On the campaign trail, President-elect Donald Trump promised to punish local governments that don’t comply with federal immigration authorities. In some so-called “sanctuary cities,” officials refuse to hand over illegal immigrants for deportation. Because jails are typically run by counties, rather than cities, county policies can matter more to immigrants.
