Fifteen people were killed, including one child, from electrocution due to the floods, and 27 other were injured in Beheira, while two were killed and one was injured in Gharbeya due to the flooding.

One child died, and his sibling was injured in a building collapse in Alexandria due to floods on Friday. The building collapsed when the ceiling of the top floor cracked and fell on its residents, killing three-year-old Mohamed A. and severely injuring his older brother in the head, according to the initial police investigations reported by state-run news agency MENA.

Residents were evacuated until the building is reviewed by the committee for brittle buildings.

Deaths from flooding are a yearly phenomenon, with many coastal and Delta cities flooding during the winter season. It is widely believed that the poor infrastructure is the cause for the repeated yearly deaths.

Egypt, the UAE and Oman were among the 117 countries that voted Israel into the UN Committee on the Peaceful Uses of Outer Space Affairs (UNOOSA) membership on Friday.

Namibia was the only country that voted against Israel, while 21 countries abstained from voting.

The main reason behind Egypt voting for Israeli is to support the “Arab countries’ candidate” in the UN committee, according to Foreign Ministry spokesman Ahmed Abu Zeid.

Two senior judges were referred to investigation for participating in a project drafting an anti-torture law following a report from the homeland security agency.

A judge was commissioned on Sunday to investigate judges Hisham Raouf, from Cairo’s Appeal Court and former Justice Minister’s assistant, and Assem Abdel Gabar, deputy head of the Cassation Court, over their participation in a proposed draft law against torture. The draft law was written in cooperation with the law firm and human rights advocates, the United Group. However, an investigation has yet to be conducted.

Raouf said he was surprised by the news, saying that both he and Abdel Gabar were not informed of the investigation, and they have no details about it or about the accusations, state-run newspaper Akhbar Al-Youm reported.

“We did participate in drafting a law project that implements regulations of the United Nations Convention against Torture which Egypt signed almost 30 years ago,” he added.

“What accusation can a judge be charged with for just proposing a legislative amendment ?” wondered Raouf.

The draft law consists of 10 articles that include, for the first time, a provision which holds the director of the prison or detention centre criminally responsible for the crimes of torture that are committed inside the detention centre or prison which he manages , according to a press release from the United Group issued on 9 March, following the drafting of the proposed law.

It also includes the establishment of a specialised Public Prosecution at every court of the first degree in order to investigate in the referred torture cases. Furthermore, it includes a specialised police unit to collect the findings of such a crime under the direct supervision of the Public Prosecutor.

The United Group added that draft law will be sent to President Abdel-Fattah Al-Sisi. Raouf said that a copy has already been sent to offices of Prosecutor General Hisham Barakat and head of the High Council of Justice Hossam Abdelrahim.

Negad El-Boraei, rights lawyer and senior partner at the United Group, questioned the reports on the judges’ interrogation saying that the Egyptian government is “not that dumb”.

He told Daily News Egypt that, if they were to be investigated, it has to be over something else other than participating in drafting a law against torture.

The two judges are believed to be affiliated with judges’ ‘independence current’, a movement that emerged during the Mubarak-era. Its members have been accused in post-30 June Egypt of involvement in political activities.

Plainclothes policemen arrested three female Al-Azhar University students Monday, of whom one, Rehab Awad, remains in detention, the Al-Azhar Student Union spokesperson Mahmoud Al-Azhary said on Tuesday.

He added they were taken into a white microbus next to a group of security forces. The whereabouts of the girls were unknown until they were released that night. Awad remains detained at the Nasr City police station.

In a separate incident, first-year student Aliaa Tarek, has been missing for the past nine days. She was arrested from in front of the Al-Azhar campus with two other female students and sent her mother a message informing her that she was in a security car.

Since then, the two students have been released, but neither her family nor her friends know of Tarek’s whereabouts, Al-Azhary said.

Meanwhile, over thirty academics from universities across Egypt, including Cairo University, Alexandria University, the American University in Cairo, Ain Shams, and Zagazig University, released a statement Tuesday condemning the security presence on university campuses.

Cairo University Professor Randa Abou-Bakr stated that she initiated this statement because “a purely security-based, violent way of dealing with students is unacceptable and is in no-one’s benefit”.

Police have arrested at least 76 Al-Azhar University students since the first day of the academic year on 11 October, according to Al-Azhary .

“We are saying that Al-Azhar University is now run and ruled by armed gangs, and the security forces are constantly violating the sanctity of university,” Al-Azhary said, adding that this was especially true for the girls’ section of the university.

There have been a large number of “offensive violations” at the girls’ gates from employees of private security firm Falcon, he added.

Al-Azhary added that “the students will continue to demonstrate.”

Dozens of Al-Azhar students arrested from campus and detained in Tora Prison since last year have started hunger-strikes, some of which have lasted over 35 days, to protest their detentions.

Meanwhile, in other universities across Egypt, students have been demonstrating against the court ruling of three-year prison sentences for the Itihadiya detainees, according to Freedom for the Brave, an initiative that provides support for detainees.

At least 15 university administrations across Egypt have signed contracts with Falcon to be present on campuses from the beginning of the academic school year.

Professor of Anthropology, Mohammed Tabishat signed the statement in condemnation of security present on campuses due to his belief in the “commitment to the principle of academic freedom”, a principle that he says “prohibits direct and indirect military intervention” within the academy.

“A university should be a place that sustains, protects, and promotes freedom of expression, speech and free thinking,” he said, adding that “the issue is not about universities only… it is in the interests of society as a whole to keep universities free of oppression.”

At least 230 students have been arrested since the beginning of the new academic year, according to the Association of Freedom of Thought and Expression (AFTE).

In addition, security forces have killed one student, Omar Al-Sherif in clashes between students and security forces in Alexandria University, bringing the number of students killed on campuses up to 17 over the past two years.

An aid convoy headed for Gaza was stopped at the Balouza security checkpoint in North Sinai on Saturday afternoon, a few kilometres away from the Rafah border crossing.

“They then stopped the convoy at the Balouza checkpoint for two hours under the pretext that they are waiting for security forces to escort them into Rafah,” Al-Awady said. “Two hours later, the participants in the convoy were told they cannot cross over since they don’t have a permit. When the participants protested the decision, security forces raised their guns at them.”

Al-Awady said that the medicines transferred have been approved by the Ministry of Health. At time of publishing, participants in the aid convoy were negotiating with security forces to allow them to cross over.

Egyptian authorities are due to halt the movement of trucks from Egypt to Libya on 18 July, General Anani Hassan, security director of the Matruh governorate, told state-owned Al-Ahram on Tuesday.

Authorities also declared a state of emergency from Western Alexandria to the Egyptian-Libyan border.

Hassan said they received a notification about the deteriorating security situation from the Libyan side Monday night. Following the notification, Egyptian authorities decided that only Egyptian workers leaving Libya can enter Egypt, while only Libyan migrants and Libyan trucks, driven solely by Libyans, can enter Libya, effective by Friday 18 July.
