#Ethiopie : les espoirs déçus des paysans réinstallés

Quand le gouvernement éthiopien a proposé à Thwol Othoy de déménager vers de nouvelles terres, il a accepté, séduit par la promesse d’une meilleure vie : une terre à cultiver, non loin d’un centre médical et d’une école pour ses enfants.

Mais à Abobo, dans la région occidentale de Gambella, il ne lui a été octroyé que la moitié des dix ares de terres qu’il possédait auparavant et sur lesquels il cultivait du maïs. Et il lutte désormais pour nourrir sa famille.

Environ 1,5 million de personnes au total doivent être réinstallées d’ici 2013 dans le cadre de ce programme, mais des organisations de défense des droits de l’Homme accusent le gouvernement de chasser de force des habitants de leurs terres fertiles au profit d’investisseurs, souvent étrangers.

Selon Human Rights Watch (HRW), ces investisseurs occupent déjà 500.000 hectares de terres dans la région et 1,2 million d’hectares supplémentaires leur sont destinés d’ici les trois prochaines années.

At the same time, Ethiopia is a key ally of Western countries, especially the US, which considers it an “important regional security partner” and a key ally in the global war on terror. According to Wikileaks cables, the US pressured Ethiopia’s president Meles Zenawi to invade Somalia in 2006. This is consistent with the fact that the US has been providing military aid and training to Ethiopian troops for a number of years. Ethiopia is also one of the largest recipients of US aid (over $1 billion a year since 2007) and has been also among the top recipients of US food aid in the past two decades.

The US government has chosen to turn a blind eye to human rights violations in Ethiopia, including those accompanying land grabs, which turn communal land into large-scale plantations. US support to the Ethiopian regime allows the massive destruction of livelihoods and will ultimately bring hunger to millions of Ethiopians, exacerbating the dire food security conditions that the country already faces.
