The first one is the minutes of a meeting between Qatari Prime Minister Hamad bin Jassim al-Thani and Egyptian President Mohamed Mursi that took place in September 2012, in which they discussed the situation in Syria.

In it, the Qatari prime minister talks of contacting Russia to convince it of abandoning Syrian President Bashar al-Assad, offering guarantees from the Free Syrian Army (FSA) that Moscow’s naval base can remain in Syria.

The document also reveals that what Qatar offered Egypt in terms of financial assistance after the revolution is little more than loans with interest in return for giving the Qataris incentives such as investing in Egypt’s steel industry.

The second document is the minutes of a meeting between Sheikh Hamad bin Jassim and Turkish Foreign Minister Ahmet Davutoğlu. The meeting took place in mid-March 2011 during the early stages of battle in Libya and the discussion revolves mainly about the situation on the ground there.

As for the third document, it also contains minutes of a meeting, this time between the Qatari Crown Prince Tamim bin Hamad al-Thani and foreign minister Davutoğlu.

In it, the foreign minister stresses the importance of not allowing Assad to complete his term in office, which ends in 2014, because he will use it to defeat the opposition.

Rebel determination to purge those who took the side of Gaddafi against the insurrection is actually the key to understanding NATO’s paradoxical behavior described above. NATO powers do not want the rebels to liberate Tripoli by their own means, as the London Economist stated bluntly (16 June):

“The hope among Western governments is that the rebels will not capture Tripoli after a headlong advance from the east, with the attendant risks of retribution being inflicted on Qaddafi loyalists en route. Rather, the preference is for the regime to implode from within and for the people of Tripoli to rise up to remove the colonel — an eventuality widely reckoned, in Western government circles, to be getting close.”

Tom Dale has commented on this NATO preference for an “implosion from within”:

“But why would the western powers prefer a coup by Gaddafi’s inner circle to victory by the rebel army? Such a coup would imply a negotiated settlement between the elements of the old regime still around Gaddafi, and the rebel leadership — which itself incorporates many ex-regime figures. Western governments want stability and influence, and they see the figures of the old regime, minus the Gaddafi family, as the best guarantors of that.”

Nearly 300 people are reported to have been killed in continuing violence in the capital and across the north African country as demonstrations enter their second week.

Navi Pillay, the UN high commissioner for human rights, has warned that the widespread attacks against civilians “amount to crimes against humanity”, and called for an international investigation in possible human rights violations.

Witnesses in Tripoli told Al Jazeera that fighter jets had bombed portions of the city in fresh attacks on Monday night. The bombing focused on ammunition depots and control centres around the capital.

Helicopter gunships were also used, they said, to fire on the streets in order to scare demonstrators away.

Several witnesses said that “mercenaries” were firing on civilians in the city, while pro-Gaddafi forces warned people not to leave their homes via loudspeakers mounted on cars.

Residents of the Tajura neighbourhood, east of Tripoli, said that dead bodies are still lying on the streets from earlier violence. At least 61 people were killed in the capital on Monday, witnesses told Al Jazeeera.
