    It is claimed that the necessary measures for Corona Pandemic have not been taken at the Izmir Harmandalı Retention Center. According to the complaints received by the Izmir Bar Association, it is claimed that only the first refugees who are kept under administrative supervision in the institution are measured and the people who are sick are not isolated, sufficient hygiene materials are not given to the refugees in the institution, and the numbers of people ranging in the rooms goes from 5 to 15 people .

    On the other hand, according to the information obtained by the Izmir Bar Association, the COVID-19 test of 30 refugees and 1 security guard was positive. 30 Refugees are isolated on the A2 floor of the Return Center and are prevented from reaching their lawyers by phone.

    Lawyers from the Izmir Bar Association of Immigration and Asylum Commission, who met with refugees, prepared a report after their meetings with refugees. According to the Izmir Harmandalı Removal Center Corona Pandemic Report, refugees who were kept under administrative detention expressed the following complaints;

    When people were first taken to GGM, they were not taken to a separate place (which may be called quarantine) and that they were taken to other people staying in GGM, and that the people who came after them were brought directly to the rooms without being kept in a separate room.

    Another refugee who was brought to GGM at the beginning of March had 15 people staying in the rooms and new people were constantly brought to his room in the center where he was kept closed for two weeks,

    A refugee arriving at GGM at the end of March; 12 people in the rooms, 200 people on the floor, but this number decreased to 4 people in the rooms and 70 people on the floor in April,

    Some refugees; that they were not given any official information, except that they were quarantined and that they would be left 14 days later, that no official decision was notified, but that the 14-day period had expired, but they were still closed,

    Some refugees; that they were unable to meet any authorized person in the institution except for the security officers that their names were misspelled in the deportation decisions notified to them,

    There is no regular cleaning in the corridors of the floors they are on,

    The rooms are not cleaned by the cleaning staff only that they do the cleaning, but sufficient cleaning agent is not provided free of charge,

    They have been given one soap and detergent from the date they entered, and no hygiene items have been provided.

    There are no disinfectant gloves, etc. in rooms, floors and corridors,

    The rooms are stuffy and the floors on which they are located are not well ventilated, 2 · Garbage is not collected regularly and stacked,

    There is a kind of insect in GGM, many people suffer from itching and swelling due to this insect, but institution officials are not concerned with this situation,

    Only in the morning, fever measurements were made, people who had a high fever were given antipyretic drugs, but were not taken to another section or room,

    A person who stated that he had a fever and annoyance in the evening hours was taken care of after he communicated the situation to his lawyer on the phone that his fever was not measured and not taken to the doctor’s examination,

    They stated that their access to the doctor was very limited and that their requests for medical examination were not met.

    In the report, it was emphasized that all these complaints conveyed to the lawyers of the Izmir Bar Association’s Immigration and Asylum Commission indicated that adequate measures were not taken regarding the Corona Pandemic at the Harmandalı Removal Center and that they could not be provided due to the lack of physical facilities, equipment and personnel.

    ’Borders Closed, Administrative Surveillance Violation’

    In this pandemic, which affected the whole world, it was stated in the report that it was not possible to apply the deportation procedure against the persons under the principle of “Non refoulment”, which was regulated in the 4th article of the Law on International Protection of Foreigners. All international flights were stopped in our country and border crossings were partially closed. It is not known when these measures related to the process will be terminated. Continuing to be kept under administrative surveillance based on deportation decisions that cannot be realized due to a pandemic, which is a situation that is virtually impossible to execute and which is caused by people outside itself, is a violation of the right to liberty and security.

    ’Open Violation of Right to Life in Eclipse in Pandemic GGMs’

    The report stated that it is not possible to maintain social distance during the Corona Pandemic period, and that there will be a clear violation of the right to life in the removal centers where at least 5 people are accommodated in a single room. It should be noted that the ward system and the overcrowding of the wards pose a serious risk. It is incompatible with the principle of equality to keep foreigners closed because they could not fulfill some of their administrative obligations at a time when even the convicts who were executing their executions in the open prison by the Ministry of Justice were permitted.Also, in this period, while the official statements regarding the postponed liberty and judicial control obligations of citizens were postponed, no official statement was made by the İzmir Migration Administration regarding the refugees who have a signature obligation. This situation creates a vital risk for both refugees and institutional personnel
