Israel Police believe that the incident was a hit-and-run accident rather than a terrorist attack. They cite the fact that the military vehicle was parked diagonally with its front end protruding into the road. Therefore, emergency services believe the cause for the accident was the driver’s failure to pay attention; they add that he may have been startled when he realized he had hit the soldiers.
