    Laura had always assumed that depression was caused by a precisely defined chemical imbalance, which her medications were designed to recalibrate. She began reading about the history of psychiatry and realized that this theory, promoted heavily by pharmaceutical companies, is not clearly supported by evidence. Genetics plays a role in mental disorder, as do environmental influences, but the drugs do not have the specificity to target the causes of an illness. Wayne Goodman, a former chair of the F.D.A.’s Psychopharmacologic Drugs Advisory Committee, has called the idea that pills fix chemical imbalances a “useful metaphor” that he would never use with his patients. Ronald Pies, a former editor of Psychiatric Times, has said, “My impression is that most psychiatrists who use this expression”—that the pills fix chemical imbalances—“feel uncomfortable and a little embarrassed when they do so. It’s kind of a bumper-sticker phrase that saves time.”

    Dorian Deshauer, a psychiatrist and historian at the University of Toronto, has written that the chemical-imbalance theory, popularized in the eighties and nineties, “created the perception that the long term, even life-long use of psychiatric drugs made sense as a logical step.” But psychiatric drugs are brought to market in clinical trials that typically last less than twelve weeks. Few studies follow patients who take the medications for more than a year. Allen Frances, an emeritus professor of psychiatry at Duke, who chaired the task force for the fourth edition of the DSM, in 1994, told me that the field has neglected questions about how to take patients off drugs—a practice known as “de-prescribing.” He said that “de-prescribing requires a great deal more skill, time, commitment, and knowledge of the patient than prescribing does.” He emphasizes what he called a “cruel paradox: there’s a large population on the severe end of the spectrum who really need the medicine” and either don’t have access to treatment or avoid it because it is stigmatized in their community. At the same time, many others are “being overprescribed and then stay on the medications for years.” There are almost no studies on how or when to go off psychiatric medications, a situation that has created what he calls a “national public-health experiment.”

    Roland Kuhn, a Swiss psychiatrist credited with discovering one of the first antidepressants, imipramine, in 1956, later warned that many doctors would be incapable of using antidepressants properly, “because they largely or entirely neglect the patient’s own experiences.” The drugs could only work, he wrote, if a doctor is “fully aware of the fact that he is not dealing with a self-contained, rigid object, but with an individual who is involved in constant movement and change.”

    A decade after the invention of antidepressants, randomized clinical studies emerged as the most trusted form of medical knowledge, supplanting the authority of individual case studies. By necessity, clinical studies cannot capture fluctuations in mood that may be meaningful to the patient but do not fit into the study’s categories. This methodology has led to a far more reliable body of evidence, but it also subtly changed our conception of mental health, which has become synonymous with the absence of symptoms, rather than with a return to a patient’s baseline of functioning, her mood or personality before and between episodes of illness.

    Antidepressants are now taken by roughly one in eight adults and adolescents in the U.S., and a quarter of them have been doing so for more than ten years. Industry money often determines the questions posed by pharmacological studies, and research about stopping drugs has never been a priority.

    Barbiturates, a class of sedatives that helped hundreds of thousands of people to feel calmer, were among the first popular psychiatric drugs. Although leading medical journals asserted that barbiturate addiction was rare, within a few years it was evident that people withdrawing from barbiturates could become more anxious than they were before they began taking the drugs. (They could also hallucinate, have convulsions, and even die.)

    Valium and other benzodiazepines were introduced in the early sixties, as a safer option. By the seventies, one in ten Americans was taking Valium. The chief of clinical pharmacology at Massachusetts General Hospital declared, in 1976, “I have never seen a case of benzodiazepine dependence” and described it as “an astonishingly unusual event.” Later, though, the F.D.A. acknowledged that people can become dependent on benzodiazepines, experiencing intense agitation when they stop taking them.

    In the fifth edition of the DSM, published in 2013, the editors added an entry for “antidepressant discontinuation syndrome”—a condition also mentioned on drug labels—but the description is vague and speculative, noting that “longitudinal studies are lacking” and that little is known about the course of the syndrome. “Symptoms appear to abate over time,” the manual explains, while noting that “some individuals may prefer to resume medication indefinitely.”

    Audrey Bahrick, a psychologist at the University of Iowa Counseling Service, who has published papers on the way that S.S.R.I.s affect sexuality, told me that, a decade ago, after someone close to her lost sexual function on S.S.R.I.s, “I became pretty obsessive about researching the issue, but the actual qualitative experience of patients was never documented. There was this assumption that the symptoms would resolve once you stop the medication. I just kept thinking, Where is the data? Where is the data?” In her role as a counsellor, Bahrick sees hundreds of college students each year, many of whom have been taking S.S.R.I.s since adolescence. She told me, “I seem to have the expectation that young people would be quite distressed about the sexual side effects, but my observation clinically is that these young people don’t yet know what sexuality really means, or why it is such a driving force.”

  • Tunisia: Privacy Threatened by ‘Homosexuality’ Arrests

    Tunisian authorities are confiscating and searching the phones of men they suspect of being gay and pressuring them to take anal tests and to confess to homosexual activity, Human Rights Watch said today. Prosecutors then use information collected in this fashion to prosecute them for homosexual acts between consenting partners, under the country’s harsh sodomy laws.

    “The Tunisian authorities have no business meddling in people’s private sexual practices, brutalizing and humiliating them under the guise of enforcing discriminatory laws,” said Amna Guellali, Tunisia director at Human Rights Watch. “Tunisia should abolish its antiquated anti-sodomy laws and respect everyone’s right to privacy.”

    Human Rights Watch spoke with six men prosecuted in 2017 and 2018 under article 230 of the penal code, which punishes consensual same-sex conduct with up to three years in prison. One person interviewed was only 17 years old the first time he was arrested. Human Rights Watch also reviewed the judicial files in these cases and five others that resulted in prosecutions under either article 230 or article 226, which criminalizes “harming public morals.” In addition to violating privacy rights, these cases included allegations of mistreatment in police custody, forced confessions, and denial of access to legal counsel.

    Police arrested some of these men after disputes arose between them or after neighbors reported them. Two had gone to the police to report being raped.

    Some of the men spent months in prison. At least three have left Tunisia and applied for asylum in European countries.

    K.S., a 32-year-old engineer, entered a police station in Monastir in June 2018 to file a complaint of gang rape, and to get an order for a medical examination of his injuries. Instead of treating him as a victim, he said, the police ordered an anal test to determine whether K.S. was “used to practicing sodomy.” “How they treated me was insane,” K.S. told Human Rights Watch. “How is it their business to intrude into my intimate parts and check whether I am ‘used to sodomy’?”

    In another case, a 17-year-old was arrested three times on sodomy charges and was forced to undergo an anal examination, as well as months of conversion therapy at a juvenile detention center. Both harmful practices are discredited.

    Tunisian prosecutors have relied extensively in recent years on forced anal examinations to seek “evidence” of sodomy, even though the exams are highly unreliable and constitute cruel, degrading, and inhuman treatment that can rise to the level of torture.

    On September 21, 2017, during the Universal Periodic Review at the United Nations Human Rights Council, Tunisia formally accepted a recommendation to end forced anal exams. However, Tunisia’s delegation stated: “Medical examinations will be conducted based on the consent of the person and in the presence of a medical expert.” This stance is not credible because trial courts can presume that a refusal to undergo the exam signals guilt, Human Rights Watch said. Tunisia should abandon anal exams altogether.

    Prosecutions for consensual sex in private and between adults violate the rights to privacy and nondiscrimination guaranteed by the International Covenant on Civil and Political Rights, to which Tunisia is a party. The United Nations Human Rights Committee, which monitors compliance with the covenant, has stated that sexual orientation is a status protected against discrimination. The UN Working Group on Arbitrary Detention has found that arrests for same-sex conduct between consenting adults are, by definition, arbitrary.

    Tunisia’s 2014 constitution, in article 24, obliges the government to protect the rights to privacy and the inviolability of the home. Article 21 provides that “All citizens, male and female, have equal rights and duties, and are equal before the law without any discrimination.” Article 23 prohibits “mental and physical torture.”

    The Code of Criminal Procedure prohibits house searches and seizure of objects that could serve a criminal investigation without a judicial warrant, except in cases of flagrante delicto, that is when catching someone in the act.

    Article 1 of Law No. 63 on the protection of personal data stipulates that “every person is entitled to the protection of their personal data and privacy of information, viewed as a fundamental right guaranteed by the constitution. This data can only be used with transparency, loyalty and respect for the dignity of the person whose data is subject of treatment.” However, neither Law No. 63 nor any other domestic law regulates the conditions for seizing private data during a police investigation or its use.

    On June 12, the Commission on Individual Freedoms and Equality, appointed by President Beji Caid Essebsi, proposed, among other actions, to decriminalize homosexuality and to end anal testing in criminal investigations into homosexuality. It also proposed criminalizing the unlawful “interception, opening, recording, spreading, saving and deleting” of an electronic message.

    On October 11, 13 members of the Tunisian Parliament introduced draft legislation for a code on individual freedoms. It incorporated several proposals from the presidential commission including abolition of article 230.

    Parliament should move quickly on this draft legislation and abolish article 230, Human Rights Watch said. It should enact a law that effectively protects people’s privacy, through regulating the seizure and use of private data during criminal investigations, with consequences if such a law is violated.

    The Justice Ministry should meanwhile direct public prosecutors to abandon prosecutions under article 230. The Interior Ministry should investigate reports of the ill-treatment of people arrested based on their gender identity or sexual orientation.

    Human Rights Watch conducted face to face interviews with men in Tunisia and phone interviews with men who fled to European countries. Pseudonyms have been used to protect their privacy.

    Shams and Damj, local LGBT rights groups, provided assistance.

    Accounts by Men Prosecuted

    K.S., 32, engineer

    K.S. used to work for an international company in Tunis. He said that on June 8, he went to spend the weekend in at a friend’s house in Monastir, a coastal city. He had earlier chatted with a man from Monastir on Grindr, a social network application for gays. They made a date and they met that day in a café. The man invited K.S. to his house, but once there, the man became aggressive and showed K.S. a police badge. Two other men arrived, and they started insulting him, calling him “sick.” “One said, ‘You people of Loth [a demeaning term derived from the Biblical and Quranic story of Lot], you deserve to be killed, you are like microbes.’”

    They punched and slapped him on the face, he said. Then the man who had invited him said, “We will show you what sodomy is like.” The men then forced him to take off his clothes and bend over. Two of them held K.S. by the arms while the third inserted a baton in his anus. “It was unbearable, I felt that I will faint,” K.S. said. They finally let him leave.

    I was shivering and bleeding [when I reached my friend’s house]. The next day, I went to Fattouma Bourguiba hospital in Monastir. I just wanted to get medical treatment and to check that I did not have internal hemorrhaging.

    But, he said, the doctor refused to examine him without a police order:

    I went to the Skanes district police station in Monastir, to try to get the requisition order. I did not want to tell the police the full story, so I just said that three men had raped me. The policeman who was typing my statement left the room at some point, and that’s when I saw on the screen that he was instructing the doctor at Fatouma Bourguiba hospital to examine whether I am ‘used to practicing sodomy.’ I felt the blood freeze in my body.

    Human Rights Watch reviewed the June 9 police requisition order, in which the chief instructs the doctor to examine whether K.S. was “used to practicing sodomy” and whether he was victim of anal rape.

    K.S. said that, when the policeman returned to the office, K.S. asked if he could leave. The policeman replied: “And go where? You can’t leave before we check what kind of stuff you do.” The policeman called for a patrol car to drive K.S. to the hospital.

    The doctor told me that he has a requisition order to perform an anal test. “We want to check whether this is a habit,” he said. I was terrified. I told him that I didn’t want to do the test. But he insisted that he had to perform it. He told me to remove my pants and assume a prayer position [on hand and knees] on top of the medical bed. He put on gloves and started to examine me with his fingers. As soon as he did, I felt sick and told him I wanted to go to the toilet. I wanted to stop this humiliation. He let me go. I managed to avoid the policemen who were waiting for me in the corridor and left the hospital. Once in the parking lot, I started running until I felt safe, and then went to my friend’s house.

    K.S. said he took a flight on June 13 to Belgium, where he has filed a request for asylum.

    K. B., 41, documentary filmmaker

    K.B. spent 13 months in pretrial detention on accusation of sodomy and unlawful detention. He is married and the father of an 8-year-old girl. He told Human Rights Watch that on March 3, 2017, at around 9 p.m., he went to downtown Tunis for drinks. While he was sitting in a bar, S.Z., a young man, approached him. They chatted for a while, then K.B. invited him to his place. He said that, after having sex, he went to the kitchen to prepare some food. When he came back to the living room, he caught the man stealing money from his wallet. K.B. tried to force him out of his apartment, but the man locked himself in a bedroom, went to the balcony, and screamed for help. Policemen arrived, arrested them, and took them to the Aouina district police station.

    Police treated me with contempt. The first question the interrogator asked was whether I had sex with S.Z. I denied it categorically and told him we only had drinks together. But he said that S.Z. had confessed. The interrogator asked me: “Aren’t you ashamed of yourself?”
    K.B. said the police at the station confiscated his phone and looked at his social media history and his photo archives. They switched the phone off and did not allow him to call his family or a lawyer. They presented him with a statement to sign, but he refused. At 4 a.m., they transferred both men to Bouchoucha detention center. Later that morning, the police took the men to the Tunis first instance court, where a prosecutor ordered them to undergo an anal test. The police took them to Charles Nicole hospital, K.B. said, where he refused the test. “The idea of them intruding into my intimacy and into my body was so humiliating to me.”

    He was returned to detention and after a few weeks decided to undergo the test in the hope that negative results would prove his innocence. He said he informed the investigative judge during a hearing and the judge issued a requisition. Police officers took him again to Charles Nicole Hospital.

    It was the worst thing that ever happened to me. The doctor asked me to strip and get on the examination table. He asked me to bend over. There was one policeman in the room and one medical assistant, watching. The doctor put one finger into my anus and moved it around. I was so ashamed. It was very dehumanizing.

    K.B. said that even though the test result was negative, the investigative judge indicted him for sodomy. The order referring the case to trial said that the time elapsed between the alleged act and the test prevented the court from ruling out that K.B. was “used to the practice of sodomy.”

    In May 2018, 13 months after the court placed K.B. in pretrial detention, it acquitted and freed him.

    In the indictment, the investigative judge wrote that S.Z. had confessed to the police to “committing the crime of sodomy in exchange for money” and that he admitted that he “approached and dated men he met via Facebook.” The judge quotes the police report, which describes in crude terms the sexual intercourse between K.B. and S.Z. The judge also states that K.B has denied the accusation of sodomy, and instead stated that he and S.Z. were only having drinks at his place and did not have sex.

    The investigative judge notes that S.Z. later retracted his confession and says that he gave instructions for the forensic doctor in the Charles Nicole Hospital to administer an anal test to determine whether K.B “bore signs of the practice of homosexual activity” recently or whether he “practices sodomy in a habitual way.”

    The judge’s indictment of K. B. was based on S.Z.’s confession to the police, later repudiated, from “the circumstances of the case, which show that the two men had no other reason to go to K. B.’s house” and K. B.’s refusal to take the anal test. The judge wrote: “given that the test was performed 20 days after the reported incident, the forensic doctor was not able to find signs of anal penetration because those signs disappear five days after the act.”

    “Free” (nickname), 32, hairdresser

    Free said that on the night of April 5, 2018, he went with a female friend from Sousse to Monastir for drinks and to meet his boyfriend. When they arrived at around 9 p.m., he said, a police patrol stopped them and asked for their papers, then told the woman to accompany them to the station for further identity checks. Free waited outside the station.

    While waiting, Free received an angry message from his boyfriend asking him why he was late. Free explained where he was and snapped a photo of the station as proof. A police officer saw him and confiscated Free’s telephone, saying he had endangered state security. The officer took him to an interrogation room, where another officer handcuffed him to a chair. An officer searched the phone and finding nude photos of Free, then searched his social media activity and read the conversations he had with men on gay dating apps and his chats with his boyfriend on Facebook Messenger, some of them sexually explicit.

    Free said that the police officer turned to him and said, “I hate you, you sodomites. You will have to pay for your depravity.” Other police officers in the room insulted Free, he said. The officer interrogated him about his sexual activity, wrote a report, and told him to sign it. When Free refused, a policeman slapped him in the face and said, “Ah, now you are trying to be a man. Just sign here, you scum.” Free signed the report without reading it.

    At no point during the interrogation did the police advise Free of his right to speak to a lawyer. At around midnight, they moved him into a cell, where he spent the night. The following day, he was taken before a prosecutor, who charged him with sodomy but decided to release him provisionally pending trial. On June 6, he appeared before the first instance court in Monastir. The presiding judge closed the courtroom to the public.

    The first question he asked me was whether I am used to the practice of sodomy. I told him I was not. He asked the question again, then asked, “Then why did you confess?” I answered, “Because the police forced me to.” The judge asked, “But if you are not a sodomite, why do you dress like this, why do you look like one of them?”

    He said the judge adjourned the trial to June 14, when he convicted Free and sentenced him to a four-months sentence with probation, based on his phone conversations and his forced confession. Free has appealed.

    M. R., 26, paramedic

    M.R. worked in a hospital in Tebourba, a city 40 kilometers west of Tunis. He fled to France and applied for asylum after being charged under article 230 and granted pretrial release.

    M.R. said he had always hidden his sexual orientation because of severe social stigma. In November 2017, he chatted with a man on Facebook. The man, called A.F., sent him photos, and they decided to meet. When they did, M.R. realized that the photos were fake and told A.F. that he would not have sex with him. A few days later, on November 28, A.F. banged on his door at around 4 a.m. Fearing scandal, M.R. opened the door to find A.F. drunk and wielding a knife. A.F. slapped him on the face, ordered him to remove his clothes, and raped him, he said, threatening to cut his throat. After a few hours, A.F. told M.R. to buy A.F. cigarettes. M.R. went to the Tebourba police station and filed a rape complaint.

    When I told the police officers about the rape, they asked me how I knew the man and how we met. I dodged the questions, but they insisted. I told them that I am gay, and their behavior changed instantly. The station chief said: “Ah, so you were the one who initiated this, you are an accomplice to the crime, there is no rape here – you deserve this.” Then, he handed me a requisition order and told me to go get an anal test the following day at Charles Nicole Hospital.

    The police interrogated M.R., then accompanied him to his apartment, where they arrested A.F. The police told M.R. to undergo the anal examination, then report to the First Instance Court in Manouba. M.R. consulted the nongovernmental association Shams, which defends sexual minorities, and decided to skip the anal test. When he reported to the court, the investigative judge treated him as a criminal, not a victim. M.R. said:

    He asked questions about my sex life and when I started practicing sodomy with other men. He said that I deserved everything that had happened to me and that I should be ashamed of myself.

    M.R. said that the judge charged him with sodomy and granted him pretrial release. A.F. was kept in custody and charged with sodomy and rape.

    The indictment of M.R., prepared by the investigative judge and dated December 13, 2017, provides purported details from M.R.’s intimate life, including confessions that he is gay. The indictment also relies on the confession from A.F. and cites a condom seized at M. R.’s house as evidence.

    M.R. said that, three days after the encounter with A.F., he reported to work at the hospital. The director handed him a dismissal notice on the grounds that he was facing trial.

    I had to go back to my family’s place, as I had no salary anymore. It was like living in a prison. My father and older brother beat me many times, my father even burned me with a cigarette. They did not allow me to go out, they said they were ashamed of me.

    Having lost everything, he left Tunisia for France.

    I had no other choice, I felt rejected by everyone, my family, society, my colleagues. And I was afraid of going to prison.

    Mounir Baatour, M.R.’s lawyer, told Human Rights Watch that the case is stalled in the first instance court in Manouba, and has yet to go to trial. On May 15, 2018, indictment chamber sent the indictment to the cassation court for a legal review, which is pending.

    R. F., 42, day laborer, and M.J. 22, unemployed

    On June 12, 2018, police in Sidi Bouzaiane arrested R.F. and M.J. after R.F. went to the police to say that M.J. had refused to leave R.F.’s house.

    M.J. said that the police came to his house and took both men to the police station at around midnight. They interrogated them in the same room, asking them how they met. A police officer took R.F.’s phone and watched videos stored on it, then said to R.F., “So you are a miboun [a degrading term for gay]. M.J. said:

    One of the four officers present during interrogation slapped R.F. on the face. Then he turned toward me and asked, “So what were you both doing in the house? I’m sure you were having sex, so you too must be a miboun. You are staining this country,” he said.

    M.J. said that policemen beat him on his face, head, and back. When the police finished the interrogation at 3 a.m., they presented a written report and told M.J. to sign it. He said he asked to have a lawyer first, but they refused to let him call one and insulted him. He signed the report.

    The police report, reviewed by Human Rights Watch, states that neither man requested a lawyer. R.F.’s purported statement, as the police recorded it, describes in graphic terms how he habitually practices sodomy and has sex with men. The police report states that officers searched R.F.’s smartphone and found videos of R.F. having sex with men. The police confiscated his phone, the report says, as “evidence of the crime.”

    Two days after the arrest, M.J. said, he and R.F. appeared before a prosecutor, who asked them: “Aren’t you afraid of God’s judgment?” He ordered pretrial detention, and they were sent to the Sidi Bouzid prison. M.J. said that one of the prison guards harassed him and asked him vulgar questions such as: “How you do this? Are you getting fucked for money? Why are you fucking men? Aren’t there enough women to fuck in this country?”

    He said he was put in a cell with 100 other men, who seemed to have been informed about his “crime.” Over the following days, his cellmates insulted, beat, and sexually harassed him. He said that one night, he refused to have sex with the cell “strongman”, so the man and two others beat him. He said they held his arms, while the strongman slapped him on the face and punched him on the chin.

    After a week in detention, he appeared before an investigative judge, who asked him about his sexual behavior. M.J. said he admitted that he is gay. He said he had done nothing wrong, but the judge replied, “You are harming society.”

    The first instance court in Sidi Bouzid sentenced the two men on June 12 to three months in prison for sodomy. The appeals court upheld the sentence.

    S.C., 24 and A.B., 22

    Police arrested S.C. and A.B. in Sousse on December 8, 2016, when they were allegedly caught committing sodomy in public. They were sentenced, on March 10, 2017, to eight months in prison under article 230 of the penal code and not on charges related to public indecency. The police report describes their sexual intercourse in detail and concludes that S.C. “committed active sodomy,” while A.B. was a “passive sodomite.”

    The judgment from the first instance court in Sousse, which Human Rights Watch reviewed, states that both denied committing sodomy or being homosexuals. It states that they were both subjected to anal examinations on December 9, 2016, that turned out “negative.” The judge concluded that: “the results of the anal tests cannot exonerate the accused of the crime, especially given that the [tests] were performed sometime after the facts.” The court based the guilty verdict only on the declarations by police officers and wrote that: “it is appropriate to sentence them to eight months as an adequate and dissuasive sentence proportional to the offense that they have committed.”

    A.C., 18, student

    A.C. was arrested three times for sodomy. The first time was in August 2017, when he was 17. Police forces arrested him at his house after his two sisters denounced him as gay and took him to the Kasba police station in Tunis. He said that they interrogated him extensively about his sexual orientation and took his smart phone and searched his personal data. The next day, they took him to a forensic doctor in the Charles Nicole hospital for an anal examination. He said he did not have a lawyer and that the police did not inform him of his right to have one.

    I did not understand what was going on. The police told me that the test is mandatory. The doctor told me to go on an examination bed and to bend, and then he inserted his fingers in my insides. The doctor did not explain what the test is about.

    A.C. said he was released without charge after spending two days in the Kasba police station.

    On May 15, 2018, he went to the police station in Sijoumi, in Tunis, in response to a summons. He said police officers told him his family had filed a complaint and questioned him for almost four hours. A.C. confessed to being gay. The police took him to Bouchoucha detention center in Tunis, where he spent the night. The next day, May 16, he appeared before the Tunis first instance court in Sidi Hassine, where an investigative judge interviewed him. The judge asked him: “Why are you like this? Don’t you know that what you’re doing is haram [forbidden under Islam]?”

    I told the judge that I didn’t break any laws, that what I do is my personal business. I did not hurt anyone. This is my private life and should not be the concern of anyone else.

    He said the judge ordered his detention for two months in a juvenile rehabilitation center, as he was still a minor, and forced him to undergo “conversion therapy,” a thoroughly discredited method to change someone’s sexual orientation or gender identity. At the center, a psychiatrist visited him twice, telling him that “he should work on changing himself and his mind.” He appeared before another investigative judge, on June 25, who released him.

    A.C. said that on September 2, he was running some errands with his boyfriend when the police stopped them and asked for their identity cards. The police told A.C. that his family had filed a complaint against him. They took him to Hay Hlel police station in Tunis, where they questioned him about his sexual life, confiscated his phone, and looked at his photos and personal conversations. A prosecutor issued a warrant to detain him, and he spent eight days in the Bouchoucha detention center. On September 20, he appeared before a judge, who released him without charge.

    F.B, 28; N.A, 21 and B.K., 27, day laborers

    In Sousse, a coastal city, the police arrested three men in January 2017, after neighbors complained that they suspected the men were gay. In the indictment, which Human Rights Watch reviewed, the investigative judge states that the police went to the house where the men were staying, seized their phones, on which they found “evidence that they were sodomites,” as well as “women’s clothing,” and took the men to the police station.

    The investigative judge ruled that the men harmed public morals based on the content of the seized phones and “because they dressed up like women, used lipstick, and talked in a languid way.” The police report and the indictment, which usually would include information about a judicial warrant, did not indicate that the police had one. The three men were sentenced to two months in prison for the charge of harming public morals and served their terms.

  • The Vulnerability Contest

    Traumatized Afghan child soldiers who were forced to fight in Syria struggle to find protection in Europe’s asylum lottery.

    Mosa did not choose to come forward. Word had spread among the thousands of asylum seekers huddled inside Moria that social workers were looking for lone children among the general population. High up on the hillside, in the Afghan area of the chaotic refugee camp on the Greek island of Lesbos, some residents knew someone they suspected was still a minor. They led the aid workers to Mosa.

    The boy, whose broad and beardless face mark him out as a member of the Hazara ethnic group, had little reason to trust strangers. It was hard to persuade him just to sit with them and listen. Like many lone children, Mosa had slipped through the age assessment carried out on first arrival at Moria: He was registered as 27 years old. With the help of a translator, the social worker explained that there was still time to challenge his classification as an adult. But Mosa did not seem to be able to engage with what he was being told. It would take weeks to establish trust and reveal his real age and background.

    Most new arrivals experience shock when their hopes of a new life in Europe collide with Moria, the refugee camp most synonymous with the miserable consequences of Europe’s efforts to contain the flow of refugees and migrants across the Aegean. When it was built, the camp was meant to provide temporary shelter for fewer than 2,000 people. Since the European Union struck a deal in March 2016 with Turkey under which new arrivals are confined to Greece’s islands, Moria’s population has swollen to 9,000. It has become notorious for overcrowding, snowbound tents, freezing winter deaths, violent protests and suicides by adults and children alike.

    While all asylum systems are subjective, he said that the situation on Greece’s islands has turned the search for protection into a “lottery.”

    Stathis Poularakis is a lawyer who previously served for two years on an appeal committee dealing with asylum cases in Greece and has worked extensively on Lesbos.     Asylum claims on Lesbos can take anywhere between six months and more than two years to be resolved. In the second quarter of 2018, Greece faced nearly four times as many asylum claims per capita as Germany. The E.U. has responded by increasing the presence of the European Asylum Support Office (EASO) and broadening its remit so that EASO officials can conduct asylum interviews. But the promises that EASO will bring Dutch-style efficiency conceal the fact that the vast majority of its hires are not seconded from other member states but drawn from the same pool of Greeks as the national asylum service.

    Asylum caseworkers at Moria face an overwhelming backlog and plummeting morale. A serving EASO official describes extraordinary “pressure to go faster” and said there was “so much subjectivity in the system.” The official also said that it was human nature to reject more claims “when you see every other country is closing its borders.”

    Meanwhile, the only way to escape Moria while your claim is being processed is to be recognized as a “vulnerable” case. Vulnerables get permission to move to the mainland or to more humane accommodation elsewhere on the island. The term is elastic and can apply to lone children and women, families or severely physically or mentally ill people. In all cases the onus is on the asylum seeker ultimately to persuade the asylum service, Greek doctors or the United Nations Refugee Agency that they are especially vulnerable.

    The ensuing scramble to get out of Moria has turned the camp into a vast “vulnerability contest,” said Poularakis. It is a ruthless competition that the most heavily traumatized are often in no condition to understand, let alone win.

    Twice a Refugee

    Mosa arrived at Moria in October 2017 and spent his first night in Europe sleeping rough outside the arrivals tent. While he slept someone stole his phone. When he awoke he was more worried about the lost phone than disputing the decision of the Frontex officer who registered him as an adult. Poularakis said age assessors are on the lookout for adults claiming to be children, but “if you say you’re an adult, no one is going to object.”

    Being a child has never afforded Mosa any protection in the past: He did not understand that his entire future could be at stake. Smugglers often warn refugee children not to reveal their real age, telling them that they will be prevented from traveling further if they do not pretend to be over 18 years old.

    Like many other Hazara of his generation, Mosa was born in Iran, the child of refugees who fled Afghanistan. Sometimes called “the cursed people,” the Hazara are followers of Shia Islam and an ethnic and religious minority in Afghanistan, a country whose wars are usually won by larger ethnic groups and followers of Sunni Islam. Their ancestry, traced by some historians to Genghis Khan, also means they are highly visible and have been targets for persecution by Afghan warlords from 19th-century Pashtun kings to today’s Taliban.

    In recent decades, millions of Hazara have fled Afghanistan, many of them to Iran, where their language, Dari, is a dialect of Persian Farsi, the country’s main language.

    “We had a life where we went from work to home, which were both underground in a basement,” he said. “There was nothing (for us) like strolling the streets. I was trying not to be seen by anyone. I ran from the police like I would from a street dog.”

    Iran hosts 950,000 Afghan refugees who are registered with the U.N. and another 1.5 million undocumented Afghans. There are no official refugee camps, making displaced Afghans one of the largest urban refugee populations in the world. For those without the money to pay bribes, there is no route to permanent residency or citizenship. Most refugees survive without papers on the outskirts of cities such as the capital, Tehran. Those who received permits, before Iran stopped issuing them altogether in 2007, must renew them annually. The charges are unpredictable and high. Mostly, the Afghan Hazara survive as an underclass, providing cheap labor in workshops and constructions sites. This was how Mosa grew up.

    But he could not remain invisible forever and one day in October 2016, on his way home from work, he was detained by police for not having papers.

    Sitting in one of the cantinas opposite the entrance to Moria, Mosa haltingly explained what happened next. How he was threatened with prison in Iran or deportation to Afghanistan, a country in which he has never set foot. How he was told that that the only way out was to agree to fight in Syria – for which they would pay him and reward him with legal residence in Iran.

    “In Iran, you have to pay for papers,” said Mosa. “If you don’t pay, you don’t have papers. I do not know Afghanistan. I did not have a choice.”

    As he talked, Mosa spread out a sheaf of papers from a battered plastic wallet. Along with asylum documents was a small notepad decorated with pink and mauve elephants where he keeps the phone numbers of friends and family. It also contains a passport-sized green booklet with the crest of the Islamic Republic of Iran. It is a temporary residence permit. Inside its shiny cover is the photograph of a scared-looking boy, whom the document claims was born 27 years ago. It is the only I.D. he has ever owned and the date of birth has been faked to hide the fact that the country that issues it has been sending children to war.

    Mosa is not alone among the Hazara boys who have arrived in Greece seeking protection, carrying identification papers with inflated ages. Refugees Deeply has documented the cases of three Hazara child soldiers and corroborated their accounts with testimony from two other underage survivors. Their stories are of childhoods twice denied: once in Syria, where they were forced to fight, and then again after fleeing to Europe, where they are caught up in a system more focused on hard borders than on identifying the most damaged and vulnerable refugees.

    From Teenage Kicks to Adult Nightmares

    Karim’s descent into hell began with a prank. Together with a couple of friends, he recorded an angsty song riffing on growing up as a Hazara teenager in Tehran. Made when he was 16 years old, the song was meant to be funny. His band did not even have a name. The boys uploaded the track on a local file-sharing platform in 2014 and were as surprised as anyone when it was downloaded thousands of times. But after the surprise came a creeping sense of fear. Undocumented Afghan refugee families living in Tehran usually try to avoid drawing attention to themselves. Karim tried to have the song deleted, but after two months there was a knock on the door. It was the police.

    “I asked them how they found me,” he said. “I had no documents but they knew where I lived.”

    Already estranged from his family, the teenager was transported from his life of working in a pharmacy and staying with friends to life in a prison outside the capital. After two weeks inside, he was given three choices: to serve a five-year sentence; to be deported to Afghanistan; or to redeem himself by joining the Fatemiyoun.

    According to Iranian propaganda, the Fatemiyoun are Afghan volunteers deployed to Syria to protect the tomb of Zainab, the granddaughter of the Prophet Mohammad. In reality, the Fatemiyoun Brigade is a unit of Iran’s powerful Revolutionary Guard, drawn overwhelmingly from Hazara communities, and it has fought in Iraq and Yemen, as well as Syria. Some estimates put its full strength at 15,000, which would make it the second-largest foreign force in support of the Assad regime, behind the Lebanese militia group Hezbollah.

    Karim was told he would be paid and given a one-year residence permit during leave back in Iran. Conscripts are promised that if they are “martyred,” their family will receive a pension and permanent status. “I wasn’t going to Afghanistan and I wasn’t going to prison,” said Karim. So he found himself forced to serve in the #Fatemiyoun.

    His first taste of the new life came when he was transferred to a training base outside Tehran, where the recruits, including other children, were given basic weapons training and religious indoctrination. They marched, crawled and prayed under the brigade’s yellow flag with a green arch, crossed by assault rifles and a Koranic phrase: “With the Help of God.”

    “Imagine me at 16,” said Karim. “I have no idea how to kill a bird. They got us to slaughter animals to get us ready. First, they prepare your brain to kill.”

    The 16-year-old’s first deployment was to Mosul in Iraq, where he served four months. When he was given leave back in Iran, Karim was told that to qualify for his residence permit he would need to serve a second term, this time in Syria. They were first sent into the fight against the so-called Islamic State in Raqqa. Because of his age and physique, Karim and some of the other underage soldiers were moved to the medical corps. He said that there were boys as young as 14 and he remembers a 15-year-old who fought using a rocket-propelled grenade launcher.

    “One prisoner was killed by being hung by his hair from a tree. They cut off his fingers one by one and cauterized the wounds with gunpowder.”

    “I knew nothing about Syria. I was just trying to survive. They were making us hate ISIS, dehumanizing them. Telling us not to leave one of them alive.” Since media reports revealed the existence of the Fatemiyoun, the brigade has set up a page on Facebook. Among pictures of “proud volunteers,” it shows stories of captured ISIS prisoners being fed and cared for. Karim recalls a different story.

    “One prisoner was killed by being hung by his hair from a tree. They cut off his fingers one by one and cauterized the wounds with gunpowder.”

    The casualties on both sides were overwhelming. At the al-Razi hospital in Aleppo, the young medic saw the morgue overwhelmed with bodies being stored two or three to a compartment. Despite promises to reward the families of martyrs, Karim said many of the bodies were not sent back to Iran.

    Mosa’s basic training passed in a blur. A shy boy whose parents had divorced when he was young and whose father became an opium addict, he had always shrunk from violence. He never wanted to touch the toy guns that other boys played with. Now he was being taught to break down, clean and fire an assault rifle.

    The trainees were taken three times a day to the imam, who preached to them about their holy duty and the iniquities of ISIS, often referred to as Daesh.

    “They told us that Daesh was the same but worse than the Taliban,” said Mosa. “I didn’t listen to them. I didn’t go to Syria by choice. They forced me to. I just needed the paper.”

    Mosa was born in 2001. Before being deployed to Syria, the recruits were given I.D. tags and papers that deliberately overstated their age: In 2017, Human Rights Watch released photographs of the tombstones of eight Afghan children who had died in Syria and whose families identified them as having been under 18 years old. The clerk who filled out Mosa’s forms did not trouble himself with complex math: He just changed 2001 to 1991. Mosa was one of four underage soldiers in his group. The boys were scared – their hands shook so hard they kept dropping their weapons. Two of them were dead within days of reaching the front lines.

    “I didn’t even know where we were exactly, somewhere in the mountains in a foreign country. I was scared all the time. Every time I saw a friend dying in front of my eyes I was thinking I would be next,” said Mosa.

    He has flashbacks of a friend who died next to him after being shot in the face by a sniper. After the incident, he could not sleep for four nights. The worst, he said, were the sudden raids by ISIS when they would capture Fatemiyoun fighters: “God knows what happened to them.”

    Iran does not release figures on the number of Fatemiyoun casualties. In a rare interview earlier this year, a senior officer in the Iranian Revolutionary Guard suggested as many as 1,500 Fatemiyoun had been killed in Syria. In Mashhad, an Iranian city near the border with Afghanistan where the brigade was first recruited, video footage has emerged of families demanding the bodies of their young men believed to have died in Syria. Mosa recalls patrols in Syria where 150 men and boys would go out and only 120 would return.

    Escaping Syria

    Abbas had two weeks left in Syria before going back to Iran on leave. After 10 weeks in what he describes as a “living hell,” he had begun to believe he might make it out alive. It was his second stint in Syria and, still only 17 years old, he had been chosen to be a paramedic, riding in the back of a 2008 Chevrolet truck converted into a makeshift ambulance.

    He remembers thinking that the ambulance and the hospital would have to be better than the bitter cold of the front line. His abiding memory from then was the sound of incoming 120mm shells. “They had a special voice,” Abbas said. “And when you hear it, you must lie down.”

    Following 15 days of nursing training, during which he was taught how to find a vein and administer injections, he was now an ambulance man, collecting the dead and wounded from the battlefields on which the Fatemiyoun were fighting ISIS.

    Abbas grew up in Ghazni in Afghanistan, but his childhood ended when his father died from cancer in 2013. Now the provider for the family, he traveled with smugglers across the border into Iran, to work for a tailor in Tehran who had known his father. He worked without documents and faced the same threats as the undocumented Hazara children born in Iran. Even more dangerous were the few attempts he made to return to Ghazni. The third time he attempted to hop the border he was captured by Iranian police.

    Abbas was packed onto a transport, along with 23 other children, and sent to Ordugah-i Muhaceran, a camplike detention center outside Mashhad. When they got there the Shia Hazara boys were separated from Sunni Pashtuns, Afghanistan’s largest ethnic group, who were pushed back across the border. Abbas was given the same choice as Karim and Mosa before him: Afghanistan or Syria. Many of the other forced recruits Abbas met in training, and later fought alongside in Syria, were addicts with a history of substance abuse.

    Testimony from three Fatemiyoun child soldiers confirmed that Tramadol was routinely used by recruits to deaden their senses, leaving them “feeling nothing” even in combat situations but, nonetheless, able to stay awake for days at a time.

    The Fatemiyoun officers dealt with withdrawal symptoms by handing out Tramadol, an opioid painkiller that is used to treat back pain but sometimes abused as a cheap alternative to methadone. The drug is a slow-release analgesic. Testimony from three Fatemiyoun child soldiers confirmed that it was routinely used by recruits to deaden their senses, leaving them “feeling nothing” even in combat situations but, nonetheless, able to stay awake for days at a time. One of the children reiterated that the painkiller meant he felt nothing. Users describe feeling intensely thirsty but say they avoid drinking water because it triggers serious nausea and vomiting. Tramadol is addictive and prolonged use can lead to insomnia and seizures.

    Life in the ambulance had not met Abbas’ expectations. He was still sent to the front line, only now it was to collect the dead and mutilated. Some soldiers shot themselves in the feet to escape the conflict.

    “We picked up people with no feet and no hands. Some of them were my friends,” Abbas said. “One man was in small, small pieces. We collected body parts I could not recognize and I didn’t know if they were Syrian or Iranian or Afghan. We just put them in bags.”

    Abbas did not make it to the 12th week. One morning, driving along a rubble-strewn road, his ambulance collided with an anti-tank mine. Abbas’ last memory of Syria is seeing the back doors of the vehicle blasted outward as he was thrown onto the road.

    When he awoke he was in a hospital bed in Iran. He would later learn that the Syrian ambulance driver had been killed and that the other Afghan medic in the vehicle had lost both his legs. At the time, his only thought was to escape.

    The Toll on Child Soldiers

    Alice Roorda first came into contact with child soldiers in 2001 in the refugee camps of Sierra Leone in West Africa. A child psychologist, she was sent there by the United Kingdom-based charity War Child. She was one of three psychologists for a camp of more than 5,000 heavily traumatized survivors of one of West Africa’s more brutal conflicts.

    “There was almost nothing we could do,” she admitted.

    The experience, together with later work in Uganda, has given her a deep grounding in the effects of war and post-conflict trauma on children. She said prolonged exposure to conflict zones has physical as well as psychological effects.

    “If you are chronically stressed, as in a war zone, you have consistently high levels of the two basic stress hormones: adrenaline and cortisol.”

    Even after reaching a calmer situation, the “stress baseline” remains high, she said. This impacts everything from the immune system to bowel movements. Veterans often suffer from complications related to the continual engagement of the psoas, or “fear muscle” – the deepest muscles in the body’s core, which connect the spine, through the pelvis, to the femurs.

    “With prolonged stress you start to see the world around you as more dangerous.” The medial prefrontal cortex, the section of the brain that interprets threat levels, is also affected, said Roorda. This part of the brain is sometimes called the “watchtower.”

    “When your watchtower isn’t functioning well you see everything as more dangerous. You are on high alert. This is not a conscious response; it is because the stress is already so close to the surface.”

    Psychological conditions that can be expected to develop include post-traumatic stress disorder (PTSD) and attention deficit hyperactivity disorder (ADHD). Left untreated, these stress levels can lead to physical symptoms ranging from chronic fatigue syndrome (CFS or ME) to high blood pressure or irritable bowel syndrome. Also common are heightened sensitivity to noise and insomnia.

    The trauma of war can also leave children frozen at the point when they were traumatized. “Their life is organized as if the trauma is still ongoing,” said Roorda. “It is difficult for them to take care of themselves, to make rational well informed choices, and to trust people.”

    The starting point for any treatment of child soldiers, said Roorda, is a calm environment. They need to release the tension with support groups and physical therapy, she said, and “a normal bedtime.”

    The Dutch psychologist, who is now based in Athens, acknowledged that what she is describing is the exact opposite of the conditions at #Moria.

    Endgame

    Karim is convinced that his facility for English has saved his life. While most Hazara boys arrive in Europe speaking only Farsi, Karim had taught himself some basic English before reaching Greece. As a boy in Tehran he had spent hours every day trying to pick up words and phrases from movies that he watched with subtitles on his phone. His favorite was The Godfather, which he said he must have seen 25 times. He now calls English his “safe zone” and said he prefers it to Farsi.

    When Karim reached Greece in March 2016, new arrivals were not yet confined to the islands. No one asked him if he was a child or an adult. He paid smugglers to help him escape Iran while on leave from Syria and after crossing through Turkey landed on Chios. Within a day and a half, he had passed through the port of Piraeus and reached Greece’s northern border with Macedonia, at Idomeni.

    When he realized the border was closed, he talked to some of the international aid workers who had come to help at the makeshift encampment where tens of thousands of refugees and migrants waited for a border that would not reopen. They ended up hiring him as a translator. Two years on, his English is now much improved and Karim has worked for a string of international NGOs and a branch of the Greek armed forces, where he was helped to successfully apply for asylum.

    The same job has also brought him to Moria. He earns an above-average salary for Greece and at first he said that his work on Lesbos is positive: “I’m not the only one who has a shitty background. It balances my mind to know that I’m not the only one.”

    But then he admits that it is difficult hearing and interpreting versions of his own life story from Afghan asylum seekers every day at work. He has had problems with depression and suffered flashbacks, “even though I’m in a safe country now.”

    Abbas got the help he needed to win the vulnerability contest. After he was initially registered as an adult, his age assessment was overturned and he was transferred from Moria to a shelter for children on Lesbos. He has since been moved again to a shelter in mainland Greece. While he waits to hear the decision on his protection status, Abbas – like other asylum seekers in Greece – receives 150 euros ($170) a month. This amount needs to cover all his expenses, from food and clothing to phone credit. The money is not enough to cover a regular course of the antidepressant Prozac and the sleeping pills he was prescribed by the psychiatrist he was able to see on Lesbos.

    “I save them for when it gets really bad,” he said.

    Since moving to the mainland he has been hospitalized once with convulsions, but his main worry is the pain in his groin. Abbas underwent a hernia operation in Iran, the result of injuries sustained as a child lifting adult bodies into the ambulance. He has been told that he will need to wait for four months to see a doctor in Greece who can tell him if he needs another operation.

    “I would like to go back to school,” he said. But in reality, Abbas knows that he will need to work and there is little future for an Afghan boy who can no longer lift heavy weights.

    Walking into an Afghan restaurant in downtown Athens – near Victoria Square, where the people smugglers do business – Abbas is thrilled to see Farsi singers performing on the television above the door. “I haven’t been in an Afghan restaurant for maybe three years,” he said to explain his excitement. His face brightens again when he catches sight of Ghormeh sabzi, a herb stew popular in Afghanistan and Iran that reminds him of his mother. “I miss being with them,” he said, “being among my family.”

    When the dish arrives he pauses before eating, taking out his phone and carefully photographing the plate from every angle.

    Mosa is about to mark the end of a full year in Moria. He remains in the same drab tent that reminds him every day of Syria. Serious weight loss has made his long limbs – the ones that made it easier for adults to pretend he was not a child – almost comically thin. His skin is laced with scars, but he refuses to go into detail about how he got them. Mosa has now turned 18 and seems to realize that his best chance of getting help may have gone.

    “Those people who don’t have problems, they give them vulnerability (status),” he said with evident anger. “If you tell them the truth, they don’t help you.”

    Then he apologises for the flash of temper. “I get upset and angry and my body shakes,” he said.

    Mosa explained that now when he gets angry he has learned to remove himself: “Sometimes I stuff my ears with toilet paper to make it quiet.”

    It is 10 months since Mosa had his asylum interview. The questions he expected about his time in the Fatemiyoun never came up. Instead, the interviewers asked him why he had not stayed in Turkey after reaching that country, having run away while on leave in Iran.

    The questions they did ask him point to his likely rejection and deportation. Why, he was asked, was his fear of being persecuted in Afghanistan credible? He told them that he has heard from other Afghan boys that police and security services in the capital, Kabul, were arresting ex-combatants from Syria.

    Like teenagers everywhere, many of the younger Fatemiyoun conscripts took selfies in Syria and posted them on Facebook or shared them on WhatsApp. The images, which include uniforms and insignia, can make him a target for Sunni reprisals. These pictures now haunt him as much as the faces of his dead comrades.

    Meanwhile, the fate he suffered two tours in Syria to avoid now seems to be the most that Europe can offer him. Without any of his earlier anger, he said, “I prefer to kill myself here than go to Afghanistan.”

    L’AFP a toutefois réussi à y pénétrer et à rencontrer des réfugiés dont la quasi totalité ont souhaité l’anonymat pour des raisons de sécurité.

    A Nauru, près d’un millier de migrants dont une centaine d’enfants, sur 11.000 habitants, vivent dans huit camps financés par Canberra, certains depuis cinq ans, selon leurs récits.

    Dans le camp numéro 5, que l’on atteint au détour d’un chemin sous une chaleur écrasante, dans un paysage hérissé de pitons rocheux, le Somalien Hrisi veut témoigner à visage découvert.

    Il n’a plus peur, il n’a plus rien. Sa femme ne parle pas, son visage est inexpressif.

    M. Hrisi la laisse seule le moins possible, à cause de sa dépression. Elle a tenté plusieurs fois de se suicider ces derniers jours, raconte-t-il.

    « Quand je me suis réveillé, elle était en train de casser ça », dit-il en montrant des lames de rasoir jetables. « Elle allait les avaler avec de l’eau ».

    – Problèmes psychologiques -

    M. Hrisi affirme qu’ils sont allés plusieurs fois à l’hôpital de Nauru financé par l’Australie mais que celui-ci refuse de les prendre en charge. L’autre nuit, « ils ont appelé la police et nous ont mis dehors ».

    Le camp numéro 1 traite les malades, expliquent les réfugiés. Mais il n’accueille qu’une cinquantaine de personnes car l’endroit croule sous les demandes. Or beaucoup de migrants vont mal et souffrent de problèmes psychologiques liés à leur isolement sur l’île.

    Les évacuations sanitaires vers l’Australie sont rares selon eux.

    Les ONG ne cessent de dénoncer la politique d’immigration draconienne de l’Australie.

    Depuis 2013, Canberra, qui dément tout mauvais traitement, refoule systématiquement en mer tous les bateaux de clandestins, originaires pour beaucoup d’Afghanistan, du Sri Lanka et du Moyen-Orient.

    Ceux qui parviennent à passer par les mailles du filet sont envoyés dans des îles reculées du Pacifique. Même si leur demande d’asile est jugée légitime, ils ne seront jamais accueillis sur le sol australien.

    Canberra argue qu’il sauve ainsi des vies en dissuadant les migrants d’entreprendre un périlleux voyage. Les arrivées de bateaux, qui étaient quasiment quotidiennes, sont aujourd’hui rarissimes.

    Le Refugee Council of Australia et l’Asylum Seeker Resource Centre ont dénoncé récemment les ravages psychologiques de la détention indéfinie, en particulier chez les enfants.

    « Ceux qui ont vu ces souffrances disent que c’est pire que tout ce qu’ils ont vu, même dans les zones de guerre. Des enfants de sept et douze ans ont fait l’expérience de tentatives répétées de suicide, certains s’arrosent d’essence et deviennent catatoniques », écrivaient-ils.

    R, une Iranienne de 12 ans rencontrée par l’AFP, a tenté de s’immoler. Elle vit à Nauru depuis cinq ans avec ses deux parents de 42 ans et son frère de 13 ans.

    Les enfants passent leurs journées prostrés au lit. La mère a la peau couverte de plaques, elle dit souffrir et ne recevoir aucun traitement.

    – Essence et briquet -

    Le père a récemment surpris sa fille en train de s’asperger d’essence. « Elle a pris un briquet et elle a crié +Laisse-moi seule ! Laisse-moi seule ! Je veux me suicider ! Je veux mourir !+ ».

    Son fils sort lentement de son lit et confie d’une voix monocorde : « Je n’ai pas d’école, je n’ai pas de futur, je n’ai pas de vie ».

    Non loin de là, entre deux préfabriqués, une cuve est taguée du sigle « ABF » et d’une croix gammée. L’Australian Border Force est le service australien de contrôle des frontières, honni par les réfugiés.

    Ces derniers se déplacent librement sur l’île car la prison, ce sont ses 21 kilomètres carrés.

    Khadar reçoit un ami, un ancien gardien de buts professionnel camerounais qui raconte avoir secouru un voisin en train de se pendre. Son meilleur ami a été retrouvé mort, le nez et les yeux pleins de sang, sans qu’il sache la cause du décès.

    Pas de perspectives, et pas de soins. Au grand désespoir d’Ahmd Anmesharif, un Birman dont les yeux coulent en permanence. Il explique souffrir aussi du cœur et passe ses journées sur un fauteuil en mousse moisie, à regarder la route.

    Les défenseurs des droits dénoncent des conditions effroyables et font état d’accusations d’agressions sexuelles et d’abus physiques.

    Les autorités de l’île démentent. Les réfugiés « mènent leur vie normalement, comme les autres Nauruans (...) on est très heureux de vivre ensemble », assurait ainsi lors du Fip le président de Nauru, Baron Waqa.

    Mais les réfugiés soutiennent que leurs relations avec les Nauruans se détériorent.

    « Ils nous frappent toujours, ils nous lancent toujours des pierres », accuse l’adolescent iranien.

    – Economie sous perfusion -

    Un autre Iranien, un mécanicien qui a réussi à monter un petit commerce, crie sa colère. Il vient de se faire voler « la caisse, les motos, les outils ». « La police ne retrouve jamais rien quand ce sont les Nauruans qui volent les réfugiés », assène-t-il.

    Si les conditions sont vétustes dans les camps, où la plupart des logements sont des préfabriqués, beaucoup d’habitants de Nauru semblent vivre dans des conditions plus précaires encore.

    Bon nombre habitent des cabanes de tôle, les plages sont jonchées de détritus. Ils disent ne pas comprendre de quoi se plaignent les migrants.

    En attendant, les camps sont cruciaux pour l’économie de l’île, exsangue depuis l’épuisement des réserves de phosphate qui avait contribué à l’opulence du siècle dernier.

    Selon les chiffres australiens, les recettes publiques sont passées de 20 à 115 millions de dollars australiens (12 à 72 millions d’euros) entre 2010-2011 et 2015-2016, essentiellement grâce aux subventions australiennes liées aux camps.

    « Si on enlève les réfugiés, Nauru est morte : c’est pour ça que le président tient à ce que nous restions », juge le Camerounais.

    Mais tous les réfugiés rencontrés souhaitent partir, n’importe où pour certains.

    « Au XXIe siècle, les gens pensent en secondes, en instants. Le gouvernement australien a volé cinq ans de notre vie... qui s’en soucie ? », regrette le père de la petite Iranienne.

      A recent visit to Nauru revealed the effects of Australia’s offshore #detention_policy and its impact on #mental_health.

      TOPSIDE, Nauru — She was 3 years old when she arrived on Nauru, a child fleeing war in #Sri_Lanka. Now, Sajeenthana is 8.

      Her gaze is vacant. Sometimes she punches adults. And she talks about dying with ease.

      “Yesterday I cut my hand,” she said in an interview here on the remote Pacific island where she was sent by the Australian government after being caught at sea. She pointed to a scar on her arm.

      “One day I will kill myself,” she said. “Wait and see, when I find the knife. I don’t care about my body. ”

      Her father tried to calm her, but she twisted away. “It is the same as if I was in war, or here,” he said.

      Sajeenthana is one of more than 3,000 refugees and asylum seekers who have been sent to Australia’s offshore #detention_centers since 2013. No other Australian policy has been so widely condemned by the world’s human rights activists nor so strongly defended by the country’s leaders, who have long argued it saves lives by deterring smugglers and migrants.

      Now, though, the desperation has reached a new level — in part because of the United States.

      Sajeenthana and her father are among the dozens of refugees on Nauru who had been expecting to be moved as part of an Obama-era deal that President #Trump reluctantly agreed to honor, allowing resettlement for up to 1,250 refugees from Australia’s offshore camps.

      So far, according to American officials, about 430 refugees from the camps have been resettled in the United States — but at least 70 people were rejected over the past few months.

      That includes Sajeenthana and her father, Tamil refugees who fled violence at home after the Sri Lankan government crushed a Tamil insurgency.

      A State Department spokeswoman did not respond to questions about the #rejections, arguing the Nauru refugees are subject to the same vetting procedures as other refugees worldwide.

      Australia’s Department of Home Affairs said in a statement that Nauru has “appropriate mental health assessment and treatment in place.”

      But what’s clear, according to doctors and asylum seekers, is that the situation has been deteriorating for months. On Nauru, signs of suicidal children have been emerging since August. Dozens of organizations, including #Doctors_Without_Borders (which was ejected from Nauru on Oct. 5) have been sounding the alarm. And with the hope of American resettlement diminishing, the Australian government has been forced to relent: Last week officials said they would work toward moving all children off Nauru for treatment by Christmas.

      At least 92 children have been moved since August — Sajeenthana was evacuated soon after our interview — but as of Tuesday there were still 27 children on Nauru, hundreds of adults, and no long-term solution.

      The families sent to Australia for care are waiting to hear if they will be sent back to Nauru. Some parents, left behind as their children are being treated, fear they will never see each other again if they apply for American resettlement, while asylum seekers from countries banned by the United States — like Iran, Syria and Somalia — lack even that possibility.

      For all the asylum seekers who have called Nauru home, the psychological effects linger.
      ‘I Saw the Blood — It Was Everywhere’

      Nauru is a small island nation of about 11,000 people that takes 30 minutes by car to loop. A line of dilapidated mansions along the coast signal the island’s wealthy past; in the 1970s, it was a phosphate-rich nation with per capita income second only to Saudi Arabia.

      Now, those phosphate reserves are virtually exhausted, and the country relies heavily on Australian aid. It accounted for 25 percent of Nauru’s gross domestic product last year alone.

      Mathew Batsiua, a former Nauruan lawmaker who helped orchestrate the offshore arrangement, said it was meant to be a short-term deal. But the habit has been hard to break.

      “Our mainstay income is purely controlled by the foreign policy of another country,” he said.

      In Topside, an area of old cars and dusty brush, sits one of the two processing centers that house about 160 detainees. Hundreds of others live in community camps of modular housing. They were moved from shared tents in August, ahead of the Pacific Islands Forum, an intergovernmental meeting that Nauru hosted this year.

      Sukirtha Krishnalingam, 15, said the days are a boring loop as she and her family of five — certified refugees from Sri Lanka — wait to hear if the United States will accept them. She worries about her heart condition. And she has nightmares.

      “At night, she screams,” said her brother Mahinthan, 14.

      In the past year, talk of suicide on the island has become more common. Young men like Abdullah Khoder, a 24-year-old Lebanese refugee, says exhaustion and hopelessness have taken a toll. “I cut my hands with razors because I am tired,” he said.

      Even more alarming: Children now allude to suicide as if it were just another thunderstorm. Since 2014, 12 people have died after being detained in Australia’s offshore detention centers on Nauru and Manus Island, part of Papua New Guinea.

      Christina Sivalingam, a 10-year-old Tamil girl on Nauru spoke matter-of-factly in an interview about seeing the aftermath of one death — that of an Iranian man, Fariborz Karami, who killed himself in June.

      “We came off the school bus and I saw the blood — it was everywhere,” she said calmly. It took two days to clean up. She said her father also attempted suicide after treatment for his thyroid condition was delayed.

      Seeing some of her friends being settled in the United States while she waits on her third appeal for asylum has only made her lonelier. She said she doesn’t feel like eating anymore.

      “Why am I the only one here?” she said. “I want to go somewhere else and be happy.”

      Some observers, even on Nauru, wonder if the children are refusing to eat in a bid to leave. But medical professionals who have worked on the island said the rejections by the Americans have contributed to a rapid deterioration of people’s mental states.

      Dr. Beth O’Connor, a psychiatrist working with Doctors Without Borders, said that when she arrived last year, people clung to the hope of resettlement in the United States. In May, a batch of rejections plunged the camp into despair.

      Mr. Karami’s death further sapped morale.

      “People that just had a bit of spark in their eye still just went dull,” Dr. O’Connor said. “They felt more abandoned and left behind.”

      Many of the detainees no longer hope to settle in Australia. #New_Zealand has offered to take in 150 refugees annually from Nauru but Scott Morrison, the Australian prime minister, has said that he will only consider the proposal if a bill is passed banning those on Nauru from ever entering Australia. Opposition lawmakers say they are open to discussion.

      In the meantime, Nauru continues to draw scrutiny.
      ‘I’m Not Going Back to Nauru’

      For months, doctors say, many children on Nauru have been exhibiting symptoms of #resignation_syndrome — a mental condition in response to #trauma that involves extreme withdrawal from reality. They stopped eating, drinking and talking.

      “They’d look right through you when you tried to talk to them,” Dr. O’Connor said. “We watched their weights decline and we worried that one of them would die before they got out.”

      Lawyers with the National Justice Project, a nonprofit legal service, have been mobilizing. They have successfully argued for the #medical_evacuation of around 127 people from Nauru this year, including 44 children.

      In a quarter of the cases, the government has resisted these demands in court, said George Newhouse, the group’s principal lawyer.

      “We’ve never lost,” he said. “It is gut-wrenching to see children’s lives destroyed for political gain.”

      A broad coalition that includes doctors, clergy, lawyers and nonprofit organizations, working under the banner #kidsoffnauru, is now calling for all asylum seekers to be evacuated.

      Public opinion in Australia is turning: In one recent poll, about 80 percent of respondents supported the removal of families and children from Nauru.

      Australia’s conservative government, with an election looming, is starting to shift.

      “We’ve been going about this quietly,” Mr. Morrison said last week. “We haven’t been showboating.”

      But there are still questions about what happens next.

      Last month, Sajeenthana stopped eating. After she had spent 10 days on a saline drip in a Nauruan hospital, her father was told he had two hours to pack for Australia.

      Speaking by video from Brisbane last week (we are not using her full name because of her age and the severity of her condition), Sajeenthana beamed.

      “I feel better now that I am in Australia,” she said. “I’m not going back to Nauru.”

      But her father is less certain. The United States rejected his application for resettlement in September. There are security guards posted outside their Brisbane hotel room, he said, and though food arrives daily, they are not allowed to leave. He wonders if they have swapped one kind of limbo for another, or if they will be forced back to Nauru.

      Australia’s Home Affairs minister has said the Nauru children will not be allowed to stay.

      “Anyone who is brought here is still classified as a transitory person,” said Jana Favero, director of advocacy and campaigns at the Asylum Seeker Resource Center. “Life certainly isn’t completely rosy and cheery once they arrive in Australia.”

      On Monday, 25 more people, including eight children, left the island in six family units, she said.

      Those left behind on Nauru pass the days, worrying and waiting.

      Christina often dreams of what life would be like somewhere else, where being 10 does not mean being trapped.

      A single Iranian woman who asked not to be identified because she feared for her safety said that short of attempting suicide or changing nationality, there was no way off Nauru.

      She has been waiting two years for an answer to her application for resettlement in the United States — one that now seems hopeless given the Trump administration’s policies.

      Each night, often after the power goes out on Nauru, she and her sister talk about life and death, and whether to harm themselves to seek freedom.

    There is good reason to assert the existence, or at least the emergence, of a new type of capitalism: neurocapitalism. After all, the capitalist economy, as the foundation of modern liberal societies, has shown itself to be not only exceptionally adaptable and crisis-resistant, but also, in every phase of its dominance, capable of producing the scientific and technological wherewithal to analyse and mitigate the self-generated “malfunctioning” to which its constituent subjects are prone. In doing so – and this too is one of capitalism’s algorithms – it involves them in the inexorably effective cycle of supply and demand.

    Just as globalisation is a consequence of optimising the means of production and paths of communication (as Karl Marx and Friedrich Engels predicted), so the brain, as the command centre of the modern human being, finally appears to be within reach of the humanities, a field closely associated with capitalism. It may seem uncanny just how closely the narrow path to scientific supremacy over the brain runs to the broad highway along which capitalism has been speeding for over 150 years. The relationship remains dynamic, yet what links capitalism with neuroscience is not so much strict regulation as a complex syndrome of systemic flaws.

    At this point, if not before, the unequal duo of capitalism and neuroscience was joined by a third partner. From now on, the blossoming pharmaceutical industry was to function as a kind of transmission belt connecting the two wheels and making them turn faster. In the first half of the twentieth century, mental disorders were treated mainly with sedative barbiturates, electric shock therapy and psychosurgery. But by the 1930s, neuro-psychopharmacology was already winning the day, as Freud had predicted it would.

    Is it a paradox, or one of those things that are so obvious they remain unobserved, that the success of Freud’s psychoanalysis and that of modern neuroscience are based on similar premises? Psychoanalysis was successful because it wove together medically relevant disciplines like psychiatry and psychology with art, culture, education, economics and politics, allowing it to penetrate important areas of social life. At the beginning of the twenty-first century, the neurosciences seem to be in a position to take on a comparable role in the future.

    The ten top-selling psychotropic substances in the USA include anti-depressants, neuroleptics (antipsychotics), stimulants and drugs for treating dementia. In 2007 one hundred million prescriptions were issued for these drugs with sales worth more than sixteen billion dollars. These figures illustrate how, in an environment that is regulated but difficult to control, supply and subjectively perceived need can create a market turning over billions of dollars. What is more, it is a market that is likely to expand into those areas in which a performance-driven society confronts the post-postmodern self with its own shortcomings: in others words in schools and further education, at work, in relationships, and in old age. Among the best-selling neuro-psychotropic drugs are those that modulate the way people experience emotions and those that improve their capacity to pay attention and to concentrate, in most cases regardless of whether there is a clinically definable impairment of these functions.

    Despite the immense costs for healthcare systems, the fear of depression, dementia and attention deficit disorder legitimises the boom in neuro-psychotropic drugs. In a performance-driven society that confronts the self with its own shortcomings, neuroscience serves an expanding market

    Today, the phenomenology of the mind is stepping indignantly aside for a host of hyphenated disciplines such as neuro-anthropology, neuro-pedagogy, neuro-theology, neuro-aesthetics and neuro-economics. Their self-assurance reveals the neurosciences’ usurpatory tendency to become not only the humanities of science, but the leading science of the twenty-first century. The legitimacy, impetus and promise of this claim derive from the maxim that all human behaviour is determined by the laws governing neuronal activity and the way it is organised in the brain.

    Whether or not one accepts the universal validity of this maxim, it is fair to assume that a science that aggressively seeks to establish hermeneutic supremacy will change everyday capitalist reality via its discoveries and products. Or, to put it more cautiously, that its triumph is legitimated, if not enabled, by a significant shift in the capitalist world order.

    Repressive late nineteenth-century capitalism, with its exploitative moral dictates, proscriptions and social injustices, was a breeding ground for the neurosis diagnosed by scientists in the early twentieth century as a spiritual epidemic. This mysterious scourge of the bourgeoisie, a class which according to Marx, “through the rapid improvement of all instruments of production [...] draws all, even the most barbarian nations, into civilisation”, expressed the silent rebellion of the abused creature in human beings. It was, in other words, the expression of resistance – as defiant as it was futile – of people’s inner “barbarian nation” to forceful modernisation and civilisation.

    To introduce here the inventor of psychoanalysis and neurosis researcher Sigmund Freud as the first neurocapitalist practitioner and thinker might be thought to be overstepping the mark. Yet people tend to forget that Freud was a neuro-anatomist and neurologist by training, and saw himself primarily as a neuroscientist. What distinguished him from his colleagues was that he was more aware of the limitations of the methods available for studying the brain at the end of the nineteenth century. Having identified neurosis as an acquired pathology of the nervous system for which there was no known treatment or way to localise, he decided instead to take an indirect route. The means he invented in order both to research and to cure this mysterious illness was psychoanalysis. Fellow researchers like Oskar Vogt, who continued to search for the key to psychopathology and genius in the anatomy of the brain, were doomed to fail. From then on, psychology served the requirements of everyday life in a constantly changing capitalist reality. As a method based on communication, psychoanalysis penetrated all spheres of social interaction, from the intimate and private to the economic and cultural. In doing so, it created new markets: a repair market for mental illness and a coaching market for those seeking to optimise capitalist production and reproduction.

    Delayed by the Second World War, the repressive capitalism of the nineteenth century was eventually replaced by libertarian, affluent capitalism. Conformity, discipline and feelings of guilt – the symptoms of failure to cope with a system of moral dictates and proscriptions – gave way to the new imperative of self-realisation. The psychic ideal of the successful individual was characterised by dynamically renewable readiness for self-expansion, which for the subject meant having a capacity for self-motivation that could be activated at any time and that was immune to frustration. Failure now meant not being able to exhaust the full potential of one’s options. This development brought a diametric change in the character of mental illness. Neurosis, a disorder born of guilt, powerlessness and lack of discipline, lost its significance. Attention shifted to the self’s failure to realise itself. Depression, the syndrome described by Alain Ehrenberg in The Weariness of the Self: Diagnosing the History of Depression in the Contemporary Age, began its triumphal march.

    Depression, however, was also the first widespread mental illness for which modern neuroscience promptly found a remedy. Depression and anxiety were located in the gaps between the synapses, which is precisely where they were treated. Where previously there had only been reflexive psychotherapy, an interface had now been identified where suffering induced by the self and the world could now be alleviated directly and pre-reflexively.

    At this point, if not before, the unequal duo of capitalism and neuroscience was joined by a third partner.     What cannot be overlooked is that the methodological anchoring of the neurosciences in pure science, combined with the ethical legitimacy ascribed to them as a branch of medicine, gives them a privileged position similar to that enjoyed by psychoanalysis in the early twentieth century. Unlike the latter, however, the neurosciences are extremely well funded by the state and even more so by private investment from the pharmaceutical industry. Their prominent status can be explained both by the number and significance of the problems they are attempting to solve, as well as the broad public recognition of these problems, and by the respectable profits to be made should they succeed. In other words, they are driven by economic and epistemic forces that emanate from the capitalism of today, and that will shape the capitalism of tomorrow – whatever that might look like.

    In Germany, the USA and many western European countries, it is neither painkillers nor cardiovascular drugs that now put the greatest strain on health budgets, but rather neuro-psychotropic drugs. The huge market for this group of drugs will grow rapidly as life expectancy continues to rise, since age is the biggest risk factor for neurological and psychiatric illness. All over the world, whole armies of neuroscientists are engaged in research in universities, in projects often funded by the pharmaceuticals industry, and to an even greater extent in the industry’s own facilities, to find more effective and more profitable drugs to bring onto the market. The engine driving the huge advances being made in the neurosciences is capital, while the market seems both to unleash and to constrain the potential of this development.

    Depression, anxiety or attention deficit disorders are now regarded by researchers and clinical practitioners alike as products of neuro-chemical dysregulation in interconnected systems of neurotransmitters. They are therefore treated with substances that intervene either directly or indirectly in the regulation of neurotransmitters. Given that the body’s neuro-chemical systems are highly sensitive and inter-reactive, the art of successful treatment resides in a process of fine-tuning. New and more expensive drugs are able to do this increasingly effectively and selectively, thus reducing undesirable side effects. Despite the immense costs for healthcare systems, the high incidence of mental disorders and the fear of anxiety, depression and dementia make the development of ever better neuro-psychotropic drugs desirable and legitimate.

    However, the development and approval of drugs designed to alleviate the symptoms of mental disorders also open the gates to substances that can be used to deliberately alter non-pathological brain functions or mental states. The rigid ethical conventions in the USA and the European Union – today the most profitable markets for neuro-psychotropic drugs – mean that drug development, whether funded by the state or by the pharmaceuticals industry, is strictly geared towards the prevention and treatment of illness. Few pharmaceutical companies are therefore willing to make public their interest in studying and developing substances designed to increase the cognitive performance or psychological wellbeing of healthy people. The reason is simple: there is no legal market for these so-called “neuro-enhancers”. Taking such drugs to perform better in examinations, for example, is a punishable offence in the USA. Yet sales figures for certain neuro-psychotropic drugs are considerably higher than the incidence of the illnesses for which they are indicated would lead one to expect. This apparent paradox applies above all to neuropsychotropic drugs that have neuro-enhancement properties. The most likely explanation is that neuro-enhancers are currently undergoing millions of self-trials, including in universities – albeit probably not in their laboratories.

    The ten top-selling psychotropic substances in the USA include anti-depressants, neuroleptics (antipsychotics), stimulants and drugs for treating dementia. In 2007 one hundred million prescriptions were issued for these drugs with sales worth more than sixteen billion dollars. These figures illustrate how, in an environment that is regulated but difficult to control, supply and subjectively perceived need can create a market turning over billions of dollars. What is more, it is a market that is likely to expand into those areas in which a performance-driven society confronts the post-postmodern self with its own shortcomings: in others words in schools and further education, at work, in relationships, and in old age. Among the best-selling neuro-psychotropic drugs are those that modulate the way people experience emotions and those that improve their capacity to pay attention and to concentrate, in most cases regardless of whether there is a clinically definable impairment of these functions.

    Attempts to offset naturally occurring, non-pathological deviations from the norm are referred to as “compensatory” or “moderate enhancement” – in the same way that glasses are worn to correct the eyes’ decreasing ability to focus. The term describes a gradual improvement in function to a degree that is still physiologically natural. By contrast, “progressive” or “radical enhancement” denotes a qualitative improvement in function that exceeds natural boundaries. To return to the optical metaphor, we could say that the difference between these forms of performance enhancement is like that between wearing spectacles and night-vision glasses.

    In all ages and cultures, producers and purveyors of drugs and potions purported to enhance the individual’s cognitive state have been able to do a tidy trade, as the many references to magic potions and fountains of youth in literature and the fine arts testify. Nowadays, one substance with this kind of mythical status is ginkgo. Billions of dollars worth of ginkgo-biloba preparations are sold in the USA every year; and if ginkgo really did have any significant effect on cognition or memory, it would be a classic case of the widespread, unchecked use of a compensatory neuro-enhancer. As it is, however, the myth and commercial success of ginkgo are more a testament to the perhaps universal human need for a better attention span, memory and mental powers, and to the willingness to pay good money to preserve and enhance them.

    For the attainment of happiness as the aim of a good life, Aristotle recommended cultivating a virtuous mind and virtuous character. This is precisely what some neuro-psychotropic drugs are designed to do. The virtues of the mind are generally understood to be instrumental traits like memory and attention span. The extent to which these traits are innate or acquired varies from person to person. After adolescence, their efficiency gradually goes into decline at individually varying rates. Inequality and the threat of loss are strong motivations for action. The current consensus on the ethics of neuro-enhancement seems to be that as long as the fundamental medical principles of self-determination, non-harm (nil nocere) and benefit (salus aegroti) are adhered to, rejecting pharmacological intervention in the instrumental traits of the brain would be at odds with a liberal understanding of democracy.

    A more complex ethical problem would seem to be the improvement of so-called character virtues, which we shall refer to here as socio-affective traits. Unlike instrumental traits such as attention span and memory, traits like temperament, self-confidence, trust, willingness to take risks, authenticity and so on are considered to be crucial to the personality. Pharmacological intervention that alters these traits therefore affects a person’s psychological integrity. While such interventions may facilitate and accelerate self-discovery and self-realisation (see the large body of literature on experience with Prozac, e.g. Peter D. Kramer, Listening to Prozac: Psychiatrist Explores Antidepressant Drugs and the Remaking of the Self , they may also do the exact opposite. We will never be able to predict with any certainty how altering instrumental and socio-affective traits will ultimately affect the reflexively structured human personality as a whole. Today’s tacit assumption that neuro-psychotropic interventions are reversible is leading individuals to experiment on themselves. Yet even if certain mental states are indeed reversible, the memory of them may not be.

    The barriers to neuro-enhancement actually fell some time ago, albeit in ways that for a long time went unnoticed. Jet-lag-free short breaks to Bali, working for global companies with a twenty-four hour information flow from headquarters in Tokyo, Brussels and San Francisco, exams and assessments, medical emergency services – in all of these situations it has become routine for people with no medical knowledge to use chemical substances to influence their ability to pay attention. The technologies that have sped up our lives in the era of globalisation – the Internet, mobile phones, aeroplanes – are already a daily reality for large numbers of people and are interfering with their biologically and culturally determined cycles of activity and rest.

    That is not to say that the popularisation of these findings has had no effect at all. Reconceptualising joy as dopamine activity in the brain’s reward centres, melancholy as serotonin deficiency, attention as the noradrenalin-induced modulation of stimulus-processing, and, not least, love as a consequence of the secretion of centrally acting bonding hormones, changes not only our perspective on emotional and mental states, but also our subjective experience of self. That does not mean that we experience the physiological side of feelings like love or guilt any differently, but it does make us think about them differently. This, in turn, changes the way we perceive, interpret and order them, and hence the effect they have on our behaviour. By viewing emotions in general terms rather than as singular events taking place in a unique temporal and spatial context, the neurosciences have created a rational justification for trying to influence them in ways other than by individual and mutual care.

    The possibility of pharmacological intervention thus expands the subjective autonomy of people to act in their own best interests or to their own detriment. This in turn is accompanied by a new form of self-reflection, which encompasses both structural images of the brain and the ability to imagine the neuro-chemical activity that goes on there. What is alarming is that many of the neuroscientific findings that have triggered a transformation in our perception of ourselves are linked with commercial interests.

    It is already clear that global capitalism will make excessive demands on our material, and even more so on our human-mental resources. This is evident from the oft-used term “information society”, since information can only function as a commodity if it changes human behaviour, and it can only do this if we accord it our attention and engage with it emotionally.

    Canadian police say they are fighting a new kind of criminal organization.

    The signs began to appear two years ago: photos on Facebook of men wearing odd, matching outfits.

    Then there were stories, even old police files, attached to the people in the photos: a kidnapping, a man run over by a car, brutal beatings over what seemed to be a small slight.

    Mapping a secret criminal hierarchy for the first time is a rare kind of detective work. So when two Toronto police officers and an RCMP analyst in British Columbia started documenting the existence of something called the “Black Axe, Canada Zone,” they could not have predicted it would take them to funerals, suburban barbecue joints and deep into African history before they understood what they were seeing.

    The Black Axe is feared in Nigeria, where it originated. It is a “death cult,” one expert said. Once an idealistic university fraternity, the group has been linked to decades of murders and rapes, and its members are said to swear a blood oath.

    Most often, the group is likened to the Mob or to biker gangs, especially as it spreads outside Nigeria.

    An investigation by The Globe and Mail that included interviews with about 20 people found that “Axemen,” as they call themselves, are setting up chapters around the world, including in Canada.

    Like any criminal organization, it focuses on profit, police say. But instead of drug or sex trafficking, it specializes in a crime many consider minor and non-violent: scamming.

    What police have also learned is that, when done on an “industrial” level as part of a professional global network, scams ruin lives on a scale they have rarely seen.

    Two weeks ago, at a news conference attended by FBI officers, Toronto police announced they had taken part in an international crackdown on a money-laundering network through which more than $5-billion flowed in just over a year. Two local men charged with defrauding a Toronto widow of her life’s savings will eventually face extradition to the United States on money-laundering charges, they said.

    Online fraud is fluid, global and hard-to-track, but it often requires local operatives. Several Toronto-area residents have been defrauded of at least $1-million each in the past two years, and police allege the money was wired with the help of Canadian residents linked to the Black Axe, and sometimes it was handed to the group’s associates in person. The recipients then sent the money ricocheting through bank accounts around the globe, with trusted members in countries on every continent helping with the transfers before it disappeared.

    The sophistication of the money-laundering scheme reflects the efficiency of the scams, in which several people assume false identities and mix reality – bank accounts, real names and real websites – with fake documents.

    The police added an extra charge for one of the men they arrested, Akohomen Ighedoise, 41: “participating in a criminal organization.”

    Officers said in an interview they seized documents that will prove in court that Mr. Ighedoise separately helped a network of fraudsters launder money, that the fraudsters are members of the Black Axe and that he is their bookkeeper. The charge is the first time a Canadian has been publicly linked to the group.

    Interviews with police, gang experts and Nigerian academics paint a picture of an organization both public and enigmatic, with an ostensible charitable purpose as well as secret codes and a strict hierarchy. Police say it has grown to 200 people across Canada.

    Officers in Canada first heard the name “Black Axe” less than two years ago, said Tim Trotter, a detective constable with the Toronto Police Service. They are working quickly, trying to stop the group from becoming entrenched.

    “I mean, 100 years ago, law enforcement dealt with the same thing, the Sicilian black hand, right? It meant nothing to anybody except the Sicilian community,” Det. Constable Trotter said. “And that’s what we have here – that’s what we believe we have here.”

    Many scam victims lose a few thousand dollars. Soraya Emami, one of Toronto’s most recent victims, lost everything, including many friends.

    In 1988, Ms. Emami fled her native Iran with her four sons. Her husband was jailed by the regime and his passport was held for years. Ms. Emami flew to Canada and became a real estate agent in North York.

    It took 30 years to save for a nice house in quiet Stouffville, Ont. The rest of her earnings went to her boys, who grew up to be a doctor, an engineer, a computer engineer and a bank manager. Last year, the youngest – a fifth son, born in Canada – began university. She and her husband had never reunited, and for the first time in decades, Ms. Emami thought about dating.

    “My kids grow up, and I feel lonely,” said the 63-year-old, who has long, wavy black hair. “I didn’t know how, and because I’m not [used to] any relationship, I feel shy.”

    Ms. Emami saw a TV commercial for Match.com and joined, hesitantly. A few days later, she told a friend she had heard from a tanned, white-haired, very nice geologist. Fredrick Franklin said he lived just 45 minutes away, in Toronto’s wealthy Bridle Path neighbourhood.

    He had spent years in Australia, and when they talked on the phone, she could not always understand his thick accent at first. He called her several times a day from Vancouver, where he was on a business trip, then from Turkey, where he travelled on a short contract. He was to fly home via Delta airlines on May 5. She would pick him up from the airport, and they would finally meet.

    “I am a simple man in nature, very easy going,” he wrote in an e-mail, telling her about his son and granddaughters. “I have done the Heart and Stroke ride in Toronto for the past 2 years, have also done the MS ride from London to Grand Bend.”

    A few days before his return date, Mr. Franklin called Ms. Emami in a panic. His bank had told him someone had tried to gain access to his account, he said. He could not clear it up from rural Turkey, so would she mind calling the bank and reporting back with his balance? He e-mailed the phone number for SunTrust bank, a 10-digit account number and a nine-digit tax ID number.

    She spoke to a bank teller. The balance, she was told, was $18-million.

    A few days later, Mr. Franklin asked for a small favour – could she send him a new phone and laptop – saying he would repay her upon his return. She acquiesced, believing he could pay her back.

    Within a few weeks, she lost half a million dollars, and the scam would cost her the home in Stouffville.

    What perplexes police about some of the Toronto romance frauds is not how the victims could be so naive, but how the fraudsters could be so convincing.

    The SunTrust account appears to be real, The Globe determined after retracing the steps Ms. Emami took to access it. The bank said it could not verify the account’s existence, as that was client-related information.

    In the course of the scam, Ms. Emami spoke to at least five people other than the Aussie geologist, including two in person.

    In June, in what they called Project Unromantic, York Regional Police charged nine local people in several cases, including that of Ms. Emami, that added up to $1.5-million. They considered the criminals to be internationally connected. “We don’t know who’s at the top, but there seems to be a hierarchy,” Detective Courtney Chang said.

    The Toronto police believe the crimes that led to their charges against Mr. Ighedoise are linked to the ones in York Region.

    Canadian police came across the Black Axe by happenstance. In 2013, an RCMP analyst in Vancouver was investigating a West Coast fraud suspect and found a photo of him on Facebook with another man, said Det. Constable Trotter (the analyst would not speak to The Globe). Both were wearing unusual clothes and seemed to be at a meeting in Toronto.

    The analyst discovered the second man was under investigation by Toronto financial crimes detective Mike Kelly, an old partner of Det. Constable Trotter. The analyst e-mailed Det. Constable Kelly to ask if he knew the significance of what the two men in the photo were wearing.

    The uniform of the Black Axe is a black beret, a yellow soccer scarf and high yellow socks. These items often have a patch or insignia showing two manacled hands with an axe separating the chain between them, which sometimes also says “Black Axe” or “NBM,” standing for “Neo-Black Movement,” another name for the group. They often incorporate the numbers seven or 147.

    The group tries to maintain a public image of volunteerism. It has been registered as a corporation in Ontario since 2012 under the name “Neo-Black Movement of Africa North America,” with Mr. Ighedoise among several people listed as administrators. In the United Kingdom, said Det. Constable Trotter, it has been known to make small donations – to a local hospital, for example – and then claim to be in a “partnership” with the legitimate organization.

    In the GTA, the group got itself listed publicly in 2013 as a member of Volunteer MBC, a volunteer centre serving Mississauga, Brampton and Caledon. But after expressing an interest in recruiting volunteers, the group involved never posted an ad, and staff at the centre said when they tried to follow up, they found the three yahoo.com addresses on file were no longer working.

    Police found plenty of photos on social media of men in Axemen uniforms at what were said to be conferences or events.

    Det. Constable Kelly and Det. Constable Trotter compiled a list of people in Canada photographed wearing Axemen outfits. From a car, they watched some of them attend a funeral. One mourner had yellow socks and a yellow cummerbund with NBM on it, Det. Constable Trotter said. The rest were dressed normally. Near the end of the ceremony, “all of a sudden the berets and everything came out, and then they put the coffin into the earth,” he said.

    As they added names to their list, the investigators checked each one for connections to previous cases.

    What they found were 10 to 20 episodes of serious violence over the past few years clearly linked to members of the group, many of them at a Nigerian restaurant in northwest Toronto, Det. Constable Trotter said. One man had been run over by a car; another was allegedly kidnapped and beaten with a liquor bottle for a day in an abandoned building; a man was knocked to the ground for refusing to fetch another man a beer. Witnesses generally refused to talk.

    In one incident, a group of men had insulted another man’s girlfriend, and when he objected, they “beat the living hell” out of him, leaving him with cranial fractures, Det. Constable Trotter said.

    “Without the understanding of the context, it’s just a bar fight,” he said. “But when we understand who those people were, and we realize, oh, they’re all affiliated to the group … that’s why no one called [911]. And that’s why, when the police came, suddenly, oh no, those cameras don’t work. And that’s why, out of a bar full of people, the only witness was his girlfriend.”

    That case and the kidnapping case are before the courts, Det. Constable Trotter said. The Globe tried to search for all court records linked to the bar’s address over the past few years, but was told such a search is impossible.

    Police have six criteria to identify members of the group, Det. Constable Trotter said. If a person meets three of the six, he is considered a likely member.

    Police have documents that show when certain people were “blended” or initiated into the group, including some in Toronto, he said. Members live mostly in Toronto, Calgary and Vancouver.

    “There’s evidence that they’ve been active since 2005, so that’s a decade’s worth of ability to lay under the radar and become ensconced in the criminal community,” he said.

    To set up scams, they work from cafés or home and are “fastidious” about deleting their online history, Det. Constable Kelly said.

    “They have names, titles, they show respect,” Det. Constable Trotter said. “They pay dues to each other. Individuals are detailed by higher-ranking individuals to do things.”

    As they learned of the group’s fearsome reputation in Nigeria, the officers began to equate it more with established Canadian organized crime. At Afrofest in Woodbine Park one summer, a group of Axemen walked through in full uniform – not something anyone from the Nigerian community would do lightly, Det. Constable Trotter said. “I wouldn’t wear a Hells Angels vest if I wasn’t a Hells Angel.”

    He began to worry the group’s brazenness would signify to the community that “Axemen are here. And they’re open about it, and the police are doing nothing.”

    Fraternities such as the Black Axe were born during an optimistic time in Nigeria’s recent history, and at first they reflected it. In the postcolonial 1970s, they were modelled after U.S. fraternities. They attracted top students and were meant to foster pan-African unity and Nigeria’s future leaders.

    When the country descended into widespread corruption after its oil boom, the fraternities split into factions and violently sought power on campuses, trying to control grades and student politics and gain the loyalty of the richest, best-connected students.

    Through the 1990s and 2000s, the groups inspired terror: Students were hacked to death or shot in their sleep, and professors were murdered in their offices in what seemed to be random attacks. Researchers say such crimes were often assigned to new members in their late teens to prove their allegiance after a painful hazing in an isolated cemetery or forest.

    “Sometimes, they are given some tough assignments like raping a very popular female student or a female member of the university staff,” Adewale Rotimi wrote in a 2005 scholarly article.

    Raping the daughters of rich and powerful families, or the girlfriends of enemies, was another tactic of the groups to prove their dominance, Ifeanyi Ezeonu wrote in 2013.

    In addition to innocent victims, one West African organization fighting cult violence says more than 1,700 fraternity members died in inter-group wars in a 10-year span. The groups were outlawed, and much of their ritualistic element – night-time ceremonies, code words – seemed to evolve to avoid detection, said Ogaga Ifowodo, who was a student in Nigeria during the 1980s and later taught at Cornell and Texas State universities.

    “Early on … you could distinguish them by their costume,” he said. “The Black Axe, they tended to wear black berets, black shirt and jeans.”

    The transformation was not a coincidence, Mr. Ifowodo said.

    “At that time, we were under military dictatorships, and they had actually propped up the now-secret cults as a way of weakening the students’ movements,” he said. “It violates something that I think is sacred to an academic community, which is bringing into campus a kind of Mafia ethos.”

    But this does not explain whether, or how, the fraternities could morph into a sophisticated global crime syndicate.

    In Nigeria, the groups are not associated with fraud, said Etannibi Alemika, who teaches at Nigeria’s University of Jos. Mr. Ifowodo agreed. However, he also backed Toronto Police’s conclusion that Black Axe is one and the same as the Neo-Black Movement. In a briefing document posted online, Canada’s Immigration and Refugee Board says the two are closely linked, but speculates that the Black Axe is a “splinter group” of the NBM.

    The NBM is known to carry out fraud, said Jonathan Matusitz, a professor at the University of Central Florida who has studied Nigerian fraternities. He said the group’s members have also been linked, mostly in Nigeria, to drug trafficking, pimping, extortion, and the falsification or copying of passports and credit cards.

    “I think that the NBM movement is more about scamming people, and it has some associations with the Black Axe, which kills people,” he said. “Have they joined forces to have like a super-group? I hope not.”

    Despite police fears, several people interviewed by The Globe, mostly business owners, said they had never heard of the Black Axe before the police news conference last week.

    Kingsley Jesuorobo, a Toronto lawyer who has many Nigerian-Canadian clients, said he has never heard of anyone being intimidated by the group.

    Mr. Jesuorobo said he is familiar with the Black Axe in the Nigerian context, but cannot imagine it posing a real threat in Canada. It is more likely that former members gravitate to each other for social reasons, he said.

    “It would be a case of comparing apples and oranges to look at how these guys operate – the impunity that characterizes their actions – in Nigeria, and then sort of come to the conclusion that they can do the same thing here,” he said.

    For Nigerian-Canadians, a cultural minority working hard to establish themselves, the idea is very troubling, he said.

    “If these things are true, it would be a bad omen for our community,” he said.

    After confirming her love interest’s $18-million bank balance, Ms. Emami did not hear from him for a few days. When they spoke again, she told him she had worried. He responded that it was a sign of how close they had become; she had sensed something had happened.

    The geologist said that during his contract in Turkey, he had been in a mining accident. He was injured and could not get to Istanbul to replace his phone and laptop, which had been destroyed, so would she buy new ones and send them by courier? Ms. Emami went to the Apple Store at Fairview Mall and called him, asking if he could pay with his credit card over the phone. He said the store would not allow it, and the employee agreed. So she bought the $4,000 laptop and phone and shipped them.

    A few days later, he called again: He needed $80,000 to pay the salary of an employee, promising to repay with interest. She told him she would have to borrow from her son, but he reassured her, and she wired the money in several instalments.

    The day of his flight, a man called and said he was Mr. Franklin’s lawyer and was with him at the Istanbul airport. Someone injured in the mining accident had died, he said, and Mr. Franklin owed $130,000 to his family or he would go to jail.

    “He’s calling me, he’s crying to me,” she said. “I didn’t have any choice. I go to friends and everybody I know. Because you know, when you’re trying to be a good person, everybody trusts you. …Whatever I asked, they give me.”

    Even a friend of a friend, a cab driver, lent her thousands. “He told me, you know, dollar by dollar I collected this money,” she recalled.

    Mr. Franklin sent her details of his rebooked flight, and she promised to pick him up and cook a meal. He would love that, he said; he liked chicken.

    “You don’t believe how much food I make for him,” she said.

    She was waiting with the packed-up meal the morning of his flight when the phone rang again. It was another lawyer, this time at the Frankfurt airport, he said. Mr. Franklin owed $250,000 in tax before he could leave the country with a valuable stone.

    “My heart is just – crash,” she said. “I was crying on the phone. I said, ’Please don’t do this to me. … Why are you doing this to me? I told you from the first day, I’m borrowing this money from people.’”

    A man saying he was Mr. Franklin’s son, who also had an Australian accent, called and told her he had remortgaged his house to save his father and might lose custody of his children because of it. Ms. Emami pulled together $158,000. When her bank would not let her transfer the money, she was instructed to meet a man and a woman in person who deposited it into their accounts.

    Ms. Emami’s son and her manager at work persuaded her to go to police. When officers told her Mr. Franklin was not real and the money was likely gone for good, they called a psychiatrist to help her grasp the news.

    She cannot pay her bills or afford groceries, her credit rating is destroyed and she is hunting for work despite crippling headaches. On Oct. 27, she was served with notice that she will lose her house in Stouffville in 20 days.

    “I can’t sleep,” she said recently, crying.

    She had always considered it her “duty” to help people in need, she said. Now her friends, even her sons, are angry that the scam impoverished them as well.

    “It’s my life, it’s my relationships,” she said. “And after 30 years living here with five kids, you know, I can’t live in the street. I can’t go to the shelter.”

    Other local women describe the lengths fraudsters went to to blend truth and fiction. One received a forged Ontario provincial contract. Two victims in York said the scammers impersonated an Edmonton mining executive. The fraudsters build Facebook and LinkedIn accounts that seem to be populated by friends and family.

    “When we Google them, they do seem real,” one woman said.

    Daniel Williams of the Canadian Anti-Fraud Centre, a federal intelligence-gathering agency on fraud, said the scammers profit from economies of scale. “What they did to you, they were doing to 8,000 people that day,” he said.

    The agency gets more calls from fraud victims a day than it can answer, sometimes exceeding 2,000. Staff look for waves of calls complaining of the same methods.

    Authorities estimate they are only ever aware of about 1 per cent to 5 per cent of fraud committed globally, Mr. Williams said. Many victims do not believe they have been scammed or will not report it out of embarrassment.

    Fraudsters, sometimes using credit checks, also home in on well-off victims for special treatment, Det. Constable Kelly said.

    “It’s just like, oh, we’ve got somebody on $100,000 level, let’s steer this to this person,” he said.

    The amount taken from Toronto victims alone is “absolutely astonishing,” he said.

    “If you were going to distribute cocaine, for example, you have to buy that cocaine from another smuggler somewhere, and you have to put up money for that,” he said.

    “In fraud, what is your put-up? What is your overhead? Your commodity that you’re trading in, that you’re selling, is BS. BS is cheap, it’s abundant, it’s infinite. You know, it can be replicated again and again and again and again. … And that’s why it’s a better business.”

    Fraudsters based in Canada work with people in Kuala Lumpur, in Tokyo, in Lagos, Det. Constable Kelly said.

    At the turn of the 20th century in New York, Italian-owned banks started suffering bombings, and homes were mysteriously burned down. Police heard the incidents happened after warnings from something called the “black hand.” But no officers spoke Italian, and investigations were stymied.

    It was not until the 1950s that widespread police crackdowns began. By that time, the group now known as the Mafia had spread around the world and made new alliances. The FBI estimates the organization has about 25,000 members and a quarter-million affiliates worldwide, including about 3,000 in the United States.

    Police hope the charge against Mr. Ighedoise will send an early message to Canada’s Axemen. York and Toronto officers are working to confirm connections between the fraud ring that impoverished Ms. Emami and the ring that Mr. Ighedoise is alleged to help lead.

    At their recent press conference, they appealed to the Nigerian community to report instances where the Black Axe has “intimidated” others.

    They want to know how ambitious the group really is, Det. Constable Trotter said, and how much it is feared.

    If Axemen rely on selling stories, he said, the most important one is for their own community: “That [they] have all the power and authority and the propensity for violence that [they] have back home, here in Canada.”

    A Member of the Politburo

    Before me lies a yellowing sheet of coarse paper, which looks as though it has been torn out of one of my old school exercise books. Large writing, like a child’s, written in faint ink, which has been watered again and again.

    I have difficulty in reading the carefully formed letters written with a rusty nib: “My dear grandson... I am sitting by the light of a paraffin wick, just like it was in 1921, to write to you. The electricity is switched on for only two hours a day, and that not every day. I have pushed the table over close to the oven, where it is a little warmer. There’s a terrible draught coming from the window, though I’ve stopped up all the cracks with wool...”

    No electricity! No coal for the stove! And this two years after the victorious close of the war. And in the heart of the Donietz Basin, the richest coal field in Europe.

    Yet it is not suprising. Before the war the students at our Institute attended lectures all the winter in fur coats and fur caps. Our fingers froze, but we couldn’t put our hands in our pockets because we had to take notes. The boiler for the central heating of the Novocherkassk Industrial Institute was intended to burn Donietz anthracite, but now it was fueled with useless shale. We were amazed when we saw that the German periodical, Der Bergbau, which was in the Institute library, contained advertisements offering Donietz anthracite for export at cheap rates.

    A friend of mine, Vassily Shulgin, once achieved a temporary fame in the Faculty for Energetics. Somehow or other he got hold of an electrically heated airman’s suit, such as is used by arctic flyers. From the laboratory for electro-technics he obtained a transformer, which he placed under his desk, and it was easy enough to get hold of a long piece of cable. At one touch of a switch he became a celebrity. The first day he tried it out we were more interested in seeing whether he would go up in smoke and flames than in listening to our professor. To be on the safe side, one of his close friends brought in a fire extinguisher from the corridor and put it close to hand.

    Vassily’s triumph was a nine-days’ wonder. Sometimes he proudly switched off the heat, and then the freezing students realized that he was too hot. We were all as proud of that baggy figure on the backbench as if we had shared in his ingenuity.

    To the general consternation, one frosty morning in January he turned up in his old overcoat. When we insisted on knowing the reason why he curtly replied that the works had gone wrong. He confided the bitter truth to only a few intimate friends. He had been summoned to the Special Department, the N. K. V. D. representative in the Institute, where he was ordered to stop his ’anti-Soviet demonstration’; otherwise his case would be passed to the ’requisite organs’. To tell the truth, the Special Department showed him a great favor in this instance. Here were all the students freezing and suffering in silence, and one of them tried to get warm: counter-revolutionary agitation and undermining socialist economy!

    That sort of thing continued all through the years before the war. That was the system. The people simply got used to it and didn’t even notice it.

    Now, after the war, the Germans were freezing in their unheated homes. Naturally they cursed the Soviet officers, who had no need to count every briquette. But it did not occur to them that in Russia these same officers’ families were freezing even more than the Germans.

    "... But I keep going. I’m on my feet all day; I manage all the housework. It’s a pity I haven’t got much strength, and my old bones ache. I can have only sweet tea, with a biscuit sometimes dipped in it. I only have two teeth left and I can’t chew anything.

    “Your mother goes off to work every morning at seven. In the evening she can hardly crawl home with the aid of a stick; she helps herself along by the fences. It isn’t so much that she’s tired with work as her nerves. Everybody’s so irritable, they swear at the least thing and won’t listen to you. She’s afraid to go to the post now to get your parcels. Robbers are on the lookout for people receiving parcels from Germany, and they break into their homes at night and kill the people. And in the daytime young boys - ’craftsmen’ - hang around the post office and snatch the parcels in broad daylight.”

    Mention of the ’craftsmen’ recalled to my mind the Molotov automobile works in the town of Gorky. I worked there at the beginning of the war, and I saw these so-called ’craftsmen’, the young recruits to the Soviet proletariat. Soviet industry began to experience difficulty in getting new hands, because the Soviet youth were not prepared to become ordinary workers, so the Presidium of the Supreme Soviet issued a decree: ’On the mobilization for factory-works and crafts schools’. In these schools millions of adolescents between the ages of fourteen and seventeen were enrolled.

    At Gorky these ’craftsmen’ attending the trade school attached to the works ate in the canteen. Their food was poor enough, but it was better than that issued to the older workers; after all, adolescents are not so class-conscious as adults and you can’t feed them only on slogans. In addition, many of the ’craftsmen’ were sent food from the villages where most of them had been recruited. So some-times they left their rations, and even, boy-like, littered the inedible food about the tables.

    As soon as the ’craftsmen’ had left the dining hall the workmen rushed in for their meal. Some of them hurried to the queue for food; others sat down at the table, for otherwise they would not have got a place until the more energetic proletarians had eaten; others went to the tables and surreptitiously ate the remains which the youngsters had left.

    On one side of the hall was a small room from which came the smell of eggs and bacon. That room was the canteen for the factory management: the director, the Party organizer, and other leaders. The workers were not particularly envious of the leaders; the bosses changed so often that the workers hardly had time to remember their names. And they were just as little interested in their further activities after they had gone. The workers knew that the stork brought them and the crow, the black N. K. V. D. prison van, took them away.

    During those war years a group of British sergeants and technicians worked at the Gorky Automobile Works, supervising the assembly of tanks sent to the U. S. S. R. under lend-lease. Of course they got a very favorable impression of the works.

    “... Yesterday your mother bought two glasses of Indian corn in the market. I crushed them in a mortar and we’ve been having maize porridge. It would have been very tasty if we could have got some butter to go with it. But it is cold now and the peasants aren’t bringing much to market. Potatoes, peas and milk are dear, and we mustn’t even think of meat or butter.” Here followed several lines blacked out by the censor.

    Two glasses of maize....

    In the early spring of 1945 I graduated from the Military College, and as I had exemption in certain subjects, I got through my state examination quickly and managed to obtain a week’s leave. I spent this at home, on the pretext that I was carrying out official duties in my home district. I went to the Kazan railway station in Moscow and, with a rucksack on my back, wandered about trying to find a way of getting a seat in a train. That was pretty hopeless, for some-times people tried for weeks, and even then had to give it up. I began to study the layout of the station, to see whether I could get a seat by a trick. My only advantages were that I had no heavy luggage, but plenty of youthful energy and all a Soviet citizen’s experience in such matters.

    “Brother, if I’m not mistaken you’ve got a T-T.” I heard a hoarse deep voice behind me, and a powerful hand clapped me on the shoulder. I looked round and saw a brawny sailor in the usual black blouse, his cap thrust to the back of his head. Despite the cold, his shirt was wide open at the chest, and his breast was gay with all the decorations of a sailor’s life; he was tattooed right up to his chin. One of those who ’don’t care a damn for anybody’ and always fall on their feet. He smiled at me as if we were old acquaintances and pointed to my pistol holster.

    “Yes, it’s a T-T. What about it?” I asked.

    “What train are you going by? The 11: 20?” he inquired. When I said yes, he gave me an even broader grin. “Well, then, everything’s okay! Let’s go!”

    “Go where?”

    “When I say ’let’s go’, we go! You keep in my wake. Have you just dropped out of the moon, brother?” my new relation demanded. To sailors all men are brothers.

    We went out of the station, crawled in the darkness over a roof or two, and through some fences. At last we reached the farther side of the station and the tracks. Guards were patrolling the platforms. Like diversionists we stole up to a train standing on the lines. All the carriages were locked.

    “Now let me have your T-T, brother,” the sailor ordered.

    “You’re not going to shoot?”

    “Of course not! You hold the magazine. And now look: here’s your railway ticket to the entire world.”

    He drew back the pistol hammer, and fixed it by the safety catch. Then he thrust the barrel into the carriage door lock. One turn and we were inside.

    “I’ve used this ticket more than any other,” my ’brother’ proudly explained, as he handed the pistol back to me. After that I, too, had more than one occasion to exploit this unusual means of unlocking carriage doors.

    On the threshold of my home I halted and looked about me. All the walls were sinking and slanting; the fences had gone; they had all been used for fuel. One could walk right through the town from house-yard to house-yard unhindered. As I opened the rickety door, with its rusty hinges and ingenious latch, I had very mixed feelings. In my heavy boots I stepped prudently over the creaking floorboards in the kitchen. Everything was rickety, neglected, rotting, like the old cottage in the fairy-story. I had to stoop to avoid knocking my head against the lintel as I passed into the next room.

    In one corner of the room, a little, hunched old woman in an apron was sitting by the stove. At one time she had carried me in her arms; now I could have picked her up with ease. Her gray hair was neatly arranged under her white kerchief, she had the same old shawl round her shoulders. At the sound of the door being opened she turned.

    “Grisha!” That one brief word conveyed all the experiences of the long war years: her hopes, her fears, her expectations and joys.

    “Granny!”

    I put my arms round her shoulders; I was afraid she would fall. We remained standing a long time, with her head pressed against my chest; she wept like a little child, but they were tears of joy. I gently stroked her back under her old flannel blouse. I felt her fragile bones, and was afraid my rough hands would hurt her.

    “Where’s mother?” I asked.

    “She’s at work. She gets home at six.”

    “I’ll send a boy to tell her I’m home,” I suggested as I took off my greatcoat.

    “No, don’t, Grisha! For God’s sake!” my old grandmother murmured fearfully. “She’ll be so glad she’ll leave her work and come home, and then they may take her to court.”

    I felt my collar suddenly grow tight as the blood rushed to my head and roared in my ears. So that was how a Soviet mother was allowed to welcome her soldier son after four years of separation!

    My mother came home from work late in the evening. Granny had prepared a festive table in honor of my homecoming. She proudly brought out a tiny tin of honey and set it on the table, then a tiny medicine bottle of homemade cherry wine. When I went to my rucksack and began to hand out all kinds of cans of American preserves my mother’s eyes lit up with joy and relief. They were both hungry, but that was not so bad as the realization that they had nothing to make a feast for their son who had come safely home after a long absence. Now they had American cans of conserves on the table!

    Whenever Russian people hear mention of the words ’lend-lease’ they think of cans piled up like mountains. Those cans were to be found in the wildest and loneliest parts of the famous Bryansk forests, in the marshes of Leningrad, wherever the Soviet army passed.

    Russia is undoubtedly a very rich agricultural country, with inexhaustible natural resources. Yet from 1942 to 1945 that country lived and fought exclusively on American products. We officers were all profoundly convinced that we could have held out without American tanks and planes, but we would have died of starvation without the American food. Ninety percent of the meat, fats, and sugar consumed in the Soviet army was of American origin, and almost the same can be said of life in the rear. Even the beans and the white flour were American. The one article of Soviet origin was the black bread - apart, of course, from water.

    A word or two on water. People in Moscow seriously believed that the American embassy received even water in cans from America. Probably this was due to the amount of grapefruit and other fruit juices the Americans drank from cans. After the war it was said that the Kremlin had provided itself with American foodstuffs for many five-year plans ahead.

    There was one time at the beginning of 1948 when all the shops in all the large Soviet cities were stocked to the ceiling with sacks of coffee beans. Before the war coffee in the bean had been a luxury article in the Soviet Union. But now all the empty shelves of the shops were stocked with sacks bearing foreign inscriptions in red paint. Coffee to be bought off the ration, at 500 rubles a kilo! At that time bread cost 150 rubles a kilo on the free market.

    The people began to buy the coffee by the sack. It wasn’t that the Russians had acquired a foreign taste. Not at all! They cooked the beans, threw the fragrant liquor away, then dried the beans, pounded them in a mortar or a coffee-grinder, and made bread of the flour. Bread from coffee! Previously they had played the same sort of trick with mustard powder! Bread from mustard!

    During the war all the metal utensils in the U. S. S. R. were made from American cans. It will be many years before the Russians forget those cans with their labels: ’pork meat’.

    In an endeavor to diminish the effect of this propaganda by food conserves, the rumormongers of the N. K. V. D. spread stories that the Americans were canning the flesh of South American monkeys to send to the Soviet Union.

    "... Dear Grisha, perhaps you have a cup or something of the sort where you are. I broke mine recently and haven’t any thing to drink my tea out of. If you can send me one I shall be very glad and will always think of you when I drink my tea, my dear boy.

    "You always sew up your parcels in very good canvas, and we don’t throw it away, we make towels from it. Don’t be annoyed with us if we ask you for anything, you’re all we have in the world. I live only for your letters. And I haven’t much longer to live.

    “Keep well, my dear boy. Look after yourself. Granny.”

    I got hold of a sack in which to pack a parcel. I stuffed it full with ladies’ lace underwear, silk stockings, lengths of material, until it weighed the permitted 10 kilograms. In the very center I packed several china cups. And what else could I put in? They needed absolutely everything. They would sell what I sent and buy meat, and would go on wearing rags. You can’t fill a bottomless barrel.

    That evening I had planned to go out, but granny’s letter robbed me of all inclination. I sat at my desk, and scenes from my past life arose before my eyes.

    II

    1921. At that time I was quite an infant. Perhaps the only memory I have is of the jackdaws. Daws hopping about the floor, in the light of the paraffin lamp. One of them was dragging its wing awkwardly, leaving a trail of blood. The lamp flickered, the dark corners were very mysterious, and wretched daws hopped about the floor.

    In the winter they flew about in great black flocks. When they flew over the roofs in the evening dusk, the people said as they heard them call: “That’s a sign of frost. It’ll be still colder tomorrow.” Raspberry streaks left by the sunset on the horizon, the lilac, frosty mist, and the calling daws. They settled like bunches of black berries on the bare poplars in the orchards, and chattered away before retiring to rest.

    My uncle thought of very ingenious ways of getting close to the daws with his gun. Normally they won’t let you come anywhere near. But he went hunting them to shoot them for a ragout. I’ve forgotten what it tasted like. Older people say it doesn’t taste any worse than ragout made from other wild birds. Every wildfowl has its own specific flavor.

    In those days children wrapped in rags sat in the snow in the street and silently held out their hands. They no longer had the strength to ask for ’bread’. If you returned that way a few hours later you found they were no longer holding out their hands: they were frozen corpses.

    People don’t remember 1921 to any extent nowadays. It was followed by many other years, which have been fixed more definitely in the mind. 1921 was something quite elemental, the result of war and the post-war ruin. So it did not seem so terrible.

    1926. The later years of the New Economic Policy. “The period of temporary retreat in order to organize a decisive advance along the entire front,” as we can read in the History of the Communist Party of the Soviet Union.

    In those days, when my father gave me ten kopecks I was a rich man and could satisfy all my childish desires. The years 1925 and 1926 were the only time in all the existence of the Soviet regime when the people did not think of bread.

    I don’t remember tsarist Russia. People of my generation regard the NEP period (New Economic Policy - involved a partial return to free market exchange of commodities. - Tr.) as the equivalent of a normal and affluent life. I heard various stories told by older people, but at this time I was a Young Pioneer and was more interested in playing a drum. Some museum-piece of an old man would throw his arms wide and say rapturously and regretfully: “Under Nicholas a dried fish that size cost three kopecks; and now....” He swallowed back his spittle and waved his hand resignedly.

    1930. 1 was attending school. The name of the school was changed every three months; the curriculum changed accordingly. I was not greatly interested-1 hadn’t time to be, for I spent most of the day queuing for bread. Queues stood outside the bakers’ shops day and night. Six hundred, seven hundred... Often the number written in indelible ink on my hand was over the 1, 000.

    We boys regarded it all as a kind of game. When the cart drove up to the shop and the loaves were unloaded there was a bit of a riot. Women screamed as they were half crushed to death, one heard curses, groans, and tears. Meanwhile we boys tried to find a way into the shops through a window or some other opening. In other countries the children played ’Red Indians’, but we fought for our lives to get bread. That was how the youthful builders of socialism were reared, that was how the steel was tempered.

    We went to school in two shifts; it was as cold inside the building as outside. It was much more pleasant in the street, where you could run and keep yourself warm. What point was there in our teacher telling us stories of the Paris Commune? We stormed not the Bastille but the bakers’ shops.

    1932. General collectivization. People starved to death, their bodies lay about the streets. The living had difficulty in dragging themselves about, for their legs were swollen with famine dropsy.

    My elder brother, who was in the Young Communists, was called up to perform special duties. He and his comrades were given weapons, and they mounted guard all night over the church, which was being used as a transit camp for prisoners. There were not enough prisons; there were not enough guards. Of an evening, hundreds of ragged men and women peasants, arrested as kulaks, were driven into the church. Mothers carried babes in arms. Many of the prisoners could hardly shift their feet. The youngsters who had been issued arms went hungry to the church to guard hungry people.

    Each morning the ragged class enemies were driven on northward. Many dead bodies were left lying on the stone flags inside the church. So far as they were concerned, the problem of liquidating the kulaks as a class was already solved.

    Winter passed, spring arrived. The campaign for collecting the State grain fund began. The peasants were baking bread made from tree bark, but men armed with pistols demanded that they should hand over corn for the spring sowing. During the winter the peasants had eaten tree bark, cats, dogs, even horse dung. Cases of cannibalism were not unknown. Nobody can say how many millions of people died of hunger in 1933: possibly one-third or one-fourth of the agricultural population of southern Russia.

    During the summer the few half-savage dogs still left alive wandered through the deserted villages, devouring human flesh. First man ate dog, and then dog ate man. Many fields were left uncultivated; there was nobody to harvest those that were sown.

    Day after day we scholars of the higher classes were driven out to harvest these fields. The road ran past the town cemetery. Each morning as we went to work we saw dozens of deep, freshly dug pits. When we returned in the evening they had been filled and leveled with the ground. Some of the more inquisitive scholars tried digging up the loose soil with their boots.

    They lost their curiosity when they came upon human hands or feet beneath the shallow layer of earth. Sometimes as we went past the cemetery we saw swollen corpses being thrown from carts into the pits; they had been brought from prisons and hospitals. The wild steppe grass rapidly covered these graves, and nobody will ever know the exact cost of that resounding word ’collectivization’.

    The artificial famine of 1932 - 1933 was a political measure taken by the Politburo; it was not an elemental disaster. The people had to be shown who was the master. The decision was taken in the Kremlin; the result was the loss of millions of human lives. From that time hunger became a new, full member of the Politburo.

    Yet at that same period the Soviet government was dumping! They offered wheat at very cheap prices, much cheaper than the world market price. The principle was simple: grain taken from the collectivized Soviet peasant at 6 kopecks a kilo was sold to the Russian workers at 90 kopecks a kilo. In such circumstances it was easy enough to indulge in dumping.

    The Soviet Union offered its grain at knockdown prices on the world market. The greedy capitalists rushed to buy it. But the Canadian and Australian farmers started to burn their grain, while the Moscow radio howled in delight: “Look what is happening in the unplanned capitalist world.” But after burning their grain the Australians and Canadians had no money to buy the British industrial goods, consequently British factories began to close down and unemployment increased. The British workers had no money to buy the cheap Russian grain.

    But over the sea, in the marvelous land where communism was being built, there was no unemployment, and bread was so cheap that it was being sold abroad for next to nothing. And so there was a wave of strikes and revolutionary movements in the West. “The revolution is continuing. Comrades,” they said in the Kremlin, rubbing their hands.

    In Denmark the pigs were fed on cheap Russian sugar. In the U. S. S. R., people drank their tea with the sugar on the table to look at, or on Sundays and holidays they nibbled a knob as they sipped their tea. The Soviet workers and peasants went hungry, but there was money enough for financing capital construction, while machine tools and machinery were imported. Heavy industry increased proportionately to the rest of the country’s economy. The workers and peasants were told that heavy industry would make the machinery for light industry, and this in turn would make cloth and boots. But meanwhile tanks and aeroplanes were the chief production. There was nothing to be done about it: it was all due to the capitalist encirclement.

    Now there was no room for bourgeois sentimentality. Statistics show that fertility and population increase are in inverse proportion to the living conditions. The worse people live, the swifter they multiply. On the one hand there are India and China, where thousands die of hunger every year, but where millions are born in their place. On the other, the well-fed, enervated countries in the decline of civilization, such as France and Britain, with their falling fertility curve, and where the age-groups past the prime of life play a predominant part. Given these circumstances, Stalin had no need to fear the consequences of the famine policy; whatever happened, he was assured of soldiers and labor. In every respect the State would show an active balance.

    September 1939. Signature of the Hitler-Stalin Pact of Friend-ship. Trainload after trainload of Soviet grain, Soviet butter, Soviet sugar steamed off to Germany. Simultaneously all these articles disappeared from the Soviet shops, which in any case had never had any remarkable stock of them.

    To explain the change of political course the N. K. V. D. rumormongers spread the story that Ribbentrop had brought to Moscow the photocopy of a document, which had been signed by fourteen foreign powers. These powers had offered Hitler aid if he attacked the U. S. S. R. Hitler preferred our friendship: we desire peace. But for that we have got to pay!

    1941. War. Hunger passed into its final, perfected form. The ration-card system. No longer under-nourishment, but out-and-out starvation. In the winter of 1941-2 a kilo of potatoes cost 60 rubles on the free market: the equivalent of a week’s wage. A kilo of butter cost 700 to 800 rubles: three months’ wages. The worker received sufficient on the ration card to keep him on his feet and capable of working. In practice the main, indeed the only food issued was bread - 600 grams daily-the same bread that caused the German prisoners of war to suffer from gastric ulcers and to die off like flies.

    One day I had called on the director of the Lenin radio factory, to discuss some business. A knock at the door interrupted our conversation. His secretary put in her head and reported: “Serdiukova is here; is she to come in or wait?”

    Serdiukova came nervously into the room. Her face was dirty, and it was difficult to tell her age. She was wearing a black, greasy jacket, and her stockings were of sailcloth; she had men’s boots on her feet. She stood at the door, silently waiting. Her expression seemed despondent, yet indifferent, stamped with the apathy of infinite weariness.

    “Why didn’t you come to work yesterday, Serdiukova?” the director asked. “To stay away’s a serious crime, punishable under war legislation. You know what the punishment is for it.”

    “I was ill, Comrade Director. I couldn’t get out of bed,” she answered in a hoarse voice. She shifted from foot to foot. A pool of water formed on the parquet; it was dripping off her boots.

    Absence from work without good reason involved the punishment of forced labor even in peacetime. In wartime it might bring ten years’ imprisonment, on a charge of sabotaging war industry.

    “Have you got a doctor’s certificate?” the director asked.

    “No. I hadn’t anyone to send for the doctor. As soon as I could get up I came to work.”

    Serdiukova was one of those typical Russian women who uncomplainingly endure all the difficulties of life, who accept every-thing as inevitable, as sent from above. In this silent humility there is a kind of religious quality. It is not weakness; it is a source of the Russian’s enormous spiritual strength.

    As I looked at her I recalled an old soldier who was returning from hospital to the front after the latest of his many wounds. As he carried a machine-gun tripod on his back he quite calmly gave expression to his secret desire: “Ah, if only I had lost an arm or a leg! Then I’d be going back to my village.” I was shocked not so much by his words as by the composure with which he said them, his genuine readiness to lose an arm or a leg in exchange for return home. Yet he was an exemplary soldier.

    “You must know the law,” the director went on. “Absent without good reason. I’ll have to send your case to court.”

    She began to mutter in a broken voice: “But, Comrade Director! ... Day after day, fourteen hours at the bench... I haven’t the strength... I’m sick...”

    “I can’t help it. It’s the law. We’re all sick like that.” Her face twisted with anger. “You’re all sick like that?” she shouted, stepping closer to his desk. “But have you ever seen this?” Tears streamed down her face as, in an uncontrollable impulse of fury, she snatched up the edge of her skirt. She was no longer a human being, no longer a woman, but a creature mastered by the courage of despair. “All of you? All as sick as this?”

    I saw her white body, all the whiter against the gray background of the office wall. She did not have a woman’s shapely legs, but two deformed pillars with no curve to the calves, with the knees touching. Two garters of red automobile inner tubing cut deeply into the swollen mass of her bluish flesh.

    “Have you ever seen that. Comrade Director? Have you got legs like this?” she screamed, beside herself with indignation and shame. “For five months I’ve not had a period. I’ve dropped unconscious at the bench again and again....”

    “Is there really nothing to be done?” I asked him when she had gone.

    “What can I do?” he answered, and stared hopelessly at the papers on his desk. “Half the women are like that. Pills are of no use in such cases.”

    “I don’t mean that. I mean referring it to the court. Can’t you overlook it?”

    “Concealment of absenteeism is punished as heavily as absenteeism itself. If I overlook this case the N. K. V. D. will put us both inside. You can’t hide anything from Luzgin,” he answered.

    I had not made Luzgin’s acquaintance, but I had heard a great deal about him. He was the head of the works Special Department: the eyes and ears of the Party.

    While working in the town of Gorky I was crossing Sverdlov Square one day in March. There were puddles of snow and mud lying in the roadways. Just in front of me two young girls, probably students, with document-cases under their arms, were trudging through the water. Suddenly one of them dropped her case; it fell into the muck of the sidewalk and flew open.

    Books and exercise books were scattered in the mud. The girl took a few staggering steps towards the wall of the nearest house, but then her legs gave way under her, and she slowly sank to the ground. Her blue kerchief slipped off, the strands of her chestnut hair were mingled with the melting snow and mud. She had a deathly white face, with blue under the eyes. She had fainted.

    Her friend hurried to her aid. One or two passers-by helped to pick her up and carry her to the gateway of the nearest house. The crowd excitedly asked her friend what had happened, but she answered in some embarrassment: “It’s nothing, only a faint.” An elderly woman in huge boots asked her: “Where’ve you come from? From the center?” Without waiting for the answer she began to lament with all the commiseration of a simple woman: “Poor kids! You’re hungry, hardly able to stand on your feet, yet you’re giving your last drop of blood. You can’t go on like this. You’ll be in your grave before long.”

    A large proportion of the donors attending the blood-transfusion centers consisted of girl students and mothers with little children. In exchange for 450 cubic centimeters of blood they received 125 rubles, which would buy not quite a kilo of black bread. After each transfusion they received an extra ration card entitling them to 200 additional grams of bread each day for a month. They also received one supplementary ration consisting of 250 grams of fat, 500 grams of meat and 500 grams of sugar. These mothers and girls knew their patriotic duty well enough, they knew the blood was for their husbands and brothers at the front. But it was chiefly hunger that drove them to the centers. The mothers tried to feed their hungry children at the price of their own blood; the students preferred to sacrifice their blood rather than their bodies.

    Special letter blanks were obtainable at the blood transfusion centers, and many of the girl donors used these to send letters to the front, to the soldiers for whom they were donating their blood. Frequently these letters marked the beginning of a correspondence and friendship. After the war there were quite a number of cases of the writers meeting and marrying: a marriage sealed in blood.

    In the center of the town of Gorky there is a square: ’The Square of the Victims of 1905.’ One side of the square is bounded by the walls of an old prison, in which the heroes of Gorky’s novel The Mother were imprisoned. On the opposite side is the Municipal Opera and Ballet Theater.

    One evening I stood with a group of comrades in the foyer during an interval. Dancing was going on in the hall, to the music of an orchestra. A slim, good-looking girl dancing with an officer attracted my notice. Her slender form was clothed in a gray dress of matt silk; her hair was arranged in a simple yet original style. Her toilet and all her bearing indicated her good taste, and a sense of her own value.

    “Who is that girl?” I asked a comrade who was well acquainted with life in the town.

    “A student, she’s in the last year of the medical faculty,” he answered curtly.

    “An interesting girl,” I said.

    “I’d advise you not to go running after her.”

    “Why, what’s wrong?”

    “I just advise you not to, that’s all!” He would not say more.

    His words aroused my curiosity, and I asked another acquaintance the same question.

    “The girl in gray?” he said, taking a glance at her. “If you’re interested in knowing her for a night, it’s very simple: one can of conserves or a loaf of bread.”

    I stared at him incredulously. I was fond of student life, and still thought of myself as belonging to it. His words seemed like a personal insult. In pre-war days the students had been the morally cleanest and most spiritual group in society. Could one year of war have brought about such a change?

    “Don’t talk bosh!” I retorted.

    “It’s not bosh, it’s the mournful truth. She lives in a hostel, in one room with five other friends. They have two or three visitors every night. Chiefly officers. Who has anything to spare these days, apart from officers?”

    Before the war there was practically no prostitution in the Soviet Union. The average Soviet man’s budget did not include this item of expenditure. There was only prostitution for political purposes,

    under N. K. V. D. protection, in the neighborhood of the Intourist hotels and restaurants and wherever foreigners congregated. And some commerce in human bodies went on, to a small extent, among the higher circles of the new ruling class, who had the means to buy such articles.

    But now, during the war, hunger was driving women on to the street. Not for silk stockings, Parisian perfumes, or luxury articles. Only for bread or a can of preserves. And worst of all, the first victims were the students, who would form the future Soviet intellectual and professional classes. They paid a high price for their higher education.

    Two old men, Nikanor and Peter, were employed in the constructional department of Factory No. 645. They had both been pensioned off long before, but hunger had driven them back to work, for they found it impossible to live on their pensions. At one time Nikanor had been a well-known engineer aircraft constructor.

    Before the First World War he had worked at the Bleriot works in France, where he had helped to build the first aeroplanes in the world. He had known all the fathers of Russian aviation personally: Zhukovsky, Sikorsky, and Piontkovsky. Under the Soviet regime he had worked hard in the field of aviation and was proud of his many letters of congratulation and praise, his awards, and newspaper cuttings in which his name was mentioned. Now he was only a helpless ruin of a man. He had been taken back into the works mainly out of pity, for he was really too old to work.

    From early morning Nikanor and Peter would sit at a table in a. quiet corner and barricade themselves off with a drawing board, while they talked about all the various kinds of food they had had in their long lifetime. Every day they told each other of some new dish, which they had recalled, out of the mist of the years. Thus they sat, hour after hour, day after day, capping each other’s stories, and Sometimes even quarreling over the method of preparing some sauce or the details of a recipe for mushrooms: The other members of their department thought them a little funny in the head.

    One day I happened to overhear Nikanor complaining to Peter: “This is the third day I’ve gone without porridge. We’ve eaten all the mallows in our street, and I shan’t find any more anywhere else. Porridge made from mallows is very tasty, I assure you, Peter. Just like sucking pig with chestnut stuffing. Now I shall have to look up the books again; they say there are other edible roots to be found.”

    Two hours before the midday break Nikanor took a pocket watch on a heavy silver chain, two more tributes to past services, out of his waistcoat pocket and laid them on the desk before him. Every few minutes he looked expectantly at the slowly moving hands. Fifteen minutes before the break he began to rummage through his drawers in search of his spoon and fork. Then he made sure his goloshes were firmly over his boots. All this was in preparation for the start, for at the age of seventy he was not very fit for the coming race. At last he even obtained permission from the factory management to go to dinner five minutes before time.

    After all these preparations he trotted across the yard to the dining hall, with one hand holding his pince-nez on his nose. There he would have his dinner: a first course of boiled green tomatoes, and a second course of water-gruel made from oatmeal, and without seasoning - a serving only sufficient for a cat. He scraped his aluminum plate thoroughly, licked his spoon carefully, then back to work - and after work the search for edible roots.

    1944. The Soviet army struck like a battering ram at the most important sectors of the German front. Soviet territory was almost completely freed of German troops. The tank wedges thrust towards the frontiers of the Reich. The soldiers in the reserve regiments waited impatiently to be sent to the front - not out of patriotism, but simply because of hunger. In the reserve regiments the rations were so low that many of the men went rummaging in the dustbins in search of cabbage leaves or a frozen potato.

    “The way to the soldiers’ hearts lies through their stomachs,” Napoleon said. Stalin modernized the remark to meet his own needs. In the Soviet army there were twelve ration standards: front ration No. 1, front ration No. 2; immediate rear ration No. 1, immediate rear ration No. 2; and so on, down to the twelfth, called the sanatorium ration. Only the first and last of all these ration scales could be regarded as normal; the others simply connoted various stages of hunger.

    The difficulties of wartime! Again and again I have tried to find this justification for all the misery that was to be seen at every step. I was a Soviet officer; I should know what I sent men into battle for. In those days I often asked myself what would happen after we had driven the last German off our soil. Everything as before? I had no wish to recall the ’heroic workdays of socialist construction’. In Soviet Union hunger has been elevated into a system. It has become a means of influencing the masses; it is a full member of the Politburo, a true and faithful ally of Stalin.

    Leningrad. It is a proud name. I was there shortly after the city was freed from the blockade. Nobody knows the exact total of victims from hunger during the siege. As the Germans advanced, all the inhabitants of the surrounding countryside flocked into the city, swelling its population to almost eight millions. At least three million died of hunger.

    One day I and another officer were walking along the shore of a lake just outside Leningrad. Right beside the water was a small cemetery; young grass was growing among the neglected graves. A block of red granite attracted my attention. ’Flight-Lieutenant... died the death of a hero in the battle for the city of Lenin.’ I read the inscription carved in the stone.

    “Lucky blighter!” said my companion, who had taken part in the defense of the city from the very beginning. “Those who have survived the blockade are only husks of men today.”

    “I’m a passive murderer,” another inhabitant of the city once told me. “I saw a man lying in the snow in the street; he had fallen and was too weak to get up. He asked me to help him; otherwise he’d freeze to death. But I couldn’t, I’d only have fallen myself and been unable to get up again. I’d only have frozen at his side. I staggered on, leaving him to freeze in the snow.”

    I would give every citizen of Leningrad the highest decoration possible. Since the days of Troy, history knows no similar case of mass civic heroism. Was it all a strategic necessity, or simply a question in which Stalin’s prestige was involved?

    ’When one man dies, it is a tragedy; when millions die, it’s only statistics.’ Especially when the death of millions is contemplated from behind the Kremlin walls.

    Shortly before the end of the war I traveled back to Moscow from Leningrad by train. At every station, every wayside halt, crowds of ragged women were standing with children in their arms. The infants’ faces were translucent, bluish white, their eyes were glittering with hunger, and their faces were aged, joyless, and serious. Other children stretched out their thin hands and asked for ’Bread, bread!’

    The soldiers undid their rucksacks and silently handed their rations of hard tack or bread through the windows. Each of them was oppressed by thoughts of his own wife and children. They gained a momentary feeling of relief as they handed out their food, but they were left with a nagging sense of shame and bitterness. Can you feed a whole starving land with bits of bread?

    As the German prisoners return home from Russia they will doubtless tell of the desperately low food rations in the Soviet prisoner of war camps. And as they see it they will be justified. By European standards the prisoner of war conditions were murderous, the soggy black bread was simply poison to a European digestive system.

    I myself have been in camps for German prisoners of war and have seen the conditions. But I can only ask: did the German prisoners notice that the Russian people on the farther side of the barbed wire were fed on even lower standards? Did any of them think that these so-called ’Russian’ conditions were the result of the Soviet system and that in due course they will flourish in Eastern Germany?

    Moscow. The last days of the war. A lively trade was going on in the city markets. Pale, exhausted women huddling in corners, a few knobs of sugar or one or two herrings in their extended hands. They were selling their meager ration in order to get milk or bread for their children. Bread, bread! In all eyes was the same mute cry.

    The article that sold best - was the Russian homegrown tobacco called ’mahorka’ - 15 rubles a glass. The markets swarmed with war-wounded, without legs, without arms, in front-line greatcoats and tunics, with red wound stripes on their chests. The militiamen turned a blind eye to these violators of the Soviet trade monopoly.

    If any of them did try to take away one of the war-wounded, the air rang with indignant shouts: “What did he fight for?” "What did he shed his blood for?" His comrades came hurrying up, waving crutches and sticks.

    Berlin capitulated. A few days later all Germany unconditionally surrendered. People thought that things would be easier literally the very next day. That was the hope of people who had nothing but their hopes.

    Now the first post-war year had passed, the second was drawing to its close, and we members of the Soviet occupation forces in Germany were reading our letters from home. As we read they acted on us like poison. Our bitterness was intensified by all that we saw around us.

    One day Andrei Kovtun and I were discussing the situation in Germany. Little by little the conversation turned to comparisons between ’here’ and ’there’.

    “The Berlin Underground is really rotten,” Andrei said. “When I compare it with the Moscow Underground I feel really good. These days I often catch myself looking for things in Germany that tell in our favor. It’s difficult to get used to the idea that all our lives we’ve been chasing after shadows.”

    “Yes,” I commented; “here people live in the present, whereas we have lived all our lives in the future. Or rather, for the future. I quite understand how you feel. It’s a violation of the inward harmony, as the psychiatrist would say. The only remedy is to recover faith in the future.”

    “Look, Gregory!” Andrei replied. “We’ve got splendid aeroplanes and tanks, a powerful heavy industry. Let’s leave out of account the price we’ve paid for all these things, let’s forget all the blood, the sweat, and the hunger. You’d think that now the time’s come to exploit all these achievements for our own benefit. After all, we haven’t seen anything of life yet. It’s always been nothing but aims and ideals for us: socialism, communism.

    But when shall we really start living? D’you remember what Professor Alexandrov said at the Higher Party School of the Party Central Committee? ’If the proletariat of other countries cannot achieve their own emancipation, we shall stretch out our hands to help them.’ We know what that ’helping hand’ means. What if all the promises of wartime are only unsecured bills of exchange? I didn’t know what fear was during the war, but I do now. Yes, I’m afraid all right now.”

    He was expressing the same thoughts and fears that possess the majority of the young Soviet intellectuals and professional people. We are proud of our country’s achievements, we are proud of our victory. We do not regret all the difficulties and deprivations we have experienced, the price we paid for the victory and for our country’s glory. But we who were living in the West were beginning to feel keenly that all the things which Soviet propaganda claims as the exclusive achievement of the Soviet regime are colossal lies. We used to have our doubts, but now the doubts have been transformed into certainties, and we cannot fight them.

    We have come to the realization that we haven’t started to live yet, that we have only continually made sacrifices for the sake of the future. Now our faith in that future is shattered. As the post-war situation develops we are increasingly filled with alarm. What is it all leading to?

    In those early post-war years Berlin was the political center of the world. And we were sitting in the front rows at the chess tournament of international politics. More, we ourselves were pawns in the tournament play. The post-war experience showed that there was no basis whatever for the hopes and expectations which Russian soldiers and officers possessed in the war years.

    And what now?

    “Politics is politics, but life is life.”

    Andrei’s voice sounded in my ears.

    “But what have we got out of life? The Germans are having a thin time at present, but they have a past they can recall, and they still have a hope of the future. They can at least hope that one day we shall clear out and they’ll be able to live again. But what can we hope for... we victors?”

    Two years had passed since the end of the war. Now our worst fears were being confirmed. Once more hunger was stalking our country, a still worse hunger than in wartime. Once more the Party had decided to take the people firmly in hand, had decided to make the people forget and turn from the illusory hopes which the Party itself had cleverly stimulated and encouraged in the critical period of the war. The Party had once more decided to show the people who was the real master, and had summoned its first servant, famine, to its help.

    In past days famine had been an elemental disaster; today it is an instrument deliberately wielded by the Kremlin.

    A clock struck; I rose and looked round my room, at my feet, shod in leg-boots, at my blue breeches with their crimson stripes. My gaze passed over the gilt buttons of my green tunic. I had gold epaulettes on my shoulders. It was all so close and so well known - yet it was all so alien.

    The walls of my room dissolved to reveal the dark, starry night over Europe. And somewhere beyond, far to the east, was the frontier of my native land. But there it was dark and still, like a leaden tomb.

    The American Psychiatric Association has a longstanding taboo on evaluating public figures from afar. It’s called the Goldwater Rule, named after an infamous magazine article in which politician Barry Goldwater’s psychological stability was assessed by thousands of psychiatrists. The rule forbids psychiatrists, who are medical doctors, from making judgments about a public figure’s mental health without personally evaluating them.

    But the temptation to break it is always strong in presidential election years. The APA issued a warning to its members this past August, reminding them that “breaking the Goldwater Rule is irresponsible, potentially stigmatizing, and definitely unethical.” (Some in the psychiatric community believe the rule unproductively limits doctors’ free speech.)

    Psychologists don’t have such a rule, and Frances — who supports the Goldwater Rule and generally thinks mental illnesses are overdiagnosed — worries that when the petitioners and others call Trump mentally ill, they stigmatize people with psychological problems. They can also distract from the more objective criticisms you can make of his presidency. “Call him a liar, call him evil, call him a threat to democracy, call him impulsive, call him ignorant — these labels are all absolutely true — but saying he has a mental disorder doesn’t really add force to the argument,” Frances says.

    The use of technology to track and treat mental illness is deeply worrying but sadly necessary.

    Next week, Dr Tom Insel leaves his post as head of the US National Institute of Mental Health, a job that made him America’s top mental health doctor. Dr Insel is a neuroscientist and a psychiatrist and a leading authority on both the medicine and public policies needed to deal with problems of the mind. He’s 64 but he’s not retiring. He’s going to work for #Google.

    More precisely, he’s going to work for Google Life Sciences, one of the more exotic provinces of the online empire. He’s going to investigate how technology can help diagnose and treat mental health conditions. Google doesn’t just want to read your mind, it wants to fix it too.
    It’s not alone. Apple, IBM and Intel are among technology companies exploring the same field. IBM this year carried out research with Columbia University that suggested computer analysis of speech patterns can more accurately predict the onset of psychosis than conventional tests involving blood samples or brain scans. Other researchers theorise that a person’s internet search history or even shopping habits (so handily recorded by your innocuous loyalty card) can identify the first signs of mental illness. Computers can now tell when something is about to go terribly wrong in someone’s mind.

    I am leaving NIMH later this week and will soon begin working on mental health issues at Google Life Sciences (GLS), a new company under the Alphabet umbrella. I don’t know exactly what the team will do at GLS but the theme will be “disruptive innovation” and the approach is likely to involve technology and what is now called “deep learning” (what some have called “data analytics”). As an example of the approach, the GLS team working on diabetes has created a contact lens with a sensor for continuous, passive, precise monitoring of glucose. This contact lens includes a Bluetooth transmitter linked to the patient’s cell phone, which in turn, controls an insulin pump. Could we create an analogous closed loop system to help people manage depression or anxiety or psychosis? That’s a question I will be thinking about a lot in the coming months.

  • Reading Fanon in Palestine Today

    In the midst of the current violence, we would like to come together to discuss the urgency of reading the work of Caribbean-born psychiatrist and revolutionary Frantz Fanon (1925-1961) in Palestine today. At the heart of Fanon’s highly diverse work is the question: what are the possibilities for realizing a truly human existence when confronted by the dehumanizing systems of racism and colonialism? Although much of Fanon’s work was written in the heat of the Algerian Revolution to support the anticolonial liberation struggle, it is characterized primarily by critical interrogation and self-reflection, not dogmatic assertion. It is in this spirit that we seek to discuss a series of comparative questions, about ways to decolonize the land, economy, architecture, and social space, but also ways to decolonize the mind and the body, including ways of moving, desiring, seeing, and clothing; questions of transformative practices of language, communication, and media, including questions about the “voice” of the “nation” or of the people; questions about intellectual work, the relation between theory and practice, and transformative pedagogy; questions about the relations between colonial, anti-colonial, and postcolonial violence; questions about colonial pathologies and anti-colonial uses of medicine; questions about connections between decolonization struggles across time and across space; questions about the relations between “tradition,” “culture,” and “religion” on the one hand and “modernization,” “development,” and “progress” on the other; and questions about democracy and practices of commoning.
