    Who’s to Blame for Those Kate Middleton Conspiracies?

    A British government source, reportedly, told the British newspaper The Telegraph that “hostile state actors” — China, Russia and Iran — are “fueling disinformation about the Princess of Wales to destabilize the nation.” British morning shows promptly picked up the story, comparing it to election interference.

    It’s certainly possible that countries with a history of online conspiracy mongering played some role in amplifying the most salacious rumors about Catherine, the Princess of Wales. But it’s also undeniable that large numbers of people — and celebrities and newspapers and everything else — were intensely interested in the princess’s whereabouts.

    The claim about foreign bots and the Princess of Wales is just the latest of similar claims of foreign interference or social media manipulation made without convincing public evidence. Young people are dissatisfied with President Biden’s policies over the Israel-Hamas war? Blame TikTok. Consumer sentiment soured amid high inflation and housing prices? Must be social media!

    If our institutions turn foreign meddling on social media into the new “the dog ate my homework,” it will become an easy excuse to ignore public dissatisfaction with divisive policies. And how will such claims be believable when they actually involve consequential foreign meddling in elections?

    There is nothing mysterious about the Kate Middleton rumors and conspiracies. She completely disappeared from view amid conflicting claims about her whereabouts. Then photo agencies conceded that the one photo the palace released of her and her children was doctored. Because the royals cultivate a headline-grabbing parasocial relationship with the public, the topic merged with the global water cooler chat online and rumors ran wild.

    But there is a lesson. Kensington Palace is the latest institution to discover that lying to the public will make people suspicious. Mistrust will swirl on social media, as valid questions and bonkers conspiracies percolate.

    It was true for the pandemic and for the war in Gaza. It’s true in the royals’ case, too. Western institutions should first worry about shoring up their own behavior. Then they can talk about meddling — with evidence, please.

      Avant, c’était les vedettes secondaires qui font la couverture du journal télé vendu à la caisse du supermarché : ça fait bien 25 ans qu’à chaque fois je me demande « mais qui est cette personne ? ». Je vois que maintenant, j’arrive même à passer à côté des théories du complot des interwebz.

    The Increase in Measles Cases Is Utterly Avoidable

    The World Health Organization has reported a “staggering” increase in the number of measles cases and deaths around the world. Millions of these victims are in poor countries and war zones, where vaccination programs have faltered because of the pandemic, violence or a lack of resources. In 2022, there were an estimated nine million measles cases globally, with 136,000 deaths.

    Increasingly, measles outbreaks have been taking place in wealthier countries, largely because of vaccine refusal. This is a dangerous situation — and not just for the willfully unvaccinated.

    Measles is airborne, wildly contagious and deadly. While the measles vaccine is greatly protective, losing herd immunity against the disease would result in many victims, and not just those who are willfully unvaccinated.

    A small percentage of fully vaccinated people will develop breakthrough measles infections if exposed to the disease. While their cases may be mild, they can transmit the disease to others. That’s how measles will spread to infants too young to be vaccinated, older people and the immunocompromised. (In the United States, babies get vaccinated against measles between 12 and 15 months of age.) Because the vaccinated can have few to no symptoms, vaccinated breakthrough cases are easy to miss — until that potentially deadly transmission.

    Some Republican politicians and state legislatures have toyed with removing or weakening vaccine mandates against measles, mumps and rubella in children. The number of Republicans who believe parents should be able to forgo vaccines for their children — even if that choice increases the risk of disease to others — is now up to 42 percent. That’s more than double the number before the pandemic, when the percentages were similar between the parties.

    Make no mistake: If efforts to remove these mandates succeed, there will be more outbreaks. Many unvaccinated children will die horrible deaths, while the vaccinated will be largely spared. But many babies, grandparents and immunocompromised patients will get sick and die, too.

    In a sane world, our country would allocate the resources to get vaccines to those in poorer countries and conflict zones and would refuse to budge on compulsory childhood vaccines. The alternative should be unthinkable.

    Commercial spyware vendors (CSV) were behind 80% of the zero-day vulnerabilities Google’s Threat Analysis Group (TAG) discovered in 2023 and used to spy on devices worldwide.

    Zero-day vulnerabilities are security flaws the vendors of impacted software do not know about or for which there are no available fixes.

    Google’s TAG has been following the activities of 40 commercial spyware vendors to detect exploitation attempts, protect users of its products, and help safeguard the broader community by reporting key findings to the appropriate parties.

    Based on this monitoring, Google has found that 35 of the 72 known in-the-wild zero-day exploits impacting its products over the last ten years can be attributed to spyware vendors.

    “This is a lower-bounds estimate, as it reflects only known 0-day exploits. The actual number of 0-day exploits developed by CSVs targeting Google products is almost certainly higher after accounting for exploits used by CSVs that have not been detected by researchers, exploits where attribution is unknown, and cases where a vulnerability was patched before researchers discovered indications of exploitation in-the-wild.” - Google

    Those spyware vendors use the zero-day flaws to target journalists, activists, and political figures as directed by their customers, including governments and private organizations.

    Some notable CSVs highlighted in Google’s report are:

    Cy4Gate and RCS Lab: Italian firms known for the “Epeius” and “Hermit” spyware for Android and iOS. The former acquired the latter in 2022, but operate independently.
    Intellexa: Alliance of spyware firms led by Tal Dilian since 2019. It combines technologies like Cytrox’s “Predator” spyware and WiSpear’s WiFi interception tools, offering integrated espionage solutions.
    Negg Group: Italian CSV with international reach established in 2013. It is known for “Skygofree” malware and “VBiss” spyware, targeting mobile devices through exploit chains.
    NSO Group: Israeli firm famous for Pegasus spyware and other sophisticated espionage tools. It continues operations despite sanctions and legal issues.
    Variston: Spanish CSV providing tailored security solutions. It collaborates with other vendors for zero-day exploits and is linked to the Heliconia framework, expanding in the UAE.

    These vendors sell licenses to use their products for millions of dollars, allowing customers to infect Android or iOS devices using undocumented 1-click or zero-click exploits.

    Some of the exploit chains utilize n-days, which are known flaws for which fixes are available, yet patching delays still make them exploitable for malicious purposes, often for extended periods.

    Google says that CSVs have grown very aggressive in their hunt for zero-days, developing at least 33 exploits for unknown vulnerabilities between 2019 and 2023.

    In the appendix of Google’s detailed report, one can find a list of 74 zero-days used by 11 CSVs. Of those, the majority are zero-days impacting Google Chrome (24) and Android (20), followed by Apple iOS (16) and Windows (6).

    When white-hat researchers discover and fix the exploited flaws, CSVs often incur significant operational and financial damage as they struggle to reconstruct a working alternative infection pathway.

    “Each time Google and fellow security researchers discover and disclose new bugs, it causes friction for CSVs and costs them development cycles,” says Google.

    “When we discover and patch vulnerabilities used in exploit chains, it not only protects users, but prevents CSVs from meeting their agreements to customers, preventing them from being paid, and increasing their costs to continue operating.”

    However, this is not enough to stop the proliferation of spyware, as the demand for these tools is strong, and the contracts are too lucrative for CSVs to give up.

    Google calls for more action to be taken against the spyware industry, including higher levels of collaboration among governments, the introduction of strict guidelines that govern the use of surveillance technology, and diplomatic efforts with countries hosting non-compliant vendors.

    Google is proactively countering spyware threats through solutions like Safe Browsing, Gmail security, the Advanced Protection Program (APP), and Google Play Protect, as well as by maintaining transparency and openly sharing threat information with the tech community.

    There it is, the probable answer to why the exit door plug on the Boeing 737 Max Alaska Airlines flight blew out in the air. A National Transportation Safety Board preliminary report on the incident, released today, says that four bolts on the door plug were missing.

    Those four bolts, which prevent the door from sliding up, are removed on purpose when mechanics have to take the door off for maintenance or inspection, as was done last September, according to the report. But somehow, when the installation was over, they weren’t there. No bolts — nothing to stop the door from sliding up and then off.

    Preliminary N.T.S.B. reports like this one focus on establishing facts rather than spelling out who was at fault, which will wait for the final report. But this plane was practically new, and the Boeing chief executive, David Calhoun, has already acknowledged that it was a “quality escape” that caused the blowout.

    Everything so far indicates that Boeing is a company plagued by shoddy quality control. Just yesterday, it disclosed that a supplier had found “two holes may not have been drilled exactly to our requirements” on about 50 unfinished Boeing 737 Max planes, requiring more work on the planes and delaying their delivery.

    How could all this happen?

    This morning, before heading to Capitol Hill to testify before the House Transportation Committee, the F.A.A. administrator Mike Whitaker stopped by CNBC to discuss everything the agency has done to try to get ahead of this: slowing Boeing production lines, revoking certain exemptions, getting more inspectors on the ground, etc.

    But he also said something that really goes to the heart of the matter. Pressed by the host about the root causes, Whitaker said, “The system is designed really as an audit system, and I think that hasn’t worked well enough.”

    Our airline safety system assumes that airplane manufacturers are also deeply invested in upholding safety standards, so the F.A.A. oversight focuses on identifying new problems, improving existing systems and auditing to make sure existing standards are properly upheld.

    What happens if a company instead focuses more on what it could get away with in terms of cost-cutting?

    That’s how we get to a world where audits alone will not have “worked well enough.” The missing bolts may have caused the door to blow out, but it’s the missing corporate ethos that we should examine to understand the root cause.

    We Need Information, Not Apologies, From Tech Companies

    At the Senate Judiciary Committee hearings on Wednesday on online child sexual exploitation, perhaps the most dramatic moment came when Mark Zuckerberg, the C.E.O. of the company that owns Facebook and Instagram, turned around and stood up to face parents holding up photos of their children who had died by suicide after sexual abuse or extortion via a social media platform.

    “I’m sorry for everything you have all been through,” Zuckerberg said to them.

    Here, reasonable voices might intervene. An unbearable tragedy, certainly, they might say, but such tragedies have occurred before social media came along. Let’s not lose proper historical and individual context when talking about the mental health and well-being of children, they might point out.

    All of that is technically correct, but fundamentally wrong. And one senator got to the heart of it.

    “Platforms need to hand over more content about how the algorithms work, what the content does and what the consequences are, not at the aggregate, not at the population level, but the actual numbers of cases so we can understand the content,” said Senator Chris Coons, Democrat of Delaware. He said he was sponsoring a bill with that requirement, setting new standards for disclosure and transparency, and posed the question forthrightly for Zuckerberg and the C.E.O.s of TikTok, Snap, X and Discord:

    “Is there any one of you willing to say now that you support this bill?”

    The answer was … silence. Crickets. Not one C.E.O. would commit. “Mr. Chairman, let the record reflect a yawning silence from the leaders of the social media platforms,” Coons noted, with resignation.

    The platforms have nearly absolute immunity as an industry. Thanks to Section 230, they generally cannot be sued and held liable for tragic events even if they were facilitated by their product; they get to keep all the profits made from these products. And yet when the public asks for meaningful transparency and data — so that it’s not just an appeal to emotion that results in legislation — the public is told, basically, to pound sand.

    We wouldn’t accept this from any other industry, and we should not accept it from technology companies. And that’s the most important point anyone should make until legislators start passing bipartisan bills that force meaningful transparency on these companies, which could finally allow proper accountability and reasonable oversight.

    If you were to think of some of the most overlooked stories of 2023, artificial intelligence would probably not make your list. OpenAI’s ChatGPT has changed how we think about AI, and you’ve undoubtedly read plenty of quick takes about how AI will save or destroy the planet. But according to Princeton sociologist Zeynep Tufekci, there is a super important implication of AI that not enough people are talking about.

    “Rather than looking at what happens between you and me if we use AI,” Tufekci said to Ian on the sidelines of the Paris Peace Forum, “What I would like to see discussed is what happens if it’s used by a billion people?” In a short but substantive interview for GZERO World, Tufekci breaks down just how important it is to think about the applications of AI “at scale” when its capabilities can be deployed cheaply. Tufekci cites the example of how AI could change hiring practices in ways we might not intend, like weeding out candidates with clinical depression or with a history of unionizing. AI at scale will demonstrate a remarkable ability to infer things that humans cannot, Tufekci explains.

    Apparemment, on ne trouve pas clairement le taux d’abstention (ou de participation), certains médias allant même jusqu’à suggérer que le chiffre de 10 millions serait le total des « oui », à diviser par 5, donc… Les témoignages locaux insistent sur les bureaux de vote vides.

    In Gaza, as on many urgent questions, we are watching a cohort of Western leaders do things that don’t seem to serve any purpose, besides voicing their own shallow instincts.

    They are not cynical or unconscionable as much as they are #grotesque, which is harder to explain. 🧵

    The US, for example, has adopted a radical line that could cost Biden many votes, while doing little to help Israel, absent achievable goals.

    Meanwhile, Germany, the UK, or France, are bizarrely tearing at their social cohesion in ways that can only profit the far-right.

    That is also why resignation is so has-been. When politics become an incoherent succession of “definite” views, there is no standard to hold them up to.

    All this poses the question of a whole new cast of mainstream politicians who are highly educated, energetic, ambitious, arguably genuine even...

    ...and nonetheless shallow and impulsive, to the point where it becomes difficult to articulate what exactly they stand for.

    Much of this has to do with the fact that most of our leaders belong to no particular structure .

    They embody no ideology as such, beyond the malleable conventional wisdom that has currency in such circles as the World Economic Forum. Theirs are shades of greyish thinking.

    They don’t really belong to a party either, except nominally.

    To the extent they ride to power on the backs of an existing party, they proceed to ruling as charismatic leaders, whose individual journey counts more than their party’s long-term program or prospects.

    Moreover, they usually didn’t grow out of (or entertain respect for) the apparatus of state.

    In fact, they tend to do away with much of its expertise, relying on a coterie of advisors, consultants, and pollsters, as well as their innate, apparently boundless self-confidence.

    Few even have any meaningful life experience, making their biographies exceptionally bland.

    Increasingly, what distinguishes mainstream leaders is an uneventful background of privilege, leading smoothly into the cozy, unimaginative world of jet-setting #elites.

    When you think of it, there is a template for this type of leader: #Tony_Blair.

    In hindsight, for all the reasons above, he appears almost like the spiritual father of Macron, Sunak, Cameron, Blinken, Obama, and co. He remains the inspired, incorrigible opportunist in chief.

    It would be a mistake, though, to assume that such leaders represent nothing.

    Quite the contrary, many of their views are representative of the #zeitgeist. That is part of the #grotesque: They often say things that any odd bod may say in private, in a cafe or a pub.

    That is because they represent, above all, a perfected form of individualism: A #leader is nothing but another person reacting, instinctively, in the moment.

    Their views have no reason to fit into or develop a system. If proven wrong, so be it. Don’t we all make mistakes?

    That is also why resignation is so has-been. When politics become an incoherent succession of “definite” views, there is no standard to hold them up to.

    In turn, lack of accountability only reinforces the dis-inhibited nature of politics.

    So, welcome back, Cameron!

    Perhaps the most disturbing part of this analysis is that it erases much of the distinction between mainstream politicians and the populists they claim to fight.

    Populism amounts to little more than expressing the zeitgeist. And populists, if anything, do it better.

    Si certains sont meilleurs que d’autres, aucun gouvernement national ou régional ne prend d’initiatives sérieuses en matière de prévention et de contrôle des infections, et il semble probable que cette politique de laisser-faire se poursuivra dans les années à venir. Les forces sociales, politiques et économiques qui ont œuvré à la mise en place de cet environnement d’infection de masse peuvent se réjouir de leur succès.

    Celleux qui ont fait des études en santé publique, en immunologie ou qui travaillent en première ligne dans le domaine de la santé savent que nous faisons face à un avenir incertain et que les implications des événements récents vont bien au-delà du SARS-CoV-2. Les changements intervenus dans les positons et les politiques de santé publique risquent de porter atteinte à un pilier essentiel qui constitue la base de la société civilisée moderne, bâtie au cours des deux derniers siècles : l’attente d’une trajectoire ascendante largement ininterrompue d’amélioration constante de la santé et de la qualité de vie, largement motivée par la réduction et l’élimination des maladies infectieuses qui ont tourmenté l’humanité pendant des milliers d’années. Au cours des trois dernières années, cette trajectoire s’est inversée.

    Le 30 septembre, le président Les Républicains (#LR) de la région Auvergne-Rhône-Alpes Laurent Wauquiez a annoncé sa décision de sortir sa région du dispositif « zéro artificialisation nette » (ZAN), au motif que celui-ci serait « ruralicide ». Issu de la loi Climat et résilience votée en 2021, ce principe peine à être mis en œuvre, notamment du fait de fortes réticences des élus locaux. Cette attitude laisse à penser que M. #Wauquiez et ses collègues comprennent mal les tenants et les aboutissants du ZAN, ainsi que les opportunités qu’il peut apporter aux espaces ruraux.

    Le #ZAN, c’est quoi ? L’idée est simple : à l’horizon 2050, chaque projet d’artificialisation d’un espace devra être compensé par la renaturation d’un espace équivalent, le ministère de l’écologie définissant l’artificialisation comme « l’altération durable de tout ou partie des fonctions écologiques d’un sol, en particulier de ses fonctions biologiques, hydriques et climatiques, ainsi que de son potentiel agronomique par son occupation ou son usage ».

    Ainsi, il ne s’agit pas d’interdire toute artificialisation. Cependant l’idée est bien de la limiter, et d’imposer, pour les projets jugés indispensables sur la base d’une évaluation coûts-bénéfices rigoureuse incluant les dommages environnementaux, une compensation considérée comme au moins équivalente. Il est essentiel de comprendre que la compensation est un objectif minimal à considérer, et que la priorité première est de conserver l’existant.

    Un impératif de soutenabilité
    Le mot est prononcé : résilience. Le principe de réduire l’artificialisation n’est pas une lubie de bobo métropolitain, mais bien un impératif de soutenabilité. Risques d’inondations accrus, pertes de productivité agricole, érosion de la biodiversité, moindre absorption du carbone, îlots de chaleur… Les effets néfastes d’une artificialisation excessive sont nombreux et bien documentés. Si le dispositif « zéro artificialisation nette » impose une contrainte sur les décisions d’artificialisation, c’est d’abord et avant tout pour réduire ces impacts et permettre une nécessaire meilleure soutenabilité de nos modes de vie.

    Au-delà de ces effets directs, nous estimons qu’une application réfléchie et intégrée du ZAN peut avoir comme effet induit une baisse des inégalités territoriales. Cette idée repose sur deux constats complémentaires : les espaces ruraux connaissent un manque d’accès aux services publics et privés, suggérant un besoin de redynamiser leur attractivité économique et sociale ; les espaces urbains les plus défavorisés et densément peuplés souffrent d’un manque d’accès aux espaces verts et à la nature.

    Par conséquent, à l’échelle d’un territoire régional, on pourrait imaginer que le principe du ZAN soit couplé à celui du rééquilibrage entre espaces ruraux et urbains défavorisés : réduction de la densité et renaturation dans les zones urbaines et périphériques, favorisation des échanges scolaires, de formation et d’activités économiques entre quartiers populaires urbains et espaces ruraux délaissés, efforts de construction de #logements_sociaux dans les zones rurales, densification des transports décarbonés entre métropoles et espaces ruraux…

    Une gestion régionale nécessaire
    A l’heure où l’on tend à opposer les classes populaires entre urbains et ruraux, une telle vision intégrée des territoires pourrait permettre un projet combiné de baisse des inégalités territoriales et de meilleur équilibre des activités.

    Bien sûr, l’application pratique du ZAN ne sera pas simple et pose de nombreuses questions juridiques et pratiques de mise en œuvre. La récente censure par le Conseil d’Etat du dispositif réglementaire de l’application de la loi en est un bon exemple.

    Dans le cadre de notre argument, il serait ainsi nécessaire que la compensation des projets d’artificialisation soit autorisée, voire incitée, entre territoires ruraux et urbains défavorisés. Pour cela, une gestion régionale semble nécessaire, à moins que des dispositifs de coopération soient mis en œuvre dans le cadre d’une gestion par les #municipalités.

    Cependant, nous pensons que le ZAN, appliqué avec discernement et dans une optique de réduction des inégalités, peut conduire à des effets induits positifs pour les espaces ruraux comme urbains. Encore faudrait-il que M. Wauquiez se penche sérieusement sur la question.

    Moshe Lavi, whose relatives have been taken hostage by Hamas, recently talked to a group of New York Times journalists about his family’s agony.

    His pained voice turned to anger when he recounted encountering disbelief that Hamas committed terrible atrocities when it attacked Israel. Lavi seemed especially bewildered by people “arguing over the semantics” of whether people were beheaded or their heads fell off, or even whether there were hostages in Gaza.

    In one particularly gruesome twist, there’s been an uproar over whether Hamas had beheaded babies — an unverified claim that President Biden repeated before the White House walked it back, and has been subject to much discussion since.

    Indeed, since Hamas did murder children and take others as hostages, should it get credit if it didn’t also behead them? It’s an appalling thought.

    Some of this skepticism is surely the result of antisemitism. But that’s not all that’s going on.

    One key reason for some of the incidents of doubt is the suspicion that horrendous but false or exaggerated claims are being used as a rationale for war — and there are many such historical examples, most notably the Iraq war.

    Recently, a former permanent representative of Israel to the United Nations told Britain’s Sky News that he was “very puzzled by the constant concern which the world,” he said, “is showing for the Palestinian people.” He cited U.S. actions after Sept. 11 as a model for what Israel should do in response to Hamas’s shocking massacre of civilians on Oct. 7, which many have called Israel’s Sept. 11.

    But if the U.S. response after Sept. 11 is a model, it is as a model of what not to do.

    After the attacks, the United States received deep global sympathy. Many Muslims around the world were furious about this blemish upon Islam, even if they opposed U.S. policies: Citizens held vigils, politicians condemned the attacks and clerics repudiated them in mosque sermons. (The idea that Muslims widely celebrated the attacks has been repeatedly shown to be false or traces back to a few instances of dubious clarity.)

    But, instead of mobilizing that widespread global sympathy to try to isolate the extremists, the United States chose to wage a reckless and destructive war in Iraq, driven by an impulsive desire for vengeance and justified by falsehoods about weapons of mass destruction.

    The Bush administration’s lies in the lead-up to the war, the fiasco of its occupation, and the chaos, violence and death that the invasion set off have deeply and indelibly damaged the standing and credibility of the United States and its allies.

    People in the region were seared by images of Iraqi institutions — hospitals, ministries, museums — being looted while the U.S. military did little, of families shot as they returned home from a hospital or at checkpoints as they missed a hand signal or instructions shouted in English, of the torture and sadism at Abu Ghraib.

    People also saw how occupation policies, like the quick and thoughtless disbanding of the Iraqi Army, contributed to the creation of ISIS a decade later.

    In the Middle East, the devastating aftermath of that war — justified by false claims — has never ended.

    To make matters worse, the Israel government has a long history of making false claims and denying responsibility for atrocities that later proved to be its doing.

    In one example of many, in 2014, four boys younger than 13 were killed by Israeli airstrikes while playing by themselves at a beach — three of them hit by a second blast while desperately fleeing the initial blast.

    There was first a concerted effort among some pro-Israel social media activists to claim the explosions were due to a Hamas rocket misfiring. The Israeli military initially claimed that “the target of this strike was Hamas terrorist operatives.” However, the beach was near a hotel housing journalists for Western outlets, including at least one from The New York Times, who witnessed the killings. The Guardian reported that journalists who visited the area in the aftermath saw no weapons or equipment and that kids regularly played there.

    Israel then investigated and exonerated itself. Peter Lerner, then a spokesman for the Israeli Defense Forces, said that it had targeted a “compound belonging to Hamas’s Naval Police and Naval Force (including naval commandos), and which was utilized exclusively by militants.”

    But The Telegraph, whose correspondent also witnessed the incident, reported that some of the journalists who had seen the bombing said there had been “no attempt to interview them.”

    One can see how this history plays out in the global upheaval over the Hamas claim two weeks ago that an Israeli missile struck a hospital courtyard in Gaza. Israeli and American officials denied this, and asserted that the missile came from within Gaza. There were also initial claims that 500 people were killed in the hospital blast, leading to headlines and global condemnations. Then the number was challenged, leading to another round of uproar and back-and-forth.

    It is certainly possible that the hospital may have been accidentally hit by a missile fired in Gaza — such misfires have happened. But Israel bombardment has also caused large civilian casualties. The evidence isn’t conclusive either way, and the truth remains unknown.

    Yet to a family that lost members in the hospital blast — which U.S. officials estimate killed hundreds — that squabble over exact numbers might seem as cruel as the skepticism about the atrocities committed by Hamas do to an Israeli family that suffered during the Oct. 7 attack.

    But there’s still the fact that fabricating or exaggerating atrocities is done to influence the calculus of what the public will accept — including what costs are justified to impose on civilians.

    In 1990, after Saddam Hussein invaded Kuwait, there was widespread resistance in the United States to the idea of a new war — the country had not shaken “Vietnam syndrome,” that it was best for the United States to avoid large foreign military entanglements, both for practical and moral reasons.

    It was in this context that a teenager testified before Congress in 1990 that she had seen Iraqi soldiers take premature babies out of incubators and left them to die on the cold floor, a shocking assertion repeated by many high-level officials. The claim was widely repeated by officials and the media, and even by Amnesty International.

    Kept secret was the fact that the witness was the daughter of the Kuwaiti ambassador to the United States, and her false testimony had likely been organized by a public relations firm working for the Kuwaiti government.

    The shocking fabrication played a key role in the effort to sell the war to the reluctant American public. Needing to make sure oil fields stayed in the hands of the rulers of a tiny country created by colonial powers in the early 20th century went only so far. Opposing an army so savage that it commits the most unthinkable crimes is a more convincing appeal for war.

    The terrible outcome of all this history is widespread distrust and dehumanization, as ordinary people’s loss and pain are viewed suspiciously as a potential cudgel that will cause further loss and pain for others.

    Even people who I know have no sympathies toward Hamas or any kind of terrorism roll their eyes at some of the recent accounts of atrocities. “We always hear of something terrible when they want to go to war — how convenient,” one acquaintance told me recently.

    There are plenty of echoes of this on social media. “Hamas beheaded babies, Saddam had WMD and I’m the last unicorn,” one person posted on X. Another one said, “The ‘40 babies beheaded by Hamas’ lie is equivalent to the WMD’s lie.”

    Such sentiments are widespread.

    All this highlights the importance of voices capable of retaining trust and consistent concern for all victims.

    I was heartened to see that Human Rights Watch independently verified some of the videos of the horror on Oct. 7, and called the attacks deliberate killings. Similarly, Amnesty International’s independent investigation led the group to condemn the attacks as “cruel and brutal crimes including mass summary killings, hostage-taking.” Both organizations have called for the attacks to be investigated as war crimes.

    Both organizations also have a history of documenting Israeli wrongdoings, including its treatment of civilians in Gaza and the West Bank, and both organizations have been vilified for doing so, especially by the government of Israel and some NGOs and lawmakers.

    Yet these are the kind of independent voices that need to be heard. In a context where many in the region and world already see the United States as reflexively supporting Israel, no matter its conduct, President Biden might consider elevating such independent human rights voices rather than embracing Prime Minister Benjamin Netanyahu.

    As Amnesty International states, kidnapping civilians is a war crime and the hostages should be released, unharmed. And their families shouldn’t have to endure this suspicion on top of their pain.

    But to credibly demand that war crimes be stopped and lives respected requires equal concern extended to all victims, including the two million Palestinians in the Gaza Strip.

    The victims are real — all of them — and that’s where all efforts to rebuild credibility or to seek a solution must begin.

  • The power of protest

    In July last year, eight columnists of The New York Times made confessions about what they had been wrong about. This was apparently an editorial assignment. Anyhow, I found one ‘mea culpa’ very meaningful and had a lot to think about.

    This was Zeynep Tufekci, a sociologist of Turkish descent, who professed that she was wrong about the power of protest. Her reference seemed perfect. She talked about the Global Day of Protest that was observed on February 15, 2003 against the impending invasion of Iraq by the United States.

    She was herself there in the protest held in New York, one of scores of venues across the world. It was impossible to not be overwhelmed by the magnitude of that protest. They rightly projected it as the largest protest in human history and I need not go into how many millions had gathered in which major cities.

    But President George W. Bush still went ahead with the invasion and military operations began on March 20 of that year. An unprecedented tsunami of public opinion could not stop the destruction of a country on the basis of poor evidence and bad advice.

    It is obvious why I have invoked Zeynep Tufekci’s column she had titled: ‘I was wrong about why protests work’ at this time when the entire world is watching with horror the humanitarian tragedy that is unfolding in Gaza after that Hamas attack inside Israel on October 7. Is it really true that public protests do not work? Or have things changed during the past two decades in terms of how people can influence the decisions of those who have the power to wage wars?

    I realize that the Iraq war of 20 years ago may not be very relevant when we try to make sense of what is happening on the ground in Gaza and in the lobbies of the United Nations and also on the streets of the cities where protests have been held, including in favour of Israel.

    We have also to acknowledge that, while the passions that have been kindled by the present conflict are immensely more powerful, there is a distinct division in the opinions at both the popular and the governmental levels. It is evident that while confronting their moral dilemmas, progressive and sensitive individuals everywhere are expressing their distress in many ways. There is perhaps also a shift in the sympathies of many who may previously have been neutral in the Israeli-Palestinian conflict.

    In unserer Rubrik „Fragebogen Berlin“ fragen wir bekannte Hauptstädterinnen und Hauptstädter nach ihren Lieblingsorten und nach Plätzen, die sie eher meiden.     Diesmal hat Regina Ziegler unsere Fragen beantwortet, die in diesem Jahr großes Jubiläum feiern kann. Vor 50 Jahren gründete sie Ziegler Film und wurde Deutschlands erste Produzentin. Bis heute realisierte sie rund 500 Filmprojekte und gehört damit zu den produktivsten und erfolgreichsten Produzenten des Landes.

    1. Frau Ziegler, seit wann sind Sie schon in der Stadt?

    Eigentlich wurden meine Wurzeln in Berlin 1943 gepflanzt. Meine Mutter wohnte damals in Charlottenburg in der Röntgenstraße. Sie war mit mir hochschwanger und wurde mit meiner älteren Schwester an der Hand drei Tage und vier Nächte im Luftschutzkeller verschüttet. Als wir gerettet waren, war unsere Wohnung nicht mehr da. So trampte sie nach Allrode im Harz zu ihren Eltern und ich wurde am 8. März in Quedlinburg geboren und war der Hit des Weltfrauentages 1944. Diese Geschichte saß so tief in mir, dass ich nach dem Abitur 1964 zum Jurastudium nach Berlin zog.

    2. Welcher ist Ihr Lieblingsort in Berlin?

    Der China Club in der Behrenstraße 72, der seit vielen Jahren meinen Gästen und mir auch wegen seiner fantastischen asiatischen Küche und wegen des Restaurantmanagers Henryk Vieillard ein Genuss ist.

    3. Wo zieht es Sie hin, wenn Sie entspannen wollen?

    4. Welche Ecken der Stadt meiden Sie?

    Als Dauer-Radiohörerin kenne ich immer aktuell die Präsenz der Klebeaktionen der Letzten Generation und kann entsprechend reagieren. Meistens gelingt es mir, dadurch stundenlange Staus zu vermeiden und zu meinen Terminen pünktlich zu sein.

    5. Ihr ultimativer Gastro-Geheimtipp?

    Das 893 Ryotei in der Kantstraße und das Ponte in der Regensburger Straße zum Dinner. Zum Lunch empfehle ich die Salumeria Rosa in der Neuen Kantstraße 25.

    6. Ihr ultimativer Shopping-Geheimtipp?

    Es gibt kleine, feine Boutiquen rund um den Savignyplatz, in denen ich mich gerne nach ausgefallenen Modellen umschaue. Und an einem Issey-Miyake-Shop kann ich nicht vorbeigehen, ohne reinzuschauen. Gott sei Dank haben wir in Berlin keinen Miyake-Laden.

    7. Der beste Stadtteil Berlins ist …

    Charlottenburg war und ist immer noch mein bevorzugter Kiez. Als ich 1964 aus Obernkirchen nach Berlin kam, war ich wie im Rausch. So viele Menschen wie an der Kaiser-Wilhelm-Gedächtniskirche hatte ich noch nie gesehen. Ich mietete ein Zimmer in der Mommsenstraße 36 bei einer kinderreichen Familie. Meine Vermieterin und ihre vier Kinder nahmen mich wie ein Familienmitglied auf, und sie drückte auch ein Auge zu, wenn mein späterer Ehemann Hartmut Ziegler mal über Nacht blieb, was damals strikt verboten und deshalb sehr ungewöhnlich war und zu der Geburt von Tanja führte.
    Um mir etwas dazuzuverdienen, trug ich in Charlottenburg die Berliner Morgenpost aus und verkaufte an den Wohnungstüren Waschmaschinen. Während der ersten Jahre beim Sender Freies Berlin in der Masurenallee nutzte ich noch jeden Tag die Straßenbahn entlang der Kantstraße. Mein erster Spielfilm „Ich dachte, ich wäre tot“ lief 1974 mit großem Erfolg viele Wochen im filmkunst 66 in der Bleibtreustraße 12. Als die langjährigen Besitzer des Kinos, Rosemarie und Franz Stadler, das filmkunst 66 verkauften, haben Tanja und ich nicht lange überlegt – und uns einen Traum erfüllt.

    8. Das nervt mich am meisten an der Stadt:

Heute sind sie total verrottet und vergammelt. Diese Sterne sind für mich auch Sinnbild für die Filmfestspiele und deren ungewisse Zukunft.

    9. Was muss sich dringend ändern, damit Berlin lebenswert bleibt?

    Dass in Berlin keine Menschen mehr unter den Brücken schlafen müssen. Wir brauchen bezahlbaren Wohnraum, wir brauchen eine nachhaltige Verbesserung der Verkehrssituation. Die Menschen müssen kurzfristiger Termine bei den Bürgerämtern bekommen. Und beim BER müssen endlich die Laufbänder und die Fahrstühle funktionieren und nicht tagelang ausfallen. Ich finde es unverständlich, dass die Lufthansa nur wenige Direktflüge aus der deutschen Hauptstadt ins Ausland anbietet. Auch das muss sich dringend ändern.
    Und aus aktuellem Anlass möchte ich hinzufügen: Eine Stadtgesellschaft hat Regelungen und Gesetze, an die sich alle halten müssen – ganz gleich, ob sie in Berlin geboren oder erst später hierhergekommen sind: Sie sind Berliner. Es gibt keinen Platz für Hass, Aggression, Gewalt, Intoleranz und Antisemitismus.

    Regina Ziegler kam 1944 in Quedlinburg (Sachsen-Anhalt) zur Welt. 1964 ging sie nach Berlin und arbeitete nach einer Ausbildung zur Wirtschaftsdolmetscherin zunächst als Produktionsassistentin beim SFB. 1973 gründete sie ihre eigene Firma. Gleich für ihre erste Produktion „Ich dachte, ich wäre tot“ erhielt sie mehrere Auszeichnungen. Mittlerweile haben sie und ihre Tochter Tanja (Foto) rund 500 Filme und Serien für Kino und Fernsehen produziert.

    Tanja Ziegler stieg im Jahr 2000 ins Unternehmen Ziegler Film ein und besitzt inzwischen die Mehrheit der Anteile. Regina Ziegler ist Honorarprofessorin an der Filmuniversität Babelsberg, gemeinsam mit ihrer Tochter betreibt sie das Berliner Programmkino filmkunst 66. Vom Museum of Modern Art in New York wurde sie 2006 mit einer Retrospektive geehrt. 2017 veröffentlichte sie ihre Autobiografie „Geht nicht gibt’s nicht“. Ihre neue Produktion, die sechsteilige Thriller-Serie „Die Therapie“, läuft aktuell bei Amazon Prime Video.

    Depuis plusieurs années, Eric Zemmour répète dans ses livres et sur les plateaux de télévision son point de vue sur le rôle du #régime_de_Vichy dans le génocide des juifs. Dans son essai Le Suicide français, il dénonçait la « thèse » d’une « malfaisance absolue du régime de Vichy » (page 88) [qui a aussi organisé des camps de vacances, et crée la police nationale]. « Vichy a protégé les juifs français et donné les juifs étrangers », insistait-il sur #Europe_1 le 26 septembre 2021, niant toutefois vouloir « réhabiliter #Pétain »-.

    Qu’en disent les historiens de la seconde guerre mondiale ? Le plus célèbre d’entre eux, l’Américain Robert O. Paxton, a publié en 1973 _La France de Vichy, dont les conclusions ont profondément renouvelé le regard sur la responsabilité de ce régime dans les #persécutions et les #déportations de juifs, français et étrangers. Un travail construit grâce à des #archives françaises et allemandes alors inédites, affiné depuis et complété par d’autres historiens.
    Régulièrement ciblé par Eric Zemmour comme chantre d’une « doxa » anti-Vichy, Robert O. Paxton ne donne plus que de rares interviews. Il a accepté de répondre aux questions du Monde, depuis New York.

  • La chute du Heron blanc, ou la fuite en avant de l’agence #Frontex

    Sale temps pour Frontex, l’agence européenne de gardes-frontières : après le scandale des pushbacks dans les eaux grecques, qui a fait tomber son ex-directeur, l’un de ses drones longue portée de type Heron 1, au coût faramineux, s’est crashé fin août en mer ionienne. Un accident qui met en lumière la dérive militariste de l’Union européenne pour barricader ses frontières méridionales.

    Jeudi 24 août 2023, un grand oiseau blanc a fait un plongeon fatal dans la mer ionienne, à 70 miles nautiques au large de la Crète. On l’appelait « Heron 1 », et il était encore très jeune puisqu’il n’avait au compteur que 3 000 heures de vol. Son employeur ? Frontex, l’agence européenne de gardes-frontières et de gardes-côtes chargée depuis 2004 de réguler les frontières européennes, avec un budget sans cesse en hausse.

    Le Heron 1 est désigné dans la terminologie barbare du secteur de l’armement comme un drone MALE (Medium Altitude Long Endurance) de quatrième génération, c’est-à-dire un engin automatisé de grande taille capable de voler sur de longues distances. Frontex disposait jusqu’au crash de seulement deux drones Heron 1. Le premier a été commandé en octobre 2020, quand l’agence a signé un contrat de 50 millions d’euros par an avec Airbus pour faire voler cet appareil en « leasing » – Airbus passant ensuite des sous-contrats, notamment avec le constructeur israélien IAISystem

    – pour un total de 2 400 heures de vol, et avec des dépassements qui ont fait monter la facture annuelle. En clair, le coût de fonctionnement de ce drôle d’oiseau est abyssal. Frontex rechigne d’ailleurs à entrer dans les détails, arguant de « données commerciales sensibles », ainsi que l’explique Matthias Monroy, journaliste allemand spécialisé dans l’aéronautique : « Ils ne veulent pas donner les éléments montrant que ces drones valent plus cher que des aéroplanes classiques, alors que cela semble évident. »

    La nouvelle de la chute de l’onéreux volatile n’a pas suscité beaucoup de réactions publiques – il n’en est quasiment pas fait mention dans les médias autres que grecs, hormis sur des sites spécialisés. On en trouve cependant une trace sur le portail numérique du Parlement européen, en date du 29 août 2023. Ce jour-là, Özlem Demirel, députée allemande du parti de gauche Die Linke, pose la question « E-002469/2023 » (une interpellation enregistrée sous le titre : « Crash of a second long-range drone operated on Frontex’s behalf »), dans laquelle elle interroge la fiabilité de ces drones. Elle y rappelle que, déjà en 2020, un coûteux drone longue distance opéré par Frontex s’était crashé en mer – un modèle Hermes 900 cette fois-ci, tout aussi onéreux, bijou de l’israélien Elbit Systems. Et la députée de demander : « Qui est responsable ? »

    Une question complexe. « En charge des investigations, les autorités grecques détermineront qui sera jugé responsable, explique Matthias Monroy. S’il y a eu une défaillance technique, alors IAI System devra sans doute payer. Mais si c’est un problème de communication satellite, comme certains l’ont avancé, ou si c’est une erreur de pilotage, alors ce sera à Airbus, ou plutôt à son assureur, de payer la note. »
    VOL AU-DESSUS D’UN NID D’EMBROUILLES

    Le Heron 1 a la taille d’un grand avion de tourisme – presque un mini-jet. D’une envergure de 17 mètres, censé pouvoir voler en autonomie pendant 24 heures (contre 36 pour le Hermes 900), il est équipé de nombreuses caméras, de dispositifs de vision nocturne, de radars et, semble-t-il, de technologies capables de localiser des téléphones satellites

    . Détail important : n’étant pas automatisé, il est manœuvré par un pilote d’Airbus à distance. S’il est aussi utilisé sur des théâtres de guerre, notamment par les armées allemande et israélienne, où il s’est également montré bien peu fiable

    , sa mission dans le cadre de Frontex relève de la pure surveillance : il s’agit de fournir des informations sur les embarcations de personnes exilées en partance pour l’Europe.

    Frontex disposait de deux drones Heron 1 jusqu’au crash. Airbus était notamment chargé d’assurer le transfert des données recueillies vers le quartier général de Frontex, à Varsovie (Pologne). L’engin qui a fait un fatal plouf se concentrait sur la zone SAR(Search and Rescue

    ) grecque et avait pour port d’attache la Crète. C’est dans cette même zone SAR que Frontex a supervisé plus ou moins directement de nombreux pushbacks (des refoulements maritimes), une pratique illégale pourtant maintes fois documentée, ce qui a provoqué un scandale qui a fini par contraindre le Français Fabrice Leggeri à démissionner de la tête de l’agence fin avril 2022. Il n’est pas interdit de penser que ce Heron 1 a joué en la matière un rôle crucial, fournissant des informations aux gardes-côtes grecs qui, ensuite, refoulaient les embarcations chargées d’exilés.

    Quant à son jumeau, le Heron positionné à Malte, son rôle est encore plus problématique. Il est pourtant similaire à celui qui s’est crashé. « C’est exactement le même type de drone », explique Tamino Bohm, « tactical coordinator » (coordinateur tactique) sur les avions de Sea-Watch, une ONG allemande de secours en mer opérant depuis l’île italienne de Lampedusa. Si ce Heron-là, numéro d’immatriculation AS2132, diffère de son jumeau, c’est au niveau du territoire qu’il couvre : lui survole les zones SAR libyennes, offrant les informations recueillies à ceux que la communauté du secours en mer s’accorde à désigner comme les « soi-disant gardes-côtes libyens »

    – en réalité, des éléments des diverses milices prospérant sur le sol libyen qui se comportent en pirates des mers. Financés en partie par l’Union européenne, ils sont avant tout chargés d’empêcher les embarcations de continuer leur route et de ramener leurs passagers en Libye, où les attendent bien souvent des prisons plus ou moins clandestines, aux conditions de détention infernales

    C’est ainsi qu’au large de Lampedusa se joue une sorte de guerre aérienne informelle. Les drones et les avions de Frontex croisent régulièrement ceux d’ONG telles que Sea-Watch, dans un ballet surréaliste : les premiers cherchant à renseigner les Libyens pour qu’ils arraisonnent les personnes exilées repérées au large ; les seconds s’acharnant avec leurs maigres moyens à documenter et à dénoncer naufrages et refoulements en Libye. Et Tamino d’asséner avec malice : « J’aurais préféré que le drone crashé soit celui opérant depuis Malte. Mais c’est déjà mieux que rien. »
    BUDGET GONFLÉ, MANDAT ÉLARGI

    Tant que l’enquête sur le crash n’aura pas abouti, le vol de drones Heron 1 est suspendu sur le territoire terrestre et maritime relevant des autorités grecques, assure Matthias Monroy (qui ajoute que cette interdiction s’applique également aux deux drones du même modèle que possède l’armée grecque). Le crash de l’un de ses deux Heron 1 est donc une mauvaise nouvelle pour Frontex et les adeptes de la forteresse Europe, déjà bien éprouvés par les arrivées massives à Lampedusa à la mi-septembre et l’hospitalité affichée sur place par les habitants. À l’image de ces murs frontaliers bâtis aux frontières de l’Europe et dans l’espace Schengen – un rapport du Parlement européen, publié en octobre 2022 « Walls and fences at EU borders » (https://www.europarl.europa.eu/thinktank/en/document/EPRS_BRI(2022)733692), précise que l’on en est à 2 035 kilomètres de barrières frontalières, contre 315 en 2014 –, matérialisation d’un coûteux repli identitaire clamant une submersion fantasmée, il est évident que la démesure sécuritaire ne freine en rien les volontés de rejoindre l’Europe.

    Ce ne sont pourtant pas les moyens qui manquent. Lors de sa première année d’opérations, en 2005, Frontex disposait d’un budget de 6 millions d’euros. Depuis, celui-ci n’a cessé d’enfler, pour atteindre la somme de 845,4 millions d’euros en 2023, et un effectif de plus de 2 100 personnels – avec un budget prévisionnel 2021-2027 de 11 milliards d’euros et un objectif de 10 000 gardes d’ici à 2027 (dont 7 000 détachés par les États membres).

    Depuis 2019, Frontex dispose d’un mandat élargi qui autorise l’acquisition et la possession d’avions, de drones et d’armes à feu. L’agence s’est aussi géographiquement démultipliée au fil de temps. Ses effectifs peuvent aussi bien patrouiller dans les eaux de Lampedusa que participer à des missions de surveillance de la frontière serbo-hongroise, alors que son rôle initial était simplement d’assister les pays européens dans la gestion de leurs frontières. L’agence européenne joue aussi un rôle dans la démesure technologique qui se développe aux frontières. Rien que dans les airs, l’agence se veut novatrice : elle a déjà investi plusieurs millions d’euros dans un projet de #zeppelin automatisé relié à un câble de 1 000 mètres, ainsi que dans le développement de drones « #quadcopter » pesant une dizaine de kilos. Enfin, Frontex participe aussi à la collecte généralisée de #données migratoires dans le but d’anticiper les refoulements. Elle soutient même des projets visant à gérer les flux humains par #algorithmes.

    Traversée comme les armées par une culture du secret, l’agence s’est fait une spécialité des zones grises et des partenariats opaques, tout en prenant une place toujours plus importante dans la hausse de la létalité des frontières. « Frontex est devenue l’agent de la #militarisation_des_frontières européennes depuis sa création, résume un rapport de la Fondation Jean-Jaurès sorti en juillet 2023. Fondant son fonctionnement sur l’#analyse_des_risques, Frontex a contribué à la perception des frontières européennes comme d’une forteresse assiégée, liant le trafic de drogue et d’êtres humains à des mouvements migratoires plus larges. »

    « VOUS SURVEILLEZ LES FRONTIÈRES, NOUS VOUS SURVEILLONS »

    Dans sa volonté d’expansion tous azimuts, l’agence se tourne désormais vers l’Afrique, où elle œuvre de manière plus ou moins informelle à la mise en place de politiques d’#externalisation des frontières européennes. Elle pèse notamment de tout son poids pour s’implanter durablement au #Sénégal et en #Mauritanie. « Grâce à l’argent des contribuables européens, le Sénégal a construit depuis 2018 au moins neuf postes-frontières et quatre antennes régionales de la Direction nationale de lutte contre le trafic de migrants. Ces sites sont équipés d’un luxe de #technologies de #surveillance_intrusive : outre la petite mallette noire [contenant un outil d’extraction des données], ce sont des #logiciels d’#identification_biométrique des #empreintes_digitales et de #reconnaissance_faciale, des drones, des #serveurs_numériques, des lunettes de vision nocturne et bien d’autres choses encore », révèle une enquête du journal étatsunien In These Times. Très impopulaire sur le continent, ce type de #néocolonialisme obsidional se déploie de manière informelle. Mais il porte bien la marque de Frontex, agence agrippée à l’obsession de multiplier les murs physiques et virtuels.

    Au Sénégal, pour beaucoup, ça ne passe pas. En août 2022, l’association #Boza_Fii a organisé plusieurs journées de débat intitulées « #Pushback_Frontex », avec pour slogan : « Vous surveillez les frontières, nous vous surveillons ». Une manifestation reconduite en août 2023 avec la mobilisation « 72h Push Back Frontex ». Objectif : contrer les négociations en cours entre l’Union européenne et le Sénégal, tout en appelant « à la dissolution définitive de l’agence européenne de gardes-frontières ». Sur RFI, son porte-parole #Saliou_Diouf expliquait récemment son point de vue : « Nous, on lutte pour la #liberté_de_circulation de tout un chacun. […] Depuis longtemps, il y a beaucoup d’argent qui rentre et est-ce que ça a arrêté les départs ? »

    Cette politique « argent contre muraille » est déployée dans d’autres États africains, comme le #Niger ou le #Soudan. Frontex n’y est pas directement impliquée, mais l’Europe verse des centaines de millions d’euros à 26 pays africains pour que des politiques locales visant à bloquer les migrations soient mises en place.

    « Nous avons besoin d’aide humanitaire, pas d’outils sécuritaires », assure Mbaye Diop, travailleur humanitaire dans un camp de la Croix-Rouge situé à la frontière entre le Sénégal et la Mauritanie, dans l’enquête de In These Times. Un constat qui vaut de l’autre côté de la Méditerranée : dans un tweet publié après le crash du Heron 1, l’ONG Sea-Watch observait qu’avec les 50 millions alloués à Airbus et à ses sous-traitants pour planter son Heron dans les flots, « on pourrait faire voler pendant 25 ans nos avions de secours Seabird 1 et Seabird 2 ».

    The vessel will be the first for #Bibby_Marine in five years

    he Government has awarded £20m to the Liverpool company that owns the controversial asylum barge Bibby Stockholm to build a new vessel.

    A consortium led by Bibby Marine has secured the money alongside Port of #Aberdeen, #Offshore_Renewable_Energy (#ORE) Catapult, #Kongsberg, #DNV, #Shell and #Liverpool_John_Moores_University.

    The funding from the #Zero_Emission_Vessel_Infrastructure (#ZEVI) competition will be put towards the construction of the world’s first zero-emission #electric_Service_Operation_Vessel (#eSOV).

    Bibby Marine said the eSOV will have a “powerful” battery system and dual fuel methanol engines for back up, along with associated shore-charging facilities.

    The company received £19.4m while Liverpool John Moores University has awarded almost £100,000, DNV (£27,138), Shell (£120,320), #Aberdeen_Harbour_Board (£224,828) and #Offshore_Renewable_Energy_Catapult (£197,752).

    The project is expected to cost more than £30m in total.

    “This project will strengthen and demonstrate the ability of UK industry as a partner in design, manufacture and certification of the 300 vessels of this kind needed in Europe by 2050.”
