    Citing newly leaked OPCW documents casting doubt on the April 2018 ‘chemical attack’ that triggered a bombing of Syria, rock star Roger Waters is calling out everyone who believed in the ‘murderous fairytale’ of the White Helmets.

    US, UK and France launched air strikes against Syria in April last year, after an alleged chemical attack in the city of Douma, northeast of Damascus. The claims came from the White Helmets, a self-styled ‘civil defense’ organization backed by Western governments and embedded with the Islamist militants in Syria.

    “The White Helmets probably murdered 34 women and children to dress the scene that sorry day in Douma,” Waters posted on his Facebook page on Thursday, next to a video of his April 2018 concert in Barcelona in which he challenged the group as “a fake organization that exists only to create propaganda for the jihadists and terrorists.”

    Waters added he hopes that those in the media and the governments in Paris, London and Washington that bought into the White Helmets’ “callous and murderous fairytale are suitably haunted by the indelible images of those lost innocent Syrian lives.”

    Internal OPCW documents leaked earlier this week cast doubt on the organization’s final report about the Douma incident, which claimed chlorine was ‘likely’ used against civilians. Syrian and Russian soldiers that liberated the town from militants found chlorine containers and a laboratory for producing chemical weapons. Moscow has suggested that the OPCW hedged its report because it did not want to contradict the US narrative.

      A leaked document which contradicts key findings of an official investigation into chemical weapons in Syria has surfaced on the internet. Described as an “engineering assessment” and marked “draft for internal review”, it appears to have been written by an employee of the Organisation for Prohibition of Chemical Weapons (OPCW) — the international body charged with the investigation.

      In April 2018 dozens of people were reportedly killed by a chemical attack in Douma, on the outskirts of Damascus, and western powers responded with airstrikes directed against the Assad regime.

      In March this year, after a lengthy investigation, the OPCW issued a report which found “reasonable grounds” for believing a toxic chemical had been used as a weapon in Douma and suggested the chemical involved was chlorine gas, delivered by cylinders dropped from the air.

      Although the investigators’ brief did not allow them to apportion blame, use of air-dropped cylinders implied the regime was responsible, since rebel fighters in Syria had no aircraft.

      The 15-page leaked document takes the opposite view and says it is more likely that the two cylinders in question had been “manually placed” in the spot where they were found, rather than being dropped from the air. The implication of this is that Syrian rebels had planted them to create the false appearance of a chemical attack by the regime.

    CNN took the concept of “fake news” to a whole new level with a recent report on Venezuela, in which it claimed that citizens “chose” coup leader Juan Guaido over current president Nicolas Maduro in January “elections.”

    In a report on Sunday’s deadly Venezuelan military helicopter crash, CNN wrote that “pressure is mounting” on Maduro to step down “following elections in January in which voters chose opposition leader Juan Guaido over him for president.”

    (...) A correction added to the bottom of the piece explains that the earlier version had “incorrectly described” the situation. Elections? Military coups? Really, who can keep up these days!?

    Amazingly, the botched report which initially referenced these mysterious imaginary elections, was the product of work by no less than six journalists — two whose names appear on the main byline and four more listed as contributors at the bottom. Normal practice would see the piece run past a couple of editors too, before being published. That’s potentially eight pairs of eyes — and none of them managed to catch the glaring error.

    A Russian Tu-214ON spy plane has reportedly made a reconnaissance tour over the southwestern US, taking a glimpse at an array of military bases as well as nuclear and chemical weapons depots as part of the #Open_Skies treaty.

    The Drive reported, citing FlightRadar 24 tracking service data, that the newest version of the Tu-214 observation aircraft graced US skies after taking off from Rosecrans Air National Guard Base in St. Joseph, Missouri on Thursday.

    The flight reportedly lasted six hours and saw the surveillance aircraft fly over a series of US defense and storage facilities scattered over the territory of West Texas, New Mexico and Colorado. The plane is reported to have flown over the Kirtland Air Force Base, which hosts the Air Force Nuclear Weapons Center and functions as a nuclear storage site. In Colorado, the plane passed over the Pueblo Chemical Depot, one of the last two sites in the US with chemical munitions and materials.

    The flight itself had been authorized by the US under the Treaty on Open Skies, which allows its signatories to conduct short inspections of each other’s territory. The treaty was signed in 1992, but did not come into force until 2002. The US and Russia are among its 34 members.

    The Russian Defense Ministry has not commented on the details of the mission. Earlier, Sergey Ryzhkov, head of the Russian Center for Reduction of Nuclear Threat, announced that the Tu-214ON would be conducting surveillance from Missouri Airport between 22 April and April 27. Under the treaty, the flight has to be monitored by US specialists on board the plane.

    Washington eventually greenlighted the Tu-214ON flyover after initially refusing to certify the Russian “spy eye,” claiming that its digital surveillance equipment was more advanced than Moscow had declared and might manipulate digital data. After some back-and-forth, the US approved the plane for the flights over its territory in September last year.

    Tu-214ON is an updated version of the regular Tu-214. Its cockpit can fit two more people, which allowed the manufacturer to install more modern electronics. Its range has increased to a reported 6,500km (4,040 miles). The aircraft boasts three sensor arrays that include a digital photo camera, an infrared camera, and a TV camera complete with a sideways-looking synthetic aperture radar.

      On Thursday and Friday, a US spy plane performs observation flights over Russia as part of the Open Skies pact, the first action of the kind in months. It can be also considered a sign of “good will” from Moscow, RT was told.
      The Pentagon has confirmed that an OC-135B plane, fitted with high-resolution cameras and infrared sensors, is indeed performing the flyovers, and that Moscow is fully aware of the action. The flights are the first since November 2017, according to spokesman Lt. Col. Jamie Davis.

      He said Russia is aware of the flight and the American spy plane has six of the country’s military observers on board to ensure the mission goes according to the treaty. The Pentagon did not expand on this, nor did the Russian military comment on it.

      Moscow “is demonstrating goodwill” quite apart from treaty obligations by allowing an American plane in its airspace despite major strains in relations, Konstantin Sivkov, a military expert and retired navy officer, told RT. The US is unlikely to stick to the treaty for very long, as accords like this are seen as unnecessary restraints in Washington, he believes.

      The Open Skies Treaty, a crucial multinational accord that allows signatories to perform mutual surveillance flights, has recently been placed in jeopardy by US lawmakers. In August of last year, Congress suspended US-Russia ties under the pact, citing alleged violations by Moscow. The latter denied all of the claims.

      Separately, Washington also curbed funding for any modifications to America’s own surveillance planes. Technical glitches on the ageing US Open Skies aircraft have left the country unable to carry out its missions over Russia. In 2017, only 13 of the 16 missions were actually flown.

      The OC-135B, specifically built for Open Skies missions in 1993, is based up the OC-135 Stratolifter cargo plane. It seats 35, including cockpit crew, aircraft maintenance staff, and foreign observers.

      Russia uses the Tu-214 ON and the Tu-154 ON derived from civilian versions of Tupolev airliners. The former was finally cleared for Open Skies flights over the US last year after months of political flip-flops and media frenzy, with numerous publications claiming Russia benefits too much from the Open Skies initiative.

      One Russia’s two Tu-214ON aircraft has conducted what appears to be its first-ever flight over the United States under the Open Skies Treaty. This agreement allows member states to conduct aerial surveillance missions, with certain limitations in hardware and in the presence of monitors from the surveilled country, over each other’s territory. Today’s sortie took the Russian plane over parts of West Texas, through New Mexico, and into Colorado, including overflights of Fort Bliss, White Sands Missile Range, Sandia and Los Alamos National Laboratories, and finally hitting up the Pueblo Chemical Depot.

    • RF-64525 is set to depart Rosecrans at around 12:30 PM on Apr. 26, 2019 for another mission over areas of Colorado and Nebraska. This could take it over a number of other strategic sites, such as Offutt Air Force Base in Omaha and the Cheyenne Mountain Complex bunker outside Colorado Springs.

      The plane is then scheduled to head back to Russia on Apr. 27, 2019, but with Open Skies back in full swing, we could easily be seeing one of the Kremlin’s surveillance planes come back later in the year for another visit.

    President Xi Jinping is overseeing a sweeping plan to refurbish the People’s Liberation Army (PLA) by developing everything from stealth jets to aircraft carriers as China ramps up its presence in the South China Sea and around self-ruled Taiwan, which has rattled nerves in the region.

    Marines with the 31st Marine Expeditionary Unit, or MEU, seized a small island and airfield with elite special operations airmen and soldiers as part of a test of its future fighting concept.

    That fighting concept, known as expeditionary advanced base operations, or EABO, will see Marines spread thinly across the vastness of the Pacific Ocean, operating from small bases — a tactic that will help Marines stay alive in a high-end fight with China.

    EABO is still in the early stages of experimentation. The concept recently was signed off by Commandant of the Marine Corps Gen. Robert B. Neller, but still awaits the signature of Chief of Naval Operations Adm. John Richardson.

      No one will come right out and say it, but it certainly seems as though the US military is actively preparing for a third world war. If this media blackout on the implications of these recent developments wasn’t bad enough; even more bizarre is the complete silence from the media on the enormous geopolitical activity itself.

      A brief search of Google News reveals that only a handful of media outlets even covered the event, many of which are not typically regarded as internationally mainstream sources. A ProQuest search for media coverage of the story in fact returned zero results. The most prominent western outlet that covered the story is Business Insider, as well as a number of military sites.

      I cannot find any mention of this story on any of the major news sites, whether it’s CNN, MSNBC, the Guardian, BBC, the New York Times – take your pick. Remember that the adversarial, independent and free media who is entrusted with informing you and keeping you up to date barely even mentions geopolitical manoeuvres that could lead to a global conflict.

    While the West attacks Venezuela, a country that improved the lives of many of its citizens, it overlooks horrors that are taking place in Peru and other ‘pro-market’ countries in Latin America.
    La Rinconada, which lies at over 5km above sea level, is the highest settlement in the world; a gold mining town, a concentration of misery, a community of about 50,000 inhabitants, many of whom have been poisoned by mercury. A place where countless women and children get regularly raped, where law and order collapsed quite some time ago, where young girls are sent to garbage dumps in order to ‘recycle’ terribly smelling waste, and where almost all the men work in beastly conditions, trying to save at least some money, but where most of them simply ruin their health, barely managing to stay alive.

    I decided to travel to La Rinconada precisely during these days when the socialist Venezuela is fighting for its survival. I drove there as the European elites in Bolivia were trying to smear the enormously popular and successful President of Bolivia, Evo Morales, while the elections were approaching.

    As in so many places in the turbo-capitalist and pro-Western Peru, La Rinconada is like a tremendous warning: this is how Venezuela and Bolivia used to be before Hugo Chavez and Evo Morales. This is where Washington wants the entire Latin America to return to. Like those monstrous and hopeless slums surrounding Lima, La Rinconada should be a call to arms.

    Google’s biased search algorithm actually flipped seats in the 2018 US midterm elections, according to a researcher who found the search engine’s “dramatically biased” results could have shifted over 78 million votes to Democrats.

    Upwards of 25 percent of the national elections in the world are being decided without people’s knowledge by Google’s search algorithm,” senior research psychologist Dr. Robert Epstein of the American Institute for Behavioral Research and Technology told RT, calling the search engine the “deciding factor” in close races.

    Epstein’s study of three 2018 California House races found Google played the deciding role in flipping those Republican-held seats to the Democrats, influencing millions of undecided voters by controlling what they saw when they searched 500 election-related terms. Google’s results showed a “significant liberal bias,” unlike Bing’s or Yahoo’s – and with 90 percent of the search engine’s market share in the US, that bias is enormously influential.

    Search results favoring one side of an issue can influence anywhere from 20 to 80 percent of undecided voters, depending on the issue and demographic group, Epstein said. He has spent six years investigating the role of what he calls the Search Engine Manipulation Effect (SEME) in swaying public opinion, more recently focusing on the political ramifications by looking at various countries’ elections.

    People trust algorithmic output. They trust Google. They think because it’s generated by a computer, they don’t see the human hand - they think it’s impartial and objective and, because of that, their opinions change,” Epstein said.

    While Google denies it manipulates search rankings to manipulate political sentiment or makes election-specific tweaks, Epstein says their response is disingenuous – he never claimed they re-ranked results, merely that the results they displayed were biased.

      Netanyahu is petrified that the new revelations on his trading in shares in his cousin’s company, which netted him $4.3 million and may have a connection with the company’s dealings with the German shipyard from which Israel purchases it submarines, could dominate the last stage of the election campaign. That’s why he so blatantly abused his position as the minister in charge of Israel’s intelligence services, to claim he knew what Iran had on Gantz. He desperately needs to grab back the news agenda.

      But the Gantz phone-hacking story, which leaked to the media last Thursday evening, has proven a damp squib. There is no credible evidence, except for the word of a panicking prime minister, that whoever hacked his phone, even assuming it was the Iranians, have anything to blackmail Gantz with. So the next best thing is to get a friend with 59 million followers on Twitter to create a distraction. Conveniently, this happened just before the agenda-setting primetime news shows on Israeli television.

      And how useful that Secretary of State Mike Pompeo is currently in Israel anyway and has just visited the Western Wall, accompanied by Netanyahu – another diplomatic first as previously senior U.S. officials, including Trump during his visit in 2017, refrained from doing so together with Israeli politicians, to avoid the impression that they were prejudging the final status of eastern Jerusalem.

      A recognition of Israeli sovereignty on the Golan is also the perfect political gesture as far as Netanyahu is concerned. The Golan isn’t the West Bank, and certainly not Gaza. There is near-complete consensus among Israelis today that under no circumstances should Israel relinquish its control over the strategic Heights. Certainly not following eight years of war within Syria, during which Iran and Hezbollah have entrenched their presence on Israel’s northern border. Netanyahu’s political rivals have absolutely no choice but to praise Trump for helping the Likud campaign, anything else would be unpatriotic.

      They can’t even point out the basic fact that Trump’s gesture is empty. Just as his recognition of Jerusalem as Israel’s capital was. It won’t change the status of the Golan in international law and with the exception of a few client-states in Latin America, no other country is going to follow suit. It could actually cause Israel diplomatic damage by focusing international attention on the Golan, when there was absolutely no pressure on Israel to end its 51-year presence there anyway. Trump’s tweet does no obligate the next president and a reversal by a future U.S. administration would do more damage to Israel than the good that would come from Trump’s recognition.

      But none of that matters when all Netanyahu is fighting for is his political survival and possibly his very freedom, and he will use every possible advantage he can muster.

      In 1981, Israel passed the Golan Law, unilaterally extending its sovereignty over the Golan. A furious President Ronald Reagan responded by suspending the strategic alliance memorandum that had just been signed between the U.S. and Israel. The no less furious Prime Minister Menachem Begin hit back, shouting at the U.S. Ambassador Sam Lewis, “are we a vassal state? Are we a banana republic? Are we fourteen-year-old boys that have to have our knuckles slapped if we misbehave?”

      In 2019, the U.S. is treating Israel as a vassal state and a banana republic by flagrantly interfering in its election. This time the Israeli prime minister won’t be complaining.

    A Norwegian Navy frigate returning from a NATO exercise collided with an oil tanker off Norway’s coast. Eight people received light injuries in the incident while the warship started slowly sinking.
    The early morning collision, which involved the frigate KNM Helge Ingstad and the tanker Sola TS, happened off Norway’s western coast near an island chain on which the municipality of Øygarden is located.

    Unlike the warship, the tanker, which carries around 625,000 barrels of crude, was mostly undamaged in the incident and no signs of an oil spill were reported. The ship was still ordered to return to port for inspection.

    The frigate, which reportedly received a long tear in the hull’s starboard side, started to take on water and listed dangerously. A tank of helicopter fuel was damaged and leaked some of its content, local media say. The crew of 137 was ordered to abandon ship, which was moved closer to land to prevent it from capsizing.

    The incident also triggered the shut-down of several oil industry sites in the vicinity, including a North Sea crude export terminal, Norway’s largest gas processing plant and several offshore fields.

      C’est un accident spectaculaire qui risque bien de sceller le sort de la frégate norvégienne Helge Ingstad. À 3 heures 55 du matin, le pétrolier Sola TS a quitté le terminal pétrolier de Sture, près de Bergen, en direction du nord. Il était alors suivi du remorqueur Tenax. Huit minutes plus tard, le tanker entrait en collision avec le bâtiment de combat norvégien qui faisait route inverse. À 4 heures 50, la Marine norvégienne commençait l’évacuation des 137 membres d’équipage se trouvant à bord de la frégate, devenue incontrôlable.
       
      Heureusement, il n’y pas de victimes à déplorer pour les deux navires. Seuls huit marins de l’Helge Ingstad ont été légèrement blessés et c’est un miracle à la vue des images diffusées par les autorités. L’abordage a eu lieu sur tribord. Le pétrolier, probablement lourdement chargé de pétrole, a vu son écubier littéralement déchirer la coque de la frégate sur la moitié de sa longueur au niveau de la ligne de flottaison. Une importante voie d’eau n’a pas pu être maîtrisée. Sur les photos de la télévision publique norvégienne NRK1, on peut observer que le tanker a été très faiblement endommagé au niveau du bordé et de l’écubier tribord. Ce dernier est très proéminent sur ce bateau et est probablement renforcé pour soutenir son ancre et sa chaîne.

The Ingstad was inbound, heading for the Haakonsvern Naval Base at Mathopen. The Sola’s bridge team called the Ingstad to determine her intentions. The Fedje VTS center also noted the situation and called the Ingstad repeatedly to warn that she was on a collision course. 

      Shortly after 0400 on Thursday, the two vessels collided. The impact tore a large hole in the Ingstad’s starboard side, spilling fuel, injuring eight crewmembers and rendering her unable to maneuver. Aldrimer’s sources reported that the Ingstad’s crew turned on her AIS transponder after the collision so that she could be easily located by rescuers, thereby corroborating the sudden appearance of her AIS signal on commercial tracking services shortly after the collision. 

      On Friday, Fedje Maritime Transport Center confirmed that it had played a role in a VHF exchange with the Ingstad. The Norwegian military declined requests for comment, citing an ongoing investigation.

      NORTHWOOD, United Kingdom (November 08, 2018) HNoMS Helge Ingstad was involved in a collision with the Maltese oil tanker Sola TS in Norwegian waters around 0400 this morning (8 Nov) while sailing inner Fjords for navigation training.

      Due to the damage to the frigate it was moved to a safe place and the crew was evacuated in a professional manner. There are no reports of damages or leaks from the oil tanker and no report of serious injuries, though eight crewmembers are being treated for minor injuries.

      The Norwegian Armed Forces are working with the Norwegian Coastal Authority to address the situation. The Norwegian frigate HNoMS Helge Ingstad is part of the Standing NATO Maritime Group One (SNMG1). The group was sailing in and around the Fjords, following their participation in exercise Trident Juncture 2018 which concluded on November 7th.

      The Royal Norwegian Navy was dealt a devastating blow in the early morning hours of November 10 when one of its five capital Nansen-class frigates collided with a fully loaded oil tanker more than 10 times its size while returning NATO’s Trident Juncture exercise.

      The frigate Helge Ingstad lost steering and drifted at five knots onto the rocky shore near Norwegian port of Sture, north of Bergen, saving the ship from sinking in the Fjord, according to media reports. The crew of 137 was forced to abandon ship. Ingstad is now resting on its side on three points while crews move to secure it.

      The disaster has far-reaching consequences for the Norwegian Navy, which is facing the loss of one of its premier warfighting assets,

      This is a huge blow to the Norwegian navy,” said Sebastian Bruns, who heads the Center for Maritime Strategy and Security at the University of Kiel in northern Germany. The loss of the $400 million ship, which appeared likely, leaves the Norwegian Navy with a 20 percent cut to its most advanced class of ship, Burns said.

      The situation is made all the more painful as evidence mounts that Ingstad was repeatedly warned to alter course before the collision and failed to take corrective action to avoid the collision.

      Local media reported that the Maltese-flagged tanker Sola TS identified Ingstad and tried to avoid the disaster. The reports also revealed details that show that Ingstad did not have a firm grasp of the surface picture it was sailing into.

      The disaster developed quickly, with Ingstad transiting the channel inbound at 17 knots and Sola TS traveling outbound at 7 knots.

      Sola TS raised the Ingstad multiple times and was discussing the emerging danger with shore-based Central Station, according to the Norwegian paper Verdens Gang. The responses from Ingstad appear confused, at one point saying that if they altered the course it would take them too close to the shoals, which prompted Sola TS to respond that they had to do something or a collision would be unavoidable.

      Contributing to the confusion, the Ingstad appears to have been transiting with its Automatic Identification System switched off. That seems to have delayed recognition by central control and the other ships in the area that Ingstad was inbound and heading into danger, the account in VG seems to indicate.

      On voit la déchirure provoquée par l’écubier, il n’est pas possible de savoir si le bulbe du pétrolier a entrainé des dégâts sous la flottaison. Sans doute, non puisque le Solas TS a pu reprendre sa route sans trop de problème et à vitesse normale.

      Sous le choc (17 noeuds entrant vs 7 noeuds sortant, presque 45 km/h de vitesse relative) le Helge Ingstad a pivoté sur sa droite est s’est retrouvé, désemparé, sans propulsion, ni gouvernail, à dériver vers la côte à 5 noeuds ; la manœuvre n’a pas du tout été délibérée, mais entièrement subie.

    • Une version officieuse qui circule en défense de la marine norvégienne : le Sola TS n’était pas sur le rail du trafic sortant, il est plus à l’ouest. À quoi, il est répondu :
      • il venait d’appareiller, sa vitesse n’était que de 5 noeuds, alors que le flux sortant était à 10 noeuds,
      • pour appareiller, vu la situation, il a besoin de l’autorisation du centre de contrôle du trafic (Fedje VTS)

      … qui lui a, sans doute, été accordée (ce n’est pas dit). Et c’est là, que l’absence d’information AIS prend toute son importance. L’écho radar était visible, mais pas l’identification, ni la vitesse (17 noeuds, ce qui n’est pas rien dans un détroit (un fjord, en fait,…) Le centre de contrôle ne devait certainement pas suivre manuellement (à l’ancienne !…) l’écho radar, se reposant sur les informations visualisées.

      Trondheim-selskapet Boa Management har fått oppdraget å løfte havarerte KNM «Helge Ingstad» på lekter og frakte båten til verft. Det melder Dagens Næringsliv.

      Skipsmeglere avisen har kontaktet anslår med noen forbehold at det kan koste 30.000-35.000 dollar per dag å leie inn taubåt og lekter som trengs for jobben. Altså mellom 250.000 og 300.000 kroner.

Son trajet permet, en creux de suivre celui du KNM Helge Ingstad, sur laquelle viennent s’agglutiner les remorqueurs. Malgré la localisation AIS, du navire de guerre de l’OTAN, F313 qui apparaît brusquement (à 0’09"), après la collision, derrière le Sola pour ne plus bouger ensuite, la MàJ de la position ne se faisant plus.

      A Norwegian navy frigate that collided with an oil tanker last week was almost completely submerged on Tuesday despite efforts to salvage the sinking vessel, pictures taken by the Norwegian Coastal Administration showed.

      The ship’s plight off the Norwegian coast is, however, not disrupting the nearby Sture crude oil export terminal. “We are in normal operations,” said a spokeswoman for the plant’s operator, Equinor.

      The Norwegian military has been working since Thursday to salvage the ship by tethering it with several cables to the shore. Some of these had broken.

      The ship sunk a meter further and, as a result, two wires broke. They were replaced with two stronger ones. We worked until midnight on this. After midnight, we realized it was not safe for our staff to carry on the work further,” said Haavard Mathiesen, the head of the salvage operation for the Norwegian Defence Materiel Agency.

      Around 0600 (0500 GMT), more wires broke and the ship sank further. It is now in deep water and stable,” he told a news conference.

      The ship was stranded off Norway’s west coast early last Thursday after it collided with the tanker that had left the Sture terminal. The facility was shut for several hours as a result.

      Eight Navy staff, out of a total crew of 137, were slightly injured in the incident.

      Da KNM « Helge Ingstad » ble grunnstøtt etter kollisjonen forrige uke, ble fregatten sikret med ti stålvaiere festet til land. Sikringsjobben var ferdig lørdag morgen. Slik lå skipet fram til mandag kveld, da vaierne foran på skipet begynte å ryke. Tirsdag morgen hadde alle festepunktene foran på fartøyet røket, og « Helge Ingstad » sank nesten helt under vann.

      Den mislykkede sikringen av fregatten til en verdi av fire milliarder har fått hard kritikk i ettertid.

      Mon analyse est très voisine, mais j’aurais tendance à augmenter la responsabilité du centre de contrôle du trafic.

      • la frégate va vite, très vite, trop vite : 17 noeuds, c’est pratiquement le double de la vitesse de l’ensemble des bateaux environnants, la vitesse de rapprochement est donc de 44 km/h, soit 11 m/s
      • son AIS est éteint, alors que le navire est en vue des côtes, dans un trafic dense, ça n’a pratiquement que des inconvénients (c’est une des conclusions des analyses des accidents des destroyers de la marine états-unienne l’année dernière). D’un autre côté, on comprend que l’état-major soit réticent à ce que tout le monde (y compris les méchants) puisse connaître en une connexion à MarineTraffic ou VesselFinder la position des navires de sa flotte, du moins ceux qui sont en eaux côtières

      • le centre de contrôle du trafic échoue totalement dans sa mission et commet une très lourde faute. Quand le pétrolier lui demande qui il a en face de lui, le VTS ne le sait pas d’emblée. C’est proprement ahurissant. Il est probable que cela vient du fait que le suivi des navires se fait uniquement sur la base de l’AIS ; position, cap et vitesse sont affichés automatiquement. Il n’y a probablement pas (ou alors pas au même endroit) de suivi manuel du navire sans AIS ; celui-ci mobilise une charge mentale intense, une grande concentration et génère un stress non négligeable (souvenirs précis de service militaire en Iroise,…)
      • d’après ce que j’ai lu, le VTS doit autoriser l’appareillage des navires du port pétrolier. Si c’est exact, alors il a donné un clear pour une situation qui ne l’était pas du tout et était hautement problématique. En demandant de retarder l’appareillage d’une demi-heure, ça laissait le temps à la frégate de défiler et de dégager le terrain

      • je ne vois pas trop ce que le Sola TS aurait pu faire d’autre, il est à 5 noeuds, en phase d’accélération pour atteindre les 10 noeuds qui lui permettront de s’injecter dans le rail sortant, ce qui fait qu’il est décalé vers l’ouest par rapport à ce rail, fermant une partie du passage pour le Helge Ingstad. Ses capacités de manoeuvre sont très limitées, c’est d’ailleurs pour ça qu’il a toujours un remorqueur au cul (le Tenax).
      • sans doute, lui aussi, pouvait (aurait pu…) maintenir une veille radar et suivre les échos, y compris sans AIS, – cf. supra – mais, il est possible que son radar ait été masqué par les structures du port et, donc, que la frégate n’ait pas été perçue au départ du quai (par ailleurs, elle était encore « loin ») et, surtout, c’est normalement le boulot du VTS.

      À mon sens, à partir du moment où le pétrolier a appareillé, la situation est plus que problématique et il aurait fallu un enchaînement exceptionnel pour éviter la catastrophe (perception ultra-rapide de la situation et de sa gravité, manoeuvre sans hésitation de la frégate dès la prise de contact radio).

      On the morning of Thursday 8 November 2018, the Accident Investigation Board Norway (AIBN) was informed of a collision between the frigate ’KNM Helge Ingstad’ and the Maltese registered tanker ’Sola TS’ in Hjeltefjorden, outside the Sture terminal in Øygarden Municipality in Hordaland County, Norway. The AIBN contacted the Defence Accident Investigation Board Norway (DAIBN) and it was decided to initiate a joint investigation into the accident, led by the AIBN. The AIBN then contacted the Marine Safety Investigation Unit of Malta (MSIU), which is also a participating party in the investigation; cf. Chapter 18 Section 474 of the Norwegian Maritime Code.

      29 November 2018 the AIBN publishes a preliminary report on the accident and two interim safety recommendations. This preliminary report is published to communicate the information obtained during the initial phase of the ongoing investigation. The purpose is to provide a brief update on how the investigation is progressing as well as a preliminary description of the sequence of events and disseminate safety-critical issues identified at this stage of the investigation. This preliminary report also identifies areas that need further investigation and describes lines of investigation that will be followed up.

      • le Sola TS avait laissé ses feux de ponts allumés le rendant difficile à distinguer des lumières du terminal pétrolier dont il s’éloignait doucement et ne permettant pas le repérage rapide de ses feux de navigation et donc la lecture de sa trajectoire
      • dans la version de la passerelle du KNM Helge Ingstad où venait de s’effectuer la passation de quart, cette masse lumineuse a été prise pour un obstacle fixe non identifié et c’est cette perception qui justifie l’absence de manoeuvre d’évitement vers la droite, justement pour éviter de percuter cet obstacle fixe

    • À noter surtout dans les recommandations préliminaires la mention d’un grave défaut de conception de ces frégates (et peut-être d’autres issues des chantiers espagnols Navantia.

      En effet, les dégâts provoqués par la collision ont noyé 3 compartiments étanches mettant en péril la stabilité du bâtiment mais lui permettant de se maintenir à flot, conclusion initiale à bord, conforme aux documents décrivant la stabilité du navire, ceux-ci mentionnant que l’envahissement d’un quatrième compartiment entrainait la perte du bâtiment.

      Or, l’eau s’est rapidement infiltré dans un quatrième compartiment en passant par les passages des arbres d’hélice, puis aux autres compartiments à travers les cloisons.

      To start with, flooding occurred in three watertight compartments on board KNM Helge Ingstad: the aft generator room, the orlob deck’s crew quarters and the stores room. There was some uncertainty as to whether the steering engine room, the aftmost compartment, was also filling up with water. Based on this damage, the crew, supported by the vessel’s stability documents, assessed the vessel as having ’poor stability’ status, but that it could be kept afloat. If more compartments were flooded, the status would be assessed as ’vessel lost’ on account of further loss of stability.

      Next, the crew found that water from the aft generator room was running into the gear room via the hollow propeller shafts and that the gear room was filling up fast. From the gear room, the water then ran into and was flooding the aft and fore engine rooms via the stuffing boxes in the bulkheads. This meant that the flooding became substantially more extensive than indicated by the original damage. Based on the flooding of the gear room, it was decided to prepare for evacuation.

      The AIBN considers the vessel’s lack of watertight integrity to be a safety issue relating to Nansen-class frigates and therefore issues the following two safety alerts.

      Navantia has offered, since the very beginning, its collaboration with the [Royal Norwegian Navy] in order to clarify the accident,” Benito Lope said. “Navantia will analyze all the possibilities, considering that some of the mentioned possibilities … are concluded from a very preliminary investigation.

      The statement went on to say that the company has not received any official notice or fielded any consultations about the cause of the accident.

      The vessel is not lifted anytime soon. The vessel is filled with nearly 10,000 cubic meters of seawater, and a large part of this must be pumped out first, the Project Manager for the Salvage Operation, Commander Captain Arild Øydegard tells VG.

      There is still no final decision as to whether the Frigate may be repaired. According to VG, two working groups have been established to assess that question; one who will try to salvage the material on board and one who is planning a possible repairing.

      Øydegard announces that the hull is relatively intact, except for the 45-metre tear that the Frigate sustained in the collision with «Sola TS».

      We have damage to the rudder and such, but this is a warship which hull has tolerated the stresses so far, Øydegard explains.

L’AIBN a affirmé que le manque d’étanchéité entre les compartiments des frégates de la classe Nansen, est l’un de ces problèmes de sécurité. Il a déjà émis deux alertes de sécurité en attendant de poursuivre une enquête plus approfondie.

      Ce rapport remet en cause la version des autorités norvégiennes : la semaine dernière, le bureau norvégien d’enquêtes sur les accidents maritimes avait pointé du doigt le chantier naval espagnol. Selon le rapport espagnol, « il existe des preuves claires que les dommages initiaux ont touché 4 compartiments étanches, et des indices que 5 aient été réellement endommagés dans la collision, ce qui dépasse les critères de survie fixés pour ce navire. »

      Le rapport interne de la marine espagnole explique que « la longueur de la déchirure visible sur les photos est de 15% de la longueur à la ligne de flottaison (18,2 m), soit 3 tranches contigües inondées. »

      Il ajoute aussi que l’avarie pourrait avoir aussi touché d’autres compartiments. « L’analyse des images indique que, probablement, sous la ligne de flottaison, un 4è compartiment étanche ait été éventré. »

      Pour la marine espagnole, une erreur humaine est la seule cause de l’accident. Une suite d’erreurs ont été commises : navigation à vitesse excessive (environ 17 nœuds), non-utilisation de l’AIS, non-respect du règlement international de prévention des abordages en mer, et non-prise en compte des avertissements du pétrolier.

      Le rapport conclut que « aucun navire ayant des caractéristiques similaires à la frégate n’aurait été capable de contrôler la voie d’eau et d’éviter le naufrage ».

      Remarque : que la cause de l’accident soit une erreur humaine ne fait guère de doute, ce qui est en cause est la suite, l’issue finale de l’accident : le naufrage…

    Facebook purged hundreds of pages from its platform on Thursday. But instead of the usual targets - namely Russia and Iran - Thursday’s ban shut down accounts operated by independent American reporters and activists, Sputnik News has learned.

    Facebook said the pages were “working to mislead others about who they are, and what they are doing,” but the co-founder of one of the pages, The Free Thought Project, tells Sputnik News Facebook’s claim couldn’t be further from the truth.

    Most of the pages that were banned and viewed by Sputnik News were independent media outlets and pages that advocated for marijuana legalization or shined a light on police brutality.

    In total, Facebook removed 559 pages and 251 personal accounts “that have consistently broken our rules against spam and coordinated inauthentic behavior,” the social media giant said. “Given the activity we’ve seen — and its timing ahead of the US midterm elections — we wanted to give some details about the types of behavior that led to this action,” Facebook said, going on to accuse the accounts of manipulating the platform to make their content appear more popular, hawking fake products or functioning as ad farms that tricked “people into thinking that they were forums for legitimate political debate.”

    The founder of one of the pages — The Anti-Media — said he had no knowledge of his page engaging in any such behavior. The Free Thought Project co-founder similarly denied Facebook’s accusations. Rachel Blevins, a reporter for RT America whose personal journalism page was nixed, also denied inauthentic behavior.

    Just hours after its ban from Facebook, Twitter suspended Anti-Media from its platform, following a pattern of social media companies successively banning users that has been demonstrated in the past. For example, Facebook, YouTube and Apple all banned the far-right conspiracy theory site InfoWars around the same time. And after the CIA-funded cybersecurity firm FireEye contacted Facebook, Google and Twitter, each company banned a number of accounts allegedly linked to Iran.

    In the case of InfoWars, Twitter eventually followed suit.

    While many warned that the ban of InfoWars from social media would establish a slippery slope, they were often mocked and ridiculed. Thursday’s onslaught on independent media appears to have confirmed their suspicions, however.

    Facebook has been partnering with the Digital Forensics Lab, an arm of the Atlantic Council think tank — a neoconservative group funded by Gulf monarchies and defense giants like Raytheon — to weed out inauthentic users from its platform. Similarly, it has been partnering with the neoconservative Weekly Standard magazine to fact check so-called fake news.

    Facebook Bans Russia-Linked Social Media Firm for Alleged ’Scraping’ of Users’ Data

    Journalist Abby Martin, who hosts “The Empire Files” on TeleSur English, told Sputnik News after TeleSur’s page was temporarily removed from Facebook, “The shuttering of progressive media amidst the ‘fake news’ and Russiagate hysteria is what activists been warning all along — tech companies, working in concert with think tanks stacked with CIA officials and defense contractors, shouldn’t have the power to curate our reality to make those already rendered invisible even more obsolete.”

    Sputnik News contacted a number of journalists caught up in the ban. Below is what they had to say, edited extremely lightly for clarity.

    This signifies a re-consolidation of the media. Cable news media controlled the narrative for most of modern history, but the internet has lowered that barrier to entry and allowed the average person to become the media themselves. This obviously took market share and influence away from the traditional media, and it has allowed for a more diverse public conversation. Now it seems the platforms that have monopolized the industry are favoring mainstream sources and silencing alternative voices. So now, instead of allowing more people to have a voice, these platforms are creating an atmosphere where only powerful media organizations are welcome, just as we had on cable news.

    People think that we are just providing an activist spin on the news, but they don’t see the families struggling to have their voice heard. For example, when someone is shot by police, mainstream media sources often just republish the press release from the police department, without presenting the victim’s side of the story. We give the victims and their families a voice, which is essential to keep power in check. This also goes for bigger issues like foreign policy as well; multiple full-scale invasions of Syria have been prevented because of information that the alternative media made viral.

    “Information exchange” activist Jason Bassler, who co-founded The Free Thought Project and solely founded Police the Police, both of which were banned:

    We were verified by Facebook with a little check mark next to our name, so they know we are a legitimate organization/outlet. They have seen our “Articles of Organization” which was issued by the state of Louisiana, which is where my partner and The Free Thought Project co-founder lives.

    We have even paid Facebook to boost our posts and for likes in the past, meaning they gladly took our money for a product that they ended up manipulating and backing out on. It wasn’t much, maybe $1,200 over the past 6 years. Do we get that money back now?

    We have already had the lawyers at Rutherford Institute (a nonprofit civil liberties organization) send them a letter late last month about unfair treatment by third-party “fact checkers,” which they ignored and never responded to.

    I was motivated [to start The Free Thought Project] by the injustices I saw on social media during Occupy Wall Street in 2011. I knew I had an obligation to get involved somehow and to share information critical for liberty and peace. I never thought I would have built fan pages of 5 million fans, nor did I ever think we would employ and give jobs to nine other activists (at one point), but I was inspired to do what I could to plant seeds and combat the mainstream media’s bullsh*t narratives, to keep police and government accountable, to make sure people knew their rights and how to interact with police.

    All that’s gone now with a click of a button. Six years of hard work, literally seven days a week, working our as*es off finding stories, researching them, writing them, making thumbnails and titles for them, making graphics and videos for them, sharing them on various social media outlets.

    What’s next? I will fight this until I am utterly exhausted. We will fight back tooth and nail. I don’t care if that means protesting in front of Facebook headquarters (which I’ve already considered doing many times in the past two years), I will make sure people know how corrupt and untrustworthy Facebook is if it’s the last thing I do. You can’t just steal years of hard work from someone and not expect there to be consequences. I will do everything I can to make their lives miserable. That’s a promise.

    Today I was locked out of my Facebook account for four hours, and my public page was “unpublished.” There appears to be no explanation for this other than the vague claim from Facebook that my page was taken down because it was “administered by a fake account, misleading users or violating the Facebook spam policies.” I am the only person who publishes posts on my page; the only posts I publish are articles I have written or videos of my reports, and I only post one or two times a day — which rules out all of the claims that I have violated Facebook’s policies.

    My page had nearly 70,000 followers before it was taken down. I have poured the last four years into building my page as a journalist, and I have noticed recently that the reach seems to have been stifled and that the engagement on my posts was down significantly. I know that I am not the only one who has become a victim of this purge, and there are hundreds of other pages — many of which had millions of followers — that have been taken down with no warning and no explanation.

    Ford Fischer, the founder of the media startup News2Share, had a number of his live streams removed during the purge, although they were later restored:

    This attack was a long time coming. Facebook has been slowly clamping down on independent media. First, they removed more extreme pages and made it harder for the surviving ones to make a living by hurting their algorithms (unless they paid, of course!). Then they started purging those that didn’t quickly respond to their ID requests. Today, hundreds of pages belonging to the family of independent media, especially those that question state authority, were removed without explanation. This is just one step further toward the total state and corporate takeover of what you’re allowed to think.

    Nicholas Bernabe, founder of The Anti-Media:

    Our approach generally is to cover stories and angles that corporate media underreport or misreport and to amplify activist and anti-war voices and stories. All of our content is professionally fact-checked and edited.

    I got into this line of work because I felt there was a need for media that challenged mainstream assumptions and biases in politics. I wanted to shed light on corruption and wrongdoing against oppressed peoples and cover the harsh truth about American foreign policy.

    Over the last 28 days, we reached 7,088,000 people on Facebook.

    The timing of this purge is rather dubious in my view, coming shortly before the midterm elections. This could be an attempt by Facebook itself to affect the outcome of the coming elections. The Twitter suspension caught me by surprise. I can only speculate that these suspensions were a coordinated effort to stifle our message ahead of the coming elections.

    A minute-by-minute account of the Il-20 downing shows Israel’s culpability and either its military bosses’ lack of appreciation of relations with Moscow, or their control of commanding officers, the Russian defense ministry said.

    We believe that the blame for the Russian Il-20 aircraft tragedy lies entirely with the Israeli Air Force,” said spokesman Major General Igor Konashenkov, before revealing a detailed account of events leading to the downing of the Russian Il-20 military aircraft on September 17. The plane was shot down by the Syrian air defense units as Israeli’s F-16s effectively used it as a cover during the attack on its neighbor.

    The report featured previously undisclosed radar data and details of communications between Russian and Israeli militaries, and concluded that “the military leadership of Israel either has no appreciation for the level of relations with Russia, or has no control over individual commands or commanding officers who understood that their actions would lead to tragedy.

    On the evening of September 17, the Russian Ilyushin IL-20 with 15 crew on board was circling over the Idlib de-escalation zone on a special reconnaissance mission, when four Israeli F-16 fighter jets left their country’s airspace and flew over the neutral Mediterranean waters towards the Syrian coast. The Israeli Air Force gave the Russian side less than a minute’s warning before dropping the precision-guided glide bombs, leaving virtually no time for any safety maneuvers, Konashenkov said, calling such actions “a clear violation of the 2015 Russian-Israeli agreements.

    Moreover, the Israeli military failed to provide the location of their jets or properly specify their targets, claiming they were going to attack several ’industrial facilities’ in northern Syria, close to the Il-20’s area of operation. The misinformation prompted the Russian Command to order the recon plane back to the Khmeimim air base. The Israeli jets, however, instead almost immediately attacked the western Syrian Latakia province.

      It would seem that there were two significant contributory factors here: i) the Israeli ‘bad-faith’ abrogation of the proper protocols for communication between themselves and the Russian Military, in order to attain a deliberate advantage for carrying out their attack; and ii) the regrettable features of outmoded air-defence hardware which ultimately lead to the shoot-down.

      The solution to the second issue is rather straightforward: Russia had earlier proposed selling S-400 systems to Syria – a move which wound up effectively ‘veto’d’ by Israel stating in no uncertain terms that they would carry out airstrikes against any such systems before they had been fully installed, regardless of whether they were still Russian crewed at that point. Given Israeli airstrikes are presently causing Russian casualties anyway; as well as the fact that the Russians have already had their own advanced SAM systems for Russian defence set up in Syria for some time now, in the present situation of Israeli diplomatic weakness created by Monday’s events, now is the ideal time to engage in such technology-transfer directly to Syria with an explicit view to ensuring that Monday’s events do not recur thanks to half-century old hardware malfunctioning.

      The first issue is much more complex, as I would be rather surprised if Russia genuinely wanted to seriously contemplate abandoning its significantly close relationship with Israel – although it may potentially be convinced to ‘downgrade’ it somewhat, assuming that we do not see a repeat of what happened following Turkey’s downing of a Russian military aircraft in 2015 (ironically, a seeming catalyst for the two countries beginning to work more closely together than ever before). Whether Russia chooses to remain on ‘friendly’ ‘terms with Israel in a militaristic sense or not, the plain reality is that the Israelis have demonstrated that they cannot and should not be trusted to behave in an up-front manner when it comes to the communication and co-ordination protocols essential to allowing them to continue to operate with relative impunity above Syrian airspace.

      Russia should therefore suspend this facility they have provided to the Israelis forthwith – and openly state that future instances of Israeli military aircraft turning up unannounced above Syria will simply be treated as hostile, and dealt with accordingly. After all, from the perspective of that IL-20 crew, what else characterizes the Israeli conduct than this designation? Certainly not the actions of something approaching a ‘trusted’ ally! The net effect of this would be to impose a ‘no-fly zone’ of sorts over Syria – thus allowing operational freedom for Russian and Syrian air assets, and denying precious, vital air-cover to the extremist forces which theoretically everybody agrees need to be wiped out.

    Duterte, who has two complaints filed against him at the International Criminal Court (ICC) over his brutal war on drugs, attacked his opponents abroad as he addressed the military in the central city of Capas on Friday.

    If I fell short, then as a Filipino, that is your right to criticize and even slam me if you want. I would never, never [hold] it against you,” the President said, as cited by GMA website.

    But his foreign critics should keep their mouth shut, he warned, promising a grim fate to the investigators and human rights activists who would come to the Philippines to look into accusations against him.

    Someday when you’re out of targets… as well as live human target, I can just bring [the foreign critics] to you,” Duterte told the troops.

    Back in March, the Philippines’ leader already promised to feed international investigators to crocodiles if they dare arrive in the country.
