“Our resolution proposal aims to define a safe zone in Kabul, under UN control, which would allow humanitarian operations to continue,” French President Macron said.
Ahead of an emergency meeting by the United Nations on Monday, French President Emmanuel Macron said that France and Britain would propose for a safe zone in Kabul to protect people trying to flee Afghanistan.
“Our resolution proposal aims to define a safe zone in Kabul, under UN control, which would allow humanitarian operations to continue,” news agency Reuters quoted Macron as saying on Sunday. During his visit to Mosul in Iraq later in the day, Macron stressed the resolution would be passed by the two countries and expressed hope that it would be accepted by member nations favourably. “I cannot see who could oppose enabling the safety of humanitarian operations,” he further said.
UN secretary-general Antonio Guterres is scheduled to meet the permanent representatives for the United Kingdom, the United States, France, China and Russia — the five permanent members of the UN Security Council — to discuss the worsening situation in Afghanistan. Meanwhile, earlier on Saturday, Macron had said that France had held preliminary discussions with the Taliban about the humanitarian situation. The talks also included possible evacuation of more people out of the country.
“We have begun having discussions, which are very fragile and preliminary, with the Taliban on the issue of humanitarian operations and the ability to protect and repatriate Afghans who are at risk,” Reuters had reported on Saturday citing the French President.
France ended its evacuation operations in Afghanistan on Friday, two weeks after the Taliban seized the capital city of Kabul. The US troops are scheduled to withdraw completely from the country by August 31, a deadline that has been agreed upon by the Taliban.
Several other countries have also closed their evacuation operations as the last date nears. The UK pulled out the last of its troops from the war-torn nation early on Sunday despite a number of Afghans, eligible for repatriation, being left behind.

Dans le procès en appel de Radovan Karadzic ce mercredi à La Haye, aux Pays-Bas, les juges internationaux ont enfoncé le clou encore plus profondément : sa peine, qui était de 40 ans de détention à l’issue du premier jugement, a été transformée en prison à vie.

Uno sguardo dentro la fabbrica abbandonata di #Visoko, nella Bosnia centrale, dove il collettivo artistico HAD nel 2015 ha realizzato una serie di graffiti cesellando nel calcestruzzo i volti delle vittime della guerra in Bosnia Erzegovina
Tre giovani artisti, un architetto, un pittore e uno street artist, formano il collettivo «#HAD» dalle iniziali dei loro nomi Muhamed Bešlagić (soprannominato Hamo), Anel Lepić e Damir Sarač. Questi artisti usano una tecnica davvero particolare, nominata #wallcut, intagliando il muro con attrezzi specifici, finalizzati a creare dei rilievi che, una volta completati col colore, creano varie superfici e tridimensionalità nell’opera.
Il collettivo HAD nelle sue opere cerca spesso di parlare di tematiche sociali che riguardano la Bosnia Erzegovina e molte di queste opere rimandano alla memoria del genocidio di Srebrenica.

„When we initially came in here to complete our first artwork (June 15, 2015), we wanted to put our names on the wall. During the lunch break, I started putting the name Hamo, and after writing the H and A letters, I realized that we don’t have a legal permission to work in here. Then I just added the letter D at the end, the first initial of Damir’s name, and that’s how the name of our collective HAD was created, just the first letters of our names: Hamo, Anel, Damir.“– Anel
About one month earlier, just after the collective exhibition in their hometown Visoko (Bosnia and Herzegovina), the three young artists came to an idea of making something different and unseen. It’s no wonder that the wallcut technique was what they decided to do together, since the members of artist collective HAD are an architect (Muhamed Bešlagić- Hamo), fine artist (Anel Lepić) and the street artist (Damir Sarač). The collision of their professions and the will to create something new in art went over the fact that the three of them were not familiar with their individual artistic expressions. The urge to create together was the only thing that mattered, and it still is.
The grain tank in Visoko was the place where they perfected the new technique on the walls, but more important it was the place where they got to know each other artistically and personally. Far away from everybody else, HAD worked there day and night for one month and a half, preparing their first revolutionary exhibition „WALLS“ (August 9, 2015). They weren’t aware of the fact that so many people were interested in what they do, so the number of visitors at this exhibition was what had driven them to create even more.
Soon after, the project „Silence“ started. It was the first time they worked outdoors and in front of everyone. This fact, together with the whole concept of „Silence“ and the usage of electric tools led them to new artistic psychology. The project was completed two months later (November 11, 2015).
Despite their expectations, they have drawn the attention of people in their country and the region. Many foreign media from all over the world came to Visoko to meet them and write about them. HAD has also broadened their connections and started the collaboration with various people from the music and film industry, design and fashion, etc. They are currently working on their new projects.

Archivi e comunità. Il caso di Srebrenica
Il progetto «#Adopt_Srebrenica», promosso e sostenuto dalla Fondazione Alexander Langer di Bolzano e dall’associazione Tuzlanska Amica di Tuzla (Bosnia Erzegovina), al di là del suo valore politico e morale e dell’importante messaggio di solidarietà umana che da esso promana, costituisce un’esperienza che invita a riflettere sulla capacità che archivi e documenti possono avere non solo nell’aiutare a recuperare una memoria spezzata dalla guerra e dal genocidio, ma anche a ricostruire, dal basso, fra le persone, un tessuto di convivenza e di riconoscimento reciproco.
Una delle iniziative centrali del progetto, nato per tenere desta l’attenzione internazionale sulla tragedia che ha sconvolto la cittadina serbo-bosniaca nel 1995, è quella della costituzione di un archivio, o meglio, come più pudicamente viene definito, un centro di documentazione che ha come obiettivo la raccolta di materiale fotografico e documenti principalmente risalenti al periodo precedente il conflitto del 1992-1995. L’intento è quello di ricostruire la storia e l’identità di quel territorio attraverso il recupero e la comunicazione di memorie individuali, capaci di testimoniare come si viveva a Srebrenica prima dell’inizio delle divisioni, della guerra, delle distruzioni e delle terribili stragi.
Questo obiettivo è tanto più significativo perché la guerra ha spesso distrutto le tracce della memoria, soprattutto di quella familiare, fatta di foto, di oggetti, di simboli. Quanti erano allora bambini e quanti sono venuti dopo spesso non hanno ricordi dei propri cari, né possono rievocarne la presenza fisica attraverso le immagini o i suoni di un tempo.
L’idée est celle de collecter des photographies et des documents de la vie de Srebrenica AVANT le génocide...

Led by General Ratko Mladic, thousands of women and children either fled Srebrenica to neighbouring Potocari, or were forcibly evacuated by the Bosnian Serb army. The remaining men and boys of the then majority-Muslim town were systematically tortured and murdered in what would come to be known as the darkest hour for Europe since World War II.
Over 8,000 men, some only children, were executed in a span of days; an ethnic cleansing. Hundreds of bodies are estimated to still be lost in the land surrounding Srebrenica.

The world wars, genocides and extremist ideologies of the 20th century are remembered very differently across Central, Eastern and Southeastern Europe, resulting sometimes in fierce memory disputes. This book investigates the complexity and contention of the layers of memory of the troubled 20th century in the region. Written by an international group of scholars from a diversity of disciplines, the chapters approach memory disputes in methodologically innovative ways, studying representations and negotiations of disputed pasts in different media, including monuments, museum exhibitions, individual and political discourse and electronic social media. Analyzing memory disputes in various local, national and transnational contexts, the chapters demonstrate the political power and social impact of painful and disputed memories. #Bosnie : l’#école de la désunion
20 ans après la guerre, les divisions ethniques persistent en Bosnie. Preuve flagrante de ces séparations entre les Serbes, les Croates et les Bosniaques : l’#éducation. La Bosnie est composée de deux entités : la Fédération croato-bosniaque, à majorité de Croates catholiques et Bosniaques musulmans, et la Republika Srpska, à majorité de Serbes orthodoxes. Dans cette #Republika_Srpska, depuis septembre, des centaines de familles bosniaques boycottent les écoles serbes. Au plus fort du mouvement, 600 enfants ne sont pas allés en cours. Les familles se sentent discriminées par les autorités serbes. Alors, certains ont créé leur propre école. C’est le cas dans le village de #Nova_Kasaba, à quelques kilomètres de #Srebrenica.

Il y a tout juste vingt ans, Srebrenica sombrait dans l’horreur : plus de 8000 Bosniaques étaient tués par les miliciens serbes de Ratko Mladić pendant que les survivants fuyaient vers les territoires contrôlés par l’armée de Sarajevo. Depuis le début des années 2000, quelques milliers de Bosniaques sont pourtant revenus sur les lieux du massacre. Pour continuer à vivre et panser les blessures du passé.

Il dovere di proteggere
Nel luglio di 20 anni fa, durante la guerra in Bosnia Erzegovina, #Hasan_Nuhanović era interprete per le Nazioni Unite a Srebrenica. Quando le truppe serbo bosniache attaccarono la citta, la sua famiglia lo raggiunse nella base dell’ONU, insieme a migliaia di civili che chiedevano protezione. I caschi blu olandesi pero, dopo aver inizialmente accolto i civili, li fecero uscire dalla base e, dopo una settimana, lasciarono Srebrenica. La madre, il padre e il fratello di Hasan furono uccisi nei giorni successivi e gettati in fosse comuni, insieme ad oltre 8.000 bosniaco musulmani.
Da quel giorno, Hasan chiede giustizia. Le Corti internazionali hanno dichiarato Srebrenica un genocidio e hanno condannato diversi soldati e ufficiali serbo bosniaci, considerati mandanti o esecutori di quel crimine. Hasan Nuhanović, pero, ritiene che anche i caschi blu debbano essere condannati. I soldati olandesi, infatti, non hanno adempiuto al loro dovere, il dovere di proteggere.
Anche se non avevano la forza di opporsi alle truppe del generale Mladić, non avrebbero dovuto consegnare ai soldati serbo bosniaci i civili che avevano chiesto loro protezione.
Al termine di una battaglia legale durata anni, la giustizia olandese ha dato infine ragione all’ex interprete delle Nazioni Unite. Dopo aver riconosciuto la responsabilita dell’Olanda, ora i giudici potrebbero condannare anche i singoli ufficiali che comandavano i caschi blu.
Nuhanović ha scritto diversi libri sulla sua esperienza e quest’anno si appresta a commemorare il ventennale dal genocidio in cui trovarono la morte i suoi familiari.
#Srebrenica, la mémoire à vif
Le 11 juillet 1995, les troupes serbes du général Ratko Mladić prenaient l’enclave de Srebrenica, déclarée zone de sécurité depuis 1993, et théoriquement protégée par un bataillon hollandais de Casques bleus. En quelques jours, entre 7 et 8 000 Bosniaques, des hommes, de jeunes adolescents parfois, ont été exécutés dans les bois entourant la ville.
Vingt ans plus tard, les séquelles de ce massacre, le plus grand perpétré en Europe occidentale depuis la Seconde Guerre mondiale, continuent de hanter la Bosnie-Herzégovine.
