    La Slovénie a décidé de renforcer sa frontière avec la Croatie afin d’éviter des franchissements illégaux par des migrants, a annoncé mardi le ministère de l’Intérieur. En cinq ans, près de 200 kilomètres de clôtures ont déjà été construits dans cette zone.

    La Slovénie a déclaré, mardi 14 avril, qu’elle allait ajouter 40 kilomètres de nouvelles barrières à sa frontière avec la Croatie afin d’empêcher des migrants de la franchir clandestinement, rapporte l’agence de presse Reuters. Depuis 2015, le pays a fait construire progressivement quelque 196 kilomètres de clôtures sur les 670 kilomètres de frontière commune entre la Slovénie et la Croatie.

    Le ministère n’a pas précisé où les nouvelles barrières seront installées, mais a indiqué que leur construction serait effective dans le courant de l’année. Une annonce similaire portant également sur 40 kilomètres de nouvelles barrières avait été faite en juillet dernier pour l’année 2019.

    Bien que la Croatie et la Slovénie soient membres de l’Union européenne, la première n’appartient pas à l’espace Schengen de libre circulation. Les autorités slovènes ont donc expliqué l’an dernier qu’elles comptaient installer de nouvelles clôtures « dans les zones où il est urgent d’empêcher le franchissement illégal des frontières et de protéger les citoyens et leurs biens ».

    Explosion du nombre de tentatives de franchissement de la frontière

    Sur les deux premiers mois de l’année 2020, la police slovène a dénombré 1 165 tentatives de passage clandestin, soit près de 80% de plus qu’à la même période l’an dernier. Elle avait notamment annoncé, le mois dernier, avoir découvert une trentaine de migrants cachés dans un train de marchandises (https://www.infomigrants.net/fr/post/23225/slovenie-la-police-decouvre-trente-migrants-caches-sous-de-l-argile-da).

    Revenu fin février dans le fauteuil de Premier ministre, Janez Jansa avait promis lors de sa campagne de durcir sa politique en matière d’asile, d’ajouter de nouvelles barrières frontalières et de renforcer les contrôles aux frontières de ce petit pays de deux millions d’habitants situé sur le route migratoire des Balkans (https://www.infomigrants.net/fr/post/23045/slovenie-le-conservateur-janez-jansa-revient-au-pouvoir-en-durcissant-).

    Durant le pic de la crise migratoire en 2015 et 2016, un demi million de migrants clandestins avait traversé la Slovénie en six mois afin d’atteindre les pays d’Europe occidentale plus riches, comme la France, l’Allemagne ou le Royaume-Uni.

      En Slovénie, une clôture « de la honte » à la frontière croate (1/3)

      Depuis 2015, le gouvernement slovène érige le long de sa frontière sud une clôture de #barbelés pour tenter d’endiguer le flux de migrants en provenance de la Croatie voisine. Les villages slovènes traversés par les fils barbelés supportent mal l’installation de ce grillage qui, selon eux, abîme le #paysage et n’empêche pas la traversée des migrants.

      « Qui aime se réveiller le matin avec des #fils_barbelés devant sa fenêtre ? » Rudy ne décolère pas. Cet habitant de #Slavski_Laz, un village perdu dans les #montagnes slovènes, frontalier avec la Croatie, ne s’explique toujours pas pourquoi le gouvernement a construit, ici, au bord de la #rivière_Kolpa, une clôture de barbelés.

      « Ils disent que ce grillage est fait pour nous protéger… Mais nous protéger de quoi ? Je n’ai #peur de rien… », continue ce retraité qui vit depuis des années dans la région encore largement sauvage. L’argument de « l’#invasion_migratoire » brandi par le gouvernement pour justifier la construction de ce mur de métal ne le convainc pas.

      « Les migrants ici, ils passent, c’est tout », explique-t-il. « Ils transitent par la Slovénie et puis s’en vont vers d’autres pays, vers le nord de l’Europe généralement ».

      Les amis de Rudy acquiescent, tous attablés dans le seul café encore ouvert à 19h de #Kostel, un village de moins de 650 habitants non loin d’une des rares routes menant à la Croatie. Selon eux, la clôture est inutile, elle abîme le paysage, et son rôle de #dissuasion est largement surestimé. « Ils disent que les barbelés vont empêcher le passage de migrants… Mais tout le monde passe quand même ! », sourit Marco, un ami de Rudy, habitant dans le village voisin de Fara, en déclenchant l’hilarité de l’assemblée.

      « Par exemple, en ce moment, avec l’hiver et les forts courants, les rivages sont boueux, poreux, alors, les terrains bougent, la clôture s’effondre. Les migrants qui veulent passer n’ont même pas besoin de se fatiguer, ils ont juste à l’#enjamber », continue Marco en riant. « Il y a des endroits où des sillons se sont creusés. Ils peuvent aussi passer sous la barrière ! »

      116 km de #grillages

      Près de 14 000 migrants ont traversé la frontière depuis le début de l’année, « soit 70% de plus que l’année dernière », à la même période, affirment les autorités slovènes à InfoMigrants.

      Cet été, 40 km supplémentaires de grillages ont donc été construits à la frontière sud, le long de la rivière Kolpa. « Il faut empêcher le franchissement illégal des frontières », a indiqué le ministère de l’Intérieur dans un communiqué. En tout, depuis 2015, Ljulbjana a déjà érigé 116 km de grillages le long de la Kolpa qui parcourt les 670 km de frontière avec la Croatie.

      « Ces clôtures ne sont pas une baguette magique mais elles nous aident », ajoute, de son côté, un commandant de police slovène.

      Khaled, un demandeur d’asile érythréen, aujourd’hui à Ljubljana, a tenté trois fois le passage de la frontière slovène avant de réussir à entrer dans le pays. La clôture, il s’en souvient très bien. « J’ai traversé la frontière au mois de mai, quelque part vers #Ribnica. Je me souviens qu’une fois la rivière franchie, il a fallu passer ces barbelés. Alors j’ai grimpé, je me suis déchiré les mains, elles étaient pleines de sang, mais je suis passé ».

      Montagnes dangereuses, présence d’#ours, eau glaciale

      Au delà de sa dangerosité, Rudy, le villageois, voit dans cet alignement de barbelés, une « #clôture_de_la_honte » qui, selon lui, stigmatise les migrants. « On voit arriver des familles, parfois des enfants. Je ne vois pas bien en quoi, ce sont des ennemis », continue le retraité.

      « Cette barrière, c’est le début de l’enfer », explique à son tour une jeune fille qui énumère les dangers qui attendent les migrants juste après son franchissement : la montagne « très dangereuse quand on s’y perd », les températures « glaciales » et les ours, nombreux dans le pays. « Parfois, on entend des cris là-haut. Ce sont des migrants qui hurlent pour effrayer les animaux ».

      Ces dernières semaines, deux migrants sont décédés par #noyade dans la Kolpa et un autre a été retrouvé mort de froid et d’#épuisement dans la #forêt.

      Surtout, les migrants doivent éviter les patrouilles de #police. « La nuit, quand nous tentons la traversée, nous voyons les lumières des lampes torche, derrière la clôture. Les #policiers sont partout. C’est ça qui nous effraie le plus », se souvient Khaled. « On fait tout pour les éviter. Quand la police vous attrape, elle vous renvoie en Croatie. Elle vous emmène rarement jusqu’à la capitale pour demander l’asile ».

      Depuis le début de l’année, sur les 14 000 entrées illégales, plus de 8 000 renvois – aussi appelés « pushbacks » - ont été effectués depuis les frontières slovènes, affirment les autorités.

      Patrouille de miliciens d’extrême-droite

      « C’est une #honte, il y a la police, l’armée, maintenant cette clôture et il y a même une milice ! », fulmine à son tour Katarina Bernad Sterva, directrice de l’association slovène d’aide aux réfugiés, qui se désespère de la situation à la frontière.

      Depuis quelques jours en effet, des miliciens en treillis militaires, visages cachés derrière des cagoules noires, patrouillent aussi le long de la rivière Kolpa. Dirigée par le leader d’extrême-droite, Andrej Sisko,cette milice se veut un « renfort » à l’armée régulière pour « défendre la frontière » et intercepter les migrants. « Nous sommes le point d’entrée de l’espace Schengen », se justifie Andrej Sisko. « Nous voulons faire passer un message. Nous voulons dire aux étrangers de rester chez eux. La clôture est fragile, elle ne permet pas de stopper les migrants alors nous venons contrôler les abords de la rivière nous-mêmes ».

      La milice d’#Andrej_Sisko n’a aucun mandat légal. Et visiblement, les villageois s’expliquent mal leur présence.

      Si certains rient à leur passage - « C’est le carnaval quand ils sont là », entend-t-on ici et là dans les villages frontaliers – d’autres comme Katarina Bernad Sterva regarde cette armée parallèle avec une inquiétude grandissante. « Ce qui m’effraie, c’est qu’ils existent. Publiquement, le gouvernement a condamné leurs actions, mais, dans les faits, les autorités ne font rien. Ces hommes sont fous, nous nous attendions à une réaction forte du gouvernement, comme par exemple l’annonce de la dissolution de ces patrouilles ».

      Interrogée par InfoMigrants, la police reste muette sur le sujet. « Je n’ai rien à dire sur ces hommes. Ils n’ont pas le soutien de la police », déclare simplement Vicjem Toskan, l’un des commandants en chef de la police de Koper, à l’ouest du pays.

      Ce soir-là, à Kostel, les amis du café s’interrogent surtout sur le sort réservé aux migrants interceptés par cette milice d’extrême-droite. « On a déjà la police et l’armée pour intercepter les migrants. On a une clôture pour les empêcher de continuer leur route. Eux, qu’est-ce qui vont leur faire, la nuit, dans la montagne ? », s’inquiète Rudy. « Ils portent des masques, ils marchent dans la forêt. J’ai plus peur d’eux que des immigrés qui traversent la rivière », chuchote à son tour, une jeune fille en bout de table. « Si j’étais migrante, je n’aimerais vraiment pas tomber sur eux ».

This was recently even recognized by the Italian court: an Italian court stopped deportation to Slovenia on the grounds that there is a risk for an asylum seeker to be subjected to inhumane and degrading treatment due to the high possibility of him (or her) being further expelled to Croatia and then to Bosnia or Serbia.

      La police slovène a annoncé avoir découvert 22 migrants cachés dans des camion-citernes, samedi, à la frontière croate. Les contrôles ont été fortement renforcés dans cette région avec notamment l’envoi de 1 000 nouveaux policiers début juin.

      « Ils étaient proches de la suffocation. » Vingt-deux migrants cachés dans deux camion-citernes alimentaires ont été découverts par la police slovène, samedi 20 juin, à la frontière avec la Croatie, rapporte l’agence de presse AP. Les deux poids-lourds avaient des plaques d’immatriculation provenant de Serbie.

      Un premier groupe de 13 migrants a été découvert lors d’un contrôle de police à la frontière. Le second groupe, composé de 9 personnes, a été trouvé peu après dans un autre camion appartenant à la même compagnie.

      Les migrants sont originaires du Bangladesh, d’Inde, de Turquie et de Syrie, indique la police.

      Des milliers de migrants empruntent chaque année la route dite « des Balkans » malgré sa dangerosité. Un grand nombre d’entre eux font appel à des passeurs afin de traverser les frontières vers l’Europe occidentale dans des camions, plutôt que de tenter leur chance à pied à travers les forêts et les montagnes de la région.

      Craignant une recrudescence des passages clandestins à la suite du déconfinement décrété dans différents pays européens, la Slovénie a annoncé, début juin, qu’elle envoyait 1000 officiers de police en renfort à sa frontière avec la Croatie. Ces effectifs sont équipés de #drones, de #caméras_thermiques et de #détecteurs_de_mouvements.

  • StopCovid : le double risque de la “signose” et du “glissement”

    Une signose consiste à “prendre le signal pour la chose”. C’est-à-dire transformer le signe (la barbe) en signal (la radicalisation) ! Souvenez-vous ! C’est le problème fondamental qui se cache dans les outils d’analyse automatisés et que dénoncent sans relâche nombre de spécialistes du sujet, comme la mathématicienne Cathy O’Neil ou Kate Crawford par exemple.

    L’application — pourtant “privacy by design” — n’est pas encore déployée que déjà on nous prépare aux glissements, autoritaires ou contraints ! Le risque bien sûr est de passer d’un contrôle des attestations à un contrôle de l’application ! Un élargissement continu de la pratique du contrôle par la police qui a tendance à élargir les dérives… Ou, pour le dire avec la force d’Alain Damasio : “faire de la médecine un travail de police”.

    Le risque du glissement, c’est de croire qu’en lançant StopCovid nous pourrons toujours l’améliorer. C’est de croire, comme toujours avec le numérique, qu’il suffit de plus de données pour avoir un meilleur outil. C’est de continuer à croire en la surenchère technologique, sans qu’elle ne produise d’effets autres que la fin des libertés publiques, juste parce que c’est la seule solution qui semble rationnelle et qui s’offre à nous !

    Le risque, finalement est de continuer à croire que l’analyse de mauvaises données fera pour moins cher ce que seule la science peut faire : mais avec du temps et de l’argent. Le risque, c’est de croire, comme d’habitude que le numérique permet de faire la même chose pour moins cher, d’être un soin palliatif de la médecine. On sait où cette politique de baisse des coûts nous a menés en matière de masques, de lits et de tests. Doit-on encore continuer ?

    Le risque c’est de croire qu’une application peut faire le travail d’un médecin, d’un humain : diagnostiquer, traiter, enquêter, apaiser… Soigner et prendre soin. Le risque c’est de rendre disponible des informations de santé de quelque nature qu’elles soient en dehors du circuit de santé et de soin !

    Le numérique ne peut pas tout ! Alors qu’on y a recours comme jamais depuis le confinement, cette crise nous montre que le numérique ne livre pas les produits des Drive, ni n’assure la continuité pédagogique. Il ne repère pas non plus les malades ni ne le soigne. Pour cela aussi, nous avons encore besoin des hommes, des femmes, des premiers de cordée, ceux qui sont aux avant-postes, ceux qui sont essentiels, les irremplaçables (« la responsabilité suppose une exigence d’irremplaçabilité”, disait la philosophe Cynthia Fleury).

    Le risque face à une absence de masques et de tests qui est là pour durer est que cette brique logicielle devienne un peu le seul outil à notre disposition pour “déconfiner”. Que StopCovid, de “brique incertaine” devienne le seul outil prêt à être utilisé, tout comme aujourd’hui l’attestation dérogatoire de déplacement est devenue le seul outil de maîtrise du confinement qu’on renforce d’arrêtés municipaux ou nationaux (quand ce n’est pas d’appréciations liberticides des agents) sans réelle motivation sanitaire (comme l’interdiction de courir ou de faire du vélo ou la fermeture des parcs ou pire encore des marchés : alors qu’on peut organiser des marchés voir des commerces non essentiels comme des accès aux espaces verts avec des règles de distanciations sociales). Et donc que tout le monde souhaite le renforcer : en le rendant peut-être obligatoire et pire peut-être en le rendant accessible au contrôle policier ! Et dans l’urgence et le dénuement, pour sortir d’une crise qui se révèle chaque jour plus dramatique, nul doute que nombreux seront prêt à s’y précipiter !

    Le problème principal de StopCovid, c’est de ne reposer sur aucune science ! La seule étude disponible sur le sujet dans Science estime que ce type d’application doit accueillir 60% de la population pour être efficace et être associée à une politique de dépistage — dont nous ne disposons pas !

    À Singapour, l’application TraceTogether, qui rassemblait 15% de a population, pourtant couplée au dépistage n’a pas suffi, comme le rappelle Olivier Tesquet pour Télérama ou Margot Clément depuis Hong Kong pour Mediapart : c’est certainement le signe (pas assez fort pourtant) que ce n’est pas une solution.

    Le problème de StopCovid comme d’autres solutions de backtracking proposées, c’est de transformer une notion de proximité en alerte. Or, être à proximité d’un malade ne signifie pas le devenir automatiquement ! La médecine a besoin de suivre et confiner les malades, ceux qu’ils contaminent et ceux qui les ont contaminés. Mais cela ne peut pas se faire sur la base de conjoncture, de corrélation, d’approximation, de proximité et de localisation.

    Très souvent, le coeur des problèmes des systèmes réside dans les données utilisées et dans les décisions très concrètes qui sont prises pour décider ! Ici, tout le problème de cette proximité réside dans sa définition, sa qualification. Comment est définie la proximité par l’application ? Quelle durée ? Quelle distance ? Quelles conditions ? Quel contexte est pris en compte ? Et pour chacun de ces critères avec quelle précision et quelle fiabilité ?

    Le risque bien sûr, vous l’aurez compris, est que StopCovid produise énormément de “faux positifs” : c’est-à-dire des signalements anxiogènes et non motivés ! Dont il ne nous présentera aucun contexte : on ne saura pas ni qui, ni quand nous avons été à proximité d’un malade, donc incapable d’apprécier la situation, de lui rendre son contexte pour l’apprécier. Nous serons renvoyés à l’injonction du signal ! Sans être capable de prendre une décision informée (dois-je me confiner ? me faire tester — pour autant que ce soit possible !?).

    Ce que j’appelle “le glissement”, c’est le changement de finalité et l’évolution des autorisations d’accès. C’est le moteur de l’innovation technologique (une manière de pivoter dirait-on dans le monde entrepreneurial, c’est-à-dire de changer la finalité d’un produit et de le vendre pour d’autres clients que son marché originel). Mais le glissement est aussi le moteur de la surveillance, qui consiste bien souvent à transformer des fonctions simples en fonctions de surveillance : comme quand accéder à vos outils de télétravail permet de vous surveiller. Le risque du glissement consiste à faire évoluer dans l’urgence les finalités de l’application StopCovid, qu’elles soient logicielles ou d’usages. C’est ce dont s’inquiète (.pdf) très justement le comité consultatif national d’éthique en prévenant du risque de l’utilisation de l’application pour du contrôle policier ou du contrôle par l’employeur. Même inquiétude pour La Quadrature du Net et l’Observatoire des libertés numériques : le risque c’est qu’une “telle application finisse par être imposée pour continuer de travailler ou pour accéder à certains lieux publics”.

    Le risque le plus évident bien sûr est que votre employeur demande à voir votre application sur votre smartphone chaque matin ! Les commerçants, les bars, les policiers, les voisins… Que StopCovid devienne le “certificat d’immunité”, qu’évoquait dans son plan de déconfinement — tout à fait scandaleusement il me semble — la maire de Paris, Anne Hidalgo (sans compter qu’elle l’évoque comme un moyen de contrôle par l’employeur qu’elle représente, la Ville de Paris !). Le “glissement” le plus insidieux c’est que StopCovid devienne une application non pas obligatoire, mais injonctive. Que la santé de chacun soit à la vue de tous : employeurs, voisins, police ! Que nous devenions tous des auxiliaires de police plutôt que des auxiliaires de santé !

La santé doit rester à la médecine et la médecine ne doit pas devenir la police. Devant un homme malade, on ne doit pas mettre une application, mais bien un soignant.

In the face of a pandemic, it is essential for authorities, local communities, asylum seekers, and NGOs to work together closely in order to contain the risk of transmission. Absent productive collaboration between them, an outbreak could visit untold damage on the island.

    Police violence against asylum seekers is on the rise amidst the corona lock-down and often occurs in the context of patrols for movement restrictions. Three recent cases have been collected by anti-fascist groups in Greece. Two of them took place in Athens, another on Samos. On Samos, a man from Cameroon who was waiting with other people in a queue outside of a super market was checked for his documents of movement based on racial profiling. The police reacted brutally when it turned out he did not have all the required documents. They started to beat him, tried to push him into a police car and later forced him to sign a document in Greek, which he did not understand. No copy has been given to to him.
    In all three cases a criminal complaint has been filed against the police officers.

    According to eyewitnesses, four people tried to set an abandoned building on Lesvos on fire in which refugees are living. The building is near a LIDL supermarket in the area of Kara Tepe. The aggressors halted their plans when they realized that people were in the building, but threatened to come back.

    A sixteen-year-old Afghan boy has been stabbed to death in Moria by a young adult. The boy lived with members of his family in a tent outside the main camp of the Moria Identification Centre. After his death became known, fights broke out amongst teenagers, leading to the injury of four youngsters.
    This event is tragic. But if we consider the circumstances the people and especially the kids live under in Moria, it is a wonder that there aren’t more escalations of violence. Every death in Moria is Europe’s responsibility. Europe is responsible for the overcrowding, the fact that unaccompanied minors stay with no protection, and that mental health issues are not being properly treated

    Germany is going to take in 50 and Luxembourg will take in…12. There are at least 5,500 unaccompanied minors currently in Greece. A group of countries decided last week to collectively bring in 1,600 of these unaccompanied children, but COVID-19 has slowed this process.
    Luxembourg is the first country escort any these children; their 12 being on Lesvos and Chios currently. Their relocation will happen sometime next week. At least 5,488 unaccompanied children will remain living in horrid conditions afterwards.

    3rd day of hunger strike in Moria Prison
    On April 5th, the prisoners in Moria’s pre-removal detention centre went on strike for their immediate removal. No Border Kitchen Lesvos explains:
    “These days governments across the world have been releasing people with short sentences from prison, while the Greek state continues to insist that no migrant detainees will be released. The men here in the prison are held in administrative detention and have committed no crime. They are detained only because of their status. Some because of their nationality, some because their asylum claim was rejected, some because they tried to leave the islands, some even because they signed up for supposed “voluntary return”. Many of those with rejected claims haven’t even had the opportunity to apply for asylum, because of recent legal changes discriminating against people who don’t speak the colonialist language of the country they fled from. They are awaiting deportation to Turkey, despite there being no deportations scheduled for the foreseeable future.”

    …no asylum seeker in or out since at least 23 out of 2,700 people living in the camp have tested positive for COVID-19.
    The 23 people who tested positive for the virus continue to live with their families, who most likely will contact it soon, and none of them show any symptoms of the virus as of yet. Therefore, they are said to feel discriminated by the tests and are refusing to move to the camp’s designated quarantine areas.
    All 23 persons are from African nations, which is unfortunately increasing acts of #racism in the camp. One of the residents said that the other refugees are avoiding African nationals.
    Testing has stalled in the camp because the medical professionals can only go in to conduct the tests with police, but fewer police are willing to enter now.

    70members of the riot police stormed a detention centre and were beating the confined people confined with batons. Reportedly, there are five people in a critical condition, many were injured and people had not been given food for a long time, according to the first reports that AYS and other groups received.
    The most comprehensive report of the incident reads: The government and the Minister of Civil Protection are responsible for the barbaric crackdown on migrant protests over food in the midst of the corona pandemic. Not only are they cynically indifferent to the human lives of the 450 migrants held in the PRO.KE.K.A (Pre-removal Detention Centre), but they are endangering their health with bad food and that of poor nutrition quality.
    On April 3, when the food arrived, they found that it was not eatable, and refused to eat it. This kind of food was simply “not for humans”.
    Officials have promised that this will change, which did not happen, however.
    Then, starting with a large group of Arab protesters came out of the cells, almost everybody went to the rooftop and started a hunger strike. This was followed by an attack of the police in full battle gear. The police took them out of the cells, hitting them with batons, while they also used electric tasers, as the people complained. Dozens of people were beaten for taking part while lying in the yard, it is reported.
    They smashed the cameras on their phones so they can’t take pictures of the injuries. And they haven’t given them food since then. According to police sources, a man was taken to the hospital in critical condition.

    Underlying racism in official reporting

    There is underlying racism in the way Greece reports about COVID-19, separating the report on the general number of infected people and the number of infected people inside the camps. It is clear that if COVID-19 is present in the camps, it came from outside the camps. These types of reports leave room for interpretations, and all kinds of conclusions and conspiracy theories that connect people on the move currently trapped in the camps with COVID-19. In this way they spread a dehumanizing rhetoric very present in governmental reporting, but also within the bureaucratic reports of the big organisations following their lead.

    Illegal Deportations and Pushbacks to Turkey, Ordered by the Greek Government, Executed by the Greek Coast Guard
    Aegean Boat Report reports:
    “While the eyes of the world are occupied with the COVID-19 pandemic, Greek government seems to be taking advantage of the situation, a new tactic to tackle flows towards the Greek Aegean islands has been implemented.
    In the last weeks at least nine incidents of people being found drifting in the sea, in life rafts without propellant, has been reported by Turkish coast guard. This could easily have been disregarded as Turkish propaganda, if it hadn’t been for the evidence from Samos.
    April 1th at 08.00 a boat landed on Mourtia Beach, Samos east, carrying approximately 25 people. There where several people on the beach this morning witnessing the landing, pictures, and videos was taken. Port police were called by a person on-site, later port police denied having received any information on such incident, and that no new arrivals had been reported on Samos.
    Witnesses report that two boats from HCG arrived in Mourtia bay after the landing, the refugees were taken on one of the boats from port police, a boat took off heading southeast. A picture taken by a local journalist shows that two boats from HCG were in fact in Mourtia bay this morning, but port police deny that any of their vessels were in the area this morning.
    The last boat that landed in Mourtia beach was February 19th, nevertheless, later this very day people who walk on this beach every day, found a rubber boat, engine, a fuel tank and clothes that weren’t there the day before. Port police told people who contacted them about this that there had been no arrivals, and that they should remember that it was April fools day.
    Turkish Coast guard picked up 26 people 13.30 this same day, in a life raft that had drifted towards Aydin national park, 10 children, 6 women and 10 men. According to the statement from the passengers, obtained by TCG, they claimed that they had crossed to the island of Samos; were later rounded up by the Greek Coast guard, put on a life raft, and dragged to Turkish waters.
    Pictures taken by locals from Mourtia Beach, compared to pictures taken by Turkish coast guard leaves no doubt, people photographed on Samos is the same that TCG found drifting in a raft outside Aydin national park. When we also take into account the statements from locals regarding this landing, the evidence is overwhelming.
    If this had been an isolated incident, this could have been an HCG crew taking things in their own hands, but it’s not. Nine known cases in the last two weeks, from Simi in the south to Lesvos in the north, shows that this is not an isolated incident, this is boat crews acting on orders from the top.”

    Due to a dispute between local government and the Greek Ministry of migration, 152 new arrivals on Lesvos are still stuck out in the open without any sufficient infrastructure which meets basic needs, such as electricity, toilets or other sanitary facilities, @f_grillmeier (Twitter) reported. 25 people of those 152 who also arrived after March 1 have been staying in a discarded bus at Mytilini Harbour close to an old swimming pool, but have now been tranferred to Kara Tepe.

    56people are in tents and underneath broken boats close to Petra, 32 people are reportedly in staying tents at mountain-region of Agios Stefanos, 39 in a chapel close to Kliou, north. According to the media, the local government has not indicated a safe temporary place for those who have to quarantine for 14 days after arrival. The Ministry of Migration says that it is the responsibility of local authorities.

    Anxiety and Despair Among People Confined in Camps Across the Country
    As a consequence of the locked camps’ regime that seems to be unsustainable in the long run, as it is now, there is growing despair among the people held in the centres across Serbia, guarded by the army. The people staying in these camps are complaining that they are not allowed to provide their families and themselves with enough proper food for a healthier survival within the facilities in which they are held. They say that in the Krnjača camp there is a small shop with no clear pricing, and everything is much more expensive than in the other shops outside of the camp. They are forced to buy food in these shops which they claim are owned by some of the staff, and even there not everyone gets to have a chance to shop.

    The SCRM introduced obligatory isolation for new arrivals sent to Preševo camp, which with a population of 1,501 making it the largest camp .
    Growing mental health issues, gaps in service provision and supply, conflicts between different groups and the toxic influence of smugglers’ propaganda inspiring some to protest violently, these are some of the issues InfoPark documented from the testimonies of people held in these centres.

    CROATIA
    Pushbacks continue
    Although the official sources claim the “pressure on the border” has reduced, and that there are not that many people trying to cross the green border into Croatia, the reports on pushbacks have not ceased. AYS has received information on several cases of pushbacks in the area close to Velika Kladuša in Bosnia and Herzegovina. Also, L’ ALTRA VOCE have recently shared an account of a pushback of a group of boys who tried to enter Croatia, but were beaten up and had their belongings taken away, they say. The images they sent them display heavily bruised arms and extremities on the boys’ bodies.
    Sixteen cops beat them with great violence using steel bars. They insulted and beat them. Then they took everything away from him: cell phones, money, shoes, jackets. And they pushed them into the cold water of a river.

    This is a translation of an article that first appeared as “Lo stato d’eccezione provocato da un’emergenza immotivata,” in il manifesto, 26 Feb, 2020.

    In order to make sense of the frantic, irrational, and absolutely unwarranted emergency measures adopted for a supposed epidemic of coronavirus, we must begin from the declaration of the Italian National Research Council (NRC), according to which “there is no SARS-CoV2 epidemic in Italy.”

    It continues: in any case “the infection, according to the epidemiological data available as of today and based on tens of thousands of cases, causes light/moderate symptoms (a variant of flu) in 80-90% of cases. In 10-15%, there is a chance of pneumonia, but which also has a benign outcome in the large majority of cases. We estimate that only 4% of patients require intensive therapy.”

    If this is the real situation, why do the media and the authorities do their utmost to create a climate of panic, thus provoking a true state of exception, with severe limitations on movement and the suspension of daily life and work activities for entire regions?

    Two factors can help explain such a disproportionate response.

    First and foremost, what is once again manifest here is the growing tendency to use the state of exception as a normal governing paradigm. The executive decree (decreto legge), approved by the government “for reasons of hygiene and public safety,” produces a real militarization “of those municipalities and areas in which there is at least one person who tests positive and for whom the source of the infection is unknown, or in which there is a least one case that is not connected to a person who recently traveled from an area affected by the contagion.”

    Such a vague and indeterminate formula will allow [the government] to rapidly extend the state of exception to all regions, as it is practically impossible that other cases will not appear elsewhere.

    Let us consider the serious limitations of freedom imposed by the executive decree:

    A prohibition against leaving the affected municipality or area for all people in that municipality or area.
    A prohibition against entering the affected municipality or area
    The suspension of all events or initiatives (regardless of whether they are related to culture, sport, religion, or entertainment), and a suspension of meetings in any private or public space, including enclosed spaces if they are open to the public.
    The suspension of educational services in kindergartens and schools at every level, including higher education and excluding only distance learning.
    The closure of museums and other cultural institutions as listed in article 101 of the Statute on cultural heritage and landscape, and in executive decree number 42 from 01/22/2004. All regulations on free access to those institutions are also suspended.
    The suspension of all kinds of educational travel, in Italy and abroad.
    The suspension of all publicly held exams and all activities of public offices, except essential services or public utility services.
    The enforcement of quarantine and active surveillance on individuals who had close contact with confirmed cases of infection.

    It is blatantly evident that these restrictions are disproportionate to the threat from what is, according to the NRC, a normal flu, not much different from those that affect us every year.

    We might say that once terrorism was exhausted as a justification for exceptional measures, the invention of an epidemic could offer the ideal pretext for broadening such measures beyond any limitation.

    The other factor, no less disquieting, is the state of fear, which in recent years has diffused into individual consciousnesses and which translates into a real need for states of collective panic, for which the epidemic once again offers the ideal pretext.

    Therefore, in a perverse vicious circle, the limitation of freedom imposed by governments is accepted in the name of a desire for safety, which has been created by the same governments who now intervene to satisfy it.

      Non bisogna sbagliare il bersaglio: una civiltà intera è messa in questione, su questo non ci sono dubbi. Esiste una sorta di eccezione virale – biologica, informatica, culturale – che ci pandemizza. I governi non ne sono che dei tristi esecutori e prendersela con loro assomiglia più a una manovra diversiva che a una riflessione politica.

      Ho ricordato che Giorgio è un vecchio amico. Mi spiace tirare in ballo un ricordo personale, ma non mi allontano, in fondo, da un registro di riflessione generale. Quasi trent’anni fa, i medici hanno giudicato che dovessi sottopormi a un trapianto di cuore. Giorgio fu una delle poche persone che mi consigliò di non ascoltarli.       Translator’s Note: Giorgio Agamben asked me to translate this brief essay, which serves as an indirect response to the controversy surrounding his article about the response to coronavirus in Italy (see here for the original Italian piece and here for an English translation).

      Fear is a poor advisor, but it causes many things to appear that one pretended not to see. The problem is not to give opinions on the gravity of the disease, but to ask about the ethical and political consequences of the epidemic. The first thing that the wave of panic that has paralyzed the country obviously shows is that our society no longer believes in anything but bare life. It is obvious that Italians are disposed to sacrifice practically everything — the normal conditions of life, social relationships, work, even friendships, affections, and religious and political convictions — to the danger of getting sick. Bare life — and the danger of losing it — is not something that unites people, but blinds and separates them. Other human beings, as in the plague described in Alessandro Manzoni’s novel, are now seen solely as possible spreaders of the plague whom one must avoid at all costs and from whom one needs to keep oneself at a distance of at least a meter. The dead — our dead — do not have a right to a funeral and it is not clear what will happen to the bodies of our loved ones. Our neighbor has been cancelled and it is curious that churches remain silent on the subject. What do human relationships become in a country that habituates itself to live in this way for who knows how long? And what is a society that has no value other than survival?

      The other thing, no less disquieting than the first, that the epidemic has caused to appear with clarity is that the state of exception, to which governments have habituated us for some time, has truly become the normal condition. There have been more serious epidemics in the past, but no one ever thought for that reason to declare a state of emergency like the current one, which prevents us even from moving. People have been so habituated to live in conditions of perennial crisis and perennial emergency that they don’t seem to notice that their life has been reduced to a purely biological condition and has not only every social and political dimension, but also human and affective. A society that lives in a perennial state of emergency cannot be a free society. We in fact live in a society that has sacrificed freedom to so-called “reasons of security” and has therefore condemned itself to live in a perennial state of fear and insecurity.

      It is not surprising that for the virus one speaks of war. The emergency measures obligate us in fact to life in conditions of curfew. But a war with an invisible enemy that can lurk in every other person is the most absurd of wars. It is, in reality, a civil war. The enemy is not outside, it is within us.

      What is worrisome is not so much or not only the present, but what comes after. Just as wars have left as a legacy to peace a series of inauspicious technologies, from barbed wire to nuclear power plants, so it is also very likely that one will seek to continue even after the health emergency experiments that governments did not manage to bring to reality before: closing universities and schools and doing lessons only online, putting a stop once and for all to meeting together and speaking for political or cultural reasons and exchanging only digital messages with each other, wherever possible substituting machines for every contact — every contagion — between human beings.

    • Must Society be Defended from Agamben?

      Many European countries have by now been in lockdown for more than a week. This has given everyone ample time to reflect on our current condition. Many of the world’s leading critical thinkers have shared their thoughts with us through op-eds, blog posts, and so on. Among the more troubling are three opinion pieces Giorgio Agamben wrote for his Italian publisher Quodlibet. As one could have expected, Agamben vehemently opposes the use of the state of emergency to control this crisis. For the majority of patients, COVID-19 poses no more trouble than a regular flu. Agamben thus fears that exceptional measures pushed through today are dangerously disproportionate. If the reader thinks that makes Agamben sound like coronavirus denialists such as Bolsonaro or Trump, then I must confess they are right. Just like these authoritarian leaders sacrifice global health to their own egos, it seems like Agamben dangerously underestimates the threat the coronavirus poses. So the question must be asked: must society be defended from Agamben?

      For me, this problem is particularly urgent. I am a graduate student in philosophy writing my dissertation about Agamben’s work. Should I, from now on, excuse myself for mentioning Agamben in my research? Will I have to answer mean questions about him and the coronavirus on my PhD defense? I know I am not accountable for the ramblings of a 77-year old man in Italy, but still, I cannot help but feel a bit responsible for whatever my dissertation topic writes. Taking to heart his own statements about ‘abandonment’ as the exposure of people’s bare life to the decision over life and death, I cannot but wonder whether the proposal of doing nothing – a position Agamben shared with the US, the UK, and the Netherlands until a few days ago – is not more problematic than the lockdown we are now in. Is it not the politicians pleading for sacrificing the weak and vulnerable for the sake of ‘group immunity’ who are abandoning the population to the virus’ sovereign decision over life and death? Is it not obvious to Agamben that, today, going into lockdown is riven with class privilege? Upper and middle classes can work from home, while workers, refugees, and the homeless are left to fend for themselves. To give Agamben a fair chance, I will address each of his three arguments against the deployment of the state of exception separately:

      (1) Agamben, firstly, laments the fact that we value biological survival over all other social concerns at the moment. It seems like populations are willing to give up everything – their jobs, their social life, seeing their families – in order to stay alive. Agamben has a point that this shows just how much we have become permeated by the biopolitical imperative to value life above all else, but so what? There is not much to enjoy from social contacts or seeing your family once you are dead. Biological survival is a necessary condition for the cultivation of other social values, so it seems only appropriate that, in times of need, survival comes first. On the other hand, Agamben’s indictment seems fair once we realize that the coronavirus is, in actual fact, not very lethal. Only a small minority of patients develop strong symptoms and, among them, only a minority dies. Agamben, however, misjudges the threat as one of survival or death. What makes the coronavirus so dangerous is not its lethality, but its impenetrability. The problem with the coronavirus is its opaqueness to the governments trying to control its spread. As Bifo wrote recently on Verso Blogs, “neither the immune system nor medical science know anything about the agent. The unknown stops the machine, the biological agent turns into an info-virus, and the info-virus unchains a psychotic reaction.” COVID-19 operates as an info-virus that upsets governmental plans to keep the population safe. Hospitals and clinics are ill-prepared to face this challenge due to years of budget cuts in health services. In that sense, it is more appropriate to regard the recent declarations of the state of emergency as signs of institutional breakdown rather than as a totalitarian ploy to exert domination over the population.

      (2) Agamben’s second criticism is that the fear of contagion governments promote turns everyone into a potential source of infection. During the War on Terror, everyone suddenly became a potential terrorist and could be treated accordingly; nowadays, people suddenly become a potential health threat to each other. This not only grants governments the authority to impose severe restrictions on even healthy citizens, but it also destroys social bonds. People no longer dare to give each other handshakes and the Internet is bursting of messages from lonely people in quarantine begging for a hug. Agamben is right that physical contact is crucial for social well-being. One of the major consequences of the lockdown will be a mental health crisis of unseen proportions. For many of us, the isolation we experience now will have lasting effects for some time to come. On the other hand, Agamben should also not exaggerate the problem. I do not believe people will hesitate to embrace their loved ones once this crisis is over. The restrictions on social interaction are temporary and there is no reason to assume anything different. In the meantime, solidarity is maintained through other means. Right now, my own university department is setting up a system to put lonely students in lockdown in contact with each other. People incessantly find new ways to help each other through these times, whether it is singing Bella ciao from one’s balcony, sewing mouth caps for the local hospital, or babysitting nurses’ and doctors’ children. Lamenting the breakdown of social bonds, like Agamben does, vastly underestimates the viscosity with which the multitude sticks together.

      (3) Agamben’s strongest argument is that the draconian emergency powers of today could become tomorrow’s apparatuses of oppression. Usually, what starts as an extraordinary measure during a state of exception, becomes a permanent tool in the governmental arsenal once the crisis is over. China is already normalizing some of its emergency measures to spy on its population. It has implemented an app-based system of health codes that assign different colour codes to citizens depending on how closely they have been in contact with corona-affected areas. Access to public transport and job facilities could be linked to this data. Public health can hence quickly serve as a pretext for ‘risk scoring’ citizens or even sabotaging political dissidents. Also in Western countries, a cluster of disaster capitalism is forming around the crisis. Private companies have already started developing apps that combine geolocation data with health scores to monitor public life. As Agamben mentions, universities are also switching to online teaching to minimize contagions, but what hinders them from regularizing online teaching? Rather than investing in proper academic staff and offices, they could find it is much cheaper to pay an expert once for making an online teaching module and afterwards pay a grad student peanuts to answer students’ questions online. Are the academics recording their courses at home right now automating themselves out of a job?

      All the while, the main tactic of leftist opposition has become impossible: public manifestations. Believing that socialism is upon us simply because governments are, in times of crisis, considering a universal basic income or universal healthcare, is naïve. If we should have learned one thing from decades of austerity, it is that neoliberals never let a serious crisis go to waste. Keynesian and Neo-Marxist policies might be considered in times of need, but they will quickly disappear in the annals of history if there is no substantial political backdrop to solidify their effects. If the Left fails to grasp this momentum, it will be business as usual once things go back to normal. But how do you organize opposition from the comfort of your home that exceeds free-floating clicktivism? The Left is confronted with a challenge of reconstructing the world after COVID-19 and has lost the most powerful weapon in its arsenal. Corona has hitherto only changed the world in various ways; the point, now, is to give it the correct interpretation to not let it go to waste.

    • Reflections on the Plague (Giorgio Agamben)

      The reflections that follow do not deal with the epidemic itself but with what we can learn from the reactions to it. They are, thus, reflections on the ease with which the whole of society has united in feeling itself afflicted by a plague, has isolated itself in its homes, and has suspended all normal conditions of life — work relationships, friendship, love, and even religious and political beliefs. Why were there no protests and no opposition, as was certainly possible and as is usual in these situations? The hypothesis that I would like to suggest is that somehow, albeit unconsciously, the plague was already present. Conditions of life had evidently become such that a sudden sign was all that it took for the situation to appear for what it was — intolerable, like a plague. In a certain sense, the only positive thing that might be gained from the present situation is this: it is possible that people will begin to ask themselves if the way in which they had previously been living was right.

      We should also reflect upon the need for religion that this situation has made visible. This is indicated by the appearance of terminology from eschatology in the discourse of the media: the obsessive recurrence, above all in the American press, of the word “apocalypse” and other evocations of the end of the world. It is as if the need for religion, no longer finding any satisfaction in the Church, began gropingly to look for another place wherein it could consist, and found it in what has become the religion of our time: science. This, like any religion, can give rise to superstitions and fear — or at least can be used to spread them. Never before have we witnessed such a spectacle of diverse, contradictory opinions and prescriptions — typical of religion in periods of crisis — ranging from minority heretical positions denying the seriousness of the phenomenon (held by some prestigious scientists) up to the dominant orthodox position affirming it, and differing radically on how the situation should be handled. As always in these cases, there are some experts, or self-styled ones, who succeed in securing the favor of the monarchs who, as in the era of the religious disputes that once divided Christianity, side with one current or another according to their own interests and impose measures accordingly.

      Another thing to think about is the obvious collapse of any conviction, or common faith. One could say say that men no longer believe in anything at all — except for bare biological existence which must be saved at any cost. But proceeding from the fear of losing one’s life can only result in tyranny, the monstrous Leviathan with his drawn sword.

      Once the emergency, the plague, has been declared over — if it ever will— I do not believe that it will be possible to return to life as it was before, not for anyone who has maintained a modicum of clarity. And this is perhaps the greatest cause for despair (la cosa più disperante) — even if, as has been said, “Only for those who no longer have hope has hope been given.”*

      Nous avons publié récemment un texte de Giorgio Agamben sur l’état d’urgence et le coronavirus. Il semble aujourd’hui qu’il s’appuyait sur des données scientifiques – officielles – erronées qui le conduisaient à minimiser l’importance de l’épidémie. Il n’en reste pas moins qu’il rappelait utilement combien l’état d’urgence s’inscrit dans une généalogie inquiétante et combien l’État moderne s’est toujours servi des crises de tous types pour accroître et exercer son emprise violente sur les peuples. Tout cela en se cachant sous une apparente neutralité savante.

      L’épidémie frappe désormais l’Italie de plein fouet et prolifère à toute vitesse en France, rendant nécessaires des mesures à grande échelle pour contrer son expansion. Alors que commencent à s’esquisser, notamment en Italie, des formes d’auto-organisation populaires et que fait jour la nécessité d’une lecture rationnelle et antagonique des mesures prises par les gouvernements, il nous a semblé important de publier ce texte de Panagiotis Sotiris. Prolongeant le dernier Foucault, il s’attache en effet à imaginer ce que pourrait être une biopolitique communiste, s’appuyant sur les luttes populaires et l’intelligence collective.

      La récente intervention de Giorgio Agamben, qui caractérise les mesures mises en œuvre en réponse à la pandémie de Covid-19 d’exercice de biopolitique de l’« état d’exception » a suscité un débat important sur la manière de penser la biopolitique.

      La notion même de biopolitique, telle qu’elle a été formulée par Michel Foucault, a constitué une contribution importante pour notre compréhension des changements liés au passage à la modernité capitaliste, notamment en ce qui concerne les modes d’exercice du pouvoir et de la coercition. Du pouvoir comme droit de vie et de mort détenu par le souverain, nous passons au pouvoir comme tentative de garantir la santé (et la productivité) des populations. Cela a conduit à une expansion sans précédent de toutes les formes d’interventions et de coercitions étatiques. Des vaccinations obligatoires aux interdictions de fumer dans les espaces publics, la notion de biopolitique a été utilisée dans de nombreux cas comme une clé pour comprendre les dimensions politiques et idéologiques des politiques de santé.

      Cela nous a permis dans le même temps d’analyser différents phénomènes, souvent refoulés dans l’espace public, depuis les façons dont le racisme a tenté de se fonder « scientifiquement » aux dangers incarnés par des tendances comme l’eugénisme. Et effectivement, Agamben l’a utilisé d’une façon constructive, dans sa tentative de théoriser les formes modernes de l’« état d’exception », c’est-à-dire les espaces dans lesquels s’exercent des formes extrêmes de coercition, avec comme exemple central le camp de concentration.

      Les questions relatives à la gestion de la pandémie de Covid-19 soulèvent évidemment des problèmes liés à la biopolitique. De nombreux commentateurs ont ainsi affirmé que la Chine avait pu prendre des mesures pour contenir ou ralentir la pandémie parce qu’elle pouvait mettre en œuvre une version autoritaire de la biopolitique. Cette version comprenait le recours à des quarantaines prolongées et à des interdictions d’activités sociales, tout cela étant permis par le vaste arsenal de mesures de coercition, de surveillance et de contrôle ainsi que par les technologies dont dispose l’État chinois.

      Certains commentateurs ont même laissé entendre que les démocraties libérales n’ayant pas la même capacité de coercition ou comptant davantage sur le changement volontaire des comportements individuels, elles ne pourraient pas prendre les mêmes mesures, entravant ainsi les tentatives de faire face à la pandémie.

      Cependant, ce serait une erreur que de poser le dilemme entre d’un côté une biopolitique autoritaire et de l’autre une confiance libérale dans la propension des individus à faire des choix rationnels.

      C’est d’autant plus évident que le fait de considérer des mesures de santé publique, telles que les quarantaines ou la « distanciation sociale », uniquement sous le prisme de la biopolitique, conduit en quelque sorte à passer à côté de leur utilité potentielle. En l’absence de vaccin ou de traitements antiviraux efficaces, ces mesures, tirées du répertoire des manuels de santé publique du xixe siècle, peuvent s’avérer précieuses, notamment pour les groupes les plus vulnérables.

      C’est particulièrement vrai si l’on pense que même dans les économies capitalistes avancées, les infrastructures de santé publique se sont détériorées et ne peuvent pas réellement supporter les pics de pandémie, à moins que des mesures ne soient prises pour réduire leurs rythmes d’expansions.

      On pourrait dire, contra Agamben, que la « vie nue » a plus à voir avec le retraité figurant sur une liste d’attente pour un appareil respiratoire ou un lit de soins intensifs, en raison de l’effondrement du système de santé, qu’avec l’intellectuel qui doit se débrouiller face aux aspects pratiques des mesures de quarantaine.

      À la lumière de ce qui précède, je voudrais suggérer un retour différent à Foucault. Nous oublions parfois que ce dernier avait une conception très relationnelle des pratiques de pouvoir. En ce sens, il est légitime de se demander si une biopolitique démocratique ou même communiste est possible. Pour le dire autrement : est-il possible d’avoir des pratiques collectives qui contribuent réellement à la santé des populations, y compris des modifications de comportement à grande échelle, sans une expansion parallèle des formes de coercition et de surveillance ?

      Foucault lui-même, dans ses derniers travaux, tend vers une telle direction, avec les notions de vérité, de parrhesia et de souci de soi. Dans ce dialogue très original avec la philosophie antique, il propose une politique alternative du bios qui combine de manière non coercitive les soins individuels et collectifs.

      Dans une telle perspective, la décision de réduire les déplacements ou l’instauration d’une distanciation sociale en temps d’épidémie, l’interdiction de fumer dans les espaces publics fermés ou la prohibition de pratiques individuelles et collectives nuisibles à l’environnement, seraient le résultat de décisions collectives discutées démocratiquement. Cela signifie que de la simple discipline, nous passons à la responsabilité, vis-à-vis des autres puis de nous-mêmes, et de la suspension de la socialité à sa transformation consciente. Dans de telles conditions, au lieu d’une peur individuelle permanente, capable de briser tout sentiment de cohésion sociale, nous déplaçons l’idée d’effort collectif, de coordination et de solidarité au sein d’une lutte commune, éléments qui dans de telles urgences sanitaires peuvent s’avérer tout aussi importants que les interventions médicales.

      Se dessine ainsi la possibilité d’une biopolitique démocratique. Celle-ci peut également se fonder sur la démocratisation du savoir. L’accès accru aux connaissances, associé à de nécessaires campagnes de vulgarisation, rendraient possibles des processus de décision collective fondés sur la connaissance et la compréhension et non pas seulement sur l’autorité des experts.
      Une biopolitique populaire

      Prenons l’exemple de la lutte contre le VIH. Le combat contre la stigmatisation, la tentative de faire comprendre qu’il ne s’agit pas d’une maladie réservée aux « groupes à haut risque », l’exigence d’éducation aux pratiques sexuelles saines, le financement du développement de mesures thérapeutiques et l’accès aux services de santé publique n’auraient pas été possibles sans la lutte de mouvements tels qu’ACT UP. On pourrait dire qu’il s’agit bien d’un exemple de biopolitique populaire.

      Dans la conjoncture actuelle, les mouvements sociaux ont une grande marge de manœuvre. Ils peuvent exiger des mesures immédiates pour aider les systèmes de santé publique à supporter le fardeau supplémentaire causé par la pandémie. Ils peuvent aussi souligner la nécessité de la solidarité et de l’auto-organisation collective pendant une telle crise, par opposition aux paniques « survivalistes » individualisées. Ils peuvent également insister sur le fait que le pouvoir (et la coercition) de l’État doit être utilisé pour canaliser les ressources du secteur privé vers des orientations socialement nécessaires. Enfin, ils peuvent faire de la transformation sociale une exigence vitale.

    • Oui, il y a de quoi avec ses gargarismes permanents sur l’état d’exception et leur aggravation sous Covid. Mais, à part sa fin pénible, l’article de François Nathan donne en synthèse un peu d’histoire des épidémies, et, pointant ce qu’une politique du soin interdit (dont la « pensée » du sieur A.), très implicitement sur ce qu’elle supposerait (ne pas tenir séparés le biologique du social-historique). Enjeu tout à fait négligé, y compris en partie ici il me semble, braqués que nous sommes sur les « données » et les effets.

      From profound critic of neo-liberalism, to guru of anti-vaxxers. The philosopher Donatella Di Cesare writes a ‘letter from afar’ to Giorgio Agamben.

      As the second year of the planetary pandemic draws to a close, one cannot help but recognize, among the many devastating effects of this vast catastrophe, a tragic event that fully affects philosophy. I would like to call it the ‘Agamben Case,’ not to objectify the protagonist — to whom I am addressing myself, as if writing a letter from afar — but to underline its importance.

      Giorgio Agamben — like it or not — has been, and is, the most significant philosopher of the last few decades, not only on the European scene, but throughout the world. From American university classrooms to the most remote oppositional groups of Latin American, Agamben’s name, in some ways even going beyond the philosopher himself, has become the banner of a new critical thought. For those of my generation, who lived through the 1970s, his books — particularly starting with Homo Sacer, Sovereign Power and Bare Life in 1995 — were a chance not only to scrutinize the disturbing and authoritarian depths of neo-liberalism, but also to unmask the successful and watered-down pseudo-left, which today self-identifies as a moderate progressivism. This pseudo-left has no critique of progress, and a philosophical inventory that came to a halt in the 1980s, it practices a politics that reduces its activities and direction to administrative governance under the dictate of the economy. In the wake of the best tradition of the twentieth century — from Foucault to Arendt, from Benjamin to Heidegger — Agamben has offered us the vocabulary and conceptual repertoire to try to orient ourselves in the complex terrain of the twenty-first century. How can we forget the pages on the “camp,” which after Auschwitz, rather than disappearing, became part of the political landscape, and also those on bare life, first and foremost of those exposed without rights, or on post-totalitarian democracy that maintains a link with the past?

      This makes what has recently happened all the more traumatic. In the blog ‘Una voce,’ hosted on the Quodlibet website, Agamben took to commenting on the irruption of the coronavirus in semi-journalistic terms. The first post on February 26, 2020, was titled “The Invention of a Pandemic.” Today this sounds like a malicious prognosis. At the time, however, Agamben was not alone in deluding himself that covid-19 was little more than a flu. There was a lack of data and the magnitude of the disease had not yet been revealed. In my own pessimism, which caused me to see the first signs of covid as the entry to a new, worse, era, I felt surrounded by people who preferred to downplay the phenomenon or detach from it. During the lockdown we were all struck by the measures taken to combat the virus, as indispensable as they were shocking. Life confined within domestic walls, our being consigned to the screen, deprived of others and the polis… it all seemed almost unbearable — until the suffering of those emerged who, without breath, were fighting for life in intensive care units. The image of the trucks transporting coffins in Bergamo marked the point of no return for the whole world. The sovereign virus, which the sovereignist regimes, from Trump to Bolsonaro, grotesquely pretended either to ignore or to bend to their own purposes, manifested itself in all its terrible potency. The catastrophe was ungovernable. And it exposed the pettiness and ineptitude of the politics of closed borders. Europe responded.

      The time had come for Agamben to acknowledge outright: “I made an interpretative error, because the pandemic is not an invention.” But Agamben never rectified his error.

      His posts continued until July 2020 in the same vein. As news of his developing denialism spread abroad, I read his embarrassing texts convinced that the nightmare would soon be over. But it wasn’t. His posts have become the subject of two books and the ‘voice’ of the blog has continued with its prognosis, reaching its lowest point with two interventions of July 2021 — “Second Class citizens” and “Green Pass” — where the Green Pass was obscenely likened to the yellow star. This gave significant succour to the worst of the anti-vax movement, intellectually and philosophically legitimizing them. The rest, including the ‘Doubt and Precaution Committee,’[1] is (recent) history.

      Concerns over securitarian drifts are justified. The politics of fear, the phobocracy that governs and subdues ‘us’ by instilling a fear of what is outside, nurturing hatred for the other, is the current political phenomenon that characterizes immunitarian democracies and it precedes the pandemic. In different ways philosophers, sociologists, economists, and political scientists have denounced it. It is equally right to argue that the Italian context is in this respect a political laboratory without equal. However, a state of emergency cannot be confused with a state of exception. An earthquake, a flood, a pandemic are unexpected events that must be faced in their necessity. A state of exception is dictated by a sovereign will. Of course, one can border on the other, and we are therefore aware both of the danger of an institutionalized state of emergency and of the threat represented by those control and surveillance measures which, once in place, risk becoming indelible. It is true: there is no government that cannot avail itself of the pandemic. Let’s keep the suspicion; such suspicion is the salt of democracy.

      But the further step, which is a drift into conspiracy-theorising, we should not take. Therefore, we do not say that the covid-19 epidemic is an invention, nor that it has been used intentionally as a pretext, as Agamben does with the caveat included in his book: “if the powers that govern the world have decided to take the pretext of a pandemic — at this point it does not matter if it is real or simulated…”

      Personalizing power, making it a subject with a will, attributing an intention to it, means endorsing a conspiratorial vision. And it also means not considering the role of technique, or technology, that machinery that, as Heidegger teaches, employs those who pretend to employ it. The designers become the designed. Through this perspective one can see how power works. It is precisely the sovereign virus that has shown all the limits of this power that runs amok, is unjust, violent, and yet is impotent in the face of disaster, incapable of dealing with the world’s disease.

      No, I do not associate myself with the anti-conspiracist vulgarity of those who, certain of possessing reason and truth, reduce a complex phenomenon to a mental cramp or a lie. With even more regret, I say that Agamben’s gloomy insinuations, his declarations on the “construction of a fictitious scenario” and on the “integral organization of the body of citizens,” which refer to a new paradigm of biosecurity and to a sort of sanitary terror, simply embed him within the contemporary landscape of conspiracy.

      As is known, Agamben has found himself on the right, or rather the ultra-right, with a following consisting of anti-vaxxers and those against the Green Pass. From time-to-time he has even lashed out against those on the left who defended the vaccination plan. It does not seem to me, however, that in these two years he has expended a word for the riots in prisons, for the elderly decimated in the nursing homes, for the homeless abandoned in the city, for those left suddenly without work, for the delivery riders, the laborers, and the invisible. I would have expected, from the philosopher who made us reflect on ‘bare life,’ an appeal for the migrants who are brutalized, rejected, and left to die at the European borders. Indeed, an initiative that, with his authority, would have had certain weight. But there has been none of that.

      He has often forced us into to distorting analyses but, above all, by taking paradoxical positions, he has pushed us towards common sense. As far as I am concerned, perhaps this is one of the major damages, since philosophy requires radicality. But the damages go beyond this and are difficult to estimate, starting from the surfeit of discredit cast upon philosophy itself.

      For us Agambeniani, survivors of this trauma, it will be a matter of rethinking categories, concepts, terms, some of which — such as ‘state of exception’ — have become almost grotesque. And it will be necessary to save ‘Agamben’ from Agamben; to preserve the legacy of his thought from this drift. Nor can we gloss over the political problem, given that one of the decisive points of reference for a left that surrenders neither to neo-liberalism nor to the model of moderate progressivism is now missing, and in such a disastrous way. The path will be rough.

      È stato il filosofo più significativo di questi ultimi decenni. Ma da quando ha iniziato a commentare gli eventi legati al coronavirus ha abbracciato il negazionismo. Sarà quindi necessario preservare Agamben da Agamben, il lascito del suo pensiero da questa deriva

      Mentre volge al termine il secondo anno della pandemia planetaria non si può fare a meno di riconoscere, tra i tanti devastanti effetti dell’immane catastrofe, un evento tragico che investe in pieno la filosofia. Vorrei chiamarlo il “caso Agamben”, non per oggettualizzare il protagonista, a cui invece mi rivolgo, come scrivendogli una lettera da lontano, bensì per sottolinearne l’importanza.

      Giorgio Agamben - piaccia o no - è stato ed è il filosofo più significativo di questi ultimi decenni, non solo nello scenario europeo, ma in quello mondiale. Dalle aule universitarie statunitensi ai più periferici gruppi antagonisti latinoamericani il nome di Agamben, per qualche verso anche al di là del filosofo, è diventato l’insegna di un nuovo pensiero critico. Per quelli della mia generazione, che hanno vissuto gli anni Settanta, i suoi libri - soprattutto a partire da “Homo sacer. Il potere sovrano e la nuda vita” del 1995 - hanno costituito la possibilità non solo di scrutare il fondo inquietante e autoritario del neoliberismo, ma anche di smascherare la pseudosinistra vincente e annacquata, che oggi si autodefinisce progressismo moderato. Nessuna critica del progresso, un inventario filosofico fermo tutt’al più agli anni Ottanta, una pratica della politica che la riduce a governance amministrativa sotto il dettato dell’economia. Sulla scia della migliore tradizione del Novecento - da Foucault ad Arendt, da Benjamin a Heidegger - Agamben ci ha offerto il vocabolario e il repertorio concettuale per tentare di orientarci nel complesso scenario del XXI secolo. Come dimenticare le pagine sul “campo”, che dopo Auschwitz, anziché scomparire, entra a far parte del paesaggio politico, e ancora quelle sulla nuda vita, anzitutto di chi è esposto senza diritti, o sulla democrazia post-totalitaria che mantiene un legame con il passato?

      Tanto più traumatico è quel che accaduto. Nel blog “Una voce”, ospitato sul sito della casa editrice Quodlibet, Agamben ha preso a commentare l’irruzione del coronavirus in termini semigiornalistici. Il primo post del 26 febbraio 2020 era intitolato “L’invenzione di una pandemia”. Oggi suona come una funesta profezia. Allora Agamben non era però il solo a illudersi che il Covid-19 fosse poco meno che un’influenza. Mancavano dati e l’entità del male non si era ancora rivelata. Nel mio pessimismo, che mi spingeva a scorgere nei primi segnali l’ingresso di una nuova epoca, mi sentivo circondata da persone che preferivano minimizzare o rimuovere.

      Durante il lockdown fummo tutti colpiti dalle misure prese per contrastare il virus, tanto indispensabili quanto scioccanti. La vita confinata tra le mura domestiche, consegnata allo schermo, privata degli altri e della polis, ci sembrò quasi insopportabile - fin quando non emerse la sofferenza di chi, senza respiro, lottava per la vita nelle terapie intensive. L’immagine dei camion che a Bergamo trasportavano i feretri segnò per tutto il mondo il punto di non ritorno. Il virus sovrano, che i regimi sovranisti, da Trump a Bolsonaro, pretendevano o di ignorare grottescamente o di piegare ai propri scopi, si manifestò in tutta la sua terribile potenza. La catastrofe era ingovernabile. E metteva allo scoperto meschinità e inettitudine della politica dei confini chiusi. L’Europa reagì.

      Per Agamben era tempo di riconoscere a chiare lettere: «Ho commesso un errore interpretativo, perché la pandemia non è un’invenzione». Ma Agamben non ha mai rettificato. I suoi post si sono susseguiti fino a luglio 2020 con lo stesso tenore. Mentre la notizia del suo incipiente negazionismo si diffondeva all’estero, leggevo quelle righe imbarazzanti convinta che l’incubo sarebbe presto finito. Così non è stato. I post sono diventati materia di due libri e la “voce” del blog ha continuato a vaticinare raggiungendo il punto più basso con due interventi del luglio 2021 - “Cittadini di seconda classe” e “Tessera verde” - dove il green pass viene paragonato alla stella gialla. Un paragone osceno, che ha dato la stura ai peggiori movimenti no vax legittimandoli. Il resto, compresa la “Commissione per il dubbio e la precauzione”, è storia recente.

      È motivata la preoccupazione per una deriva securitaria. La politica della paura, la fobocrazia che governa e sottomette il “noi” instillando il timore per ciò che è fuori, fomentando l’odio per l’altro, è il fenomeno politico attuale che caratterizza le democrazie immunitarie e precede la pandemia. In modi diversi lo hanno denunciato filosofi, sociologi, economisti, politologi. Altrettanto giusto è sostenere che il contesto italiano è sotto questo aspetto un laboratorio politico senza uguali. Tuttavia non si può confondere lo stato d’emergenza con lo stato d’eccezione. Un terremoto, un’alluvione, una pandemia sono un evento inatteso che va fronteggiato nella sua necessità. Lo stato d’eccezione è dettato da una volontà sovrana. Certo l’uno può sconfinare nell’altro e siamo perciò consapevoli sia del pericolo di uno stato d’emergenza istituzionalizzato sia della minaccia rappresentata da quelle misure di controllo e sorveglianza che, una volta inserite, rischiano di diventare incancellabili. È vero: non c’è governo che non possa valersi della pandemia. Manteniamo il sospetto, che è il sale della democrazia.

      Ma il passo ulteriore, quello della deriva complottistica, non lo compiamo. Perciò non diciamo né che l’epidemia da Covid-19 è un’invenzione né che viene presa a pretesto intenzionalmente, come fa Agamben nell’avvertenza del suo libro: «Se i poteri che governano il mondo hanno deciso di cogliere il pretesto di una pandemia - a questo punto non importa se vera o simulata…». Personalizzare il potere, renderlo un soggetto con tanto di volontà, attribuirgli un’intenzione, significa avallare una visione complottistica. E vuol dire anche non considerare il ruolo della tecnica, quell’ingranaggio che, come insegna Heidegger, impiega quanti pretenderebbero di impiegarlo. I progettisti diventano i progettati. Non si può oggi non vedere il potere attraverso questo dispositivo. Proprio il virus sovrano ha mostrato tutti i limiti di un potere che gira a vuoto, ingiusto, violento, e tuttavia impotente di fronte al disastro, incapace di affrontare la malattia del mondo.

      No, non mi associo alla vulgata anticomplottista di quelli che, certi di possedere ragione e verità, riducono un fenomeno complesso a un crampo mentale o a una menzogna. Con tanto più rammarico dico che le cupe insinuazioni di Agamben, le sue dichiarazioni sulla «costruzione di uno scenario fittizio» e sulla «organizzazione integrale del corpo dei cittadini», che rinviano a un nuovo paradigma di biosicurezza e a una sorta di terrore sanitario, lo inscrivono purtroppo nel panorama attuale del complottismo.

      Com’è noto Agamben si è ritrovato a destra, anzi all’ultradestra, con un seguito di no vax e no pass. Di tanto in tanto si è perfino scagliato contro chi a sinistra difendeva il piano di vaccinazione. Non mi risulta, invece, che in questi due anni abbia speso una parola per le rivolte nelle carceri, per gli anziani decimati nelle rsa, per i senzatetto abbandonati nelle città, per quelli rimasti d’un tratto senza lavoro, per i rider, i braccianti e gli invisibili. Mi sarei aspettata dal filosofo che ci ha fatto riflettere sulla “nuda vita” un appello per i migranti che alle frontiere europee vengono brutalizzati, respinti, lasciati morire. Anzi, un’iniziativa che, con la sua autorevolezza, avrebbe avuto certo peso. Nulla di ciò.

      Ci ha costretto spesso a elucubrazioni fuorvianti e soprattutto, prendendo posizioni paradossali, ci ha spinto verso il senso comune. Per quel che mi riguarda forse questo è uno dei maggiori danni, dato che la filosofia richiede radicalità. Ma i danni sono ulteriori e difficilmente stimabili, a partire da un sovrappiù di discredito gettato sulla filosofia. Per noi agambeniani, sopravvissuti a questo trauma, si tratterà di ripensare categorie concetti, termini, alcuni - come “stato d’eccezione” - divenuti quasi ormai grotteschi. E sarà necessario salvare Agamben da Agamben, il lascito del suo pensiero da questa deriva. Né si può sorvolare sulla questione politica, dato che viene meno nel modo peggiore uno dei punti decisivi di riferimento per una sinistra che non si arrende né al neoliberismo né alla versione del progressismo moderato. Il cammino sarà impervio.

Disons-le d’emblée : cette tribune est un retour en arrière en matière de réflexion morale et éthique sur les essais cliniques.   • Bon, j’ai encore une question pour vous toutes et tous, car je viens de comprendre la figure « flatten the curve » différemment.

    Au début je croyais que ça voulait dire que le confinement (ou n’importe quelle autre mesure préconisée) allait tenter de « régler » le problème et, d’une certaine manière, stopper la transmission, le nombre de nouveaux malades et donc le nombre de morts.

    En fait, j’ai l’impression que ce message est trompeur et que le seul but, en premier lieu, d’une telle procédure est de RALENTIR la transmission, pour que l’hôpital puisse gérer le nombre de cas qui arrivent progressivement. Les surfaces des deux courbes sont d’ailleurs sensiblement égales...

    Alors bien sûr, indirectement, parce que l’hôpital aura (ou aurait) le temps de gérer, les gens (malades du coronavirus, mais aussi d’autres maladies graves) seront mieux soignés et donc on aura un peu moins de morts à la fin...

    Mais, si j’ai bien compris, et c’est là que j’ai besoin de votre avis : confinement ou pas, ralentissement ou pas, en gros, le même nombre de gens sera affecté à la fin, probablement des millions de personnes. C’est bien ça ? Bien sûr, la plupart ne sera affectée que légèrement, et un certain pourcentage plus gravement. Et c’est juste ce pourcentage que les mesures préconisées cherchent à diminuer. Est-ce que j’ai bien compris ?

    • Oui c’est bien ça, tous les trucs sur « flatten the curve », ça veut dire étaler la propagation sur un temps plus long, afin que les soignant⋅es soient moins en surcharge (illes le seront quand même mais moins). Mais la quantité totale de personnes infectées resteraient en gros la même dans les deux cas.

      Si jamais il y a une possibilité d’immunité grégaire pour ce virus là (ça peut mais ce n’est pas prouvé pour lui), il faudra de toute façon qu’un certain pourcentage de la population l’ait chopé, mais bon ya une différence entre maitriser la réaction/création des anticorps avec un vaccin (donc faible) et laisser les gens attraper la vraie maladie forte complète et risquer leur vie…

    • Oui, flatten curve, c’est ralentir la croissance.... en termes mathématiques pour caractériser ça on utilise le calcul de différentiel :-) : c’est la pente entre deux points rapprochés si on veut..... au départ de l’épidémie on constate que la pente d’augmentation est forte.... si on ralenti les contaminations la pente d’augmentation des contamination devrait être moins forte. La différentielle a donc changé, elle a diminuée. Pour aller plus loin (les maths c’est fun) : si la différentielle est = 0, ça veut dire qu’on est dans quelle situation ?

    • Bon, mais alors sans vouloir faire de provoc, est-ce que ça ne veut pas dire aussi que le confinement c’est bien, mais qu’il n’y a pas lieu d’être psychopathe si tout le monde ne respecte pas le confinement à 100% (je parle de celles et ceux qui sont accusés de « tricher », pas de celles et ceux qui sont forcé.es à le faire), puisque ce qu’on espère c’est ralentir la progression et qu’on n’a aucune illusion sur la possibilité de l’interrompre entièrement...

On pourra juste 1) ralentir la progression pour ensuite décroitre.... la relation avec la mise en place du confinement (ou sa levée) c’est une décision politique/éthique/technique : combien de places dispo dans les hosto, quel % de perte socialement acceptable (en UK jusqu’à peu, le gvt avait mis le curseur pas au même niveau qu’en FR)

    • Oui, c’est comme cela que je l’ai compris également.

      Pour la surface sous la courbe, je ne sais pas ce que disent les modèles, si le nombre de cas reste constant. A priori, mais je ne suis pas du tout épidémiologiste ou spécialiste des modèles, je ne vois pas pourquoi ce nombre serait un invariant des modèles. D’autant, cela a été dit ici, que la capacité de soins n’est pas une constante dans le temps (dans un sens - attrition du personnel soignant comme on le voit - ou dans l’autre - extension des moyens (?) et amélioration de la prise en charge).

      L’intérêt de décaler dans le temps, c’est aussi donner du temps pour mettre en place une meilleure organisation des moyens (on n’a pas encore sollicité le privé semble-t-il), trouver médicaments et vaccins. Mais aussi, diminuer le nombre de décès indirect par perte de chance, les moyens sanitaires étant exclusivement consacrés au CV.

    • C’est également l’opinion relayée par le toubib que j’ai consulté il y a maintenant 4 jours, à savoir amortir la contagion pour que les services de réa ne soient pas submergés par les malades en état critique. Maintenant pour que la courbe s’infléchisse (durablement) et ne reparte (surtout) pas à la hausse, il faudrait voir à ce que les « autorités » ne relâchent pas trop tôt les dispositifs de #confinement. Et là ... vu qu’ils parlent déjà de repousser en juin ces p... d’élections (oups... pardon) ...

    • Hmmm, une autre stratégie semble être de réduire drastiquement le nombre de cas, et à partir de là pouvoir appliquer une autre méthode de lutte contre le virus, à base de détection rapide des cas comme en Corée du Sud par exemple.

      L’idée est que dans notre situation actuelle il faut absolument réduire le nombre de personnes contaminées par chaque malade (la variable R) à 0.5 à peu près, alors qu’on était à 2 ou 3 sans confinement (ce qui explique la courbe exponentielle). Mais qu’une fois que la propagation aura été coupée, et qu’il n’y aura plus beaucoup de cas, on peut se contenter de maintenir R autour de 1 (un peu en dessous si possible), ce qui serait faisable avec un mélange de mesures minimales de distance sociale et de détection rapide des nouveaux cas.

    • Donc, je résume :

      –il est faux de penser qu’après 15 jours de confinement, ou un mois, ou deux, ou même six, tout sera terminé
      –même s’ils sont étalés dans le temps, il faut s’attendre à beaucoup de malades (des millions) et beaucoup de morts (des dizaines de milliers) en France
      –quel pourcentage de morts ? aujourd’hui on est aux alentours de 1 à 3% je crois, et les hôpitaux ne saturent pas encore, donc c’est une estimation basse
      –étalés dans le temps : combien de temps ? Quelques mois ou quelques années ?
      –si on est dans une logique de diminution, et non pas d’arrêt total, alors plus le confinement est strict, mieux c’est... Mais s’il n’est pas 100% strict, ça ne fout pas en l’air le protocole (comme semblent le dire beaucoup de gens), ça le retarde juste un peu plus (c’est important ça aussi quand je vois la parano de certaines personnes autour de moi, ou quand je vois tout le monde, Macron en premier, dire que « tout ça c’est de la faute de ceux qui ne respectent pas le confinement » alors que c’est de la faute de ceux qui ont détruit l’hôpital...)
      –si le délai est de plusieurs années, on ne va pas rester confiné plusieurs années ? Donc à un moment on va relâcher le confinement alors que le virus continuera de se propager, c’est un compromis à trouver « d’acceptabilité » du public (et du fric que ça coûte)
      –tous les messages reçus ont été contradictoires et anxiogènes, et ils ne nous ont pas toujours été transmis clairement, complètement ou même honnêtement. On peut s’attendre à d’autres messages (gouvernementaux, médiatiques...) qui diront encore une fois le contraire de ce qu’ils disaient la dernière fois...

      Bref, après nous avoir dit que le confinement était inutile, puis indispensable, il va bien falloir à un moment ou à un autre nous dire que finalement il n’est pas si indispensable que ça, même s’il y a encore plusieurs dizaines de morts par jour... Ce sera quand le confinement coûtera plus qu’il ne rapporte, en Euros et en points de popularité, pas en nombre de morts...

      Encore une fois, tout ça peut vous paraître évident, mais moi j’ai l’impression de devoir lire entre les lignes pour arriver à ces conclusions, dont je ne suis toujours pas certain !

      En résumé, le confinement est nécessaire pour ne pas surcharger les hopitaux mais ce n’est pas suffisant. Il faut ou bien trouver un traitement qui permet de réduire le nombre de jours qu’une personne est porteuse du virus (et donc capable de le transmettre) ou bien passer au vaccin (qui lui ne devrait pas arriver avant 2021). Faire des tests en masse permettrait également de savoir qui traiter ou isoler le plus tot possible, ce que la France ne fait pas.
      Malgré tout, un modèle reste approximatif et personne ne peut prévoir ce qu’il va se passer du fait de la nouveauté de la situation. Et cela explique en grande partie la contradiction permanente des déclarations et actions de nos dirigeants.

      Oui mais si j’ai suivie tu aurai raison si on le confinement dur jusqu’à ce qu’il y ai un vaccin (2021 avec optimisme) ou jusqu’à ce que l’immunité de groupe suffise pour bloquer la contagion (ce qui ferait que 40 millions de français·es devraient les contracté) et en espérant que le virus ne revienne pas par un autre pays une fois la première crise passée et contenue quelquepart.

      Donc, malgré le confinement, on va avoir beaucoup de morts, mais un peu plus étalés dans le temps, et donc un peu moins (parce qu’on aura évité l’engorgement des hôpitaux, et qu’on aura aussi permis de s’occuper d’autres urgences médicales).

      S’il n’y avait pas eu de confinement, on aurait eu encore plus de morts...

      ...est-ce que quelqu’un a déjà évoqué une évaluation de cette SURmortalité ? c’est à dire en gros la différence de surface entre les deux courbes ? Est-ce qu’on vise 1% ? 10% ? 50% de morts en moins ?

    • Si on prend le pire scénario en GB (550 000 morts si on ne fait rien), selon les mesures prises (aussi en pire scenario) on obtient 120 000, 71 000 et 48 000 morts, ce qui équivaut (si je ne dis pas de betise) à une réduction du nombre de mort respectif de 78%, 87% et 91%.

    • Ces prédictions sont à prendre avec des pincettes parce qu’une toute petite erreur au départ devient énorme à la fin, donc j’ai préféré prendre la Table 5 que la Table 4, et on est plutôt entre 35% et 50% de réduction. Ca colle aussi si on compare "à la louche" les surfaces des courbes...

      Quand on regarde les courbes des pays pour lesquelles les mesures semblent avoir été efficaces, elles ne sont pas juste "aplaties" mais elles deviennent aussi asymétriques, c’est à dire que la deuxième partie de la courbe (la descente) devient plus petite en surface que la première. Bien sûr, c’est difficile à prédire, mais ce sont sans doute la somme d’effets bénéfiques... Bref, on peut être optimiste. Même à 30%, ça mérite de rester confinés...

Un unique décès a été rapporté chez un patient chinois dont l’âge était compris entre 10 et 19 ans. Mais on ignore quel était son âge exact et s’il souffrait d’une éventuelle pathologie préexistante, qui l’aurait rendu plus fragile. Enfin, il n’y a à ce jour aucun décès documenté en raison du Covid-19 chez un enfant de moins de 10 ans, que ce soit en Chine ou ailleurs.

Il affecte surtout les voies respiratoires profondes et ne fait pas couler le nez, ce qui chez les enfants est un vecteur de dissémination important des pathogènes. Les plus jeunes ont par ailleurs une toux moins efficace que les adultes, si bien qu’ils
    excrètent probablement moins de virus par ce biais. D’après le rapport de l’OMS sur la situation en Chine, de nombreux enfants ont été contaminés par le coronavirus dans le cadre familial. Mais ce sont les parents qui ont infecté les enfants et non l’inverse. Ces informations sont cohérentes avec d’autres données dont nous disposons pour la Suisse. Le virus n’est détecté que chez des enfants vivant avec une personne malade (…).

      What all these diagrams have in common:
      • They have no numbers on the axes. They don’t give you an idea how many cases it takes to overwhelm the medical system, and over how many days the epidemic will play out.
      • They suggest that currently, the medical system can deal with a large fraction (like maybe 2/3, 1/2 or 1/3) of the cases, but if we implement some mitigation measures, we can get the infections per day down to a level we can deal with.
      • They mean to tell you that we can get away without severe lockdowns as we are currently observing them in China and Italy. Instead, we let the infection burn through the entire population, until we have herd immunity (at 40% to 70%), and just space out the infections over a longer timespan.

      The brown line near the bottom: that’s our limited supply of ventilators and intensive care beds! The red curve does not contain all cases of COVID-19, but only those 6% that will die if we cannot put them on a ventilator for something like four weeks. In this scenario, it means that the maximum number of cases needing care on the same day, without any kind of mitigation, is around 3 million! It’s clear that we need to desperately flatten this curve, because it means that for much of the year, the vast majority of cases will not even get assessed for intubation and critical care.

      How far would we need to spread a normal distribution to make sure that it fits below the limit of our medical resources?
      The “flattening the curve” idea suggests that if we wash our hands and stay at home while being sick aggressively enough, we won’t have to stop the virus from becoming endemic and infecting 40% to 70% of all people, but we can slow the spread of the infection so much that out medical system can deal with the case load. This is how our normally distributed curve looks like when it contains 10.8 million patients, of which no more than 170,000 are ill at the same time:


      Dampening the infection rate of COVID-19 to a level that is compatible with our medical system means that we would have to spread the epidemic over more than a decade! (Far to the left, you see our unmitigated distribution for comparison.) I am pretty confident that we will have found effective treatments until then, but you get the idea: reducing the infectivity of the new corona virus to a manageable level is simply not going to be possible by mitigation, it will require containment.

      My curves are not correct!
      My back-of-the-envelope calculation is not a proper simulation, or a good model of what’s going on either. Don’t cite it as such! In reality, the spread of a disease does not follow a normal distribution. It is going to be left-skewed, with a long tail.
