Beware of the buzzword

Along with the occasionally lofty rhetoric and more frequently bland bureaucratese spoken at EU summits, be on the lookout for buzzwords — even beyond the ubiquitous “10-point plan” label already used in the days leading up to this one.

Count the times you hear the word “holistic” — usually deployed to describe an approach that is hard to define and isn’t going to happen anytime soon. The word “delicate” has also been tossed around to ensure that the idea of a naval mission not take on the tone of a full-scale military operation.

“Legal aspects” is a cover for any delays in action as the Council figures out how to get court-ordered mandates for naval action, cease-and-desist for smuggler bank accounts and the removal of Facebook advertisements for illegal passages to Europe.

And beware of “historic,” a label often appended to EU summits — including this one, which is the first-ever held solely on the migration issue. The question, as history has shown, is whether at the end the story lives up to the billing.

Au moins 1 650 personnes ont péri depuis le début de l’année en tentant de franchir la Méditerranée. L’Europe ne pourrait rien faire : faux. Avant le sommet européen de jeudi, Mediapart fait l’inventaire des solutions envisagées et de ce qui a déjà été expérimenté malgré la mobilisation de moyens financiers dérisoires. Lutte contre les mafias de passeurs, redéfinition de Frontex, changement des politiques d’asile et de visas : de nouveaux choix politiques sont nécessaires.
