    Book Review: Trading Barriers: Immigration and the Remaking of Globalization by Margaret E. Peters

    In Trading Barriers: Immigration and the Remaking of Globalization, Margaret E. Peters explores how an increase in free trade has led to more restrictive immigration policies around the world. While questioning some elements of its structure and style, Paul Caruana-Galizia nonetheless welcomes this as a timely and well-researched study that offers valuable insight into the trade-offs between free trade and immigration.

    his year marks the 60th anniversary of the Treaty of Rome laying the foundations for an ever closer union of the people of Europe that is underpinned by fundamental ideals including the respect of human rights, freedom of movement, diversity, democracy and peace, solidarity, economic and social cohesion.

    Despite being highlighted from the very start, these ideals have not been given the prominence they deserve in most debates about what Europe is about. Instead there has long been a Eurosceptic and increasingly divisive and toxic media discourse led by a number of highly influential newspapers and media outlets, often owned by very wealthy individuals. In the UK, even pro-EU supporters and political parties have often adopted a defensive stance, focusing on national interest and sentiment (‘it is in our interest’: we are ‘stronger in’) rather than offering a positive message and offering a proud reminder of Britain’s leading role in Europe in the past. Elsewhere in Europe, there have also been alarming signs of historical amnesia and nostalgia towards former authoritarian regimes and even an authoritarian turn in some EU member states and candidate member states.

      Has immigration really led to an increase in crime in Italy?

      Yet, in contrast to the overall crime rates in Italy, the share of crimes committed by foreigners is also decreasing within every single region in Italy with respect to the regional average. This holds for all regions in Italy since 2014, from the northern tip of the country in the Alps, to the southernmost spot in Lampedusa. Today, the share of convicted foreigners is at an unprecedented all-time low. The average regional crime rate among foreigners has decreased by around 65% between 2007 and 2016.

      Carceri, i numeri dicono che non c’è un’emergenza criminalità legata agli immigrati

      Sono 117 le carceri che abbiamo visitato negli ultimi 18 mesi, 30 negli ultimi 6. È stato presentato ieri a Roma il rapporto di metà anno sulle carceri italiane dell’associazione Antigone, alla presenza dei vertici dell’amministrazione penitenziaria. Se si vuole fare una seria ecologia della comunicazione bisogna partire da qui: dai dati di fatto, dalla realtà, da quanto si conosce perché lo si è visto con i propri occhi, lo si è studiato, si sono analizzati i dati, i numeri, le storie. Le scelte politiche, legislative, amministrative vanno fatte sulla base di quanto accade, non di quanto una generica e male informata opinione pubblica percepisce – scorrettamente – che accada.

      E cosa accade? Accade ad esempio che il tasso di detenzione degli stranieri, vale a dire il numero dei detenuti stranieri sul numero degli stranieri residenti in Italia, sia in calo. Se dieci anni fa era dello 0,71% oggi è invece dello 0,33%. Non c’è dunque un’emergenza criminalità legata agli immigrati. E accade che il patto di inclusione sociale paga in termini di correttezza e rispetto delle norme. Se si dà fiducia a qualcuno, questo qualcuno tende a ripagare la fiducia accordata. Regolarizzare la posizione degli stranieri e integrarli nella società riduce di fatto i tassi di criminalità. E lo fa in maniera drastica. Basti guardare alla comunità rumena, la cui presenza in carcere è diminuita di oltre mille unità in soli cinque anni, mentre la sua presenza in Italia andava invece aumentando.

      Un’altra cosa che accade è che non è affatto vero che “tanto chi va in galera ne esce subito” e “esiste la certezza della pena”. Innanzitutto la pena non è solo quella carceraria, come i nostri costituenti ben avevano indicato parlando, all’articolo 27, di pene al plurale, le quali non devono essere contrarie al senso di umanità e devono tendere alla rieducazione del condannato. Ma comunque anche la stessa pena carceraria è certissima e spesso implacabile. Tanti detenuti non vanno mai in misura alternativa Dei 38.700 che hanno una condanna definitiva, oltre 10.000 sono condannati a una pena tra 5 e 10 anni, oltre 6.500 a una pena tra 10 e 20 anni, 2.300 a oltre 20 anni e 1.700 all’ergastolo. Posto che per essere affidati ai servizi sociali fuori dal carcere non bisogna avere più di quattro anni di pena ancora da scontare, ben si comprende come tante persone vivano in carcere per lunghi anni. Sono inoltre circa 24.000 i detenuti che hanno a oggi davanti meno di quattro anni di pena residua. Alcuni di essi ne hanno meno di tre, altri meno di due, altri ancora meno di uno. Potrebbero essere fuori. Se i magistrati fossero di manica larga nella concessione delle misure alternative, così come si sente spesso dire, e se fosse scontato che nessuno finisce la propria pena in carcere sarebbero già usciti. Invece sono ancora lì.

      Qualcuno esce, è vero. Ma se andiamo a vedere per bene come stanno le cose, e non come sono percepite da chi non conosce i dati di fatto, vediamo che le misure alternative hanno una durata media di poco superiore ai nove mesi. Quindi anche per chi a un certo punto varca il cancello del carcere la gran parte della pena è stata scontata dentro. E in quei mesi che esce cosa succede? Che smette di scontare la pena? Niente affatto. Succede che la sconta diversamente. Succede che vivrà sotto il rigido controllo dei servizi sociali e del magistrato di sorveglianza, seguendo un rigido programma che altri hanno stabilito per lui. Un altro modo di scontare la pena. Ma ancora pena. Un modo più utile alla nostra sicurezza (le misure alternative abbassano di molto il tasso di recidiva) e assai meno costoso per le nostre tasche.

      Già, perché il carcere costa. Anche questo accade, come Antigone ha ben raccontato ieri. Ciascun detenuto costa a tutti noi 136 euro al giorno. Le misure alternative sono enormemente più economiche. Chi vorrebbe invocare la costruzione di nuove carceri, si faccia due conti prima di farlo. Costruire un carcere da 200 posti – dunque un carcere piuttosto piccolino – costa 25 milioni di euro. Davvero vogliamo spenderli per puro senso di vendetta, per comminare pene meno utili di altre che potremmo avere a disposizione? Costruire carceri ci costa 125.000 euro a posto letto. Ecco perché in passato nessuno c’è riuscito tra tutti coloro che avevano promesso sbarre su sbarre. Non c’è riuscito Silvio Berlusconi, con un sontuoso piano di edilizia carceraria annunciato in pompa magna e finito nel niente. Prima di lui non c’era riuscito l’allora ministro della Giustizia Roberto Castelli, che creò allo scopo la società Dike Aedifica s.p.a. la quale si rivelò in seguito una società fantasma e servì solo a sprecare circa 1.400.000 euro e a farsi tirare le orecchie dalla Corte dei Conti.

      Torniamo ai dati di fatto. Abbandoniamo i luoghi comuni. Questo è il lavoro che Antigone tenta di portare avanti da quasi trent’anni. I luoghi comuni fanno comodo. Ma non certo a noi.

Catherine Baker draws a number of parallels between the dynamics that preceded the break-up of Yugoslavia and the ongoing developments that have followed the EU referendum. She highlights that while the demise of Yugoslavia was itself not inevitable, the violence that accompanied it could certainly have been spared. This represents a warning for political leaders, who should now be careful to listen to the alternatives proposed by the public and heed them, instead of suppressing them.

    La Marina libica, a 10 miglia dalla costa della città di Sabratha, ha fermato tre barconi diretti in Europa con a bordo circa 600 migranti. Secondo il portavoce dei guardiacoste si tratta di persone di varie nazionalità. Sono state condotte in un centro contro l’immigrazione clandestina e saranno rimpatriate nei loro Paesi d’origine.

    Using harmonised survey data from the Multinational Time Use Study and the Luxemburg Income Study, I have analysed trends in extreme working hours in sixteen western European countries, the United States and Canada between 1970 and 2010. The results suggest that extreme working hour patterns of many European countries have been converging toward the US-American pattern: an increasing ratio of European workers, particularly those with high-skills, have become overworked since the beginning of the 1990s.

    Nordic countries are often treated as a separate, ‘exceptional’ group among European countries. Åsa Bengtsson writes that while this conception is extremely common, a closer look at voting behaviour and political engagement within Nordic countries reveals a different picture. There are in fact notable differences within the Nordic region which are at least as large as the variations between Nordic states and other countries in Western Europe.

    We all know the story. The Nordic countries, those five small states in the Northern parts of Europe are somehow peculiar, maybe because of the strength of the welfare state, maybe because of the number of medals in the Winter Olympics. Rich, stable, equal and perhaps a bit complacent is the usual verdict. When it comes to the political arena, scholars have even presented the Nordic countries as ‘exceptional’ or ‘happy’ democracies.

    The death of migrants in the Mediterranean is a truly ‘European’ tragedy

    Over 300 migrants travelling from Libya to Italy died on 3 October when the boat they were travelling in caught fire and sank in the Mediterranean. Nando Sigona writes that efforts to prevent further disasters taking place must focus on the reasons why migrants choose to risk their lives by travelling to Europe. He argues that the EU has not taken on its fair share of asylum seekers in comparison to developing countries in Africa and the Middle East, and that opening up the asylum process should be a key priority.

      Il est calculé en fonction du nombre d’électeurs. Précisément parce que les partis ne peuvent compter sur leurs adhérents pour les financer. Mieux vaut ça que les solutions « imaginatives » antérieures.

      En fonction du pourcentage de suffrage reçus et/ou du nombre d’élus, en fait, non ? Le problème c’est que je ne suis pas sûr que le financement public ait mis fin aux solutions imaginatives, d’une part, et que cela fait vivre des appareils sans base militante d’autre part. Je ne prétend pas qu’un financement purement privé serait mieux, hein, mais il me semble que les gros partis, premiers bénéficiaires de ce financement, seraient bien inspirés de suivre une petite cure de sobriété.

      J’approuve entièrement la sobriété dans ce contexte. Le nombre d’élu est malheureusement très vaguement corrélé au nombre de suffrages reçus ce qui me semble un problème plus grave.
