Occorrono strumenti straordinari di flessibilità e semplificazione nella ricerca di manodopera. Stiamo lavorando con il Ministero dell’agricoltura per individuare soluzioni al problema.

Ancora ritardi e blocchi degli autotrasportatori destinati all’estero.

Roma, 19 marzo 2020 – “La filiera agricola è una di quelle che non può fermarsi in questa situazione di emergenza, ma non possiamo tacere il fatto che i problemi, in campagna come negli stabilimenti produttivi, stiano aumentando di giorno in giorno, rendendo sempre più arduo riuscire a garantire ancora a lungo ai cittadini una assoluta continuità nella fornitura di cibo”. A dirlo Giorgio Mercuri, presidente dell’Alleanza cooperative agroalimentari, che con le sue 5.000 imprese associate, detiene il 25% del fatturato alimentare del paese.

Il primo grande problema è relativo alla mancanza di disponibilità manodopera. “Abbiamo assistito in queste settimane – spiega Mercuri - ad una partenza di lavoratori UE ed extra Ue: non c’è personale adesso che accetti di venire a lavorare nel nostro Paese. Pesantissime sono le ripercussioni sulle produzioni attualmente in campo, come gli asparagi - per i quali mancano all’appello migliaia di lavoratori – ma sono a rischio tutte le produzioni primaverili, a partire dalle fragole, che si avvicenderanno nelle prossime settimane nelle varie regioni d’Italia”.

“Nel Decreto Cura Italia approntato dal governo per l’emergenza – prosegue Mercuri – non sono stati introdotti strumenti straordinari di flessibilità e semplificazione nella ricerca della manodopera. Stiamo in queste ora lavorando con il Ministero dell’agricoltura per individuare soluzioni al problema: una proposta potrebbe essere quella di prolungare i permessi di soggiorno per i lavoratori extracomunitari oppure la possibilità di impiegare in campagna, nella congiuntura di emergenza, i cittadini idonei ai quali viene attualmente erogato il reddito di cittadinanza. Per garantire più personale alle nostre cooperative associate, abbiamo anche richiesto di estendere gli istituti della codatorialità e del distacco ai rapporti tra socio e cooperativa per aiutare a rafforzare la continuità produttiva, garantendo più personale nelle nostre imprese in questa fase delicata”.

Le regole introdotte dal governo italiano per contrastare la diffusione COVID19 in relazione alla sicurezza sui posti di lavoro e dei lavoratori – dotazioni strumentali, varianti organizzative, sanificazione dei locali, sicurezza linee di lavorazione – stanno inoltre generando, ammonisce il presidente Mercuri, “carichi di responsabilità e non poco stress psicologico alle nostre aziende, che sentono in primo luogo il dovere di tutelare i propri dipendenti. Possiamo già stimare un aumento dei costi sostenuti nei centri di lavorazione e nei magazzini nell’ordine di un +20%, che potrebbe incidere anche sul costo complessivo del prodotto, pur se di pochi centesimi”.

“Proseguono intanto, nonostante gli appelli della Commissione europea ad una libera circolazione delle merci – conclude Mercuri – i problemi logistici legati alle consegne degli ordinativi con l’autotrasporto: ci sono in direzione di alcuni Paesi come Polonia, Romania, Austria, Croazia, Slovenia e Serbia, controlli e persino divieti di transito dei camion, che determinano nell’ipotesi migliore gravi ritardi e costi aggiuntivi ingiustificati. Si tratta, nella quasi totalità dei casi, di prodotti destinati all’export e non riassorbili dal consumo interno”.
