The United Nations Refugee Works Agency, which was mandated to rebuild the old Nahr al-Bared camp at the 2008 Vienna Conference, has reconstructed nearly 1,350 of 4,591 housing units and 350 of 880 shops destroyed during the Army’s three-month-long bombardment in 2007 of militants from Fatah al-Islam.

But donor funds have since dried up and UNRWA has come under criticism for the sluggish pace of the rebuilding. At least 20,000 of the nearly 30,000 Palestinians displaced from Nahr al-Bared have yet to return.
