You can really trace the current problem of terrorism hitting Europe to the beginning of the Syrian war in 2012 and the insistence of Western governments—against all available evidence—on creating the myth of “moderate Syrian rebels”. Western propaganda glamorized a non-existing Syrian “revolution” and romanticized those Muslims in the West who took the trip to fight with the various Jihadi group. The myth of the moderate Free Syrian Army was in full swing at the time, and any opinion which warned of the dangers of rise of terrorist groups in Syria was immediately dismissed as pure Syrian regime propaganda. The dangerous propaganda ploy of Western media continues. Look at this map from this article in Bloomberg. Look how the areas designated as “Syrian rebels” is so widely expanded. In fact, if you look at the areas around Idlib, the dominant force there is Nusrah Front even if it works with other militant Jihadi groups under the banner of Jaysh Al-Fath. So basically, whenever Nusrah Front (the descenents of the terrorists of Sep. 11) align themselves with other rebel groups, Western propaganda and media outlet regard the rebels in that area as “moderate Syrian rebels” because they are not fighting under the banner of Nusrah although the banner exists. This is one of many example but it gives you an idea. And Zionists have been most active in this regard and in spinning this propaganda but they are not alone: some liberal and leftists have also been spinning this fable.

This week, it appears, the media’s collective FSA/CIA amnesia has struck once again, with a series of reports that make no mention of the CIA’s ongoing operation of arming and training Syrian rebels that’s been thoroughly documented for over two years.

These reports were previewed last month with a report on CNN (1/16/15) headlined “Pentagon: US to Begin to Train and Equip Moderate Syria Rebels.” This was just false: The US isn’t “beginning to train and equip moderate rebels.”

JJ: This idea of putting acts into a political context and drawing some connection between what a country does and what is done to it – it’s not that media never do it, they do do it in some situations, don’t they?

JN: Shortly after the bombing of the Russian plane, there was an AP piece sort of speculating about whether terrorism could have been behind it, and the AP article said that if it was terrorism, “many Russians could reconsider the wisdom of the country’s airstrikes in Syria.” It’s interesting that that is a possibility that is offered by corporate media to the citizens of Russia, but is not offered to the citizens of France. And, in a way, if you want coverage of your government that you can use as a citizen, that allows you to consider the actions of your government as something that has consequences in the real world, you may be better off living under a government that the US media considers to be an enemy than to live in a country that they think of as a friend.

JJ: And it would seem even less likely to get that kind of critical treatment of US foreign policy.

JN: No, that is the main thing that you will not get from US media coverage

Terrorism—to the extent the term is useful—is a fundamentally postmodern crime. It requires two parties for it to be effective: the violent actor and the media. As I’ve mention here at FAIR before, blowing up a market 1,000 years ago, for example, before mass communication, would have been entirely pointless. To properly terrorize a population, the population must be aware of the threat, and to be aware of the threat relatively quickly, mass communication is required for economy of scale to be achieved.

Does this mean the media should not cover acts or threats of terror at all? No, of course not; this would be a dereliction of duty and infantilizing. What it does mean is that when covering terrorism as such, a distinction between terror and meta-terror (i.e., terror caused by terror coverage) is an important part of journalistic discretion.

Unfortunately, as we saw after 9/11, many news outlets have failed to make this distinction, aiming instead for non-stop panic—even when the “threats” proposed are thin and designed to elicit just such a reaction. By amplifying every idle threat, the media have once again become ISIS’s defacto PR wing, in a fashion that’s as journalistically sloppy as it is depressingly predictable.

Just as the question of Al-Qaeda’s motives in 2001 provoked more self-congratulation than serious inquiry (Extra! Update, 10/01), coverage of Paris in 2015 tends to skirt over political realities. Thus the New York Times (11/13/15) could report: “A stunned and confused French capital was again left to wonder: Why us? Once again?” The obvious answer was alluded to obliquely by a soccer stadium spectator: “With all the strikes in Syria, we’re not safe anymore.”

Readers were presumed to know this referred to the French bombing campaign against ISIS in Syria, which began in September, following aerial attacks against ISIS’s positions in Iraq that started last year (CNN, 9/27/15). Just last week, France joined in intensified strikes against ISIS-controlled oil fields in Syria (New York Times, 11/12/15). By last summer, Western airstrikes against ISIS in both Iraq and Syria had reportedly killed at least 459 civilians, including more than 100 children (Guardian, 8/3/15).

Quick–who’s missing from this New York Times chart (11/2/15)?

The most obvious omission is African-Americans, who make up about 12 percent of the US population. They are left out of the chart not because they don’t support the point—they, too, have a falling death rate in the 45-54 demographic, unlike US whites—but presumably because they would require a larger graph, since the black mortality rate is still well above whites in this age group: 582 vs. 415 per 100,000.

That deaths among middle-aged whites are rising while they’re falling among other groups is a remarkable story—particularly when the disparity is explained, as the PNAS study indicates, by rising rates of drug and alcohol overdoses, alcohol-induced liver damage and suicide. But the story is complicated, surely, by the fact that the shocking news is that middle-age whites in the US now die 71 percent as often as blacks—as opposed to 56 percent as often, like they did 14 years ago.

Perhaps it would have been worth making a bigger chart to make that point?

The New York Times completely rewrote and changed the title of its report on the bombing seven times. Early on October 3, the Times published an article headlined “Airstrike Hits Hospital in Afghanistan, Killing at Least 9.” Minutes later, it changed the headline to “Airstrike Hits Doctors Without Borders Hospital in Afghanistan.” Two hours after, it became “Afghan Hospital Hit by Airstrike, Pentagon Says.” Then “US Investigates After Bombs Hit Afghan Hospital,” before finalizing as “US Is Blamed After Bombs Hit Afghan Hospital.”

The over 20 versions of the article published in the Times‘ website can be seen at the website NewsDiffs, which monitors edits to pieces published in large new outlets. Because the Times changed the web URL for the article when changing the headlines, there are three separate entries on NewsDiffs.

Not one of the five New York Times headlines indicated that the US was responsible for the bombing. The final title, “US Is Blamed After Bombs Hit Afghan Hospital,” which was published in print, fails to acknowledge that it was the US who dropped those bombs, which explains why it is blamed.

The New York Times‘ other story (10/4/15), “Doctors Without Borders Says It Is Leaving Kunduz After Strike on Hospital,” was also substantially edited and rewritten numerous times. It’s likewise full of weasel words and quotes from the US government.
The Washington Post (10/4/15) also changed headlines and URLs for its reporting, making it difficult to track. It did choose a title acknowledging the US role in the attack, but attributed it to MSF, writing, “Doctors Without Borders Says US Airstrike Hit Hospital in Afghanistan; at Least 19 Dead.”

Les Syriens, oubliés depuis si longtemps ...

Depuis 2011, la Syrie a vécu à la fois des élans révolutionnaires, de violentes attaques contre-révolutionnaires, la monté du fascisme religieux, la perpétuation des atrocités commises par l’Etat d’el-Assad, le tout dans une indifférence internationale parfaitement honteuse. La vie de millions d’êtres humains a basculé dans la tragédie, les destructions sont massives…

Sans aucune prétention, j’ai cherché ici à faire un point, celui d’un humain qui s’interroge sur la base des informations qu’il a pu recueillir.

Commençons par le début. Les révolutionnaires syriens ne sont pas sortis dans la rue pour réclamer un Etat islamique, l’application de la charia ou pour obtenir davantage de mosquées. Non, ces gens sont sortis dans la rue pour réclamer liberté et dignité, réclamer leur droit à la parole et ne pas entendre seulement la voix de Bachar. Quoi de plus normal que de voir, dans un pays, des gens se soulever contre un tyran, contre celui et ceux qui les oppriment, c’est-à-dire celui et ceux qui les gouvernent ?

40 ANS DE DICTATURE ÇA SUFFIT

En mars 2011, à Deraa (ville du sud-ouest de la Syrie), des enfants, très jeunes – l’aîné avait 14 ans, mais on murit vite dans de telles situations – inspirés par les soulèvements en Egypte et en Tunisie, ont écrit sur un mur «  Le peuple veut la fin du régime  ». Il s’en est suivi un enchainement inouï de violences. Les forces de l’ordre de l’Etat d’el-Assad arrêtent ces enfants, les frappent, les torturent, leur arrachent les ongles… Ce sont leurs méthodes habituelles et c’est ce qu’ils font subir à ces enfants. Des humains de Syrie, ne vont pas rester insensibles face à ce nouvel épisode d’horreur. Ils sortent dans la rue pour tenter de les faire libérer. C’est par des rafales de mitrailleuse que l’Etat barbare leur a répondu. Des enfants, seuls les cada-vres mutilés, brûlés, sacrément amochés, sont rendus aux familles.

C’est l’étincelle. Tout s’enflamme. D’énormes rassemblements et manifestations pacifiques vont suivre dans tout le pays. C’est principalement chez les plus défavorisés que la révolte gronde, alors que les privilégiés apporteront un soutien incontestable à Bachar le sanguinaire.

Des actions symboliques comme l’arrachage de posters à l’effigie du tyran ou la destruction de statues des el-Assad (père et fils), l’attaque d’un siège du parti Baas et la colère massive grandissante, seront toujours calomniées par l’impressionnant appareil de propagande de Bachar qui les taxera de « terrorisme ». La rhétorique de Bachar est simple : qui s’oppose à lui ne peut être qu’un dangereux « terroriste », alors que lui-même est un brave pacifiste qui ne recherche que le bonheur de son peuple, comme il l’écrit, par exemple, dans ce communiquée de presse (novembre 2011) :

« Mon rôle, en tant que président, et c’est mon obsession quotidienne, est de savoir comment mettre un terme à ce bain de sang causé par des terroristes armés qui œuvrent dans plusieurs régions ».

Comme si les personnes massivement présentes dans cette rébellion, à ce moment-là, étaient des barbus sanguinaires et que lui, maître incontesté du pays, était le garant de la « laïcité » et de la « paix » en Syrie.

Or, s’il y avait et s’il y a une chose que les Syriens n’ont pas à attendre de l’Etat, c’est bien qu’il combatte le vrai terrorisme. Mais contre la révolution, ce sera une lutte acharnée que les bourgeois syriens mèneront.

Vouloir transformer l’homme révolté en « terroriste », ne sera pas le gros mensonge de la seule propagande d’Etat d’el-Assad. Il sera repris immédiatement par tous ses alliés et au-delà, c’est-à-dire beaucoup plus de monde que l’on ne croit. Il est vrai que l’Etat de Bachar a su se créer, par sa « générosité », beaucoup d’amis discrets mais actifs…

La résistance populaire, quant à elle, s’organise autour de « Comités locaux », pour venir en aide aux familles des victimes. Des lieux s’ouvrent, où la parole jusqu’alors muselée, se libère. Face aux problèmes du quotidien, vient alors le « Comment faire face ensemble ».

« Mener leur vie indépendamment des institutions et organes d’Etat, établir un espace qui permette la collaboration collective des individus, activer la révolution sociale aux niveaux local, régional et national ».

Voila comment Omar Aziz, révolutionnaire syrien mort en prison, voyait les Comités locaux de coordination, comme le rapportent les propos d’un de ses amis, Buddour Assan.

Pendant ce temps, les services de police ainsi que des miliciens syriens (très actifs et très fidèles à Bachar) mènent la répression, commettent des tueries, des bains de sang, couverts par le silence médiatique. En réponse, le mouvement populaire donnera alors naissance au premier groupe armé dont nous entendrons parler, l’Armée Syrienne Libre, composée de déserteurs et d’habitants. Leur mission sera de défendre ceux qui se font massacrer par les forces obscures d’el-Assad et du Hezbollah libanais. Un lien soudé existera entre l’ASL et les Comités locaux. Ce mouvement, jusqu’alors resté pacifique, n’aura d’autre choix que de prendre les armes. Les villes d’Alep et de Homs seront des terrains de fortes confrontations. Les chars du pouvoir vont entrer en jeu, puis viendra le tour des bombardements, puis l’utilisation d’armes chimiques, notamment le gaz sarin, faisant des massacres  : 1 400 morts dans les banlieues de Damas le 21 août 2013…

Selon la propagande d’el-Assad, aussitôt reprise en boucle par ses fidèles alliés, ce sont les rebelles qui se seraient envoyé ce gaz toxique dessus pour qu’interviennent les forces étrangères. Ben voyons. Et devant l’incohérence de ce « message », qui ne passe pas toujours bien, le deuxième argument de la propagande assadienne est de nier les faits  : le rapport sur le gaz sarin serait un faux. Difficile à croire quand on voit la tournure des événements (mais les alliés de Bachar ont quand même réussi à semer le doute en Occident) ! Toujours est-il qu’il n’y a eu aucune intervention pour arrêter les massacres. El-Assad a pu continuer ses crimes aux yeux de la terre entière, sans qu’il y ait de grande réaction. Il a pu franchir la fameuse « ligne rouge » sans que l’action (ou plutôt l’inaction) internationale bouge d’un iota.

Résumons  : Quand les Syriens s’expriment pacifiquement, par un tag ou des manifestations, ils ont des balles comme réponse. Quand ils s’arment défensivement pour se protéger, c’est l’artillerie lourde. Et quand cela n’est pas assez « efficace » ce sont les bombardements. Une fois le gaz sarin confisqué (1), c’est à coup de barils de TNT que la population sera exterminée. C’est comme ça que le régime el-Assad procède quand il veut mettre un terme à « un bain de sang ». Le cynisme ajouté à la cruauté !

Quant à la « laïcité » de Bachar, qu’on nous a servi ici comme « justificatif », quant à sa volonté de « réconciliation », c’est de la pacotille. Les deux principaux slogans de ses sbires en disent plus long que tous les discours : «  Bachar, ou nous brûlons tout  » et «  Dieu, la Syrie, Bachar et c’est tout  » . Résultat, 4 ans plus tard  : pas loin de 200 000 morts et des millions d’êtres humains fuyant la Syrie.

LES FORCES D’OPPOSITION

Face à cette montée de la résistance populaire, el-Assad a eu l’astuce de libérer des prisonniers politiques. Mais, ce ne furent pas des communistes, ni des démocrates, ni des personnes incarcérées à la suite de mouvement pacifiques. Non, non, les premiers libérés – très vite libérés - ont été les islamistes radicaux et des droits communs violents (condamnés pour meurtre…).

Cette manœuvre nauséabonde a largement contribué à faire crever la révolution sociale en la faisant basculer dans une guerre civile, bascule favorisée par l’arrivée du Front islamique.

Fort de 50 000 à 80 000 hommes, le Front islamique devient alors le plus important groupe rebelle de Syrie, devant ses rivaux de l’Armée syrienne libre, de l’État islamique de l’Irak et du Levant et du Front Al-Nosra, grâce à l’aide financière du Qatar, avec la bénédiction de l’Arabie saoudite et probablement de la Turquie, à ce que l’on peut savoir.

De l’autre coté, un Conseil National Syrien est formé, composé de membres des comités locaux, de l’ASL, mais aussi des Frères musulmans, puis à la demande des soi-disant pays amis de la Syrie, une Coalition Nationale des Forces de l’Opposition et de la Révolution naîtra en novembre 2012, avec pour président Mouaz al-Khatib, un imam sunnite et homme politique syrien. L’opposition syrienne dite modérée était ainsi prête au cas où Bachar tomberait.

Plus tard ces forces de l’opposition seront vivement critiquées, notamment par des membres de l’ASL et par les Comités locaux, car leurs préoccupations s’éloignent du terrain de la révolution syrienne. Le président de la CNFOR démissionne. Il dira par la suite  :

« Les puissances mondiales (…) ne pensent à résoudre la crise syrienne qu’en fonction de leurs souhaits, de leurs intérêts ou selon leurs méthodes, sans tenir compte de la souffrance quotidienne du peuple  » (2).

Belle conclusion, mais tardive, comme pour tous ceux qui rêvent de pouvoir et de présidence, quand ils sont déçus. D’ailleurs il est curieux que ce chef de l’opposition, sorti du chapeau des «  amis » de la Syrie, ait été prêt à discuter avec le régime (3).

Si, de 2011 à 2013, les Comités locaux et l’Armée Syrienne Libre se sont développés, et ce de manière exponentielle, il aura fallu deux ans de « questionnements » et de tergiversation sur l’aide qui devrait leur être apportée… le temps que le processus révolutionnaire soit affaibli et en voie de disparition.

Un aboutissement rapide aurait pu, probablement, éviter tout ce bain de sang. L’absence d’aide d’un côté et la cohésion des soutiens et alliés de Bachar el-Assad (en particulier, le soutien de l’Iran) de l’autre sont bel et bien responsables d’une révolution brisée.

SYRIE, TERREAU DES FASCISTES ISLAMISTES

De telles circonstances ont constitué pour le Front al–Nosra et pour Daech un terreau pour se développer à grande vitesse. Le conflit Syrien s’enlise. Les « Amis » de la Syrie font le choix de ne pas fournir en armes les révolutionnaires, et notamment les combattants de l’ASL. Même la demande, présentée par l’opposition au régime, d’obtenir une simple protection anti-aérienne pour la zone nord du pays contrôlée par les révolutionnaires est refusée. Le manque d’armes des révolutionnaires fera le jeu des islamistes de Daech, qui eux, sont financés par le pétrole d’Irak ainsi que par quelques autres mystérieux donateurs, et armés par les stocks laissés à l’abandon après la guerre de 2003 contre Saddam. Daech s’attaquera dès le début de son expansion en Syrie aux combattants de l’Armée syrienne libre. L’arrivée de Daech sera un scoop pour les gros médias qui jusqu’alors n’avaient pas l’air de trop se préoccuper des syriens. Ajoutons que les combattant Kurdes ont défendu Kobané, combat juste et légitime face à Daech, malgré un double jeu du gouvernement Turc, qui peut paraître bien étrange, mais qui correspond tout simplement aux intérêts que défend Erdogan.

Bachar quant à lui, reste fidèle au poste et règne en prince…

REACTIONS INTERNATIONALES

Des députés français sont allé serrer la paluche sanglante de Bachar - on ne sait jamais, si c’est lui qui doit rester (4) ... Pendant qu’une bonne part de la population syrienne criait « Bachar dégage », en Occident, c’était l’insensibilité générale et un silence inquiétant. Il n’y a eu que des initiatives, malheureusement trop rares et de portée limitée, comme la création de collectifs de solidarité avec la révolution syrienne, pour tenter de dénoncer la propagande d’Etat et venir en aide aux populations ou comme le peu de soutien pratique apporté aux combattants kurdes. Nous avons été loin des gros rassemblements, comme ceux que nous avions vus pendant la guerre en Irak ou au cours du conflit israélo-palestinien. La barbarie de l’armée et de la milice el-assadienne, a-telle rendu sourd, muet et aveugle ceux qui auraient dû protester ?

Les Syriens ont été abandonnés à leur triste sort, condamnés à se battre contre des fascistes de Daech, les fascistes de l’Hezbollah et les soldats de Bachar dans l’indifférence la plus totale.

Pourtant, 200 000 Syriens tués, des millions de réfugiés, des enfants fuyant la guerre, comment peut-on rester de marbre face à cela ?

In addition to the CIA’s efforts, there is a much more scrutinized and far more publicized program by the Department of Defense to train “moderate rebels,” of which only a few dozen actually saw battle. The Pentagon program, which began earlier this year and is charged with fighting ISIS (rather than Syrian government forces), is separate from the covert CIA operation. It has, by all accounts, been an abysmal failure.

One thing the DoD’s rebel training program hasn’t been a failure at, however, is helping credulous reporters rewrite history by treating the Pentagon program as the only US effort to train Syrian rebels–now or in the past. As the US’s strategy in Syria is publicly debated, the CIA’s years-long program has vanished from many popular accounts, giving the average reader the impression the US has sat idly by while foreign actors, Iranian and Russian, have interfered in the internal matters of Syria.

While the White House, Congress and the Pentagon can’t legally acknowledge the CIA training program, because it’s still technically classified, there’s little reason why our media need to entertain a similar charade.

Les Etats-Unis ont commencé au printemps dernier à former et à équiper des rebelles syriens #modérés soigneusement sélectionnés, pour qu’ils combattent le groupe Etat islamique en Syrie.

Mais le programme, pour lequel le Congrès a débloqué 500 millions de dollars, n’a pas réussi à décoller : seulement 54 rebelles ont été formés jusqu’à maintenant, pour un objectif qui était de 5.000 par an.

Le Pentagone affirme que d’autres promotions sont en cours de formation mais se refuse à donner tout chiffre sur le nombre de combattants concernés.

Even over longer periods, there is no direct correlation between the stock market and GDP. In the decade of the 1970s, the stock market lost more than 40 percent of its value in real terms; in the decade of the 1980s it more than doubled. GDP growth averaged 3.3 percent from 1980 to 1990, compared to 3.2 percent from 1970 to 1980.

Apart from its erratic movements, the stock market is not even in principle supposed to be a measure of economic activity. It is supposed to represent the present value of future profits. This means that if people are expecting the economy to slow down, but also expect a big shift in income from wages to profits, then we should expect to see the market rise. So there is no sense in treating the stock market as a gauge of economic activity–it isn’t.

The Associated Press (12/5/14), covering that movement, has produced a perfect example of what journalism looks like when black lives don’t matter.

Tom Hays and Colleen Long began their article with a litany of victim-blaming:

Eric Garner was overweight and in poor health. He was a nuisance to shop owners who complained about him selling untaxed cigarettes on the street. When police came to arrest him, he resisted. And if he could repeatedly say, “I can’t breathe,” it means he could breathe.

AP attributes “such arguments” to “rank-and-file New York City police officers and their supporters,” making the case that Garner “contributed to his own demise.” But there’s no one but police and their supporters quoted in the article, so there’s no one to point out the moral pathology of suggesting that killing a “nuisance” is somehow less than blameworthy.

You don’t get any of those points in the article, because AP didn’t feel any need to quote (or, seemingly, talk to) anyone who thought that the life of Eric Garner was more important than the feelings of New York Police Department officers. Because, one has to assume, to AP black lives don’t matter.

The #New_York_Times headline (4/15/15) paints a dire picture:

“Turmoil at Voice of America Is Seen as Hurting US Ability to Counter Propaganda”

But wait a second–isn’t Voice of America itself a propaganda outlet? Not in the New York Times stylebook, apparently. The piece, by Ron Nixon, describes VOA as “the government agency that is charged with presenting America’s viewpoint to the world.” Later on, the Times refers to what it calls “America’s public diplomacy.”

The US’s enemies, on the other hand, have “sophisticated propaganda machines that have expanded the influence of countries like China and Russia and terrorist groups like the Islamic State.” The difference between “propaganda machines” and “public diplomacy” is never explained in the article, but the former appears to be what “they” do while the latter is what “we” do.

As UK authorities and NATO officials stress the importance of clamping down on “false Russian” narratives in the media, perhaps our own media could stop providing a shining example as to why such anti-Western narratives are so often the only outlet for certain ugly truths.

Reading the lead stories on Israeli Prime Minister Benjamin Netanyahu’s speech to Congress about Iran in five prominent US papers–the New York Times, Washington Post, LA Times, Wall Street Journal and USA Today (all 3/3/15)–what was most striking was what was left out of these articles.

None of them mentioned, for example, that Israel possesses nuclear weapons. Surely this is relevant when a foreign leader says that it needs the United States’ help to stop a rival state from obtaining nuclear weapons: The omission of the obvious phrase “of its own” changes the story entirely.

Another thing largely left out of the story is the fact that Iran has consistently maintained that it has no interest in building a nuclear weapon. There was one direct statement of this in the five stories–the New York Times’ reference to “Iran’s nuclear program, which [Iranian] officials have insisted is only for civilian uses.” The Washington Post alluded to the fact that Iran denies that it has a nuclear weapons program, referring to “a program the West has long suspected is aimed at building weapons,” Iran’s “stated nuclear energy goals” and “the suspect Iranian program.” Elsewhere the military nature of Iran’s nuclear research was taken for granted, as when the LA Times said that the issue under discussion was “how to deal with the threat of Iran’s nuclear program.”

Entirely absent from these articles was the fact that not only does Iran deny wanting to make a nuclear bomb, the intelligence agencies of the United States (New York Times, 2/24/12) and Israel (Guardian, 2/23/15) also doubt that Iran has an active nuclear weapons program. Surely this is relevant to a report on the Israeli prime minister engaging in a public debate with the US president on how best to stop this quite possibly nonexistent program.

Les avancées dans le dossier du nucléaire civil seront certainement les plus importantes de cette visite d’Etat et devraient permettre à des entreprises américaines de construire des centrales en Inde. Pour cela, Barack Obama a accepté hier de déléguer les inspections des usines qui seront construites à l’Agence internationale de l’énergie atomique (AIEA).

Les Etats-Unis insistaient, jusqu’à présent, pour les réaliser, une intrusion qui ne plaisait guère aux Indiens. Narendra Modi, de son côté, a assuré que l’Etat indien allait constituer un fonds conséquent pour assurer les opérateurs étrangers en cas d’accident.

En effet, le Parlement indien a adopté, il y a 4 ans, une loi qui permet de poursuivre en justice ces entreprises - une clause qui effraie ces investisseurs et a gelé la construction de plusieurs centrales par les compagnies américaines General Electrics et Westinghouse.
