivée (Italie et Grèce surtout) à enregistrer un migrant avant son transfert éventuel vers un autre Etat membre.

      L’Allemagne ? Mme Merkel aurait été « approchée » mais, jeudi, lors d’un congrès du Parti populaire européen, à Munich, elle insistait surtout sur le contrôle des frontières extérieures de l’Union et suggérait la nécessité de reproduire, avec d’autres pays tiers, l’accord conclu avec la Turquie pour la gestion des migrants. La famille des conservateurs européens prône toujours la relocalisation de demandeurs d’asile dans l’Union, à partir de pays tiers. Un proche de la chancelière ne cachait pas son scepticisme l’égard des plans de Copenhague et Vienne.

      La France, alors ? Sa diplomatie semble tomber des nues. Paris œuvre à un texte pour sortir le dossier migratoire de l’ornière mais ne pourrait accepter l’idée de camps de rétention. « Inimaginable », aussi, dit une source diplomatique, de voir des pays des Balkans se ranger à de telles initiatives, même en échange d’un coup de pouce financier ou d’une accélération de l’examen de leur dossier d’adhésion.

      Bruxelles inquiète des dérives

      Du côté de la Commission européenne – dont le président, Jean-Claude Juncker, recevait mercredi M. Kurz – la réponse est embarrassée. Le collège résume les projets en question à des « initiatives nationales », en soulignant qu’il serait préférable d’avoir une approche européenne, fondée sur « les valeurs » de l’Union.

      Bruxelles s’inquiète surtout des dérives du débat et redoute la multiplication des incidents avec la future présidence autrichienne, susceptible de rallier les voix de la Hongrie, de la Pologne ou d’autres Etats membres, hostiles à l’accueil des demandeurs d’asile.

      De précédents projets visant à la création de centres « d’accueil », sur le territoire libyen notamment, avaient été prudemment écartés. L’idée d’ouvrir des camps dans des pays européens, hors UE, portée par le ministre autrichien de l’intérieur, Herbert Kickl, poids lourd du FPÖ (Parti autrichien de la Liberté) est vue comme un nouvel obstacle à toute solution consensuelle.

      M. Kickl a aussi promis d’augmenter le nombre des personnes reconduites aux frontières. En 2017, 11 974 déboutés du droit d’asile ont quitté l’Autriche et 58 % d’entre eux ont été éloignés de force. Le ministre a également confirmé la mise en place d’une nouvelle police des frontières et annoncé que son pays ne participerait plus au programme de répartition des réfugiés arrivés en Grèce et en Italie. Il souhaite d’ailleurs que désormais, plus aucune demande d’asile ne soit étudiée sur le sol européen.

    • L’étonnante proposition de #Donald_Tusk sur les réfugiés

      Le président du Conseil européen Donald Tusk envisage la création de centres en dehors de l’UE pour distinguer rapidement les personnes éligibles à l’asile et les migrants économiques qui ne peuvent y prétendre, ressort-il d’un projet de conclusions qu’il a fait parvenir aux chefs d’Etats et de gouvernement européens dans la perspective du sommet des 28 et 29 juin.

      Cette proposition, avancée par M. Tusk pour sortir de l’impasse sur la question migratoire, est un « #potentiel_game-changer », d’après un diplomate européen.

      Ces « plateformes régionales de débarquement » permettraient d’accueillir des personnes sauvées en mer alors qu’elles essayaient de rejoindre l’UE. Elles seraient gérées en coopération avec le Haut Commissariat des Nations unies pour les réfugiés (UNHCR) et l’Organisation internationale pour les migrations (OIM).

      Le document ne précise toutefois pas où elles se situeraient. Une source européenne a néanmoins précisé qu’elles étaient envisagées « en dehors de l’UE » sans donner plus de détails.

      La Tunisie et l’Albanie sont régulièrement citées comme étant susceptibles d’accueillir de telles installations. Le secrétaire d’Etat belge à l’Asile et la Migration, Theo Francken (N-VA), avait d’ailleurs récemment suggéré de ramener les migrants secourus en mer vers le pays du Maghreb pour ensuite les trier. Une idée similaire avait aussi été avancée dès 2016 par le dirigeant ultranationaliste hongrois Viktor Orban.

      Outre la création de ces « plateformes », Donald Tusk propose aux dirigeants de renforcer les moyens financiers consacrés à la lutte contre la migration illégale et d’offrir un soutien plus important aux garde-côtes libyens. Il souligne aussi la nécessité d’une coopération accrue avec des pays d’origine et de transit des migrants, pour éviter de connaître à nouveau un afflux comparable à celui de 2015.

      Les « plateformes de débarquement » seraient destinées aux migrants qui, malgré toutes ces mesures, tenteraient la traversée de la Méditerranée et seraient « secourus dans le cadre d’opérations de recherche et de sauvetage ».

      Les chefs d’Etat et de gouvernement se pencheront en détail sur les propositions de M. Tusk lors du sommet des 28 et 29 juin. Ils aborderont également l’épineuse question de la réforme du règlement de Dublin, pierre angulaire du régime d’asile européen.

      Après trois ans de palabres, les 28 Etats membres de l’UE ne sont en effet pas parvenus à s’accorder sur une réforme de ce texte, dont les failles ont été révélées lors de l’afflux massif et soudain de migrants dans l’Union en 2015.

      Ce règlement, qui détermine l’Etat membre responsable d’une demande d’asile dans l’UE, fait pour l’heure peser une pression démesurée sur les pays de « première entrée », en particulier l’Italie et la Grèce. Les chances qu’un compromis se dégage sur ce point lors du sommet semblent toutefois infimes, pour ne pas dire inexistantes.

      «Il merito dell’Italia è stato riuscire a ricondurre in un quadro unitario organico vari aspetti di un fenomeno complesso e avere compreso che il fenomeno della gestione dei flussi migratori non è emergenziale». Così il presidente del Consiglio Giuseppe Conte in conferenza stampa alla fine del vertice Nato. «Stiamo organizzando una conferenza in Italia sulla Libia in autunno per dar seguito a quella di Parigi», ha aggiunto il premier,«il processo di stabilizzazione non può riguardare solo l’Italia ma nemmeno soltanto Macron». Sulla Libia, ha spiegato invece Conte, «c’è tanto da fare, il Paese va affiancato» nel suo percorso di stabilizzazione che porti alle elezioni. Ma Conte ha avvertito che «se arriviamo troppo presto alle elezioni, si rischia di avere il caos totale. Bisogna prima creare le condizioni sociali ed economiche necessarie per reggere l’impatto di un sistema democratico».

      «Presto una lettera a Juncker e Tusk»

      Il presidente del Consiglio ha affermato poi di non aver parlato di Libia con Trump a Bruxelles: lo farà nel dettaglio nella sua prossima visita negli Usa. «Il problema», ha detto, «non è modificare il regolamento di Dublino» che è «asfittico come approccio, è assolutamente inadeguato. I principi delle Conclusioni Ue attestano che è superato». Conte ha parlato di una lettera da spedire a Juncker presidente della Commissione europea e a Tusk a capo del Consiglio europeo: «Nella mia lettera si chiederà che anche Sophia, anche questa missione internazionale sia adeguata alle conclusioni del Consiglio Ue. E così per le altre». «La mia lettera partirà molto presto, non so a che punto è Juncker ma appena rientrerò a Roma lavorerò a questo». «L’ultima notizia», ha poi detto, «è che la nave Diciotti si sta avviando in porto. Abbiamo dato indicazione di individuare le persone o i migranti che si sono resi responsabili di atti che contrastano con le nostre leggi».

      Il vertice a tre

      In mattinata, sul tema migranti era già stato protagonista Matteo Salvini, ministro dell’Interno. Un’intesa a tre, un «asse di volenterosi» guidato da Austria, Germania e Italia per arginare i flussi migratori. È ciò che è emerso dall’incontro trilaterale fra Salvini e gli omologhi tedeschi e austriaci, Horst Seehofer e Herbert Kickl a Innsbruck, che precede il vertice Ue. Si tratta di un’intesa per frenare le partenze di migranti e gli sbarchi, in modo da far giungere in Europa solo chi fugge da una guerra.

      Salvini: «Proposte italiane diventano proposte europee»

      «Le proposte italiane su migranti diventano proposte europee: contiamo che finalmente l’Europa torni a difendere i confini e il diritto e alla sicurezza dei 500 milioni di europei» ha detti Matteo Salvini. «Con i colleghi di Austria e Germania - ha spiegato al termine dell’incontro - abbiamo affrontato il grande problema degli arrivi: se si riducono questi si risolvono anche i problemi minori interni tra le nazioni e non ci sarà alcun problema alle frontiere». «Meno migranti, meno sbarchi e meno morti» ha poi aggiunto. «Chiederemo sostegno alle autorità libiche, dare a Tripoli il diritto ai rimpatri e la redistribuzione delle quote degli arrivi. Chiederemo alle missioni internazionali di non usare l’Italia come unico punto d’arrivo e il sostegno nelle operazioni di soccorso, protezione e riaccompagnamento di migliaia di clandestini nei luoghi di partenza. Credo quindi - ha detto poi Salvini - che questo nucleo di amicizia e di intervento serio concreto ed efficiente di Italia, Germania ed Austria, possa essere un nucleo che darà un impulso positivo a tutta Europa per riconoscere il diritto di asilo a quella minoranza di donne e bambini che fuggono dalle guerre ed evitare l’arrivo e la morte di decine di migliaia di persone che non scappano da nessuna guerra».

      «Proteggere le frontiere esterne all’Unione Europea»

      A fargli eco il ministro dell’Interno tedesco Seehofer:«I tre Paesi si sono messi d’accordo per controllare l’immigrazione. Vogliamo introdurre ordine nella politica migratoria ma garantire un approccio umanitario e proteggere effettivamente le frontiere esterne dell’Unione Europea». «Sarebbe importante - sottolinea poi il ministro - che l’intera Unione europea decidesse qualcosa. Noi possiamo avere delle iniziative, ma l’Unione europea deve avere un’opinione comune. Sono ottimista e qui abbiamo l’occasione di procedere in una direzione positiva». E il ministro dell’Interno austriaco Kickl sottolinea come «questo asse di volenterosi può prendere iniziative ma è l’intera Unione Europea che deve intervenire». «Le cose sono relativamente semplice - aggiunge - noi tre siamo d’accordo sul fatto che vogliamo mettere ordine» e «mandare il chiaro messaggio che in futuro non dovrebbe essere possibile calpestare il suolo europeo se non si ha il diritto alla protezione». Previsto un nuovo incontro a Vienna sempre fra i ministri dell’Interno di Italia Germania e Austria il prossimo 19 luglio.

    There are only three ways for energy and trade to flow overland between Asia and Europe: through Iran, through Russia, and through Azerbaijan. With relations between the West, Moscow, and Tehran in tatters, that leaves onlyone viable route for hundreds of billions of dollars’ worth of trade: through the tiny Caspian Sea nation of Azerbaijan.

    When you factor in Armenia’s occupation of almost one-fifth of Azerbaijan’s territory, all that is left is a narrow 60-mile-wide chokepoint for trade. We call this trade chokepoint the " #Ganja_Gap ” — named after Azerbaijan’s second largest city, Ganja, which sits in the middle of this narrow passage. And right now, the Russians hold enough influence over Azerbaijan’s rival neighbor Armenia to potentially reignite the bloody #Nagorno-Karabakh conflict of the late 1980s and early 1990s — giving them a dangerous opportunity to threaten the “Gap” itself.

    It is not just oil and gas pipelines that connect Europe with the heart of Asia. Fiber-optic cables linking Western Europe with the Caspian region also pass through the Ganja Gap. The second-longest European motorway, the E60, which connects Brest, France, on the Atlantic coast with Irkeshtam, Kyrgyzstan, on the Chinese border, passes through the city of Ganja, as does the east-west rail link in the South Caucasus, the Baku-Tbilisi-Kars railway. These are set to become potentially vital connections.

    The ongoing campaign in Afghanistan has also proven how important the Ganja Gap is for resupplying U.S. and NATO troops. At the peak of the war, more than one-third of U.S. nonlethal military supplies such as fuel, food, and clothing passed through the Ganja Gap either overland or in the air.

    This is the the memoir of the Justice Department legal ethics advisor, Jesselyn Radack, who blew the whistle on government misconduct in the case of the so-called “American Taliban,” John Walker Lindh–America’s first terrorism prosecution after 9/11.

    About the Author

    Jesselyn Radack is currently the director of National Security & Human Rights at the Government Accountability Project, the nation’s leading whistleblower organization. Previously, she served on the DC Bar Legal Ethics Committee and worked at the Justice Department for seven years, first as a trial attorney and later as a legal ethics advisor.

    “The Justice Department forced me out of my job” she writes, “placed me under criminal investigation, got me fired from my next job in the private sector, reported me to the state bars in which I’m licensed as an attorney, and put me on the ‘no fly list.’”

    Her offense? She believed, erroneously as it turned out, that the Department would not want to use illegally obtained evidence in its prosecution of John Walker Lindh, an American convert to Islam. He had been imprisoned by Afghan warlords in November 2001 soon after the U.S.-led NATO invasion of the country after 9/11.

    Lindh, then 20, was a California-born convert to Islam. He had travelled to Yemen on a spiritual quest in 2000, and went to Afghanistan in June 2001 to join the Taliban army at a time when the Taliban government, a United States ally in the 1980s, was still receiving United States aid. Lindh survived a harsh POW camp in which more than three quarters of his 400 fellow Taliban POWs died in chaotic conditions along with an American interrogator.

    Radack advised against further federal interrogation of Lindh without a lawyer present because his parents had retained counsel. Later, she blew the whistle when she learned that the department destroyed evidence of her advice, and then withheld the evidence from a Virginia federal court, where Lindh faced charges of murder and treason in a high-profile prosecution helping inflame the public in the earliest stages of the war.

    Ceux qui ont imposé le contrôle des frontières de l’espace européen utilisent le terme de #integrated_border_management, la « #gestion_intégrée_des_frontières » : il ne suffit pas de contrôler la limite de la frontière territoriale, il faut contrôler avant, sur et après la frontière. La violence du contrôle s’exerce sur toute la trajectoire des migrants. De la même manière, les pratiques de solidarité, plus ou moins politisées, s’exercent sur l’ensemble de leur trajectoire. On pourrait imaginer une « #solidarité_intégrée », qui n’est pas chapeautée par une organisation mais qui de fait opère, petit bout par petit bout, sur les trajectoires.

    • Crimes of solidarity. Migration and containment through rescue

      ‘Solidarity is not a crime.’ This is a slogan that has circulated widely across Europe in response to legal prosecutions and municipal decrees, which, especially in Italy and France, have been intended to act against citizens who provide logistical and humanitarian support to transiting migrants. Such criminalisation of individual acts of solidarity and coordinated platforms of refugee support is undertaken both in the name of national and European laws, in opposition to the facilitation of irregular entries, and through arbitrary police measures. In Calais on the French coast, for example, locals have been prohibited from allowing migrants to take showers in their homes or to recharge their mobile phones, while in the Roya Valley at the Italian-French border, many locals have been placed on trial, including the now famous ploughman Cedric Herrou. Responding to accusations that he has been one of the main facilitators along the French-Italian underground migrant route, Herrou has replied that ‘it is the State that is acting illegally, not me’, referring to the French State’s own human rights violations. 1

      ‘Crimes of solidarity’, to use the expression employed by activists and human rights organisations, are defined and prosecuted according to the 2002 EU Directive which prevents and penalises ‘the facilitation of unauthorised entry, transit and residence’ of migrants. In both Italy and France there are national laws that criminalise the facilitation and the support of ‘irregular’ migration; what in France activists call ‘délit de solidarité’. Notably, citizens who help migrants to cross national borders are prosecuted in Italy under the same law that punishes smugglers who take money from migrants. In France, the ‘humanitarian clause’, which exempts from sanctions citizens who support migrants whose life, dignity and physical integrity is at risk, is often disregarded. Nonetheless, the expression ‘crimes of solidarity’ should not lead us to overstate the legal dimension of what is at stake in this. Indeed, the ‘crime’ that is posited here goes well beyond the legal boundaries of European law, as well as national ones, and acquires an ethical and political dimension. In particular, the criminalisation of individuals and groups who are facilitating the crossing of migrants, without making a profit from doing so, opens up the critical question of exactly ‘who is a smuggler?’ today. Significantly, the very definition of ‘smuggling’ in European and international documents is a fairly slippery one, as the boundaries between supporting migrants for one’s own financial benefit or for ‘humanitarian’ reasons are consistently blurred. 2

      In a 1979 interview, Michel Foucault stressed the potential strategic role that might be played by ‘rights’ to ‘mark out for a government its limit’. 3 In this way, Foucault gestured towards an extralegal conceptualisation and use of rights as actual limits to be set against governments. In the case of crimes of solidarity, we are confronted less, however, with the mobilisation of rights as limits to states’ action than with what Foucault calls ‘infra-legal illegalisms’; 4 namely, with practices of an active refusal of states’ arbitrary measures that are taken in the name of migration containment, regardless of whether or not the latter are legally grounded or in violation of the law.

      NGOs and independent organisations that undertake search and rescue activities to save migrants in the Mediterranean have also been under attack, accused of collaborating with smuggling networks, of constituting a pull-factor for migrants, and of ferrying them to Europe. Three years after the end of the military-humanitarian operation Mare Nostrum, which was deployed by the Italian Navy to save migrant lives at sea, the Mediterranean has become the site of a sort of naval battle in which the obligation to rescue migrants in distress is no longer the priority. The fight against smugglers and traffickers has taken central stage, and the figure of the shipwrecked refugee has consequently vanished little by little. Today, the war on smugglers is presented as the primary goal and, at the same time, as a strategy to protect migrants from ‘traffickers’. The criminalisation of NGOs, like Doctors without Borders, Save the Children and SOS Mediterranee, and of independent actors, including Sea-Eye, Sea-Watch, Jugend-Rettet and Arms Pro-Activa, who conduct search and rescue operations, started with the simultaneous implementation of the Libyan mobile sea-barrier, which charges the Libyan Coast Guard with responsibility for intercepting migrant vessels and bringing them back to Libya. As a consequence of this agreement, being rescued means being captured and contained.

      Following the signing of a new bilateral agreement between Libya and Italy in March 2017, in July, the Italian government put pressure on one of the three Libyan governments (the one led by Fayez al-Serraj) demanding better cooperation in intercepting and returning migrants who head to Europe by sea. In order to accelerate this process, Italy sent two Navy ships into Libyan national waters, with the purpose of ‘strengthening Libyan sovereignty by helping the country to keep control of its national waters’. 5

      Far from being a smooth negotiation, however, the Libyan government led by General Khalifa Haftar threatened to shoot in the direction of the Italian ships if they were to violate Libya’s sovereignty by entering their national territory. 6

      Overall, the ‘migration deal’ has been made by the EU and Italy in the context of different asymmetric relationships: on the one hand, with a ‘rogue state’ such as Libya, characterised by a fragmented sovereignty, and on the other, with non-state actors, and more precisely with the same smugglers that Europe has supposedly declared war on. Indeed, as various journalistic investigations have proved, Italy has paid Libyan militias and smuggling networks to block migrants’ departures temporarily in exchange for fewer controls on other smuggling channels, specifically those involving drugs and weapons. In this way, smugglers have been incorporated into a politics of migration containment. Governing migration through and with smugglers has become fully part of the EU’s political agenda. As such, a critical appraisal of the criminalisation of migrant smuggling requires undoing the existing narrative of a war on smugglers, as well as challenging those analyses that simply posit smugglers as the straightforward enemies of society.

      The naval battle in the Mediterranean has not been an exclusive affair of Italy and Libya. On the contrary, it is within this type of geopolitical context that the escalating criminalisation of sea rescue is more broadly taking place. 7 On July 31, at the request of the European Commission, the Italian Home Office released a ‘Code of Conduct’ that NGOs have been asked to sign if they want to continue search and rescue activities. Given that the code of conduct imposes on NGOs the obligation to have armed judicial police on board, 8 some organisations, including Doctors without Borders, Sea Watch and Jugend Rettet, have refused to sign, arguing that through the enforcement of the Code of Conduct, and under pressure from the European Commission, Italy has turned towards a militarisation of humanitarianism and of independent actors. As a consequence of the refusal to sign, their ships have been prevented from docking in Italian ports and the rescuers of the Jugend Rettet are currently on trial, accused of collaborating with Libyan smugglers. On August 11, Libya traced new virtual restrictive sea borders for NGOs, declaring that search and rescue ships will not be allowed to get closer than one hundred miles from the Libyan coast. The humanitarian scene of rescue has been shrunk.

      In such a political context, two interrelated aspects emerging from the multiplication of attacks against refugee support activities and against search and rescue operations are worth considering. The first concerns a need to unpack what is now meant by the very expression ‘crime of solidarity’ within the framework of this shift towards the priority of fighting smugglers over saving migrants. This requires an engagement with the biopolitical predicaments that sustain a debate centered on the question of to what extent, and up to which point, rescuing migrants at sea is deemed legitimate. The second, related point concerns the modes of containment through rescue that are currently at work in the Mediterranean. One consequence of this is that the reframing of the debate around migrant deaths at sea has lowered the level of critique of a contemporary politics of migration more generally: the fight against smugglers has become the unquestioned and unyielding point of agreement, supported across more or less the entire European political arena.

      The criminalisation of NGOs, accused of ferrying migrants to Europe, should be read in partial continuity with the attack against other forms of support given to migrants in many European countries. The use of the term ‘solidarity’ is helpful in this context insofar as it helps to highlight both actions undertaken by citizens in support of refugees and, more importantly, the transversal alliances between migrants and non-migrants. In fact, acting in solidarity entails supporting migrant struggles – for example, as struggles for movement or struggles to stay in a certain place – more than it does acting in order to save or bring help to them. 9 As Chandra Mohanty argues, practices of solidarity are predicated upon the recognition of ‘common differences’, 10 and in this sense they entail a certain shared political space and the awareness of being governed by the same mechanisms of precaritisation and exploitation. 11 In other words, solidarity does not at all imply a simple politics of identity, but requires building transversal alliances and networks in support of certain struggles. The reduction of migrants to bodies to be fished out of the water, simultaneous with the vanishing of the figure of the refugee, preemptively denies the possibility of establishing a common ground in struggling for freedom of movement and equal access to mobility.

      Despite the many continuities and similarities between the criminalisation of refugee support activities on the mainland and at sea, if we shift the attention to the Mediterranean Sea, what is specifically at stake here is a biopolitics of rescuing or ‘letting drown’. Under attack in the Mediterranean scene of rescue and drowning are what could be termed crimes of humanitarianism; or, that is, crimes of rescue. Humanitarianism as such, precisely in its acts of taking migrants out of the sea through independent search and rescue operations that exercise an active refusal of the geographical restrictions imposed by nation states, has become an uncomfortable and unbearable mode of intervention in the Mediterranean.
      Geographies of ungrievability

      The criminalisation of alliances and initiatives in support of migrants’ transit should not lead us to imagine a stark opposition between ‘good humanitarians’, on the one side, and bad military actors or national authorities, on the other. On the contrary, it is important to keep in mind the many entanglements between military and humanitarian measures, as well as the role played by military actors, such as the Navy, in performing tasks like rescuing migrants at sea that could fall under the category of what Cuttitta terms ‘military-humanitarianism’. 12 Moreover, the Code of Conduct enforced by the Italian government actually strengthens the divide between ‘good’ NGOs and ‘treacherous’ humanitarian actors. Thus, far from building a cohesive front, the obligation to sign the Code of Conduct produced a split among those NGOs involved in search and rescue operations.

      In the meantime, the figure of the refugee at sea has arguably faded away: sea rescue operations are in fact currently deployed with the twofold task of not letting migrants drown and of fighting smugglers, which de facto entails undermining the only effective channels of sea passage for migrants across the Mediterranean. From a military-humanitarian approach that, under Mare Nostrum, considered refugees at sea as shipwrecked lives, the unconditionality of rescue is now subjected to the aim of dismantling the migrants’ logistics of crossing. At the same time, the migrant drowning at sea is ultimately not seen any longer as a refugee, i.e. as a subject of rights who is seeking protection, but as a life to be rescued in the technical sense of being fished out of the sea. In other words, the migrant at sea is the subject who eventually needs to be rescued, but not thereby placed into safety by granting them protection and refuge in Europe. What happens ‘after landing’ is something not considered within the framework of a biopolitics of rescuing and of letting drown. 13 Indeed, the latter is not only about saving (or not saving) migrants at sea, but also, in a more proactive way, about aiming at human targets. In manhunting, Gregoire Chamayou explains, ‘the combat zone tends to be reduced to the body of the enemy’. 14 Yet who is the human target of migrant hunts in the Mediterranean? It is not only the migrant in distress at sea, who in fact is rescued and captured at the same time; rather, migrants and smugglers are both considered the ‘prey’ of contemporary military-humanitarianism.

      Public debate in Europe about the criminalisation of NGOs and sea rescue is characterised by a polarisation between those who posit the non-negotiable obligation to rescue migrants and those who want to limit rescue operations in the name of regaining control over migrant arrivals, stemming the flows and keeping them in Libya. What remains outside the order of this discourse is the shrinking and disappearing figure of the refugee, who is superseded by the figure of the migrant to be taken out of the sea.

      Relatedly, the exclusive focus on the Mediterranean Sea itself contributes to strengthening geographies of ungrievability. By this I mean those produced hierarchies of migrant deaths that are essentially dependent on their more or less consistent geographic distance from Europe’s spotlight and, at the same time, on the assumption of shipwrecked migrants as the most embodied refugee subjectivities. More precisely, the recent multiplication of bilateral agreements between EU member states and African countries has moved back deadly frontiers from the Mediterranean Sea to the Libyan and Niger desert. As a consequence, migrants who do not die at sea but who manage to arrive in Libya are kept in Libyan prisons.
      Containment through rescue

      On 12 August 2017, Doctors without Borders decided to stop search and rescue operations in the Mediterranean after Libya enforced its sea-barrier by forbidding NGOs to go closer than about one hundred miles from the Libyan coast, and threatening to shoot at those ships that sought to violate the ban. In the space of two days, even Save the Children and the independent German organisation Sea-Eye declared that they would also suspend search and rescue activities. The NGOs’ Mediterranean exit has been presented by humanitarian actors as a refusal to be coopted into the EU-Libyan enforcement of a sea barrier against migrants. Yet, in truth, both the Italian government and the EU have been rather obviously pleased by the humanitarians’ withdrawal from the Mediterranean scene of drown and rescue.

      Should we therefore understand the ongoing criminalisation of NGOs as the attempt to fully block migrant flows? Does it indicate a return from the staging of a ‘good scene of rescue’ back to an overt militarisation of the Mediterranean? The problem is that such an analytical angle risks, first, corroborating the misleading opposition between military intervention and humanitarianism in the field of migration governmentality. Second, it re-instantiates the image of a Fortress Europe, while disregarding the huge ‘migration industry’ that is flourishing both in Libya, with the smuggling-and-detention market, and on the Northern shore of the Mediterranean. 15 With the empty space left by the NGOs at sea, the biopolitics of rescuing or letting drown has been reshaped by new modes of containment through rescue: migrants who manage to leave the Libyan coast are ‘rescued’ – that is, intercepted and blocked – by the Libyan Coast Guard and taken back to Libya. Yet containment should not be confused with detention nor with a total blockage of migrants’ movements and departures. Rather, by ‘containment’ I refer to the substantial disruptions and decelerations of migrant movements, as well as to the effects of more or less temporary spatial confinement. Modes of containment through rescue were already in place, to some extent, when migrants used to be ‘ferried’ to Italy in a smoother way, by the Navy or by NGOs. Indeed, from the moment of rescue onward, migrants were transferred and channelled into the Hotspot System, where many were denied international protection and, thus, rendered ‘illegal’ and constructed as deportable subjects. 16 The distinction between intercepting vessels sailing to Europe and saving migrants in distress has become blurred: with the enforcement of the Libyan sea barrier, rescue and capture can hardly be separated any longer. In this sense, visibility can be a trap: if images taken by drones or radars are sent to Italian authorities before migrants enter international waters, the Italian Coast Guard has to inform Libyan authorities who are in charge of rescuing migrants and thus taking them back to Libya.

      This entails a spatial rerouting of military-humanitarianism, in which migrants are paradoxically rescued to Libya. Rather than vanishing from the Mediterranean scene, the politics of rescue, conceived in terms of not letting people die, has been reshaped as a technique of capture. At the same time, the geographic orientation of humanitarianism has been inverted: migrants are ‘saved’ and dropped in Libya. Despite the fact that various journalistic investigations and UN reports have shown that after being intercepted, rescued and taken back to Libya, migrants are kept in detention in abysmal conditions and are blackmailed by smugglers, 17 the public discussion remains substantially polarised around the questions of deaths at sea. Should migrants be saved unconditionally? Or, should rescue be secondary to measures against smugglers and balanced against the risk of ‘migrant invasion’? A hierarchy of the spaces of death and confinement is in part determined by the criterion of geographical proximity, which contributes to the sidelining of mechanisms of exploitation and of a politics of letting die that takes place beyond the geopolitical borders of Europe. The biopolitical hold over migrants becomes apparent at sea: practices of solidarity are transformed into a relationship between rescuers and drowned. 18

      The criminalisation of refugee support activities cannot be separated from the increasing criminalisation of refugees as such: not only those who are labelled and declared illegal as ‘economic migrants’, but also those people who are accorded the status of refugees. Both are targets of restrictive and racialised measures of control. The migrant at sea is presented as part of a continuum of ‘tricky subjectivities’ 19 – which include the smuggler, the potential terrorist and the refugee – and as both a ‘risky subject’ and a ‘subject at risk’ at the same time. 20 In this regard, it is noticeable that the criminalisation of refugees as such has been achieved precisely through the major role played by the figure of the smuggler. In the EU’s declared fight against smuggling networks, migrants at sea are seen not only as shipwrecked lives to be rescued but also as potential fake refugees, as concealed terrorists or as traffickers. At the same time, the fight against smugglers has been used to enact a further shift in the criminalisation of refugees, which goes beyond the alleged dangerousness of migrants. Indeed, in the name of the war against the ‘illegal’ smuggling economy, as a shared priority of both left- and right-wing political parties in Europe, the strategy of letting migrants drown comes, in the end, to be justified. As Doctors without Borders have pointed out, ‘by declaring Libya a safe country, European governments are ultimately pushing forward the humanitarianisation of what appears at the threshold of the inhuman.’ 21

      The migrant at sea, who is the subject of humanitarianism par excellence, is no longer an individual to be saved at all costs, but rather the object of thorny calculations about the tolerated number of migrant arrivals and the migrant-money exchange with Libya. Who is (in) danger(ous)? The legal prosecutions and the political condemnation of ‘crimes of rescue’ and of ‘crimes of solidarity’ bring to the fore the undesirability of refugees as refugees. This does not depend so much on a logic of social dangerousness as such, but, rather, on the practices of spatial disobedience that they enact, against the restrictions imposed by the European Union. Thus, it is precisely the irreducibility of migrants to lives to be rescued that makes the refugee the main figure of a continuum of tricky subjectivities in a time of economic crisis. Yet, a critical engagement with the biopolitics of rescuing and drowning cannot stick to a North-South gaze on Mediterranean migrations. In order not to fall into a Eurocentric (or EU-centric) perspective on asylum, analyses of crimes of solidarity should also be articulated through an inquiry into the Libyan economy of migration and the modes of commodification of migrant bodies, considering what Brett Neilson calls ‘migration as a currency’; 22 that is, as an entity of exchange and as a source of value extraction.

      Crimes of solidarity put in place critical infrastructures to support migrants’ acts of spatial disobedience. These infra-legal crimes shed light on the inadequacy of human rights claims and of the legal framework in a time of hyper-visible and escalating border violence. Crimes of solidarity consist of individual and collective active refusals of states’ interventions, which are specifically carried out at the very edges of the law. In this way, crimes of solidarity manage to undo the biopolitics of rescuing and letting drown by acting beyond the existing scripts of ‘crisis’ and ‘security’. Rather than being ‘rescued’ from the sea or ‘saved’ from smugglers, migrants are supported in their unbearable practices of freedom, unsettling the contemporary hierarchies of lives and populations.
