European authorities are continuing to respond to an oil spill after a ferry collided with an anchored containership off the coast of Corsica on Sunday morning.

France’s Maritime Prefect reported Tuesday that the oil pollution now covers more than 15 miles (25km) and is broken up into 7 sections.

Weather in the area is reported as calm, with waves to 1.25 meters and winds to the west at an average of 20 km/hour.

Pollution response, which began Sunday night, is continuing and now involvs seven anti-pollution vessels participating in the European Maritime Safety Agency network.

The Tunisian roll-on/roll-off ferry Ulysses collided with the Cypriot-registered containership CLS Virginia approximately 17 miles (28 km) north of Cape Corsica before dawn on Sunday. The collision caused a large breach of the containership’s hull, resulting in the release of bunker fuel.

So far attempts to separate the ships have been unsuccessful, including one attempt by the response vessels Jason and Abeille Flanders.

Authorities said the RAMOGEPOL agreement has been activated in response to the incident. The agreement is an emergency response plan set up by France, Italy and Monaco in 1993 to combat incidences of accidental marine pollution in the Mediterranean.

La pollution maritime issue de la collision du dimanche 7 octobre entre deux navires, au nord du Cap Corse, est désormais estimée à « 40 à 50 mètres cubes » de fuel de propulsion, a indiqué le préfet maritime de la Méditerranée lors d’une conférence de presse, mercredi matin. Charles-Henri Leulier de la Faverie du Ché s’est dit « assez confiant sur la capacité » des moyens engagés « à résoudre ce problème » en pompant l’essentiel de cette pollution.

Les différents services mobilisés ont pu bénéficier de conditions météorologiques favorables depuis l’accident pendant lequel "200 mètres cubes maximum de fuel" se sont échappés du Virginia [le porte-conteneurs chypriote qui a été percuté dimanche]. Une pollution qui prend la forme d’une nappe « d’environ 25 km de long, en cinq rubans », a décrit le préfet. Un fuel « assez lourd et visqueux », qui s’est répandu, « fort heureusement [...] au nord-ouest. Donc la nappe s’est éloignée de la côte », ces trois derniers jours. 

« On n’est pas certains d’arriver à tout pomper aujourd’hui, a tempéré le représentant des autorités, mais on espère quand même en avoir fait le plus gros » d’ici mercredi soir, a-t-il prédit. « On continuera de toute façon après, s’il le faut avec des chaluts, de façon à ramasser les boulettes ou les galettes de combustible qui auraient pu se former », a-t-il encore précisé.

Il n’y a pas été de main morte, le ferry tunisien… perpendiculaire, de plein fouet, à pleine vitesse : le CLS Virginia a eu son flanc tribord soulevé au dessus de l’eau lui donnant une gîte notable sur babord.

Ouaouh ! le Virginia est à l’ancre, ce qui explique la rotation consécutive à l’abordage. Sous le choc (et la poussée, probablement) l’ensemble effectue une rotation de presque 270* !

Breaking news : Sous effet combiné mouvements houle et précédentes tentatives désincarcération, Ulysse a bougé puis s’est libéré du Virginia vers 21h30. Ulysse reste sur place. Tous moyens sur zone mobilisés pour sécuriser navires et préserver environnement.

Neuf jours après la collision entre deux navires marchands au large du Cap Corse le dimanche 7 octobre, des boulettes de pétrole ont été retrouvées ce mardi matin sur des plages du Var.
« On évalue aujourd’hui à moins de 2% le volume de carburants toujours présent dans l’eau, soit moins du volume d’une camionnette utilitaire grand public », déclarait dimanche soir dans un communiqué la préfecture maritime de Méditerranée, saluant l’efficacité du dispositif mis en place.

Deux jours plus tard, ce mardi matin, des milliers de petites boulettes noires de mazout sont en train d’arriver sur Pampelonne et la presqu’île de Saint-Tropez, en particulier aux Salins.

The investigation into the collision involving a roll-on/roll-off vessel and a containership in the Mediterranean Sea last October identified human errors on a multitude of levels as the root cause of the accident.

According to Tunisian, French and Cypriot investigators who revealed their findings on Monday, the investigation revealed that the watch officer on board the Tunisian ro-ro Ulysse was alone on the bridge and on his phone, far away from radar, at the time of the collision early on October 7th.

Officers on the Cypriot container ship Virginia also not attend to radar alarms, investigators questioned why the ship had dropped anchor in the middle of a shipping lane.

The Ulysse was underway from Genoa, Italy to Tunisia when it collided with the CSL Virginia, which was at anchor approximately 17 miles of the island of Corsica early in the morning on 7 October 2018. The collision resulted in the bow of the Ulysse penetrating deep into the hull of the containership, resulting in the release of some 500 cubic meter of heavy fuel oil.

The two ships remained connected for days before they were eventually seperated.

“This accident is due to human error shared between the Tunisian boat’s team and that of the Cypriot boat,” said Youssef Ben Romdhane, director general of sea transport in Tunisia’s commerce ministry, according to a report by the AFP.

“The captain of the Tunisian boat was busy… making private telephone calls. He was far from the radar screen that warns of danger. He was alone”, Romdhane said.

For its part, investigators found that the CSL Virginia, under pressure from the ship owner, was anchored in an area Romdhane described as “inadequate.”

“According to testimony… this is the first time a ship had dropped anchor in this location… (on) a sea lane used by merchant ships,” he said.

Damage to the vessels was estimated at 13.5 million euros, plus cleanup costs estimated at 10 million euros.
