  • Report: Russia behind disruptions in Ben Gurion GPS systems - Israel National News

    The Airports Authority announced yesterday that for three weeks pilots trying to land at Ben-Gurion Airport have been encountering mysterious disruptions in the aircraft’s navigation system.

    Galei Tzahal revealed that senior officials involved in the affair estimate that the reason for these disruptions is a hostile attack by Russia. It was also revealed that as part of the attempts to resolve the issue, a senior Israeli defense official is currently in Europe, where he met with American officials to discuss, among other things, the issue of the disruptions.

    The Airports Authority stated in connection with the disruptions: “As a result of the disturbances, some of the entry procedures for landing have been modified, via the safest and most professional medium at airports around the world (the ILS system) and in Israel, in particular. Ben Gurion Airport supervisors constantly carry out full escort of the aircraft taking off and landing, and at no stage was there a safety incident related to GPS interference in connection with the accuracy of navigation and flight routes.”

    It also noted that “From the first day that the disturbance appeared, officials in Israel have been working to solve the problem and find the source of the problem.”

    The IDF said: “This is an incident in the civilian arena, which the IDF is assisting with technological means, in order to allow freedom of action in the airspace of the State of Israel. At this point in time, this incident does not affect the IDF’s activity. The IDF is constantly working to preserve freedom of action and optimal operations across the spectrum.”

    The USS John S. McCain was initially named for the late senator’s father and grandfather, who were both Navy admirals. In 2018, the Navy added Senator McCain to the official namesake of the guided missile destroyer.

    Trump wrote on Twitter: “I was not informed about anything having to do with the Navy Ship USS John S. McCain during my recent visit to Japan.” The White House declined to comment.

    The Wall Street Journal, which first reported the news, said the White House wanted the U.S. Navy to move the ship “out of sight.” It cited an email between U.S. military officials.

    The email to Navy and Air Force officials had a number of directives, including: “USS John McCain needs to be out of sight,” and asking officials to “please confirm” that directive “will be satisfied.

    The newspaper said a tarpaulin was hung over the ship’s name ahead of Trump’s trip and sailors were directed to remove coverings from the destroyer that bore its name.

    It also said sailors assigned to the ship, who generally wear caps bearing its name, were given the day off during Trump’s visit to the nearby USS Wasp. However, the U.S. official said sailors on the ship were given the day off because of Memorial Day.

      Shot down. When U.S. Navy Vice Adm. Phillip Sawyer received a request from the White House to obscure the USS John McCain during President Donald Trump’s recent visit to Japan, his answer was crystal clear: No way.

      A senior U.S. defense official told FP on Sunday that Sawyer, commander of the U.S. Navy’s Seventh Fleet, was the person who ultimately squashed the request, which sparked a global furor and threatened to overshadow Acting Secretary of Defense Patrick Shanahan’s first major speech on the international stage.

      Not an ‘unreasonable’ request. The directive, which was acknowledged by the Navy on Saturday, seems to have come from lower-level aides trying to avert an uncomfortable scenario—an effort that White House Chief of Staff Mick Mulvaney called not “unreasonable.” The president has made no secret of his dislike for Sen. John McCain, who emerged as one of his strongest Republican critics during his 2016 campaign.

      But it raises questions about the politicization of the military, an organization that is traditionally apolitical. Trump has drawn the military into the debate over his long-promised wall on the border with Mexico, clashed with Gold Star families, and frequently used military events to deliver politicized speeches.     A thorough report by Amnesty International is harshly critical of Israel’s policies on arms exports. According to the report written in Hebrew by the organization’s Israeli branch, Israeli companies continue to export weapons to countries that systematically violate human rights. Israeli-made weapons are also found in the hands of armies and organizations committing war crimes. The report points to eight such countries that have received arms from Israel in recent years.

    Often these weapons reach their destination after a series of transactions, thereby skirting international monitoring and the rules of Israel itself. Amnesty calls on the government, the Knesset and the Defense Ministry to more tightly monitor arms exports and enforce transparency guidelines adopted by other Western countries that engage in large-scale weapons exports.

    In the report, Amnesty notes that the supervision of the arms trade is “a global, not a local issue. The desire and need for better monitoring of global arms sales derives from tragic historical events such as genocide, bloody civil wars and the violent repression of citizens by their governments …. There is a new realization that selling arms to governments and armies that employ violence only fuels violent conflicts and leads to their escalation. Hence, international agreements have been reached with the aim of preventing leaks of military equipment to dictatorial or repressive regimes.”

    The 2014 Arms Trade Treaty established standards for trade in conventional weapons. Israel signed the treaty but the cabinet never ratified it. According to Amnesty, Israel has never acted in the spirit of this treaty, neither by legislation nor its policies.

    “There are functioning models of correct and moral-based monitoring of weapons exports, including the management of public and transparent reporting mechanisms that do not endanger a state’s security or foreign relations,” Amnesty says. “Such models were established by large arms exporters such as members of the European Union and the United States. There is no justification for the fact that Israel continues to belong to a dishonorable club of exporters such as China and Russia.”

    In 2007, the Knesset passed a law regulating the monitoring of weapons exports. The law authorizes the Defense Ministry to oversee such exports, manage their registration and decide on the granting of export licenses. The law defines defense-related exports very broadly, including equipment for information-gathering, and forbids trade in such items without a license.

    The law does not include a clause limiting exports when there is a high probability that these items will be used in violation of international or humanitarian laws. But the law does prohibit “commerce with foreign agencies that are not in compliance with UN Security Council resolutions that prohibit or limit a transfer of such weapons or missiles to such recipients.”

    According to Amnesty, “the absence of monitoring and transparency have for decades let Israel supply equipment and defense-related knowledge to questionable states and dictatorial or unstable regimes that have been shunned by the international community.”

    The report quotes a 2007 article by Brig. Gen. (res.) Uzi Eilam. “A thick layer of fog has always shrouded the export of military equipment. Destinations considered pariah states by the international community, such as Chile in the days of Pinochet or South Africa during the apartheid years, were on Israel’s list of trade partners,” Eilam wrote.

    “The shroud of secrecy helped avoid pressure by the international community, but also prevented any transparency regarding decisions to sell arms to problematic countries, leaving the judgment and decision in the hands of a small number of people, mainly in the defense establishment.”

    The report presents concrete evidence on Israel’s exports over the last two decades, with arms going to eight countries accused by international institutions of serious human rights violations: South Sudan, Myanmar, the Philippines, Cameroon, Azerbaijan, Sri Lanka, Mexico and the United Arab Emirates. In some of these cases, Israel denied that it exported arms to these countries at specifically mentioned times. In other case it refused to give details.
    Israeli security-related exports

    In its report, Amnesty relies on the research of other human rights groups, on documentation published in the media in those eight countries, and on information gathered by attorney Eitay Mack, who in recent years has battled to expose Israel’s arms deals with shady regimes. Amnesty cross-checks descriptions of exported weapons with human rights violations and war crimes by those countries. In its report, Amnesty says that some of these countries were under sanctions and a weapons-sales embargo, but Israel continued selling them arms.

    According to the organization, “the law on monitoring in its current format is insufficient and has not managed to halt the export of weapons to Sri Lanka, which massacred many of its own citizens; to South Sudan, where the regime and army committed ethnic cleansing and aggravated crimes against humanity such as the mass rape of hundreds of women, men and girls; to Myanmar, where the army committed genocide and the chief of staff, who carried out the arms deal with Israel, is accused of these massacres and other crimes against humanity; and to the Philippines, where the regime and police executed 15,000 civilians without any charges or trials.”

    Amnesty says that this part of the report “is not based on any report by the Defense Ministry relating to military equipment exports, for the simple reason that the ministry refuses to release any information. The total lack of transparency by Israel regarding weapons exports prevents any public discussion of the topic and limits any research or public action intended to improve oversight.”

    One example is the presence of Israeli-made Galil Ace rifles in the South Sudanese army. “With no documentation of sales, one cannot know when they were sold, by which company, how many, and so on,” the report says.

    “All we can say with certainty is that the South Sudanese army currently has Israeli Galil rifles, at a time when there is an international arms embargo on South Sudan, imposed by the UN Security Council, due to ethnic cleansing, as well as crimes against humanity, using rape as a method of war, and due to war crimes the army is perpetrating against the country’s citizens.”

    According to Amnesty, the defense export control agency at the Defense Ministry approved the licenses awarded Israeli companies for selling weapons to these countries, even though it knew about the bad human rights situation there. It did this despite the risk that Israeli exports would be used to violate human rights and despite the embargo on arms sales imposed on some of these countries by the United States and the European Union, as well as other sanctions that were imposed by these countries or the United Nations.

    In response to letters written to the export control agency, its head, Rachel Chen, said: “We can’t divulge whether we’re exporting to one of these countries, but we carefully examine the state of human rights in each country before approving export licenses for selling them weapons.” According to Amnesty, this claim is false, as shown by the example of the eight countries mentioned in the report.

    Amnesty recommends steps for improving the monitoring of defense exports. It says Israel lags American legislation by 20 years, and European legislation by 10 years. “The lack of transparency has further negative implications, such as hiding information from the public,” Amnesty says.

    “The concept by which the Defense Ministry operates is that it is not in the public interest to know which countries buy weapons here, how much and under what conditions. This is an erroneous conception that stems from the wish to conceal, using the well-worn cloak of ‘issues of state security and foreign relations’ as an excuse,” it adds.

    “The veil of secrecy makes it hard to obtain data. In our humble opinion, the information we have gathered and presented in this report is the tip of the iceberg. Most of the evidence is based on official reports issued by the recipient states, such as the Facebook page of the chief of staff in Myanmar, or the site of the Philippine government’s spokesman.”

    The authors say attempts to maintain secrecy in an era of social media and global media coverage are absurd and doomed to fail.

    “Let the reasonable reader ask himself if the powers that sell weapons are concerned about harm to state security resulting from making the information accessible, or whether this is just an excuse, with the veil of secrecy protecting the interests of certain agencies in Israel.”

    Amnesty says Israel ranks eighth among the exporters of heavy weapons around the world. Between 2014 and 2018, Israel’s defense exports comprised 3.1 percent of global sales. Compared with the previous four years, this was a 60 percent increase. The three largest customers of heavy weapons sold by Israel are India, Azerbaijan and Vietnam.

    But the report says defense industries are not the largest or most lucrative contributors to Israeli exports. According to the Defense Ministry, defense exports comprise 10 percent of Israel’s industrial exports. “Defense-related companies in Israel export to 130 countries around the world,” the report says. “Of these, only a minority are countries designated by the UN and the international community as violators of human rights.”

    These are mostly poor countries and the scope of defense exports to them is small compared to the rest of Israel’s exports. According to Amnesty, banning exports to the eight countries would not sting Israel’s defense contractors or their profits, and would certainly not have a public impact. “There is no justification – economic, diplomatic, security-related or strategic – to export weapons to these countries,” the report says.

    Amnesty believes that “the situation is correctable. Israel’s government and the Defense Ministry must increase their monitoring and transparency, similar to what the vast majority of large weapons exporters around the world do except for Russia and China.”

    According to Amnesty, this should be done by amending the law regulating these exports, adding two main clauses. The first would prohibit the awarding of licenses to export to a country with a risk of serious human rights violations, based on international humanitarian law.

    The second would set up a committee to examine the human rights situation in any target state. The committee would include people from outside the defense establishment and the Foreign Ministry such as academics and human rights activists, as is customary in other countries.

    “Monitoring must not only be done, it must be seen, and the Israeli public has every right to know what is done in its name and with its resources, which belong to everyone,” the report says.

    A policy of obscurity

    A senior defense official who read the Amnesty report told Haaretz that many of its claims have been discussed in recent years in petitions to the High Court of Justice. The justices have heard petitions relating to South Sudan, Cameroon and Mexico. However, in all cases, the court accepted the state’s position that deliberations would be held with only one side present – the state, and that its rulings would remain classified.

    Monitoring of exports has substantially increased since the law was passed, the official said. The authority endowed to the Defense Ministry by this law, including imposing economic sanctions, prohibition of exports and taking legal action against companies, are more far-reaching than in other countries.

    “The process of obtaining an export license in Israel is lengthy, difficult and imposes onerous regulations on exporters," he added. “When there is evidence of human rights violations in a country buying arms from Israel, we treat this with utmost seriousness in our considerations. The fact is that enlightened states respect the laws we have and are interested in the ways we conduct our monitoring.”

    He admitted that Israel does adopt a policy of obscurity with regard to its arms deals. “We don’t share information on whether or to which country we’ve sold arms,” he said. “We’ve provided all the information to the High Court. The plaintiffs do receive fixed laconic responses, but there are diplomatic and security-related circumstances that justify this.”

    “Other countries can be more transparent but we’re in a different place,” he argued. "We don’t dismiss out of hand discussion of these issues. The questions are legitimate but the decisions and polices are made after all the relevant considerations are taken into account.”

    The intense pace of events in recent months – rounds of violence along the Gaza border, Israel’s election, renewed tension between the U.S. and Iran – have left little time to deal with other issues that make the headlines less frequently.

    Israel is currently in the throes of an unprecedented constitutional and political crisis, the outcome of which will seriously impact its standing as a law-abiding state. If Prime Minister Benjamin Netanyahu succeeds in his plan to halt all legal proceedings against him, legislating an immunity law and restricting the jurisdiction of the High Court, all other issues would pale in comparison.

    There is some logic to the claim that Israel cannot be holier than thou when it comes to arms sales in the global market, and yet, the Amnesty report depicts a horrific image, backed by reliable data, but also makes suggestions for improvement that seem reasonable.

    Numerous reports over the last year show that the problem is not restricted to the sale of light weapons, but might be exacerbated by the spread of cyberwarfare tools developed by Israel and what dark regimes can do with these. Even if it happens through a twisted chain of sub-contractors, the state can’t play innocent. Therefore, it’s worthwhile listening to Amnesty’s criticism and suggestions for improvement.

    The “working assumption” in the Israeli security establishment, Eldar writes, “Is that faced with an internal crisis, Hamas is exploiting the plight of Gaza residents to enter into conflict with Israel. Nevertheless, even with tensions in the south rising, softer voices are also emerging from Hamas.”

    Those “softer voices” include remarks by Salah al-Bardawil, a member of Hamas’ political bureau, on March 20, who said that his organization “is ready to engage in a dialogue with the US administration to achieve the aspirations of the Palestinian people in obtaining their rights, establishing a Palestinian state and lifting the siege on Gaza,” as Ahmad Abu Amer reports.

    “Al-Monitor contacted several Hamas officials, but they all refused to comment on this issue," Abu Amer adds. “They noted that Bardawil’s statements reflect the movement’s official position, but they also stressed that they were neither contacted by the US administration for dialogue nor invited to attend the donor conference held at the White House mid-March. On the contrary, Hamas criticized the conference, which it described as a US attempt to absolve Israel of Gaza’s humanitarian and economic problems caused by the Israeli blockade imposed on Gaza since 2007.”

    The ships collided while the U.S. warship was heading to Singapore for a routine port call, the Navy said in a statement.

Le John McCain est abordé à babord (à l’arrière de sa seconde cheminée), vraisemblablement à l’endroit où s’achève la dernière ligne droite de la trajectoire) alors que le pétrolier vient de l’est et se dirige vers le terminal pétrolier (dans l’axe de cette ligne droite). Difficile à imaginer si le John McCain entrait au port ; normalement, il présentait son flanc tribord…

      Au vu des photos, et de l’enfoncement des tôles, il semblerait que le pétrolier venait de l’arrière.

      The details of how the collisions occurred remain unkown, But incidents such as those with the McCain and Fitzgerald incidents are troubling, said Jan van Tol, a retired commander of three war ships who now serves as an analyst with the Center for Strategic and Budgetary Assessments.

      Navy destroyers are remarkably nimble and responsive, including rapid acceleration ability, thus should certainly be able to get out of the way of almost anything approaching ‘too close,’” van Tol said in an email.

      Such close quarters situations should NEVER be allowed to develop without various watchstanders and watchteams being well aware that they are developing,” he said.

      It is unknown whether McCain had suffered any kind of casualty to its engineering or steering systems ahead of the collision that would have contributed to the disaster.

      The collision was the fourth significant safety incident of 2017 involving a U.S. 7th Fleet ship. In January, the cruiser Antietam ran aground in Tokyo Bay and in May, the cruiser Lake Champlain collided with a Korean fishing boat in the Sea of Japan.

      pour gCaptain, l’abattée à gauche est le résultat de la collision, ce qui parait tout à fait crédible et explique bien la forme de l’enfoncement sur l’arrière de l’ouverture. Le McCain devait filer vite pour dévier à ce point la trajectore.
      Du coup, on peut élaborer un scénario où le McCain coupe, pour des raisons qu’il reste à préciser, le rail « conformément aux règles internationales » : perpendiculairement et le plus vite possible. Et dans ce cas, il est responsable à 100%…

      The oil tanker involved in a collision with the USS John S. McCain destroyer in busy Southeast Asian waters had four deficiencies including navigation safety violations in its last port inspection.

      An official database for ports in Asia shows the Alnic MC was inspected in the Chinese port of Dongying on July 29 and had one document deficiency, one fire safety deficiency and two safety of navigation problems.

      The database doesn’t go into details and the problems were apparently not serious enough for the Liberian-flagged and Greek-owned vessel to be detained by the port authority.

      The chief of Malaysia’s Maritime Enforcement Agency says the collision between an oil tanker and the USS John S. McCain guided missile destroyer early Monday occurred at the start of a designated sea lane for ships sailing into the Singapore Strait, one of the world’s busiest shipping lanes.

      Zulkifli Abu Bakar said the incident occurred 4.5 nautical miles (8.3 kilometers) from Malaysia’s coast. He said a Malaysian warship was in the area monitoring the cleanup of an oil spill from an unrelated collision of two merchant ships and was contacted by the McCain.

      Both Malaysia and Singapore say the accident happened in their waters, likely reflecting a dispute about ownership of some rocky outcrops in the area.

      It happened in Malaysian territorial waters, specifically in Teluk Ramunia waters,” Zulkifli said. “For this moment, we shouldn’t argue about whose waters. Most important thing is we focus on the search and rescue.

Par un arrêt du 23 mai 2008, la Cour a attribué Pedra Blanca à Singapour, les Middle Rocks à la Malaisie, et South Ledge à l’État dans les eaux territoriales duquel il se trouve (la Cour n’ayant pas reçu mandat des parties pour délimiter leurs eaux territoriales respectives).

      What caused the accident?
      The warship suffered a steering failure as the warship was beginning its approach into the Strait of Malacca, causing it to collide with a commercial tanker Monday, a US Navy official told CNN.
      The official said it was unclear why the crew couldn’t utilize the ship’s backup steering systems to maintain control of ship.
      Earlier, another US Navy official told CNN there were indications the destroyer experienced a loss of steering right before the collision, but steering had been regained after the collision.

      L’amiral n’a pas exclu que la collision ait pu être provoquée par un facteur extérieur ou une cyberattaque. Cet accident n’est pas le premier (voir encadré) et intrigue certains spécialistes de la Défense.

      « Il y a quelque chose de plus que la simple erreur humaine car sinon cela impliquerait énormément de gens », avance par exemple Jeff Stutzman interrogé par le site McClatchyDC.

      Pour cet ancien spécialiste de la guerre de l’information et de la marine, qui travaille désormais chez Wapack Labs, une société de sécurité informatique, tout bâtiment qui s’avance dans le détroit de Singapour aura sur le pont une équipe complète de vigiles et d’opérateurs radars.

      De son côté, interrogé par le site « International Business Times », Todd Humphreys, un professeur à l’Université du Texas et spécialiste en systèmes de navigation par satellite, va plus loin dans la suspicion.

      Pour lui, cet accident semble « statistiquement très suspect ». Et il n’hésite pas à faire un parallèle avec un incident intervenu en juin en Mer noire et au cours duquel des signaux GPS auraient été trafiqués via, selon lui, « un signal qui provenait du continent russe ».

      La piste russe n’est cependant pas la seule à être soulevée. Interrogé par le site australien news.com, Itay Glick, un autre expert de cybersécurité qui a travaillé pour les services de renseignements israéliens, avance que si la Russie a les capacités d’effectuer une telle attaque, la Chine l’a également.

      « Je ne crois pas aux coïncidences », explique-t-il encore en rappelant que « l’erreur humaine » est toujours une solution de facilité pour expliquer un accident.

      À « l’expert » dont les pontifications concluent l’article, on fera remarquer que la Navy a viré tout l’état-major de l’USS Fitzgerald et on rappellera aux Échos que l’amiral Richardson met en avant une deuxième hypothèse « matérielle ».

      Certains font remarquer que les nombreuses gesticulations de la Navy dans un contexte où le nombre de bâtiments baisse pourraient avoir aboutir à une fatigue des équipements et des équipages…

      While stating the collision was an example of the U.S. military’s decline and that Chinese society’s “applause” was tantamount to the nation’s feelings toward the U.S. encroaching on its territory, the opinion piece also claimed that the U.S. is not trying to avoid such collisions.

      U.S. warships are constantly involved in accidents around the South China Sea,” the op-ed, which is often considered direct thoughts from the Chinese government, read. “On the one hand, the U.S. Navy has behaved arrogantly in the Asia-Pacific region. It lacks respect for huge merchant ships and fails to take evasive action in time, thus resulting in serious accidents.

      While the U.S. Navy is becoming a dangerous obstacle in Asian waters, China has been making joint efforts with the members of the Association of Southeast Asian Nations to draw up a Code of Conduct for the South China Sea and it has boosted navigational safety by constructing five lighthouses on its islands,” the China Daily said.

      Navigating a ship in a shipping channel is a manual operation. It comes down to watch attention and awareness. It’s a training procedure issue and a watch qualification issue,” he said.

      He added that even if the steering had been compromised it would be possible for the McCain to outrun the tanker, and that some degree of directionality would be possible by changing the speed of the port and starboard propellers.

      The “traffic situation” in the shipping channel at that time should be the focus of investigation, Ridzwan Rahmat, a senior defense and security analyst at Jane’s suggests.

      The signs were that the merchant ship was in compliance and the damage on the USS John S. McCain suggests that it wasn’t in compliance” of traffic rules at the time, he said.

      Sur l’incompétence des commentateurs, je remarque qu’aucun n’a fait la remarque que le navire de guerre coupe la route d’un bâtiment de commerce dans un rail…

      L’hypothèse d’une cyberattaque relève du délire. Mais peut-être que les hackers russes ou chinois dont déjà capables aujourd’hui de liquéfier les cervelles d’une équipe de quart en passerelle, après tout de quoi ne sont-ils pas capables ?

      Si le GPS est tombé en rade ou a été piraté, on dispose d’autres moyens de navigation, mille sabords, notamment en vue de terre. Bon sang, l’abordage a eu lieu à 5 miles du principal phare de la région et à 10 miles de la côte ! Si la passerelle a besoin du GPS pour naviguer, il y a lieu de s’interroger sur les compétences requises pour être officier de quart dans l’US Navy.

      Mais, de fait, on en est bien là : couper la route d’un navire dans le rail (je sais je me répète, mais ça ne passe pas !…)

      The bridge of each Navy destroyer is controlled by a round-the-clock shift of young officers, who must pass written and oral exams to qualify for the positions.       Most ships use a traditional “five and dime” watch rotation, in which sailors serve five hours of watch, then have 10 hours off, he said. But during those 10 hours, sailors often have daytime duties.

      The rotation can lead to a watch officer pulling a 20-hour day every three days, Mr. Cordle said, adding that even designated sleep time can be interrupted by drills or refueling operations that can keep sailors up for days at a time. A recent Government Accountability Office report said sailors were on duty up to 108 hours each week.

      I averaged 3 hours of sleep a night,” someone described as a Japan-based Navy officer wrote on Reddit last week. “I have personally gone without sleep for so long that I have seen and heard things that weren’t there. I’ve witnessed accidents that could have been avoided because the person was so tired they had no right to be operating heavy machinery.

      Navy tests of sailors on the five-and-dime schedule found lack of sleep led to blunted decision-making and reflexes that were roughly the same as those of sailors who had downed several beers.

      The Naval Postgraduate School has developed a shorter watch schedule to match circadian rhythms, which uses three hours of watch duty and nine hours off. Recognizing the benefits, submarines were ordered to move to a similar schedule in 2015.

      Mr. Cordle said adopting the schedule could result in greater safety. But the Navy has left scheduling up to individual captains, and three quarters of ships still use the five and dime.

This is a similar response to past mishaps, but this time the Navy must include true root cause analysis . Analysis after mishaps invariably uncovers human error and training deficiencies as causal factors. Some people get fired and others retrained. The Navy has begun to dig deeper with the CNO’s mandate for a fleet-wide investigation last week. I predict some of the findings of root causes will include the Navy’s approach to training and career development, surface warfare officer (SWO) culture, and high operational tempo (OpTempo) driving mission over people. 

      When a junior officer (JO) reports to a warship, he or she immediately has three jobs: standing watch under instruction, running a division, and earning qualifications (first as an officer of the deck and then as a SWO). Once qualified to be a watchstander, a JO is on the watch bill and expected to train the next batch of JOs. Depending on the number of qualified watchstanders on board, the watch rotation varies: “port and starboard” (6 hours on watch and 6 hours off); “five and dime” (5 hours on and 10 hours off watch, rotating); three or four section “chow to chow” rotating (based around mealtimes); “3 on/9 off” or “4 on/8 off” with two watches per day that do not change for a given underway. The “off” time is when a JO can accomplish day work, run the division, and work on qualifications—along with a little sleep and maybe squeeze in a run on the treadmill.

      The U.S. Navy appears to be the only maritime organization in the world that does not have dedicated watchstanders and separate dedicated professional tracks for deck and engineering.

      Another root cause likely will be the alertness level of those watchstanders. Watch rotations vary greatly in the fleet, partly because of the variability in the number of qualified watchstanders and partly because of SWO culture. Many COs will direct the watches be run the way he or she experienced as a JO. The vast majority of Navy ships still use rotating watches, which is completely against human circadian rhythms. With rotating watches, everyone sleeps when they are off watch because they are in a constant state of exhaustion. Myriad sleep deprivation studies have proven that lack of sleep is cumulative. You can’t “catch up” on sleep, and decision-making is impaired just like being under the influence of alcohol or drugs. Yet the Navy has not addressed watch rotations to maximize crew rest. Instead, it perpetuates a culture where lack of sleep is a rite of passage, and the main risk assessment tool does not account for crew rest.

      The Singapore Transport Safety Investigation Bureau (TSIB) launched a marine safety investigation following the collision of the USS John S McCain and Liberian-flagged oil tanker Alnic MC on Aug 21. 

      A TSIB spokesperson said on Thursday (Aug 31) that the investigation was launched immediately after the collision, and the probe was being conducted in accordance with the International Maritime Organization’s Casualty Investigation Code in Singapore’s capacity as a coastal state.

      The US Coast Guard, on behalf of the US National Transportation Safety Board, and the Liberian Maritime Administration are participating in Singapore’s safety investigation as Substantially Interested States,” the spokesperson said. 

      To date, investigators have interviewed the crew members of the Alnic, while TSIB has been coordinating with the US Coast Guard to gather relevant information on the US guided-missile destroyer, including statements of account from its crew. 

      TISB has also obtained shipboard data from the Alnic and other ships in the vicinity at the time of the collision to support the Singapore-led safety investigation, the spokesperson said.

      The Navy said Tuesday it intends to issue a task order on an existing contract, for the salvage patching and transport via heavy lift of USS John S McCain (DDG 56) from Changi Naval Base in Singapore to the U.S. Navy’s Ship Repair Facility-Japan Regional Maintenance Center in Yokosuka, Japan. The Navy did not specify which existing contract it was referring to.

    A South Korean fishing vessel collided with the USS Lake Champlain (CG 57) while the guided-missile cruiser was conducting routine operations in international waters, the U.S. Navy said Tuesday.

    In a statement, the Navy said the 60 to 70-foot-long fishing vessel collided with Lake Champlain’s port side amidship at approximately 11:50 a.m. local time on Tuesday, May 9, 2017. The statement said the incident occurred in waters east of the Korean Peninsula. 

    No injuries were reported in the collision and both ships were able to navigate under their own power.

    Damage assessments of both the Ticonderoga-class guided missile cruiser and the fishing vessel are underway.

    USNI News, citing a defense official, reported that the fishing vessel lacked functioning radio or GPS and did not heed audio warnings in the lead-up to the collision. The report added that the collision occurred in limited visibility. 

    Lake Champlain is part of the Carl Vinson Strike Group, including the Nimitz-class aircraft carrier USS Carl Vinson, the guided missile destroyers USS Wayne E. Meyer and USS Michael Murphy, and guided missile cruiser USS Lake Champlain, which is currently on a Western-Pacific Deployment.

      Officials Saturday night were uncertain about what exactly happened, if there were multiple incoming missiles or if there was a malfunction with the radar detection system on the destroyer.
      We are aware of the reports and we are assessing the situation. All of our ships and crews are safe and unharmed,” one US defense official told CNN.
      The USS Nitze and the USS Ponce were sailing nearby.
      There are initial unconfirmed reports of missiles possibly being fired from positions both ashore on Yemen and by small spotter boats operated by Houthi rebels.
      The incident was revealed Saturday by Chief of Naval Operations John Richardson during a ship christening in Baltimore.
      Earlier Saturday night, a second US defense official said there were multiple incoming surface-to-surface missiles detected by the Mason.
      In reaction, the Mason fired multiple missiles using onboard countermeasures, the two officials said.

    The military only shares the number of full-time troops deployed, known as the “force management level” or FML.

    That figure is currently about 3,825 in Iraq and 300 in Syria, but the number of troops on the ground, including temporary deployments, is much higher.

    There are an additional 800 to 900 U.S. troops and defense personnel temporarily deployed to Iraq, a figure that a defense official says “tends to run around.”

    It’s unclear how many temporary troops are in Syria.

    A Central Command spokesman acknowledged to The Hill that some troops that temporarily deploy aren’t counted. In some cases, that’s included senior officials on “personnel visits.”

    The issue has become a sticking point, with critics pressing the Pentagon for more transparency.

    Some worry that officials are hiding the deepening U.S. involvement in the fight against the Islamic State in Iraq and Syria.

    The pressure for the Pentagon to release the actual troop numbers comes as the administration faces questions from both parties about the strategy to fight ISIS and with no signs Congress is close to a deal on a war authorization.

    More than 50 intelligence analysts working out of the U.S. military’s Central Command have formally complained that their reports on ISIS and al Qaeda’s branch in Syria were being inappropriately altered by senior officials, The Daily Beast has learned.

    The complaints spurred the Pentagon’s inspector general to open an investigation into the alleged manipulation of intelligence. The fact that so many people complained suggests there are deep-rooted, systemic problems in how the U.S. military command charged with the war against the self-proclaimed Islamic State assesses intelligence.

    “The cancer was within the senior level of the intelligence command,” one defense official said.

    Two senior analysts at CENTCOM signed a written complaint sent to the Defense Department inspector general in July alleging that the reports, some of which were briefed to President Obama, portrayed the terror groups as weaker than the analysts believe they are. The reports were changed by CENTCOM higher-ups to adhere to the administration’s public line that the U.S. is winning the battle against ISIS and al Nusra, al Qaeda’s branch in Syria, the analysts claim.

    A top Israeli defense official was forced to step down last week, according to Maariv Sunday, after the United States expressed fury at Israel’s decision to sell military equipment to China.

    Meir Shalit, the Department Head for Defense Exports at the Defense Ministry, announced his resignation last week. While Shalit did not announce the reasons behind his resignation, the report claims that he voluntary resigned after US official investigations last month over the transfer revealed that the move took place with his approval. Shalit apologized to the US in a visit late last week.

    The conflict, according to the daily, stems from different interpretations of the military weapon support contract between the US and Israel.

    Israel explained to US officials that sensitive components of the equipment had been removed before the transfer and were being held in Europe.

    However, the US insisted that the fact that equipment eventually made its way to China at all presents a security risk to the Middle East.

    The US is concerned that the advanced technology could trickle from China to Iran, according to the report. Iran tried to buy equipment from China at least once to boost its nuclear weapons production, according to a report published earlier this year.

    The specific technology in question includes a miniature refrigeration system manufactured by Ricor, which is used for missiles and in electro-optic equipment.

    The US and Israel have clashed over weapons and air force transfers before. Between 2000-2003, the US forced Israel to cancel sale of the Phalcon airborne radar system to China, at a steep price of over $300 million in compensation fees.

    China and Israel have strengthened their political and economic ties considerably over the past year.

    Chinese Foreign Minister Wang Yi visited Jerusalem last week to discuss the economic possibilities, several months after both Prime Minister Binyamin Netanyahu and Economics Minister Naftali Bennett made successful trips to the Far Eastern country.
