Presidential Candidate Registration Begins:
The registration period for the upcoming presidential election began on Tuesday. According to Interior Minister Mostafa Mohammad-Najjar, 243 individuals have submitted applications, including: former nuclear negotiator Hassan Rouhani; Mohammad-Reza Aref, Vice President under Mohammad Khatami and Expediency Council member; Kamran Bagheri Lankarani, a conservative former Health Minister; Ali Fallahian, a conservative member of the Assembly of Experts and former Minister of Intelligence; and Mostafa Kavakebian, a former reform-leaning MP. The registration period will end on Saturday evening.

Speculation Surrounding Rafsanjani and Mashaei:
Former President Akbar Hashemi Rafsanjani made headlines Sunday after claiming that he intends to speak with Khamenei about his candidacy. Sadeq Zibakalam, a prominent political analyst, claims that Rafsanjani will eventually stand. On Friday, former President Khatami reiterated that, in his opinion, Rafsanjani is the best option. Other political experts believe there is a possibility that, in the absence of Rafsanjani’s candidacy, all three members of the 2+1 Coalition will register and run in the election, rather than choosing one unity candidate. Gholam-Ali Haddad-Adel, a member of the 2+1 Coalition, seemed to confirm this option, saying, “…it is yet not clear when exactly we will announce the result [on the designated unity candidate],” but "the announcement will not take place” before the Guardian Council has completed the candidate vetting process. On Thursday, the conservative Coalition of Five became the first coalition to announce a unity candidate: former First Deputy-Speaker of the Parliament Mohammad Hassan Aboutorabi-Fard. In an interview published on Thursday, Bahman Sharifzadeh, a Mashaei supporter, asserted that Mashaei would register on the last day of the registration period.

New Minister of Labor Approved; Head of Medical Association Blocked:
On Sunday, Parliament approved President Ahmadinejad’s Minister of Labor nominee, MP Asadollah Abbasi. On Wednesday, reports emerged that the writ of approval for Iran’s new Medical Association head was sent to the office of President for the third time, with Ahmadinejad again refusing to sign it. Ahmadinejad’s refusal to sign the approval may stem from his dissatisfaction with the vetting process and the denial of his favored candidates during the Medical Association elections in February.

Kahrizak Trial Continues:
On Tuesday, the seventh session of the Kahrizak trial was held behind closed doors. During the session, Director General of Tehran’s Prisons Sohrab Soleimani testified that the now-closed Kahrizak facility was not a legal detention center. One of the defendants, former Deputy Prosecutor Ali Akbar Heidarifar, argued that the Ministry of Justice’s failure to nullify the detainees’ imprisonment orders was tantamount to granting its approval for them.

Intelligence Ministry Releases Details of Government Scandal:
Earlier this week, Minister of Intelligence and presidential hopeful Mostafa Pour-Mohammadi released a report concerning a 450 million Euro scandal involving the government’s alleged construction contract in the free trade area of Kish. Reports indicate that construction proceeded without the appropriate auctioning procedures. The government has denied the allegations.

Controversial Figures Register as Presidential Candidates: Controversial figures Esfandiar Rahim Mashaei and Ali Akbar Hashemi Rafsanjani registered to appear on the ballot in the upcoming presidential election. Mashaei, a close ally of President Mahmoud Ahmadinejad, and Rafsanjani, moderate conservative former Iranian president and opponent of Ahmadinejad in the 2005 election, have both fallen out of favor with the conservative clerics in recent years. According to observers, Rafsanjani is particularly reviled among the hardliners due to his public support of the opposition group driving the protests following Ahmadinejad’s 2009 electoral victory. Both candidates are expected to draw some support from reformists and urban voters. A final list of approved candidates is expected within ten days.

As the Islamic Republic of Iran approaches its eleventh presidential election, the conflicting impulses that have shaped its 34-year life are once again manifest. The constitutional mandate to hold regular elections, whose competitiveness helps legitimize the Islamic Republic and deepen the allegiance of its citizens to the Islamic system, is again confronted with the need to place limitations on the contest in order to prevent the candidacies of those branded as “outsiders.”
The upcoming contest comes on the heels of two bruising presidential elections in 2005 and 2009: the former went to a second round, while the latter resulted in large protests and a subsequent crackdown by the security establishment. Ghosts of both cast long shadows on
the coming election, though for different reasons. The traditional conservative political establishment is fretting over the possible emergence of another relatively unknown and highly polarizing candidate “not up to the task” of managing the government and economy, as was the case in the 2005 election of Mahmoud Ahmadinejad. From this perspective, trouble lies in the possibility of continued economic ruin and international isolation through a combination of populist policies, managerial incompetence, and stridence.
Uncertainty regarding Iran’s fluid political environment remains. There exists potential for a large number of votes cast against a “preferred” candidate, even at the last minute. The working assumption is that the electoral environment and the field of candidates will be manipulated to assure that the establishment candidate is elected without tampering on election day. But an “engineered” election was also the plan in 2009, when a presumably washed up and uncharismatic former
Prime Minister, Mir Hossein Mousavi, was approved to run against Ahmadinejad, whose populist policies at least assured him support
in rural areas and smaller cities. The 85 percent participation rate registered in 2009, which was 22 percent greater than the participation rate in 2005, was unexpected—and grounds for public skepticism and post-election protests.

The data in Hezbollah’s possession allows the party to assume that a compromise is imminent between Russia, Iran and countries within the same circle of influence on the one hand, and the US and its allies on the other. This compromise should materialize during the summit to be held on June 1, between US President Barack Obama and Russian President Vladimir Putin. Each side seeks to play its trump card in the anticipated negotiations. However, according to Hezbollah’s sources, should one of the two camps believe it would be at a disadvantage, the summit may very well be postponed.
Nevertheless, until this major event takes place — if it does as scheduled — Lebanon is going through a sort of limbo, where no important decision has been made. It is in this spirit that Hezbollah has chosen to support the candidacy of Salam for the presidency of the new government, without giving up on all its requirements regarding the formation of the government. Moreover, Hezbollah also wanted to make a goodwill gesture, especially with regard to Saudi Arabia. The party considered that Saudi Arabia has already made the first step by choosing Salam, who is believed to be a moderate figure.

Moreover, the March 14 coalition could also give new instructions to the army so as to marginalize its role, with the aim of requiring the deployment of international forces (maybe the UNIFIL after changing its mandate) along the border with Syria. In the same vein, Lebanon’s foreign policy would become favorable to the Syrian opposition, as desired by the March 14 coalition which continues to criticize the current foreign minister, accusing him of being the ambassador of the Syrian regime.
This scenario may seem overstated, but Hezbollah prefers to think of the worst instead of being taken completely off guard.

Amid US threats to impose sanctions on his country, Pakistani President Asif Ali Zardari joined Iranian President Mahmoud Ahmadinejad in a ceremony breaking ground on construction of the Pakistani portion of a planned Iran-Pakistan pipeline on Monday.
With national elections due in May, Zardari and his ruling Pakistan Peoples’ Party (PPP) will seek to gain electoral advantage by using the pipeline to posture as being independent from Washington. Iran sees the project as a way to counter the crippling economic sanctions the US has imposed on it, based on unsubstantiated allegations that Iran is developing nuclear weapons.

Iran’s president Mahmoud Ahmadinejad and Pakistani president Asaf Ali Zardari on Monday inaugurated a gas pipeline that will supply Iranian ( he means Pakistan? ) cities with Iranian natural gas. The pipeline has been largely completed on the Iranian side, but Pakistan had problems getting the international financing to complete its leg, which will cost $1.5 billion. Iran is loaning Pakistan $500 million, and Pakistan is putting up the other billion from its own resources. They plan to complete the project by the end of 2014.

A picture of President Mahmoud Ahmadinejad embracing the mother of former Venezuelan President Hugo Chavez, who died last week from cancer, has been a major source of controversy among the Iranian media.
In the picture taken last week at Chavez’s funeral Ahamdinejad can be seen touching the hands of the grieving Elena Frias de Chavez, Chavez’s mother, under the watchful eye of his Deputy Hojat al Islam Mohammad Reza Mirtaj Aldini.
The picture immediately went viral on Facebook and Twitter. Most users either joked about his sincerity or wondered how religious circles would react back in Iran. Islamic law forbids the touching of unrelated men and women. The reaction from religious circles was swift.
Hojat al-Islam Hossein Ibrahimi, member of Society of Militant Clergy of Tehran, said that “in relation to what is allowed (halal) and what is forbidden (haram) we know that no unrelated women can be touched unless she is drowning at sea or needs (medical) treatment.” He warned the Guardian Council, which vets potential candidates in Iran’s elections, to investigate a candidate’s religious understanding “because someone who doesn’t know religion will make what is allowed forbidden and what is forbidden allowed.” Some still question the Guardian Council’s decision to approve the then unknown Ahmadinejad’s candidacy for the president in 2005.
Avec ce genre de sujet, je suis toujours dubitatif :
– est-ce réellement un gros scandale qui passionne les Iraniens d’Iran, ou bien un épiphénomène plus ou moins passé inaperçu en Iran, mais que montent en épingle certains médias étrangers ?
– et s’il y a réellement scandale, est-ce réellement une histoire de « haram », ou bien avant tout une instrumentalisation du religieux par des gens qui, surtout, sont des ennemis politiques d’Ahmadinejad et de Chavez ?
Moi aussi - je suis sûr, qu’en Iran la majorité des gens s’en fou totalement de ce genre d’information : l’instrumentation vient des différents cotés dedans et dehors du pais et le « scandale » arrive chez nous via leurs multiplicateurs qu’ils savent bien d’en utiliser.

Le principal dirigeant de l’opposition vénézuélienne, le gouverneur Henrique Capriles, a affirmé que l’investiture du vice-président Nicolas Maduro comme président par intérim jusqu’aux prochaines élections était « une fraude constitutionnelle ». La décision du Tribunal suprême de justice d’autoriser l’investiture de M. Maduro est « une fraude constitutionnelle (...) un abus », a déclaré M. Capriles lors d’une conférence de presse, rappelant que « personne n’a élu Nicolas (Maduro) président ». Le TSJ a jugé vendredi que M. Maduro était juridiquement fondé à prêter serment comme président par intérim et à se présenter à la prochaine présidentielle.
« Le peuple n’a pas voté pour toi, mon garçon », a lancé l’ancien candidat malheureux à la présidentielle du 7 octobre à l’adresse du dauphin du président Hugo Chavez, dont les funérailles se sont déroulées vendredi. « De quoi as-tu peur, Nicolas ? Nous sommes en compétition (...) tu as besoin d’utiliser le pouvoir de l’Etat pour aller à une élection ? », a-t-il encore demandé, en allusion à l’élection présidentielle anticipée que le pays devrait connaître dans un délai de 30 jours après la mort du président.

OK, la constitution dit explicitement que le vice-président « se charge » de la présidence de la république si le défaut absolu (la mort constituant un cas de défaut absolu, c’est le premier alinéa…) a lieu au cours des 4 premières années du mandat de 6 ans.

En fait, le problème éventuel (mais je n’ai pas été voir la déclaration de Capriles) vient de cet article

qui interdit à un candidat de rester à son poste de vice-président, ministre, gouverneur ou maire. On remarquera que la liste ne comprend pas le poste de président qui peut donc se présenter (une seule fois) à sa propre succession sans avoir à démissionner.
La question que pose —peut-être — Capriles est donc si cet article s’applique à un président par intérim .
Ce qui est frappant, surtout, c’est que l’opposition, obnubilée par l’illégitimité fondamentale du chavisme, dit vraiment n’importe quoi. Après avoir vociféré pendant 3 mois sur la vacance politique du pouvoir et appelé à des élections immédiates, elle râle parce que, constatant cette même vacance, il est procédé, conformément à la constitution au remplacement du président.
Quant au le peuple n’a pas voté pour toi , c’est quand même assez cocasse dans la bouche du candidat battu…
En fait, Capriles a tout compris,

D’après lui, il est vice-président chargé de la présidence et pas président et ce n’est pas à la Cour suprême (TSJ) de décider qui est le président, or, pour lui, la Cour a nommé le président ce qui constitue l’abus de pouvoir, puisque seul le peuple peut le faire.
Bon, le Monde, aidé de l’AFP, s’y met aussi. Avec encore une autre interprétation…
L’opposition parlementaire, en revanche, a largement boycotté l’événement, accusant le pouvoir de « fraude constitutionnelle ». Selon elle, l’intérim devrait être assumé par le président de l’Assemblée.

L’intérim par le président de l’Assemblée, c’est ce qui a lieu si le président n’entre pas en fonction. Mais, finalement, après diverses palinodies dont un appel en violation de la constitution à l’OEA (http://seenthis.net/messages/106372#message106389 ) l’opposition, la MUD et Capriles Radonski avait fini par accepter la décision du TSJ du 9 janvier.
Quant au boycott de la prise de fonction de Maduro, elle a donné lieu à d’intenses débats dans l’opposition, chacun y allant de son interprétation de la constitution. La MUD ( Mesa de la Unidad Democrática ), ça a vraiment l’air d’etre le bazar…
En primer lugar, [Henrique Capriles Radonski] aclaró que se aceptó el fallo del TSJ del 9 de enero que considera que la juramentación de Hugo Chávez no era necesaria y dio continuidad al Gobierno. Al aceptar eso, se aceptó que Nicolás Maduro, ante una falta absoluta, se convertiría en presidente encargado, como ocurrió ayer.

Los diputados de la MUD participaron en varios debates sobre la pertinencia de asistir a la juramentación de Nicolás Maduro como presidente encargado. En principio el acto se realizaría en la Academia Militar y los diputados acordaron no asistir, entre otras cosas porque debería realizarse en la Asamblea Nacional. Se decidió con el voto de la mayoría, pero muchos no estuvieron de acuerdo.
A las 4:25 de la tarde, el oficialismo anunció que la juramentación se haría en el Parlamento. Entonces los diputados se volvieron a reunir para tomar una decisión: unos acordaron asistir, como el caso de los parlamentarios de Copei, y otros mantuvieron su decisión de no ir.
Quienes fueron, opinan que la oposición no puede ceder espacios como en el retiro parlamentario de 2005. En un comunicado, Copei aclaró que asistió bajo protesta, en el entendido de que tienen una responsabilidad superior con Venezuela. “Copei recuerda a la nación y al sector oficialista que la soberanía popular se constituye también con la oposición y la disidencia”, expresó el partido. Indicó que los diputados asistieron para no abandonar “los espacios de deliberación”.
La justificación para no asistir fue expresada por el diputado Ángel Medina. El argumento más importante: el irrespeto a la carta magna, legitimado por la sentencia del TSJ del 9 de enero, que dio continuidad al gobierno de Hugo de Chávez y decidió que la juramentación ante la AN no era necesaria. Los diputados difieren y opinan que ya que Chávez no se juramentó y se produjo su falta absoluta, el presidente de la AN, Diosdado Cabello, debió asumir la Presidencia. Quienes apoyan esta tesis, como el diputado Andrés Velásquez, rechazan la juramentación de Maduro y consideran que asistir a la AN la hubiese legitimado.
El diputado Hiram Gaviria opinó lo contrario. Dijo que se debe acatar la sentencia del TSJ del 9 de enero, que dejaría a Maduro con la responsabilidad de encargarse de la Presidencia. “Según esa sentencia estamos en el comienzo de un nuevo mandato, situación que permite, constitucionalmente, que Maduro se encargue de la presidencia”, señaló.
On voit que ce que reprend LeMonde/AFP n’est que l’un des arguments du virulent débat interne exprimé par Ángel Medina.

Il représentera la France aux obsèques nationales de l’ancien président de la République bolivarienne du Venezuela, M. Hugo Rafael Chavez Frias.
Il transmettra à cette occasion un message d’amitié de la France aux autorités et au peuple vénézuéliens.

It came first as a surprise when Turkish Prime Minister Recep Tayyip Erdoğan announced a proposal for regional talks between Turkey, Iran and Egypt on resolving the Syrian crisis following his meeting with Iranian President Mahmoud Ahmadinejad in Baku October 2012. Hence it was no longer a surprise when Ahmadinejad said that the three countries are moving toward cooperation on Syria right after the trilateral meeting between the three leaders in Egypt during the 12th Summit of the Organization of Islamic Cooperation (OIC) early this month.
Iranian letter to Egypt’s Morsi draws fire from Islamist critics
In a letter to Morsi endorsed by 17 Iranian experts and academics, Iran’s Supreme Leader Ayatollah Ali Khamenei reportedly called on the Egyptian president to adopt Iran’s ’Guardianship of the Jurist’ political system.
The ’Guardianship of the Jurist’ system is a Shia-Muslim political theory that holds that Islam gives an Islamic jurist custodianship over the people. Shia Iran adopted the system following its 1979 Islamic Revolution.
The letter has triggered an angry reaction in Egypt, with several political figures deeming it “interference in the state’s internal affairs.”

Al Azhar’s independence is not entirely new, but its political positioning is nonetheless noteworthy. The university’s place in politics could become even more prominent in the new Egypt as internal changes within the institution, and the broader Egyptian-Muslim religious establishment, come to fruition.
On the level of ideas, there are a handful of main trends within Al Azhar’s alumni body.
The first can be described as the “Azhari approach”; this trend is the mainstream of Sunni Muslim thinking worldwide, and informs institutions like the Tabah Foundation in the UAE, the Qarawiyyin in Morocco and the Nahdlatul Ulama in Indonesia. It admits the existence of different approaches in scholastic theology, the main schools of Sunni jurisprudence and Sufism.
The second trend would be akin to the reformist trend of the early 20th century, the politicisation of which gave rise to yet a third trend: the Muslim Brotherhood.
And a fourth trend would be the purist Salafi trend, which emerges from Saudi Arabia.
For these and other reasons, Al Azhar is not only the key institution of religious education in Egypt, but home to the key personalities of the Egyptian Muslim religious establishment that have a profound effect on religion, and increasingly, politics.
The first of these key figures is the minister of religious endowments, the Awqaf, who is an Azhari graduate. He is also a Salafi; Talat Afifi was appointed by Mr Morsi last year.

So it seems that President Morsi’s administration does not really wish to upgrade its relations with Iran but only use them against the Gulf states. In addition, it will be difficult for the Egyptian administration to go further in its relations with Iran because of the price Egypt would have to pay. To expand its relations with Egypt, Iran is only paying an internal price: the various Iranian political wings must agree with each other on the nature of these relations. But Egypt’s price would be much higher. The Muslim Brotherhood would have to pay both an internal and an external price. One, their Salafist ally will hinder any rapprochement with Iran. Two, the alliance between Turkey and Qatar will also hinder a rapprochement. So Egyptian-Iranian relations will show limited improvement in the next phase. There will be neither estrangement nor a regional partnership. The latter is not realistic in light of the current balance of forces nor with the way Morsi is managing the Iranian file.

Although Ahmadinejad’s address at the General Assembly was analytical rather than inflammatory, media outlets continue to anticipate rhetorical aggression from Iran. The media focuses on the country’s alleged nuclear weapons program, while they ignore Iran’s leadership in the Non-Aligned Movement, a nuclear compromise and its potential role in the Syrian crisis. If media continue to defy Iran, they might not be able to keep up with important policy shifts.

Iranian President Mahmoud Ahmadinejad is to attend an extraordinary summit of Muslim leaders in the holy city of Mecca next week at the invitation of the Saudi king, an aide said on Monday.
Ahmadinejad will attend the summit “to discuss the development in Muslim countries,” Mohammad Reza Forqani, head of international affairs in the president’s office, told the official IRNA news agency.
Forqani said the two-day summit will start on August 14.
