    While U.K. Prime Minister Theresa May’s Brexit battle got most of the attention in Europe, the recalcitrance of Italy’s left-right government when it came to orders from Brussels and the cliff dive that French President Emmanuel Macron—once seen as Europe’s young antidote to Trump—took in the polls were probably more dire events this year. But we were so glued to the Brexit drama that few people saw them coming. To be sure, the Brexit fight and Italy’s partial compromise on budgets were signs that it’s not as easy to leave the European Union as some people think. But the right keeps rising, and it’s hard to know which sprouting weed to cover next.

    Everyone likes to talk about the ways that liberalism might be killed off, whether by populism at home or adversaries abroad. Fewer talk about the growing indications in places like Denmark that liberal democracy might accidentally commit suicide.

    As a philosophy of government, liberalism is premised on the belief that the coercive powers of public authorities should be used in service of individual freedom and flourishing, and that they should therefore be constrained by laws controlling their scope, limits, and discretion. That is the basis for historic liberal achievements such as human rights and the rule of law, which are built into the infrastructure of the Scandinavian welfare state.

    That advertising pitch was revealed in a report released Monday by the Senate Intelligence Committee and produced by the cybersecurity firm New Knowledge. The report provides the most comprehensive look to date at the Kremlin’s attempt to boost Trump’s candidacy and offers a surprising insight regarding that campaign: Moscow’s operatives operated much like digital marketers, making use of Instagram to reach a huge audience.

    By blending marketing tactics with political messaging, the Internet Research Agency (IRA) established a formidable online presence in the run-up to the 2016 election (and later), generating 264 million total engagements—a measure of activity such as liking and sharing content—and building a media ecosystem across Facebook and Instagram.

    The authors of the report believe @blackstagram__ served as a vehicle for Kremlin propaganda targeting the American black community, skillfully adopting the language of Instagram, where viral marketing schemes exist side by side with artfully arranged photographs of toast.

    As Americans streamed to the polls on Nov. 8, 2016, @blackstagram__ offered its contribution to the Kremlin’s campaign to depress turnout, borrowing a line from a Michael Jackson song to tell African-Americans that their votes didn’t matter: “Think twice before you vote. All I wanna say is that they don’t really care about us. #Blacktivist #hotnews.”

    While the effect of the IRA’s coordinated campaign to depress voter turnout is difficult to assess, the evidence of the group’s online influence is stark. Of its 133 Instagram accounts, 12 racked up more than 100,000 followers—the typical threshold for being considered an online “influencer” in the world of digital marketing. Around 50 amassed more than 10,000 followers, making them what marketers call “micro-influencers.”

    These accounts made savvy use of hashtags, built relationships with real people, promoted merchandise, and targeted niche communities. The IRA’s most popular Instagram accounts included pages devoted to veterans’ issues (@american.veterans), American Christianity (@army_of_jesus), and feminism (@feminism_tag).

    In a measure of the agency’s creativity, @army_of_jesus appears to have been launched in 2015 as a meme account featuring Kermit the Frog. It then switched subjects and began exclusively posting memes related to the television show The Simpsons. By January 2016, the account had amassed a significant following and reached its final iteration with a post making extensive use of religious hashtags: ““#freedom #love #god #bible #trust #blessed #grateful.” It later posted memes comparing Democratic presidential nominee Hillary Clinton to Satan.

    “The Internet Research Agency operated like a digital marketing agency: develop a brand (both visual and voice), build presences on all channels across the entire social ecosystem, and grow an audience with paid ads as well as partnerships, influencers, and link-sharing,” the New Knowledge report concludes. “Instagram was perhaps the most effective platform.”

    Donald Trump as U.S. president, Kremlin operatives running a digital interference campaign in American politics scored a viral success with a post on Instagram.

    The post appeared on the account @blackstagram__, which was in fact being run by the Internet Research Agency, a Kremlin-linked troll farm that U.S. authorities say orchestrated an online campaign to boost Trump’s candidacy in 2016. It racked up 254,000 likes and nearly 7,000 comments—huge numbers for the Kremlin campaign.

    But oddly, the post contained no political content.

    Instead, it repurposed an ad for a women’s shoe, with a photo of women of different skin tones wearing the same strappy high heel in different colors. The caption pitched the shoes as a symbol of racial equality: “All the tones are nude! Get over it!

    Amid the intense discussion of Russian interference in the 2016 election, investigators probing that campaign had devoted relatively little attention to Instagram until now. But following their exposure in 2016 and early 2017, the IRA’s operatives shifted resources to Instagram, where their content often outperformed its postings on Facebook. (Instagram is owned by Facebook.)

    Of the 133 Instagram accounts created by the IRA, @blackstagram__ was arguably its most successful, with more than 300,000 followers. Its June 2017 ad for the shoe, made by Kahmune, was the most widely circulated post dreamed up by the Kremlin’s operatives—from a total of some 116,000. (The shoe continues to be marketed by Kahmune. Company officials did not respond to questions from Foreign Policy.)

    Monday’s report, which was published alongside another by researchers at the University of Oxford and the network analysis firm Graphika, is likely to increase scrutiny of social media platforms. The New Knowledge report accuses technology firms of possibly misleading Congress and says companies have not been sufficiently transparent in providing data related to the Russian campaign.

    The rise of politicians like El-Sayed, Omar, and Tlaib also undermines a core argument advanced by dictators in the Middle East: that their people are not ready for democracy. “People would not have access to power in their countries but they would if they leave; this destroys the argument by Sisi or bin Salman,” El-Sayed said, referring to Egyptian President Abdel Fattah al-Sisi and Saudi Arabian Crown Prince Mohammed bin Salman. “What’s ironic is there is no way I would aspire to be in leadership in Egypt, the place of my fathers.”

    American allies in the region also fear that the Democratic Party’s new Arab leaders will advocate for political change in their countries. Having spent millions of dollars for public relations campaigns in Western capitals, the Persian Gulf countries feel threatened by any policymakers with an independent interest in and knowledge of the region. They have thus framed these officials’ principled objections to regional violations of human rights and democratic norms as matters of personal bias. One commentator, who is known to echo government talking points and is frequently retweeted by government officials, recently spread the rumor that Omar is a descendent of a “Houthi Yemeni” to undermine her attacks on the Saudi-led war on Yemen.

    The most common attack online by the Saudi-led bloc on the Muslim-American Democrats has been to label them as members of the Muslim Brotherhood, or more generally as ikhwanji, an extremist catch-all term. These attacks started long before this year’s elections. In 2014, the UAE even announced a terror list that included the Council on American-Islamic Relations (CAIR) for its alleged links to the Muslim Brotherhood.

    The attacks attempting to tie Omar and Tlaib to the Muslim Brotherhood started in earnest after CAIR publicly welcomed their election to Congress. One UAE-based academic, Najat al-Saeed, criticized Arabic media for celebrating the two Muslim women’s victories at the midterms, and pointed to CAIR’s support for them as evidence of their ties to the Brotherhood.

  • Americans Are Increasingly Critical of Israel – Foreign Policy

    The firing of Professor Marc Lamont Hill as a CNN contributor after his speech at a United Nations event commemorating the International Day of Solidarity with the Palestinian People has generated considerable debate about free speech that goes beyond the case itself—what is legitimate criticism of Israel, and what constitutes anti-Semitism. A recent University of Maryland public-opinion poll indicates that many aspects of Hill’s views are widely shared among the American public—and that these views are not reflective of anti-Semitic attitudes, or even of hostility toward Israel as such. On these issues, there is a gap between the mainstream media and U.S. politicians on the one hand, and the American public on the other.

    While many issues were raised about Hill, the part of his speech that received the most criticism was his call for a “free Palestine from the river to the sea,” which was seen by some as calling for the end of Israel. Hill himself clarified almost immediately that “my reference to ‘river to the sea’ was not a call to destroy anything or anyone. It was a call for justice, both in Israel and in the West Bank/Gaza.” In an op-ed he penned later, he acknowledged that the language he chose may have contributed to the misperception that he was advocating violence against Jewish people—and apologized for that.

    But, perceptions aside, are Professor Hill’s views exceptional?

    The first issue to consider is advocacy for a one-state solution, from the Jordan River to the Mediterranean Sea, with equal citizenship for all, which would in effect threaten Israel’s status as a Jewish-majority state, as Arabs might soon outnumber Jews on that territory. In fact, this solution has considerable support among the American public, as revealed in a University of Maryland Critical Issues Poll, fielded by Nielson Scarborough, which was conducted in September and October among a nationally representative sample of 2,352 Americans, with a 2 percent margin of error. When asked what outcome they want U.S. President Donald Trump’s administration to seek in mediating the Israeli-Palestinian conflict, Americans are split between one state with equal citizenship and two states coexisting side by side: 35 percent say they want a one-state solution outright, while 36 percent advocate a two-state solution, 11 percent support maintaining the occupation, and 8 percent back annexation without equal citizenship. Among those between 18 and 34 years old, support for one state climbs to 42 percent.

    Furthermore, most of those who advocate a two-state solution tend to choose one state with equal citizenship if the two-state solution were no longer possible; the last time the survey asked this question, in November 2017, 55 percent of two-state solution backers said they would switch to one state in such circumstances. Bolstering this result is Americans’ views on the Jewishness and democracy of Israel: If the two-state solution were no longer possible, 64 percent of Americans would choose the democracy of Israel, even if it meant that Israel would cease to be a politically Jewish state, over the Jewishness of Israel, if the latter meant that Palestinians would not be fully equal.

    When one considers that many Israelis and Palestinians, as well as many Middle East experts, already believe that a two-state solution is no longer possible, especially given the large expansion of Israeli settlements in the West Bank, it’s not hard to see why more people would be drawn to a one-state solution—or see the advocacy for two states as legitimizing the unjust status quo through the promise of something unattainable.

    Second, while most Americans have probably never heard of the Boycott, Divestment, Sanctions (BDS) movement that Hill backs, our poll shows that a large number of Americans support imposing sanctions or more serious measures if Israeli settlements in the West Bank continue to expand: 40 percent of Americans support such measures, including a majority of Democrats (56 percent). This comes as senators, including Democrats, are proposing, despite continued ACLU opposition, to delegitimize and criminalize voluntary boycotts of Israel or settlements through the Israel Anti-Boycott Act, while not differentiating between Israeli settlements in the West Bank from those in Israel proper.

    Third, there is a growing sense that the Israeli government has “too much influence” on U.S. politics and policies: 38 percent of all Americans (including 55 percent of Democrats, and 44 percent of those under 35 years old), say the Israeli government has too much influence on the U.S. government, compared with 9 percent who say it has “too little influence” and 48 percent who say it has “about the right level of influence.” While the number of Jewish participants in the sample (115) is too small to generalize with confidence, it is notable that their views fall along the same lines of the national trend: 37 percent say Israel has too much influence, 54 percent say it has the right level, and 7 percent say it has too little influence.

    These results indicate neither a rise in anti-Semitism nor even a rise in hostility toward Israel as such. As analysis of previous polls has shown, many who espouse these opinions base them on a principled worldview that emphasizes human rights and international law.

    Keep in mind that, in a polarized America with deep political antagonism, it’s hardly surprising that Americans would have sharply divided views on Israelis and Palestinians. What many read as a rising anti-Israeli sentiment among Democrats is mischaracterized; it reflects anger toward Israeli policies—and increasingly, with the values projected by the current Israeli government.

    On the question of whether Americans want the Trump administration to lean toward Israel, toward the Palestinians, or toward neither side, there is a vast difference between Republicans and Democrats in the new poll: While a majority of Republicans want Washington to lean toward Israel outright (57 percent), a substantial majority of Democrats (82 percent) want it to lean toward neither side, with 8 percent wanting it to lean toward the Palestinians and 7 percent toward Israel. Still, it’s inaccurate to label the Democrats’ even-handedness as “anti-Israel.”

    Red Notices issued by Interpol’s 194 member states are usually reserved for people suspected of committing serious crimes. But under the UAE’s sharia-influenced legal system, some foreigners who did business there have found themselves on Interpol’s wanted list for business disputes, bounced checks, or even credit card debt—things that in many countries do not carry criminal penalties.

    There is no public information about how many Red Notices are issued by the UAE for these relatively minor matters. But one British-based group that helps people in this predicament says it is now seeing at least two cases a month.

    Under the UAE’s credit system, customers are often asked to write a check for the value of any bank loan they take, which is then held as a security. If the loan is defaulted on, the bank can then cash the check to recover its money. But because the sum is often high, it’s not unusual for the check to bounce. The Gulf state of Qatar, which has a similar credit system, sentenced British businessman Jonathan Nash to 37 years imprisonment last year for a check that could not be covered.

  • How Europe Could Blunt U.S. Iran Sanctions Without Washington Lifting A Finger – Foreign Policy

    It has been nearly seven months since the United States withdrew from the Iran nuclear deal. As sanctions begin to bite, Iranian companies are laying off employees, and Iranian households are facing renewed hardships. Iran has exercised remarkable patience while it waits for Europe to devise its #special_purpose_vehicle (#SPV), a new entity intended to help Iran blunt the impact of U.S. secondary sanctions by making it possible for companies to trade with Iran, despite the fact that most international banks refuse to process payments to and from the country.

    The SPV will do so by offering a “#compensation” service. By overseeing a ledger of payments related to exports and imports between Europe and Iran, the SPV will be able to coordinate payments so that a European exporter of goods to Iran can get paid by a European importer of goods from Iran, eliminating the need for cross-border transactions. The SPV simply coordinates payments so that exporters can be paid from funds outside of Iran while importers can be paid by funds within Iran.

    Compensation is a solution that companies have been using informally for years—the proposed mechanism is feasible. But time is running out to get the SPV up and running. Ali Akbar Salehi, the head of Iran’s atomic energy agency, recently warned that “the period of patience for our people is getting more limited.

    Europe’s SPV could be launched in the nick of time. France and Germany will likely formally establish the entity in January. But many critics believe the SPV will have a negligible impact on Iran’s economy, not least because it is unlikely that the mechanism will be used to facilitate European purchases of Iranian oil.

    When politicians own the press, trolls have the last laugh.

    Tatiana Horakova has an impressive résumé: As head of a Czech medical nonprofit that sends doctors to conflict zones, she negotiated the release of five Bulgarian nurses held by Muammar al-Qaddafi in Libya, traveled to Colombia with former French President Nicolas Sarkozy to secure a hostage’s freedom from FARC guerrillas, and turned down three nominations for the Nobel Peace Prize.

    Not bad for someone who might not even exist.

    Horakova has never been photographed. She does not appear to have a medical license. Her nonprofit, which she has claimed employs 200 doctors, appears to be a sham. Her exploits, so far as anyone can tell, are entirely fabricated.

    None of this has stopped the press from taking her claims at face value time and again over the course of more than a decade. When it comes to a good story, incredulity is scant and memories run short.

    Earlier this year, she again emerged from the shadows, this time to troll Czech Prime Minister Andrej Babis—and expose just how easily disinformation can slip into the mainstream press, especially when politicians control it.

    In September, the Czech broadsheet Lidove Noviny published an op-ed by Horakova expressing support for Babis’s refusal to offer asylum to 50 Syrian orphans, as was proposed by an opposition member of parliament. Playing up to his populist pledge not to allow “a single refugee” into the Czech Republic, the prime minister said the country had its own orphans to care for.

    That crossed the line and provoked widespread criticism. But Horakova’s op-ed seemed to offer a way out: an expert offering the opinion that the orphans would be better off at home in Syria. 

    Horakova originally sent the piece to the prime minister’s office, which forwarded it to the paper. A brief Google search would have raised plenty of red flags about the author, but the newspaper leaped without looking.

    (…) China’s party-state is collecting a vast amount of information on its citizens, and its social credit system and other developments internally and overseas raise many serious concerns. But contrary to the mainstream media narrative on this, Chinese authorities are not assigning a single score that will determine every aspect of every citizen’s life—at least not yet. (…)

    The scope, scale, diversity, and language of the evolving system have caused a lot of confusion, particularly with respect to the existence of a single social credit score. There is no such thing as a national “social credit score.”

    A few dozen towns and cities in China, as well as private companies running loyalty-type programs for their customers, do currently compute scores, primarily to determine rewards or access to various programs. That was the source of at least some of the confusion. Alibaba’s Sesame Credit program, for instance, which gives rewards on Alibaba’s platforms and easier access to credit through a linked company, was often cited as a precursor of a planned government program, despite being a private enterprise.

Je vis en Chine depuis 15 mois (après avoir vécu ~49 ans en France et quelques années dans divers autres pays) et sur le plan de la surveillance il n’y a pas photo, elle est ici (en Chine) des plus étroites. Les rues sont bardées de caméras, résidences et commerces de surveillants. L’infamous firewall (GFW) monte sans cesse en puissance (mes VPN tombent comme à Gravelotte, parfois toutes les 10 minutes). Si je m’installe quelque part le délateur local rappelle prestement à mes hôtes que je dois être déclaré au commissariat local. Savez-vous ce qu’est le huji (hukou) et quel est son équivalent dans « le monde libre » ? J’en passe car m’en tiens à ce que j’ai constaté, mais les camps de vacances pour opposants politiques et le quadrillage en règle permanent de certaines provinces sont connus. Certes, au quotidien chacun fait ce qu’il veut tant qu’il respecte les principes fondamentaux (ne pas critiquer le PCC en public et n’emmerder personne (surtout pas un puissant)), mais la surveillance, quoique le plus souvent discrète, est générale et permanente. Cela compensant peut-être ceci(?). Bref, Les habits neufs du président restent d’actualité.

    The current standoff between the Italian government and the European Commission in Brussels—in which Italy is pushing for greater spending resulting in a larger deficit, which the commission claims violates its rules—seems at first glance like a replay of the game of chicken that drove the Greek debt crisis in 2015. Then, like now, debt and politics were intimately intertwined, with an indebted nation trying by any means necessary to gain leverage on the eurozone institutions that have a say over its economy. On the one hand, Italy has been emphasizing its geopolitical importance, arguing that it has a critical role to play in maintaining Libya’s stability. On the other, it is sending a subtle message that, if placed under pressure, it has the power to blow up the eurozone.

    It is not difficult to see how a compromise might be found in which Italy and Europe could agree on infrastructure investment financed through deficit spending, but the escalation of the political conflict means that as time passes any productive outcome becomes less and less likely. The European Union must find a solution before the politics become completely poisonous.

    On the face of it, the budget dispute, which turns on Italy’s proposal for a 2.4 percent deficit, looks puzzling. Isn’t 2.4 percent less than 3 percent, the (admittedly overly simple) deficit to GDP ratio rule stipulated in the EU’s Maastricht Treaty and its Stability and Growth Pact? In truth, the dispute is fundamentally about the link between fiscal positions and growth.

    The problem is that everyone knows that Italy’s bootstraps narrative doesn’t fully describe its motives. The importance of the budget for the Italian government goes far beyond its numbers: Its basic purpose is political. The fiscal package represents not only an overall stimulus for the Italian economy but also an attempt to tie together the two quite disparate parties in the government coalition. […]
    There is also a very obvious national, not to say nationalist, element. This is a budget designed to defy Europe and to make the point that in a democracy people should, in voting for their government, have a say over their tax rates and their fiscal regime. The budget also includes some savings, in part from reduced spending on the housing and management of migrants.

    This is the phenomenon we face today in the United States, where the economy has rebounded more quickly than it has elsewhere in the West yet the forces of nationalism have not abated a whit. Donald Trump has not even campaigned on the economy or the stock market, an utterly bewildering choice by classical political standards. At first the president focused on his nomination of Brett Kavanaugh to the Supreme Court, which drew attention to his crusade against abortion, the great values issue of the last generation. But recently he has switched to immigration, turning the caravan of mothers and children seeking refuge from the violence and poverty of Central America into a threat to national security and identity.

    Steve Bannon has claimed that the American electorate is dividing between “nationalists” and “cosmopolitans.” Trump plainly agrees, and he knows his base. A 2017 survey found that “fears about immigrants and cultural displacement were more powerful factors than economic concerns in predicting support for Trump among white working-class voters.” Almost half of such voters agreed with the statement, “things have changed so much that I often feel like a stranger in my own country”—an echo of the title of Arlie Russell Hochschild’s study of working-class Louisiana whites, Strangers in Their Own Land. Hochschild observes that the stoical, self-reliant code of her Cajun subjects cannot be wholly reduced to racism and xenophobia, even if it contains elements of both.

    What this means for liberals is that a program of economic justice will not be enough to reach alienated whites. It means as well that a politics of identity that emphasizes the particularity of every group and subgroup, the right of each to stand apart from the straight white male default, will only further inflame the yearning for an atavistic whites-only identity. Liberals must find a national language that speaks to a national, inclusive identity. French President Emmanuel Macron has very consciously sought to position himself in the tradition of Charles de Gaulle as a patriot and the incarnation of an idea of France, though a far more up-to-date idea than de Gaulle’s 19th-century grandeur. (So far, it must be said, Macron has gained a reputation more for grandeur than for patriotism.) Perhaps the gap between the Democrats’ old New Deal base and the new race- and gender-conscious one is simply too large to be bridged.

    Liberals are inclined to regard their own values as universal and self-evident, unlike the so-called subjective ones that arise from religion or custom. The cosmopolitan cherishing of diversity is an intrinsic good, while the yen for the familiar constitutes a repudiation of reality. In fact, both are preferences, though very deep ones that sharply divide those who hold them. The globalization of people, goods, jobs, and ideas has brought out that difference in sharp relief and thus redefined the politics of the West. Liberals can’t abandon their own values, but they must acknowledge them. And they must take seriously the views of those who do not share those values.

Much has changed in the past 17 years. The myth of saving Afghan women by bombing their country into oblivion has shown itself to be a devastating proposition. The Taliban are still around, and there is talk of making peace with them as the United States wearies of trying and failing to produce some sort of victory. Maloney is also around, winning her 14th term in last week’s midterm elections, even as Omar won her first. Nor will Omar be the lone Muslim: Joining her will be Rashida Tlaib, a longtime activist of Palestinian descent, who was elected in Michigan’s 13th District.

    In 1934, the investigative journalist and novelist Upton Sinclair ran in the California gubernatorial election as part of the End Poverty in California movement (EPIC). He proposed a sweeping progressive agenda that featured the introduction of pensions, increased income and property taxes on wealthy Californians, and the creation of a state-run network of cooperatives that put the unemployed to work. Business leaders and trade associations around the country, alarmed by the socialist elements of his agenda, put forth millions of dollars to support incumbent Gov. Frank Merriam.

    That outside money was used to promote lies and disinformation through leaflets, radio spots, newspaper hits, and a new media invention: partisan attack ads disguised as newsreels that ran before motion pictures in California movie theaters. The clips featured actors who, posing as ordinary citizens, recited scripted lines containing falsehoods about the EPIC movement and Sinclair. Such fake news proved highly effective; Merriam handily beat his opponent. And even before the vote, Sinclair wrote to Congress demanding an investigation into what he called “false propaganda,” adding, “Whether or not you sympathize with me on my platform is beside the point.” If the motion picture industry, he continued, “can be used to influence voters justly, it can be used to influence voters unjustly.” No investigation ever occurred; influence campaigns and disinformation simply became a normal and tolerated part of U.S. elections.
