    More than three days on, little information has been provided on where the ships were when they were attacked, what sort of weapon was used, and who did it.

    Navigational data indicated at least some of the ships may have been within nine nautical miles of the shore, well within UAE territorial sea. Saudi Arabia’s energy minister has said at least one of them was further out, in the UAE’s exclusive economic zone where international law largely applies.

    Reuters and other journalists taken on a tour off the Fujairah coast saw a hole at the waterline in the hull of a Norwegian ship, with the metal torn inwards. A Saudi tanker they viewed showed no sign of major damage.

    Maritime security sources told Reuters that images suggest the damage was likely caused by limpet mines attached close to the waterline with less than 4 kg of explosives. One source said the level of coordination and use of mines were likely to rule out militant groups such as al Qaeda.

    It’s not those guys seeking publicity, it’s someone who wants to make a point without necessarily pointing in any given direction,” said Jeremy Binnie, Middle East and Africa editor for Jane’s Defence Weekly. “It’s below the threshold (for war).

    Jean-Marc Rickli, head of global risk and resilience at the Geneva Centre for Security Policy, said the attacks could be a message that Iran has means to disrupt traffic.

    Saudi state oil company Aramco said output and exports were not disrupted by the attack on the pumping stations, but it temporarily shut the East-West pipeline to evaluate its condition.

    Both attacks targeted alternative routes for oil to bypass Hormuz. Fujairah port is a terminal of the crude pipeline from Abu Dhabi’s Habshan oilfields. The Saudi East-West line takes crude from eastern fields to Yanbu port, north of Bab al-Mandeb.

    We need to do a thorough investigation to understand what happened, why it happened, and then come up with reasonable responses short of war,” Ambassador John Abizaid told reporters in the Saudi capital Riyadh in remarks published on Tuesday.

    Newspapers in the UAE, which are heavily controlled by the government, ran editorials urging caution in responding to the attack, which risks undermining the Gulf Arab state’s image as a regional bastion of stability and security.

    While further details are yet to emerge about this worrying incident, cool heads must prevail, and proper measures should be taken to ensure that this situation does not spin out of control,” wrote the editorial board of Abu Dhabi-based The National.

    Construction of the offshore part of the TurkStream pipeline that will carry Russian gas across the Black Sea to Turkey has been completed, Russian gas producer Gazprom said on Monday.

    TurkStream is part of Moscow’s efforts to bypass Ukraine as a gas transit route to Europe, which imports around a third of its gas needs from Gazprom.

    Projects of this kind and this project in particular are not directed against the interests of anyone. Projects of this kind are purely creative,” Russian President Vladimir Putin said as he and Turkish President Tayyip Erdogan attended an official ceremony in Istanbul.

    Work will now focus onshore and is on track to be completed by the end of 2019, he said.

    Gazprom is building the TurkStream in two lines, each with a capacity of 15.75 billion cubic metres of gas per year. The first will supply Turkey and the second southern Europe.

    Turkey is almost completely reliant on imports to meet its energy needs. A crippling currency crisis which has seen the lira plummet has increased costs, prompting energy companies to hike consumer prices.

    Turkey’s state pipeline operator Botas will build the 69-km section of TurkStream which will carry natural gas from the coast to its distribution centre in Luleburgaz in northwestern Turkey, Energy Minister Fatih Donmez told private broadcaster NTV, adding he expected this to be completed in 2019.

    A 145-km section of pipeline from the distribution centre to the border will be constructed by Botas and Gazprom, he said.

    Top oil exporter Saudi Arabia said on Thursday it was “temporarily halting” all oil shipments through the strategic Red Sea shipping lane of #Bab_al-Mandeb after an attack on two big oil tankers by Yemen’s Iran-aligned Houthi movement.

    Saudi Energy Minister Khalid al-Falih said in a statement sent by his ministry that the Houthis had attacked two Saudi Very Large Crude Carriers (VLCCs) in the Red Sea on Wednesday morning, one of which sustained minimal damage.

    Saudi Arabia is temporarily halting all oil shipments through Bab al-Mandeb Strait immediately until the situation becomes clearer and the maritime transit through Bab al-Mandeb is safe,” the statement said.

      The Saudi oil tanker was subjected to slight damage due to the attack by the Houthi militia,” the statement said. “Thankfully the attack failed due to immediate intervention of the coalition’s fleet.

    As Russia’s President Vladimir Putin oversees the official start of a $27 billion liquefied natural gas plant in the snow-covered tundra of northern Siberia, his mind may wander to its biggest competitor more than 3,000 miles away in Qatar.

    While the two regions may have vastly different climates, Putin is determined to make Russia’s Arctic competitive in the fuel that turned Qatar into the richest nation per capita. On Friday, he witnessed the loading of the first icebreaking tanker from the Yamal LNG plant, built on time despite the harsh climate and in defiance of U.S. sanctions targeting its biggest shareholder.

    Operator Novatek PJSC earlier this week announced the start of production at Yamal LNG, in which Total SA, China National Petroleum Corp. and China’s Silk Road Fund also hold stakes. The operator of the world’s coldest LNG plant has been under U.S. sanctions imposed three years ago as Russia’s relations with the U.S. soured.

    This is for sure a complicated project,” Putin said at a ceremony attended by the project partners and the energy minister of Saudi Arabia. “But those who started this project took a risk, and the risk was justified, and they succeeded.

    “It’s the other side that is interested in keeping the ties quiet. With us, usually, there is no problem, but we respect the other side’s wish, when ties are developing, whether it’s with Saudi Arabia or with other Arab countries or other Muslim countries, and there is much more ...       ANKARA: Turkey’s energy watchdog EPDK imposed a two-month cap of 500 liras per megawatt hour on electricity prices on Friday after prices rose to their highest level in years.

      Turkey’s daily natural gas consumption has risen to record highs since December, largely due to colder-than-usual weather triggering higher power consumption.

      The day-ahead electricity price at Turkey’s energy exchange (EPIAS) rose to 586 lira ($162) per megawatt hour last month with hourly prices as high as 1,900 lira, data from the exchange showed. Such levels were the highest in years, traders said.

      In a decision announced in the Official Gazette on Friday, Turkey’s EPDK said a 500 liras ($138.06) per megawatt hour cap would be imposed on electricity prices from January 6 to March 1, 2017.

      “With this decision, the EPDK is attempting to protect the consumer, supplier and producer from prices rising and falling unpredictably, and reduce the effects of seasonal weather conditions on energy prices,” the EPDK said in a statement.

      Day-ahead power price in EPIAS on Friday stood at 176.03 lira per MWh, data on its website showed.

      Traders have criticised poor supply planning and lack of coordination by the state energy authorities.

      State pipeline operator Botas has cut 75 percent of supplies to gas-fired power plants and advised industrial firms to cut non-critical output.

      In addition to mounting demand triggered by persistent cold weather, Turkey decided not to set its clocks back as usual this winter which led to a rise in electricity consumption rather than the planned energy savings.

    Istanbul could face a serious electricity shortage over the next couple of years unless necessary investments are made, Energy Minister Berat Albayrak told journalists flying with him from Beijing to Ankara after a meeting of G-20 energy ministers.

    “If required investments to renew the outmoded infrastructure are not made immediately, Istanbul will face serious power cuts in the next three to five years. We have been carrying large amounts of electricity from Anatolia and the Black Sea region to Istanbul, which poses a big risk,” Albayrak said, daily Milliyet reported on July 4.

    He added that the Marmara region, where Istanbul is located, consumes a third of Turkey’s total electricity use.
    The government will open new tenders in the upcoming period to gradually increase the use of local coal reserves in Turkey’s electricity production, Albayrak said.

    “Some claim that Turkey is turning to coal reserves at a time when the world is turning to renewables. But it should be remembered that the share of the use of coal reserves in Turkey is just 13 percent, which is much lower than the world average of 35-40 percent,” he added.

    The energy minister said the aim was to make new coal-fired power plants reach capacities of more than 4,000 megawatts (MW).

    The government had recently stated that 85 percent of Turkey’s electricity infrastructure will be modernized over the next five years, with an investment of around 18 billion Turkish Liras.

    Greece produces little oil and almost no gas, while Iran is a member of OPEC and holds gas reserves that BP Plc ranks as the world’s largest. The countries agreed in January for Iran to supply crude to Hellenic Petroleum SA and buy oil products from the refiner. That deal, possibly Iran’s first such agreement with a European company since the lifting of sanctions, opens the road to cooperation in the gas market too, Skourletis said in an interview in Athens. 
    What’s sure is that Iran wants to start selling its natural gas in liquefied form using ships and is interested in Greece,” he said. The Revythousa re-gasification terminal near Athens is one potential entry point for Iranian gas, and a planned facility at Alexandroupolis in the north of the country is another.     Mainland Russia has started supplying electricity to Crimea after the first power bridge to the peninsula was completed across the Kerch Strait. Crimea has had a partial blackout since November 22, after power lines in Ukraine were sabotaged.
    The energy bridge will deliver 200 MW of electricity a day from the Krasnodar region in mainland Russia starting from Thursday. Another 200 MW will be delivered by a second power cable expected to be connected by December 20.

    This will cover 80-90 percent of Crimea’s energy needs, according to Russian Energy Minister Aleksandr Novak. He says another 400 MW energy bridge will be constructed by May 2016.

    According to Novak, Crimean authorities will have to decide how to allocate the 200 MW between consumers. Eastern Crimea will be the first to receive electricity from Russia, mainly the cities of Kerch and Feodosia as well as 180 other settlements.

    In the next two weeks the Health Minister (Alexander Kvitashvili), Energy Minister (Volodymyr Demchyshyn) and Education Minister (Serhiy Kvit) will be dismissed, Ukraine’s Prime Minister Arseniy Yatsenyuk said in an interview with Politico.

    In addition, the Prime Minister announced the introduction of a Deputy Prime Minister for European Integration, Politico reports.

    It’s too early to say who [will come into office], this could shatter the coalition,” he explained. “We are in talks with the president. But the quicker we announce the better.

    There have been mistakes,” Yatsenyuk admitted to Politico. “But I will correct these mistakes with new folks sitting in the cabinet.

    It should be noted that Health Minister Alexander Kvitashvili, submitted his resignation letter in early July, but the parliament did not approve his move.

    Turkish Energy Minister Ali Rıza Alaboyun said plans have been made for Turkey’s third nuclear plant and Chinese, Japanese firms and U.S. companies have shown interest in an exclusive interview with the Anadolu Agency Editors’ Desk on Oct. 14.

    “A third nuclear power plant is planned to be built in the northern area of İğneada [Kırklareli province]. We have been in talks with several companies. Chinese companies and U.S.-based Westinghouse have shown interest so far. We signed a memorandum of understanding. Japanese companies are also interested in the project,” he said.

    The region in Kırklareli where the plant is planned to be built is famous for its floodplain forests.

    Turkey’s first power plant project was undertaken by Russia’s Rosatom in the southern province of Akkuyu and Turkey’s second planned nuclear plant, to be constructed in the northern province of Sinop, was awarded to a Japanese-French consortium in May 2013.

    Alaboyun also said Turkey has no energy issues with Russia amid rows over Syria.

    An explosion has hit the Baku-Tbilisi-Kars-Erzurum gas pipeline in eastern Turkey, a provincial governor has told Anadolu Agency.

    Günay Özdemir, the governor of northeastern Kars province, said the blast happened in the early hours of Aug. 4 at a section of the pipeline located in the Sarıkamış district. Gas flow was cut in nearby Yağbasan village for safety reasons.

    “An investigation is underway into the explosion and the necessary measures have been taken,” Özdemir said, as quoted by the agency.

    Energy Minister Taner Yıldız said in written statement the gas flow through the pipeline had been stopped after sabotage by the outlawed Kurdistan Workers’ Party (PKK) in the very early hours of Aug. 4, as reported by Reuters.

    An anonymous source told Reuters the blast occurred on the Posof side of the pipeline, which is owned by Turkish state-run gas grid Botaş, and had damaged the pipeline.

    “There has not been any gas flow through the pipeline so we’ll [not] see any negative effect about meeting the demand,” a source told Reuters.

    Energy and Natural Resources Minister Taner Yıldız’s implication in a meeting that pro-Kurdish Peoples’ Democratic Party (HDP) voters will change their minds about the party if they are left without electricity for three days has drawn widespread criticism in the media.

    The minister was answering questions from members of the press after attending a meeting on Monday where the Turkish National Committee of the World Energy Council (WEC) report on energy sources and energy consumption was presented.

    Referring to the “strategic voters” of the HDP, Yıldız had said: “Our citizens realize that the actions of the HDP have been changing in the last two months. Whether there’s an early election or not, I believe the majority of the HDP’s strategic votes will disappear. I expect that when the voters are left without electricity for three days, they will begin to evaluate the situation properly.”

    The strategic voters of the HDP are composed mostly of liberals and leftists who supported the HDP in the recent general election not because of its political views but to prevent the Justice and Development Party (AK Party) from winning the majority in Parliament, which was accomplished when the HDP passed the election threshold.

    HDP voters perceived Yıldız’s statement to be a threat to leave them without electricity for three days so that they would vote for the AK Party if no coalition government is formed and an early election is held. Many Twitter users reacted to the minister’s statement, with one saying he will consider Yıldız responsible for any future power blackouts that take place in Turkey

    Russia and Greece are to sign a memorandum of cooperation on the construction of a new pipeline in the Turkish Stream project which will deliver Russian gas to Europe via Greece, according to the Greek energy minister.

    The memorandum is expected to be signed in the next few days, Greek Energy Minister Panagiotis Lafazanis said in an interview with the Sputnik news agency, adding that the pipeline would be not only a route between Greece and Russia but would as well be very important for Europe.

    “The visit of the government delegation, the meeting of Tsipras and Putin open the way for the pipeline which will begin at the border with Turkey and end at the border with Macedonia in the direction of Central Europe. This pipeline is extremely important for energy security and cooperation in Europe," Lafazanis said.

    The minister said that Athens expected to "receive significant financial dividends for the pipeline’s operations,” and that the pipeline will bring “extremely important profits to Greece, first of all, cheaper gas.” Currently Russian gas covers 66 percent of Greece’s energy needs.

    Price raise is good for Turkish market

    Turkish Energy Minister Taner Yıldız asked for a discount on the price of gas Turkey buys from Russia during talks with Medvedev last week. Meanwhile, the Turkish government said it will raise both electricity and gas prices by 9 percent this year.

    “The latest 9 percent raise in gas prices is a positive move for the Turkish market, I believe. The Turkish state is regulating gas prices, and the regulated prices are very low when we have a look at how much Turkey pays to import gas from Iran and other countries. This shows that free market dynamics are not working properly. With a raise in prices, BOTAŞ, the Turkish Energy Ministry and the private sector may reach a reasonable price basis.
