  • Shrinking Palestinian Civic Space: IOF Raid and Close UHWC in al-Bireh
Date: 09 June 2021 – Palestinian Centre for Human Rights
    https://www.pchrgaza.org/en/shrinking-palestinian-civic-space-iof-raid-and-close-uhwc-in-al-bireh

On Wednesday, 09 June 2021, Israeli Occupation Forces (IOF) raided and ransacked the Headquarter of the of the Union of Health Work Committees (UHWC) in Sateh Marhaba neighborhood al-Bireh. They confiscated some its contents and then closed it. The Palestinian Centre for Human Rights (PCHR) strongly condemns IOF’s closure of a healthcare organization, stressing it is part of IOF’s systematic policy to polish off the Palestinian civil society and undermine its role in supporting the Palestinian resilience under the occupation.

According to PCHR’s follow-up, at approximately 05:00, IOF backed by military vehicles moved into al-Bireh and stationed in Sateh Marhaba neighborhood. IOF raided UHWC’s headquarter (2 floors in al-Sartawi building). They removed the outside doors and raided and ransacked the headquarter. They confiscated the hard disks from the computers and removed the cupboard doors to confiscate the files. IOF then closed the main door of the UHWC’s office with metal bars and fixed an order issued by the “Israel Defense Forces Commander in Judea and Samaria” to close immediately the office for 6 months. The order also warned the employees from entering their offices otherwise they will be arrested or prosecuted for disobeying the military orders.

Shatha ‘Odeh, UHWC’s Director, commented on the order to close the office and said, “this military order will negatively affect the organization’s work and continuity to provide healthcare services to citizens as the closure of the headquarter will hinder work in the branch offices in terms of administrative and financial matters. Moreover, the closure will restrict our relation with the donors when they know that the headquarter is closed in addition to shaking the confidence of medicine and medical devices’ suppliers in the organization.”

Previously on 08 March 2021, IOF raided and ransacked the same headquarter in addition to confiscating the computers. At the same time, they arrested one of the organization’s employees from his house in Ramallah. At the time, PCHR condemned this incident and called upon the international community to take action in order to protect the Palestinian civil society.

It should be noted that UHWC is a well-respected Palestinian non-governmental organization that was founded in 1985. UHWC is active in the field of health and community development in the Palestinian territory from a human rights perspective; it has branches in most Palestinian cities in the West Bank and Gaza Strip. Date: 29 May 2021

Yesterday, in new crime of excessive use of lethal force by the Israeli occupation forces (IOF), a Palestinian civilian was killed and 5 others injured, including a child, during the suppression of a peaceful protest against settlement expansion in Beita village, southeast of Nablus, north of the West Bank.

According to investigations conducted by the Palestinian Centre for Human Rights (PCHR), at approximately 13:30 on Friday, 28 May 2021, a peaceful protest took off from the central of Beita village, southeast of Nablus, towards Subeih Mount, south of the village, where IOF established “Avitar” settlement outpost a month ago. The protestors raised Palestinian flags and chanted slogans against Israeli occupation and settlers. When the protestors arrived at Subeih Mount, they found a large number of IOF who opened indiscriminate fire at them. Afterwards, violent clashes erupted between them, during which, the protestors threw stones at IOF who responded with live and rubber bullets, stun grenades and teargas canisters. The clashes continued until 18:30 and resulted in the murder of a Palestinian civilian and the injury of 5 others, including a child. Among those injured four were shot with live bullets in their lower limbs and one was shot with a rubber bullet. All of them were taken to Rafidia Hospital for treatment. The victim was later identified as Zakaria Maher Falah Hamayil (26), from Beita village. • PNGO and PHROC Condemn Statements of the UNRWA Gaza Director on Israel’s Aggression on the Gaza Strip – Palestinian Centre for Human Rights
    25 05. 2021
    https://www.pchrgaza.org/en/phroc-and-pngo-condemn-statements-of-the-unrwa-gaza-director-on-israels-ag

The Palestinian Network of Non-Governmental Organisations (PNGO) and the Palestinian Human Rights Organisations’ Council (PHROC)) condemn the recent media statements made by Mr. Matthias Schmale, Gaza Director of the United Nations Reliefs and Works Agency for Palestinian Refugees in the Near East (UNRWA), regarding the latest Israeli aggression on the Gaza Strip.

In an interview with Channel 12, an Israeli channel, on 23 May 2021, Mr. Schmale stated that he “would not dispute” the precision of the IDF’s bombardments of the Gaza Strip and that he believes that there was “huge sophistication in the way the Israeli military struck over the last 11 days.” He added that the Israeli military “did not hit, with some exceptions, civilian targets”, and that his concern was that the strikes were more vicious in terms of their impact.[1]

In providing this kind of testimony, Mr. Schmale completely ignored the crimes committed during the latest Israeli offensive against Palestinian civilians in the Gaza Strip, including Palestinian refugees, who make up around 70% of the population.

In al-Shati refugee camp, which receives services from UNRWA, 9 civilians, including 7 children and 2 women were killed after Israeli warplanes launched six missiles at a three-storey house without a warning. The house belonged to Alaa Abu Hatab, who survived the attack along with his 5-month-old baby, but the rest of their family was killed. Another incident that Mr. Schmale should be reminded of is the massacre that took place on Al-Wehda Street on 16 May 2021, when Israeli warplanes targeted a residential building killing 43 innocent civilians, some of them constitute entire families. Both incidents are enough evidence to demonstrate Israel’s disregard for the lives of innocent Palestinian and its lack of precision and sophistication when conducting its military operations. (...)

  • Israeli Soldiers Kill A Palestinian Officer Near Nablus
    May 13, 2021– – IMEMC News
    https://imemc.org/article/israeli-soldiers-kill-a-palestinian-officer-near-nablus

Israeli soldiers killed, on Wednesday at night, a Palestinian security officer near the town of Tal, south of Nablus, in northern West Bank, after the army claimed he opened fire at the soldiers.

Palestinian sources have confirmed that the slain man, an officer with the Palestinian Intelligence Service, has been identified as Mohammad Omar Sa’id Najjar , 36, from the Ras al-Ein area in Nablus city.

According to the army, the Palestinian drove his car to a military roadblock and opened fire at the soldiers, wounding two, before they shot him.

The army closed the entire area after declaring it a closed military zone, and forced the Palestinians away, before an Israeli ambulance arrived at the scene, provided treatment to the wounded soldiers, and took them to a hospital.

Palestinian medics also rushed to the area, but the soldiers refused to allow them through to provide treatment to the Palestinian who apparently was still in a serious condition. The corpse of the slain officer remained with the army.

It is worth mentioning that the soldiers initiated extensive invasions into surrounding Palestinian areas.

    • In a New Unjustified Murder, IOF Kill a Palestinian Intelligence Officer and Wound another at Za’tara Military Checkpoint in Nablus
      Date: 12 May 2021 Time: 14:15 GMT
      https://www.pchrgaza.org/en/in-a-new-unjustified-murder-iof-kill-a-palestinian-intelligence-officer-an

Coinciding with the Israeli offensive on the Gaza Strip, Yesterday afternoon, 11 May 2021, the Israeli Occupation Forces (IOF) killed a Palestinian and wounded another after targeting their car while crossing Za’tara military checkpoint, southeast of Nablus, north of the West Bank. IOF alleged that the 2 Palestinians refused to obey the soldiers’ orders and stop, raising suspicions that they would carry out an attack at the checkpoint. As a result, IOF opened fire at them, killing one of them and wounding another. The Palestinian Centre for Human Rights (PCHR) refuted the Israeli claims, as the vehicle was moving very slowly before IOF directly opened fire at the driver and the person next to him for 3 minutes; additionally, IOF left them bleeding for 15 minutes without providing them aid.

According to PCHR’s investigations, at approximately 18:39, on Tuesday, 11 May 2021, IOF stationed at Za’tara military checkpoint, southeast of Nablus, opened fire from a close range at a Palestinian white Skoda car travelled by 2 persons while crossing the checkpoint from Ramallah heading to Nablus. As a result, the driver was seriously wounded and the person next to him was killed. When the driver was wounded, he opened the car’s door and stayed in his seat bleeding for 15 minutes until an Israeli ambulance arrived and took them to one of the Israeli hospitals.

Later, the targeted persons were identified as Ahmed Abdul Fattah Daraghmah (38), a father of 4 children, was killed when several bullets penetrated his head, chest, abdomen and legs, and Mohammed Ali al-Nobani (28), was wounded with 6 bullets in his shoulder and legs, and his condition was described as serious. Daraghmah and al-Nobani are from al-Lubban al-Sharqiya village, southeast of Nablus, and both were officers at the Palestinian Intelligence Services in Ramallah.

IOF claimed that the soldiers stationed at the checkpoint shouted at the driver and ordered him to stop but he did not obey their orders, which raised suspicions that they intended to carry out a run-over attack at the checkpoint. As a result, IOF opened fire at them, killed Daraghmah and wounded al-Nobani. However, PCHR and eyewitnesses refuted the IOF’s claims.

At approximately 23:00, IOF handed Daraghmah’s body to a Palestinian ambulance at Za’tara checkpoint, and his body was referred to Rafidia Governmental Hospital in Nablus, while al-Nobani was still at Beilinson Hospital in Israel receiving treatment, and his health condidtion is serious.

PCHR condemned the killing of Daraghmah and injury of al-Nobani, and emphasized this incident is part of IOF’s recurrent policy to use excessive force and live ammunition in order to kill rather than to control the suspects, especially at the checkpoints and near the areas where IOF is usually stationed.

The Israeli Occupation Forces (IOF) declared that a wide-range military operation has begun in the Gaza Strip and has been given an official name: “Operation Guardian of the Walls” after rockets were fired, as claimed by the Palestinian armed groups in response to the Israeli violence in Jerusalem that escalated in the last 2 days when al-Aqsa Mosque was raided and hundreds of worshipers were injured. The Israeli threats warn of a growing number of casualties among civilians and further destruction in the civilian objects.

At approximately 18:05 on Monday, 10 May 2021, a missile fell in the middle of Saleh Dardonah Street, which was overcrowded, behind al-‘Omari Mosque in Jabalia in the northern Gaza Strip. As a result, 7 were killed, including a child, and 34 others were injured, including 10 children and 2 women. Five of those injuries were serious; one of them was a child who succumbed to his wounds after few hours. Those killed were identified as Nabil No’man Mohammed Dardonah (23); ‘Issmat ‘Abdullah al-Zain (49); Rae’d ‘Abed Zaki Abu Wardah (28); Zakaria Ziad Mohammed ‘Aloush (18); Mousa Khamis Mousa Jneid (18); Bashir Mohammed Mohammed ‘Aloush (55); and Mustafa Mohammed Mahmoud ‘Obeid (17) . PCHR’s staff is still investigating the circumstances of this incident.

At approximately 18:10, an Israeli drone launched a missile at an agricultural land on al-Kashef Hill in ‘Ezbet ‘Abed Raboh area in Jabalia in the northern Gaza Strip. As a result, Saber Ibrahim Mahmoud Soliman (38) from Jabalia and his son Mohammed (15) were killed as they were in the abovementioned land. They were taken to the Indonesian Hospital in Jabalia, where it turned out that many pieces of shrapnel hit all over their bodies. (...)

  • Dozens of Palestinians wounded in clashes with Jerusalem police as tensions boil over

Dozens of Palestinians were wounded Friday as clashes erupted at Jerusalem’s Al-Aqsa Mosque compound, in a serious escalation in tensions that have been building up in Jerusalem over the past weeks.

The Palestinian Red Crescent emergency service said 53 people were wounded in clashes with police there and elsewhere in Jerusalem, including 23 who were hospitalized. It says most were wounded in the face and eyes by rubber-coated bullets and shrapnel from stun grenades.

The clashes were the latest in a deadly day that saw Israeli forces shoot and kill two Palestinians after three men opened fire on an Israeli base in the occupied West Bank.Israeli police were standing by as tens of thousands packed in the mosque on the final Friday of Ramadan and many stayed on to protest in support of Palestinians facing eviction from homes on land claimed by Jewish settlers.

Some 70,000 worshippers attended the final Friday prayers of Ramadan at Al-Aqsa, the Islamic endowment that oversees the site said. Thousands protested afterwards, waving the green flags of the Islamic militant group Hamas and chanting pro-Hamas slogans before dispersing peacefully.

Tensions boiled over after the evening prayer, when hundreds of Palestinian worshippers began hurling stones and other objects at the Israeli forces, who responded with riot gear.

Israeli police said six officers involved in the clashes required medical attention.

Video footage shows worshippers throwing chairs, shoes and rocks toward the police and officers responding by opening fire.

    Sheikh Jarrah protest

Meanwhile, in the neighborhood of Sheikh Jarrah, dozens partook in the weekly demonstration against the eviction plans, which over the past weeks attract more crowds and attention.

Police said they dispersed the crowd after some of the protesters started hurling stones. Two demonstrators were detained, and two were wounded by stun grendaes.

Worshippers stayed at the Al-Aqsa Mosque compound after the final Friday prayer of Ramadan to protest planned evictions in Sheikh Jarrah, where police also clashed with protesters ■ 17 Israeli officers were wounded during the clashes

At least 205 Palestinians and 17 police officers were wounded Friday as clashes erupted at Jerusalem’s Al-Aqsa Mosque compound, in a serious escalation in tensions that have been building up in Jerusalem over the past weeks.

The Palestinian Red Crescent emergency service said some 205 people were wounded in clashes with police there and elsewhere in Jerusalem, including 88 who were hospitalized. The Palestinian Red has also set up a field hospital on the Mosque’s compound due to the large number of wounded protesters, most of them wounded in the face and eyes by rubber-coated bullets and shrapnel from stun grenades.

    • What’s behind the latest flare-up in Jerusalem, and what Israel can do to defuse tensions
      Nir Hasson | May 7, 2021 | 10:37 PM - Haaretz.com
      https://www.haaretz.com/israel-news/.premium.HIGHLIGHT-what-s-behind-latest-jerusalem-flare-up-and-what-israel-

Palestinians in East Jerusalem’s Sheikh Jarrah neighborhood are fighting their eviction by organizations seeking to settle Jews in the area.

Over the past week, dozens of Palestinians have gathered every evening for the breaking of the daily fast during the month of Ramadan. Their base: across from one of the buildings that Israelis have moved into.

But the latest demonstrations and clashes are the culmination of decades of tensions and legal battles over the fate of the neighborhood, which sits just north of the Old City.

Who lived in Sheikh Jarrah before the 1948 war?

In 1876, Jerusalem’s Sephardic and Ashkenazi communities bought a plot of land near the tomb of Shimon Hatzaddik, a Jewish high priest from ancient times. A small Jewish neighborhood was founded on part of the land.

When war broke out in 1948, many people fled their homes; the vast majority were Arabs who left behind much property on the western side of the armistice line, while a minority were Jews who left behind relatively little property on the eastern side.

In most cases, Jewish refugees received compensation for the property they left behind. In 1956, the Jordanian government and the United Nations built 28 small homes at Sheikh Jarrah, east of the line, to house Palestinian refugees.

How did right-wing Israeli organizations obtain land there?

Israeli law is very clear that only Jews are eligible to seek and receive land left behind on the other side. The state seized all Palestinian property under the Absentee Property Law. Settler organizations jumped on the Jewish properties left behind and started buying rights to them from the original heirs, including some Jewish families from the western section of Sheikh Jarrah and the two Jewish committees, the Sephardi and Ashkenazi, on the eastern side.

In 2003, the committees asked a rabbinical court to cancel the religious trust on the land (banning the sale of it). The court permitted the sale, and shortly thereafter the land was sold to the company Nahalat Shimon, which is owned by the American company Nahalat Shimon International. The American company is registered in Delaware, known for corporate laws that stymie transparency; for example, it’s impossible to know who owns shares in the company.

Nahalat Shimon (and before that the two committees) launched a legal battle to evict the refugees’ descendants from their homes. The company also crafted a plan to demolish the neighborhood and build 200 housing units there.

So far, the company has managed to evict four families. Another 13 households, numbering 300 people, face the danger of immediate eviction after losing in the courts. This Monday, Jerusalem Day, the Supreme Court will hear the appeal of three families against eviction orders.

What made the conflict a cause célèbre for Palestinians everywhere?

The settlers have portrayed the conflict as a legal battle over real estate, but neighborhood residents, helped by left-wing activists in Jerusalem, depict it as a fight against Judaization and discrimination in the capital. In recent weeks, as hundreds of residents faced eviction, and amid tension during Ramadan at Damascus Gate and the postponement of the Palestinian general election, the struggle spilled beyond Jerusalem’s borders. Arab Israelis, the Arab world, international media outlets and, above all, Palestinians in Jerusalem have taken an interest in the fight.

Israel intends to evict 300 people from their homes in favor of Jews based on lawsuits to realize property claims from before 1948. But this could open a Pandora’s box: According to conservative estimates, 30 percent of West Jerusalem real estate was owned by Arabs before 1948.

      What is the solution?

In 2010, two researchers at the Jerusalem Institute for Policy Research, Prof. Yitzhak Reiter and Lior Lehrs, proposed a simple solution: expropriating land from Nahalat Shimon. Since 1967, the state has expropriated tens of thousands of dunams from private Palestinian landowners to build huge Israeli neighborhoods in East Jerusalem.

The thinking is, why shouldn’t the state opt for a small expropriation, this time from Jews for the benefit of Palestinians? Only the finance minister’s signature is needed to expropriate the few dunams on which the Sheikh Jarrah residents live. The land would be handed over to the Palestinians or remain in state hands, ensuring their presence. Nahalat Shimon would be compensated in return.

In their proposal, Reiter and Lehrs quote an opinion by a deputy attorney general from the past, Menachem Mazuz. In 1999, in response to a similar incident, Mazuz referred to the government’s authority to expropriate property for a “public need.” “It is unacceptable that the government is authorized to expropriate land for cultural or environmental needs or to prevent unemployment, but is not authorized to expropriate land for diplomatic considerations,” Mazuz wrote.

It is believed that this solution would ease tensions at a potential flash point for violence in the capital, improve Israel’s international standing and Israeli-Palestinian relations in Jerusalem, be a confidence-building measure ahead of renewed negotiations with the Palestinians, remove an issue from the agenda of the International Criminal Court in The Hague, and weaken the Palestinian demand for opening a debate on property left behind in 1948.

Is there a chance of this solution happening?

The fight in Sheikh Jarrah has been waged for three decades on two fronts – in the courts and on the streets. In the courtroom, it gives the impression of a simple legal battle over land, but Palestinians say the state has tied their hands with discriminatory laws.

On the streets, the state – using huge contingents of police forces – stands beside the Jewish settlers and regularly attacks Palestinians trying to protest, despite all the tension.

  • Israeli Soldiers Kill A Palestinian Man, Injure His Wife, Near Jerusalem
    Apr 6, 2021 – – IMEMC News
    https://imemc.org/article/israeli-soldiers-kill-a-palestinian-man-injure-his-wife-near-jerusalem

Israeli soldiers killed, on Tuesday morning, a Palestinian man, and injured his wife, after opening fire at their car near the occupied Palestinian capital, Jerusalem, in the West Bank.

The Palestinian Health Ministry has confirmed that the soldiers shot Osama Sidqi Mansour, 42, with a live round in the head while was driving his car on the road between Biddu village to al-Jeeb town, northwest of Jerusalem. Mansour is from Biddu village, northwest of occupied Jerusalem.

It added that the man’s wife was also injured in the same incident, after the soldiers shot her in the back, and was rushed to a Palestinian hospital in Ramallah. Her condition was described as stable.

The army claimed that its soldiers were “operating” in Bir Nibala nearby village before the driver “attempted to ram them with his car.”

The Israeli military spokesperson alleged that the soldiers set up a roadblock and were standing there in order to close the area while the army operated nearby before the Palestinian driver “approached them with his car and started talking to the soldiers before he suddenly sped towards them before they opened fire.

The allegations were strongly refuted by the family and were described as another Israeli attempt to justify a cold-blooded murder.

Talking to reporters from his hospital bed, the wounded wife said, “we were heading back home, and on the road, we saw two Israeli military vehicles, and many soldiers on the road; they stopped our car, along with many cars, but one soldier told us we could go.”

“But that is when the soldiers started shooting at our car, my husband was hit while driving and slumped over my chest,” she added, “I first realized I was shot, and tried to tell him, but this is when he was hit with their bullets….”

Eyewitnesses, including Fateh movement secretary in Jerusalem, Adel Abu Zneid, told the Palestinian News & Info Agency (WAFA) the incident took place approximately at 3:30 at dawn, and added that a soldier hurled a concussion grenade at the man’s car before he tried to drive away from it, and the soldiers then opened fire at his car.

Israeli soldiers attacked, Tuesday, the funeral procession of a Palestinian man, who was killed by army fire earlier in the day, near Ramallah, in central West Bank.

Local sources said dozens of Palestinians marched in the funeral procession of Osama Sidqi Mansour , 42, in Biddu village, northwest of occupied Jerusalem, while carrying Palestinian flags and chanting against the ongoing illegal Israeli occupation and its constant crimes.

They added that the soldiers fired many gas bombs, concussion grenades, and rubber-coated steel bullets at the Palestinians, causing many to suffer the effects of tear gas inhalation, in addition to cuts and bruises.

It is worth mentioning that Mansour was shot in the head by the soldiers who opened fire at his car while he was heading back home with his wife who suffered moderate wounds.

    • Northwestern Occupied East Jerusalem: IOF Target Palestinian Vehicle at Military Checkpoint, Kill Civilian and Wound his Wife
      Date: 06 April 2021
      https://www.pchrgaza.org/en/northwestern-occupied-east-jerusalem-iof-target-palestinian-vehicle-at-mil

On Tuesday, Israeli Occupation Forces (IOF) killed a Palestinian civilian and wounded his wife when they stopped their car at a military checkpoint and opened fire at it. IOF claimed that they opened fire at the car under after the driver attempted to run over Israeli soldiers stationed at the checkpoint. According to the wife’s testimony and investigations conducted by the Palestinian Centre for Human Rights (PCHR), the Israeli soldiers opened fire at the car without any justification as they checked the passengers’ IDs and allowed them to pass.

According to PCHR’s investigations, at approximately 01:00 on Tuesday, 06 April 2021, IOF moved into Bir Nabala village, northwest of occupied East Jerusalem, and raided residential houses and an auto repair shop. They then headed to nearby al-Jib village, where they raided a car showroom at the village entrance to confiscate the surveillance camera recorders. Meanwhile, dozens of Palestinian young men gathered and threw stones and empty bottles at IOF and their vehicles. IOF immediately suppressed the protestors, fired live and rubber bullets at them and established a military checkpoint near a tunnel between Biddu and al-Jib villages, northeast of occupied East Jerusalem. IOF also stationed at the military checkpoint, searched Palestinian vehicles and checked the passengers’ IDs. At approximately 02:45, IOF stopped a vehicle belonging to Osama Mohammed Sandouqa Mansour (42) and his wife Somaia ‘Izzat ‘Abed al-Nabi al-Kaswani (36), from Biddu village, checked their IDs and allowed them to pass. When Osama drove 50 meters away from the checkpoint, IOF opened fire at his car, wounding him with several bullets; one of them penetrated his head. Moreover, his wife sustained shrapnel wounds in her back. Both of them were taken to Ramallah Governmental Hospital, where Osama was pronounced dead at 03:10 while his wife’s injuries were classified minor.

    • Israeli troops shot and killed a Palestinian father. His crime? Driving his wife to a clinic

A Palestinian couple driving home at night are stopped by soldiers, questioned and sent on their way – but then one soldier fires a bullet at the vehicle, and his comrades begin to shoot as well. The husband is killed. The army claims he tried to run the troops over, but they didn’t even try to pursue the car

The main street of the West Bank village of Al-Jib, on the way to the adjacent village of Bir Naballah, north of Jerusalem. Monday, April 5, 2:45 A.M., the early morning watch. The Israel Defense Forces raided Al-Jib three times that night. The soldiers parked their heavy, armored vehicles on the narrow traffic island separating the two sides of the road.

Three weeks earlier, on March 13, they had wrested a young Palestinian named Ahmed Ghanayem from his bed at night and detained him. Now they were back again to search his house and his family’s store, which is around the corner from Ahmed’s house. Two soldiers stood next to some cars parked on the median strip across from the store. Suddenly an old Toyota approached from the east. A soldier signaled the driver with a flashlight to pull over. The driver at first didn’t notice the flashlight, but his wife quickly shouted at him to brake. The car came to a stop about four meters from the troops. A short conversation and the car was sent on its way. But then a moment later, the soldiers began spraying it with dozens of rounds of bullets.

“If a person falls from a plane in the middle of the night, / only God alone can lift him up,” the poet Dahlia Ravikovitch wrote. If a person is traveling in a car in the middle of the night in the West Bank, only God can apparently save him. Osama Mansour was killed; his wife, Somaya, survived.

The attractive Al Badawi World Liquidation Sale store, across the street, sells clothing, footwear, perfume and kitchen utensils at bargain prices. A sign in the store says, in Hebrew: “Up to 50 percent off on the whole collection for club members.”

The soldiers came here for the first time that evening around 9:30 P.M. A sizable force in vans, Hummers and other armored vehicles. They searched Ghanayem’s home. Children and teens pelted them with stones, the soldiers hurled back tear gas and left the village – only to return at midnight. Again stone throwing, again tear gas, soldiers conducted searches in a few homes. Eyewitnesses had the feeling that the troops were planning something.

The soldiers left at 1 A.M. and were back at 2:30. Two vehicles, a van and a jeep, stopped on the traffic island across from the store. Two more armored vehicles were parked a few dozen meters away. There may have been more. The street was quiet now, so late at night. Two soldiers stood on the same median strip that we stood on this week when we tried to reconstruct the events of that night, step by step, with the aid of the Ramallah-area field researcher of the Israeli human rights organization B’Tselem, Iyad Hadad. Two eyewitnesses, Azam Malkiya and Bassam Iskar, had observed what happened from their apartments, on either sides of the street, with the soldiers in the middle.

The Mansours’ 2010 Toyota approached, a soldier signaled the driver to stop with his flashlight, the car came to a complete halt. According to the witnesses, the driver also turned off the engine. Somaya and Osama Mansour come from the nearby village of Biddu, once a hub for Israeli shoppers on Saturdays but not since the separation barrier went up there about two decades ago.

Somaya and Osama told the soldiers that they were on the way home from a clinic in Bir Naballah, as Somaya hadn’t felt well. The family had been stricken by the coronavirus: Osama got over it easily; his mother, Jamila, was confined for 25 days in the Hugo Chavez Ophthalmic Hospital in the town of Turmus Ayya, which had been converted into a hospital for COVID-19 patients; and Somaya suffered from various symptoms and rested at home. The worst was over, but that night Somaya felt unwell again. The Mansours’ son Mohammed also fell ill, but the other children weren’t infected.

Osama was a vegetable merchant who made the rounds of nearby villages in his car. The day we visited their home, Monday, would have been his 36th birthday. Two months ago he was released from prison after serving an 18-month sentence: He had been caught in Jerusalem without an entry permit and was already serving a suspended sentence. Somaya, 35, works as a seamstress in Givat Ze’ev, a settlement just north of Jerusalem. The couple have five children and live in a small house with an asbestos roof in the yard of Osama’s parents’ house.

When we arrived, Bisan and Nisan, 10-year-old twins in school uniforms, had just returned home from school. They are now fatherless.

A photograph of Osama is propped up on the television screen. On the last evening of his life he asked his mother what he could buy for Ramadan, which began this week. There’s still time, she replied. One of the last photos of him was taken next to the Al-Aqsa Mosque in Jerusalem; he had snuck in to pray; later on he was caught and arrested.

Somaya, the widow, enters the room, dressed in black, accompanied by the twins. She is tall and impressive, soft-spoken and tear-less, though her face is pained and pale. Osama returned from work at 11:30 P.M. on April 4, and hurried to take Somaya to the clinic in Bir Naballah. Somaya relates that he always looked after her like that, taking her to a doctor for every ailment. The doctor, she says, told her she had to rest at home. Osama then suggested that they should drive around a little, as she’d been cooped up in the house all day. She recalls that he bought her a sandwich at a grocery store that was open in the middle of the night. They didn’t notice anything unusual going on until they saw the soldier with the flashlight signaling them to pull over. The soldier aimed his rifle at them and shouted, “Why didn’t you stop?” “Why are you shouting at me?” Osama, who knew Hebrew, asked in reply. The soldier asked where they lived and where they were coming from, but didn’t ask to see ID cards or vehicle registration documents.

The soldier told them to be on their way, and Osama drove off. A moment later, however, Somaya says that she heard the sound of a single shot from behind; immediately afterward a few soldiers darted out in front of the car and riddled it with gunfire. Somaya describes “a rain of bullets” that landed on them. Terrified, she bent forward to protect herself. She felt shrapnel striking her back. “Are you all right?” Osama called to her, and she said, “I’ve been shot.”

The car veered from side to side; Somaya realized that Osama had lost control of the steering wheel. “Why are you driving like that?” she asked him – but there was no longer an answer. Osama fell over onto his wife’s lap, his head oozing blood. Somaya started shouting, but kept her wits about her. From the passenger seat, she grabbed hold of the steering wheel and also stepped on the gas pedal, in an attempt to escape the nightmare. A few hundred meters later she stopped the car with the handbrake and even shifted into park mode. The soldiers did not follow them. Four young men driving from the opposite direction stopped and quickly transferred Somaya and Osama to their car. He was still breathing, but had lost consciousness.

They took Osama to the Al-Carmel Clinic in Biddu, where staff summoned an ambulance that rushed the dying man to the Government Hospital in Ramallah. Somaya was treated for light wounds and the physicians told her Osama was being operated on. At 4 A.M. he was pronounced dead, but Somaya wasn’t told until two hours later.

The soldiers got to the car they had peppered with bullets 15 minutes after the incident, and took it away. They then proceeded to the stores and apartment buildings in the immediate area and dismantled the security cameras, including the one in the Ghanayem family’s store – it is not clear for what purpose. They also took the trouble to collect their shell casings from the street – the witnesses reported that about 50 rounds had been fired at the Mansours’ car. Hadad, from B’Tselem, found seven casings the soldiers had missed.

Osama’s body was transferred to the forensic medicine institute in Abu Dis, outside Jerusalem, where a postmortem was performed. Its findings haven’t yet been published, but as far as is known, only one bullet hit him, in the head.

The IDF lost no time in issuing an announcement stating that there had been a car-ramming attempt and that the vehicle had driven fast toward the soldiers and had endangered their lives.

This week we asked the army’s spokesperson’s office a number of questions: Does the IDF still maintain that there was a car-ramming attack? Have the soldiers involved been interrogated yet by the Military Police? And if they thought it was a car-ramming, why didn’t the troops rush after the vehicle in order to arrest the perpetrators? To all these questions the answer was: “In the wake of the event, a Military Police investigation was launched, and at its conclusion the findings will be forwarded to the office of the military advocate general.”

Salam Abu Eid, the head of the Biddu council, told Haaretz this week: “It was a crime not only against Osama but also against his wife and five children. The soldiers killed seven people, not only one person.”

Daisies planted by Osama adorn the yard of the house. His daughter Baylasan, 13, is sitting, dresed in black, her gaze bleak, along with the older brother, 15-year-old Mohammed. Baylasan (“elderberry” in Arabic) is a plant with white flowers from which myrrh and incense are extracted. One family member relates that today the plant can be found only across the barrier, on lands seized by Israel.

Ten-year-old Nisan rests her head on her mother’s lap, just as her father did in his last moments. Nisan covers her face with her cellphone, as though to distance herself from having to hear, over and over, what happened to her parents that night on which she lost her father – most likely for doing nothing wrong.

On Monday, 15 February 2021, Israeli authorities denied the entry of 2000 doses of Coronavirus vaccine into the Gaza Strip. These doses were sent from the Palestinian Ministry of Health (MOH) in Ramallah, but Israeli authorities refused their entry as the political leadership in Israel had not yet approved the Palestinian Authority’s request to transfer the vaccine to Gaza.

The Palestinian Minister of Health, Dr. May Al-Kailah emphasized in a press statement that the Israeli authorities prevented the entry of 2000 doses of Russia’s Sputnik V coronavirus vaccine into the Gaza Strip. She added that Israeli authorities bear full responsibility for this arbitrary action contrary to all customs, laws and international conventions. Al-Kailah also said that these doses were designated for medical personnel caring of Covid-19 patients in the Intensive Care Units (ICU) as well as for medical staff in the emergency departments. Al-Kailah affirmed that the Palestinian government and the MOH are in contact with international organizations to supply the Gaza Strip with Covid-19 vaccine as quickly as possible. (...)

  • Palestinian Teen Shot Dead by Israeli Soldiers Near Salfit
    Jan 26, 2021 – – IMEMC News
    https://imemc.org/article/palestinian-teen-shot-dead-by-israeli-soldiers-near-salfit

The Palestinian Health Ministry has confirmed, Tuesday, that a Palestinian teenager has died from Israeli fire, near Salfit, in the central West Bank, after the army claimed he attempted to stab soldiers.

The teen, identified as Atallah Mohammad Rayan , 17, from Qarawat Bani Hassan town, northwest of Salfit, was shot dead by Israeli forces after he allegedly attempted to stab a soldier at Giti Avishar junction near the illegal Ariel colony.

Israel’s Haaretz quoted the army alleging that the Palestinian “arrived at Giti Avishar junction and tried to stab a squad commander and a female soldier at the junction,” before a soldier and the Palestinian “briefly wrestled after he tried to stab her a few times before the commander killed him.”

The reported incident did not lead to any injuries among the soldiers, while the army said “it is investigating the attack.”

The Palestinian WAFA News Agency has reported that the teen was shot with several rounds, while soldiers made no attempt to provide first aid, and the child was left to bleed out until he succumbed to his wounds.

    According to eyewitness testimony.

“At around 11:30 a young Palestinian man was crossing the roadblock, soldiers attacked and shot him, they hit him, he scuffled with soldiers after they fired at him, they forced him on the ground, then they hit him on his head with their guns, most likely this is what killed the young man, because they struck him on the head multiple times, they busted his head open, they shot and injured him first, then beat him to the ground and assaulted him and hit him on his head, this is what killed him.”

After killing the young man, the soldiers invaded Qarawat Bani Hassan, the hometown of the slain Palestinian, leading to protests. (...)

(...) On Tuesday, 26 January 2021, IOF killed a Palestinian child on ‘Aber al-Samera Street near Haris village intersection, north of Salfit, under the pretext that he attempted to stab an Israeli female soldier. PCHR’s investigations points out that IOF could have controlled the child by using less lethal force.

According to PCHR’s investigations, at approximately 11:30, while the child was walking on ‘Aber al-Samera street, few meters away from the vehicles lane, female and male soldiers were walking in front of him heading to a military checkpoint established on the street, 20 meters away. Verbal altercation erupted between the two soldiers and the child and then developed to a fist fight. Few moments later, a third soldier present in the area intervened and shot the child, wounding him directly. A number of Israeli soldiers gathered around the child who fell on the ground, beat him with gun butts and left him to bleed out without providing first aid until he succumbed to his wounds. Forty minutes later, the soldiers took him via an Israeli ambulance to an unknown destination.

The Israeli spokesperson said that a Palestinian child attempted to stab a female soldier several times before the soldiers neutralized him. It should be noted that Israeli authorities did not publish any video corroborating the incident, despite that there were cameras in the area. It was found later that the victim is ‘ Atallah Mohammed Rayan (17) , from Qarawat Bani Hassan village, west of Salfit. PCHR’s fieldworker said that Rayan is a senior high school student and he used to head to his father’s marble factory in Rujeib village after returning from school. PCHR points out that IOF could have controlled the child without killing him, and that even if the Israeli claims were true, the child did not pose threat to the lives of the soldiers who could have controlled him, arrested him and used less lethal force against him without killing him and leaving him to bleed out without providing first aid, despite the presence of an Israeli medical crew.

At approximately 17:00, IOF backed by military vehicles moved into Qarawat Bani Hassan village, west of Salfit. They raided and searched Rayan’s house and interrogated all the family members. During which, IOF informed Rayan’s family that he attempted to stab a female soldier; Rayan’s family denied having any information about the incident or that their son intended to carry out a stab attack, expressing their shock to what happened to him. During the IOF incursion into the village, Palestinian young men threw stones at IOF and clashes erupted between them. IOF fired rubber bullets and teargas canisters at the young men; no casualties were reported. (...)

      https://imemc.org/article/your-sons-life-is-over

  • Israeli forces fatally shoot Palestinian child during village protest
By MEE staff |Published date: 4 December 2020

Israeli forces fatally shot a Palestinian child near the occupied West Bank city of Ramallah on Friday evening, the local health ministry has confirmed.

The boy has been identified as Ali Abu Aalya and is believed to be either 13 or 14 years old. The teen was killed during clashes that broke out between Palestinian residents and Israeli soldiers in his village of al-Mughayir, northeast of Ramallah, the ministry said.

The Palestinian Red Cross told Israeli newspaper Haaretz that Israeli forces shot Abu Aalya in the stomach. He was then rushed to a local hospital where he succumbed to his wounds.

Clashes broke out in the village on Friday after Israeli forces responded to a protest held by local residents against a new settlement outpost in the area. Haaretz reported that the demonstration had taken place “far from the outpost”.

Palestinian communities often use Friday after midday prayers as a time to protest the Israeli policies of land confiscation, road blockades, and settlement expansion - among other issues.

Rights groups, including Human Rights Watch and Amnesty International, have condemned Israel’s response to such protests, which frequently result in the loss of life, accusing the army of carrying out a “shoot-to-kill” policy that encourages “extrajudicial killings”.

      Dec 5, 2020
      https://imemc.org/article/israeli-soldiers-kill-a-palestinian-child-near-ramallah-2

Israeli soldiers shot and killed, Friday, a Palestinian child in the al-Mughayyir village, northeast of the central West Bank city of Ramallah.

Amin Abu Alia, the head of al- Mughayyir Village Council said several army jeeps invaded the eastern area of the village, and attacked unarmed protesters with live fire, rubber-coated steel bullets, gas bombs and concussion grenades.

He added that the soldiers shot Ali Ayman Abu Alia, 13, with a live round in the abdomen, before Palestinian medics rushed him to Palestine Medical Complex in Ramallah, where he was immediately sent to surgery, but succumbed to his serious wounds despite all attempts to save his life.

Abu Alia also stated that the soldiers shot four young Palestinian men with rubber-coated steel bullets, and caused many others to suffer the effects of teargas inhalation.

Nickolai Mladenov, the United Nations’ Special Coordinator to the Middle East, called for a credible and independent investigation into the death of the child.

In a tweet, the UN official said, “Israel must swiftly and independently investigate the shocking incident,” and added that “Children enjoy special protection under International Law, and must be protected from violence.”

The Office of Palestinian President Mahmoud Abbas denounced the slaying of the child, and said that this incident is part of Israel’s continued brutal and criminal violations against the Palestinian people, especially the children.

It also called on the international community to provide protection to the Palestinian people, and to ensure the establishment of an independent, contiguous, and sovereign Palestinian state, with East Jerusalem as its capital.

Last week, we were in the Al-Arroub refugee camp, searching for an open area in which to sit, for fear of the coronavirus. There wasn’t one. In a camp in which house touches house, whose alleys are the width of a man and strewn with garbage, there’s nowhere to sit outside. One can only dream of a garden or a bench; there isn’t even a sidewalk. This is where Basel al-Badawi lives. A year ago, soldiers shot his brother dead, before his eyes, for no reason. Two weeks ago, Basel was snatched from his bed on a cold night and taken, barefoot, for questioning. We sat in his family’s cramped home and realized there was no “out” to go to. While we were there, Israeli soldiers blocked the entrance to the camp, as they occasionally do, arbitrarily, and the sense of suffocation only grew.

This is Basel’s world and this is his reality. He is 16, a bereaved brother, who was abducted from his bed in the dark of night by soldiers. He has nowhere to go to except for school, which is closed for part of the week due to COVID-19. Basel is free now, more fortunate than certain other children and teenagers. Around 170 of them are currently detained in Israel. Other children are shot by soldiers, wounded and sometimes killed, with no distinction made between children and adults – a Palestinian is a Palestinian – or between a life-threatening situation and a “public disturbance.”

On Friday they killed Ali Abu Alia, a 13-year-old boy. It was a lethal shot to the abdomen. No one could remain indifferent to the sight of his innocent face in photographs, and his last picture – in a shroud, his face exposed, his eyes closed, as he was carried to burial in his village. Ali, as he did every week, went with his friends to demonstrate against the wild and violent outposts that sprouted out of the settlement of Kokhav Hashahar, taking over the remaining land of his village, al-Mughayir. There is nothing more just than the struggle of this village, there is nothing more heinous than the use of lethal force against protesters and there is no possibility that shooting Ali in the abdomen could have been justifiable. In Israel, of course, no one showed any interest over the weekend in the death of a child, one more child.

Up until the current school year, around 50 children from the shepherding community of Ras a-Tin studied at the school in al-Mughayir, the village of the deceased boy. They had to walk about 15 kilometers (9.3 miles) each day, round trip, to attend. This year their parents, with the help of a European Commission aid organization based in Italy, built them a modest, charming school in the village. Israel’s Civil Administration is threatening to demolish it, and in the meantime it is harassing the pupils and teachers with surprise visits to check whether the toilets had been, God forbid, connected to a water pipe – in a village that was never connected to the power grid or the water supply. The children of Ras a-Tin must have known Ali, their former classmate, now dead.

The children did not know Malek Issa, of Isawiyah, in East Jerusalem. The 9-year-old boy lost an eye after it was hit by a sponge-tipped bullet fired by an Israeli police officer. On Thursday the Justice Ministry department that examines allegations of police misconduct announced that no one would be charged in the shooting, after 10 months of intensive investigation. It was enough for the policemen involved to claim that stones had been thrown at them, perhaps one of them hit the boy. But no video shows stones being thrown, nor is there any other evidence of this. Ali’s killers can also sleep in peace: No one will prosecute them. All they did was to kill a Palestinian child.

These and many other incidents are taking place during a period that is among the quietest in the West Bank. This is the terror taking place, committed by the state. When we hear of such incidents in vicious dictatorships – children who are snatched from their beds in the middle of the night, one boy who was shot in the eye, another who was shot and killed – it sends shivers down our spine. Shooting at demonstrators? At children? Where do such things happen? Not in some faraway land, but rather just an hour’s drive from your home; not in some dark regime, but in the only democracy.

What would you think of a regime that allows the shooting of children, that abducts them in their sleep and razes their schools? That’s exactly what you must think of the regime here in our country.

      https://www.pchrgaza.org/en/?p=15455

According to investigations conducted by the Palestinian Centre for Human Rights (PCHR), at approximately 11:00 on Friday, a peaceful protest took off in the center of al-Mughayyir village, northeast of Ramallah, at the call of the villagers, towards lands under the threat of confiscation and in protest to the establishment of new settlement outposts in Ras al-Teen area near the eastern entrance to the village. The protestors raised Palestinian flags and chanted slogans against the Israeli occupation, settlers and annexation wall. When the protestors arrived at the area, they found a large number of Israeli soldiers awaiting them. Following the Friday prayer, the protestors chanted slogans again the Israeli occupation and settlers. IOF immediately suppressed the protest and fired live and rubber bullets, sound bombs and tear gas canisters at the protestors. As a result, 4 civilians sustained rubber bullets wounds in their lower extremities and received treatment on the spot. At approximately 13:30, as the clashes were ongoing, Israeli soldiers shot at ‘Ali Ayman Naser Abu ‘Aliya (14), wounding him with a live bullet in his abdomen below the lung on the right side of his body. Abu ‘Aliya was immediately taken via a Palestinian Red Crescent Socitey (PRCS) ambulance to the Palestine Medical Complex in Ramallah, where he underwent a surgery. At approximately 18:00 on the same day, medical sources pronounced him dead. The medical report showed that the bullet penetrated the liver and ruptured it.

    https://imemc.org/article/cancer-stricken-palestinian-detainee-dies-in-israeli-prison

The Palestinian Prisoners and Ex-Prisoners Commission has confirmed that a cancer-stricken Palestinian detainee, who also contracted the coronavirus while in prison, died, on Tuesday, following a serious deterioration in his health due to being subjected to medical neglect on the part of the Israeli Prison Authority.

The Commission stated that Kamal Abu Wa’er , 46, from Qabatia town, south of the northern West Bank city of Jenin, was abducted by the army in the year 2003, and was sentenced to several life terms.

He suffered from throat cancer, and his health condition witnessed a serious deterioration after he became infected with the coronavirus.

The head of the Commission, Qadri Abu Bakr, held Israel fully responsible for Abu Wa’er’s death, and described it as a “premeditated crime committed by the Israeli Prison Service, which was aware of his deteriorating medical condition, and denied him access to professional help, in addition to refusing to release him, even after his suffering compounded when he became infected with the coronavirus and required specialized medical treatment.”

Abu Bakr also said that the death of Abu Wa’er demonstrates the failure of various international community organizations and human rights groups, who continue to fail in holding Israel accountable for its serious violations against the Palestinian people, especially the detainees.

In addition, the Addameer Prisoners Support and Human Rights Association condemned the ongoing violations against the Palestinian detainees and stated that Israel continues to breach International Law and the Fourth Geneva Convention.

Since Monday evening, Gaza authorities imposed a 48-hour curfew across the Gaza Strip, and suspended work in public and private sectors, and shutdown educational institutions, mosques, markets, wedding halls and clubs, and banned all gatherings in order to contain the virus, identify possible cases and to deal with individuals who had contact with corona cases.

This is the first time a coronavirus case was documented outside the Gaza Strip quarantine centers, as the measures put forward since March 2020 contained the spread of the virus in the Gaza Strip.

As the Gaza Strip endures a 20-hour power outage per day, due to the Israeli ban on the import of fuel for operating the power plant, PCHR fears a dangerous and accelerated deterioration in health conditions, as explained in its detailed press release earlier today.

With these developments, the Gaza Strip witnesses a new and unprecedented phase that will affect all aspects of life and aggravate the already critical humanitarian conditions. (...)

• Weekly Report on Israeli Human Rights Violations in the Occupied Palestinian Territory (13– 18 August 2020) – Palestinian Centre for Human Rights

(...) This week, IOF escalated its attacks on the Gaza Strip with multiple airstrikes, one of which landed on a United Nations Relief and Works Agency (UNRWA) school in Gaza city. Additionally, IOF tightened its closure restrictions on the Gaza Strip, closing Karm Abu Salem, banning en try of fuel that resulted in the Gaza Power Plant shutdown, and closing the sea. These decisions is a continuation of the collective punishment policy, and inhumane and illegal retaliatory actions adopted by Israel against the Gaza Strip civilian population since 2007. PCHR fears for the lives of Palestinian civilians as the attacks continue and warns of their repercussions on the collective economic and social rights of Palestinians. Additionally, IOF continued its attacks in the West Bank, including excessive use of force, demolition of houses and facilities and settlement expansion. (...)
