The rampant destruction of forests in the Leuser ecosystem, a major water source for Aceh, has led to frequent flooding in the province.
A team from the Leuser Conservation Forum (FKL) performed a ground check on damaged areas in the ecosystem and found that, in 2018, about 5,685 hectares of the ecosystem were deforested, with the most serious damage found in Gayo Lues with 1,063 ha of deforested area.
The ecosystem, located across several regencies in the province, also saw 889 ha damaged in Nagan Raya and another 863 ha in East Aceh. As of December 2018, 1.7 ha of forest remained in the Leuser ecosystem.
The FKL and another conservation group, the Aceh Forest, Nature and Environment Foundation (Haka), concluded from their observations that the high rates of deforestation over many years caused flooding.
Based on an observation of river basin areas, the highest rate of deforestation was found in the Singkil-Alas River Basin, which covers Gayo Lues, Southeast Aceh, Subulussalam, Aceh Singkil and the neighboring province of North Sumatra.

The conservative Indonesian province of Aceh, which already carries out public caning of gay people, adulterers and gamblers, is considering the introduction of beheading as a punishment for murder, a top Islamic law official has said.
Syukri M Yusuf, the head of Aceh’s shariah law and human rights office, said the provincial government had asked his office to research beheading as a method of execution under Islamic law and to consult public opinion.

Les impacts dévastateurs des #changements-climatiques sont de plus en plus connus. Mais ce que l’on sait moins, c’est que les #femmes en sont le plus souvent les premières victimes. Cette réalité doit d’ailleurs plus que jamais être prise en compte, ont rappelé lundi plusieurs intervenantes de différents horizons dans le cadre d’un événement organisé à la veille du One Planet Summit de Paris.
« Plus de 80 % des victimes du tsunami qui a dévasté Aceh [en Indonésie] en 2004 étaient des femmes avec des enfants », a rappelé d’entrée de jeu la ministre des Finances de l’Indonésie, Sri Mulyani, dans le cadre d’un événement organisé en soirée au siège du ministère de l’Europe et des Affaires étrangères, à Paris.
Cette situation dramatique illustre un phénomène beaucoup plus vaste, a d’ailleurs souligné la Secrétaire exécutive de la Convention-cadre des Nations unies sur les changements climatiques, Patricia Espinosa. Les femmes sont aux premières loges des impacts de plus en plus concrets des sécheresses, des phénomènes climatiques extrêmes, de la désertification ou alors de la raréfaction des ressources, a-t-elle fait valoir. « Cette situation est la réalité de millions de femmes dans le monde. »
Les données officielles lui donnent d’ailleurs raison. Les femmes sont ainsi victimes de #surmortalité, par rapport aux hommes, lors des #catastrophes-naturelles, des phénomènes qui auront tendance à augmenter en raison du #réchauffement global.
Lors de ces catastrophes, les femmes connaîtraient un taux de #surmortalité cinq fois supérieur à celui des hommes, selon des données d’ #Oxfam. En plus du tsunami de 2004, les intervenantes ont notamment cité lundi l’exemple du cyclone qui, en 1991, a frappé le #Bangladesh, tuant 70 femmes sur 1000, contre 15 hommes sur 1000.
Qui plus est, les bouleversements du climat mettent plus que jamais en péril l’agriculture dans plusieurs régions du monde, notamment dans les pays en développement. Or, 80 % de la production alimentaire d’Asie et d’Afrique subsaharienne repose sur un modèle agricole familial dont, dans 45 à 80 % de cas, les femmes assument la charge.
Dans les zones rurales des pays en voie de développement, l’approvisionnement en eau et en alimentation repose essentiellement sur les femmes et les filles. Elles sont donc les premières touchées lorsque survient une sécheresse ou des pluies qui ruinent les récoltes. Quand la nourriture et l’eau viennent à manquer, elles doivent redoubler d’efforts pour subvenir aux besoins du foyer.
Le plus récent rapport du Groupe d’experts intergouvernemental sur l’évolution du climat (GIEC) constate d’ailleurs ce facteur de croissance des inégalités entre hommes et femmes, tandis que l’Accord de Paris reconnaît la nécessité que les femmes et les questions de genre soient mieux intégrées dans la planification de l’action climatique.
Femmes et action
Malgré la démonstration du phénomène, l’action n’est toujours pas au rendez-vous, a déploré lundi une coalition d’organisations de défense des droits des femmes. Dans le cadre d’un appel pour une « finance climat en action pour les femmes », elles ont souligné qu’à peine « 0,01 % des financements mondiaux soutiennent des projets s’attaquant à la fois au changement climatique et aux inégalités entre les sexes ».
Cette coalition, qui compte des organisations issues de plusieurs régions du monde, a donc plaidé en faveur d’une augmentation « significative des financements publics » dans la lutte contre les changements climatiques, avec pour ambition que 20 % des « projets » financés aient aussi « pour objectif principal de réduire les inégalités entre les sexes », et ce, d’ici 2020. Les femmes sont « vecteurs de changement et d’évolution » en matière de développement durable, a fait valoir Mme Espinosa, en offrant son soutien à cette initiative.
Le regroupement propose par ailleurs de favoriser l’inclusion des femmes dans les prises de décision quant aux milliards de dollars qui sont désormais dirigés vers la lutte contre les changements climatiques. L’enjeu est d’autant plus important que la communauté internationale s’est engagée à verser, dès 2020, plus de 100 milliards de dollars par année aux pays en développement pour leur permettre de mieux s’adapter aux impacts du réchauffement, mais aussi de réduire leurs émissions de gaz à effet de serre.
« Le meilleur outil que nous avons pour lutter contre les changements climatiques, c’est l’égalité entre les hommes et les femmes », a d’ailleurs fait valoir Yannick Glemarec, directeur exécutif adjoint d’ONU-Femmes.
