On Aug. 17, Ugandans woke up to the news that the government had agreed to temporarily host about 2,000 Afghan refugees following a request from the U.S government.

Until then, many Ugandans had known about the long-running conflict in faraway Afghanistan. But few could have imagined their country somehow getting involved – albeit as a refuge of humanitarian assistance in the crisis.

Instead, when the Taliban fighters swiftly swept through the country and took over the capital, Kabul in the middle of August, thousands of Afghans immediately started scampering for their lives when President Ashraf Ghani left Afghanistan and was widely quoted saying he did so to avoid bloodshed.

Esther Davinia Anyakun, Uganda’s state minister for relief, disaster preparedness and refugees, broke the news that America had requested Uganda to host 2,000 of the fleeing Afghans.

She said President Yoweri Museveni had ordered her to make preparations to host 2,000 refugees from Afghanistan who would be brought in shifts of 500.

She revealed that the UNHCR (United Nations High Commissioner for Refugees) had secured the Imperial Group of hotels in Entebbe as a transit centre for the Afghans to arrive at and be screened. She said the Afghans are expected to stay in Uganda for at least three months before being relocated to a third country.

In the early morning of Aug.25, a chartered flight carrying 51 evacuees from Afghanistan touched down at the old airport in Entebbe. The Independent understands the flight was organised by an Afghan-American services company known as #Sayara_International.

The International Rescue Committee (IRC) in Uganda, an American humanitarian agency that has worked in Afghanistan for 30 years and in Uganda since 1998, received the Afghan evacuees and they will be helping them with accommodation, healthcare and general welfare services during their temporary stay in Uganda.

“The IRC is proud to be complementing the efforts of the Government of Uganda and US embassy to receive and support 51 Afghan evacuees that arrived in Uganda at 7.53am this morning,” Elijah Okeyo, the IRC Uganda Country Director said shortly after the Afghan evacuees’ arrival in Uganda.

“The evacuees from Afghanistan will stay temporarily in Uganda whilst in transit whilst applying for asylum to countries of resettlement such as the US.”

“Uganda has a long history and tradition of welcoming refugees from all over the world and is one of the world’s largest refugee hosting countries, with 1.5 million refugees mainly from South Sudan and the Democratic Republic of Congo.

The Foreign Affairs ministry said the evacuees who included men, women and children underwent the necessary security screening as well as the mandatory COVID-19 testing and the required quarantine procedures.

A statement from the American embassy in Kampala noted that as the largest bilateral supporter of refugees in Uganda and their Ugandan host communities, the United States appreciates the Ugandan people for their generosity and hospitality toward these communities.

“The Government of Uganda has once again demonstrated a willingness to play its part in matters of international concern. We commend its efforts and those of the local and international organizations in Uganda who are providing humanitarian support in partnership with the Government of Uganda for these evacuees from Afghanistan.”

“The United States appreciates the Government of Uganda’s offer to provide temporary assistance to Afghanistan evacuees and commends international organization representatives in Uganda for their partnership and for lending their expertise and support to Afghanistan evacuees,” the spokesperson of the US mission in Kampala told The Independent in an email.

Uganda is often praised as a model of hospitability for refugees. The country is home to at least 1.5 million refugees and has a remarkable open border tradition that spans decades, despite dealing with high domestic poverty levels. But the news that Uganda might be a destination country for Afghan refugees following the US withdrawal from that country in August 2021 has raised alarms in Uganda. Some local human rights defenders are concerned that accepting Afghan refugees might excuse President Yoweri Museveni’s continued authoritarian rule.

In the last year alone I have sat button-lipped at a dinner table as a racist debate raged around me, I’ve ploughed on in a job interview after being asked a string of racist questions, I have prioritised other people’s fragility and ‘not making a scene’ over my own wellbeing.

Minorities are all too often encouraged to keep their heads down when dealing with racism, to not make a fuss, to make sure nobody else feels awkward.

In recent months, black footballers have been discouraged from walking off the pitch when they hear racist abuse and monkey chants from the crowds, and told that they should keep playing no matter what. To make matters worse, when they do take a stand and report it, cases are often dropped due to a ‘lack of evidence’.

And, as is so often the case, the focus is now on the wrong thing – the couple’s reaction to the racism, rather than the racism itself.

The fact that the royal family turned out to be an unwelcoming space for its first senior member who happens to be mixed-race, will not be a surprise to minorities living in the UK.

Après l’annonce du prince Harry et de son épouse Meghan de leur volonté de se mettre en retrait, une réunion de crise de la famille royale britannique aura lieu, ce lundi, autour de la reine Elizabeth II.

Une concertation au sommet pour tenter de résoudre le casse-tête Harry-Meghan : la reine d’Angleterre Elizabeth II réunit le noyau dur de son clan, ce lundi, après la crise déclenchée par la volonté du couple de se mettre en retrait de ses obligations royales.

Selon la presse britannique, il s’agira du premier face-à-face du prince Harry, 35 ans, avec sa grand-mère depuis son annonce choc, mercredi, de vouloir gagner son « indépendance financière » avec sa femme Meghan, 38 ans, et de vivre une partie de l’année en Amérique du Nord, sans toutefois totalement tourner le dos à la monarchie.

Son père, le prince héritier Charles, et son frère, le prince William, avec qui Harry entretient des relations difficiles, seront présents également à cette réunion sans précédent dans la résidence privée de la souveraine à Sandringham, dans l’est de l’Angleterre. Meghan, partie au Canada, pourrait y participer par conférence téléphonique.

Une ambiance pour le moins tendue
L’ambiance risque d’être tendue, la famille royale, « blessée » selon la presse, ayant été prise de court par l’annonce explosive du couple, qui a ravivé le souvenir de l’abdication fracassante, en 1936, du roi Edouard VIII pour épouser Wallis Simpson, une Américaine divorcée - comme Meghan.

Elizabeth II, 93 ans, avait demandé aux membres de la famille de trouver rapidement une « solution » pour son petit-fils, sixième dans l’ordre de sa succession, et son épouse.

Parmi les sujets à l’ordre du jour, il y aura le montant de la dotation financière que le prince Charles attribue au couple de sa réserve personnelle, qui représente l’essentiel de ses revenus, la question de ses titres royaux, et le périmètre des transactions commerciales que Harry et Meghan seront autorisés à faire, avance le Sunday Times.

Ce changement de rôle auquel aspirent le duc et la duchesse de Sussex, qui s’étaient épanchés sur leurs difficultés à vivre sous la pression médiatique, « nécessite des discussions complexes et réfléchies », ont indiqué des sources au sein de la maison royale.

Le prince William s’est dit « attristé »
Signe de la profondeur de la crise, le prince William, deuxième dans l’ordre de succession, s’est dit « attristé », déplorant s’être éloigné de son frère, dont il était pourtant très proche depuis la mort de leur mère Diana, en 1997. « J’ai passé le bras autour de mon frère toute notre vie et je ne peux plus le faire ; nous sommes des entités séparées », a-t-il confié à un ami, d’après des propos rapportés par le Sunday Times.

Harry, Meghan et leur fils Archie, âgé de huit mois, ont passé Noël au Canada et l’ex-actrice américaine est retournée, cette semaine, dans ce pays où elle a vécu lorsqu’elle jouait dans la série « Suits ».

Selon plusieurs médias canadiens, elle serait sur l’île de Vancouver, dans l’extrême sud-ouest, où le couple avait pris des vacances prolongées pour prendre du recul après avoir affiché son malaise face aux critiques appuyées des tabloïds sur les supposés caprices de Meghan Markle et son luxueux train de vie.

Meghan et Harry n’ont jusqu’ici officiellement renoncé qu’à leur part de l’allocation royale, laquelle ne représenterait que 5 % de leurs revenus. Tout en disant vouloir garder leurs titres royaux, l’usage du cottage qu’ils occupent sur les terres du château de Windsor et la protection policière dont ils bénéficient.

Le couple a, par ailleurs, fait déposer la marque « Sussex Royal », qui couvre des domaines très divers, de cartes postales à des vêtements, en passant par des services de conseil ou des campagnes caritatives.

81 % des Britanniques pour aucun soutien financier
Ce désir de Harry et Meghan de vivre à la fois comme membres de la monarchie et comme particuliers gagnant leur vie est un « mélange toxique », estime David McClure, un auteur spécialiste des finances royales.
« Comment pouvez-vous être à moitié dedans, à moitié dehors ? Assumer des fonctions publiques la moitié de la semaine et l’autre moitié gagner vos propres revenus avec la télévision, des conférences, des livres ? C’est très risqué », a-t-il indiqué à l’agence de presse Press Association.
L’opinion publique semble désavouer Harry et Meghan : 81 % des Britanniques estiment qu’ils ne doivent recevoir aucun soutien financier de la famille royale ou des contribuables, et 46 % pensent qu’ils doivent renoncer à leurs titres (contre 34 %), selon un sondage YouGov réalisé pour le tabloïd The Sun.
