Walid Joumblatt rencontre la chargée d’affaire américaine Michele Sison le 8 avril 2008, un mois exactement avant le « coup du 6 mai », durant lequel le gouvernement Saniora décide d’interdire le réseau de communication du Hezbollah et de demander l’inculpation des responsables de ce réseau (réplique le lendemain du Hezbollah, qui désarme les forces de Saad Hariri à Beyrouth et remet ses positions à l’armée libanaise).
Il y a énormément de choses dans ce câble.

8. (S) The second issue Jumblatt raised was Saad’s reported training of Sunni militias in Lebanon (allegedly 15,000 members in Beirut and more in Tripoli). In establishing his own “security agencies” in Beirut and Tripoli, Saad was being badly advised by “some people,” Jumblatt said, such as ISF General Ashraf Rifi. In his meeting with Jumblatt, Hassan admitted having knowledge that members of Saad’s Future Movement were being trained. Hassan reportedly opposed such training, but “people around Saad” (i.e., Rifi) were telling him to go ahead. (Note: The Jordanians have refused to train Internal Security Forces (ISF) members hand-picked and vetted by the Embassy to participate in a DA/ATA-funded Terrorism Crime Scene Investigation program, reportedly because they don’t want to be involved in training “Saad’s militia.” End note.) Jumblatt said Saad’s militia would cause significant damage to March 14, especially because Geagea’s Lebanese Forces and Suleiman Franjieh’s Marada were in line to train their own forces.
Voilà : Joumblatt lui-même, alors éminent membre fondateur du 14 Mars, s’inquiète de ce que Saad Hariri est en train de former une milice sunnite de 15.000 hommes, sur recommandation du chef des Forces de sécurité intérieure (Ashraf Rifi - le chef du renseignement des FSI, Wissam Hassan, s’y serait opposé).
La révélation est énorme. Nous avons tous entendu les rumeurs à ce sujet, et quand nous en avons fait état, c’était avec des pincettes et en étant immédiatement accusés de conspirationnisme.
On constate au passage que la chargée d’affaire américaine ne s’en émeut pas particulièrement, confirmant être déjà courant, suite au refus jordanien d’entraîner la « milice de Saad », même dans le cadre d’un programme financé par les américains.
Il y a d’autres points intéressants dans ce câble.
According to information he received from Internal Security Forces (ISF) Intelligence Director Wissam Hassan the previous evening, Wissam Eid, who worked for Hassan and was assassinated January 25, had discovered a year and a half ago a link between Abd al-Majid Qasim Ghamlush and a network of 17 other cell phone numbers. Former UNIIIC Commissioner Brammertz reportedly did not act upon this information.
Joumblatt explicite clairement que c’est le chef des FSI, Wissam Hassan, qui est à la source de cette information. La crédibilité de Wissam Hassan dans l’enquête Hariri a été sérieusement écornée il y a deux mois par la révélation, par New TV, d’un enregistrement audio, sur lequel il « coach », en compagnie de Saad Hariri et Gerhard Lehmann, le faux témoin Muhammad Zuhair al-Siddiq :

En passant, Joumblatt évoque des liens entre « Ramloush » et Imad Mougnieh. Or, selon des infos publiées par le Daily Star, la mise en cause de Ghamloush dans la série d’assassinats vient du chef des Forces de sécurité intérieure, Ashraf Rifi - celui qui aurait selon Joumblatt conseillé à Saad Hariri de constituer une milice sunnite de 15000 hommes :

In a 2006 meeting with US representatives in Beirut, Internal Security Forces (ISF) chief Ashraf Rifi said Abdel-Majid Ghamloush killed Kassir and Hawi before fleeing Lebanon to live in Syria under Syrian protection. Ghamloush was also accused of the attempted killing of ISF deputy intelligence chief Samir Shehadeh.
On peine à imaginer l’ampleur des dégâts que les invraisemblables magouilles du clan Hariri ont causé à la crédibilité de l’enquête internationale.
Le « réseau de fibre optique du Hezbollah » est ensuite abordé :
Jumblatt’s last agenda item was the recent report on Hizballah’s (illegal) fiber optics network in Lebanon. According to fellow Druze and Telecom Minister Marwan Hamadeh, under whose auspices the report had been prepared, the report had not yet officially been presented to PM Siniora, because the “security apparatus” was hesitating to make it official. Jumblatt said that LAF G-2 Intelligence Director George Khoury and ISF General Rifi were talking about coordinating the report with Hizballah security chief Wafiq Safa, who reportedly warned that any action taken against the network would be considered an “act of war.” Jumblatt provided Charge with a copy of the map indicating the location of the network.
On n’apprend pas grand chose de nouveau ici, ce point a été déjà largement couvert par la toute première série de câbles révélés par Al-Akhbar il y a quelques mois :
– importance du rôle de Joumblatt et Hamadé dans cette affaire ;
– carte révélant l’emplacement d’un réseau de communication vital pour la Résistance libanaise, livrée directement aux Américains.
Il y a une série de considérations peu intéressantes, pour arriver au dernier point, particulièrement savoureux.
Michele Sison demande comment le 14 Mars entend développer ses relations avec des « chiites indépendants ». Réponse franche : Saad a reçu de l’argent des séoudiens pour arroser à la fois les sunnites et les chiites, qu’il fait distribuer par deux députés du Courant du Futur, mais il n’est malheureusement pas possible d’« acheter » le soutien chiite.
The Charge, noting that some independent Shia were frustrated with their lack of access to March 14 leaders, especially Saad Hariri, asked what March 14 was doing to develop this relationship. Jumblatt said Saad had received money from the Saudis for cultivating both Sunnis and Shia, which he was distributing through Future MPs Okab Saqr and Bassem Saba’. He agreed with the Charge, however, that it was not possible to “buy” Shia support and that more effort was needed. He encouraged the Charge to talk directly to Saad about it or to Saudi Ambassador Khoja, and said he would do the same. Some Shia might prefer to deal directly with the Saudis, he explained. But they also need to have their own independent identity, he added.
