  • Histoire un peu longue : l’an dernier un festival de musique allemand avait accepté comme sponsor le consulat israélien. Du coup des groupes Palestiniens l’avaient boycotté, et des groupes du monde entier leur avaient emboité le pas en solidarité.

    Cette année, un autre festival de musique allemand, sous pression de groupes sionistes, avait annulé le concert d’un groupe (The Young Fathers) qui faisait partie de ces groupes solidaires. En solidarité, d’autres groupes avaient eux aussi, la semaine dernière, annulé leur participation à ce deuxième festival, tout en lui demandant de revenir sur sa décision.

    C’est donc en solidarité avec les Young Fathers que le texte ci-dessous a été écrit, même si entre temps le festival est revenu à la raison, et que tous les groupes initialement prévus sont revenus dans la programmation...

    It has been left to knowledgeable observers, such as South Africa’s Archbishop Desmond Tutu, to point out that the situation for Palestinians under occupation is, in fact, worse than that suffered by blacks in the former South Africa. In Tutu’s view, Palestinians under occupation suffer from something more extreme than apartheid – what we might term “apartheid-plus.”

    There is a notable difference between the two cases that hints at the nature of that “plus.” Even at the height of apartheid, South Africa’s white population understood that it needed, and depended on, the labor of the black majority population. Israel, on the other hand, has a far more antagonistic relationship to Palestinians in the occupied territories. They are viewed as an unwelcome, surplus population that serves as a demographic obstacle to the political realization of a Greater Israel. The severe economic and military pressures Israel imposes on these Palestinians are designed to engineer their incremental displacement, a slow-motion ethnic cleansing.

Comme dit Desmon Tutu, le moment est venu de ne plus vous traiter comme un état normal, simplement parce que vous ne vous comportez pas comme un état normal. Et je voudrai vous poser une question, vraiment, en relation avec le conflit, et dans mon cas, je veux vous assurer (pour le compte rendu de cette session) que ça n’a rien à voir avec de l’antisémitisme, et que ce n’est pas une tentative tout à fait honteuse de remettre en cause l’existence l’holocauste comme l’a fait par exemple David Irving, j’ai invité dans cette ville des délégations de survivants d’Auschwitz pour des rencontres des conférences et des émissions de télévision, justement pour rappeler aux irlandais l’existence de l’Holocauste, et je le referai sans hésiter si quiconque essayer de nier à nouveau les horreurs qu’on a fait subir au peuple juif. Et c’est précisément parce que je suis fermement opposé au racisme, que je suis opposé à ce que votre État [israélien] fait aujourd’hui. Alors laissez-moi vous poser quelques questions (mais je dois aussi ajouter que j’ai vécu dans un village près de la Mer Morte, en 1987, deux semaines avant que la première Intifada ne démarre. Ma première question donc : vous avez essayé de couvrir les responsables du massacre [de civils innocents] à Gaza, la confiscation de terres palestiniennes… en attaquant le Hamas. Mais pourquoi n’admettez vous pas que le Hamas n’existait pas quand à commencé la première Intifada. Les palestiniens n’avait pas crée de branche armée jusqu’au début des années 1990, et à cette époque, l’OLP exilé à Tunis n’était pas présente sur le terrain palestinien, mais ce sont les palestiniens ordinaires qui se sont soulevés, parce que vous, les israéliens, leur ont refusé les droits humains fondamentaux. J’ai vécu là-bas. Le racisme y était endémique, la situation était pourri, j’étais absolument horrifié de voir comment vous traitiez les Palestiniens. ET n’est-il pas vrai que les lois fondamentales de l’État d’Israël sont fondamentalement des lois racistes puisqu’elle donnent aux Juifs des droits qu’elles refusent totalement aux Palestiniens. Par exemple, si j’étais Juif, je pourrai sans problème prétendre à la nationalité israélienne demain… mais 6 millions de personnes qui sont originaires et vivent dans ce que vous appelez aujourd’hui Israël, qui en ont été expulsé en 1947 et 1948 n’ont pas ce droit. N’est-ce pas là une des raisons pour lesquelles les Palestiniens sont en conflit avec les Israéliens ? Parce que vous leur refusez le droits de revenir dans leurs foyers, d’où ils ont été chassés, dans leurs terres et dans leurs villages. Et en plus, leur revendication est complètement légitime selon le droit international ! et vous leur refusez ce droit ! Pourquoi leur refusez-vous ce droit ? Et pourquoi donnez-vous ce droit à des gens qui n’ont aucune connexion quelle qu’elle soient avec cette terre que l’appeliez Israël ou Palestine ? Pourquoi continuez vous à confisquer des terres [palestiniennes] si vraiment vous prétendez sérieusement croire dans les accords d’Oslo et la solution à deux États ? Pourquoi continuez-vous à confisquer des terres si, selon les accords d’Oslo, ces terres sont destinées [dans l’accord final] à être palestiniennes ? 500 000 personnes vivent dans des colonies sur ces terres confisquées depuis la signature des accords d’Oslo ? Comment pouvez-vous permettre cela alors que vous avez signé ces accords ? Mais le Monde pense que cela est une manière tout à fait inacceptable de se comporter. Et un peu plus tôt aujourd’hui, vous nous avez demandé : « À quoi pourrions nous penser comme solution constructive ». Mais vous savez ce que les Palestiniens demandent ? Enfin, ce que certains demanderaient, parce que moi je pense que c’est le système d’apartheid entier qu’il faudrait détruire. Mais les Palestiniens demandent la levée du siège de Gaza. Laissez les avoir un aéroport ! Laissez-les avoir un port [de commerce] ! ne les punissez pas pour avoir un gouvernement pour lequel ils n’ont même pas voté ! En envahissant leur territoire, en décidant si oui ou non ils ont le droit d’avoir de l’électricité, de l’eau potable, des médicaments ! Qu’est-ce qui vous fait croire que vous, qui êtes sur-armés, qui êtes la quatrième armée la plus puissante du monde, que vous avez le droit de détruire Gaza et sa population ? Alors qu’ils n’ont aucun droit de se défendre ? Alors qu’ils n’ont pas de territoire ? comment pouvez vous justifier cela ? Comment pouvez-vous justifier ce « double-sandard » ? En enfin, Monsieur l’ambassadeur, des personnalités comme Nelson Mandela et Desmond Tutu ont qualifié votre État d’État d’apartheid, avec des lois adaptées aux gens selon leur « origine » ou leur religion. Reconnaissez-vous que cela est la réalité ? Par exemple, à un checkpoint, pour aller en Cisjordanie : il y a une ligne pour les Israéliens et les Européens, et il y a une autre ligne pou si vous êtes Arabe. Juste parce que vous êtes Arabe ! Mais Monsieur l’ambassadeur, si vous arriviez à l’aéroport de Dublin et qu’on vous demandais si vous êtes juif : si vous dites oui, on vous répondrait « oh pardon monsieur, vous ne pouvez pas passer par les mêmes contrôles que ceux prévus pour les citoyens irlandais ou européens. Vous appelleriez cela du racisme et de l’apartheid. ET vous, vous pratiquez cela avec vos checkpoints et votre mur de séparation. Comment pouvez-vous justifier cela ?

    That sentiment — that the United States sold out the Kurds — is not completely off-base. I arrived in Brussels on Jan. 25 to attend the European Parliament’s annual conference on the Kurds, organized by its leftist party bloc, which includes Nobel laureates Archbishop Desmond Tutu, Shirin Ebadi of Iran and Jose Ramos-Horta of East Timor, as well as controversial American scholar Noam Chomsky.

    I was a speaker on a panel with Selahattin Demirtas, Turkey’s popular pro-Kurdish Peoples’ Democratic Party (HDP) chairman, and Peter Galbraith, a former American ambassador considered a close friend of the Kurds because of the role he played in the struggles of Iraqi Kurds.

    PYD leader Salih Muslim was on the list of speakers for the second day of that conference. But when I arrived in Brussels, I was told Muslim had left for Geneva at the invitation of UN special envoy Staffan de Mistura. He would be back the next day and then would travel again to Geneva for the Geneva III talks, which were set for Jan. 29.

    Thanks to my Kurdish sources, who were in constant communication with Muslim, I learned that Galbraith had come to Brussels from Geneva, where he also had met with American officials working on the Geneva III talks. He had been told that the United States was keen on seeing the PYD at the table during the talks.

    On Jan. 26, before Muslim was back in Brussels, the news broke: De Mistura had issued invitation letters to the Arab members of the Syrian Democratic Council like Manna. It was assumed that Muslim would be returning to Brussels with his invitation letter in his bag.

    Instead, Turkish Foreign Minister Mevlut Cavusoglu, who was in Strasbourg, Germany, said Turkey would boycott the Geneva talks if the PYD was involved.

    Some hours earlier, Turkish Prime Minister Ahmet Davutoglu, in an interview with CNN’s Christiane Amanpour, had said Turkey objected to the PYD’s involvement because it is a terrorist organization, but would not object if it was included in the Syrian government’s delegation.

    Galbraith was texting with Muslim, who informed him that de Mistura had not issued an official invitation to the PYD.

    Manna announced that if their Kurdish allies would not be at the talks, the other members of the Syrian Democratic Council would not be participating, either.

    The Kurdish sources in Brussels who were in constant contact with Muslim told me the morning of Jan. 27 that they had just spoken to Muslim, who was at that moment in a meeting with the Americans and that the PYD representation was still pending. He said everything would be clear by noon.

    By evening, word came from Washington. US State Department deputy spokesman Mark Toner declared that the PYD will not be invited to Geneva.

    • SI mes souvenirs sont bons, il commence son docu dans une chambre d’hôtel (à Budapest ? ailleurs ?) avec une prostituée allongée sur le lit à qui il essaye d’expliquer le conflit yougoslave. j’ai vu le film à sa sortir à l’époque et je suis resté marqué par cette entrée en matière, je continue de me demander pourquoi il a choisi de commencer son docu de cette manière.

Sur le lit, une jolie fille nue que l’on devine être une prostituée. Une scène de genre (le repos du guerrier) dont la vulgarité n’est qu’apparente. En fond sonore, et bientôt en images on suit le déroulé des événements du monde passé au crible de CNN. Que voit-on sur les images ? Desmond Tutu et Boutros Boutros-Ghali faisant de la publicité pour la chaîne américaine. « Où est l’obscénité ? » nous demande, sans le dire, Marcel Ophuls.

    The past weeks have witnessed unprecedented action by members of civil society across the world against the injustice of Israel’s disproportionately brutal response to the firing of missiles from Palestine.

    If you add together all the people who gathered over the past weekend to demand justice in Israel and Palestine – in Cape Town, Washington, D.C., New York, New Delhi, London, Dublin and Sydney, and all the other cities – this was arguably the largest active outcry by citizens around a single cause ever in the history of the world.

    A quarter of a century ago, I participated in some well-attended demonstrations against apartheid. I never imagined we’d see demonstrations of that size again, but last Saturday’s turnout in Cape Town was as big if not bigger. Participants included young and old, Muslims, Christians, Jews, Hindus, Buddhists, agnostics, atheists, blacks, whites, reds and greens ... as one would expect from a vibrant, tolerant, multicultural nation.

    I asked the crowd to chant with me: “We are opposed to the injustice of the illegal occupation of Palestine. We are opposed to the indiscriminate killing in Gaza. We are opposed to the indignity meted out to Palestinians at checkpoints and roadblocks. We are opposed to violence perpetrated by all parties. But we are not opposed to Jews.”

    Earlier in the week, I called for the suspension of Israel from the International Union of Architects, which was meeting in South Africa.

    I appealed to Israeli sisters and brothers present at the conference to actively disassociate themselves and their profession from the design and construction of infrastructure related to perpetuating injustice, including the separation barrier, the security terminals and checkpoints, and the settlements built on occupied Palestinian land.

    “I implore you to take this message home: Please turn the tide against violence and hatred by joining the nonviolent movement for justice for all people of the region,” I said.

    Over the past few weeks, more than 1.6 million people across the world have signed onto this movement by joining an Avaaz campaign calling on corporations profiting from the Israeli occupation and/or implicated in the abuse and repression of Palestinians to pull out. The campaign specifically targets Dutch pension fund ABP; Barclays Bank; security systems supplier G4S; French transport company Veolia; computer company Hewlett-Packard; and bulldozer supplier Caterpillar.

    Last month, 17 EU governments urged their citizens to avoid doing business in or investing in illegal Israeli settlements.

    We have also recently witnessed the withdrawal by Dutch pension fund PGGM of tens of millions of euros from Israeli banks; the divestment from G4S by the Bill and Melinda Gates Foundation; and the U.S. Presbyterian Church divested an estimated $21 million from HP, Motorola Solutions and Caterpillar.

    It is a movement that is gathering pace.

    Violence begets violence and hatred, that only begets more violence and hatred.

    We South Africans know about violence and hatred. We understand the pain of being the polecat of the world; when it seems nobody understands or is even willing to listen to our perspective. It is where we come from.

    We also know the benefits that dialogue between our leaders eventually brought us; when organizations labeled “terrorist” were unbanned and their leaders, including Nelson Mandela, were released from imprisonment, banishment and exile.

    We know that when our leaders began to speak to each other, the rationale for the violence that had wracked our society dissipated and disappeared. Acts of terrorism perpetrated after the talks began – such as attacks on a church and a pub – were almost universally condemned, and the party held responsible snubbed at the ballot box.

    The exhilaration that followed our voting together for the first time was not the preserve of black South Africans alone. The real triumph of our peaceful settlement was that all felt included. And later, when we unveiled a constitution so tolerant, compassionate and inclusive that it would make God proud, we all felt liberated.

    Of course, it helped that we had a cadre of extraordinary leaders.

    But what ultimately forced these leaders together around the negotiating table was the cocktail of persuasive, nonviolent tools that had been developed to isolate South Africa, economically, academically, culturally and psychologically.

    At a certain point – the tipping point – the then-government realized that the cost of attempting to preserve apartheid outweighed the benefits.

    The withdrawal of trade with South Africa by multinational corporations with a conscience in the 1980s was ultimately one of the key levers that brought the apartheid state – bloodlessly – to its knees. Those corporations understood that by contributing to South Africa’s economy, they were contributing to the retention of an unjust status quo.

    Those who continue to do business with Israel, who contribute to a sense of “normalcy” in Israeli society, are doing the people of Israel and Palestine a disservice. They are contributing to the perpetuation of a profoundly unjust status quo.

    Those who contribute to Israel’s temporary isolation are saying that Israelis and Palestinians are equally entitled to dignity and peace.

    Ultimately, events in Gaza over the past month or so are going to test who believes in the worth of human beings.

    It is becoming more and more clear that politicians and diplomats are failing to come up with answers, and that responsibility for brokering a sustainable solution to the crisis in the Holy Land rests with civil society and the people of Israel and Palestine themselves.

    Besides the recent devastation of Gaza, decent human beings everywhere – including many in Israel – are profoundly disturbed by the daily violations of human dignity and freedom of movement Palestinians are subjected to at checkpoints and roadblocks. And Israel’s policies of illegal occupation and the construction of buffer-zone settlements on occupied land compound the difficulty of achieving an agreementsettlement in the future that is acceptable for all.

    The State of Israel is behaving as if there is no tomorrow. Its people will not live the peaceful and secure lives they crave – and are entitled to – as long as their leaders perpetuate conditions that sustain the conflict.

    I have condemned those in Palestine responsible for firing missiles and rockets at Israel. They are fanning the flames of hatred. I am opposed to all manifestations of violence.

    But we must be very clear that the people of Palestine have every right to struggle for their dignity and freedom. It is a struggle that has the support of many around the world.

    No human-made problems are intractable when humans put their heads together with the earnest desire to overcome them. No peace is impossible when people are determined to achieve it.

    Peace requires the people of Israel and Palestine to recognize the human being in themselves and each other; to understand their interdependence.

    Missiles, bombs and crude invective are not part of the solution. There is no military solution.

    The solution is more likely to come from that nonviolent toolbox we developed in South Africa in the 1980s, to persuade the government of the necessity of altering its policies.

    The reason these tools – boycott, sanctions and divestment – ultimately proved effective was because they had a critical mass of support, both inside and outside the country. The kind of support we have witnessed across the world in recent weeks, in respect of Palestine.

    My plea to the people of Israel is to see beyond the moment, to see beyond the anger at feeling perpetually under siege, to see a world in which Israel and Palestine can coexist – a world in which mutual dignity and respect reign.

    It requires a mind-set shift. A mind-set shift that recognizes that attempting to perpetuate the current status quo is to damn future generations to violence and insecurity. A mind-set shift that stops regarding legitimate criticism of a state’s policies as an attack on Judaism. A mind-set shift that begins at home and ripples out across communities and nations and regions – to the Diaspora scattered across the world we share. The only world we share.

    People united in pursuit of a righteous cause are unstoppable. God does not interfere in the affairs of people, hoping we will grow and learn through resolving our difficulties and differences ourselves. But God is not asleep. The Jewish scriptures tell us that God is biased on the side of the weak, the dispossessed, the widow, the orphan, the alien who set slaves free on an exodus to a Promised Land. It was the prophet Amos who said we should let righteousness flow like a river.

    Goodness prevails in the end. The pursuit of freedom for the people of Palestine from humiliation and persecution by the policies of Israel is a righteous cause. It is a cause that the people of Israel should support.

    Nelson Mandela famously said that South Africans would not feel free until Palestinians were free.

    He might have added that the liberation of Palestine will liberate Israel, too.

    We Nobel Peace Prize laureates condemn the persecution Bradley Manning has suffered, including imprisonment in conditions declared “cruel, inhuman and degrading” by the United Nations, and call upon Americans to stand up in support of this whistleblower who defended their democratic rights. In the conflict in Iraq alone, more than 110,000 people have died since 2003, millions have been displaced and nearly 4,500 American soldiers have been killed. If someone needs to be held accountable for endangering Americans and civilians, let’s first take the time to examine the evidence regarding high-level crimes already committed, and what lessons can be learned.     When Desmond Tutu wrote that Tony Blair should be treading the path to the Hague, he de-normalised what Blair has done. Tutu broke the protocol of power – the implicit accord between those who flit from one grand meeting to another – and named his crime. I expect that Blair will never recover from it. The offence is known by two names in international law: the crime of aggression and a crime against peace. It is defined by the Nuremberg Principles as the “planning, preparation, initiation or waging of a war of aggression”.
