    Cigna plays God with your health. The company refuses to cover medical expenses for treatments other insurance companies have covered for years. Cigna does not consider how well your chronic conditions have been managed in the past, or what your doctor may order to monitor your condition. I’ve had rheumatoid arthritis for years, and under United and Blue Cross coverage was able to receive the treatments I need to manage my condition well. My husband has a severe case of myasthenia gravis that we have been able to manage with Blue Cross and United. Cigna does not care if people suffer; nor do the company’s doctors respect their highly reputable colleagues in the field of medicine. The doctors spend no time understanding your medical history; they simply follow standard black and white written protocols, without regard for patients’ well-being.

  • The Terrifying Potential of the 5G Network | The New Yorker

    Two words explain the difference between our current wireless networks and 5G: speed and latency. 5G—if you believe the hype—is expected to be up to a hundred times faster. (A two-hour movie could be downloaded in less than four seconds.) That speed will reduce, and possibly eliminate, the delay—the latency—between instructing a computer to perform a command and its execution. This, again, if you believe the hype, will lead to a whole new Internet of Things, where everything from toasters to dog collars to dialysis pumps to running shoes will be connected. Remote robotic surgery will be routine, the military will develop hypersonic weapons, and autonomous vehicles will cruise safely along smart highways. The claims are extravagant, and the stakes are high. One estimate projects that 5G will pump twelve trillion dollars into the global economy by 2035, and add twenty-two million new jobs in the United States alone. This 5G world, we are told, will usher in a fourth industrial revolution.

    A totally connected world will also be especially susceptible to cyberattacks. Even before the introduction of 5G networks, hackers have breached the control center of a municipal dam system, stopped an Internet-connected car as it travelled down an interstate, and sabotaged home appliances. Ransomware, malware, crypto-jacking, identity theft, and data breaches have become so common that more Americans are afraid of cybercrime than they are of becoming a victim of violent crime. Adding more devices to the online universe is destined to create more opportunities for disruption. “5G is not just for refrigerators,” Spalding said. “It’s farm implements, it’s airplanes, it’s all kinds of different things that can actually kill people or that allow someone to reach into the network and direct those things to do what they want them to do. It’s a completely different threat that we’ve never experienced before.”

    Spalding’s solution, he told me, was to build the 5G network from scratch, incorporating cyber defenses into its design.

    There are very good reasons to keep a company that appears to be beholden to a government with a documented history of industrial cyber espionage, international data theft, and domestic spying out of global digital networks. But banning Huawei hardware will not secure those networks. Even in the absence of Huawei equipment, systems still may rely on software developed in China, and software can be reprogrammed remotely by malicious actors. And every device connected to the fifth-generation Internet will likely remain susceptible to hacking. According to James Baker, the former F.B.I. general counsel who runs the national-security program at the R Street Institute, “There’s a concern that those devices that are connected to the 5G network are not going to be very secure from a cyber perspective. That presents a huge vulnerability for the system, because those devices can be turned into bots, for example, and you can have a massive botnet that can be used to attack different parts of the network.”

    This past January, Tom Wheeler, who was the F.C.C. chairman during the Obama Administration, published an Op-Ed in the New York Times titled “If 5G Is So Important, Why Isn’t It Secure?” The Trump Administration had walked away from security efforts begun during Wheeler’s tenure at the F.C.C.; most notably, in recent negotiations over international standards, the U.S. eliminated a requirement that the technical specifications of 5G include cyber defense. “For the first time in history,” Wheeler wrote, “cybersecurity was being required as a forethought in the design of a new network standard—until the Trump F.C.C. repealed it.” The agency also rejected the notion that companies building and running American digital networks were responsible for overseeing their security. This might have been expected, but the current F.C.C. does not consider cybersecurity to be a part of its domain, either. “I certainly did when we were in office,” Wheeler told me. “But the Republicans who were on the commission at that point in time, and are still there, one being the chairman, opposed those activities as being overly regulatory.”

    Opening up new spectrum is crucial to achieving the super-fast speeds promised by 5G. Most American carriers are planning to migrate their services to a higher part of the spectrum, where the bands are big and broad and allow for colossal rivers of data to flow through them. (Some carriers are also working with lower-spectrum frequencies, where the speeds will not be as fast but likely more reliable.) Until recently, these high-frequency bands, which are called millimetre waves, were not available for Internet transmission, but advances in antenna technology have made it possible, at least in theory. In practice, millimetre waves are finicky: they can only travel short distances—about a thousand feet—and are impeded by walls, foliage, human bodies, and, apparently, rain.

    Deploying millions of wireless relays so close to one another and, therefore, to our bodies has elicited its own concerns. Two years ago, a hundred and eighty scientists and doctors from thirty-six countries appealed to the European Union for a moratorium on 5G adoption until the effects of the expected increase in low-level radiation were studied. In February, Senator Richard Blumenthal, a Democrat from Connecticut, took both the F.C.C. and F.D.A. to task for pushing ahead with 5G without assessing its health risks. “We’re kind of flying blind here,” he concluded. A system built on millions of cell relays, antennas, and sensors also offers previously unthinkable surveillance potential. Telecom companies already sell location data to marketers, and law enforcement has used similar data to track protesters. 5G will catalogue exactly where someone has come from, where they are going, and what they are doing. “To give one made-up example,” Steve Bellovin, a computer-science professor at Columbia University, told the Wall Street Journal, “might a pollution sensor detect cigarette smoke or vaping, while a Bluetooth receiver picks up the identities of nearby phones? Insurance companies might be interested.” Paired with facial recognition and artificial intelligence, the data streams and location capabilities of 5G will make anonymity a historical artifact.

    To accommodate these limitations, 5G cellular relays will have to be installed inside buildings and on every city block, at least. Cell relays mounted on thirteen million utility poles, for example, will deliver 5G speeds to just over half of the American population, and cost around four hundred billion dollars to install. Rural communities will be out of luck—too many trees, too few people—despite the F.C.C.’s recently announced Rural Digital Opportunity Fund.

  • #CBP terminates controversial $297 million #Accenture contract amid continued staffing struggles

    #Customs_and_Border_Protection on Thursday ended its controversial $297 million hiring contract with Accenture, according to two senior DHS officials and an Accenture representative.
    As of December, when CBP terminated part of its contract, the company had only completed processing 58 applicants and only 22 had made it onto the payroll about a year after the company was hired.
    At the time, the 3,500 applicants that remained in the Accenture hiring pipeline were transferred to CBP’s own hiring center to complete the process.

    CBP cut ties with Accenture on processing applicants a few months ago, it retained some services, including marketing, advertising and applicant support.
    This week, the entire contract was terminated for “convenience,” government speak for agreeing to part ways without placing blame on Accenture.
    While government hiring is “slow and onerous, it’s also part of being in the government” and that’s “something we have to accept and deal with as we go forward,” said one of the officials.
    For its efforts, CBP paid Accenture around $19 million in start-up costs, and around $2 million for 58 people who got job offers, according to the officials.
    Over the last couple of months, CBP explored how to modify the contract, but ultimately decided to completely stop work and return any remaining funds to taxpayers.
    But it’s unclear how much money, if any, that will be.

    In addition, to the funds already paid to Accenture, CBP has around $39 million left to “settle and close the books” with the company, an amount which has yet to be determined.
    In November 2017, CBP awarded Accenture the contract to help meet the hiring demands of an executive order on border security that President Donald Trump signed during his first week in office. The administration directed CBP to hire an additional 7,500 agents and officers on top of its current hiring goals.
    “We were in a situation where we needed to try something new” and “break the cycle of going backwards,” said a DHS official about why the agency started the contract.

    Meanwhile, hiring remains difficult for the agency amid a surge of migrants at the southern border that is stretching CBP resources thin.
    It “continues to be a very challenging environment,” said one official about hiring efforts this year.

    In fact, one of the reasons that CBP didn’t need Accenture to process applicants, is because the agency didn’t receive as many applications as it initially planned for.
    The agency has been focused on beating attrition and has been able to recently “beat it by a modest amount,” said the official. “Ultimately we would like to beat it by a heck of a lot, but we’re not there yet.”

      On a recent sunny spring afternoon in Texas, a couple hundred Border Patrol agents, Homeland Security officials, and salespeople from a wide array of defense and security contractors gathered at the Bandera Gun Club about an hour northwest of San Antonio to eat barbecue and shoot each other’s guns. The techies wore flip-flops; the veterans wore combat boots. Everyone had a good time. They were letting loose, having spent the last forty-eight hours cooped up in suits and ties back at San Antonio’s Henry B. Gonzalez convention center, mingling and schmoozing, hawking their wares, and listening to immigration officials rail about how those serving in enforcement agencies are not, under any circumstances, Nazis.

      These profiteers and bureaucrats of the immigration-industrial complex were fresh from the 2019 #Border_Security_Expo —essentially a trade show for state violence, where law enforcement officers and weapons manufacturers gather, per the Expo’s marketing materials, to “identify and address new and emerging border challenges and opportunities through technology, partnership, and innovation.” The previous two days of panels, speeches, and presentations had been informative, a major in the Argentine Special Forces told me at the gun range, but boring. He was glad to be outside, where handguns popped and automatic rifles spat around us. I emptied a pistol into a target while a man in a Three Percenter militia baseball hat told me that I was a “natural-born killer.” A drone buzzed overhead until, in a demonstration of a company’s new anti-drone technology, a device that looked like a rocket launcher and fired a sort of exploding net took it down. “This is music to me,” the Argentine major said.

      Perhaps it’s not surprising the Border Security Expo attendees were so eager to blow off steam. This year’s event found many of them in a defensive posture, given the waves of bad press they’d endured since President Trump’s inauguration, and especially since the disastrous implementation of his family separation policy, officially announced by former Attorney General Jeff Sessions in April of 2018, before being rescinded by Trump two-and-a-half months later. Throughout the Expo, in public events and in background roundtable conversations with reporters, officials from the various component parts of the Department of Homeland Security rolled out a series of carefully rehearsed talking points: Immigrations and Customs Enforcement (ICE) and Customs and Border Patrol (CBP) need more money, personnel, and technology; taking migrants to hospitals distracts CBP officers from their real mission; and the 1997 Flores court settlement, which prohibits immigration enforcement agencies from detaining migrant families with children for more than twenty days, is undermining the very sovereignty of the United States. “We want a secure border, we want an immigration system that has integrity,” Ronald Vitiello, then–acting head of ICE, said in a keynote address to the hundreds of people gathered in San Antonio. “We have a generous immigration system in this country, but it has to have integrity in order for us to continue to be so generous.”

      More of a technocrat than his thuggish predecessor Thomas Homan, Vitiello also spoke at length about using the “dark web” to take down smugglers and the importance of having the most up-to-date data-management technology. But he spoke most adamantly about needing “a fix” for the Flores settlement. “If you prosecute crimes and you give people consequences, you get less of it,” he said. “With Flores, there’s no consequence, and everybody knows that,” a senior ICE official echoed to reporters during a background conversation immediately following Vitiello’s keynote remarks. “That’s why you’re seeing so many family units. We cannot apply a consequence to a family unit, because we have to release them.”

      Meanwhile, around 550 miles to the west, in El Paso, hundreds of migrants, including children and families, were being held by CBP under a bridge, reportedly forced to sleep on the ground, with inadequate medical attention. “They treated us like we are animals,” one Honduran man told Texas Monthly. “I felt what they were trying to do was to hurt us psychologically, so we would understand that this is a lesson we were being taught, that we shouldn’t have crossed.” Less than a week after the holding pen beneath the bridge closed, Vitiello’s nomination to run ICE would be pulled amid a spate of firings across DHS; President Trump wanted to go “in a tougher direction.”

      Family Values

      On the second day of the Border Security Expo, in a speech over catered lunch, Scott Luck, deputy chief of Customs and Border Protection and a career Border Patrol agent, lamented that the influx of children and families at the border meant that resources were being diverted from traditional enforcement practices. “Every day, about 150 agents spend their shifts at hospitals and medical facilities with illegal aliens receiving treatment,” he said. “The annual salary cost for agents on hospital watch is more than $11.5 million. Budget analysts estimate that 13 percent of our operational budget—the budget that we use to buy equipment, to buy vehicles for our men and women—is now used for transportation, medical expenses, diapers, food, and other necessities to care for illegal aliens in Border Patrol custody.”

      As far as Luck was concerned, every dollar spent on food and diapers is one not spent on drones and weapons, and every hour an agent spends guarding a migrant in a hospital is an hour they don’t spend on the border. “It’s not what they signed up for. The mission they signed up for is to protect the United States border, to protect the communities in which they live and serve,” he told reporters after his speech. “The influx, the volume, the clutter that this creates is frustrating.” Vitiello applied an Orwellian inversion: “We’re not helping them as fast as we want to,” he said of migrant families apprehended at the border.

      Even when discussing the intimate needs of detained migrant families, the language border officials used to describe their remit throughout the Expo was explicitly militaristic: achieving “operational control,” Luck said, requires “impedance and denial” and “situational awareness.” He referred to technology as a “vital force multiplier.” He at least stopped short of endorsing the president’s framing that what is happening on the border constitutes an invasion, instead describing it as a “deluge.”

      According to the Migration Policy Institute, a non-partisan think tank, the U.S. immigrant population has continued to grow—although at a slower rate than it did before the 2007 recession, and undocumented people appear to make up a smaller proportion of the overall population. Regardless, in fiscal year 2018, both ICE and CBP stepped up their enforcement activities, arresting, apprehending, and deporting people at significantly higher rates than the previous year. More than three times as many family members were apprehended at the border last year than in 2017, the Pew Research Center reports, and in the first six months of FY 2019 alone there were 189,584 apprehensions of “family units”: more than half of all apprehensions at the border during that time, and more than the full-year total of apprehended families for any other year on record. While the overall numbers have not yet begun to approach those of the 1980s and 1990s, when apprehensions regularly exceeded one million per year, the demographics of who is arriving at the United States southern border are changing: fewer single men from Mexico and more children and families from Guatemala, Honduras, and El Salvador—in other words, an ever-wider range of desperate victims of drug gangs and American policies that have long supported corrupt regimes.

      This change has presented people like Luck with problems they insist are merely logistical: aging Border Patrol stations, he told us at the Expo, “are not luxurious in any way, and they were never intended to handle families and children.” The solution, according to Vitiello, is “continued capital investment” in those facilities, as well as the cars and trucks necessary to patrol the border region and transport those apprehended from CBP custody to ICE detention centers, the IT necessary to sift through vast amounts of data accumulated through untold surveillance methods, and all of “the systems by which we do our work.”

      Neither Vitiello nor Luck would consider whether those systems—wherein thousands of children, ostensibly under the federal government’s care, have been sexually abused and five, from December through May of this year, have died—ought to be questioned. Both laughed off calls from migrant justice organizers, activists, and politicians to abolish ICE. “The concept of the Department of Homeland Security—and ICE as an agency within it—was designed for us to learn the lessons from 9/11,” Vitiello said. “Those needs still exist in this society. We’re gonna do our part.” DHS officials have even considered holding migrant children at Guantánamo Bay, Cuba, according to the New York Times, where a new $23 million “contingency mass migration complex” is being built. The complex, which is to be completed by the end of the year, will have a capacity of thirteen thousand.

      Violence is the Point

      The existence of ICE may be a consequence of 9/11, but the first sections of fencing along the U.S.-Mexico border—originally to contain livestock—went up in 1909 through 1911. In 1945, in response to a shift in border crossings from Texas to California, the U.S. Border Patrol and the Immigration and Naturalization Service recycled fencing wire and posts from internment camps in Crystal City, Texas, where more than a hundred thousand Japanese Americans had been imprisoned during World War II. “Although the INS could not erect a continuous line of fence along the border, they hoped that strategic placement of the fence would ‘compel persons seeking to enter the United States illegally to attempt to go around the ends of the fence,’” historian Kelly Lytle Hernández, quoting from government documents, writes in Migra! A History of the U.S. Border Patrol. “What lay at the end of the fences and canals were desert lands and mountains extremely dangerous to cross without guidance or sufficient water. The fences, therefore, discouraged illegal immigration by exposing undocumented border crossers to the dangers of daytime dehydration and nighttime hypothermia.”

      Apprehension and deportation tactics continued to escalate in the years following World War II—including Operation Wetback, the infamous (and heavily propagandized) mass-deportation campaign of 1954—but the modern, militarized border era was greatly boosted by Bill Clinton. It was during Clinton’s first administration that Border Patrol released its “Strategic Plan: 1994 and Beyond,” which introduced the idea of “prevention through deterrence,” a theory of border policing that built on the logic of the original wall and hinges upon increasing the “cost” of migration “to the point that many will consider it futile to continue to attempt illegal entry.” With the Strategic Plan, the agency was requesting more money, officers, and equipment in order to “enhance national security and safeguard our immigration heritage.”

      The plan also noted that “a strong interior enforcement posture works well for border control,” and in 1996, amid a flurry of legislation targeting people of color and the poor, Congress passed the Illegal Immigration Reform and Immigrant Responsibility Act, which empowered the federal government to deport more people more quickly and made it nearly impossible for undocumented immigrants to obtain legal status. “Before 1996, internal enforcement activities had not played a very significant role in immigration enforcement,” the sociologists Douglas Massey and Karen A. Pren wrote in 2012. “Afterward these activities rose to levels not seen since the deportation campaigns of the Great Depression.” With the passage of the Patriot Act in 2001 and the creation of the Department of Homeland Security and Immigration and Customs Enforcement in 2002, immigration was further securitized and criminalized, paving the way for an explosion in border policing technology that has further aligned the state with the defense and security industry. And at least one of Border Patrol’s “key assumptions,” explicitly stated in the 1994 strategy document, has borne out: “Violence will increase as effects of strategy are felt.”

      What this phrasing obscures, however, is that violence is the border strategy. In practice, what “prevention through deterrence” has meant is forcing migrants to cross the U.S.-Mexico border in the desert, putting already vulnerable people at even greater risk. Closing urban points of entry, for example, or making asylum-seekers wait indefinitely in Mexico while their claims are processed, pushes migrants into remote areas where there is a higher likelihood they will suffer injury and death, as in the case of seven-year-old Jakil Caal Maquin, who died of dehydration and shock after being taken into CBP custody in December. (A spokesperson for CBP, in an email response, deflected questions about whether the agency considers children dying in its custody a deterrent.) Maquin is one of many thousands who have died attempting to cross into the United States: the most conservative estimate comes from CBP itself, which has recovered the remains of 7,505 people from its southwest border sectors between 1998 and 2018. This figure accounts for neither those who die on the Mexican side of the border, nor those whose bodies remain lost to the desert.

      Draconian immigration policing causes migrants to resort to smugglers and traffickers, creating the conditions for their exploitation by cartels and other violent actors and increasing the likelihood that they will be kidnapped, coerced, or extorted. As a result, some migrants have sought the safety of collective action in the form of the “caravan” or “exodus,” which has then led the U.S. media and immigration enforcement agencies to justify further militarization of the border. Indeed, in his keynote address at the Expo, Luck described “the emerging prevalence of large groups of one hundred people or more” as “troubling and especially dangerous.” Later, a sales representative for the gun manufacturer Glock very confidently explained to me that this was because agents of al-Shabaab, the al-Qaeda affiliate in Somalia, were embedded with the caravans.

      Branding the Border

      Unsurprisingly, caravans came up frequently at the Border Security Expo. (An ICE spokesperson would later decline to explain what specific threat they pose to national security, instead citing general statistics about the terrorist watchlist, “special interest aliens,” and “suspicious travel patterns.”) During his own keynote speech, Vitiello described how ICE, and specifically its subcomponent Homeland Security Investigations, had deployed surveillance and intelligence-gathering techniques to monitor the progress of caravans toward the border. “When these caravans have come, we’ve had trained, vetted individuals on the ground in those countries reporting in real time what they were seeing: who the organizers were, how they were being funded,” he said, before going on an astonishing tangent:

      That’s the kind of capability that also does amazing things to protecting brands, property rights, economic security. Think about it. If you start a company, introduce a product that’s innovative, there are people in the world who can take that, deconstruct it, and create their own version of it and sell it as yours. All the sweat that went into whatever that product was, to build your brand, they’ll take it away and slap it on some substandard product. It’s not good for consumers, it’s not good for public safety, and it’s certainly an economic drain on the country. That’s part of the mission.

      That the then–acting director of ICE, the germ-cell of fascism in the bourgeois American state, would admit that an important part of his agency’s mission is the protection of private property is a testament to the Trump administration’s commitment to saying the quiet part out loud.

      In fact, brands and private industry had pride of place at the Border Security Expo. A memorial ceremony for men and women of Border Patrol who have been killed in the line of duty was sponsored by Sava Solutions, an IT firm that has been awarded at least $482 million in federal contracts since 2008. Sava, whose president spent twenty-four years with the DEA and whose director of business development spent twenty with the FBI, was just one of the scores of firms in attendance at the Expo, each hoping to persuade the bureaucrats in charge of acquiring new gear for border security agencies that their drones, their facial recognition technology, their “smart” fences were the best of the bunch. Corporate sponsors included familiar names like Verizon and Motorola, and other less well-known ones, like Elbit Systems of America, a subsidiary of Israel’s largest private defense contractor, as well as a handful of IT firms with aggressive slogans like “Ever Vigilant” (CACI), “Securing the Future” (ManTech), and “Securing Your Tomorrow” (Unisys).

      The presence of these firms—and indeed the very existence of the Expo—underscores an important truth that anyone attempting to understand immigration politics must reckon with: border security is big business. The “homeland security and emergency management market,” driven by “increasing terrorist threats and biohazard attacks and occurrence of unpredictable natural disasters,” is projected to grow to more than $742 billion by 2023 from $557 billion in 2018, one financial analysis has found. In the coming decades, as more people are displaced by climate catastrophe and economic crises—estimates vary between 150 million and 1 billion by 2050—the industry dedicated to policing the vulnerable stands to profit enormously. By 2013, the United States was already spending more on federal immigration enforcement than all other federal law enforcement agencies combined, including the FBI and DEA; ICE’s budget has doubled since its inception in 2003, while CBP’s has nearly tripled. Between 1993 and 2018, the number of Border Patrol agents grew from 4,139 to 19,555. And year after year, Democrats and Republicans alike have been happy to fuel an ever more high-tech deportation machine. “Congress has given us a lot of money in technology,” Luck told reporters after his keynote speech. “They’ve given us over what we’ve asked for in technology!”

      “As all of this rhetoric around security has increased, so has the impetus to give them more weapons and more tools and more gadgets,” Jacinta Gonzalez, a senior campaign organizer with Mijente, a national network of migrant justice activists, told me. “That’s also where the profiteering comes in.” She continued: “Industries understand what’s good for business and adapt themselves to what they see is happening. If they see an administration coming into power that is pro-militarization, anti-immigrant, pro-police, anti-communities of color, then that’s going to shape where they put their money.”

      By way of example, Gonzalez pointed to Silicon Valley billionaire Peter Thiel, who spent $1.25 million supporting Trump’s 2016 election campaign and followed that up last year by donating $1 million to the Club for Growth—a far-right libertarian organization founded by Heritage Foundation fellow and one-time Federal Reserve Board prospect Stephen Moore—as well as about $350,000 to the Republican National Committee and other GOP groups. ICE has awarded Palantir, the $20 billion surveillance firm founded by Thiel, several contracts worth tens of millions of dollars to manage its data streams—a partnership the agency considers “mission critical,” according to documents reviewed by The Intercept. Palantir, in turn, runs on Amazon Web Services, the cloud computing service provided by the world’s most valuable public company, which is itself a key contractor in managing the Department of Homeland Security’s $6.8 billion IT portfolio.

      Meanwhile, former DHS secretary John Kelly, who was Trump’s chief of staff when the administration enacted its “zero-tolerance” border policy, has joined the board of Caliburn International—parent organization of the only for-profit company operating shelters for migrant children. “Border enforcement and immigration policy,” Caliburn reported in an SEC filing last year, “is driving significant growth.” As Harsha Walia writes in Undoing Border Imperialism, “the state and capitalism are again in mutual alliance.”

      Triumph of the Techno-Nativists

      At one point during the Expo, between speeches, I stopped by a booth for Network Integrity Systems, a security firm that had set up a demonstration of its Sentinel™ Perimeter Intrusion Detection System. A sales representative stuck out his hand and introduced himself, eager to explain how his employer’s fiber optic motion sensors could be used at the border, or—he paused to correct himself—“any kind of perimeter.” He invited me to step inside the space that his coworkers had built, starting to say “cage” but then correcting himself, again, to say “small enclosure.” (It was literally a cage.) If I could get out, climbing over the fencing, without triggering the alarm, I would win a $500 Amazon gift card. I did not succeed.

      Overwhelmingly, the vendors in attendance at the Expo were there to promote this kind of technology: not concrete and steel, but motion sensors, high-powered cameras, and drones. Customs and Border Patrol’s chief operating officer John Sanders—whose biography on the CBP website describes him as a “seasoned entrepreneur and innovator” who has “served on the Board of Directors for several leading providers of contraband detection, geospatial intelligence, and data analytics solutions”—concluded his address by bestowing on CBP the highest compliment he could muster: declaring the agency comparable “to any start-up.” Rhetoric like Sanders’s, ubiquitous at the Expo, renders the border both bureaucratic and boring: a problem to be solved with some algorithmic mixture of brutality and Big Data. The future of border security, as shaped by the material interests that benefit from border securitization, is not a wall of the sort imagined by President Trump, but a “smart” wall.

      High-ranking Democrats—leaders in the second party of capital—and Republicans from the border region have championed this compromise. During the 2018-2019 government shutdown, House Homeland Security Committee Chairman Bennie Thompson told reporters that Democrats would appropriate $5.7 billion for “border security,” so long as that did not include a wall of Trump’s description. “Walls are primitive. What we need to do is have border security,” House Majority Whip Jim Clyburn said in January. He later expanded to CNN: “I’ve said that we ought to have a smart wall. I defined that as a wall using drones to make it too high to get over, using x-ray equipment to make it too wide to get around, and using scanners to go deep enough not to be able to tunnel under it. To me, that would be a smart thing to do.”

      Even the social democratic vision of Senator Bernie Sanders stops short at the border. “If you open the borders, my God, there’s a lot of poverty in this world, and you’re going to have people from all over the world,” he told Iowa voters in early April, “and I don’t think that’s something that we can do at this point.” Over a week later, during a Fox News town hall with Pennsylvania voters, he recommitted: “We need border security. Of course we do. Who argues with that? That goes without saying.”

      To the extent that Trump’s rhetoric, his administration’s immigration policies, and the enforcement agencies’ practices have made the “border crisis” more visible than ever before, they’ve done so on terms that most Democrats and liberals fundamentally agree with: immigration must be controlled and policed; the border must be enforced. One need look no further than the high priest of sensible centrism, Thomas Friedman, whose major complaint about Trump’s immigration politics is that he is “wasting” the crisis—an allusion to Rahm Emanuel’s now-clichéd remark that “you never want a serious crisis to go to waste.” (Frequently stripped of context, it is worth remembering that Emanuel made this comment in the throes of the 2008 financial meltdown, at the Wall Street Journal’s CEO Council, shortly following President Obama’s election.) “Regarding the border, the right place for Democrats to be is for a high wall with a big gate,” Friedman wrote in November of 2018. A few months later, a tour led by Border Patrol agents of the San Ysidro port of entry in San Diego left Friedman “more certain than ever that we have a real immigration crisis and that the solution is a high wall with a big gate—but a smart gate.”

      As reasonable as this might sound to anxious New York Times readers looking for what passes as humanitarian thinking in James Bennet’s opinion pages, the horror of Friedman’s logic eventually reveals itself when he considers who might pass through the big, smart gate in the high, high wall: “those who deserve asylum” and “a steady flow of legal, high-energy, and high-I.Q. immigrants.” Friedman’s tortured hypothetical shows us who he considers to be acceptable subjects of deportation and deprivation: the poor, the lazy, and the stupid. This is corporate-sponsored, state-sanctioned eugenics: the nativism of technocrats.

      The vision of a hermetically sealed border being sold, in different ways, by Trump and his allies, by Democrats, and by the Border Security Expo is in reality a selectively permeable one that strictly regulates the movement of migrant labor while allowing for the unimpeded flow of capital. Immigrants in the United States, regardless of their legal status, are caught between two factions of the capitalist class, each of which seek their immiseration: the citrus farmers, construction firms, and meat packing plants that benefit from an underclass of unorganized and impoverished workers, and the defense and security firms that keep them in a state of constant criminality and deportability.

      You could even argue that nobody in a position of power really wants a literal wall. Even before taking office, Trump himself knew he could only go so far. “We’re going to do a wall,” he said on the campaign trail in 2015. However: “We’re going to have a big, fat beautiful door on the wall.” In January 2019, speaking to the American Farm Bureau Association, Trump acknowledged the necessity of a mechanism allowing seasonal farmworkers from Mexico to cross the border, actually promising to loosen regulations on employers who rely on temporary migrant labor. “It’s going to be easier for them to get in than what they have to go through now,” he said, “I know a lot about the farming world.”

      At bottom, there is little material difference between this and what Friedman imagines to be the smarter, more humane approach. While establishment liberals would no doubt prefer that immigration enforcement be undertaken quietly, quickly, and efficiently, they have no categorical objection to the idea that noncitizens should enjoy fewer rights than citizens or be subject to different standards of due process (standards that are already applied in deeply inequitable fashion).

      As the smorgasbord of technologies and services so garishly on display at the Border Security Expo attests, maintaining the contradiction between citizens and noncitizens (or between the imperial core and the colonized periphery) requires an ever-expanding security apparatus, which itself becomes a source of ever-expanding profit. The border, shaped by centuries of bourgeois interests and the genocidal machinations of the settler-colonial nation-state, constantly generates fresh crises on which the immigration-industrial complex feeds. In other words, there is not a crisis at the border; the border is the crisis.

      CBP has recently allowed Anduril, a start-up founded by one of Peter Thiel’s mentees, Palmer Luckey, to begin testing its artificial intelligence-powered surveillance towers and drones in Texas and California. Sam Ecker, an Anduril engineer, expounded on the benefits of such technology at the Expo. “A tower doesn’t get tired. It doesn’t care about being in the middle of the desert or a river around the clock,” he told me. “We just let the computers do what they do best.”

    The pilots of the doomed Ethiopian Airlines jet followed emergency procedures outlined by the manufacturer initially but later deviated from them as they tried to regain control of the plane, it has been claimed,

    The airliner went down soon after taking off on March 10, killing all 157 people on board and forcing a global grounding of Boeing 737 MAX 8 jets.

    Boeing had issued guidelines to pilots on how to disable an automated anti-stall system after a deadly crash in Indonesia in October, followed by an emergency airworthiness directive by the U.S. Federal Aviation Administration (FAA).

    The pilots had initially shut off the MCAS anti-stall system that was pushing the airplane’s nose down shortly after it took off from Addis Ababa, The Wall Street Journal reported on Wednesday, citing unidentified people briefed on the matter.

    However, having failed to recover control, the pilots then switched the system back as they tried to find other ways to manage the jet before it crashed, the newspaper added.

    From a penthouse on Central Park, Guo Wengui has exposed a phenomenal web of corruption in China’s ruling elite — if, that is, he’s telling the truth.

    On a recent Saturday afternoon, an exiled Chinese billionaire named Guo Wengui was holding forth in his New York apartment, sipping tea while an assistant lingered quietly just outside the door, slipping in occasionally to keep Guo’s glass cup perfectly full. The tycoon’s Twitter account had been suspended again — it was the fifth or sixth time, by Guo’s count — and he blamed the Communist Party of China. “It’s not normal!” he said, about this cycle of blocking and reinstating. “But it doesn’t matter. I don’t need anyone.”

    Guo’s New York apartment is a 9,000-square-foot residence along Central Park that he bought for $67.5 million in 2015. He sat in a Victorian-style chair, his back to a pair of west-facing windows, the sunset casting craggy shadows. A black-and-white painting of an angry-looking monkey hung on the wall to Guo’s right, a hat bearing a star-and-wreath Soviet insignia on its head and a cigarette hanging from its lips. Guo had arrived dressed entirely in black, except for two silver stripes on each lapel. “I have the best houses,” he told me. Guo had picked his apartment for its location, its three sprawling balconies and the meticulously tiled floor in the entryway. He has the best apartment in London, he said; the biggest apartment in Hong Kong. His yacht is docked along the Hudson River. He is comfortable and, anyway, Guo likes to say that as a Buddhist, he wants for nothing. If it were down to his own needs alone, he would have kept his profile low. But he has a higher purpose. He is going to save China.

    Guo pitches himself as a former insider, a man who knows the secrets of a government that tightly controls the flow of information. A man who, in 2017, did the unthinkable — tearing open the veil of secrecy that has long surrounded China’s political elite, lobbing accusations about corruption, extramarital affairs and murder plots over Facebook and Twitter. His YouTube videos and tweets have drawn in farmers and shopkeepers, democracy activists, writers and businesspeople. In China, people have been arrested for chatting about Guo online and distributing T-shirts with one of his slogans printed on the front (“This is only the beginning!”). In New York, Guo has split a community of dissidents and democracy activists down the middle. Some support him. Others believe that Guo himself is a government spy.

    Nothing in Guo’s story is as straightforward as he would like it to seem. Guo is 47 years old, or 48, or 49. Although he has captured the attention of publications like The Guardian, The New York Times and The Wall Street Journal, the articles that have run about him have offered only hazy details about his life. This is because his biography varies so widely from one source to the next. Maybe his name isn’t even Guo Wengui. It could be Guo Wugui. There are reports that in Hong Kong, Guo occasionally goes by the name Guo Haoyun.

    When pressed, Guo claims a record of unblemished integrity in his business dealings, both in real estate and in finance (when it comes to his personal life, he strikes a more careful balance between virility and dedication to his family). “I never took a square of land from the government,” he said. “I didn’t take a penny of investment from the banks.” If you accept favors, he said, people will try to exploit your weaknesses. So, Guo claims, he opted to take no money and have no weaknesses.

    Yet when Guo left China in 2014, he fled in anticipation of corruption charges. A former business partner had been detained just days before, and his political patron would be detained a few days afterward. In 2015, articles about corruption in Guo’s business dealings — stories that he claims are largely fabrications — started appearing in the media. He was accused of defrauding business partners and colluding with corrupt officials. To hear Guo tell it, his political and business opponents used a national corruption campaign as a cover for a personal vendetta.

    Whatever prompted Guo to take action, his campaign came during an important year for China’s president, Xi Jinping. In October, the Communist Party of China (C.P.C.) convened its 19th National Congress, a twice-a-decade event that sets the contours of political power for the next five years. The country is in the throes of a far-reaching anti-corruption campaign, and Xi has overseen a crackdown on dissidents and human rights activists while increasing investment in censorship and surveillance. Guo has become a thorn in China’s side at the precise moment the country is working to expand its influence, and its censorship program, overseas.

    In November 2017, the Tiananmen Square activist Wang Dan warned of the growing influence of the C.P.C. on university campuses in the United States. His own attempts to hold “China salons” on college campuses had largely been blocked by the Chinese Students and Scholars Association — a group with ties to China’s government. Around the same time, the academic publisher Springer Nature agreed to block access to hundreds of articles on its Chinese site, cutting off access to articles on Tibet, Taiwan and China’s political elite. Reports emerged last year that China is spending hundreds of thousands of dollars quarterly to purchase ads on Facebook (a service that is blocked within China’s borders). In Australia, concerns about China’s growing influence led to a ban on foreign political donations.

    “That’s why I’m telling the United States they should really be careful,” Guo said. China’s influence is spreading, he says, and he believes his own efforts to change China will have global consequences. “Like in an American movie,” he told me with unflinching self-confidence. “In the last minutes, we will save the world.”

    Propaganda, censorship and rewritten histories have long been specialties of authoritarian nations. The aim, as famously explained by the political philosopher Hannah Arendt, is to confuse: to breed a combination of cynicism and gullibility. Propaganda can leave people in doubt of all news sources, suspicious of their neighbors, picking and choosing at random what pieces of information to believe. Without a political reality grounded in facts, people are left unmoored, building their world on whatever foundation — imaginary or otherwise — they might choose.

    The tight grip that the C.P.C. keeps on information may be nothing new, but China’s leadership has been working hard to update the way it censors and broadcasts. People in China distrusted print and television media long before U.S. politicians started throwing around accusations of “fake news.” In 2016, President Xi Jinping was explicit about the arrangement, informing the country’s media that it should be “surnamed Party.” Likewise, while the West has only recently begun to grapple with government-sponsored commenters on social media, China’s government has been manipulating online conversations for over a decade.

    “They create all kinds of confusion,” said Ha Jin, the National Book Award-winning American novelist born in China’s Liaoning Province, and a vocal supporter of Guo. “You don’t know what information you have and whether it’s right. You don’t know who are the informers, who are the agents.”

    Online, the C.P.C. controls information by blocking websites, monitoring content and employing an army of commenters widely known as the 50-cent party. The name was used as early as 2004, when a municipal government in Hunan Province hired a number of online commenters, offering a stipend of 600 yuan, or about $72. Since then, the 50-cent party has spread. In 2016, researchers from Harvard, Stanford and the University of California-San Diego estimated that these paid commenters generated 448 million social-media comments annually. The posts, researchers found, were conflict averse, cheerleading for the party rather than defending it. Their aim seemed not to be engaging in argument but rather distracting the public and redirecting attention from sensitive issues.

    In early 2017, Guo issued his first salvos against China’s ruling elite through more traditional channels. He contacted a handful of Chinese-language media outlets based in the United States. He gave interviews to the Long Island-based publication Mingjing News and to Voice of America — a live event that was cut short by producers, leading to speculation that V.O.A. had caved to Chinese government pressure. He called The New York Times and spoke with reporters at The Wall Street Journal. It did not take long, however, before the billionaire turned to direct appeals through social media. The accusations he made were explosive — he attacked Wang Qishan, Xi Jinping’s corruption czar, and Meng Jianzhu, the secretary of the Central Political and Legal Affairs Commission, another prominent player in Xi’s anti-corruption campaign. He talked about Wang’s mistresses, his business interests and conflicts within the party.

    In one YouTube video, released on Aug. 4, Guo addressed the tension between Wang and another anti-corruption official named Zhang Huawei. He recounted having dinner with Zhang when “he called Wang Qishan’s secretary and gave him orders,” Guo said. “Think about what Wang had to suffer in silence back then. They slept with the same women, and Zhang knew everything about Wang.” In addition, Guo said, Zhang knew about Wang’s corrupt business dealings. When Zhang Huawei was placed under official investigation in April, Guo claimed, it was a result of a grudge.

    “Everyone in China is a slave,” Guo said in the video. “With the exception of the nobility.”

    To those who believe Guo’s claims, they expose a depth of corruption that would surprise even the most jaded opponent of the C.P.C. “The corruption is on such a scale,” Ha Jin said. “Who could imagine that the czar of anti-corruption would himself be corrupt? It is extraordinary.”

    Retaliation came quickly. A barrage of counteraccusations began pouring out against Guo, most published in the pages of the state-run Chinese media. Warrants for his arrest were issued on charges of corruption, bribery and even rape. China asked Interpol to issue a red notice calling for Guo’s arrest and extradition. He was running out of money, it was reported. In September, Guo recorded a video during which he received what he said was a phone call from his fifth brother: Two of Guo’s former employees had been detained, and their family members were threatening suicide. “My Twitter followers are so important they are like heaven to me,” Guo said. But, he declared, he could not ignore the well-being of his family and his employees. “I cannot finish the show as I had planned,” he said. Later, Guo told his followers in a video that he was planning to divorce his wife, in order to shield her from the backlash against him.

    Guo quickly resumed posting videos and encouraging his followers. His accusations continued to accumulate throughout 2017, and he recently started his own YouTube channel (and has yet to divorce his wife). His YouTube videos are released according to no particular schedule, sometimes several days in a row, some weeks not at all. He has developed a casual, talkative style. In some, Guo is running on a treadmill or still sweating after a workout. He has demonstrated cooking techniques and played with a tiny, fluffy dog, a gift from his daughter. He invites his viewers into a world of luxury and offers them a mix of secrets, gossip and insider knowledge.

    Wang Qishan, Guo has claimed, is hiding the money he secretly earned in the Hainan-based conglomerate HNA Group, a company with an estimated $35 billion worth of investments in the United States. (HNA Group denies any ties to Wang and is suing Guo.) He accused Wang of carrying on an affair with the actress Fan Bingbing. (Fan is reportedly suing Guo for defamation.) He told stories of petty arguments among officials and claimed that Chinese officials sabotaged Malaysia Airlines Flight 370, which disappeared in 2014 en route to Beijing, in order to cover up an organ-harvesting scheme. Most of Guo’s accusations have proved nearly impossible to verify.

    “This guy is just covered in question marks,” said Minxin Pei, a professor at Claremont McKenna who specializes in Chinese governance.

    The questions that cover Guo have posed a problem for both the United States government and the Western journalists who, in trying to write about him, have found themselves buffeted by the currents of propaganda, misinformation and the tight-lipped code of the C.P.C. elite. His claims have also divided a group of exiled dissidents and democracy activists — people who might seem like Guo’s natural allies. For the most part, the democracy activists who flee China have been chased from their country for protesting the government or promoting human rights, not because of corruption charges. They tell stories of personal persecution, not insider tales of bribery, sex and money. And perhaps as a consequence, few exiled activists command as large an audience as Guo. “I will believe him,” Ha Jin said, “until one of his serious accusations is proved to be false.”

    Pei, the professor, warns not to take any of Guo’s accusations at face value. The reaction from the C.P.C. has been so extreme, however, that Pei believes Guo must know something. “He must mean something to the government,” he said. “They must be really bothered by this billionaire.” In May, Chinese officials visited Guo on visas that did not allow them to conduct official business, causing a confrontation with the F.B.I. A few weeks later, according to The Washington Times, China’s calls for Guo’s extradition led to a White House showdown, during which Jeff Sessions threatened to resign if Guo was sent back to China.

    Guo has a history of cultivating relationships with the politically influential, and the trend has continued in New York. He famously bought 5,000 copies of a book by Cherie Blair, Tony Blair’s wife. (“It was to give to my employees,” Guo told me. “I often gave my employees books to read.”) Guo has also cultivated a special relationship with Steve Bannon, whom he says he has met with a handful of times, although the two have no financial relationship. Not long after one of their meetings, Bannon appeared on Breitbart Radio and called China “an enemy of incalculable power.”

    Despite Guo’s high-powered supporters and his army of online followers, one important mark of believability has continued to elude him. Western news organizations have struggled to find evidence that would corroborate Guo’s claims. When his claims appear in print, they are carefully hedged — delivered with none of his signature charm and bombast. “Why do you need more evidence?” Guo complained in his apartment. “I can give them evidence, no problem. But while they’re out spending time investigating, I’m waiting around to get killed!”

    The details of Guo’s life may be impossible to verify, but the broad strokes confirm a picture of a man whose fortunes have risen and fallen with the political climate in China. To hear Guo tell it, he was born in Jilin Province, in a mining town where his parents were sent during the Cultural Revolution. “There were foreigners there,” Guo says in a video recorded on what he claims is his birthday. (Guo was born on Feb. 2, or May 10, or sometime in June.) “They had the most advanced machinery. People wore popular clothing.” Guo, as a result, was not ignorant of the world. He was, however, extremely poor. “Sometimes we didn’t even have firewood,” he says. “So we burned the wet twigs from the mountains — the smoke was so thick.” Guo emphasizes this history: He came from hardship. He pulled himself up.

    The story continues into Guo’s pre-teenage years, when he moved back to his hometown in Shandong Province. He met his wife and married her when he was only 15, she 14. They moved to Heilongjiang, where they started a small manufacturing operation, taking advantage of the early days of China’s economic rise, and then to Henan. Guo got his start in real estate in a city called Zhengzhou, where he founded the Zhengzhou Yuda Property Company and built the tallest building the city had seen so far, the Yuda International Trade Center. According to Guo, he was only 25 when he made this first deal.

    The string of businesses and properties that Guo developed provide some of the confirmable scaffolding of his life. No one disputes that Guo went on to start both the Beijing Morgan Investment Company and Beijing Zenith Holdings. Morgan Investment was responsible for building a cluster of office towers called the Pangu Plaza, the tallest of which has a wavy top that loosely resembles a dragon, or perhaps a precarious cone of soft-serve ice cream. Guo is in agreement with the Chinese media that in buying the property for Pangu Plaza, he clashed with the deputy mayor of Beijing. The dispute ended when Guo turned in a lengthy sex tape capturing the deputy mayor in bed with his mistress.

    There are other details in Guo’s biography, however, that vary from one source to the next. Guo says that he never took government loans; Caixin, a Beijing-based publication, quoted “sources close to the matter” in a 2015 article claiming that Guo took out 28 loans totaling 588 million yuan, or about $89 million. Guo, according to Caixin, eventually defaulted. At some point in this story — the timeline varies — Guo became friends with the vice minister of China’s Ministry of State Security, Ma Jian. The M.S.S. is China’s answer to the C.I.A. and the F.B.I. combined. It spies on civilians and foreigners alike, conducting operations domestically and internationally, amassing information on diplomats, businessmen and even the members of the C.P.C. Describing Ma, Guo leans back in his chair and mimes smoking a cigarette. “Ma Jian! He was fat and his skin was tan.” According to Guo, Ma sat like this during their first meeting, listening to Guo’s side of a dispute. Then Ma told him to trust the country. “Trust the law,” he told Guo. “We will treat you fairly.” The older master of spycraft and the young businessman struck up a friendship that would become a cornerstone in Guo’s claims of insider knowledge, and also possibly the reason for the businessman’s downfall in China.

    Following the construction of Pangu Plaza in Beijing, Guo’s life story becomes increasingly hard to parse. He started a securities business with a man named Li You. After a falling-out, Li was detained by the authorities. Guo’s company accused Li and his company of insider trading. According to the 2015 article in Caixin, Li then penned a letter to the authorities accusing Guo of “wrongdoing.”

    As this dispute was going on, China’s anti-​corruption operation was building a case against Ma Jian. In Guo’s telling, Ma had long been rumored to be collecting intelligence on China’s leaders. As the anti-corruption campaign gained speed and officials like Wang Qishan gained power, Ma’s well of intelligence started to look like a threat. It was Guo’s relationship with Ma, the tycoon maintains, that made officials nervous. Ma was detained by the authorities in January 2015, shortly after Guo fled the country. Soon after Ma’s detention, accounts began appearing in China’s state-run media claiming that Ma had six Beijing villas, six mistresses and at least two illegitimate sons. In a 2015 article that ran in the party-run newspaper The China Daily, the writer added another detail: “The investigation also found that Ma had acted as an umbrella for the business ventures of Guo Wengui, a tycoon from Henan Province.”

    In the mix of spies, corrupt business dealings, mistresses and sex scandals, Guo has one more unbelievable story to tell about his past. It is one reason, he says, that he was mentally prepared to confront the leaders of the Communist Party. It happened nearly 29 years ago, in the aftermath of the crackdown on Tiananmen Square. According to Guo, he had donated money to the students protesting in the square, and so a group of local police officers came to find him at his home. An overzealous officer fired off a shot at Guo’s wife — at which point Guo’s younger brother jumped in front of the bullet, suffering a fatal wound. “That was when I started my plan,” he said. “If your brother had been killed in front of your eyes, would you just forget it?” Never mind the fact that it would take 28 years for him to take any public stand against the party that caused his brother’s death. Never mind that the leadership had changed. “I’m not saying everyone in the Communist Party is bad,” he said. “The system is bad. So what I need to oppose is the system.”

    On an unusually warm Saturday afternoon in Flushing, Queens, a group of around 30 of Guo’s supporters gathered for a barbecue in Kissena Park. They laid out a spread of vegetables and skewers of shrimp and squid. Some children toddled through the crowd, chewing on hot dogs and rolling around an unopened can of Coke. The adults fussed with a loudspeaker and a banner that featured the name that Guo goes by in English, Miles Kwok. “Miles Kwok, NY loves U,” it said, a heart standing in for the word “loves.” “Democracy, Justice, Liberty for China.” Someone else had carried in a life-size cutout of the billionaire.

    The revelers decided to hold the event in the park partly for the available grills but also partly because the square in front of Guo’s penthouse had turned dangerous. A few weeks earlier, some older women had been out supporting Guo when a group of Chinese men holding flags and banners showed up. At one point, the men wrapped the women in a protest banner and hit them. The park was a safer option. And the protesters had learned from Guo — it wasn’t a live audience they were hoping for. The group would be filming the protest and posting it on social media. Halfway through, Guo would call in on someone’s cellphone, and the crowd would cheer.

    Despite this show of support, Guo’s claims have divided China’s exiled dissidents to such an extent that on a single day near the end of September, two dueling meetings of pro-democracy activists were held in New York, one supporting Guo, the other casting doubt on his motivations. (“They are jealous of me,” Guo said of his detractors. “They think: Why is he so handsome? Why are so many people listening to him?”) Some of Guo’s claims are verifiably untrue — he claimed in an interview with Vice that he paid $82 million for his apartment — and others seem comically aggrandized. (Guo says he never wears the same pair of underwear twice.) But the repercussions he is facing are real.

    In December, Guo’s brother was sentenced to three years and six months in prison for destroying accounting records. The lawsuits filed against Guo for defamation are piling up, and Guo has claimed to be amassing a “war chest” of $150 million to cover his legal expenses. In September, a new set of claims against Guo were made in a 49-page document circulated by a former business rival. For Ha Jin, Guo’s significance runs deeper than his soap-opera tales of scandal and corruption. “The grand propaganda scheme is to suppress and control all the voices,” Jin said. “Now everybody knows that you can create your own voice. You can have your own show. That fact alone is historical.” In the future, Jin predicts, there will be more rebels like Guo. “There is something very primitive about this, realizing that this is a man, a regular citizen who can confront state power.”

    Ho Pin, the founder of Long Island’s Mingjing News, echoed Jin. Mingjing’s reporters felt that covering Guo was imperative, no matter the haziness of the information. “In China, the political elite that Guo was attacking had platforms of their own,” Ho said. “They have the opportunity, the power and the ability to use all the government’s apparatus to refute and oppose Guo Wengui. So our most important job is to allow Guo Wengui’s insider knowledge reach the fair, open-minded people in China.” Still, people like Pei urge caution when dealing with Guo’s claims. Even Guo’s escape raises questions. Few others have slipped through the net of China’s anti-corruption drive. “How could he get so lucky?” Pei asked. “He must have been tipped off long before.”

    At the barbecue, a supporter named Ye Rong tucked one of his children under his arm and acknowledged that Guo’s past life is riddled with holes. There was always the possibility that Guo used to be a thug, but Ye didn’t think it mattered. The rules of the conflict had been set by the Communist Party. “You need all kinds of people to oppose the Chinese government,” Ye said. “We need intellectuals; we also need thugs.”

    Guo, of course, has his own opinions about his legacy. He warned of dark times for Americans and for the world, if he doesn’t succeed in his mission to change China. “I am trying to help,” he told me. “I am not joking with you.” He continued: “I will change China within the next three years. If I don’t change it, I won’t be able to survive.”

  • Are U.S. newspapers biased against Palestinians? Analysis of 100,000 headlines in top dailies says, Yes – Mondoweiss

    A study released last month by 416Labs, a Toronto-based consulting and research firm, supports the view that mainstream U.S. newspapers consistently portray Palestine in a more negative light than Israel, privilege Israeli sources, and omit key facts helpful to understanding the Israeli occupation, including those expressed by Palestinian sources.

    The largest of its kind, the study is based on a sentiment and n-gram analysis of nearly a hundred thousand headlines in five mainstream newspapers dating to 1967. The newspapers are the top five U.S. dailies, The New York Times, Washington Post, Wall Street Journal, Chicago Tribune, and the Los Angeles Times.

    Headlines spanning five decades were put into two datasets, one comprising 17,492 Palestinian-centric headlines, and another comprising 82,102 Israeli-centric headlines. Using Natural Language Processing techniques, authors of the study assessed the degree to which the sentiment of the headlines could be classified as positive, negative, or neutral. They also examined the frequency of using certain words that evoke a particular view or perception.

    Key findings of the study are:

    Since 1967, use of the word “occupation” has declined by 85% in the Israeli dataset of headlines, and by 65% in the Palestinian dataset;
    Since 1967, mentions of Palestinian refugees have declined by an overall 93%;
    Israeli sources are nearly 250% more likely to be quoted as Palestinians;
    The number of headlines centering Israel were published four times more than those centering Palestine;
    Words connoting violence such as “terror” appear three times as much as the word “occupation” in the Palestinian dataset;
    Explicit recognition that Israeli settlements and settlers are illegal rarely appears in both datasets;
    Since 1967, mentions of “East Jerusalem,” distinguishing that part of the city occupied by Israel in 1967 from the rest of the city, appeared only a total of 132 times;
    The Los Angeles Times has portrayed Palestinians most negatively, followed by The Wall Street Journal, Chicago Tribune, Washington Post, and lastly The New York Times;
    Coverage of the conflict has reduced dramatically in the second half of the fifty-year period.

    WASHINGTON—Saudi Crown Prince Mohammed bin Salman sent at least 11 messages to his closest adviser, who oversaw the team that killed journalist Jamal Khashoggi, in the hours before and after the journalist’s death in October, according to a highly classified CIA assessment.

    The Saudi leader also in August 2017 had told associates that if his efforts to persuade Mr. Khashoggi to return to Saudi Arabia weren’t successful, “we could possibly lure him outside Saudi Arabia and make arrangements,” according to the assessment, a communication that it states “seems to foreshadow the Saudi operation launched against Khashoggi.”

    Mr. Khashoggi, a critic of the kingdom’s leadership who lived in Virginia and wrote columns for the Washington Post, was killed by Saudi operatives on Oct. 2 shortly after entering the Saudi consulate in Istanbul, where he sought papers needed to marry his Turkish fiancée.

    Excerpts of the Central Intelligence Agency’s assessment, which cites electronic intercepts and other clandestine information, were reviewed by The Wall Street Journal.

    The CIA last month concluded that Prince Mohammed had likely ordered Mr. Khashoggi’s killing, and President Trump and leaders in Congress were briefed on intelligence gathered by the spy agency. Mr. Trump afterward questioned the CIA’s conclusion about the prince, saying “maybe he did; and maybe he didn’t.”

    The previously unreported excerpts reviewed by the Journal state that the CIA has “medium-to-high confidence” that Prince Mohammed “personally targeted” Khashoggi and “probably ordered his death.” It added: “To be clear, we lack direct reporting of the Crown Prince issuing a kill order.”

    The electronic messages sent by Prince Mohammed were to Saud al-Qahtani, according to the CIA. Mr. Qahtani supervised the 15-man team that killed Mr. Khashoggi and, during the same period, was also in direct communication with the team’s leader in Istanbul, the assessment says. The content of the messages between Prince Mohammed and Mr. Qahtani isn’t known, the document says. It doesn’t say in what form the messages were sent.

    It is unclear from the excerpts whether the 2017 comments regarding luring Mr. Khashoggi to a third country cited in the assessment are from Prince Mohammed directly, or from someone else describing his remarks.

    Saudi Arabia has acknowledged Mr. Khashoggi was murdered in the consulate. But it has denied Prince Mohammed had any role and blamed the operation on rogue operatives. The Saudi Public Prosecutor’s office last month announced charges against 11 Saudis in connection with Mr. Khashoggi’s death, saying it would seek the death penalty in five cases. The office didn’t release their names.

    The U.S. Treasury Department in mid-November slapped sanctions on 17 Saudis whom it linked to the killing. But Mr. Trump, in a statement days later, said he intended to maintain strong relations with the crown prince because of Saudi Arabia’s opposition to Iran, its investments in the U.S. and its role in the oil market.

    The Trump administration’s posture has angered many in Congress, and the intercepts and intelligence gathered by the CIA may complicate Mr. Trump’s efforts to maintain relations with Prince Mohammed, the de facto leader one of the world’s biggest oil producers. The two are among the world’s leaders meeting this weekend in Buenos Aires for a summit of Group of 20 nations.

    Earlier this week, the Senate voted to begin consideration of a resolution to withdraw U.S. support for a Saudi-led military coalition fighting against Houthi rebels in Yemen, with senators venting their frustration over Mr. Trump’s reluctance to hold Prince Mohammed responsible for Mr. Khashoggi’s death.

    3q P&Ls released tonight. Losses and margins got worse. Gross revenue growth continues to slow down, showing their inability to fix the fundamental weakness in the core car service business.

    Expenditures on the marginal business (food delivery, scooters) that are key to the longer term growth narrative drag results down further.

    Mainstream media coverage hasn’t reached “The Emperor has no clothes” point yet, but stories are raising explicit doubts about the viability of next year’s IPO.

    Actually, as we’ll discuss, there are Uber skeptics, just not necessarily among reporters.

    First, from Eric Newcomer at Bloomberg, who shows doubts about Uber’s proposed IPO valuation of $100 billion and its oft-made claims that it’s another Amazon:

    Uber’s sales are dramatically slowing even as the ride-hailing company is spending more to fuel global growth, particularly in its food delivery business. Revenue growth of 38 percent in the third quarter was almost half of what the growth rate was six months earlier, when the company was negotiating a $9.3 billion investment led by SoftBank Group Corp.

    That’s a troubling sign for a serially unprofitable business that hopes to get valued like a technology company in a planned initial public offering next year. Uber Technologies Inc. lost $1.07 billion in the quarter ended Sept. 30, an improvement over a year ago, but the loss widened 20 percent from the second quarter.

    Highly valued companies typically grow quickly or generate big profits — and great ones do both. In the fourth quarter of 2005, Amazon.com Inc. had about the same revenue as Uber’s today — just under $3 billion, not adjusted for inflation. Yet, Amazon earned $199 million in profit and was worth about a fourth of Uber’s $76 billion valuation.

    TechCrunch was more credulous, and also touted a more flattering profit metric:

    Uber, which is expected to go public sometime next year, just released its Q3 2018 financial results. Uber’s net losses increased 32 percent quarter over quarter to $939 million on a pro forma basis, though Uber expected these losses as it continues to invest in future growth areas.

    On an earnings before interest, taxes, depreciation and amortization basis (EBIDTA), Uber’s losses were $527 million, up about 21 percent quarter over quarter. And as Uber prepares to go public, the company has started presenting the income statements with stock-based compensation.

    Ten years from now, Uber CEO Dara Khosrowshahi envisions its core ride-hailing business accounting for less than 50 percent of Uber’s overall business, Khosrowshahi told me at TechCrunch Disrupt SF 2018. That means Uber expects businesses like Eats, scooters, bikes and freight to contribute to be more of Uber’s business, which requires Uber to invest heavily in those businesses.

    And why should we expect UberEats and scooters to become profitable? Just because Uber wants it to be so?

    The New York Tines’ story came off like a string of Uber talking points, with the only apparent real cause for pause that Lyft is also planning its IPO for 2019. For instance:

    Uber’s I.P.O. is likely to create an enormous financial bonanza for its many investors and shareholders, including the company’s co-founder, Travis Kalanick, as well as venture capital firm Benchmark and the Japanese conglomerate SoftBank.

    To get ready for a public offering, Mr. Khosrowshahi has been trimming Uber’s money-losing businesses. Uber has withdrawn from markets including Southeast Asia and Russia, where it faced stiff competition and was spending a lot of money. It has focused on other areas, like food delivery, as well as other geographies that show more potential for growth. On Wednesday, Uber began a loyalty program that will give riders access to extra perks the more frequently they use Uber services.

    Uber said Uber Eats, its food delivery business that started in 2015, was growing rapidly, with bookings through its separate app up 150 percent from last year.

    Yet Uber’s spending also continues to rise. The company said its total costs and expenses were $3.7 billion in the third quarter, up from $3.5 billion in the prior quarter.

    It would be more accurate to say that Uber is cutting some loss-generating operations while expanding others.

    Finally, to the Wall Street Journal:

    The results for the three months ending in September show that Uber is still growing quickly but is likely to be unprofitable for some time. In documents for a bond offering last month, Uber said it expected it wouldn’t reach a profit for at least three years.

    Uber has turned its attention to providing customers with a host of transportation options in addition to its core ride-hailing service. Mr. Khosrowshahi said he is particularly hopeful about electric-scooters and bicycle rentals, which he has said can be a low-cost replacement for short car trips in urban centers.

    “What we’re going after is essentially to debundle car ownership,” Mr. Khosrowshahi said in an interview at The Wall Street Journal’s WSJ Tech D.Live conference Tuesday. “A world in which the people who cannot afford to buy a car have access to consistent mobility wherever they are, that’s a better world.”

    Of the 22 comments on the story so far, only one read as positive, and other readers dismissed it as bad sarcasm. And remember that WSJ readers viciously attacked the initial stories on the Theranos fraud, accusing the journalists of being jealous of a talented entrepreneur. A sampling:

    I’ve been tracking Uber and its copy cat, Lyft since 2013. The underlying root of their both their problems is that there business platform is toxic and can not ever make a profit. The burn rate is over 90% of investors money which has resulted in a meltdown. Outside investors have dried up and quite frankly dismayed. Such investors were all reckless, naive, and greedy being lured by hyped, false financials and advertising.

    The promise of “get in quick, we’re going public’” being the worm on the hook. There were no accurate disclosures or prospectus given to the investor…. No one really knows what is going on at Uber.”

    Apple has waded into the messy world of news with a service that is read regularly by roughly 90 million people. But while Google, Facebook and Twitter have come under intense scrutiny for their disproportionate — and sometimes harmful — influence over the spread of information, Apple has so far avoided controversy. One big reason is that while its Silicon Valley peers rely on machines and algorithms to pick headlines, Apple uses humans like Ms. Kern.

    The former journalist has quietly become one of the most powerful figures in English-language media. The stories she and her deputies select for Apple News regularly receive more than a million visits each.

    Their work has complicated the debate about whether Silicon Valley giants are media or technology companies. Google, Facebook and Twitter have long insisted they are tech entities and not arbiters of the truth. The chief executive of Facebook, Mark Zuckerberg, and others have bet heavily on artificial intelligence to help them sort through false news and fact-based information. Yet Apple has unabashedly gone the other direction with its human-led approach, showing that a more media-like sensibility may be able to coexist within a technology company.

    There are ambitious plans for the product. Apple lets publishers run ads in its app and it helps some sign up new subscribers, taking a 30 percent cut of the revenue. Soon, the company aims to bundle access to dozens of magazines in its app for a flat monthly fee, sort of like Netflix for news, according to people familiar with the plans, who declined to be identified because they weren’t authorized to speak publicly. Apple also hopes to package access to a few daily-news publications, like The Times, The Post and The Wall Street Journal, into the app, the people said.

    Apple’s executives grandly proclaim that they want to help save journalism. “There is this deep understanding that a thriving free press is critical for an informed public, and an informed public is critical for a functioning democracy, and that Apple News can play a part in that,” Ms. Kern said.

    But there are early signs that Apple is not the industry’s savior. Many publishers have made little on ads in Apple News, and Apple’s 30 percent cut of subscriptions it helps sell does not help. Having experienced Google’s and Facebook’s disruption of their industry, many publications are wary of Apple, according to conversations with executives from nine news organizations, many of whom declined to comment on the record for fear of upsetting the trillion-dollar corporation. Some were optimistic that Apple could be a better partner than other tech giants, but were leery of making the company the portal to their readers.

    The rise of Google and Facebook in news was partly driven by algorithms that provided enormous scale, enabling them to surface millions of articles from thousands of sources to their billions of users. The algorithms were largely designed to keep users engaged and clicking, meaning they tended to promote posts that drew clicks and shares, which often meant the sensational. That elevated fringe and partisan sites that produced intentionally misleading, highly partisan or downright false content.

    (A Google spokeswoman said the company aimed to avoid misinformation by screening publishers before letting them into Google News. She added that Google this year began helping news organizations sell subscriptions. A Facebook spokeswoman said the company helps publishers reach more readers, earn ad revenue and sell subscriptions. She said Facebook’s algorithm recently decreased the visibility of pages that share clickbait.)

    Into that environment came Apple. In late 2015, the iPhone maker released a free news app to match users with publications they liked. People selected their interests and favorite publications, and the app returned a feed of relevant stories.

    The announcement attracted little fanfare. Three months later, Apple announced an unusual new feature: humans would pick the app’s top stories, not algorithms.

    Not all of the stories in Apple News are handpicked. Algorithms still deliver stories based on which new sources or topics users have followed, such as sports, cars or entertainment. Algorithms also pick the five prominent “trending” stories below Ms. Kern’s team’s curated stories. Those items tend to focus on Mr. Trump or celebrities. Making the list on Oct. 2: a People magazine headline reading “Kate Middleton Is Back from Maternity Leave — with a New Haircut and Old Boots!”

    Daniel Hallac, chief product officer for New York Magazine, said traffic from Apple News has doubled since December to now account for nearly 12 percent of visits to the magazine’s website. Traffic from Facebook has dropped about a third, to 8 percent of visits, while Google’s share has increased slightly to nearly half of the site’s traffic. “I’m optimistic about Apple News,” he said.

    But in return for that traffic, publishers are stuck with Apple’s less-than-ideal terms. Apple News readers typically stay in Apple’s app, limiting the data that news organizations learn about them and curbing their ad revenues. Slate reported last month that its Apple News readers had roughly tripled over the past year but that, on average, it earned more money on 50,000 views on its site than the six million views it averaged per month in Apple News.

    Eddy Cue, Apple’s senior vice president who oversees its services push, said publishers can run their own ads alongside their stories in Apple News and keep all of the revenue. “That’s very rare,” he said. He noted most major publishers take advantage of that feature. Apple also places ads for publishers for a 30 percent cut.

    But news publishers said selling ads for Apple News is complicated, and that advertisers’ interest was limited because of the lack of customer data. Slate also attributed its issues to minuscule revenue from the ads Apple placed. Apple recently made it easier for publishers to place their own ads, but Mr. Cue conceded Apple is not terribly good — or interested — in advertising.

    Roberts, 79, served in the Reagan administration from 1981 to 1982. He was formerly a distinguished fellow at the Cato Institute and a senior research fellow at the Hoover Institution, and has written for the Wall Street Journal and Businessweek. Roberts maintains an active blog.
    He’s also vehemently against interventionary wars around the world, and spoke with Russia’s state-owned Sputnik news in a Tuesday article - in which Roberts said that President Trump’s decision to pull out of the Intermediate-range Nuclear Forces (INF) treaty was a handout to the military-security complex.

    Since 2011, Zuckerberg has lived in a century-old white clapboard Craftsman in the Crescent Park neighborhood, an enclave of giant oaks and historic homes not far from Stanford University. The house, which cost seven million dollars, affords him a sense of sanctuary. It’s set back from the road, shielded by hedges, a wall, and mature trees. Guests enter through an arched wooden gate and follow a long gravel path to a front lawn with a saltwater pool in the center. The year after Zuckerberg bought the house, he and his longtime girlfriend, Priscilla Chan, held their wedding in the back yard, which encompasses gardens, a pond, and a shaded pavilion. Since then, they have had two children, and acquired a seven-hundred-acre estate in Hawaii, a ski retreat in Montana, and a four-story town house on Liberty Hill, in San Francisco. But the family’s full-time residence is here, a ten-minute drive from Facebook’s headquarters.

    Occasionally, Zuckerberg records a Facebook video from the back yard or the dinner table, as is expected of a man who built his fortune exhorting employees to keep “pushing the world in the direction of making it a more open and transparent place.” But his appetite for personal openness is limited. Although Zuckerberg is the most famous entrepreneur of his generation, he remains elusive to everyone but a small circle of family and friends, and his efforts to protect his privacy inevitably attract attention. The local press has chronicled his feud with a developer who announced plans to build a mansion that would look into Zuckerberg’s master bedroom. After a legal fight, the developer gave up, and Zuckerberg spent forty-four million dollars to buy the houses surrounding his. Over the years, he has come to believe that he will always be the subject of criticism. “We’re not—pick your noncontroversial business—selling dog food, although I think that people who do that probably say there is controversy in that, too, but this is an inherently cultural thing,” he told me, of his business. “It’s at the intersection of technology and psychology, and it’s very personal.”

    At the same time, former Facebook executives, echoing a growing body of research, began to voice misgivings about the company’s role in exacerbating isolation, outrage, and addictive behaviors. One of the largest studies, published last year in the American Journal of Epidemiology, followed the Facebook use of more than five thousand people over three years and found that higher use correlated with self-reported declines in physical health, mental health, and life satisfaction. At an event in November, 2017, Sean Parker, Facebook’s first president, called himself a “conscientious objector” to social media, saying, “God only knows what it’s doing to our children’s brains.” A few days later, Chamath Palihapitiya, the former vice-president of user growth, told an audience at Stanford, “The short-term, dopamine-driven feedback loops that we have created are destroying how society works—no civil discourse, no coöperation, misinformation, mistruth.” Palihapitiya, a prominent Silicon Valley figure who worked at Facebook from 2007 to 2011, said, “I feel tremendous guilt. I think we all knew in the back of our minds.” Of his children, he added, “They’re not allowed to use this shit.” (Facebook replied to the remarks in a statement, noting that Palihapitiya had left six years earlier, and adding, “Facebook was a very different company back then.”)

    In March, Facebook was confronted with an even larger scandal: the Times and the British newspaper the Observer reported that a researcher had gained access to the personal information of Facebook users and sold it to Cambridge Analytica, a consultancy hired by Trump and other Republicans which advertised using “psychographic” techniques to manipulate voter behavior. In all, the personal data of eighty-seven million people had been harvested. Moreover, Facebook had known of the problem since December of 2015 but had said nothing to users or regulators. The company acknowledged the breach only after the press discovered it.

    We spoke at his home, at his office, and by phone. I also interviewed four dozen people inside and outside the company about its culture, his performance, and his decision-making. I found Zuckerberg straining, not always coherently, to grasp problems for which he was plainly unprepared. These are not technical puzzles to be cracked in the middle of the night but some of the subtlest aspects of human affairs, including the meaning of truth, the limits of free speech, and the origins of violence.

    Zuckerberg is now at the center of a full-fledged debate about the moral character of Silicon Valley and the conscience of its leaders. Leslie Berlin, a historian of technology at Stanford, told me, “For a long time, Silicon Valley enjoyed an unencumbered embrace in America. And now everyone says, Is this a trick? And the question Mark Zuckerberg is dealing with is: Should my company be the arbiter of truth and decency for two billion people? Nobody in the history of technology has dealt with that.”

    In 2002, Zuckerberg went to Harvard, where he embraced the hacker mystique, which celebrates brilliance in pursuit of disruption. “The ‘fuck you’ to those in power was very strong,” the longtime friend said. In 2004, as a sophomore, he embarked on the project whose origin story is now well known: the founding of Thefacebook.com with four fellow-students (“the” was dropped the following year); the legal battles over ownership, including a suit filed by twin brothers, Cameron and Tyler Winklevoss, accusing Zuckerberg of stealing their idea; the disclosure of embarrassing messages in which Zuckerberg mocked users for giving him so much data (“they ‘trust me.’ dumb fucks,” he wrote); his regrets about those remarks, and his efforts, in the years afterward, to convince the world that he has left that mind-set behind.

    New hires learned that a crucial measure of the company’s performance was how many people had logged in to Facebook on six of the previous seven days, a measurement known as L6/7. “You could say it’s how many people love this service so much they use it six out of seven days,” Parakilas, who left the company in 2012, said. “But, if your job is to get that number up, at some point you run out of good, purely positive ways. You start thinking about ‘Well, what are the dark patterns that I can use to get people to log back in?’ ”

    Facebook engineers became a new breed of behaviorists, tweaking levers of vanity and passion and susceptibility. The real-world effects were striking. In 2012, when Chan was in medical school, she and Zuckerberg discussed a critical shortage of organs for transplant, inspiring Zuckerberg to add a small, powerful nudge on Facebook: if people indicated that they were organ donors, it triggered a notification to friends, and, in turn, a cascade of social pressure. Researchers later found that, on the first day the feature appeared, it increased official organ-donor enrollment more than twentyfold nationwide.

    Sean Parker later described the company’s expertise as “exploiting a vulnerability in human psychology.” The goal: “How do we consume as much of your time and conscious attention as possible?” Facebook engineers discovered that people find it nearly impossible not to log in after receiving an e-mail saying that someone has uploaded a picture of them. Facebook also discovered its power to affect people’s political behavior. Researchers found that, during the 2010 midterm elections, Facebook was able to prod users to vote simply by feeding them pictures of friends who had already voted, and by giving them the option to click on an “I Voted” button. The technique boosted turnout by three hundred and forty thousand people—more than four times the number of votes separating Trump and Clinton in key states in the 2016 race. It became a running joke among employees that Facebook could tilt an election just by choosing where to deploy its “I Voted” button.

    These powers of social engineering could be put to dubious purposes. In 2012, Facebook data scientists used nearly seven hundred thousand people as guinea pigs, feeding them happy or sad posts to test whether emotion is contagious on social media. (They concluded that it is.) When the findings were published, in the Proceedings of the National Academy of Sciences, they caused an uproar among users, many of whom were horrified that their emotions may have been surreptitiously manipulated. In an apology, one of the scientists wrote, “In hindsight, the research benefits of the paper may not have justified all of this anxiety.”

    Facebook was, in the words of Tristan Harris, a former design ethicist at Google, becoming a pioneer in “ persuasive technology.

    Facebook had adopted a buccaneering motto, “Move fast and break things,” which celebrated the idea that it was better to be flawed and first than careful and perfect. Andrew Bosworth, a former Harvard teaching assistant who is now one of Zuckerberg’s longest-serving lieutenants and a member of his inner circle, explained, “A failure can be a form of success. It’s not the form you want, but it can be a useful thing to how you learn.” In Zuckerberg’s view, skeptics were often just fogies and scolds. “There’s always someone who wants to slow you down,” he said in a commencement address at Harvard last year. “In our society, we often don’t do big things because we’re so afraid of making mistakes that we ignore all the things wrong today if we do nothing. The reality is, anything we do will have issues in the future. But that can’t keep us from starting.”

    In contrast to a traditional foundation, an L.L.C. can lobby and give money to politicians, without as strict a legal requirement to disclose activities. In other words, rather than trying to win over politicians and citizens in places like Newark, Zuckerberg and Chan could help elect politicians who agree with them, and rally the public directly by running ads and supporting advocacy groups. (A spokesperson for C.Z.I. said that it has given no money to candidates; it has supported ballot initiatives through a 501(c)(4) social-welfare organization.) “The whole point of the L.L.C. structure is to allow a coördinated attack,” Rob Reich, a co-director of Stanford’s Center on Philanthropy and Civil Society, told me. The structure has gained popularity in Silicon Valley but has been criticized for allowing wealthy individuals to orchestrate large-scale social agendas behind closed doors. Reich said, “There should be much greater transparency, so that it’s not dark. That’s not a criticism of Mark Zuckerberg. It’s a criticism of the law.”

    Beginning in 2013, a series of experts on Myanmar met with Facebook officials to warn them that it was fuelling attacks on the Rohingya. David Madden, an entrepreneur based in Myanmar, delivered a presentation to officials at the Menlo Park headquarters, pointing out that the company was playing a role akin to that of the radio broadcasts that spread hatred during the Rwandan genocide. In 2016, C4ADS, a Washington-based nonprofit, published a detailed analysis of Facebook usage in Myanmar, and described a “campaign of hate speech that actively dehumanizes Muslims.” Facebook officials said that they were hiring more Burmese-language reviewers to take down dangerous content, but the company repeatedly declined to say how many had actually been hired. By last March, the situation had become dire: almost a million Rohingya had fled the country, and more than a hundred thousand were confined to internal camps. The United Nations investigator in charge of examining the crisis, which the U.N. has deemed a genocide, said, “I’m afraid that Facebook has now turned into a beast, and not what it was originally intended.” Afterward, when pressed, Zuckerberg repeated the claim that Facebook was “hiring dozens” of additional Burmese-language content reviewers.

    More than three months later, I asked Jes Kaliebe Petersen, the C.E.O. of Phandeeyar, a tech hub in Myanmar, if there had been any progress. “We haven’t seen any tangible change from Facebook,” he told me. “We don’t know how much content is being reported. We don’t know how many people at Facebook speak Burmese. The situation is getting worse and worse here.”

    I saw Zuckerberg the following morning, and asked him what was taking so long. He replied, “I think, fundamentally, we’ve been slow at the same thing in a number of areas, because it’s actually the same problem. But, yeah, I think the situation in Myanmar is terrible.” It was a frustrating and evasive reply. I asked him to specify the problem. He said, “Across the board, the solution to this is we need to move from what is fundamentally a reactive model to a model where we are using technical systems to flag things to a much larger number of people who speak all the native languages around the world and who can just capture much more of the content.”

    once asked Zuckerberg what he reads to get the news. “I probably mostly read aggregators,” he said. “I definitely follow Techmeme”—a roundup of headlines about his industry—“and the media and political equivalents of that, just for awareness.” He went on, “There’s really no newspaper that I pick up and read front to back. Well, that might be true of most people these days—most people don’t read the physical paper—but there aren’t many news Web sites where I go to browse.”

    A couple of days later, he called me and asked to revisit the subject. “I felt like my answers were kind of vague, because I didn’t necessarily feel like it was appropriate for me to get into which specific organizations or reporters I read and follow,” he said. “I guess what I tried to convey, although I’m not sure if this came across clearly, is that the job of uncovering new facts and doing it in a trusted way is just an absolutely critical function for society.”

    Zuckerberg and Sandberg have attributed their mistakes to excessive optimism, a blindness to the darker applications of their service. But that explanation ignores their fixation on growth, and their unwillingness to heed warnings. Zuckerberg resisted calls to reorganize the company around a new understanding of privacy, or to reconsider the depth of data it collects for advertisers.

    Antitrust

    In barely two years, the mood in Washington had shifted. Internet companies and entrepreneurs, formerly valorized as the vanguard of American ingenuity and the astronauts of our time, were being compared to Standard Oil and other monopolists of the Gilded Age. This spring, the Wall Street Journal published an article that began, “Imagine a not-too-distant future in which trustbusters force Facebook to sell off Instagram and WhatsApp.” It was accompanied by a sepia-toned illustration in which portraits of Zuckerberg, Tim Cook, and other tech C.E.O.s had been grafted onto overstuffed torsos meant to evoke the robber barons. In 1915, Louis Brandeis, the reformer and future Supreme Court Justice, testified before a congressional committee about the dangers of corporations large enough that they could achieve a level of near-sovereignty “so powerful that the ordinary social and industrial forces existing are insufficient to cope with it.” He called this the “curse of bigness.” Tim Wu, a Columbia law-school professor and the author of a forthcoming book inspired by Brandeis’s phrase, told me, “Today, no sector exemplifies more clearly the threat of bigness to democracy than Big Tech.” He added, “When a concentrated private power has such control over what we see and hear, it has a power that rivals or exceeds that of elected government.”

    When I asked Zuckerberg whether policymakers might try to break up Facebook, he replied, adamantly, that such a move would be a mistake. The field is “extremely competitive,” he told me. “I think sometimes people get into this mode of ‘Well, there’s not, like, an exact replacement for Facebook.’ Well, actually, that makes it more competitive, because what we really are is a system of different things: we compete with Twitter as a broadcast medium; we compete with Snapchat as a broadcast medium; we do messaging, and iMessage is default-installed on every iPhone.” He acknowledged the deeper concern. “There’s this other question, which is just, laws aside, how do we feel about these tech companies being big?” he said. But he argued that efforts to “curtail” the growth of Facebook or other Silicon Valley heavyweights would cede the field to China. “I think that anything that we’re doing to constrain them will, first, have an impact on how successful we can be in other places,” he said. “I wouldn’t worry in the near term about Chinese companies or anyone else winning in the U.S., for the most part. But there are all these places where there are day-to-day more competitive situations—in Southeast Asia, across Europe, Latin America, lots of different places.”

    The rough consensus in Washington is that regulators are unlikely to try to break up Facebook. The F.T.C. will almost certainly fine the company for violations, and may consider blocking it from buying big potential competitors, but, as a former F.T.C. commissioner told me, “in the United States you’re allowed to have a monopoly position, as long as you achieve it and maintain it without doing illegal things.”

    Facebook is encountering tougher treatment in Europe, where antitrust laws are stronger and the history of fascism makes people especially wary of intrusions on privacy. One of the most formidable critics of Silicon Valley is the European Union’s top antitrust regulator, Margrethe Vestager.

    In Vestager’s view, a healthy market should produce competitors to Facebook that position themselves as ethical alternatives, collecting less data and seeking a smaller share of user attention. “We need social media that will allow us to have a nonaddictive, advertising-free space,” she said. “You’re more than welcome to be successful and to dramatically outgrow your competitors if customers like your product. But, if you grow to be dominant, you have a special responsibility not to misuse your dominant position to make it very difficult for others to compete against you and to attract potential customers. Of course, we keep an eye on it. If we get worried, we will start looking.”

    As hard as it is to curb election propaganda, Zuckerberg’s most intractable problem may lie elsewhere—in the struggle over which opinions can appear on Facebook, which cannot, and who gets to decide. As an engineer, Zuckerberg never wanted to wade into the realm of content. Initially, Facebook tried blocking certain kinds of material, such as posts featuring nudity, but it was forced to create long lists of exceptions, including images of breast-feeding, “acts of protest,” and works of art. Once Facebook became a venue for political debate, the problem exploded. In April, in a call with investment analysts, Zuckerberg said glumly that it was proving “easier to build an A.I. system to detect a nipple than what is hate speech.”

    The cult of growth leads to the curse of bigness: every day, a billion things were being posted to Facebook. At any given moment, a Facebook “content moderator” was deciding whether a post in, say, Sri Lanka met the standard of hate speech or whether a dispute over Korean politics had crossed the line into bullying. Zuckerberg sought to avoid banning users, preferring to be a “platform for all ideas.” But he needed to prevent Facebook from becoming a swamp of hoaxes and abuse. His solution was to ban “hate speech” and impose lesser punishments for “misinformation,” a broad category that ranged from crude deceptions to simple mistakes. Facebook tried to develop rules about how the punishments would be applied, but each idiosyncratic scenario prompted more rules, and over time they became byzantine. According to Facebook training slides published by the Guardian last year, moderators were told that it was permissible to say “You are such a Jew” but not permissible to say “Irish are the best, but really French sucks,” because the latter was defining another people as “inferiors.” Users could not write “Migrants are scum,” because it is dehumanizing, but they could write “Keep the horny migrant teen-agers away from our daughters.” The distinctions were explained to trainees in arcane formulas such as “Not Protected + Quasi protected = not protected.”

    It will hardly be the last quandary of this sort. Facebook’s free-speech dilemmas have no simple answers—you don’t have to be a fan of Alex Jones to be unnerved by the company’s extraordinary power to silence a voice when it chooses, or, for that matter, to amplify others, to pull the levers of what we see, hear, and experience. Zuckerberg is hoping to erect a scalable system, an orderly decision tree that accounts for every eventuality and exception, but the boundaries of speech are a bedevilling problem that defies mechanistic fixes. The Supreme Court, defining obscenity, landed on “I know it when I see it.” For now, Facebook is making do with a Rube Goldberg machine of policies and improvisations, and opportunists are relishing it. Senator Ted Cruz, Republican of Texas, seized on the ban of Jones as a fascist assault on conservatives. In a moment that was rich even by Cruz’s standards, he quoted Martin Niemöller’s famous lines about the Holocaust, saying, “As the poem goes, you know, ‘First they came for Alex Jones.’ ”

    The deleted report comes on the heels of another major disclosure: On Monday the IDF announced that Israel has carried out more than 200 strikes in Syria in the past year and half.

    The Israeli military usually declines to comment on missile strikes attributed to Israel, although Tel Aviv has repeatedly claimed that it has the right to attack Hezbollah and Iranian military targets inside Syria. Damascus has repeatedly claimed that Israel uses Hezbollah as a pretext to attack Syrian military formations and installations, accusing Tel Aviv of “directly supporting ISIS and other terror organizations.”

    How ugly was the breakup between Facebook Inc. FB 0.49% and the two founders of WhatsApp, its biggest acquisition? The creators of the popular messaging service are walking away leaving about $1.3 billion on the table.

    The expensive exit caps a long-simmering dispute about how to wring more revenue out of WhatsApp, according to people familiar with the matter. Facebook has remained committed to its ad-based business model amid criticism, even as Facebook Chief Executive Mark Zuckerberg has had to defend the company before American and European lawmakers.

    The WhatsApp duo of Jan Koum and Brian Acton had persistent disagreements in recent years with Mr. Zuckerberg and Chief Operating Officer Sheryl Sandberg, who grew impatient for a greater return on the company’s 2014 blockbuster $22 billion purchase of the messaging app, according to the people.

    Many of the disputes with Facebook involved how to manage data privacy while also making money from WhatsApp’s large user base, including through the targeted ads that WhatsApp’s founders had long opposed. In the past couple of years especially, Mr. Zuckerberg and Ms. Sandberg pushed the WhatsApp founders to be more flexible on those issues and move faster on other plans to generate revenue, the people say.

    Once, after Mr. Koum said he “didn’t have enough people” to implement a project, Mr. Zuckerberg dismissed him with, “I have all the people you need,” according to one person familiar with the conversation.

    WhatsApp was an incongruous fit within Facebook from the beginning. Messrs. Acton and Koum are true believers on privacy issues and have shown disdain for the potential commercial applications of the service.

    Facebook, on the other hand, has built a sprawling, lucrative advertising business that shows ads to users based on data gathered about their activities. Mr. Zuckerberg and Ms. Sandberg have touted how an advertising-supported product makes it free for consumers and helps bridge the digital divide.

    When Facebook bought WhatsApp, it never publicly addressed how the divergent philosophies would coexist. But Mr. Zuckerberg told stock analysts that he and Mr. Koum agreed that advertising wasn’t the right way to make money from messaging apps. Mr. Zuckerberg also said he promised the co-founders the autonomy to build their own products. The sale to Facebook made the app founders both multibillionaires.

    Over time, each side grew frustrated with the other, according to people in both camps. Mr. Koum announced April 30 he would leave, and Mr. Acton resigned last September.

    The WhatsApp co-founders didn’t confront Mr. Zuckerberg at their departures about their disagreements over where to take the business, but had concluded they were fighting a losing battle and wanted to preserve their relationship with the Facebook executive, people familiar with the matter said. One person familiar with the relationships described the environment as “very passive-aggressive.”

    Small cultural disagreements between the two staffs also popped up, involving issues such as noise around the office and the size of WhatsApp’s desks and bathrooms, that took on greater significance as the split between the parent company and its acquisition persisted.

    The discord broke into public view in a March tweet by Mr. Acton. During the height of the Cambridge Analytica controversy, in which the research firm was accused of misusing Facebook user data to aid the Trump campaign, Mr. Acton posted that he planned to delete his Facebook account.

    Within Facebook, some executives were surprised to see Mr. Acton publicly bash the company since he didn’t seem to leave on bad terms, according to people familiar with the matter. When Mr. Acton later visited Facebook’s headquarters, David Marcus, an executive who ran Facebook’s other chat app, Messenger, confronted his former colleague. “That was low class,” Mr. Marcus said, according to people familiar with the matter. Mr. Acton shrugged it off. Mr. Marcus declined to comment.

    The posts also prompted an angry call from Ms. Sandberg to Mr. Koum, who assured her that Mr. Acton didn’t mean any harm, according to a person familiar with the call.

    When Mr. Acton departed Facebook, he forfeited about $900 million in potential stock awards, according to people familiar with the matter. Mr. Koum is expected to officially depart in mid-August, in which case he would leave behind more than two million unvested shares worth about $400 million at Facebook’s current stock price. Both men would have received all their remaining shares had they stayed until this November, when their contracts end.

    The amount the two executives are leaving in unvested shares hasn’t been reported, nor have the full extent of the details around their disagreements with Facebook over the years.

    “Jan has done an amazing job building WhatsApp. He has been a tireless advocate for privacy and encryption,” Mr. Zuckerberg said in May at the company’s developer conference about Mr. Koum’s departure. He added he was proud that Facebook helped WhatsApp launch end-to-end encryption a couple of years after the acquisition.

    In many ways, Facebook and WhatsApp couldn’t have been more different. Facebook from its beginning in 2004 leveraged access to user information to sell targeted advertising that would be displayed as people browsed their news feeds. That business model has been hugely successful, driving Facebook’s market value past half a trillion dollars, with advertising accounting for 97% of the firm’s revenue.

    It is also the antithesis of what WhatsApp professed to stand for. Mr. Koum, a San Jose State University dropout, grew up in Soviet-era Ukraine, where the government could track communication, and talked frequently about his commitment to privacy.

    Mr. Koum, 42, and Mr. Acton, 46, became friends while working as engineers at Yahoo Inc., one of the first big tech companies to embrace digital advertising. The experience was jarring for both men, who came to regard display ads as garish, ruining the user experience and allowing advertisers to collect all kinds of data on unsuspecting individuals.

    WhatsApp, which launched in 2009, was designed to be simple and secure. Messages were immediately deleted from its servers once sent. It charged some users 99 cents annually after one free year and carried no ads. In a 2012 blog post the co-founders wrote, “We wanted to make something that wasn’t just another ad clearinghouse” and called ads “insults to your intelligence.”

    The men are also close personal friends, bonding over ultimate Frisbee, despite political differences. Mr. Koum, unlike Mr. Acton, has publicly expressed support for Donald Trump.

    When Facebook bought WhatsApp in February 2014, the messaging service was growing rapidly and had already amassed 450 million monthly users, making it more popular than Twitter Inc., which had 240 million monthly users at the time and was valued at $30 billion. WhatsApp currently has 1.5 billion users.

    The deal still ranks as the largest-ever purchase of a company backed by venture capital, and it was almost 10 times costlier than Facebook’s next most expensive acquisition.

    Mr. Zuckerberg assured Messrs. Koum and Acton at the time that he wouldn’t place advertising in the messaging service, according to a person familiar with the matter. Messrs. Koum and Acton also negotiated an unusual clause in their contracts that said if Facebook insisted on making any “additional monetization initiatives” such as advertising in the app, it could give the executives “good reason” to leave and cause an acceleration of stock awards that hadn’t vested, according to a nonpublic portion of the companies’ merger agreement reviewed by The Wall Street Journal. The provision only kicks in if a co-founder is still employed by Facebook when the company launches advertising or another moneymaking strategy.

    Mr. Acton initiated the clause in his contract allowing for early vesting of his shares. But Facebook’s legal team threatened a fight, so Mr. Acton, already worth more than $3 billion, left it alone, according to people familiar with the matter.

    Some analysts in the tech community said a clash was inevitable. Nate Elliott, principal of Nineteen Insights, a research and advisory firm focused on digital marketing and social media, said the WhatsApp founders are “pretty naive” for believing that Facebook wouldn’t ultimately find some way to make money from the deal, such as with advertising. “Facebook is a business, not a charity,” he said.

    At the time of the sale, WhatsApp was profitable with fee revenue, although it is unclear by how much. Facebook doesn’t break out financial information for WhatsApp.

    Facebook’s hands-off stance changed around 2016. WhatsApp topped one billion monthly users, and it had eliminated its 99 cent fee. Facebook told investors it would stop increasing the number of ads in Facebook’s news feed, resulting in slower advertising-revenue growth. This put pressure on Facebook’s other properties—including WhatsApp—to make money.

    That August, WhatsApp announced it would start sharing phone numbers and other user data with Facebook, straying from its earlier promise to be built “around the goal of knowing as little about you as possible.”

    With Mr. Zuckerberg and Ms. Sandberg pushing to integrate it into the larger company, WhatsApp moved its offices in January 2017 from Mountain View, Calif., to Facebook’s Menlo Park headquarters about 20 minutes away. Facebook tried to make it welcoming, decorating the Building 10 office in WhatsApp’s green color scheme.

    WhatsApp’s roughly 200 employees at the time remained mostly segregated from the rest of Facebook. Some of the employees were turned off by Facebook’s campus, a bustling collection of restaurants, ice cream shops and services built to mirror Disneyland.

    Some Facebook staffers considered the WhatsApp unit a mystery and sometimes poked fun at it. After WhatsApp employees hung up posters over the walls instructing hallway passersby to “please keep noise to a minimum,” some Facebook employees mocked them with chants of “Welcome to WhatsApp—Shut up!” according to people familiar with the matter.

    Some employees even took issue with WhatsApp’s desks, which were a holdover from the Mountain View location and larger than the standard desks in the Facebook offices. WhatsApp also negotiated for nicer bathrooms, with doors that reach the floor. WhatsApp conference rooms were off-limits to other Facebook employees.

    “These little ticky-tacky things add up in a company that prides itself on egalitarianism,” said one Facebook employee.

    Mr. Koum chafed at the constraints of working at a big company, sometimes quibbling with Mr. Zuckerberg and other executives over small details such as the chairs Facebook wanted WhatsApp to purchase, a person familiar with the matter said.

    In response to the pressure from above to make money, Messrs. Koum and Acton proposed several ideas to bring in more revenue. One, known as “re-engagement messaging,” would let advertisers contact only users who had already been their customers. Last year, WhatsApp said it would charge companies for some future features that connect them with customers over the app.

    None of the proposals were as lucrative as Facebook’s ad-based model. “Well, that doesn’t scale,” Ms. Sandberg told the WhatsApp executives of their proposals, according to a person familiar with the matter. Ms. Sandberg wanted the WhatsApp leadership to pursue advertising alongside other revenue models, another person familiar with her thinking said.

    Ms. Sandberg, 48, and Mr. Zuckerberg, 34, frequently brought up their purchase of the photo-streaming app Instagram as a way to persuade Messrs. Koum and Acton to allow advertising into WhatsApp. Facebook in 2012 purchased Instagram, and the app’s founders initially tried their own advertising platform rather than Facebook’s. When Instagram fell short of its revenue targets in its first few quarters, Facebook leadership pushed the founders to adopt its targeted advertising model, and the transition was relatively seamless, according to current and former employees. Today, analysts estimate that Instagram is a key driver of Facebook’s revenue, and its founders, Kevin Systrom and Mike Krieger, remain with the company. The men didn’t respond to requests for comment.

    “It worked for Instagram,” Ms. Sandberg told the WhatsApp executives on at least one occasion, according to one person familiar with the matter.

    Other high-profile acquisitions such as developer platform Parse, ad tech platform LiveRail and virtual-reality company Oculus VR have fallen short of expectations, people familiar with those deals say.

    The senior Facebook executives appeared to grow frustrated by the WhatsApp duo’s reasons to delay plans that would help monetize the service. Mr. Zuckerberg wanted WhatsApp executives to add more “special features” to the app, whereas Messrs. Koum and Acton liked its original simplicity.

    Mr. Zuckerberg and Ms. Sandberg also wanted Messrs. Koum and Acton to loosen their stance on encryption to allow more “business flexibility,” according to one person familiar with the matter. One idea was to create a special channel between companies and users on WhatsApp to deal with issues such as customer-service requests, people familiar with the matter said. That setup would let companies appoint employees or bots to field inquiries from users and potentially store those messages in a decrypted state later on.

    Last summer, Facebook executives discussed plans to start placing ads in WhatsApp’s “Status” feature, which allows users to post photo- and video-montages that last 24 hours. Similar features exist across Facebook’s services, including on Instagram, but WhatsApp’s version is now the most popular with 450 million users as of May.

    Mr. Acton—described by one former WhatsApp employee as the “moral compass” of the team—decided to leave as the discussions to place ads in Status picked up. Mr. Koum, who also sat on Facebook’s board, tried to persuade him to stay longer.

    Mr. Koum remained another eight months, before announcing in a Facebook post that he is “taking some time off to do things I enjoy outside of technology, such as collecting rare air-cooled Porsches, working on my cars and playing ultimate Frisbee.” Mr. Koum is worth about $9 billion, according to Forbes.

    The next day, Mr. Koum said goodbye to WhatsApp and Facebook employees at an all-hands meeting in Menlo Park. An employee asked him about WhatsApp’s plans for advertising.

    Mr. Koum responded by first alluding to his well-documented antipathy for ads, according to people familiar with his remarks. But Mr. Koum added that if ads were to happen, placing them in Status would be the least intrusive way of doing so, according to the people.

    Some people who heard the remarks interpreted them as Mr. Koum saying he had made peace with the idea of advertising in WhatsApp.

    In his absence, WhatsApp will be run by Chris Daniels, a longtime Facebook executive who is tasked with finding a business model that brings in revenue at a level to justify the app’s purchase price, without damaging the features that make it so popular.

    Among WhatsApp’s competitors is Signal, an encrypted messaging app run by a nonprofit called the Signal Foundation and dedicated to secure communication, with strict privacy controls and without advertising. Mr. Acton donated $50 million to fund the foundation and serves as its executive chairman.

The White House on Tuesday said the U.S. is moving ahead with plans to impose tariffs on $50 billion of Chinese imports and curb investment in sensitive technology.

    A person familiar with the matter pushed back against the idea that Navarro was rebuking Mnuchin, saying the trade adviser hadn’t intended his comments as a reflection on the Treasury secretary. Navarro merely intended to convey that the skirmish with China didn’t rise to the level of trade war, said the person, who spoke on condition of anonymity.

    White House Press Secretary Sarah Huckabee Sanders downplayed the Treasury secretary’s comments on Wednesday when asked about Navarro’s remarks.

    Mnuchin “didn’t say it was on hold indefinitely,” Sanders said in the daily press briefing in Washington. “The president ultimately makes the decisions on trade, and when he does we announce them. And that’s exactly what’s taking place in this process.

    The renewed threat of tariffs could stop the planned talks between Ross and his Chinese counterparts, the Wall Street Journal reported Wednesday, citing sources in both countries. A team of U.S. officials was in the Chinese capital on Wednesday to prepare for the talks.

    Asked about potential Chinese retaliation, especially on American farm goods, Navarro said “we’re ready for anything.”

      On Monday morning in this border town, about a dozen U.S. Army soldiers unfurled reams of razor wire on top of a wrought-iron fence alongside a bridge to Mexico.

      The soldiers from the 36th Engineer Brigade at Fort Riley, Kan., who wore helmets but didn’t appear to be armed, are among thousands of troops deployed in recent days to the southwest U.S. border as part of Operation Faithful Patriot.

      Around border crossings throughout Texas’ Rio Grande Valley, military personnel have filled up hotels and delivered trucks packed with coils of razor wire as they begin to support U.S. Customs and Border Protection officers.
      The personnel were sent in advance of the anticipated arrival of thousands of Central Americans, including children, traveling in caravans currently several hundred miles south of the nearest U.S. border crossing.

      At the DoubleTree Suites Hotel in McAllen, Texas, the bar did brisk business Sunday night as soldiers who had changed into civilian clothes chatted over drinks. Some joked about needing to find ways to keep soldiers busy during their deployment.

      The Anzalduas International Bridge, where the Kansas-based troops were working, is used only for vehicle traffic to and from the Mexican city of Reynosa. The wire was placed on top of fences at least 15 feet high along each side of the bridge that sat several dozen feet above an embankment.

      Outside the port of entry where vehicles from Mexico are stopped after crossing the bridge, shiny razor wire recently placed around the facility glistened in the afternoon sun.

      Migrants seeking asylum who cross the border illegally generally don’t come to the port, but swim or wade across the Rio Grande and turn themselves in to Border Patrol agents.

      Near another bridge connecting Hidalgo, Texas, to Reynosa, a concertina wire fence was recently erected along the river edge, a placement more likely to impede illegal migrants who arrive on foot.

      U.S. Customs and Border Protection officials have determined where the military placed razor wire, Army Col. Rob Manning, a Pentagon spokesman, told reporters Monday during a briefing.

      It is part of an effort previously announced by Air Force Gen. Terrence J. O’Shaughnessy, commander of the U.S. Northern Command, to “harden the points of entry and address key gaps.”

      Near the Donna-Rio Bravo International Bridge about 22 miles southeast of McAllen, troops on Monday were working on what looked to be a staging area to prepare for coming work. Two armed military police officers stood guard, opening and closing a gate as flatbed trailers carrying heavy military trucks and transports with troops inside arrived. At least one tent apparently intended to house troops was in place Monday.

      President Trump ordered the deployment last month after the first caravan made its way into Mexico. He had described the impending caravan’s arrival as an “invasion.”

      The Pentagon said Monday that more than 5,000 troops are at or would be on their way to the U.S.-Mexico border by the end of the day, with about 2,700 in Texas, 1,200 in Arizona and 1,100 in California. Eventually, nearly 8,000 will be deployed, according to a U.S. official. Officials from the Department of Homeland Security have said the troops won’t be used to enforce immigration laws but will provide backup for Border Patrol agents and Customs and Border Protection officers.

      At the Vaquero Hangout, an open-air bar within eyesight of the Anzalduas bridge, a flag declaring support for the U.S. military hung from the rafters. It was business as usual on Sunday evening. Some patrons watched the Houston Texans’ NFL game, while others were focused on a live band, George and the Texas Outlaws.

      A few folks briefly took notice of flashing lights from a U.S. Customs and Border Protection vehicle parked on the bridge as the soldiers lay down razor wire, an effort they would continue the next day.

      The Pentagon is planning to begin a drawdown of troops at the southern border as soon as this week, the Army commander overseeing the mission told Politico on Monday.

      Army Lt. Gen. Jeffrey Buchanan told the news outlet that the 5,800 active-duty troops sent to assist Customs and Border Protection at the U.S.-Mexico border should be home by Christmas.

      “Our end date right now is 15 December, and I’ve got no indications from anybody that we’ll go beyond that,” said Buchanan, who is overseeing the mission from Texas.

      Buchanan said engineer and logistics troops, which make up the largest parts of the deployment, will begin returning home soon.

      According to Politico’s report, some troops will begin leaving the area before the so-called migrant caravan arrives at the border.

      The news of the troops’ return comes as critics call President Trump’s request to send thousands of troops to the border a “political stunt.”

      Trump before Election Day stoked fears over an approaching group of Central American migrants heading towards the southern border, which he referred to as an “invasion.” He requested the deployment of thousands of troops to the border in a support mission just before Nov. 6.

      Some lawmakers have accused Trump of wasting resources and manpower on the mission, as reports have emerged that the troops are restless and underutilized.

      Thousands of participants in the caravan over the weekend reached Tijuana, Mexico, where they were met with vast protests. Some of the protesters are echoing Trump’s language, calling the group a danger and an invasion, The Associated Press reported.

      Most of the members of the caravan are reportedly escaping rampant poverty and violence in their home countries.

      The 5,800 troops who were rushed to the southwest border amid President Donald Trump’s pre-election warnings about a refugee caravan will start coming home as early as this week — just as some of those migrants are beginning to arrive.

      Democrats and Republicans have criticized the deployment as a ploy by the president to use active-duty military forces as a prop to try to stem Republican losses in this month’s midterm elections.

      The general overseeing the deployment told POLITICO on Monday that the first troops will start heading home in the coming days as some are already unneeded, having completed the missions for which they were sent. The returning service members include engineering and logistics units whose jobs included placing concertina wire and other barriers to limit access to ports of entry at the U.S.-Mexico border.

      All the troops should be home by Christmas, as originally expected, Army Lt. Gen. Jeffrey Buchanan said in an interview Monday.

      The decision to begin pulling back comes just weeks after Trump ordered the highly unusual deployment.

      In previous cases in which the military deployed to beef up security at the border, the forces consisted of part-time National Guard troops under the command of state governors who backed up U.S. Customs and Border Protection and other law enforcement agencies.

      But the newly deployed troops, most of them unarmed and from support units, come from the active-duty military, a concession the Pentagon made after Trump insisted that the deployment include “not just the National Guard.”

      Buchanan confirmed previous reports that the military had rejected a request from the Department of Homeland Security for an armed force to back up Border Patrol agents in the event of a violent confrontation.

      “That is a law enforcement task, and the secretary of Defense does not have the authority to approve that inside the homeland,” Buchanan said.

      The closure earlier Monday of one entry point along the California border near Tijuana, Mexico, was only partial and did not require more drastic measures, Buchanan said.

      “About half of the lanes were closed this morning, but that’s it,” he reported. “No complete closures.”

      Other ports might be closed fully in the future, he said, but he did not anticipate any need to take more drastic measures.

      “If CBP have reliable information that one of their ports is about to get rushed with a mob, or something like that that could put their agents at risk, they could ask us to completely close the port,” Buchanan said. “You understand the importance of commerce at these ports. Nobody in CBP wants to close a port unless they’re actually driven to do so.”

      The troop deployment should start trailing off as engineer and other logistics troops wind down their mission of building base camps and fortifying ports of entry for the Border Patrol.

      Army and Marine engineers have now emplaced about 75 percent of the obstacles they planned to, including concertina wire, shipping containers, and concrete barriers at ports of entry. “Once we get the rest of the obstacles built, we don’t need to keep all those engineers here. As soon as I’m done with a capability, what I intend to do is redeploy it,” Buchanan said. “I don’t want to keep these guys on just to keep them on.”

      Logistics troops, too, will be among the first to head home. “I will probably ask to start redeploying some of our logistic capability,” Buchanan predicted. “Now that things are set down here, we don’t need as many troops to actually build base camps and things like that, because the base camps are built."

      Among the troops who will remain after construction engineers and logisticians start departing are helicopter pilots, planners, medical personnel, and smaller “quick response” teams of engineers who can help Border Patrol personnel shut down traffic at their ports of entry.

      In contrast to the speed of the deployment in early November and the fanfare surrounding it, the withdrawal promises to be slower and quieter — but Buchanan expects it to be done before Christmas.

      “That doesn’t mean it’s impossible,” he added. “But right now, this is a temporary mission, and we’re tasked to do it until the 15th of December.”

    • Trump’s Border Stunt Is a Profound Betrayal of Our Military

      The president used America’s military not against any real threat but as toy soldiers, with the intent of manipulating a domestic midterm election.

      A week before the midterm elections, the president of the United States announced he would deploy up to 15,000 active duty military troops to the United States-Mexico border to confront a menacing caravan of refugees and asylum seekers. The soldiers would use force, if necessary, to prevent such an “invasion” of the United States.

      Mr. Trump’s announcement and the deployment that followed (of roughly 5,900) were probably perfectly legal. But we are a bipartisan threesome with decades of experience in and with the Pentagon, and to us, this act creates a dangerous precedent. We fear this was lost in the public hand-wringing over the decision, so let us be clear: The president used America’s military forces not against any real threat but as toy soldiers, with the intent of manipulating a domestic midterm election outcome, an unprecedented use of the military by a sitting president.

      The public debate focused on secondary issues. Is there truly a threat to American security from an unarmed group of tired refugees and asylum seekers on foot and a thousand miles from the border? Even the Army’s internal assessment did not find this a very credible threat.

      Can the president deny in advance what could be legitimate claims for asylum, without scrutiny? Most likely, this violates treaty commitments the United States made as part of its agreement to refugee conventions in 1967, which it has followed for decades.

      The deployment is not, in the context of the defense budget, an albatross. We are already paying the troops, wherever they’re deployed, and the actual incremental costs of sending them to the border might be $100 million to $200 million, a tiny fraction of the $716 billion defense budget.

      Still, we can think of many ways to put the funds to better use, like improving readiness.

      It’s also not unusual for a president to ask the troops to deploy to the border in support of border security operations. Presidents of both parties have sent troops to the border, to provide support functions like engineering, logistics, transportation and surveillance.

      But those deployments have been generally in smaller numbers, usually the National Guard, and never to stop a caravan of refugees and asylum seekers.

      So, generously, some aspects of the deployment are at least defensible. But one is not, and that aspect is the domestic political use — or rather, misuse — of the military.

      James Mattis, the secretary of defense, asserted that the Defense Department does not “do stunts.” But this was a blatant political stunt. The president crossed a line — the military is supposed to stay out of domestic politics. As many senior military retirees have argued, the forces are not and should not be a political instrument. They are not toy soldiers to be moved around by political leaders but a neutral institution, politically speaking.

      Oh, some might say, presidents use troops politically all the time. And so they do, generally in the context of foreign policy decisions that have political implications. Think Lyndon Johnson sending more troops to Vietnam, fearing he would be attacked for “cutting and running” from that conflict. Or George W. Bush crowing about “mission accomplished” when Saddam Hussein was toppled. Those are not the same thing as using troops at home for electoral advantage.

      Electoral gain, not security, is this president’s goal. Two of us served in the military for many years; while all troops must obey the legal and ethical orders of civilian leaders, they need to have faith that those civilian leaders are using them for legitimate national security purposes. But the border deployment put the military right in the middle of the midterm elections, creating a nonexistent crisis to stimulate votes for one party.

      When partisan actions like this occur, they violate civil-military traditions and erode that faith, with potentially long-term damage to the morale of the force and our democratic practice — all for electoral gain.

      The deployment is a stunt, a dangerous one, and in our view, a misuse of the military that should have led Mr. Mattis to consider resigning, instead of acceding to this blatant politicization of America’s military.

    • The Military Is ’Securing’ a 1,900-Mile Border with 22 Miles of Razor Wire

      #Operation_Faithful_Patriot” is nothing more than a very expensive, politically motivated P.R. campaign.
      Skim through the Pentagon’s media site for Operation Faithful Patriot—the fittingly ridiculous name for the deployment of some 7,000 American troops to various spots along the Mexican border—and you’ll see lots of razor wire.

      There are photos of American troops laying razor wire (technically known as concertina wire) along the California-Mexico border. Of wire being affixed to the top of fences and to the sides of buildings. Everywhere you look on the Pentagon’s site, you find wire, wire, and more wire. Photos of soldiers carrying rolls of unused wire, snapshots of forklifts bringing more of the stuff to the border, and even videos of wire being unrolled and deployed. It’s thrilling stuff, truly.

      The message is not subtle. President Donald Trump might not have convinced Congress to blow billions for a fully operational border wall, but good luck to any immigrant caravan that happens to stumble into the thorny might of the American military’s sharpest deterrents.

      The focus on concertina wire isn’t just in the Pentagon’s internal media. The Wall Street Journal dedicated an entire Election Day story to how troops in Granjeno, Texas, had “unfurled reams of razor wire on top of a wrought-iron fence alongside a bridge to Mexico.” Troops stringing wire also appeared in The New York Post, The Washington Post, and elsewhere.

      There is so much concertina wire deployed to the southern border that if it were all stretched out from end to end, it would reach all the way from Brownsville, Texas, on the Gulf Coast to....well, whatever is 22 miles west of Brownsville, Texas.

      Yes. Despite the deluge of photos and videos of American troops are securing the southern border with reams of razor wire, Buzzfeed’s Vera Bergengruen reports that “troops have deployed with 22 miles of the wire so far, with 150 more available.”

      The U.S.–Mexico border is roughly 1,950 miles long.

      The wire doesn’t seem to be getting strung with any sort of strategic purpose, either. That WSJ story about the troops in Texas hanging wire from a bridge says that the “wire was placed on top of fences at least 15 feet high along each side of the bridge that sat several dozen feet above an embankment” while the bridge itself remains open to vehicle traffic from Mexico. If there is a goal, it would seem to be making the border look more prickly and dystopian while not actually creating any sort of barrier.

      It’s no wonder, then, that the troops deployed to the border are confused about why they are there. On Wednesday, when Defense Secretary Jim Mattis visited some of the troops stationed near McAllen, Texas, he was met with lots of questions and provided few answers.

      “Sir, I have a question. The wire obstacles that we’ve implanted along the border....Are we going to be taking those out when we leave?” one of the soldiers asked Mattis, according to Bergengruen. Another asked Mattis to explain the “short- and long-term plans of this operation.”

      “Short-term right now, you get the obstacles in so the border patrolmen can do what they gotta do,” Mattis responded. “Longer term, it’s somewhat to be determined.”

      Even at a time when most American military engagements seem to be conducted with a “TBD” rationale, this feels especially egregious. Mattis did his best on Wednesday to make the effort seem like a meaningful attempt to secure the border, while simultaneously admitting that he does not expect the deployed troops to actually come into contact with any immigrant caravans. Lately he’s been talking about how the deployment is supposedly good training for unconventional circumstances.

      It’s becoming increasingly obvious that Operation Faithful Patriot—a name so silly that the Pentagon has decided to stop using it—is nothing more than a very expensive, politically motivated P.R. campaign. Of the 39 units deployed, five of them are public affairs units. There seems to be no clear mission, no long-term objective, and no indication that the troops will add meaningful enforcement to existing border patrols.

      As for all that wire? It doesn’t really seem to be working either.
