Leading aid agencies received at least 539 reports of sex abuse and harassment last year, an exclusive survey showed on Monday, a 13 percent increase on 2017 which charities said shows abuse victims are more willing to speak up.

The reports have led to the sacking of 91 staff, with many other cases under investigation, according to the Thomson Reuters Foundation’s second annual survey of 22 leading global charities, including the United Nations (U.N.), Oxfam and CARE.

“If we sustain momentum on this issue and keep working to ensure people feel safe coming forward to report abuse, the numbers of reported incidents will inevitably go up in the short term,” said Mike Wright, of Bond, a network for UK aid groups.

“But as we reinforce the message that abusive behaviour will not be tolerated and continue to improve our safeguarding practices, in the long term they will fall,” he said.

The aid industry has come under scrutiny after revelations last year that Oxfam staff used prostitutes in Haiti during an earthquake relief mission in 2010 snowballed into widespread reports of harassment and abuse in the sector.

Dozens of indigenous women were forcibly sterilised by Canadian health authorities, including as recently as in 2017, said the lawyer leading a class-action lawsuit against the government.

Alisa Lombard was speaking on Thursday after appearing in Geneva at the U.N. Committee against Torture during hearings into Canada’s human rights record.

More than 90 indigenous women in the western province of Saskatchewan contacted lawyers to join the lawsuit over forced sterilisation, said Lombard of Maurice Law, the indigenous-run firm spearheading the case.

“This practice needs to stop,” she told the Thomson Reuters Foundation, adding that she knew of cases in 2009, 2011 and 2017.

“If it happened then and nothing was done to prevent it, I don’t see why it wouldn’t be happening now,” Lombard said.

A government spokeswoman said officials were still gathering information on the issue, and could not say with certainty that the practice had stopped.

The U.N. committee will publish its findings on December 7.

Indigenous people, who manage nearly 900 million hectares of land worldwide, hold “highly sophisticated” knowledge of fire management, the report noted.

Indigenous groups around the world deliberately light small fires throughout the year, which reduces the amount of fuel, preventing wildfires from spreading rapidly.

“Small controlled burns can reduce the impact and threat of catastrophic wildfires,” lead researcher Andrew Davis told the Thomson Reuters Foundation.

In the Brazilian savannah, the number of dry season fires decreased by 57 percent after fire services started collaborating with indigenous tribes, according to the Prisma Foundation.

The U.S. Forest Service formed a partnership with the Yurok tribe in northern California last year, after a fast-moving wildfire killed 43 people.

African migrants report torture, slavery in Algeria

Dozens of Africans say they were sold for labour and trapped in slavery in Algeria in what aid agencies fear may be a widening trend of abusing migrants headed for a new life in Europe.

Algerian authorities could not be reached for comment and several experts cast doubt on claims that such abuses are widespread in the north African country.

The tightly governed state has become a popular gateway to the Mediterranean since it became tougher to pass through Libya, where slavery, rape and torture are rife. [nL8N1JX57L] [nL8N1R32QD]

Amid a surge in anti-migrant sentiment, Algeria since late last year has sent thousands of migrants back over its southern border into Niger, according to the United Nations Migration Agency (IOM), where many tell stories of exploitation.

The scale of abuse is not known, but an IOM survey of thousands of migrants suggested it could rival Libya.

The Thomson Reuters Foundation heard detailed accounts of forced labour and slavery from an international charity and a local association in Agadez, Niger’s main migrant transit hub, and interviewed two of the victims by telephone.

“The first time they sold me for 100,000 CFA francs ($170),” said Ousmane Bah, a 21-year-old from Guinea who said he was sold twice in Algeria by unknown captors and worked in construction.

“They took our passports. They hit us. We didn’t eat. We didn’t drink,” he told the Thomson Reuters Foundation. “I was a slave for six months.”

Accounts of abuse are similar, said Abdoulaye Maizoumbou, a project coordinator for global charity Catholic Relief Services. Of about 30 migrants he met who were deported from Algeria, about 20 said they had been enslaved, he said.

In most cases, migrants said they were sold in and around the southern city of Tamanrasset shortly after entering the country, often by smugglers of their own nationality, he said.

Some said they were tortured in order to blackmail their parents into paying the captors, but even when the money arrived they were forced to work for no pay, or sold, said Maizoumbou.

One man told the Thomson Reuters Foundation he slept in a sheep pen and suffered beatings if an animal got sick or dirty.

“They would bring out machetes and I would get on my knees and apologise and they would let it go,” said Ogounidje Tange Mazu, from Togo.

The IOM in Algeria has received three reports this year from friends and relatives of African migrants held hostage and forced to work in the country. “It’s probably just an indication that it is happening. How big it is we don’t know,” said its chief of mission Pascal Reyntjens.
TWO SIDES TO THE STORY

Several analysts considered it unlikely that slavery was widespread in Algeria, since the country has a functioning judiciary and strong police force - unlike Libya.

Algerian authorities could not be reached for comment, but a senior official said last week the country is facing a “surge of migration” and needs more help. [nL5N1ST568]

In a statement this month, the government rejected reports from a U.N. human rights team that its mass deportations of migrants were inhuman, saying that it is doing what is necessary to ensure the safety of its citizens.

“I would be very surprised that (slavery) would be allowed to happen in Algeria,” said Issandr El Amrani, North Africa project director for the International Crisis Group.

“The situation is just not comparable to Libya,” he added.

But in the ghettos of Agadez, Niger’s main transit hub, some people told a different story.

“What happens in Algeria surpasses what happens in Libya,” said Bachir Amma, a Nigerien ex-smuggler who runs a football club and a local association to inform migrants of the risks.

Migrants in Libya are often starved and beaten by armed groups, and there have been reports of “open slave markets” where migrants are put on sale, according to the U.N. human rights office. [nL8N1R32QD]

Amma said he had spoken with more than 75 migrants back from Algeria, the majority of whom described slave-like conditions.

“NGOs don’t know about this because they’re too interested in Libya,” he told the Thomson Reuters Foundation.

In 2016, the IOM surveyed about 6,300 migrants in Niger, most of whom had returned from Algeria and Libya. Sixty-five percent of those who had lived in Algeria said they had experienced violence and abuse, compared to 61 percent in Libya. An estimated 75,000 migrants live in Algeria, the IOM said.

Rejane Maria da Costa has fallen out with neighbors and faced repeated death threats in her battle for Brazil to recognise her community’s claim to the land their ancestors inhabited.

Yet the 42-year-old, who makes a meager living growing cassava on a small patch of land behind her single-story home, is determined to keep up the fight for the rights of the small rural community descended from slaves.

“We won’t give up,” she told the Thomson Reuters Foundation at her home in the poor neighborhood of Maria Joaquina on the outskirts of the coastal town of Buzios, about 170 km (105 miles) northeast of Rio de Janeiro. “I can’t be afraid. I’m not just fighting for something for me. I’m fighting for something for all of us.”

When Brazil abolished slavery 130 years ago this week, at least 4 million slaves had arrived there from Africa to work on sugar plantations and in other sectors of the country’s flourishing economy.

Many of those who escaped the harsh working conditions set up homes in settlements across Brazil that are known as quilombos.

In 2016, a Thai-flagged fishing vessel was detained in Seychelles on suspicion that it had been fishing illegally in the Indian Ocean, one of the world’s richest fishing grounds.

The Jin Shyang Yih 668 was caught with help from technology deployed by FISH-i Africa, a grouping of eight east African countries including Tanzania, Mozambique and Kenya.

But as the vessel headed to Thailand, which pledged to investigate and prosecute the case, it turned off its tracking equipment and disappeared. Its whereabouts remain unknown.

Such activity is rampant in the global fishing industry, experts say, where illegal, unreported and unregulated (IUU) fishing is estimated to cost $23.5 billion a year.

However, a range of non-profit and for-profit organisations that are developing technology solutions to tackle IUU say it is a matter of time before vessels can no longer vanish.

“The industry is developing very fast ... basically the oceans will be fully traceable. There is no place to hide,” said Roberto Mielgo Bregazzi, the co-founder of Madrid-based FishSpektrum, one of the few for-profit platforms.

With backing from Google, Microsoft’s Paul Allen and Leonardo DiCaprio, among others, such platforms also track fishing on the high seas and in marine reserves, aided by radio and satellite data that send vessels’ locations and movements.

They use satellite imagery, drones, algorithms and the ability to process vast amounts of data, as well as old-fashioned sleuthing and analysis, to help countries control their waters.

Algorithms could identify illegal behaviour, Mielgo Bregazzi told the Thomson Reuters Foundation, including predicting when a fishing vessel was about to meet its quota, triggering an alarm.

Bradley Soule, the chief fisheries analyst at OceanMind, a non-profit, said technology can help even rich countries, which might otherwise struggle to process the volume of data broadcast by hundreds of thousands of vessels.

Organisations such as his crunch that data and help to differentiate between normal and suspicious activity.

“The bulk of the threat is non-compliance by mainly legal operators who skirt the rules when they think no one’s looking,” said Soule, who helps Costa Rica monitor its waters.

Dirk Zeller, who heads the Sea Around Us - Indian Ocean project at the University of Western Australia, said as the ocean’s bounty is a public resource, the world should know who is taking what.

Part of the problem, he said, is overcapacity in the global fishing fleet.

But he also points to difficulties in calculating IUU’s scale: the FAO’s estimates of fish stocks, for instance, are based on official government data, which are open to under- and over-reporting.

His research shows global catches from 1950 to 2010 were 50 percent higher than countries had said.

The FAO’s senior fishery officer, Matthew Camilleri, agrees technology is no silver bullet.

“What use is it if you’re able to detect IUU fishing and find the vessel with illegal fish on board, but you do not have the process in place to enforce, to prosecute?” he said.

Progress is underway towards that in the form of the FAO’s 2009 Port State Measures Agreement, which is aimed at curbing IUU fishing. Close to half of the 194 U.N. member states have signed it, including four of the top five fishing nations - Indonesia, the United States, Russia and Japan.

China, though, has not. It is the world’s largest fishing nation, whose 2014 catch of 14.8 million tons, the FAO’s 2016 State of the World’s Fisheries report showed, was as much as the next three nations combined.

When asked whether it was likely to sign, China’s mission to the FAO in Rome told the Thomson Reuters Foundation it was not authorized to comment.

Tony Long from GFW - which runs a free-to-access platform that uses Automatic Identification System (AIS) data to track the global movement of vessels - said combining technology with cooperation between countries could close the loopholes.

Fed up with local officials denying their demand for land, 40 women decided to form a collective and simply start farming a plot near their village of Pallur, in India’s southern state of Tamil Nadu.

“We have worked as farm laborers most of our lives - why can’t we own land?” asked Shakila Kalaiselvan, leader of the women’s collective.

Members of the group faced additional discrimination due to their gender. Despite laws granting equal inheritance rights, women own just 13 percent of land in India although they do about two-thirds of all farm work.

A year ago, they took over an unused 2.5-acre (1 hectare) plot, which was dry and overgrown with weeds. Even though it was common land owned by the state, they faced strong resistance as they cleared it to grow beans, corn and millet.

“The higher-caste men opposed it, but we did not give in,” Kalaiselvan told the Thomson Reuters Foundation. “We should have at least 40 acres for 40 women, but this is a start. We can be independent, earn the respect of the community.”

One of Africa’s largest palm oil companies that is majority-owned by the British government through foreign aid funding has failed to meet a promise to improve housing for its Congolese workers or pay them on time, investigations have revealed.

A Thomson Reuters Foundation expose in 2014 showed how development funds from European taxpayers helped rescue loss-making Canada-listed Feronia that manages about 105,000 hectares of land in the Democratic Republic of Congo (DRC).

But #Feronia was found to be paying some of its 3,600 staff less than the minimum wage and providing abysmal housing, prompting questions from human rights groups about using public money to fund a foreign company not helping poor laborers.

Following the investigation, Feronia hired Boston-based MASS Design Group as part of a plan to improve housing - but more than two years later little has changed for workers in one of the world’s poorest nations, campaigners said.

A million trees are to be planted in Ethiopia to fight deforestation around camps hosting hundreds of thousands of South Sudanese refugees who rely almost entirely on wood for fuel, a United Nations agency said on Wednesday.

The U.N. Food and Agriculture Organization (FAO) said the trees would be planted on 150 hectares of land in Ethiopia’s western Gambella region to meet the growing refugee population’s demand for energy.

Almost 300,000 people, mostly women and children, have found shelter in Ethiopia since conflict erupted in South Sudan in December 2013.

Fires used by the refugees for cooking are fuelled almost entirely by chopped wood, putting considerable pressure on local forests, FAO energy and forestry expert Arturo Gianvenuti said.

“Imagine tens of thousands of people - the population of a small city - who suddenly arrive in a location and start using forest resources,” Gianvenuti told the Thomson Reuters Foundation in an interview. “The impact is visible”.

The depletion of forests risks creating tensions with local communities and disrupting the ecosystem, as trees stabilize the climate, regulate water flows and provide shelter to numerous animal species, according to the FAO.

It also exposes refugee women to the risk of sexual abuse as they have to walk long distances in isolated areas to fetch firewood, Gianvenuti said.

Slumped on a bench in a village in southeast Senegal - which is lifeless but for the occasional bleating of goats and splutter of old motorcycles - Aliou Thiam has only one thing on his mind.

The 28-year-old is preparing to leave behind his wife, two children and the only life he has known in the pursuit of a goal shared by many young men across Senegal: reaching Europe.

“I don’t have anything here. That is why I want to go, why I need to go,” he said, glancing at several men lying nearby in the shade, snoozing through the still, sweltering afternoon.

“The only thing we know is migration,” Thiam told the Thomson Reuters Foundation. “Migration equals success.”

Thousands of Senegalese men set off for Europe each year, risking their lives on treacherous journeys through the Sahara desert and across the Mediterranean sea. Most fail. Many die.

Senegal is among the top 10 countries of origin for migrants arriving in Italy this year, the International Organization for Migration (IOM) says, along with countries like Eritrea, Mali and Nigeria, beset by conflict or concerns over rights abuses.

But Senegal’s young men are not fleeing war. Deemed economic migrants, they are seeking a better life for themselves and their families, and see Europe as the only gateway to success.

It is a belief entrenched over decades as generations of Senegalese moved to Europe - in particular to France, the former colonial master - and sent money home.

But more and more young men are now trying their luck with discontent over joblessness and the slow pace of development simmering in the West African nation.

The Yiaaku are hailed a model of collaboration with authorities, using traditional knowledge to take care of tree and plant cover while adopting new livelihoods such as keeping bees and livestock to protect animals from hunting.

Kenya Forest Services Director, Emilio Mugo, said legislation to allow co-management of forests was introduced nearly a decade ago but the Yiaaku is the first successful community to do so, with hopes this approach can be replicated across Kenya.

“Where this community model is practiced we have seen cases of illegal logging reduce up to 50 percent,” Mugo told the Thomson Reuters Foundation.

“Since we integrated the community’s indigenous knowledge model of conserving forests into our forest policy .. there has been little friction or tensions with these forest dwellers.”

The Kenya Forest Management Act of 2007 aimed to integrate communities into forest management but also led to the abolition of long-standing traditions such as hunting and logging for charcoal to maintain the forests and promote tourism.

It came ahead of Kenya setting a target to increase its forest cover to about 10 percent by 2030 from an estimated 7.2 percent, according to the Kenya Forest Service (KFS).

Special agency needed to protect Indian children from traffickers

“To solve the overfishing problem, including illegal fishing, we want to create transparency in the oceans,” Gustavsson told the Thomson Reuters Foundation from Madrid.

#Oceana, an international conservation organization, together with #Google_Ocean and #SkyTruth, a nonprofit group that uses aerial and satellite images to track changes in the landscape, are due to launch the #Global_Fishing_Tracker within weeks.

The public, non-governmental organizations and local authorities will be able to use it to monitor coastlines and marine conservation areas, follow individual boats in near real-time and track what boats of a particular flag are doing.

Pão de Açúcar, which operates 832 stores across the country, has pledged to stop stocking its shelves with beef linked to Amazon deforestation or produced by enslaved workers by June 30.

“We have worked to mitigate the social and environmental risks of our supply chains,” a company spokeswoman said, according to Reuters.

Environmental activists hailed Pão de Açúcar’s decision as a major victory for the Amazon, but cautioned that the hard work still must be done. “To operate in the Amazon, companies must stop buying from farms involved in land grabbing, slavery or deforestation,” Adriana Charoux of Greenpeace told the Thomson Reuters Foundation. “They have a lot of work to do before June 30.”
